TOWN OBSERVES END OF GREAT WAR DESMOND DEVOY desmond.devoy@metroland.com One hundred years ago, the guns finally fell silent across Europe. The Great War, supposedly the war to end all wars, had finally come to an end, on the 11th hour of the 11th day of the 11th month. "One hundred years have passed since the ceasefire that brought an end to the First World War," said Rev. Jill Turnbull, speaking at the Remembrance Day ceremony at Smiths Falls' main cenotaph at Veterans' Memorial Park. "But we still know war, and we still seek peace." Turnbull, the reverend over at Westminster Presbyterian Church, naturally turned to The Holy Bible, telling the large crowd that "the scriptures can offer us words when we have none," pointing to The Old Testament's

book of Micah, where it was written: "They will beat their swords into plowshares, and their spears into pruning hooks. Nation will not take up the sword against nation, and they will never again train for war." "We live in a broken world, and we live in a world where war seems inevitable," said Turnbull. "Help us (to) never forget the price they paid ... Help us to live lives worthy of their sacrifice." The ceremony began with the arrival of a parade from Royal Canadian Legion Branch 95 on Main Street East, where the branch's colour party led the way, accompanied by the Smiths Falls Gordon Pipe Band, and members of the Royal Canadian Regiment's third battalion from Canadian Forces Base Petawawa. "Let us think of our comrades, whose loss we mourn, but whose spirit (will) live forever," said Legion president Jim Jenkins, in welcoming veterans, the public, and the parade, to the park. The names of all those lost during the First and Second World Wars, as well as the Korean War, were read out. FIRE CHIEF, CPR TRAINER TAG-TEAM TO OFFER FREE CERTIFICATION LAURIE WEIR ljweir@metroland.com If you had the opportunity to save a life, would you be prepared? You can be confident that you are well-prepared after taking part in a cardio pulmonary resuscitation (CPR) and defibrillator course for adults and children in Smiths Falls on Saturday, Nov. 24. It's a program sponsored by the Smiths Falls Fire Department, with Kingston trainer Mark Halladay. "Over the last 25 plus years, Mark has provided first aid and CPR training for the firefighters and a number of businesses through the Kingston and surrounding areas," said the town's new fire Chief Rick Chesebrough, who is coming to the position from South Frontenac, where he worked with Halladay for a number of years. "Since the public access

defibrillators have come out, there has been a general interest from the public about courses ... Mark has offered to provide a free CPR/defib course to the general public that's certainly going to enhance the knowledge and skills." Halladay said he enjoys public classes. "The participants are very engaged," he said. With public access to defibrillators in arenas and a number of buildings, the chief said early recognition of a heart attack is key to survival. "It's giving the tools to the public with individuals out there with young children and families," Chesebrough said. "It's good public relations and it's good business." By the time the ambulance gets to a situation where someone has suffered a heart attack, if someone has initiated CPR, there's a greater possibility for a positive outcome, the chief said.

Halladay has certified 50,000-plus individuals in his career. "He's done large industries; he used to do the recert and training of the Hershey factory; he'd done a number of major industries in Kingston and surrounding areas as well as

15 to 20 different fire departments. He's an exceptionally knowledgeable individual." Halladay started his career as a paramedic over 25 years ago. All of his courses are taught through the Canadian Red Cross and/ or Heart & Stroke Foundation of Ontario (HSFO) and meet WSIB standards for First Aid and CPR. He can provide Emergency and

Standard First Aid classes and all levels of CPR and defibrillation. "There is no question as to his level of knowledge and skills," Chesebrough said. "Mark is very giving of his time and has an unbelievable passion, and the more people that have the knowledge the better it is for everybody." The chief said he has seen lots of trainers in his career, but every once in a while you come across someone special. "Mark is a natural. He's got that gift. He's the type of individual that you could sit there during an eight-hour course and not get bored or nod off. He engages the people he's teaching and involves everyone in it and provides a sense of humour when he's doing his training with a realistic approach. He's not just a book or PowerPoint person, and because of where his career started and where it is now, there are

not too many things he hasn't seen or done. We have the luxury of being able to hear his experiences and learn from them and take advantage of that knowledge. The nice thing - free knowledge, you can't put a price on it." If you want a card at the end of the training, there is a $5 charge for printing. There is no price for the course itself, but there are only a few spots left. Minimum age is 15 years old. Two sessions will be offered with 40 people per session. The morning session will run from 8 a.m. to noon, and the second session will be from 1 p.m. to 5 p.m. Register at the fire hall or visit www.sffd.ca or email training@sffd.ca. Rideau Paddlefest, a waterbased sports and recreational event with on land cultural and ecological activities held at Lower Reach Park, will take place on June 1, 2019. A plan has been developed to add an additional cultural dimension: a play writing contest to promote the cultural heritage of the creation of the Rideau Canal. College and high school students, as well as the general public, are invited to submit scripts for up to 15-minute-long vignettes (mini scenes) that bring a youth perspective to the cultural heritage of the building of the Rideau Canal. The focus of the vignettes is to be on what youth at the time experienced during the construction of the canal. Three vignettes will be selected by a panel of judges for performance on the stage in Lower Reach Park. The idea is that the vignette submissions will be judged; the performances themselves will simply be for the entertainment and educational benefit of the audience. Successful playwrights will be informed that they will have their scripts produced and will be invited to participate in the casting, directing and producing of their work, recognizing that once staging begins often some changes need to be made to a new script. The acting roles are to be open to all ages, but with a focus on youth. The planning committee is reaching out to local educational institutions, community theatres and networks, as well as arts and culture councils to notify them of the play writing contest. Since time must be allowed for the selection and direction of casts following the choice of the mini plays, a submission deadline has been set for Friday, Jan. 4, 2019. Emailed attachments of the script are to be sent to rideauvignettes@gmail.com. Maria Fournier, Lynda Daniluk and a yet-to-be-named historian/playwright will serve as judges.

TOWN OFFERS OPTIONS TO PARROT RESCUE IN VIOLATION OF ZONING AND BYLAWS

Smiths Falls council has given Jill Woods, owner of Feathered Heaven Parrot Rescue, a number of options to allow her the opportunity to bring the rescue into compliance with town bylaws and zoning provisions. In October, Woods came to town hall and made a plea to council to allow the rescue, operating out of her home in Smiths Falls, to continue. Currently, the rescue is in violation of noise and animal control bylaws and is also not in compliance with the town's zoning. Woods reported to council that she had been visited by bylaw. However, council had guaranteed Woods that there would be no active enforcement until the matter was resolved. About 20 birds, mostly parrots, are currently in Woods' care at her Beech Street address, according to a report brought forward by

The Settlers Ridge Centre will soon be home to Boston Pizza. Chris Saumure, representing the Saumure Group, the company that owns the Settlers Ridge Centre, announced that the restaurant chain would be coming to town at the grand opening of the centre on Wednesday, Nov. 7. Saumure reported that his family will own and operate the franchise. "We're going to do it just to get traffic back into the mall," he said.

Karl Grenke, the town's senior planner. However, notes the report, the number of birds at that location has fluctuated and been considerably higher in the past. Grenke explained to council that he, and town staff, recognize the importance of the work of Feathered Haven Parrot Rescue. The question before council whether to allow the rescue's continuation through suggested zoning and bylaw amendments which would have to be at the applicant's request - would be a "technical exercise," he said. Grenke presented council with a few options including a site-specific amendment to rezone her property, where it would be rezoned to stated that it's a commercial property with a special exception that could permit her rescue's function. There is a public consultation process that goes along with this. Grenke said this can be a three- to four-month process.

Another option could be approving a temporary use provision where the use is considered for a period of up to three years as a trial period. Alternatively, the town could look at a comprehensive amendment. If that's the case, then council could direct staff to look at creating either a definition or bylaw provision to accommodate animal rescues. Both Mayor Shawn Pankow and Coun. Chris Cummings acknowledged that noise issues wouldn't be tolerated as residents have the right to enjoy their property without infringement by others. Pankow and Cummings expressed there could be an accommodation that could be made for the rescue. "I think there is a path forward," said Pankow. Council agreed to give Woods 60 days to decide how she wants to proceed. In a comment to the Record News after the report was presented, Woods said of the decision: "It's very fair."

The Smiths Falls native served with the 585 Rideau Squadron Royal Canadian Air Cadets, and plans to return to Ontario to study at the Royal Military College in Kingston next year. The ceremony also saw a wreath laid on behalf of the Sikh community, in honour of two Sikh soldiers who enlisted in Smiths Falls to fight in the First World War. Supinder Singh of Ottawa, joined by his family, laid a wreath in memory of Waryam Singh and Lashman Singh, whose names were only added to the main cenotaph this year. GRAND OPENING OF THE SETTLERS RIDGE CENTRE MARKS 2 YEARS OF PROGRESS EVELYN HARFORD ehar ford@metroland.com There have been a lot of changes in the south end of town over the past two years. Saved from demolition, the County Fair Mall, now renamed the Settlers Ridge Centre, is well on the way to once again being abuzz with shoppers. Two years ago, RioCan was preparing to file for a demolition permit for the County Fair Mall. Tenants had been told they'd have to move and it looked as though the property could soon become a vacant field. But Mayor Shawn Pankow didn't think this was a done deal. He said at the centre's grand

opening, hosted on Wednesday, Nov. 7, nearly two years after the Saumure Group took ownership of the property, that he had thought of one family that would potentially come in and save this mall. Pankow thought the Saumures would be up to the task, not because the mall had tremendous potential, but because they have a great record of seeing things in the way no one else can. "You've got a great history of finding unwanted and underutilized buildings and breathing new life into them," said Pankow. "For that, we're grateful. We're seeing a building here, which if it had not been for you, the Saumure family, in all probability

this building would not be here today." The mall's saviour, the Saumure Group, came rescue in December 2016, purchasing the building from RioCan. From that point on, the work began to try and keep the mall's tenants and attract new ones. The person behind the mission was Pat Wiseman. Wiseman, who was tasked with managing the building, passed away suddenly this summer. "Pat was instrumental in contacting every possible business in North America. I'm not joking. He called everybody, he called people in Mexico," said Chris Saumure, of the Saumure Group. "I had been best friends with Patty for over 40 years," he said. "His sudden passing in June of this year was a loss to his family and friends and the development of this building. Pat was Settlers Ridge, through his café and his big smile to everyone who entered this building." Wiseman was responsible for securing the Buck or Two franchise. A memorial stone, which will be placed in Wiseman's honour at the centre in the spring, has been ordered. A tree will also be placed See TWO, page 11

While it's important to give back when we can throughout the year, the generosity of community is particularly high during the holiday season. Non-profit organizations depend on support at Christmas to last them throughout the year. One of the most recognizable charitable events over the holidays is the Salvation Army Christmas Kettle Campaign. Not only do the kettles build awareness of the Salvation Army's efforts, but they also raise critical funds to provide social services, food bank assistance, emergency disaster services, as well as housing and shelter to those in need. The kettle campaign began more than 100 years ago in 1891, as a way for Salvation Army officer Captain Joseph McFee to provide a free Christmas dinner to people in San Francisco. Fast forward to today, where there are 2,000 kettle locations across Canada. The Kemptville Salvation Army kicked off its 16th annual six-week kettle campaign on Nov. 14, which supports the organization for entire year of programming. Six locations will be set up with kettles and for those who don't keep a lot of cash on them, it's easier than ever to donate at the kettles. Volunteers will be equipped with point of sale terminals to allow for debit and credit card transactions. This Friday (Nov. 16), campaigns in Smiths Falls, Carleton Place and Almonte will roll out. The Settlers Ridge Centre will help launch the Smiths Falls campaign, while Patrice's Your Independent Grocer in Almonte and Mitchell's Your Independent Grocer in Carleton Place will kick off the festivities in those communities. Volunteers are still needed to ring the bells at the kettle locations throughout Lanark, Leeds and Grenville. If you're interested in spreading some Christmas cheer, contact your local Salvation Army. Another local holiday tradition, the Hinton Auto Group's Build a Mountain of Food, kicked off its community food blitzes in Carleton Place and Almonte Nov. 10. The annual campaign raises funds for food banks in Carleton Place, Perth, Smiths Falls, Lanark, Westport, Elgin, Portland, Merrickville, Athens and Delta. Food blitzes will take place every Saturday from Nov. 10 to Dec. 15 and the campaign will also be stationed at CP Holiday Train stops in Smiths Falls and Perth, as well as local Santa Claus parades. There's also the United Way Lanark County, which launched its annual campaign Oct. 1, that continues through to January. The United Way, which funds programs and initiatives in focus areas on children and youth, poverty and strong communities, is hoping to raise $10 for each person in Lanark County and Smiths Falls.

SPOKEN WORD SEASON UNDERWAY The Lanark County Live Poets Society (LiPS) and Perth's YAK Youth Services have teamed up for the 2018-19 spoken word season. LiPS will be holding their monthly SLAMs and S. L.a.M.s at YAK, located in the Old Perth Shoe Fac-

tory building on 1 Sherbrooke St. E. LiPS and YAK are hoping that this partnership will see a lot more youth becoming engaged in spoken word, an art form that provides a platform for people to have a voice, and develop their creative writing and

verbal performances in a supportive environment. Spoken word includes all verbal arts, including poetry, rap, hip hop, singing, story-telling, and comedic routines. The next event is a SLAM on Friday, Nov. 16, from 7 to 9 p.m., with doors

opening at 6:30 p.m. SLAMs are spoken word competitions, which consist of two rounds in which competitors share original work of three minutes or less, without musical accompaniment, costumes or props. Scoring is done by audience judges. There is also an open mike for those who have something to share but do not want to compete.

The 2018 Lanark County nationals team has just returned from the week-long Canadian Festival of Spoken Word, where they placed 16th out of 18 teams from across the country. These events are open to the public and welcome to all ages and abilities. The cost is $5 and free for all those who step up to the mike. Funds raised will be banked to support the 2019

in his honour. "I think we're going to make it a flowering crab," said Saumure. "If anybody knew my good friend Pat, a flowering crab is a perfect tribute to him." The continued development at the mall continues on the foundation that Wiseman built. The centre was constructed in Smiths Falls by a Montreal developer and opened in 1976. It was the same year that the town marked its 150th anniversary with a celebration known as Old Home Week. Old Home Week was promoted by several people dressed in 1826 period clothing that toured eastern Ontario in the replica stagecoach, on loan from the Town of Smiths Falls, and proudly displayed in the hall of the Settlers Ridge Centre. Chris Saumure also pays tribute to this history. Old Home Week became an annual celebration known as Settlers Days. Where does the ridge come from? Well, it's pretty simple: the there's a rise in the road in front of the mall going toward the south. "Settlers Ridge fits kind of naturally," said Saumure. There have been a lot of

changes at the mall over the years, and not just its name. It used to be abuzz with retail traffic. The mall enjoyed the heyday of mall retail shopping between the late '70s and early '90s. In the late '90s and through the 2000s, the mall began its stark decline - vacancies began to dot the mall's corridor. In 2014, Target, which was converted from Zellers, one of the mall's original stores, in 2011, and Staples announced they were leaving town - at the same time that Shorewood Packaging was closing. The two anchor stores spaces, originally occupied by Zellers and A&P, are being used again. Food Basics, a tenant that stayed on after RioCan had threaten demolition, sits in the old A&P footprint. Canopy Growth Corporation is using the old Zellers and, most recently Target's, footprint for warehousing space. "We are so pleased to

welcome new businesses to Settlers Ridge Centre, breathing new life into these walls," said Saumure. "We've had some contact from some retailers that Pat had contacted approximately two years ago." He said now that Tweed has helped put Smiths Falls back on the map, retailers are calling them asking if there is space. "It's kind of a pleasant change." The newest addition to the mall is a Boston Pizza, which is expected to open this spring. The centre is now home to a brewery, 4 Degrees Brewing Company, and a gym, Functional Performance Fitness. Natatia Gemmel, owner of Functional Performance Fitness, was able to expand her business at the Settlers Ridge Centre by opening up a new gym. "It's been a really great opportunity here," she said. "I'm looking forward

It's year 33, and as the Lanark County CAFS/OPP Angel Tree Program enters its fourth decade there is no doubt it will continue to be a success thanks to the generosity and Christmas spirit in Lanark County and the surrounding area. This year the Lanark County Child and Family Services (CAFS) / Ontario Provincial Police (OPP) Angel Tree program is starting off with between 550 and 600 angels. The "angels" assigned to trees are children directly affiliated with the Lanark County CAFS or other agencies with the goal of providing a Christmas gift to each child. The Lanark County municipal offices are participating once again, as are our community partners which include Albany, Eaton, Lanark County Administration, Perth Town Hall, Perth's Great War Memorial hospital and the Carleton Place Walmart.

The OPP East Region Headquarters and Provincial Communications Centre also continue to be a huge support with the internal distribution of angels to OPP employees. Volunteers are certain that this year's goal will be met as it has in past years. PERTH-AREA WOMAN KNITS MORE THAN 300 DOLLS FOR CHILDREN IN WAR-TORN COUNTRIES HOLLIE PRATT-CAMPBELL hpratt-campbell@ metroland.com It takes Isobel Purdon about four hours to make one small knitted "Izzy Doll." "It takes longer to stuff them and decorate them than it does to knit them, because I knit fast. I could fall asleep and keep on knitting," she laughs. Over the last three years, she has racked up over 1,200 hours to bring smiles to the faces of more than 300 children in wartorn areas such as Afghanistan and North Africa, as children living in the area who came from Syria as refugees. "I think they appreciate them," says Purdon, a retired school teacher and member of the Second Line Drummond Women's Institute (SLDWI). "I like giving

to somebody who appreciates it." The dolls are in memory of Canadian Forces Master Cpl. Mark Isfeld ("Izzy"), who was killed serving on a peacekeeping tour of Croatia in 1994. Mark would distribute candy and socks knitted by his mother, Carol Isfeld, to children while on patrol. He was also a photographer, who managed to capture a photo of a little girl's doll atop a pile of rubble that was once her home. The photo inspired Carol to start knitting dolls that Mark could give out to children on his tours. "They were so small, he could put them in his pocket," explains Judy Hands, public relations officer for the SLDWI. "And if he saw an unfortunate child who had lost his parents, he could go into his pockets, and so could the other soldiers, and hand them out."

After Mark's death, Carol continued knitting and co-ordinating distribution of the dolls in war-torn countries in his memory. Over the years, other knitters joined in. When Carol Isfeld passed away in 2007, Shirley O'Connell of the Lanark County Knitting Guild agreed to take over the distribution of the dolls. Most travel overseas in large military airplanes, serving another very practical purpose along the way. "They use them for stuffing, instead of the little Styrofoam things, in the boxes they send," explains Purdon. At the October meeting of the SLDWI, Purdon presented O'Connell with 101 Izzy Dolls - her largest onetime donation yet. O'Connell also showed the ladies some photos of the children overseas with their dolls. It

was an emotional experience for all. "Tears came to her eyes, tears came to our eyes," Hands recalls. "[Isobel was] sitting right beside me and it was just so overwhelming." Hands remarks that "Isabel, on behalf of the SLDWI, is just heroic doing this." She says that this sort of giving fits perfectly with the Women's Institute motto, which is "To better the lives of women and families through personal growth and community action." Now in its 58th year, the SLDWI has accomplished much for the community and beyond over the decades. It's evolved from being a 4-H-style organization, dedicated to education about preserving and pasteurizing foods, to ensuring lines be painted on Drummond Concession

BUILD A MOUNTAIN OF FOOD KICKS OFF 12TH SEASON IN CARLETON PLACE, ALMONTE LAURIE WEIR ljweir@metroland.com Over 23,000 pounds of food were collected, and more than $4,400 in cash was raised for the Hunger Stop in Carleton Place Saturday, Nov. 10 during the kickoff of the Build a Mountain of Food campaign. The Hinton Auto Group Build a Mountain of Food started its six-Saturday road tour Nov. 10 on the right foot. This year's campaign is dedicated to Ed Chenard, a co-founder of the food drive who died in October this

year. "Ed was such a positive community guy," said Hugh Colton, who has been steering this drive from the beginning. "It didn't matter if he was singing in the choir, or collecting food ... this year, this (food drive) is in honour of Ed." Colton said it's always an important first stop on the schedule when they visit Carleton Place and Almonte. Money donated and food collected is taken to the Hunger Stop, Lanark County Food Bank, which serves Mississippi Mills, Carleton Place, Beckwith

and surrounding areas. The four participating grocery stores include Patrice's Your Independent Grocer, FreshCo, Giant Tiger and Mitchell's Your Independent Grocer. During the first stop on Saturday, 23,568 pounds of food were collected along with $4,489.81. "It's really important for the first stop to come to the plate, and they sure did," Colton said. "The grocery stores, and school campaigns were great. To Carleton Place and Almonte, way to go! Thank you very much for a great start."

This Saturday, the BAM tour stops in Lanark and Perth, with donations going to The Good Food Bank at The Table Community Food Centre, and the Lanark Highlands Food Pantry. In Lanark, drop off donations to the Lanark Highlands Thrift Store from 9 a.m. to 12 p.m. Donations will be accepted in Perth at the Metro, Barnabe's Your Independent Grocer, Foodsmiths and Giant Tiger from 9 a.m. to 4 p.m. The BAM food drive supports 11 communities, including: Almonte, Carleton Place, Perth, Lanark, Smiths Falls, Westport, Elgin, Portland, Merrickville, Athens, and Delta.

TOWN OF SMITHS FALLS' CANNABIS GUIDELINES The Town of Smiths Falls has put together a Q&A to help residents navigate the world of legal cannabis. Where can I smoke or vape recreational cannabis after Oct. 17, 2018? Smoking of recreational cannabis is legal wherever smoking of tobacco is legal, subject to the Smoke-Free Ontario Act (SFOA). According to the SFOA, you can smoke or vape cannabis in the following locations: • Private residences • Outdoor public places (sidewalks, parks) • Designated guest rooms in hotels, motels and inns • Residential vehicles and boats that meet certain criteria (have permanent sleeping accommodations, etc.) • Scientific research and testing facilities (if cannabis is used for scientific research and testing) • Controlled areas in specified locations, such as: long-term care homes, cer-

tain retirement homes, residential hospices, provincially-funded supportive housing, designated psychiatric facilities or veterans' facilities Additional restrictions may exist in lease agreements and in the policies of employers and property owners. Where can't I smoke or vape recreational cannabis? You can't smoke or vape recreational cannabis in the following locations: • Indoors, including: • In common areas in condominiums • Apartment buildings • University or college residences • Enclosed public places and work places • Non-designated guest rooms in hotels, motels and inns • Schools and places where children gather, including: • At school, on school grounds and public areas within 20 metres of these

grounds • On children's playgrounds and public areas within 20 metres of playgrounds • In child care centres, or where an early years program is provided • In places where home child care is provided, even if children aren't present • Hospices, hospitals, care homes and other facilities • Within nine metres of the entrance or exit of a hospital, psychiatric facility, long-term care home, or independent health facilities • Outdoor grounds of hospitals and psychiatric facilities • In noncontrolled areas in long-term care homes, certain retirement homes, provincially-funded supportive housing, designated psychiatric or veterans' facilities, and residential hospices • Publicly-owned spaces (including publicly-owned sports fields, not including golf courses) or within 20

metres of these areas • Vehicles and boats that are being driven, or are at risk of being driven • Other outdoor areas, including: • In restaurants and patios, and in public areas within nine metres of a patio • On outdoor grounds of any municipal or other government office buildings • In reserved seating areas at outdoor sports and entertainment locations • On the grounds of community recreational facilities, in parks, and within 20 metres of those grounds • In sheltered outdoor areas with a roof and more than two walls that the public or employees frequent, or are invited to (i.e. a bus shelter) What rights do tenants and homeowners have regarding smoking and growing cannabis in a rental property? Please refer to the Landlord and Tenant Board for information relating to smoking and growing can-

nabis in a rental property. They can be found online at www.sjto.gov.on.ca/ltb. Where will recreational cannabis be sold in Ontario? Recreational cannabis will be sold online only, beginning Oct. 17, 2018 through the Ontario Cannabis Store. After April 1, 2019, it's expected that private cannabis retail stores will be operational. When will private cannabis retail stores be allowed in Ontario? The Alcohol and Gaming Commission of Ontario is aiming to open the application process for store operator licenses in December 2018, and for the first retail stores to be operational as of April 1, 2019. I'm using medical cannabis; can I still buy my cannabis from my current supplier? Medical cannabis users can continue to access cannabis the same way they do now. Who can grow cannabis? Can I grow cannabis from my home? Canadian residents over the age of 19 can grow up to

four cannabis plants per residence for personal use. Who can buy recreational cannabis after Oct. 17, 2018? Anyone over the age of 19 will be able to purchase recreational cannabis after it becomes legalized on Oct. 17, 2018. Where can I buy recreational cannabis? If you are over the age of 19, you can buy cannabis online through the Ontario Cannabis Store website at www.ocscannabisupdates.com. Residents will be able to purchase up to 30 grams (or roughly one ounce) of dried recreational cannabis at one time for personal use. After April 1, 2019, you will be able to purchase cannabis through private cannabis retail stores. Smiths Falls has lost one of its most dedicated community volunteers. Wilf Toop passed away on Monday, Nov. 5, suddenly but peacefully at home with his loving wife Judy by his side. Wilf was a tireless contributor to the community. He joined the Perth Lions in 1990. He transferred to the Smiths Falls Lions Club in 1999, where he acted as president on numerous occasions. Toop was a life member of Lions International and had received the Helen Keller award. "He gave so much to the community including volunteering at the community lunch held every Wednesday at the hall," said Rick Coldrey, now president of the Smiths Falls Lions Club. "Wilf always gave more than expected and continued to give back in spite of his many health challenges until two days before he passed away." Despite suffering from congestive heart failure, he contin-

ued to give back. Last Friday he worked his final shift selling poppies at Food Basics. "He was in good spirits and was looking forward to returning this week," said Coldrey. "He had already signed up to volunteer for the Salvation Army Kettle Campaign and was looking forward to serving. He was a true Lion who never asked for recognition for all the contributions that he made. He will be surely missed." The Salvation Army's Mississippi-Rideau Lakes Corps recognized Toop for his incredible reliability and hard work during the Salvation Army's annual Kettle Campaign at the charity's annual Bell Ringer Trophy Awards on Jan. 30, 2017. Toop, a veteran of the Lions Club, and one of the 73 Salvation Army volunteers standing at kettles during that season. He worked an extra seven double kettle shifts - in addition to his Lions' shifts and extra single shifts when needed. Toop's shifts alone added more than $900 to the Lions' pot.

Three Smiths Falls Settlers players, Florian Idschok, Yamato Ogawa, and Tyric Fineblanket, were on hand as the Modern Thymes natural foods store on Russell Street celebrated its fifth annual skate exchange, where about 90 skates were ready for the swapping. Sharon and Dave Brown, the store owners, had been involved in the skate exchange since it began five years ago, but took it over three years ago. "It's great to see the kids' smiles on their faces, hugging the skates they will wear," Sharon Brown said. And by far the biggest skates in demand? Youth hockey sizes four and up, which she said were "scarce indeed." Further to this, "we don't get many adult (sizes)," for exchange or donation. The store accepts donations throughout the year, but does not do exchanges at any other time. Brown said she is happy to oblige if anyone in the community wants to get rid of any skates gathering dust in their

Toop's stepdaughter, Lisa Vaughan. "But for Wilf that was ok because that was who he was. He loved Smiths Falls and was proud to call it home. He was proud of his family and what he had built and most of all he was proud to call himself Lion Wilf." Vaughan said one of his fondest memories was his childhood at the farm, and, most significantly, Christmas and the big feast. "He was always cooking food," she said. "He would cook meals and bake daily." Growing up, his family didn't have much as they were a family of 16 kids. "This always made him not waste anything, especially food," said Vaughan. "He was always worried about whether others were getting enough to eat." Vaughan said that when Toop visited, he always brought homemade food to eat. "He also did this for the luncheon at the Lions hall, which was his most important task that he did every week - everyone knew him and loved him at the luncheon," she said. "He also did some woodworking, which he took to the lun-

cheons and did raffles for others to buy that attended. They were all homemade by him." Toop spent hours tending to his beautiful gardens at home. He always had a vegetable garden where he grew his prize cucumbers for pickling. Toop started the pickle festival several years ago and was also involved in the creation of the Chocolate and Railway festival. He was involved in volunteering at the Railway Museum of Eastern Ontario, too. Toop's work helping others started as a healthcare aid. He worked at Lanark Lodge in Perth for over 20 years. He assisted at the school turkey dinners in town. Toop's last project that he was trying to get going was the Leos, a children's club through the Lions. Vaughan said his hope was that the club could be at the high school, unfortunately he just didn't have enough time to accomplish this himself. Vaughan said Toop was asked in a booklet that he filled out before his death about what he would change if he could live his life over again. He wrote: "change nothing."

"This is because he had a very fulfilling life," she said. One of Toop's favorite pastimes was playing Kinsmen Cogeco Bingo - he would not miss a game. "So, we honored him Monday by playing the game that evening as a family," said Vaughan. Toop has six kids that gave him several grandkids, who were his pride and joy. He loved being a grandpa. "He taught them crafts, baking, and most of all, to help others and be kind," said Vaughan. Vaughan said in Toop's final moments he was sitting with his loving wife eating lunch and called his grandson Andrew Vaughan to see how hunting was going, which use to be one of his favorite pastimes, but due to illness he could no longer do it. Toop passed away minutes later. A celebration of Toop's life will be held at the Royal Canadian Legion Branch 95, on Main Street in Smiths Falls, at 1 p.m. on Saturday, Nov. 24. Memorial donations in memory of Toop can be made to the Salvation Army or Parkinson's Canada.

SMITHS FALLS COUNCIL PASSES BYLAW BANNING PEOPLE FROM FEEDING WILDLIFE EVELYN HARFORD ehar ford@metroland.com Put the bread down, folks. Smiths Falls has passed a bylaw banning the feeding of wildlife in town. Council officially passed the bylaw at their meeting on Monday, Nov. 5. The bylaw came about after the town received complaints about someone feeding wildlife, which interfered with a resident's quiet enjoyment of their own home. Coun. Lorraine Allen clarified that the bylaw is targeting the improper feeding of wildlife, not the feeding of birds from bird feeders. Within the bylaw, specific exceptions for bird feeders are included. "We're not trying to discourage people from feed-

fine will have to be approved by the Ontario Court of Justice before it can be implemented. Kerry Costello, the town's clerk and director of corporate services, has confirmed that enforcement of this bylaw will be complaint driven.

StrongFit is a "training regimen that is in between both. You jump over," from one discipline to the other. "It's giving you more op-

tions." StrongFit looks at strength, endurance and mobility, and athletes needed all three to compete in the five events, including pulling a golf cart across the basketball court with only a rope, as well as weight lifting, and other events.

The inaugural StrongFit competition, held Nov. 10 in Smiths Falls, entered the pantheon of strength competitions with multiple records being broken. American athlete Steve Schmidt, 43, from Ohio, broke the block press world record during the competition at the Gallipeau Centre. The old record was 347 pounds being lifted in a block over an athlete's head - which Schmidt bettered by three pounds, at 350 pounds. Haley Randall from Windsor, Ont., also attempted to break the raw deadlift Canadian record of 518 pounds, which she has already done in the gym. On Saturday, Nov. 10, she lifted 525 pounds. "Deadlift is my favourite lift," she said. "It's always been what I've loved to do." She had attempted the lift at another competition earlier this year. "Maybe, almost there," she said, remembering the thoughts running through her head at that time. "It was close. At the next meet, I knew I wanted to do it." Organizer Wally Thorbjornsson contacted her online to compete and make another record attempt. Another big draw of the competition was powerlifting icon Magnus Ver Magnusson, who won the title of World's Strongest Man four times and was on the scene as a judge. As the founder of the StrongFit concept, Thorbjornsson said that his fellow Icelander was "a living legend." Thorbjornsson said Ver Magnusson will be involved with StrongFit at the centre. "It's very exciting to be a part of helping this type of training system," said Ver Magnusson, who trained with Thorbjornsson back in Iceland. While Ver Magnusson is now retired, he continues

UPSTATE NY COMMUNITIES A STUDY IN CONTRASTS CANADIAN SHOPPERS ARE LESS FREQUENT TO THE U.S., WRITES JEFF MAGUIRE JEFF MAGUIRE Column

Lately I have been writing about our fall travels in Germany. This week I'll shift gears and outline some observations from a driving trip in the northeastern United States which Kathleen and I just completed. The main focus of our visit was the picturesque Olympic Village of Lake Placid, one of our favourite annual destinations. We never tire of a community which undoubtedly has one of the finest natural settings in the world. Nestled between expansive Lake Placid itself and the aptly named Mirror Lake, the village hosted both the

1932 and 1980 Olympic Winter Games. Today its firstrate winter sports facilities are used as training sites by American Olympians. Meanwhile the arena complex in the downtown Olympic Center hosts mainly Can-Am minor hockey tournaments. You can't visit Lake Placid without meeting aspiring hockey players and their parents who provide an unparalleled, year-round financial injection for the community. Surrounded by the high peaks of the Adirondacks, including Whiteface Mountain the site of Olympic skiing events, Lake Placid's spectacular physical setting makes it a magnet for visitors. Summer is busy but with the lure of Whiteface, skiing enthusiasts mean Lake Placid is even busier during the

winter. The popularity of the community also drives real estate prices. Properties on both Mirror Lake and Lake Placid have sold for millions of dollars apiece for many years and these days their value remains high. On our way to Lake Placid we followed a route which took us through communities including Canton and Potsdam. Both are university towns and they are clearly thriving with busy main streets and lots of activities. Sadly the same can't be said of other places in upstate New York, especially those closest to the St. Lawrence River. The region is a study in contrasts. Relatively rich places like Lake Placid, Potsdam and Canton are clearly boosted by their locations and/or the facilities they boast. But towns such as Massena and Malone obviously aren't doing as well. Ogdensburg too has faced

challenges over the year. But that city's location at the foot of the Johnstown Bridge, just across the St. Lawrence River from Canada, is clearly a major asset. We are saddened to see what is happening in some U.S. communities on or near the St. Lawrence who are heavily dependent on Canadians who once swarmed across the various bridges to purchase cheaper American fuel, food and products of all kinds. The once thriving St. Lawrence Center in Massena has failed badly. More than half the expansive mall is empty. On a Satur-

day afternoon visit we found many still existing stores closed. We counted just two Canadian licence plates in the parking lot. To make matters worse, as we drove past the next large commercial development in Massena we saw that the largest supermarket in the community is now closed and boarded up. This time last year it was operating. We saw a similar trend earlier in the day when we passed through Malone, 45 minutes to the east. Retail outlets we've visited many times are now closed. A large department store was holding a "closing out"

sale as we drove through. The low standing of the Canadian dollar is a huge contributing factor as is the sagging state of Canada-U. S. relations, related mainly to the current president and his administration. Many Canadians are boycotting the U.S. and although I understand why I think it is particularly sad. "It's great to get out and hike with friends and visit places we've never been before," she said. "A lot of people don't know the area, but they learn about the nature trails. It's a great opportunity to socialize and have fun and to get outside." Maintaining the trails is also something that is done by the members. "We are 'guardians' of a precious local resource - a long distance hiking trail running through our communities. The potential positive long-term impact to our communities from having this beautiful trail in our own communities is very real," Tannett said, as he hopes to encourage others to join in the fun. It doesn't matter if you aren't a seasoned hiker, the Rideau Trail Association is a great place to enjoy outdoor adventures and get active. The Rideau Trail is a hiker's paradise - 387 kilometres from Kingston to Ottawa. It meanders along the rugged terrain and into beautiful villages and towns, including Perth, Smiths Falls and Merrickville. Jack Tannett is the chair of the Central club in which there are 143 members. There are three clubs, (1,147 members in total) including Kingston (297 members) and Ottawa (653 members). There are also some "nonaffiliated" members, who live outside the area. Each club organizes year-round experiences on the trail, where one can enjoy hiking, snowshoeing, cross-country skiing, cycling and paddling. "We are all volunteers with a passion for hiking, and our members are engaged simply because we love what we do," he said during a walk along the trail in Perth on Nov. 9. "We provide this positive healthyliving opportunity in the local communities for people to engage in a common purpose." Tannett just completed the entire stretch of the trail, hiked in 21 stages, and averaging 16 kilometres a day, from April to October. He has on a pair of hiking shoes, and his pants are tucked into his socks. It's not a fashion statement, but rather one to keep the ticks at bay. A backpack, jacket, hat and gloves will keep him warm against the cooler elements. "You always wear long pants and long-sleeved shirts or jackets. And spray some deet. We want to be protected against the ticks,

CATHCART CASE SET FOR TRIAL MALE ARRESTED FOR OUTSTANDING WARRANT The trial is set to go ahead this month in the case of the former Smiths Falls District Collegiate Institute teacher facing sex-related charges. Blair Cathcart faces 12 counts of sex-related crimes. He was originally charged by the Smiths Falls Police Service with six counts of sexual assault, five counts of sexual interference and one count of sexual exploitation. Cathcart's trial date is set for Tuesday, Nov. 13. It's ex-

pected to last five to seven days. Police started the investigation into Cathcart on June 10, 2016. The investigation concluded 10 days later with Cathcart's arrest. After his arrest on June 20, 2016, Cathcart, then 36 years old, was suspended by the Upper Canada District School Board. These charges and allegations against Cathcart have not been proven in court. This case is also covered by a publication ban.

On Monday, Nov. 5, at approximately 11:43 a.m., Smiths Falls police report that they located and arrested a 56-year-old Smiths Falls man, for an outstanding arrest warrant held by the Lanark County Ontario Provincial Police (OPP). The suspect was later turned over to the OPP.

MAN LOCATED IN RESIDENCE'S CLOSET ARRESTED On Friday, Nov. 2, at approximately 6:18 p.m., police received a call to attend a residence on Empress Avenue for a well-being check of a resident. Police said that while inside the residence, they located a 25-year-old Smiths Falls man hiding in a closet. Police say a check of the suspect revealed that he was on outstanding release conditions not to be at the

residence stemming from a previous domestic related incident. The suspect was subsequently placed under arrest for breaching his recognizance of bail condition and later released by way of a promise to appear in court and officer in charge undertaking.

MAN ARRESTED FOR DOMESTIC ASSAULT On Sunday, Oct. 28, at approximately 12:13 a.m., police were called to a residence on McGill Street North for a report of a domestic assault. Police say an investigation revealed that a 39year-old man had assaulted his partner inside the residence and fled prior to police arrival. Police located and arrested the suspect a short time later. He stands charged with one count of domestic assault and held for a bail hearing to answer to this charge.

B.A. C.Chem, B.Th., M. Div. Rev. Barry passed away Nov. 7, 2018 in the Smiths Falls Hospital at the age of 78. He will be fondly missed by his wife Evelyn Olga Kennedy (nee Waterman). Loving and devoted father of Ruth Kennedy, Michael Kennedy, Beth Kennedy-Puckett (Richard), Wesley Kennedy (Catherine) and grand-children Sean, Caitlyn, Eva, Laura, Wesley (MacKenzie). He is predeceased by four brothers and four sisters and sadly missed by many nieces, nephews, extended family, his many church families and friends. Rev. Kennedy will be remembered as a banker, chemist with the federal government and Minister in the United Church of Canada. Friends gathered at Blair & Son Funeral Home, Smiths Falls on Monday, Nov. 12 from 1 p.m. until the time of the service to celebrate Dad’s life at 3 p.m. Private interment will take place at a later date. Wilf was also proudly involved with the Legion Poppy Drive, and the Salvation Army Kettles. He loved gardening, baking, woodworking projects, helping his community and being a grandad. Cremation has taken place. A celebration of Wilf’s life will be held at the Royal Canadian Legion, Branch 95, 7 Main Street East, Smiths Falls, at 1 PM on Saturday, November 24, 2018. He was born in Indianapolis, Indiana and moved many times in his young life from Canadian Air Force Base to Air Force Base with his parents before ending up in Toronto where he met Jean. Bill and Jean lived in Toronto, Elliot Lake, Wabush (Labrador) then Orillia before moving to Smith Falls for several years before residing at the Stittsville Retirement Villa in Ottawa. Bill was an avid volunteer for many organizations throughout his life, the most recent as a proud member of the Orillia Power & Sail Squadron and Coast Guard Auxiliary. Visitation was held at Lannin Funeral Home, 32 Main Street, Smiths Falls on Friday November 9th, 2018 from 2-4pm and 6-8 pm. The Funeral Service will take place at St David’s Anglican Church in Orillia on Monday, November 19th at 10:30 am. The interment will take place at the St Andrew’s-St James’ Cemetery in Orillia. June 3rd, 1921 October 30th,2018 “What a journey of a life well lived.” Bruce passed away with courage and dignity surrounded by the love and support of his family at Carolina Suites, Perth on Tuesday afternoon, October 30th, 2018. He was predeceased by his parents Ogden and Gladys Winter, his wife and the love of his life Helen and two younger brothers, Frank (Terry) and Charles Winter. Bruce was the loved father and best friend to sons David (Karen) and Bob (Laurie); cherished and greatly respected “Gramps” to Scott (Brynn), Ryan, Jordan (Stephanie), Chelsea (Randy), Bailey (Damon), Jeff (Melissa), Jessie (Rob) and great grandfather of eight. He was born in Toronto. Bruce experienced the poverty of the Great Depression, was quarterback and captain of the North Toronto Collegiate football team, a decorated Flying Officer in WWII, graduate of University of Toronto, Bachelor of Science and Engineering (UofT 50). He and Helen lived in Pointe Claire, Quebec where he started a long and successful career with CIL Industries. He also lived in Mississauga, London and ultimately Perth where he resided the past 5 years. He enjoyed golf, bridge, the horse track and family vacations to Florida with the requisite snowbird months in retirement in Pompano Beach. Thanks to the staff at Carolina Court Retirement Residence, Dr. Richard Moxon, Dr. Anil Kuchinad and the Bayshore nursing staff. He would like this to be a celebration and in doing so would have recommended raising an ice filled glass of Johnny Walker Red. The loved first-born son of Steven and Anne Miskelly, father to Maeve Miskelly and brother to Amanda (Rick) Lecompte. He was an uncle to Alexandra, Sébastien and Vincent Lecompte. He will be remembered by his aunts and uncles; Scott McKinnon (Diane Tait), Susan (John) Hoysted, Matt (Maria) McKinnon, Danny Miskelly, Garth (Leah) Miskelly, Peter Miskelly, Jeff (Brenda) Miskelly and John (Jess) Marshall. He is predeceased by his grandparents Al and Polly McKinnon and his uncle Paul McKinnon. He is also survived by his grandmother Marion (late Clarence) Marshall. Jason will be fondly remembered by his ex-wife Robyn O’Neill and the O’Neill family, Aunt Donna Barrett, Aunt Kim Mulrooney along with his many cousins and extended family and friends. Jason was an intelligent, industrious, accomplished and well-spoken young man. He was an entrepreneur who owned and operated many businesses during his short life, including Rideau Meats, Butcher’s Antiques, Backyard BBQ, and many others. He attended Georgian College for Business and Accounting where he played goalie for the Georgian Grizzlies in his favourite sport ~ hockey. Jason lost his way with an addiction to alcohol and sadly ended his life by suicide on Friday, November 2, 2018 at 12:30 p.m. His family chooses to remember him in all the good times they had. Many families are touched in some way with addictions. Please reach out to loved ones suffering from addictions and also remember to give your kids a hug. Like thunder, we could hear heavy footsteps on the wood platform outside the door of the Northcote School. We heard boots being pounded against the door frame, shaking off the freshly fallen snow, and without a rap, the door swung wide and in walked a total stranger dressed like a member of Parliament. He nodded at Miss Crosby who had stood up so quickly, her chair tumbled to the floor behind her, and I could see a look of panic come over her face as she

shifted papers on an already spic-and-span desk. Here was the newly appointed inspector, a figure to be reckoned with for sure! We didn't have to be told to stand; that was automatic whenever anyone came through the door of the school. We could tell from the look on Miss Crosby's face this gentleman had tremendous power in his hands. He was there to see that the Northcote School was run properly, and according to the standards set out by the board, the pupils were being taught in the basics and beyond, and we were respectful and obedient. I said a silent prayer that my brother Emerson and Cecil would be on their best behaviour. He pounded up to Miss Crosby's desk, nodded at us standing like stone pillars, and in a voice that could be heard in Arnprior, Ont., ordered us to take our seats. As we always did when seated in front of a visitor, our hands were clasped in front

of us on our desks, and our feet planted firmly on the floor. Miss Crosby's eyes darted over us to make sure we were all doing what was expected of us. Then, the new inspector came down from the front of the classroom and went right to Joyce's desk and asked her to open her drawer. I could see Miss Crosby breathe a sigh of relief that Joyce had been picked, because she was just about the neatest person in the whole Northcote School. He asked her to take out a couple of her scribblers which he flipped through and handed them back to her. Then, he walked over to the window where the Senior Fourths sat and stopped in front of Iva's desk and asked her the same thing as he had asked Joyce. Again, he flipped through the scribblers and handed them back to her. All this time, Miss Crosby was standing rigid in front of her desk. The man

walked over to her and asked to see the book which recorded our attendance very day. He spent many minutes leafing through it. We of course were scarcely breathing, and my need to go to the privy was now causing me great concern. I looked over at Cecil. I prayed he wouldn't do anything foolish. But he was moving his ears up and down, a feat he was able to do with ease and which drove Miss Crosby to distraction. He was a sly one all right and was smart enough to wiggle his ears when the inspector or Miss Crosby weren't looking. Finally, it seemed the Inspector was finished. He

nodded to Miss Crosby, and headed for the door, leaving behind melted snow wherever he had walked. If that had been one of us, Miss Crosby would have had us clean up the mess immediately. She righted her chair, fell into it, and said we could all go out to recess even though we had scarcely done a whit of school work. She looked like she had done a hard day's work. We had often heard how the inspector was to be feared by the teacher. For the life of me, I couldn't think of one thing he could find wrong with Miss Crosby. I loved her dearly. But her destiny was in

his hands and it was said a word from him, and a teacher could lose her job. Her yearly salary of a few hundred dollars would be gone forever! Was it any wonder he was held in such awe?
