SMITHS FALLS MAYOR SHAWN PANKOW RE-ELECTED EVELYN HARFORD ehar ford@metroland.com Shawn Pankow has been re-elected as Smiths Falls' mayor. Election results poured in on Monday, Oct. 22, in municipalities across Ontario. But it wasn't until early morning Tuesday, Oct. 23, that Smiths Falls knew who would make up their new council. Pankow won the top political seat in Smiths Falls by just over 1,000 votes against his challenger town councillor, Joe Gallipeau. Pankow received 2,120 votes. Gallipeau received 1,059. "It's been an incredible four years, we've had a lot
of growth - we're going through something we've never gone through before and the future is incredibly positive for everybody in this community," said Pankow. "I'm excited we've got a council that's going to lead us into a lot of positivity, a lot of change, a lot of progress." Pankow championed his campaign promise to continue to make Smiths Falls a great place to live, work and play, all while operating within a financially sustainable framework.Pankow was first elected mayor in 2014. Before that, he served as a town councillor for one term. Pankow sat on the council that wel-
comed Tweed. Then, Dennis Staples was mayor.Pankow had expressed that the last four years were about planning and setting the stage for a better future. He said the next four years will be about realizing the opportunities that come from that. This term will be Pankow's second as mayor. Gallipeau thanked his supporters and congratulated Pankow for a "hard fight." "The voters decided who they wanted to be mayor and that's the democratic way," he said. "We all have to accept that. At the end of the day, I'll just have a little less to do and I'll be able to retire a little sooner."

COUNCILLORS Peter McKenna (1,727 votes), Christopher McGuire (1,714 votes), Niki Dwyer (1,637 votes), Lorraine Allen (1,569 votes), Wendy Alford (1,520 votes) and Jay Brennan (1,499 votes) have been elected as councillors. Incumbents Dawn Quinn and John Maloney were not re-elected. Others vying for council seats, Sheldon Giff, Ken Manwell, Louis Daigle, Perry Weagle and Dennis Buckley, were not elected. Voter turnout this election was 49.8 per cent, down from 53 per cent voter turnout in 2014.

Ward one councillors are Cathy Livingston with 715 votes, and Carolyn Bresee with 620 votes. In ward two, Marcia Maxwell garnered 1,182 votes and Jeff Banks 992 to be the representatives. Tay Valley: Tay Valley Township has a new reeve in Brian Campbell as he claimed 1,581 votes. As deputy reeve, Barrie Crampton defeated Judy Farrell with 2,021 votes to 1,344 votes. LANARK COUNTY ELECTION RESULTS Unofficial municipal election results from Monday, Oct. 22, for Lanark County include the following municipalities: Carleton Place, Drummond-North Elmsley, Lanark Highlands, Montague, Perth Rideau Lakes, and Tay Valley. Carleton Place: Doug Black is the new mayor with 2,578 votes, ousting the current mayor, Louis Antonakos, who garnered just 635 votes. Deputy mayor is Sean Redmond with 1,603 votes. Members of council will include: Theresa Fritz, 2440; Andrew Roy Tennant, 1,991; Linda Seccaspina, 1,829; Edward Toby Randell, 1,799, and Jeff Atkinson, with 1,687 votes. Drummond-North Elmsley: Steve Fournier has been acclaimed as reeve during the Oct. 22 municipal election. The two councillors for the Drummond ward will be Paul Kehoe and John Matheson with 432 votes and 420 votes respectively. In North Elmsley ward, Ray Scissons (432) and George (G.W.) Sachs (384) will represent the ratepayers. Perth: John Fenik is the returning mayor of Perth with 867 votes, defeating two incumbents, John Gemmell, the current deputy mayor, and Coun. "It's a historic day for us as a company and a big day for advancing public policy on drugs globally." Both Zekulin and Bruce Linton, founder, chairman and coCEO of Canopy Growth Corporation, thanked the activists and visionary leaders who have worked for decades and decades to draw attention to how prohibition on cannabis wasn't working. "It's a great first day," said Linton, who spoke of people in tears happy that prohibition had lifted - and what that meant for their lives. He said you could feel it in the room, like something lifting off peoples' shoulders. "Everybody wants to know what's going on in Canada," said Linton. "We've never had a better leadership position in anything probably since (Alexander) Gra-
ham Bell. The question is: can we make the most of it?" In Smiths Falls, the optimism and excitement surrounding cannabis legalization has been infectious. Everyone seems to have questions about what cannabis legalization will mean for Smiths Falls, the town cannabis saved. Five years ago, the town welcomed Tweed. They took up residence in the former Hershey factory, and have been growing ever since. "It wasn't an obvious, easy choice, but you did it anyway and you've supported us ever since," said Zekulin, who emphasized that the company was here to stay when asked if Canopy Growth would ever consider relocating, "Smiths Falls is home, we're very proud of that," he said. It was an exciting day for Smiths Falls Mayor Shawn Pankow who spoke alongside Zekulin and Linton. "It's been an incredible gift to this community," said Pankow. The company's initial forecast was to have around 100 employees
and occupy one third of the plant. Today, the company has swelled to around 800 employees and has outgrown the original footprint of the Hershey plant, expanding outwards. The parking lot is overflowing, and the town's confidence is coming back. "There's no way we could imagine this type of development in our community," said Pankow. "We've been blessed like no other community in the country." When Tweed came along, Smiths Falls was down on hard times after a series of businesses and institutions closing - leaving the town gutted. Things have changed. "You've turned our frowns upside down," said Pankow.

Smiths Falls police services board meeting held on Wednesday, Oct. 17 - the day cannabis became legal across Canada - that the service is, at its core, ready for the shift that will come for police in the era of cannabis legalization. Though, he expressed, the short notice in receiving information about specific regulations and laws isn't appreciated. MacGillivray said up until 8 p.m. on Tuesday, Oct. 16, the eve of cannabis legalization, he hadn't received details about some regulations governing enforcement. "With the changes in government and changes in legislation, it's been a difficult challenge to get all officers up to date on what the latest legislation is as far as provincial enforcement and public consumption," he said. "That will be ongoing." Police have been receiv-
ing training to ensure all officers understand a basic knowledge of what the laws are and what the enforcement impact will be for them. However, when it comes to the type of enforcement division between public health and bylaw - that is still up in the air. Police will continue to detect drivers impaired either by alcohol or other substances - including cannabis - a role they have always played. "We're in a good position as far as driving," he said. The local service has officers trained to conduct standard field sobriety tests and one officer is now fully trained as a drug recognition expert. Rick Labelle, deputy police chief, said he doubted that the legalization will create a lot of new users. MacGillivray expressed that he doesn't think people's behaviour will change
too much, either. He said if they've been irresponsible prior to legalization, they'll probably be irresponsible after - and vice versa. "The people that have been responsibly drinking or even - although it's been illegal - if they've been responsibly using any form of (medicinal even) cannabis I don't see that they're going to get behind the wheel today," he said. MacGillivray also expressed concern about not seeing any of the $40 million promised to help cover the costs associated with cannabis legalization. "I have yet to see anything provided in the way of any cheque or funding," he said. "Any of the training that we've done has been done at our expense at this point in time, other than some portions of the training - the standard field sobriety testing that we're not charged a tuition
for but all the incidental costs we pay for, as well as the drug recognition training that we sent an officer to Arizona for." Fitness for duty Smiths Falls police officers will not be able to consume cannabis eight hours prior to reporting for duty. This policy isn't as stiff as what Toronto police or RCMP officers have to abide by. Toronto police have decided to ban its officers from consuming cannabis within 28 days of reporting for duty. If you feed them, they will come. This is what the Town of Smiths Falls is trying to avoid, in putting forward a bylaw banning residents from feeding wildlife in town. Council discussed the issue at a special committee-of-the-whole meeting held on Monday, Oct. 15, after the topic of bird-feeding was brought forward as a priority issue by Coun. Jay Brennan in September. But this wasn't the first time concern has been raised about feeding wildlife in town. In 2014, a report was brought forward to council regarding a bylaw to prohibit the feeding of Canada geese and seagulls. At that time, council decided to implement an education awareness campaign with residents, cautioning about the dangers of feeding wild birds. The town's current property standards bylaw does not contain a provision for "pests" causing a nuisance.
A town report put forward at council's committee of the whole meeting on Monday, Oct. 15, cites the provincial government's website that explains feeding wild animals may do more harm than good, and can cause threats to citizens. The town cites issues that could arise, such as creating dependency for animals on artificial sources of food; animals losing their fear of humans and becoming more prone to conflict; and wild animals gathering in large numbers, which can increase parasites and diseases, cause destruction of natural habitat and can also become a nuisance. Mayor Shawn Pankow took issue with the provision within the bylaw, as it was presented, that prohibits accumulation of seed underneath their bird feeder. He said he wanted to see the wording changed to be a bit more flexible. Pankow said that although he agreed with the premise of the new proposed bylaw, he wanted to ensure that the wording of it ensured flexibility and discretion so that people

HELP BREAK THE SILENCE Every child has a right to safety and well-being. October is Child Abuse Prevention Month and it's a perfect time to underscore the responsibility of the community to keep children safe and for the public to understand their duty to protect kids. Family and Children's Services of Lanark, Leeds and Grenville (FCSLLG) and local organizations, businesses and individuals are joining communities across Ontario to support the cause with the purple ribbon campaign. "Family and Children's Services of Lanark, Leeds and Grenville protects children so they can grow up safe from abuse, including physical, emotional and sexual abuse as well as neglect," states the FCSLLG website. The nonprofit organization has a role under the law to "support families when they need it and, when required, take the necessary steps to make sure children are protected. We carry out our work under the Ontario Child and Family Services Act, which requires us to investigate possible abuse or neglect of children and ensure the safety of those who need protection." The Ontario Association of Children's Aid Societies' (OACAS) big initiative for Child Abuse Prevention Month is Ontario Dress Purple Day, held on Oct. 24. Its priority is to support children living safely with their immediate family. "The classroom resources are evidence-based primary prevention materials, empowering students to think and act in positive ways, appropriate for their age and stage of learning and development," notes the OACAS website. "The goal of the materials is to help all children and youth, regardless of the situation they are in, to acquire skills and attributes that lessen their vulnerability to harm." Those online classroom resources are available at www.oacas.org/dresspurpleday. Purple ribbon T-shirts can also be purchased online at the address above. For more than 100 years, OACAS has been providing leadership, service excellence and advocacy to children, youth and families across the province. Their vision is to provide an effective children services system based on the core values to be collaborative, accountable, courageous, innovative and transparent. Locally, FCSLLG planned a Dress Purple Barbecue Oct. 24 at its Brockville and Perth locations between 11:30 a.m. to 1 p.m. School staff and students were invited to dress in purple, talk about children's rights to safety and well-being and tweet photos of their school/classes dressed in purple, using the hashtag #iBREAKtheSilence. Everyone in the community has a role to play in supporting children's rights.

BACK TO WORK REALITY IS A LITTLE DAUNTING FOR ALMOST A MONTH, I WAS LOGGED OUT OF THE SWAMP OF SOCIAL MEDIA AND IT WAS NOTHING SHORT OF MAGNIFICENT LAURIE WEIR Column
For almost a month, I was logged out of the swamp of social media (for work) and it was nothing short of magnificent. Gone were the incessant dings of Facebook/Instagram and Twitter notifications (I need to delete FB notifications permanently), not to mention a tsunami of emails. The flood gates were cracked open on Thursday last week, so I wouldn't be swept up in the wave on Monday when other important things were happening like the municipal election.
It's been busy around here with the legalization of cannabis last week topping the news stories. What a day that was for Canada. Smoke weed people, or don't. We've been doing it for centuries ... still now sure why it's such a big deal. Sweet Baby and I flew to Labrador (next time we'll drive) to visit with three of his five sisters who live there (the other two are in Newfoundland along with one brother. He has a second brother in New Brunswick). They would not let us pay for anything. And food! Holy smokes, hubby gained about five pounds and couldn't get into his regular size 30 pants. I was relatively good, walked about 5K a day, and my clothes still fit at the end of it. Big sigh of relief
there! Lots of sightseeing - we were even asked to be official tourists for a new Labrador company and were taken on a trip to see the Birch Island Trail, dog sledding at Northern Lights, and a canoe builder by the name of Joe Goudie. That gig was worth the $50 - which they paid us! I shall blog about that experience elsewhere when I catch up with work tasks. Then we spent a week at Lower Beverley Lake Park - our home away from home. It was the relaxation needed before heading into a week hanging out with Mom, who had her second kneereplacement surgery. She's been a much better patient this time around, as she's getting along great. It was good to get away, but to be honest, I'm glad to be back under the tidal wave of the antics in the newsroom. DEAR EDITOR, This past week has certainly been a week for the Smith Falls history books. However, with all the fanfare it saddens me to not hear any acknowledgement for the former mayor, Dennis Staples, for his part in Canopy Growth locating in town. In May 2013, Staples met with a government official and a representative from Tweed Inc.,
and the marijuana "plant" started to "grow." For 20 years, Staples dedicated his life to this town and not to be recognized for his role in the economic boom is shameful. Don't get me wrong, kudos to the present council for continuing to carry the "torch" and work hand in hand with Canopy Growth (Tweed). It is quite evident that there is much gratitude to Bruce Linton and his professional team for choosing Smiths Falls and bringing life
back to "our" town in more ways than one. In closing, I'm sure there are other residents in town who feel same way, or at least I hope so! So here's to you. Thanks, Dennis.

Throughout September, every Lowe's, Rona, and Reno-Depot corporate store in the country collected donations to help local non-profit organizations or public schools of their choosing fulfil their missions or carry out specific projects. RESIDENTS TO REMOVE 'GROUND LEVEL' DECORATIONS AT HILLCREST CEMETERY EVELYN HARFORD ehar ford@metroland.com The Town of Smiths Falls is reminding people to remove all artificial decorations at ground level from Hillcrest Cemetery on or before Thursday, Nov. 15, in order to prevent damage. Last year, the town issued a public apology after residents were outraged when they found that decorations at gravesites including a grave marker and an angel at the site of young child's resting place - had been removed. As part of the apology, the town said they would do a better job communicating the cleanup in the future. The town reports that cemetery staff
will be removing any remaining artificial decorations at ground level as part of their annual fall cleanup. The town says any decorations not removed will be kept on the grounds inside temporarily for pick up by the owners. "Staff will make every effort to connect owners to pick up their decorations," the town stated in its news release. Christmas decoration are permitted only on the monuments and must be removed by Jan. 7. Decorations may be placed back at ground level again on May 1. Tim Hortons brought a smile to local Special Olympics athletes. Proceeds from Tim Hortons Smile Cookie Campaign from both locations in town were donated to the Gerry Lowe Foundation to build a bocce courts at Lower Reach Park. Proceeds from all smile cookies are donated to support local charities and organizations, including local breakfast clubs, food banks, and hospitals across Canada. A cheque for $11,344 was presented with local Special Olympics athletes present to the Gerry Lowe Foundation on Monday, Oct 15. The Gerry Lowe committee, in conjunction with the Town of Smiths Falls, will build bocce courts for the town's local Special Olympics athletes in 2019. "It's awesome," said Judy Jones, a Special Olympics coach and mom to a Special Olympics athlete. "Every week we go out and set up our courts but to be able to have professional courts it's great. This town is so good to us." When the Special Olympics athletes Jessi Neal, Danielle Bond and Kristy Jones, in attendance at the funding announcement, were asked if they were excited about the prospects of having a bocce court in their own community the answer was easy: "Yes!" they said. Tanya Bond, owner of the two Tim Hortons locations, said this year they decided to put the proceeds from the smile cookies toward a worthy cause - getting bocce courts built in town. In years prior, they'd donated money to another worthy cause - the Smiths Falls Community Hospital Foundation. "We're hoping to touch different areas in the community," she said.

It was very busy in Perth at Pet Valu last weekend. The Lanark Animal Welfare Society (LAWS) would like to extend our sincere thanks to Dr. Rob Clark from the Pinnacle Animal Hospital in Renfrew and his assistant J.C. from the Veterinary Services in Smiths Falls, who helped out during the threehour microchip event. Dr. Clark saw 15 dogs who all came to be microchipped, while 10 cats and kittens found their forever homes. Thank you to everyone who visited us and gave loving homes to so many of our adoptable cats. Thank you to the staff of Pet Valu in Perth for keeping your cool during this very busy weekend. Without you we would not have been able to find homes for so many needy animals in just two days. We hope to do it again. David Zimmerly volunteered his time to take some action pictures which can be viewed on our Facebook page.

Believe it or not, the local area is full of some downright spooky ghost stories. A number of museums, and a hospital are reportedly haunted. Here's a list of five of the most "haunted" places in Lanark County and the stories behind them.
1) Moore House, Carleton Place Carleton Place's Moore House, constructed in the mid 1800s, was home to multiple generations of the Moore family, including Ida Moore, who lived there with her parents and four siblings. In 1900, at the age of 21, Ida died from tuberculosis in the home, and many believe her spirit has haunted the building ever since. Some of Ida's antics allegedly include moving objects, opening and closing windows, turning radios on and off, staring out windows and generally giving people the creeps. A paranormal investigation was conducted at Moore House in July, 2017 by Ottawa Paranormal Research and Investigations.
2) Perth and Smiths Falls District Hospital, Perth Legend has it that the Perth and Smiths Falls District Hospital, formerly known as the Great War Hospital, has a curse upon it. Apparitions of members of the Malloch family, appearing

4) Gallipeau Centre, Smiths Falls The creep factor of Smiths Falls' Gallipeau Centre recently helped add to and inspire the filming of the horror movie Unholy Night, as crew members reported a number of strange goings-on during the filming, including hearing the mysterious sound of children laughing and seeing an apparition that mimicked the viewers' body movements.

The museum is associated with a number of ghostly stories - so many that it has offered "ghost walks" where patrons heard a story in each room of the Victorian-era home as they made their way through the tour. Over the years, people working at the museum have reported "creepy" feelings, particularly around the staircase. In 2008, the Canadian Haunting and Paranormal Society did an investigation at the museum and reported some "activity" such as temperature variations, a door closed that was normally open and other sounds. DESMOND DEVOY desmond.devoy@ metroland.com Cow milk producers may be up in arms about the new USMCA free trade agreement, but the White family of Montague Township feel that their niche sheep milk marketing helps them fly under the radar - in a good way. "We sell directly to our buyers in Ottawa," said Cate White, standing in the milking barn at her farm. The USMCA does "not really, directly," affect her business. Rather, it is Comprehensive Economic and Trade Agreement (CETA) between Canada and the European Union that has more of an impact on their trade. "Canada imports way
more sheep's milk (from Europe) than it produces," said White. Feta cheese from Greece is traditionally made with sheep and goat milk, though France and Spain have quite a large sheep milk market to contend with too.
SHOP LOCAL While White hopes that people in the market to buy sheep's milk will buy Canadian - or, better yet, local "on our scale, we were not really worried," she said. "The people we sell to, they want to buy local," she said of her regular customers in Ottawa, quite a few of whom made the trek out to the farm that day to see where their sheep cheese comes from. "You get more of a story if you buy local," said

FARM TOUR Cate and Kyle White's Milkhouse Farm in Rosedale, Montague Township, was one of three stops on the Milkhouse Farm and Dairy Farm Tour on Oct. 20, with the pottery studio at 1105 Matheson Dr. across the field, and Bill Dobson's farm museum at 1112 Matheson Dr. all taking part in the celebration of rural life. A steady stream of visitors, especially children eager to see the sheep as they ate up some hay, trickled into the barn. "once there is a frost, the grass does not grow. The farm is home to 64 "milker" sheep, and 75 sheep in total. There are three rams, and two llamas, who act as good guiders for the sheep, as they are "good guard animals," explained White. The farm began service in 2010, when White and her husband were right out of university. "We had no previous experience with milking," said Cate, though their science degrees did help. "We came into it through our interest," and also because "we didn't want to be commuting," into the big city. Cate grew up in Montague, where her dad Bill, runs the farm museum over on Matheson Drive.

CANCER FIGHTER APPLAUDS SOLE SISTERS RUN FOR HELP IN BATTLE AGAINST DISEASE DESMOND DEVOY desmond.devoy@metroland.com Jackie Coldrey was back this year as a Sole Sisters volunteer but this time, she returned as a cancer fighter. Coldrey first volunteered at the Sole Sisters annual charity
run/walk for cancer research in Smiths Falls in 2016, but, after missing the 2017 event, she returned to the sixth annual event as a cancer fighter, with a whole new outlook. "It's hard to put into words, to be honest," she said, seated at the silent auction online sale pickup
table in the Kinsmen Pavilion at Lower Reach Park in Smiths Falls on the chilly morning of Sun., Oct. 21. "It feels different. I wasn't really involved with cancer," before her breast cancer diagnosis on March 1 of this year. Back in 2016, "I was just happy to be doing my bit." Now, in 2018, "it's more personal." While her chemotherapy is done, she will be returning to the Kingston General Hospital's Cancer Centre of Southeastern Ontario for more radiation later on this month. Her breast cancer was found to be "really aggressive," and so, "I've been fast-tracked." During
her hard journey, "we've discovered who our true friends are," she said. She attended a breast cancer event at the Settlers Ridge Centre a few weeks ago, and it was eyeopening for her to see "have many people have gone through it." Looking around at runners, walkers, and fellow volunteers who crowded the pavilion for their breakfast, "it's really heartwarming," she said. Her oncologist spends a lot of time researching, so a fundraiser such as this "really helps her." This year's event saw about 224 runners and walkers registered.

STAFFORD-WILSON CALLS UPON A FEW SPIRITS FOR LATEST BOOK LAURIE WEIR ljweir@metroland.com Arlene Stafford-Wilson has recently launched a collection of memories in her latest book Lanark County Calling, All Roads Lead Home - and a couple of the short stories may raise the little hairs on the back of your neck. The Ottawa author, who grew up in Lanark County, has some fun with her latest novel. "I'm trying to preserve a little bit of our local history, particularly from the 1960s and '70s, so the people and places will be remembered," she said in an email. Lanark County Calling highlights the entertaining times of the Ompah Stomp - a local field party that grew by leaps and bounds over the years - to a night at the movies at the Soper Theatre in Smiths Falls. She also tells the tale of the candy lady of Perth, Sophia Haggis, and the ghost of Ferguson Falls. Keeping to the spirit of Halloween, the Witch of Plum Hallow, Mother Barnes, also makes a guest appearance in this latest
book. Stafford-Wilson's generation heard first hand, the tragic stories of the Second World War, and these stories were passed down through word of mouth as many of the Irish and Scottish ancestors who founded this area did not know how to read or write, she said. Each person has their own unique stories, and Stafford-Wilson's accounts of her own history include stories of computer technology, mobile phones, rock 'n' roll and feminism. For this book, she recorded memories of people, places and events familiar to those who have lived or visited here through the 1970s to present. She begins with the Ompah Stomp; the local music festival that started in 1978 at a favoured picnic spot, Waitse's Beach on Palmerston Lake. Some of the first entertainers were Neville Wells, Brenda and Roger Dunham, Gerry and Jan Williams, Bill and Sally Spingle, who owned the general store; and Val and Wayne Keareney, who owned the Trout Lake Hotel.

Join our Council and Offer Your Input Patient- and family-centred care is foundational to the Perth and Smiths Falls District Hospital (PSFDH) Strategy and very specifically to the strategic direction of, “Patient & Family Experience”. At the heart of the structure of the Patient- and Family-Centred Care initiative at PSFDH is the Patient and Family Advisory Council (Council), established in 2015. The Council consists of 8 Patient Experience Advisors and 3 staff and we would like to see this number grow. The Council serves in an advisory capacity, providing input to and making recommendations on matters that impact the quality, safety and experience of patients and their families at the Hospital. Advisors will draw from their own experiences, or those of family members to offer input on a variety of hospital care related topics. The Council will meet approximately every month (with the exception of July and August), for a period of 3 hours. There are opportunities to represent the voice of the patient & family on other hospital committees. Patients or family members with recent experience in the hospital (within the last two years) are invited to apply to join the Council. and the lineup to get into the show stretched all the way down the block. The author remembers the story through her father's eyes, about Bert Soper, a Liberal MP, after whom the theatre was named. She writes about the stern-faced Walter Lackenbauer who tried to keep those in the lineup safe; to the concession stand pioneer, Violet Gariepy, who held the position for some five decades. There is lots of history in this chapter that readers will remember, right up to May of 2013 when the theatre was demolished for a parking lot. If you ever had a craving for sweets, a visit to the Haggis Candy Shop on Gore Street in Perth would have been a stop to make. Meet Sophia Haggis in the next chapter, as the author remembers speaking with Sophia and how the woman was taught by her father to make candy. Sophia's father came to Perth from Greece, opening his first candy store in Peterborough. How the family came to Perth is an exciting journey for the reader to experience. The Perth store was opened at 60 Gore St., the location of what is now The Book Nook and Other Treasurers. Next the author writes about a couple ghostly experiences when she takes the reader on a journey to Ferguson Falls of Lanark County, then to Leeds and Greville's Plum Hollow near Athens. In Ferguson Falls, we learn or revisit - the story of Jimmy Phalen (pronounced Whalen), a logger who drowned in the river and how, to this day, a girl walks along the shore of the Mississippi on moonlit nights looking for him. Keeping with the ghostly theme, the author takes us to Plum Hollow where we learn about the famous psychic, Jane (or Mother) Barnes. Wilson-Stafford writes about her own mother's dabbling is tea leaf "reading," which takes a turn to the tales of the Witch of Plum Hollow. PURSUIT LEADS TO DRUG ARREST On Tuesday, Oct. 16, at 6:25 p.m., police conducted a traffic stop on McCann Street. While police were interacting with the suspect, a 41-year-old male driver, Joseph James (JJ) Bancroft of Smiths Falls, sped off away from officers. A short pursuit, then a foot pursuit ensued, and the suspect was apprehended and arrested. The suspect stands charged with Trafficking fentanyl, a Schedule 1 drug, flight from police, dangerous operation of a motor vehicle and possession of a Schedule 1 drug. The suspect was held for a bail hearing to answer to these charges. Charges have not been proven in court.
Man arrested for domestic, weapon related offences On Monday, Oct. 15, at 2:07 a.m., police were called to a residence on
Empress Avenue for a report of a possible domestic assault. Police say an investigation revealed that a 27year-old male suspect had assaulted his partner and there had been a weapon involved in the incident. Police located the female victim and found that she had suffered minor injuries as a result. The suspect was placed under arrest and charged with domestic assault and possession of a weapon for a dangerous purpose. The suspect was held for a bail hearing to answer to these charges.
Unwanted person On Thursday, Oct. 11, at 8:48 p.m., police were called to the area of a business on Lombard Street for a report of an unwanted person. Police say an investigation revealed that a 32-year-old female suspect had entered an occupied vehicle and asked the driv-
er to purchase an alcoholic beverage. Police say the suspect was intoxicated and located a short time later. The female was placed under arrest to prevent any further breach of the peace. Police say the suspect resisted arrest and uttered threats to kill an officer. The suspect was held in cells until sober and stands charged with resisting a peace officer and uttering threats. The suspect was released on promise to appear in court and officer in charge undertaking with conditions to answer to these charges. The Smiths Falls Police Service urges anyone with further information regarding this incident, or similar incidents, to contact the police at 613-2830357. WORK TO PREPARE FOR WINTER WAS A COMMUNITY EVENT NEIGHBOURS WOULD GATHER TO HELP WITH LOG CUTTING, MARY COOK RECALLS MARY COOK Column
Father had been bringing out logs from the bush for weeks. Big trees, stripped of their small branches and hauled by one horse to the middle of the barn yard. It was a job he did over time, many weeks, and soon the pile was ready for the day the big saw machine would come in our long lane to saw the trees into log sizes to fit the Findlay Oval. The Farmer's Almanac said it would be an early winter that year. So the sawing machine and all the neighbours from around, soon would arrive for the yearly job of preparing the wood to take us through the long winter ahead.
Usually the snow was on the ground when woodcutting day arrived. But the Farmer's Almanac, like the Bible, wasn't to be taken lightly. I was allowed to stay home from school that day, as was my sister Audrey. Audrey, much older than I, would be needed to feed dinner to the men who had come to help a neighbour prepare for winter. I could smell the meat roasting in the oven before I got out of bed. Beef and pork, side by side in the Findlay Oval. The biggest pot in the kitchen would hold potatoes, peeled the night before, and enough pies to feed all of Renfrew County were covered with tea towels on the bake table. The pine table wouldn't hold everyone, so two sawhorses with planks and covered with sheets were added to the kitchen, so that all the men could be fed at one time. All morning I would sit at the kitchen window and watch the big logs from our bush being fed into the saw machine, and mar-
vel at how everyone worked so well together. There was no talk, the machine drowned out every other sound, but I could see swirls of smoke from the men's pipes. As the cut logs fell to the ground, they were tossed into a pile and I watched it grow before my eyes. I wondered, as the pile grew, how we would ever manage to use up all the wood being cut that day. By noon hour the log cutting was finished, and the men filed into the kitchen, dropping their heavy coats at the door, and slipping out of their gum-rubbers. They filled the chairs around the table and the extra place, and dug into the bowls of steaming food like they hadn't eaten in days. The talk was about the winter ahead, and the summer past, and the Depression, and how lucky everyone was to have survived another year. It didn't take long for the meal to be over, and there was no dallying. This was farming. There was no time to sit for idle chat-

ter. The neighbours filed out of the kitchen, said quick goodbyes and headed off to their own farms to finish their work day with their own chores. A team was hitched to the saw machine, now quiet, and headed out the lane. It wouldn't be idle for long. Soon another neighbour would be ready for it, and again, the neighbours would meet and do the job at hand. The pile of cut logs would stay in the yard, but with Father working away at it with the axe every chance he had. Then it was my brother's job to carry the wood into the summer kitchen and pile it into neat rows against the wall. There it would be handy when the wood box had to be filled. The summer kitchen, which in the hot weather held the Findlay Oval, was cleared by then, and ready for the chopped wood. In one corner would be a special pile. This was kindling wood which Father had chopped from bigger logs and would be used to start the morning fire in the

THE RESTAURANT FIRST OPENED ITS DOORS IN SEPTEMBER EVELYN HARFORD ehar ford@metroland.com It's hard to walk past the newly opened Shawarma shop on Beckwith Street without being tempted to stop in for a bite by the savoury, spice wafting in the wind. Shawarma On The Falls first opened its doors on Smiths Falls' main street in September, quickly becoming a popular lunch and dinner spot for locals.
"I knew it was going to be busy because it's something different for the people," said owner, Thomas Lavasni. Lavasni's passion for quality, fresh food is clear. Lavasni said he wanted to bring unique food to a restaurant landscape saturated by Canadian and Italian cuisine. In doing so, he's brought shawarma spiced with ginger, garlic, cumin, onion, coriander, salt, and lemon juice to the people of Smiths Falls. Customers' excitement is palpable sitting in the restaurant at lunch hour with patron after patron coming in during the store's lunch hour rush. "It's very busy," he said of the crowds who came out when the store first opened. "The line was almost out the door." And it's evident that people like the food and are coming back for more. Lavasni said about 50 per cent of his customers are repeat visitors. During a lunchtime rush, Lavasni even gets up from the interview to help customers receive their

Though new to Smiths Falls, Lavasni isn't new to the world of restaurants. He's helped run many different establishments, always in the restaurant industry. "I've opened so many restaurants," he said. Before opening up Shawarma On the Falls, Lavasni was commuting to the businesses he owned in Ottawa from Smiths Falls. When Lavasni opened up shop in Smiths Falls, after a three-month renovation to the building he and his business partner bought, he sold those businesses. Lavasni said the chance he's taken on Smiths Falls has been worth it. "I appreciate the support we've received from the town," he said. "My biggest happiness is when people tell me they're happy with the food." While the Record News caught up with Lavasni about his first weeks in business, Smiths Falls Mayor Shawn Pankow came in to grab a bite. "I'll try to limit it to once a week, but that will be hard to do," he said.

Upcoming events The community can get behind UWLC through a variety of events over the next month, beginning with the United Way Day Kick-off Breakfast Friday, Oct. 25, hosted by Algonquin College Perth Campus. It runs from 7:30 to 9:30 a.m. and is open to the public. Law & Orders is providing the breakfast and a portion of the proceeds will go to the United Way. Breakfast is $8 person. In conjunction with the breakfast, a book and bake sale will also be on site. This breakfast is also open to the public and runs from 7:30 to 9:30 a.m. Admission is by donation. A United Way Mix & Mingle Fall Social, hosted by Sivarulrasa Gallery in Almonte, is also set for Wednesday, Nov. 21. It runs from 6 to 9 p.m. and tickets are $15 and available through the United Way
(www.unitedwaylanarkcounty.ca). Appetizers will be provided by North Market Café & Catering. "This evening will support youth homelessness and Planet Youth," Scantlebury explained. From Oct. 21 through Nov. 3, individuals can also donate to the UWLC's fall campaign when they purchase groceries at Your Independent Grocer (YIG) stores in the county Mitchell's YIG in Carleton Place, Andress' YIG in Smiths Falls, Patrice's YIG in Almonte and Barnabe's YIG in Perth. This is the first year local YIGs are running a county-wide point of sale campaign in support of the United Way. UWLC also benefited from the LCBO's Summer Point of Sale Campaign in the summer. All funds raised through the UWLC's fall campaign stay within Lanark County and Smiths Falls. It runs until January. United Way Lanark County's annual campaign officially kicked off at the beginning of October, but there are several ways to show your support this fall. The campaign, which raised approximately $200,000 in 2017 to support local organizations and initiatives, launched during the Oct. 2 United Way flag raising at the Lanark County administrations building. "In 2017, we changed 10,875 lives with the help of our partners who involved over 200 volunteers with youth, seniors and those in need in our community," explained United Way Lanark County (UWLC) regional director Fraser Scantlebury. "But we had over $100,000 (in programs) we couldn't fund last year." Through the organization's 2018-2019 call for proposals process to fund programs and initiatives throughout the county, 10 out of 16 agencies with submissions received funding. According to Scantlebury, there are three focus areas for investment - All That Kids Can Be, From Poverty to Possibility and Healthy People, Strong Communities. "This year, we are hoping to raise $10 for each person in Lanark County and Smiths Falls," he noted. "With donations at that level, we would be able to fund many more worthwhile projects to help those in need in our communities." Priorities under those focus areas, include: All That Kids Can Be (critical hours, youth homelessness); From Poverty to Possibility (transportation, beginnings and transitions); and Healthy People, Strong Communities (successful aging, strong neighbourhoods). UWLC wants to help shed light on local issues such as after school programs, social isolation of seniors, mental health and

It is with great sadness that we announce that our beloved husband, father, grandfather and friend, Ron Prud’homme of Arnprior passed away at the Arnprior and District Memorial Hospital on Wednesday, October 17th, 2018. He was only 63. Ron will be forever loved by his wife, Shirley Carroll; his children: Ron Prud’homme of Low, QC, Jacqueline Charron (Brian McGregor) of Maniwaki, QC and Darlene Charron (Dale Ramsay) of Low, QC; and his grandchildren: Brittany, Sabrina, Shawn and Briana. Fondly remembered by his longtime friends, Martha and Keith Ramsay. Special thanks to his nephew Eric Roy for all the love and amazing care that he provided Ron over the years. Retired Fire Chief passed president Stuart H. Bell and Sons Dave passed away surrounded by the love of his family on Thursday, October 19th in his 77th year following a brief battle with cancer. Beloved husband and best friend of Donna (nee Emerson) of 54 years. Devoted father of Kelly Bell (Glen Currie) and Michael (Bronwyn) Bell. Adoring grandfather of David, Emerson, Paige, Cohan, and Hilary. Loving brother of Donald (Lorraine), Doug (Jackie Lord) and the late Harold. Predeceased by his parents Stuart and Muriel (nee Greenley). David grew up in Perth and after returning from an adventure abroad, David volunteered for the Perth Fire Department while working at and ultimately managing the family business, Stuart H. Bell and Sons. David rose through the ranks of the fire service, becoming Perth’s first full-time Fire Chief in 1993. During his firefighting career, he distinguished himself with acts of bravery. He was awarded the Golden helmet in 1979, the Ontario Metal for Firefighters Bravery in 1984 and the Star of Courage in 1984. He took a leading roll in the Lanark County Emergency Services during the Ice Storm of 1998 and was actively involved with the Safe Communities initiative. After retiring in 2004, David continued to serve the community through active participation in the Otty Lake Association and the St James Anglican Church. David’s work ethic, quiet competence, and sense of humour will be greatly missed by his family, friends and colleagues. Friends paid their respects at the Blair & Son Funeral Home, 15 Gore St. W. Archie passed away suddenly in the Perth hospital on Monday, October 15th, 2018 at the age of 82 years. He was predeceased by his parents Bill and Jean Paul and brothers Phillip and Bill Paul. Archie will be sadly missed by his wife of 60 years Gail (McDaniel) Paul. He was the dearly loved father of Carol-anne (late Tony) Risley, Nancy (Ross) Anthony, Ron (Sherry) and Michael (Jen) Paul and grandfather to Bruce and Shannon Culligan, Kylie (Kyle) Olson and Kayla (Steven) Schweitzer and sister Gayle Armour. Archie will be fondly remembered by four great-grandchildren, all his family and many friends. Survived by his son Rocky Stevens (Wendy Squirrell), daughter Tania St. Pierre, long time son-in-law Darren Bracken, nephew Kenny Veley, sister Rose Veley, Vivian Baron (Claude), nieces Kelly and Emily Veley, brother Carl St. Pierre, sister-in-law June, grandchildren Becky Oullette and Darren Bracken and his mother Edith St. Pierre. Predeceased by his father Francis and brother Bob St. Pierre and niece, Gail Veley. Thank you to his good friends Earl Bradour (Anne) Gordon Stroud, Moe Laurin, and John Racine for coming to the house and praying for Dad, sending food and a helping hand. Stephen had many nieces and nephews and other family members who meant so much to him. A big thank you, to Dr. Spooner and his 2 nurses, Sarah & Amanda who did an amazing job helping Dad. Steve will be sadly missed by all. Friends visited the family at the Alan R. Barker Funeral Home, 19 McArthur Avenue, Carleton Place, on Friday October 19, 2018 from 11 a.m. until the funeral service in the Chapel at 1:00 p.m. Interment followed at United Cemeteries.

He was predeceased by his brother Brian (Judy). No service will be held as per Terry’s wishes.

Purpose and scope: Provide a plan, design, cost and timeline for the provision and installation of a pedestrian linkage across the Rideau River (possibly adjacent to the Water Treatment Plant on Abbott Street) in the basin between the Combined and Detached locks for Parks Canada on the Rideau Canal system. A map of the area with water elevations is included in the appendix attached in the RFP package. Basic requirements for the licencing authorities of Parks Canada and the Rideau Valley Conservation Authority (RVCA) indicate that any structure crossing the river must be above 121.5M elevation to ensure that structures are not exposed to high water. This level has been provided by the RVCA as an indication of the 100-year flood mark. Structures should be pleasing to the eye and fit with the surrounding area. The structure should also enhance the beauty of the waterfront and the Victoria Park basin. Along with measurements, design, cost and installation dates for the project proponents will provide a rendering or mock-up of the proposed design to aid in the selection of the winning design. WORLD'S STRONGEST MAN COMING TO SMITHS FALLS The world's strongest man will be in Smiths Falls to officiate the inaugural StrongFit strength and fitness trials. "We are thrilled to have fourtime world's strongest man and StrongFit training system founder Magnus Ver Magnusson officiating the inaugural StrongFit strength and fitness trials," says StrongFit CEO Wally Thorbjornsson. "Magnus has represented Iceland in many strength and fitness competitions and it is his training system that StrongFit is
