Student Council Many schools have a student council where a boy and a girl from every class meet once a month. They discuss things the students want for their school – for example, outdoor equipment in the playground. The class representatives tell the student council what their classmates think and they discuss different ideas with teachers or the head teacher. Have you got a student council at your school? What things do you talk about? Some schools have rules for the playground, the cafeteria, the school bus, etc. What rules have you got at your school and in your classroom? Who made them? The Balaclava Story This story, by George Layton, is about a boy who lives with his mother in the north of England around 1950. His mum has just enough money to buy the things they need, and there is hardly ever money left to buy anything else.

In his class at school, many of the boys play together and they call themselves the Balaclava Boys because they all wear balaclavas. The boy in the story very much wants to belong to their group, but his mum doesn’t really have enough money to buy him a balaclava. He has never stolen anything before, but one day when he is in the school cloakroom, he steals a balaclava from Norbert Lightowler, a boy in his class. After school he runs home, but he feels so bad that he just wants to throw the balaclava away. When he puts his hand down his sleeve to get it, the balaclava is gone! What could have happened? It must have fallen out of his jacket! Read the story the boy tells us in his own words.

I started to do my homework, but I couldn’t concentrate. I kept thinking about assembly next morning. What if I went all red and everybody else noticed? They’d know I’d pinched it then. I tried to think about other things, nice things. I thought about bed. I just wanted to go to sleep. To go to bed and sleep. Then I thought about my mum; what she’d say if she knew I’d been stealing. But I still couldn’t forget about assembly next day. I went into the kitchen and peeled some potatoes for my mum. She was ever so pleased when she came in from work and said I must’ve known she’d brought me a present. “Oh, thanks. What’ve you got me?” She gave me a paper bag and when I opened it I couldn’t believe my eyes – a blooming balaclava. “There you are, now you won’t be left out and you can stop making my life a misery.” “Thanks Mum.”

If only my mum knew that she was making my life a misery. The balaclava she’d bought me was just like the one I’d pinched. I felt sick. I didn’t want it. I couldn’t wear it now. If I did, everybody would say it was Norbert Lightowler’s. Even if they didn’t, I just couldn’t wear it. I wouldn’t feel it was mine. I had to get rid of it. I went outside and put it down the lavatory. I had to pull the chain three times before it went away. *** I was scared stiff when I went to school next morning. In assembly it seemed different. All the boys were looking at me. Norbert Lightowler pushed past and didn’t say anything. When prayers finished I just stood there waiting for the Headmaster to ask for the culprit to own up, but he was talking about the school fete. And then he said he had something very important to announce and I could feel myself going red. My ears were burning like anything and I was going hot and cold both at the same time.

“I’m very pleased to announce that the school football team has won the inter-league cup ...” And that was the end of assembly, except that we were told to go and play in the schoolyard until we were called in, because there was a teachers’ meeting. I couldn’t understand why I hadn’t been found out yet, but I still didn’t feel any better, I’d probably be called to the Headmaster’s room later on. I went out into the yard. Everybody was happy because we were having extra playtime. I could see all the Balaclava Boys going round together. Then I saw Norbert Lightowler was one of them. I couldn’t be sure it was Norbert because he had a balaclava on, so I had to go up close to him. Yes, it was Norbert. He must have bought a new balaclava that morning. “Have you bought a new one then, Norbert?” “Y’what?” “You’ve bought a new balaclava, have you?” “What are you talking about?” “Your balaclava. You’ve got a new balaclava, haven’t you?” “No, I never lost it, at all. Some fool had shoved it down the sleeve of my raincoat.

A European Citizen We are all European citizens and our continent consists of nations stretching from the Arctic in the north to the Mediterranean Sea in the south, from the Atlantic in the west to the Ural Mountains in the east. All countries in Europe have their own governments, but there is also a European Union. When it was formed in the 1950’s, there were only 6 members. More countries have joined and in 2008 there were 27 members. Many countries in Europe have changed their currency and now use the Euro. Today it is easier to work and study in other European countries than before. The European Parliament has two meeting places, one in Brussels, Belgium, and one in Strasbourg, France. Representatives from different countries meet there to discuss laws and policies.

CULTURE CORNER

The European Union has its own flag – it is blue and in the middle there are twelve gold stars in a circle. The flag was chosen by the Council of Europe, an international organisation, which 47 of the European countries belong to. The Council is in Strasbourg in France. The European Union and the Council of Europe want young people in different countries to meet, so they help with funding exchange programmes.

• there are over 800 million Europeans who speak more than 200 different languages? When you learn another language, it helps you to understand other cultures better. • September 26th is the European Day of Languages? You can plan fun activities and perhaps find out how many languages students speak at your school.
