En las puertas del Bicentenario sentimos la obligación de seguir luchando día a día por el engrandecimiento de la Patria, con la premisa clara de que el capital más grande que posee nuestra Nación, es sin lugar a duda sus trabajadores. Por eso más que nunca todos juntos, unidos. Hoy celebramos como trabajadores Marítimos el Bicentenario de nuestra Patria, hemos suscripto todos y cada uno de los CCT con las Cámaras empresariales de cada actividad, sin olvidar quiénes somos como institución, nuestra historia de lucha por la dignidad del trabajador marítimo y por nuestra Argentina, que hoy quiere despegar con plenitud y donde los trabajadores, en ese proceso, no podemos estar ausentes. Sin lugar a dudas ésto se debe al acierto político del ex presidente de la Nación Néstor Kirchner, quien a través del Decreto 1.010/04, derogó el nefasto 1.772/91, y logramos que la insignia patria flameara en todos los buques. Los desafíos son cada vez más complejos y demandan un alto grado de compromiso día a día, paradójicamente, el Bicentenario de la Patria nos encuentra festejando también los 100 años de la creación de nuestra organización, ya que el 25 de mayo de 1910 nació la Federación Obrera Marítima (FOM). Los antecedentes de la misma datan del año 1903 que es cuando se forma la Sociedad de Resistencia de Marineros y Foguistas, es así como siete años más tarde se forma la FOM, la cual ejerció un papel clave en la época más dura del movimiento sindical argentino. Dicha integración, próxima a su centenario, impulsa a lograr la unión de todos los gremios marítimos, portuarios y de la industria naval, lo estamos llevando adelante dentro de la Federación Marítima Portuaria y de la Industria Naval (FEMPINRA), en conjunto con los gremios hermanos del sector.
On the eve of the Bicentennial we feel the duty to continue fighting for the growth of our country every single day, clearly taken for granted that the most important capital our Nation has is, undoubtedly, its workers. Therefore, more than ever before, everybody
together. As Maritime workers today we celebrate the Bicentennial of our Country, we have subscribed all Collective Work Agreements and each of them, always taking into account who we are as an institution, our long fight for the maritime worker’s dignity and for our Argentine, which today wants to fully emerge, and where workers, during such process, cannot be absent. This is ubdoubtedly due to former President Néstor Kirchner’s political right decision to derogate through decree 1010/04 the previous one number 1772/91, so managing to have the National Flag on board all ships. Challenges are every time more complex and they demand a high degree of daily commitment, paradoxically, the Bicentennial finds us also celebrating the 100th anniversary of the creation of our organization, since the Maritime Worker Federation (FOM) was born on May 25, 1910. It has its precedents in the year 1903, when the Stokers and Sailors Resistance Society is formed, and this way FOM (Maritime Worker Federation) arises seven years later. Its role was of great importance during the hardest years of trade unions. Such integration, so near the centennial, leads us to achieve the union of all maritime, port and naval industry trade unions. We are carrying it out within the Port and Naval Industry Maritime Federation (FEMPINRA), together with the trade unions of the sector. 3
El gran anhelo de recuperar la Marina Mercante para nuestro país se está por concretar, a más de 200 años de que el insigne e iluminado patriota don Manuel Belgrano vislumbrara ya la excepcional importancia y necesidad de expandir el comercio con otros países a través del agua. La Argentina está logrando una política real y concreta, acorde al país que somos y pretendemos ser, recuperando nuestra “conciencia marítima” y la plena soberanía en los mares y ríos argentinos. Por todo eso, nos sentimos y somos parte del Proyecto Nacional y Popular encabezado por nuestra querida presidenta Dra. Cristina Fernández de Kirchner. Gracias al apoyo del compañero Hugo Moyano, al Movimiento Obrero y gracias a la lucha de todos los compañeros marítimos podemos festejar nuestro Bicentenario, el cual nos llena de gran orgullo y satisfacción. Un fuerte abrazo a toda la familia marítima, el SOMU se encuentra fortalecido, nacional e internacionalmente en este marco del Bicentenario, con la proa puesta al futuro, capital y trabajo por una Marina Mercante Nacional dentro del Proyecto Nacional y Popular, ésto es lo que todos nos merecemos.
Two hundred years after the great patriot Dr. Manuel Belgrano saw the exceptional importance and needing of enlarging commerce with other countries across water, the great wish to recover the Merchant Navy for our country is about to be fulfilled. Argentine is achieving real and concrete politics, according to the country we are and we expect to be, recovering our “maritime awareness” and full sovereignty over Argentine seas and rivers. For all these reasons we feel and we are part of the Popular and National Project that has our dear President Cristina Fernández Kirchner at its head. Thank peer Hugo Moyano’s, the Workers Movement’s and all maritime peers’fight, we can celebrate our bicentennial, which makes us feel full of proud and satisfaction. A big hug to all maritime family, on the eve of the Bicentennial SOMU has been nationally and internationally stengthened, aiming towards future, capital and labour for a National Merchant Navy within the National and Popular Project, this is what we all deserve.

“Nuestros comienzos como marítimos en el gremio fueron a principios del ‘70. En esa época la militancia se hacía arriba de los barcos con dirigentes y activistas representativos de distintas vertientes agrupacionales”, cuentan los compañeros Rosario Torrez y Carlos Milanesi, que a continuación reflejarán parte de la historia con vivencias personales. “Al estar embarcados en los buques tanques, salían de los debates, ideas y sueños. Ahí era donde comenzaba la vida gremial de muchos compañeros que hoy son dirigentes con experiencia”. “En el año 1986, tuvimos la oportunidad de participar en la conducción junto al compañero Omar Suárez quien ratificaba su actitud y su carácter de base, como lo hizo notar años atrás”. “Una noche, Omar Suárez se encontraba cenando en La Boca con su grupo familiar en su día de franco. En ese momento se escuchó tremenda explosión. Fue el incendio del buque tanque “Perito Moreno” de YPF, en el cual varios tripulantes perdieron la vida en Dock Sud. “Sin embargo, sin evaluar riesgos, Omar Suárez, fue a socorrer a sus compañeros del buque tanque “Cabo Corrientes”, que estaba en el muelle a la proa del buque incendiado. Si Omar no hubiera tomado la decisión de cortar las marras con un hacha, el peligro de explosión en el sector de inflamables de Dock Sud hubiera sido una verdadera catástrofe para gran parte de la población de Buenos Aires”. “Siendo marinero, primero actuó solidariamente con sus compañeros pensando en la parte humana y después, en la fuente de trabajo”. “Su accionar lo lleva a repetir lo hecho cuando embarca como primer timonel en el buque Multipropósito SOMU donde puso proa a grandes temporales: juicios, decretos, embarcos, cese de banderas, despidos, achicamiento y reducción de las tripulaciones”. “Hoy, después de esa gran travesía, con esfuerzo, sacrificio y trabajo, los objetivos se van cumpliendo: Convenios Colectivos, Escuela de Capacitación Omar Rupp, ser propietarios de nuestros edificios de las Seccionales y Delegaciones en el resto del país, tener un Barco Escuela, Dr. Manuel Belgrano (un sueño hecho realidad), el nuevo centro de esparcimiento en el norte del país, óptimas mejoras en nuestra “Quinta La Amistad” y en los hoteles, siempre velando por los beneficios del afiliado y sus familias”. “Sin detener nuestra marcha nuestro timonel nos conduce a un futuro próspero”.
“It was in the seventies when we started as maritimes in the Trade Union. At that time conductors and activists representing different groups used to militate on board”, peers Rosario Torrez and Carlos Milanesi tell, adding some personal anecdotes. “Debates, ideas and dreams would arise as on board. That was the beginning of many peers’ lives in trade unions. Nowadays they are experienced conductors. In 1986 we had the opportunity to participate in the conduction together with peer Omar Suárez, who thus ratified his attitude and personality, such as he had shown years before. One night Omar Suárez was having dinner in La Boca with his family on a day off. At that moment a terrible explosion was heard. It was due to a FIRE on the YPF tanker, Perito Moreno, where several members of the crew lost their lives at the Southern Dock. However, regardless the risks, Omar Suárez helped his peers on the “Cabo Corrientes” tanker, which was on the dock, near the ship on fire. Had not Omar taken the decision to cut mooring lines with an axe, the explosion danger in the inflamable section at the Southern Dock would have been a real catastrophe for an important part of the population in Buenos Aires. As a sailor, in the first place he was solidary with his peers, thinking of the human part, and just then of his work. He repeated his action as the head of the Multipurpose Ship SOMU, where he faced many storms: suits, decrees, flags cease, people fired and crew reduction. Today, after this long journey, after effort, sacrifice and work, we are fulfilling our aims: Collective Agreements, the Omar Rupp Training School, the possession of our own buildings in Sectionals and Delegations of the rest of the country, of the School Ship Dr. Manuel Belgrano (a dream that has become true), the new recreational center in the North of our country, reformations in our week end premises and in the Hotels, always looking forward to the benefits for the afíliate and for his family”. “Our helmsman is permanently leading us towards a better future” 5

Así lo definió Omar Viviani, secretario general de la Confederación Argentina de Trabajadores de Transporte (CATT) al festejar la inauguración de la nueva sede de la Institución. El Sindicato de Obreros Marítimos Unidos (SOMU) participó del evento de la mano de Enrique Omar Suárez. Asistieron también representantes de distintas organizaciones sindicales y funcionarios públicos.
So said Omar Viviani, General Secretary of the Transportation Workers National Confederation (CATT) when celebrating the inauguration of a new place for the Institution. The United Maritime Workers Syndicate (SOMU) took part in the event represented by Enrique Omar Suárez. Public officers and representatives of different syndicalist groups also participated.

31 de agosto de 2009. El edificio, ubicado en la calle Jujuy 1074 de la Ciudad Autónoma de Buenos Aires, significa para la Organización el cumplimiento de un ambicioso proyecto. El Sindicato de Obreros Marítimos Unidos estuvo presente con Enrique Omar Suárez al frente de la Organización. También participaron el ministro de Trabajo, Carlos Tomada, el titular de la cartera de Planificación Federal Julio De Vido y el secretario general de la Confederación General del Trabajo (CGT), Hugo Moyano, entre otras personalidades. Durante el evento, el secretario general de la CATT, Omar Viviani, destacó que “este edificio era una vieja aspiración de los gremios nucleados en la CATT, que hoy se materializa en esta inauguración”. A esta afirmación, y adhiriendo a lo expresado por Omar Viviani, el SOMU manifestó su orgullo por formar parte de la Confederación. Por su parte el ministro Carlos Tomada destacó que la existencia de “la Confederación es uno de los pasos más importantes que en dirección al fortalecimiento del movimiento obrero se han dado en los últimos años”. Por último, el ministro Julio De Vido, agradeció la invitación al evento y saludó a todos los representantes de los trabajadores del transporte. Asimismo destacó el papel de la Confederación para avanzar con el modelo de inclusión social que lleva adelante el Gobierno. “Uno de los puntos clave de estas confederaciones es que cada una de las actividades conozca la problemática o la realidad de las otras actividades y eso les permite trabajar en conjunto”, señaló destacando la creación de esa cartera “con el fin de reunir, amalgamar todas las actividades que hacían a la infraestructura argentina, algo que no tenía antecedentes desde la década del ‘50”.
August 31, 2009. The building, located on 1074 Jujuy Av., City of Buenos Aires, implies the fulfillment of an ambitious project that CATT had. The United Maritime Workers Syndicate (SOMU), represented by Enrique Omar Suárez, was present. Among other personalities, the Labour Department Minister, Carlos Tomada, the Head of the Federal Planification Department, Julio De Vido and the General Secretary of the Labour General Confederation (CGT), Hugo Moyano, also took part. During this event the CATT General Secretary, Omar Viviani, highlighted that “ this building has been an old aspiration that the trade unions gathered in CATT had had for a long time, and that now becomes real in this inauguration”. As an answer to this statement and in agreement with Viviani’s words, the SOMU declared their proud to be part of this Confederation. On the other hand, the Minister Carlos tomada said that the existence of “the Confederation has been one of the greatest steps taken by the workers’ movement in the latest years towards a strengthening process”. At last, the Minister Julio De Vido thanked the invitation to the event and greeted all transportation workers representatives. He also stressed the importante of the role of the Confederation to go ahead with the social inclusion model the Government is carrying on. “One of the most important points for these confederations is that each of them should get to know the problems or the reality of the others, so as to be able to work together”, he pointed out as he remarked the creation of that Department “with the aim to reunite, to gather all the activities having to do with the Argentine infrastructure, something not seen before since the fifties.” 7

The future of the Training School and the multipurpose school ship
En dirección a los anhelos por recuperar la Marina Mercante, el SOMU aspira a formar marineros con distintas aptitudes tanto desde la capacitación teórica como práctica. Es por ello que están trabajando para que la Escuela Omar Rupp se instale en el predio de la Fundación Azul y cuente con nueva infraestructura, talleres y hasta un simulador. Además trabajan para el desarrollo óptimo del buque escuela multipropósito. En estas tareas, Antonio Cennamo, secretario de la Obra Social, tiene importantes desafíos.
With the purpose to recover the Merchant Navy, the SOMU looks forward to training sailors with different abilities by means of both theoretical and practical training. This is why they are working for the Omar Rupp School to be settled in the Blue Foundation field and to have a new infrastructure, workshops and even a simulator. They are also working for the best possible development of the multipurpose school ship. Antonio Cennamo, secretary of the health care system, has an important challenge as regards this job.
Antonio Cennamo, secretario de la Obra Social del SOMU, miembro de la Entidad gremial desde 1989, está trabajando para cumplir con los proyectos de trasladar la Escuela de capacitación. Asimismo está a cargo de los desarrollos del buque escuela. Ambas misiones le fueron encargadas por el compañero Omar Suárez, secretario general del Sindicato. “Muchas cosas son nuevas para nosotros y representan un gran desafío. En este momento estamos llevando a cabo los proyectos, averiguando, asesorándonos, poniéndole el corazón, las ganas a todo esto”, destacó el Secretario de la Obra Social en una entrevista. En esta oportunidad comentó que en el predio de la Fundación Azul se está trabajando y se construyen nuevas instalaciones para que allí comience a funcionar la Escuela Omar Rupp. “Esta institución va a contar con tres aulas grandes, un

Todas las comodidades necesarias y modernas, de acuerdo a las necesidades de los alumnos”, informó. También están armando un taller de carpintería, uno de soldadura y otro de tornería con máquinas modernas para enseñarles a los alumnos. “Está todo en marcha. Ya tenemos gran cantidad de las máquinas. Todo esto será parte del aprendizaje”. “Ha cambiado mucho el sistema de lo que es un buque. Antiguamente no contábamos con un montón de cosas, es por eso que consideramos que los alumnos necesitan tener cada vez más conocimientos y ése es el motivo por el cual procuramos poner todo a su disposición”. Por otra parte, se está construyendo un galpón con dos contenedores dentro, que van a servir como una suerte de depósito para las herramientas, para que los alumnos puedan desarrollarse, para que practiquen con las máquinas y puedan realizar otras actividades.

All this will be part of the learning process”. The ship system has changed a lot. There are many things we did not use to have, that is why we consider students must increase their knowledge, so we are trying to provide them with all the necessary elements for this purpose to be achieved. On the other hand, they are building a shed with two containers inside for tools storage, so that students can develop their skills, they can practise with the machines and do other activities.

Besides all this, a very modern simulator is being built. “The General Secretary had the idea to make it with the aspect of a ship. The building façade is typical of a ship. It has a bridge and a sailing simulator. It will also have an aquarium with the typical species of our country: those from Paraná and Uruguay Rivers and from Río de la Plata”, Antonio Cennamo said. Además de todo esto, se está construyendo un simulador de altísima generación. “Al Secretario General se le ocurrió hacerlo con aspecto de barco. La fachada de la construcción es propia de un barco, con un puente y un simulador de navegación. También tendrá acuarios en los que van a tener las especies del Río Paraná, Río Uruguay, Río de la Plata y todas las especies autóctonas que habitan en nuestro país”, comentó Antonio Cennamo.

Since the Dalian II was donated by Harengus S.A, Antonio Cennamo had to transform it into a multipurpose school ship. The ship has capacity for 32 students besides the crew (between 14 and 15 people). It has two laboratories, a dry one and a damp one, that make it possible to do research on board. It also has a modern, iron steel living room. It can do different kinds of fishing, to show how the system works. It also has the capacity to process, freeze and store all that can be fished. “It has some characteristics not typical of other ships, such as a CO2 battery recently installed. There is a fire detection system in all the ship, as well as the most modern sailing system available. To be honest,

Desde que el Dalian II fue donado por la firma Harengus S.A, Antonio Cennamo tuvo la misión de transformar el barco en un buque escuela multipropósito. Las instalaciones del buque tienen una capacidad para 32 alumnos, aparte de la tripulación, de alrededor de 14 ó 15 personas. El barco tiene 2 laboratorios, uno seco y uno húmedo, en los cuales se pueden hacer investigaciones a bordo. También cuenta con un salón de estar, una planta totalmente nueva de acero inoxidable con los sistemas más modernos. Puede pescar por arrastre, con tangores y están ideando un sistema de palangre, también de poteras, para mostrar cómo se trabaja. Asi-

mismo tiene la capacidad de procesar, congelar y almacenar todo lo que se pueda pescar. “Tiene características que otros barcos pesqueros no tienen como una batería de C0 2 que acabamos de instalar. Posee un sistema de detección de incendios en todo el buque, tiene los equipos de navegación más modernos que hay en plaza. Para ser sinceros y concisos, la tecnología es de punta”, remarcó Cennamo. En el buque escuela los alumnos aprenden todos los conocimientos teóricos y prácticos. Cuando naveguen, van a hacer las maniobras guiados por los tripulantes, vamos a tener un marino muy preparado en todo sentido y se va a desarrollar en un ambiente portuario. “Estoy sumamente orgulloso de haber sido el depositario de la confianza para estar al frente de esta obra que es gigantesca y es única en la historia de nuestro gremio, del gremialismo argentino, y me atrevería a decir que en el gremialismo mundial. Este es el primer buque escuela multipropósito de un sindicato en el mundo, este es el primer buque de los trabajadores. Estoy muy contento de ejecutar las ideas del compañero Secretario General. Todos nosotros somos los precursores de una obra de este calibre. Como grupo, como sindicato, como persona, como trabajador”.

We are all precursors in such a job, as a group, as a syndicate, as a person and as a worker”.

Thus declared Rubén Alejandro Moreira, Head of the SOMU Interior Department. His work has the aim to give a solution to the different problems that appear, and he does it in permanent connection with twelve sectionals and eight delegations.
La Secretaría del Interior cumple diversas funciones. Para su titular una de las tareas principales es representar al Sindicato en todas las seccionales y delegaciones y prestar colaboración con todas y cada una de ellas. Luego, elabora un informe y lo eleva al Secretariado. Dicha tarea es compleja ya que abarca doce seccionales y ocho delegaciones, que tienen distintos tipos de actividades. Entre ellas, figuran la pesca, la navegación de ultramar, la navegación de río interior, los buques de pasajes y la navegación lacustre. El Secretario del Interior dio sus primeros pasos en la lucha sindical en el año 1983 cuando participaba como integrante de la lista en la seccional de San Fernando donde tres años más tarde fue elegido como Prosecretario. En 1992 asumió como Secretario de la Seccional, en 2004 fue convocado para integrar la lista del Secretariado Nacional y fue luego electo como secretario de la obra social hasta 2008. “La experiencia adquirida como secretario de la obra social me ayudó mucho a desempeñarme en esta secretaría ya que en ambas se trabaja en conjunto”, destacó. Asimismo Rubén Moreira cuenta que su responsabilidad es muy grande, aunque siente una gran tranquilidad ya que tiene el apoyo del Secretario General Enrique Omar Suárez. En ese sentido, Moreira afirma que “todo lo relacionado con los compañeros del Interior es un tema que él tiene muy arraigado, ya que busca soluciones a los distintos problemas que pueden surgir”.
The Interior Department has different functions. Representing the Syndicate in all sectionals and delegations and cooperating with all and each of them is one of the head’s main job. Then, he makes a report and submits it to the Department. Such job is a complex one, since it includes twelve sectionals and eight delegations, with different kinds of activities. Among them we count fishing, sea, river and lake sailing, and passengers ships. The Interior Department took his first steps within the syndical struggle in 1983 when he was a member of the list in San Fernando Sectional, where he was chosen as prosecretary three years later. In 1992 he took over as the Sectional Secretary, in 2004 he was summoned to become a member of the list of the National Department and after that he was chosen as the secretary of the medical care system until 2008. “The experience acquired as the secretary of the medical care system helped me a lot in my performance in this department, since in both of them the job is done together, he stated. As well al that, Rubén Moreira tells us that even though he has a huge responsibility, he feels calm due to the General Secretary’s, Enrique Omar Suárez’s, support. In that aspect, Moreira affirms that “all that has to do with peers from Interior is deeply inside him, for he 12

Desde el mandato anterior, el cual conducía el Cro. Fuentes, hasta la fecha se han ido reinaugurando la seccional de Colón, la de Ingeniero White, la Delegación de San Antonio Oeste y la de Puerto Deseado. “Quiero aprovechar la oportunidad para poder agradecer, muy especialmente a los compañeros de la Seccional de San Fernando, como así también al Secretariado. Me permito hacer una mención especial al Secretario de Relaciones Laborales, el de Relaciones Internacionales y el de Pesca por la activa participación dentro de esta Secretaría. También agradezco la colaboración de los compañeros de cada seccional, delegación y a las secciones de Capital Federal”, dice Moreira. “A lo largo de este período, hemos conseguido firmar convenios relacionados a distintas actividades. Sobre todo cabe destacar un convenio histórico que es el de Arena y Piedra, que se venía discutiendo desde 1995. Con mucho esfuerzo logramos celebrarlo”, remarcó. Además agregó que “no solo la firma de estos convenios nos enorgullece, sino que también la celebración de Actas-Acuerdos con todas las embarcaciones de turismo de Ushuaia y de Iguazú”. Para terminar comentó que ha estado presente en cada uno de los lugares donde la Secretaría tiene injerencia, como así también en cada evento que se lleva a cabo tanto en la pesca como en la navegación interior a nivel nacional e internacional. “Hemos podido viajar a distintas conferencias y seminarios internacionales tanto por la Organización Internacional del trabajo (OIT) como por la Federación Internacional de los Trabajadores del Transporte (ITF). Todos los conocimientos adquiridos y los temas que se desarrollaron son transmitidos a nuestra Institución”.
Since the previous mandate until now the Sectionals of Colón, Ingeniero White, San Antonio Oeste and Puerto Deseado have been being reinaugurated. “I want to take advantage of this opportunity to thank very specially my peers from San Fernando Sectional, as well as the Department. I allow myself to specially mention the Secretary of Labouring Relations, of International Relations and of Fishing Activity for their active participation in this Department. I am also thankful to my peers from each sectional, delegation and from the Capital City sectional”, says Moreira. All along this term we have managed to sign agreements related to different activities. A historical agreement, the one about Sand and Stone, that had been under discussion since 1995, is worth mentioning. “We have succeeded in reaching this agreement after a big effort”, he declared. He also added that “not only does the signature of these agreements make us proud, but also the Agreement-Acts made with all tourism ships from Iguazú and from Ushuaia”. He eventually made a comment that he has been present in every place where the Department 30has an area of influence, as well as in each event carried out either in the fishing or in the inner sailing activities, both at a national and at an international level. “We have been able to attend different international lectures and seminars abroad, delivered both by the International Work Organization (OIT) and by the Transportation Workers International Federation (ITF). All knowledge acquired and issues discussed are informed to our institution”.

En una entrevista con el capitán Domingo José Crespo, Director Académico de la Escuela, informa sobre los cursos profesionales y de seguridad STCW que dictan para capacitar a los alumnos. Asimismo adelanta recientes incorporaciones y nuevos proyectos.
Some information about professional and security courses delivered for students training is provided in an interview to Captain Domingo José Crespo, the School Academic Director. New projects and recent incorporations are also informed.
¿Cuándo fue inaugurada la escuela? La Escuela se creó y comenzó a funcionar en febrero del año 1999. A partir de esta fecha se comenzaron a dictar unos pocos cursos del Convenio STCW ‘95 que significa “Convenio de Formación, Titulación y Guardia para la gente de Mar” emanado de la OMI (Organización Marítima Internacional). ¿En qué consiste ese convenio? Es un convenio sobre seguridad para los tripulantes marítimos y especifica una serie de normas para el desempeño de los tripulantes a bordo. En función de eso, ¿qué tipo de cursos desarrollaron? Se comenzó como primera medida con cuatro cursos, que tuvieron un éxito muy importante porque tenían incidencia directa en la habilitación para navegar, y se refieren a exigencias internacionales sobre seguridad. Estos cursos fueron una necesidad de Argentina para adecuar los estándares de seguridad. Por tanto fuimos nosotros, la Escuela del SOMU, los primeros en Argentina en realizar los cursos STCW 95. ¿Qué tipo de material tuvieron que implementar? Para ello la escuela compró todos los cursos modelos en Londres, los desarrolló, los habilitó y los empezó a imple-
When was the school inaugurated? It was created and it started working in February, 1999. As from this date some few courses started to be delivered according to the Agreement of Training, Titling and Duty for sea people” (STCW’95), coming from the International Maritime Organization (OMI). What is that agreement about? It is about security for maritime crew andi t specifies a set of rules for the performance of the crew on board. What kind of courses took place? To begin with, four courses were delivered, which were very successful for their direct influence on sailing permission, and which refer to international security rules. These courses were a need Argentina had to update security standards. Therefore, SOMU school was the first one to deliver the STCW’95 courses. What kind of material did you have to implement? The school bought all model courses in London with this purpose, it developed, enabled and started implementing them, first with the National Coast Guard and then with the Argentine Navy. 14

En el año 2003 la Escuela se mudó a las nuevas instalaciones (Belgrano 1667), se adecuaron aulas, salones, todo para el alumnado. Todo se refaccionó de manera tal que el alumnado se sintiera cómodo y a gusto para tomar clases. Anteriormente la Escuela funcionaba en la calle Necochea 1133. Ese fue un salto muy importante debido a las grandes reformas. Para todos los cursos se pusieron cañones de proyección de datos, auditorios, se rehicieron salas para conferencias internacionales. Las nuevas instalaciones nos daban la posibilidad de abrir cada vez más cursos. Así se pensó en habilitar la escuela también para formar Marinería.
Did the new development demand any kind of changes in buildings? In 2003 the school moved to 1667 Belgrano Avenue. Classrooms and other rooms were adequated to students. Everything was renewed in such a way that students might feel comfortable to attend classes. Before that the school used to be at 1133 Necochea Street. The step taken due to reforms was of utmost importance. There were projectors and auditoriums for all courses, some rooms were remade for international conferences. The new facilities gave us the chance to open every time more courses. This is how they thought of the school for sailors training.

Entonces, ¿ya forman parte de Marinería? En el 2006 se comenzaron los trámites para esta habilitación con la Secretaría de Transporte para formar a la Marinería desde cero. Así comenzamos a formar —en dos cursos por año— a gente de marinería, cámara, cocina y auxiliares de máquinas. Los cursos se dictan en dos semestres que tienen cuatro meses de clases efectivas. ¿Cuántos alumnos tienen en Marinería? Aproximadamente estamos formando 150 cursantes por año. En realidad el objetivo de la escuela es la calidad de la Marinería y no tanto la cantidad de los mismos, se prioriza la capacitación ante todo. Y el porcentaje de deserción del alumnado es muy bajo. Quienes quieren estudiar Marinería, ¿qué requisitos tienen que cumplir? Tenemos un examen de ingreso más que nada de nivelación, para que el alumnado sea más homogéneo, que tengan un nivel mínimo de conocimientos. Saber leer y escribir son requisitos primordiales. ¿Tienen materias extracurriculares? Natación y remo es una materia extracurricular ya que la rinden con la Prefectura Naval. De hecho, éstas constituyen una exigencia de la PNA para sacar la libreta de embarco. ¿Qué certificación o título recibe el alumno? Una vez que el alumno aprueba todas sus materias, se le otorga el certificado de capacitación náutica en los cuatro STCW básicos. Con esa documentación ya puede ir a tra-
Do sailors take part? In 2006 the necessary documents to train sailors from the beginning began to be worked on. This is how we started training —two courses a year— sailors, kitchen personnel, machines auxiliaries. The courses are delivered in two semesters, each with four months of lessons. How many students are there to be trained as sailors? We are training about 150 students a year. In fact, the purpose of the school is quality and not quantity, training is a priority. And very few students give up. What are the necessary requisites for a candidate to become a sailor? We have a leveling entrance exam for students to work similar evenly. Reading and writing are unavoidable conditions. Are there any extracurricular subjects? Swimmingand rowing are extracurricular subjects, since they are assessed by the National Coast Guard. As a matter of fact, it is a demand for anyone who wants to get the shipping notebook. What certification or degree does the student get? Once the student has passed all his exams, he is given a certificate of sailing skill in the four basic 15

It relates to issues such as the kinds of bombs tankers have, pipes systems, the ship system to poor liquid from one vessel into another one , tanks measuring, etc. During the course, students acquire important knowledge, they practise on board and they learn about loading and unloading the ship.

Como hoy es muy común la comunicación a través de radio VHF, pretendemos que los alumnos tengan conocimientos mínimos y así utilizarlos en algún momento de emergencia. Por eso en este curso se explican cuáles son las medidas a tener en cuenta para no saturar la comunicación y cuáles los canales de comunicación, entre otros. La habilitación la otorga la Comisión Nacional de Radiocomunicaciones.
Today Communication through VHF radio is quite used. So we expect them to have the minimum knowledge necessary to use it in case of an emergency. It explains the measures to be taken into account in order not to saturate communications and communications channels among others. Permission is granted by the Radiocommunications National Commission.

Materiales Compuestos y Reparaciones con Resinas Epoxy y Poliéster, es un curso especial para reparaciones tanto a bordo, de emergencias, rotura de un bote, etc. También para utilizarlos en los buques petroleros, quimiqueros y gaseros. Es importante ya que no se puede utilizar soldadura de arco eléctrico, entonces allí se tiene que reparar en frío, con resinas, que no provocan chispas. Y en estos casos es imprescindible que la reparación sea eficaz. Es un curso de una semana en el que se hacen las prácticas y se le enseñan diversas técnicas. Está pensado para que el armador cuente con personal que pueda solucionar este tipo de contratiempos a bordo.
The course about Compound Materials and Reparations with Polyester and with Epoxy Resins is very special for reparations on board, for emergencies, for a broken boat, and for gas, chemicals or petrol tankers. It is important for emergency reparations of pipes, since electrical soldering cannot be used. In those cases cold reparation, with no sparking, has to be applied. And in such cases reparation must be efficient. Different techniques are taught and practical work is done in a week. The aim is that the builder should have people with the necessary skill to solve problems on board.

Su finalidad es saber utilizar con eficacia y mucha precaución las máquinas soldadoras eléctricas a bordo. Éstas son muy utilizadas en los buques suppliers, pero tienen el riesgo de la electricidad y a este riesgo se le suma el del rolido del barco y el riesgo del agua sobre el barco que es metálico. Dictamos este curso en dos semanas, una semana teórica y otra semana práctica.
The purpose is training students to use the electric soldering guns on board safely and efficiently. They are often used in supplier ships, but electricity is a risk, besides the fact that the ship is made of metal.

¿Cuál es el último curso que han desarrollado? Hace dos meses se habilitó el curso de Plantas Frigoríficas de Buques Mercantes, es un nuevo curso que se puso a disposición de los afiliados. El mismo quedó muy completo para los auxiliares de máquinas, y sirve para conocer cómo mantener las plantas frigoríficas de los buques mercantes y pesqueros. En éstos últimos resulta fundamental saber las especificaciones, el principio de funcionamiento, el mantenimiento, así como también la forma de solucionar cualquier inconveniente y las guardias que se deben cumplir, entre otras cosas. Éste es el último curso que la escuela ha desarrollado.
What was the latest course delivered? Two months ago the Merchanht Ship Freezing Plant course was started, available for affiliates. It is very complete for machines auxiliaries and useful to learn about maintenance. Knowledge about specifications, working principles, maintenance, wasys to find any solution and duties to be carried out is essential. This was the latest course delivered.

¿Tienen algún curso relacionado con la cocina? Dentro de esta misma categoría de cursos profesionales tenemos desde hace varios años el de Seguridad e Higiene en la Cocina Profesional Marítima que, como es obvio, es para cocineros, camareros y la gente de catering. Está específicamente diseñado para capacitar en cuanto a las exigencias de salubridad y seguridad (cuchillas, freidoras, planchas, etc.). Tiene capítulos muy interesantes tales como nutrición, seguridad en la cocina, enfermedades de trasmisión alimentaria, etc. Todo esto es para tener precauciones a bordo y para no provocar enfermedades.
Is there any course related to cooking? We have had for many years Safety and Hygiene in Maritime Professional Kitchen, obviously addressed to cooks, waiters and catering people. The aim is to train in issues sucha as health and safety demands . It also relates to nutrition, safety in the kitchen, illnesses possible to spread through food, etc. The objective is to be careful on board and to avoid sickness.

Students interact with a screen by means of headphones and a microphone. This way pronunciation is corrected and mistakes are taught through a recorded voice. 17

Este curso es monitoreado por una profesora que les va explicando el programa de la computadora. La ventaja que tiene este programa es que no necesita que los cursantes estén todos en el mismo nivel de inglés. Este sistema hace que cada uno alumno esté en su nivel y también su ritmo de aprendizaje dependerá de su propia voluntad y de cuántas veces concurra al laboratorio. Otra ventaja es que el alumno puede suspenderlo cuando se embarca y retomarlo al volver sin haber perdido el mismo. El curso posee cerca de 37 niveles, cada 3 niveles se le toma un examen de comprobación y se certifica el nivel obtenido documentándolo para presentarles a las empresas. “Tenemos este año un nuevo curso de inglés, es el Inglés Marlins. A principio de este año actualizamos la bibliografía y el material didáctico. La escuela está anotada como una especie de subsidiaria, que dicta los cursos y los alumnos lo rinden on line, el certificado se emite en Londres y se imprime acá, y tiene validez internacional y utiliza en toda Europa y EE.UU.”, destacó el capitán Domingo Crespo.
This course is monitored by a teacher, who explains the computer programme. The advantage of this programme is the fact that it can cope with different levels at the same time. This programme allows each student to work at his own level and to progress according to his will and to the frequency to attend the laboratory. Another advantage is the possibility to leave it when on board and to resume it on return. There are 37 levels, an exam is taken every three of them and a certification is granted. “This year we have a new English course, the Marlins English. At the beginning of this year we updated bibliography and teaching materials. The school is a subsidiary, that delivers courses and students are examined on line. The certificate is issued in London and printed here, being internationally valid and can be used in Europe and in the U.S.A.”, Captain Domingo Crespo highlighted.

El año pasado se instaló un simulador de Timón, para los alumnos de Marinería. Este sistema les ayuda muchísimo en la práctica de timón y ayuda para dar el paso siguiente que es un simulador más grande de Navegación, ya que la escuela tiene un Convenio con la Prefectura Naval Argentina para que puedan hacer sus prácticas en el simulador de navegación de esa Institución. No obstante el Sr. Secretario General del SOMU tiene como idea instalar un simulador de última generación para colocarlo en las nuevas instalaciones de la escuela, en el Muelle de la Fundación Azul junto al Buque Escuela Multipropósito Dr. Manuel Belgrano.
Last year a helm simulator was installed for sailing students. This system helps a lot in acquisition of practice and helps take the following step, that is a bigger sailing Simulator, since the school has an agreement with the National Coast Guard to practise in the Simulator that Institution has. However, the General Secretary of SOMU (United Maritime Workers Syndicate) has the purpose to establish a modern Simulator in the new premises the school has at the dock of the Blue Foundation next to the Multipurpose School Ship Dr. Manuel Belgrano. 18

El acuerdo está destinado al personal de la Marina Mercante nacional y Prefectura Naval, con el fin de optimizar su formación y entrenamiento en la navegación.
The agreement aims at optimizing the education and the sailing training of the National Merchant Navy employees and of the Argentine Coast Guard.
El Sindicato de Obreros Marítimos Unidos (SOMU) y la Prefectura Naval Argentina (PNA) firmaron un convenio de cooperación para el intercambio de capacitación. A partir de este acuerdo, la Prefectura facilitará el simulador para que los alumnos de la Escuela de Capacitación “Omar Rupp”, perteneciente al Sindicato, se capaciten y realicen prácticas educativas. Por su parte, el SOMU autorizará el embarque y prácticas de navegación a bordo del buque escuela multipropósito “Dr. Manuel Belgrano” para los cursantes de las Escuelas de Formación de la PNA y para el personal de la Marina Mercante que la institución designe. “Destacamos la importancia de la colaboración que hacemos continuamente en el arte de navegar y destacamos la comunicación que tiene el Sindicato de Obreros Marítimos Unidos con la Prefectura Naval Argentina, trabajando no sólo con profesionalismo sino con un alto grado de amistad. Invertimos para que la capacitación sirva íntegramente a todos, por la seguridad, para el cuidado del hombre y la preservación del medio ambiente”, dijo el secretario general del SOMU, Enrique Omar Suárez. “Hemos ofrecido a las diferentes cámaras y sindicatos los esquemas para firmar convenios de reciprocidad con el objetivo que hagan uso del simulador porque, en definitiva, el simulador es una inversión del Estado argentino en beneficio de todos”, señaló el prefecto nacional naval, Pfto.Gral. Es así que a través de estos instrumentos han recuperado la jornada de trabajo, el incentivo a la producción, los francos compensatorios, los adicionales de acuerdo a las tareas desempeñadas y al buque, el adicional inflamable y el plus operativo. Además han logrado el sueldo garantizado, el reconocimiento de la antigüedad, la efectividad, la dotación, las licencias, el aguinaldo, entre otras. “Como argentinos y como hombres de mar nos sentimos orgullosos ya que a través de dichos convenios logramos terminar una etapa oscura y de informalidad”, destacaron desde el SOMU.

Convenio SOMU y PNA El Sindicato de Obreros Marítimos Unidos (SOMU) y la Prefectura Naval Argentina (PNA) firmaron un convenio de cooperación para el intercambio de capacitación. A partir de este acuerdo, la Prefectura facilitará el simulador para que los alumnos de la Escuela de Capacitación “Omar Rupp”, perteneciente al Sindicato, se capaciten y realicen prácticas educativas. Por su parte, el SOMU autorizará el embarque y prácticas de navegación a bordo del buque escuela multipropósito “Dr. Manuel Belgrano” para los cursantes de las Escuelas de Formación de la PNA y para el personal de la Marina Mercante que la institución designe.
SOMU and PNA agreement The United Maritime Workers Syndicate (SOMU) and the Argentine Coast Guard (PNA) signed an agreement of cooperation for the interchange of training. As from this agreement, the Argentine Coast Guard will supply students at Training School “Omar Rupp”, belonging to the Syndicate, with the simulator that is necessary to become skillful and to practise. Jorge Agustín Vargas secretario de Relaciones Laborales, tiene en el SOMU una tarea compleja, la de concentrar todos los convenios colectivos de trabajo y actas de acuerdo de todo el país. “Tanto los Convenios como las Actas las vamos realizando de acuerdo a cada sector en conjunto con el compañero Secretario General y la Secretaría del Interior”, explicó. “Todo lo que concretamos es, básicamente por una convicción personal y de todos los compañeros como así también de cada uno de los trabajadores marítimos, son ellos quienes hacen los grandes sacrificios”. “Es un gran orgullo poder decir que estamos cumpliendo paso a paso con los objetivos planteados. Nunca vamos a decir que terminamos con nuestra misión, lo nuestro es una lucha diaria y continua”.

“En un sector castigado, como lo es la pesca, estamos trabajando para encontrar un equilibrio, esto conlleva un gran sacrificio, un gran esfuerzo”, destacó. “Es así que venimos denunciando ante el Ministerio de Trabajo la falta de Convenios Colectivos de Trabajo”. “Ya firmamos un CCT en el sector Remolcadores de puerto maniobras”. “Para nosotros es fundamental haber conseguido la jornada de trabajo”. “Hoy en el sector remolcador el trabajador tiene el inicio de la jornada y la finalización de la misma”, resaltó Jorge Vargas. Lo mismo se ha hecho con Buques Tanques. “Estamos recuperando el histórico ‘adicional por inflamable’, luchando por un aumento”. Y con respecto a la Cámara Naviera, se ha conseguido el Convenio Colectivo con antigüedad. En el sector de Buque Pasaje consideran que tienen que modificar el Convenio Colectivo de Trabajo y adecuarlo a las condiciones de vida de hoy en día. Por otra parte, “en el Casino tenemos CCT y gracias a la gente, que fueron ellos quienes esperaban y anhelaban, en su momento, que el SOMU los represente”, agregó Vargas. En Mar del Plata firmaron un convenio tanto en los buques factorías como en los buques fresqueros. “El Convenio histórico, en el cual Omar Suárez puso todo el gremio a disposición, fue un gran plan de lucha durante muchísimos años y en el cual nunca habíamos sido escuchados”. “Anteriormente no teníamos Convenio Colectivo de trabajo. Por eso es un gran orgullo decir todo lo que hemos conseguido, lo sentíamos como una gran deuda con los compañeros, hemos cumplido. Fue un gran logro gremial. Este Convenio marcó un antes y un después en Mar del Plata.” “Nosotros somos y nos consideramos una gran familia marítima, a bordo se comparten muchas cosas y con los lazos que formamos y mantenemos en tierra nos hacemos hermanos, de alguna manera”. “Por eso quiero decirle a los trabajadores marítimos, a los compañeros, que a través de esta Secretaría, como cada uno de nosotros, estamos con ustedes, los acompañamos y siempre vamos a estar a su lado”. “Por último quiero agradecer al compañero Omar por acompañarme en esta gestión, por darme todo su apoyo, él fue el hombre que inició este gran cambio”, remarcó el Secretario de Relaciones Laborales.

We have already signed a Collective Work Agreement at the Trawlers section of the manoeuvres port. The achievement of the labour journey is of utmost importance to us. Today the worker of the Trawler section knows the beginning and the end of the labour journey”, Jorge Vargas highlighted. The same has been done at the Tankers section. “We are recovering the traditional “additional due to inflamable”, fighting for an increase.” As regards the Navy Chamber, the Collective Agreement with seniority has been achieved. At the Passengers ships section the Collective Work Agreement is considered to need a change to make it more adequate to the current life conditions. “On the other hand, we have Collective Work Agreements at the Casino thank the people who expected to be represented by SOMU”, Vargas said. An agreement was signed in Mar del Plata, both in factory and in freezing ships. “The traditional agreement, in virtue of which Omar Suárez put all the Trade Union force at disposal, was a great fighting plan that lasted a lot of years, during which we had not been heard”. “We did not use to have Collective Work Agreements, so we are proud to tell all our achievements, it was an enormous debt to our peers and we have paid it. It was an important trade union achievement. This Agreement made a difference between before and afterwards. We are and we consider ourselves a big maritime family, many things are shared on board and we make bonds that are kept once off board. For this reason I want to tell maritime workers, our peers, that we are going to be next to you through this Department. I finally want to thank peer Omar for staying next to me during my mandate, for supporting me”, the Labour Relations Secretary declared.

Con la presencia de destacados funcionarios del Gobierno Nacional, dirigentes, empresarios y trabajadores, se brindó un agasajo a los obreros marítimos. Además, se inauguró el muelle Stella Maris y se descubrió una placa a los marinos mercantes caídos durante la Guerra de Malvinas.

En su discurso, Omar Viviani felicitó al compañero Suárez “por este emprendimiento y la puesta en funcionamiento de este muelle, donde está amarrado el Buque Escuela Multipropósito Dr. Manuel Belgrano”. A su vez, dijo: “Este esfuerzo va a quedar en la historia del movimiento obrero, pero también para muchas generaciones de trabajadores”. Por su parte, Juan Carlos Schiavi, remarcó que “con el entusiasmo de Omar Suárez y del SOMU, desde la Fundación Azul, se genera la convicción de que podemos desarrollarnos, ser mejores y que no le tenemos miedo a nadie. Eso es muy valorable”. Asimismo el funcionario aprovechó para contar “un sueño” del Ministerio de Planificación, que es “volver a recrear la empresa de marina mercante argentina. Es un sueño compartido, porque sería utópico realizarlo sólo desde el Estado. El movimiento obrero está con ganas de este emprendimiento”. En ese sentido, llamó a los empresarios nacionales a ponerse “la camiseta”. Al respecto, Suárez señaló que el proyecto expresado por Schiavi, se hará entre Hugo Moyano, de la Confederación General de Trabajo, la Confederación Argentina de Transporte, la Federación Marítima y Portuaria y la familia empresaria del país. “Sin ustedes esto no sería realidad”, aseveró. “Estamos demostrando que capital y trabajo pueden funcionar. Éste es el método. Ya no es más una utopía. El Estado Nacional nos precisa y somos parte de él”, dijo el titular del SOMU, quien agregó: “No nos podemos dar el lujo de perder de 5.000 a 6.000 millones de dólares al año por no transportar nuestros propios productos. La mano de obra la vamos a poner nosotros a través de la capacitación, que es una necesidad del Estado Nacional”. Para concluir, Suárez prometió que para el próximo año, en el predio portuario de la Fundación Azul, estarán los primeros ladrillos de un edificio que será utilizado para el quehacer de los trabajadores y su capacitación. “Es el gran compromiso de nuestra organización gremial. Vamos por la marina mercante nacional. Es lo que se merecen todos los trabajadores y la República Argentina”, afirmó.

As to this issue, Suárez pointed out that the project stated by Schiavi will be carried out by Hugo Moyano, from the Labour General Confederation, the Transportation Argentine Confederation, the Maritime and Ports Federation and all national businessmen. “This would not be possible without you”, he affirmed. “We are thus showing that capital and labour can work together. This is the method. It is no longer a utopia. The national State needs us and we are part of it”, the head of SOMU said. And he added: “We cannot afford to lose between five and six thousand million dollars a year due to our incapacity to transport our own products. The labour force will be provided by us through training, which is a national State needing. All in all, Suárez promised that next year a building for workers and for their training will be being built in the Blue Foundation port field. “This is our trade union great commitment. It is deserved by workers and by the Argentine Republic”, he affirmed. 25

La Obra Social del Personal Marítimo tiene veinticuatro seccionales y delegaciones a nivel nacional. En cada una cuentan con un servicio médico, odontológico y terapéutico. Las prestaciones se realizan respetando el Programa Médico Obligatorio de la Superintendencia de Servicio de Salud. De todas formas, esto no invalida que a veces se realicen prestaciones que no estén dentro de las obligaciones. Cumpliendo una auditoría y las disposiciones de la Obra Social, se pueden cubrir distintos requerimientos médicos. Todas las prestaciones que se dan son de carácter gratuito, es decir que el afiliado no abona absolutamente nada para recibir la atención en cada una de las instituciones contratadas. La prestación es también gratuita para aquellos afiliados cuyo tratamiento requiera el traslado a algún centro de alta complejidad de Buenos Aires. La Institución cubre tanto el traslado como el alojamiento para el afiliado y sus familiares. Si bien esto es parte del Plan Médico Obligatorio también se cubre alta complejidad, transplantes, operaciones cardiovasculares y discapacidades. Para diabéticos se cubre la medicación al 100%. “La Superintendencia indica que los agentes deben proveer las insulinas al 100% y a los hipoglucemiantes el 70%. Nosotros, por una expresa medida del directorio estamos cubriendo al 100% ambos casos”, explicaron el doctor

Para los afiliados con necesidades especiales se brinda una cobertura social tendiente a lograr una política unificada de contención y asistencia, focalizada en el logro de posibilidades de desarrollo del actor. Esta actitud da la posibilidad de otorgar a los afiliados una atención personalizada y/o telefónica según se trate de autoválidos o dependientes, residentes en Ciudad Autónoma de Buenos Aires, Gran Buenos Aires y en el interior. Conforme un registro diario —de demanda espontánea e inducida— con acciones en terreno y en sede, se logra dar respuestas a todas las demandas. Para los afiliados con necesidades especiales de índole motriz se gestionan ayudas técnicas para posibilitar la deambulación y/o bipedestación.
1. D isability A special coverage is granted to those afíliates who might have any special needings, with the purpose of achieving the best possibilities for the person who needs it. This way our afíliates have the possibility to receive assistance, either by phone or in person, depending on needs and on their place of residence. Those patients that must be derived to centres of higher complexity are then followed in their treatments. All necessities are attended according to a daily register.

Technical help is given to those affiliates with moving disabilities, so they can either move or walk on both feet. Elements for the different disabilities are bought: to help walk, to help hear or to help see. Besides, affiliates with special needs have access to other therapeutic choices in an attempt to find positive answers: additional services, swimming, horse therapy and services included in special programmes. Disabled affiliates are given a solution to their problems since the very moment they are added on the list –once they have presented the corresponding certificate demanded by law. According to the new rules the work project for these affiliates has been widened and an attempt to answer all their needs is made with the purpose to achieve their social inclusion and the development of their abilities. Therefore, a connection with different institutions across the country is made. As a consequence, individual documents with the necessary information proving the special needings these affiliates have are elaborated. They are included in special programmes to assure full coverage. The idea is to achieve everyone’s commitment and thus meeting the patient’s needs; an adequate use of resources so as to improve everyone’s life quality. El Sindicato de Obreros Marítimos Unidos (SOMU) inauguró un hotel en el predio que tiene en la localidad de Empedrado, provincia de Corrientes, a 1030 kilómetros de Buenos Aires, y un complejo turístico en la Perla del Paraná (así se conoce a la localidad de Empedrado), muy cerca de las Barrancas. “El Hotel de los Navegantes”, tiene capacidad para 48 personas. Cuenta con 14 habitaciones dobles y algunas triples. El predio ofrece descanso para sus trabajadores y para quienes quieran reencontrarse con la naturaleza con todas las comodidades. La Fundación Azul concretó el “Operativo Verano 2010” con el objetivo de concientizar a los ciudadanos sobre la importancia del cuidado y la preservación del medio ambiente marino. El mantenimiento de las playas, la no contaminación con basura y la no utilización de bolsas de polietileno fueron los ejes centrales de la actividad.
The Blue Foundation made real the “2010 Summer Campaign” with the purpose of making citizens aware of the importance of taking care of and preserving the marine environment. The activity was mainly based on maintenance of beaches, it was against trash pollution and the use of polythene bags.
La Fundación Azul, creada para el cuidado y preservación del medio ambiente marino, fluvial y lacustre, realizó durante el verano 2010 una campaña a nivel nacional orientada a generar conciencia sobre la importancia del cuidado y la preservación del medio ambiente marino. El denominado “Operativo Verano 2010” se realizó en la Ciudad de Puerto Madryn. La Municipalidad, a través de su Intendente Carlos Eliceche, la Secretaría de Medio Ambiente y la Secretaría de Turismo locales, contribuyeron con su desarrollo. La difusión se realizó desde el 4 de enero hasta el 14 de febrero a través de Radio Rivadavia con sus 286 repetidoras a nivel nacional en el Programa “Buena Compañía”. También contribuyó la radio local, FM Cristal.
The Blue Foundation, which was created for care and preservation of the marine, fluvial and lacustrian environment, made a national campaign with the objective to arouse awareness of the importance of care and preservation of the marine environment during Summer 2010. The so called 2010 Summer Campaign was carried out in the City of Puerto Madryn with the contribution of the local Town Hall, through its Mayor Carlos Eliceche the Environment Department and the Tourism Department. The news about this campaign was broadcast from January 4 to February 14 on the programme “Good Company”, on Radio Rivadavia and through its 286 national repeaters. The local radio, FM Cristal, also helped.

de forma activa en el programa “Jóvenes Promotores Ambientales de la Municipalidad de Puerto Madryn”, actividad que la Fundación Azul realiza por segundo año consecutivo. Este programa promueve la capacitación de diferentes alumnos de nivel secundario, que luego de un examen y un proceso de selección, recorren las playas concientizando al turista y al lugareño sobre la importancia del cuidado del lugar. Es así que, a través de los alumnos, se repartieron en la ciudad, en los balnearios y en las playas, bolsas de tela ecológica y de papel, dejando el mensaje que la basura que genera el ser humano en la playa debe ser recolectada y depositada en los tachos de basura. Participan de este programa alrededor de 600 alumnos, de los cuales un grupo de 20 es elegido para el desarrollo de la actividad. Desde la temporada 2009 se han incorporado a la actividad jóvenes con capacidades diferentes. Por tanto, esta tarea no sólo promueve el cuidado del medio ambiente, sino también genera inclusión social y pone a chicos con capacidades especiales en un plano de igualdad con otros alumnos durante el desarrollo del programa. Este punto significa una gran satisfacción para la Fundación que además ha recibido en varias oportunidades el agradecimiento de los padres.

Therefore, not only does this activity favour the care of environment, but also gives place to social inclusion and makes disabled youths equal as other students during the development of the programme. This item is great joy to the Foundation, which has been often thanked by parents.
