What a winter, am I right? I don’t remember a more wintery winter since I was a little girl Still, I enjoyed it because I like to live in a perpetual state of “ cozy ” But, that’s behind us now and brighter, sunnier days are ahead. When I walked outside this morning, I heard the birds singing and the warmth felt like a hug from an old friend you haven’t seen in a while. The Easter Lillies are popping up and there are buds on the trees and bushes New life is awakening, that’s the beauty of spring and the Easter holiday The rebirth The awakening
As usual, I’m combing through the events happening around town this season and listing them for you so that your family can get outside and enjoy the weather and our county What a crazy growth spurt we are in! Everywhere I look there are new developments happening Jessamine County is the place to be and we are fortunate enough to call it “home ”

So, as usual, I’m going to challenge you to step out of the every day grind and try to enjoy this season Us Southerners like front porch sitting, sweet tea drinking, and lazy evenings watching the lightening bugs Make the sun tea you ’ ve been missing Try your hand at peach cobbler but it doesn’t count if you don’t put ice cream with it Start a project like painting your porch or building a flower, herb, or vegetable garden If you aren’t attached to the squeak under the floorboard on the back porch, you might finally get around to fixing that too Camp Nelson has wide open fields for you to walk in the quiet with the flowing grass To me, it’s one of our very best kept secrets in Jessamine County It’s so beautiful, vast, and relaxing If you want something more challenging try hiking or canoeing Or relax and take up painting Start with flowers because: spring I hope when you ’ re flipping through the pages of this edition of Jessamine County Living, you remember that each of them were made for you. Hello,
Outstanding First Responder
Jermaine Jackson
My name is Jermaine Jackson I have served the City of Nicholasville for the past 19 years and currently work for the Nicholasville Police Department in the Community Services Division My path of arriving here was not necessarily a straight line but, I love my job and enjoy serving the citizens of Nicholasville, Jessamine County and Kentucky as a whole.
A little history about me, I am happily married with two boys ages 25 and 28, both of which are married to wonderful women. I have a 2 year old grandson to whom I have given the nickname of “Danger,“ due to his complete lack of regard for his own safety My parents, Larry and Jackie, have both passed and I have a brother and a sister. Although I was born in Kentucky, I have a deeper connection with Texas which is where my Father’s side of the family is from.
Upon finishing high school in 1996, I enlisted in the U S Army I was eventually diagnosed with asthma and was required to leave, but I still had a sense of duty and wanted to serve somehow. My first real job after that was working at the Fayette County Community Corrections Facility I quickly discovered that it was not the type of work I wanted to pursue long term but, I still had the desire to serve During that time, a friend of mine was serving as a Firefighter with the Lexington Fire Department and always talked about how much he enjoyed the work and brotherhood that the Fire Service had I immediately told him how crazy he was for wanting to run into buildings that were on fire while other people were running out of them More on that later Finally reaching my limit of being a
Corrections Officer, I left and began to work for an armored car service. Again, I made the determination that this was not a long term career field I want to serve in I continued my talks with my Firefighter buddy who convinced me to apply for the Lexington Fire Dept I cannot remember the year but, I do remember there were over 600 – 800 applicants that tried out for that class for 25 – 30 spots I didn’t make it through the first rounds of cuts. To say I felt defeated would be wrong, I was actually kind of angry. I wasn’t angry that they didn’t allow me to get through the first cut, I was angry I didn’t prepare myself better and I would not make that mistake again. I tried out for several fire departments and eventually was hired on to Nicholasville Fire Department in late Fall of 2006 after my second attempt
The group of guys I was hired on with all had experience in the fire service including one retired Battalion Chief It was intimidating but I remained undeterred The Chief of NFD at that time was Charles “Bubba” Brumfield. The first day we showed up for orientation he told us “Thank you for signing up to be a Firefighter Today is the day you became a hero. Everything you do from this point on is your job, don’t expect for anybody to thank you for doing your job, just do your job ” That statement shook me to the core and I really took it to heart. The fire service is very much rooted in tradition and his-
-tory I went through a lot of training for those first few months to get a certain amount of hours before I was allowed to ride on a fire truck Some of the things we did in physical training didn’t make sense to me as a new guy but, the classroom portions and Safety Reports of Firefighter injuries and deaths really cemented the “why” behind it all.
In July of 2016 my world view was forever changed. A rampage killer who also happened to be an Afghanistan War Veteran took it upon himself to exact “justice” on white people and especially White Police Officers for what he determined were racist attacks on the African-American population. Armed an Ak-74 style rifle, he began his ambush attack on Dallas Police Officers in the downtown area Several Police Officers were murdered, several more injured as well as citizens who were not his immediate target but became targets of opportunity due to them being in the area and also being White After being wounded the killer barricaded himself in an area of the El Centro College Dallas Police Officers made attempts to arrest him but were met with rifle fire Dallas Hostage Negotiators made numerous attempts for peaceful resolution but all attempts had failed due to the suspects’ unwillingness to cooperate The call was finally made to stop the threat of further loss of life and violence to police officers and the public Jackson (Cont.)
at large At approximately 0230 hours, an explosive device was placed on the Dallas Police Dept Bomb Squad robot and detonated, subsequently neutralizing the threat This incident marked the first time that a municipal police department utilized an explosive device to subdue a subject in American history The criticism of the Dallas Police afterwords is what bothered me the most There were countless sports figures, singers, actors and other entertainers who came out against the Dallas Police for how the situation was resolved as well as people that I knew personally. All of which appeared to have an anti-police sentiment
At this point in my career as a Firefighter, I had been serving for 10 years and knew a lot of the Police Officers in Nicholasville and knew they were a good agency with good people and all I could think was “What else would you have them do? How many more people needed to be hurt or killed before it was enough for the police to be justified in their actions?” The chief of Dallas Police, David Brown, had a press conference to address the public In it, he stated his concern for the injuries to the citizens of Dallas and his sorrow for the families of the Officers who lost their lives
in the line of duty He also addressed the critics of the police dept. with complete sincerity by saying, “If you think you can do better, then please come and do better. The fact is, we are currently hiring for Police Officers Stop protesting and calling for change Instead, put in an application, Police your own city and be the change you want to see ” That really inspired me I talked to my wife and children about it for a few weeks about joining the police department To say that my wife was less than thrilled about it would be an understatement to say the least but, she was supportive. I then spoke with Captain Chris Cain of NPD He seemed supportive of the idea but there was one issue, I had a tattoo on my right forearm which at the time was a strict violation of the uniform policy of NPD Captain Cain told me to put my application in regardless so that he could help fight for me to get hired I then had a meeting with the Fire Chief Mark Case and Asst Chief Rick Shropshire about leaving the Fire Dept and going to NPD They were very supportive and understanding which was a relief
In January of 2017, Chief Barry Waldrop hired me on to NPD I, along with three others that were hired together, would go
Pinwheels of Hope: Jessamine
through Police Academy in Richmond, KY. I was 39 years old by the way It was challenging at times for various reasons. One reason in particular was it is a residential academy, meaning you have to stay on campus Sunday evening through Friday afternoon Being married with children was difficult not only for me, but more so for my wife She’s a warrior! Any first responder or military member will tell you that their spouse is the real hero and it’s the truth
After graduating academy, NPD has what’s called Field Training It is 15 weeks of the newly graduated officer doing the job all while being graded by a senior officer It is difficult, but it is a necessary process. There is a certain amount of stress that you are put under but it has a vital safety net, the Field Training Officer They are there to make sure you understand how to do things and why, it’s not sink or swim The fact that I knew a lot of the Officers before joining NPD did not mean anything really Everyone treated me like any other recruit and I’m glad for it. In the profession of Policing, mistakes and complacency can get you or other hurt as well as charges dropped in criminal cases if you do not pay attention to the details.
County Stands for Children
Bright blue pinwheels now spin outside the Jessamine County Courthouse, a powerful symbol of our shared commitment to protecting children and supporting families. This display marks National Child Abuse Prevention Month, a time when communities across the country come together to raise awareness and take action.
Jessamine County proudly joined in this observance with an official proclamation signed by Judge Executive David West, reinforcing our local pledge to safeguard the wellbeing of every child.
The pinwheel garden serves as a visual reminder of the bright futures we strive to create futures filled with safety, love, and opportunity. We encourage all citizens, families, and organizations to unite in strengthening the fabric of our community. By offering support, building connections, and providing resources, we can help prevent child abuse and neglect before it starts In times of uncertainty or stress, the need for strong, supportive systems becomes even more vital Every effort counts whether it’s lending a hand, listening, or connecting someone to helpful services
A heartfelt thank you goes out to the advocates, agencies, and community members who continue to fight for the safety and well-being of our children Your presence and passion make a difference. Together, we can build a safer, healthier Jessamine County where every child has the chance to thrive.
After finishing Field Training, I was on my own going to calls, doing traffic stops, etc. It was a big change going from being on a crew with the Fire Dept. to being on FTO with your training officer to now being by yourself.
In 2019 I was given the opportunity to join NPD’s Special Response Team aka SWAT Due to my background in the Fire Service, my role on the team would be as the Tactical Medic since I was still certified as an E M T -B I along with 4 other Officers were selected and went through Basic SWAT School It was a good experience and I really enjoyed being one of the older guys in the class that some of the younger guys would look to saying, “If he can do it, I can do it.” At the time I was 41 years old
The quiet and solitude hit me a little bit different than before when I went to night shift during Covid The city turned into a bit of a ghost town What was upsetting to me was the amount of Domestic Disputes during that time. You would think that since you are home basically all the time with the people you care about the most in life that these things not be as much of an issue but you’d be wrong It seemed as though the calls on Domestic Disputes and Domestic Violence went up. I come from a broken home as well and I hate to see families go through incidents, especially the children
Fast forward to 2021 Chief Todd Justice and the Command Staff along with City Administrators unveiled a brand new building for the Nicholasville Police Department. There are Officers who were retiring two of which were Sergeant Kevin Grimes and Officer Adam Teater, both of which made up the Community Services Division of NPD I applied for the position and was selected along with Officer Anthony Ruggiero.
Officer Ruggiero and I had some groundwork laid out before us by Kevin Grimes and Adam Teater, but we wanted to try to put our individual spin on things. We started with the Citizens Police Academy Class #31. This would be the first class we had on our own. We had a tour of the Jessamine County Detention Center, a tour of the 911 Center, a mild exposure to Pepper Ball chemical irritant and several other things. The Class really seemed to enjoy it all, but the one thing that really seemed to put it over the top was Wives Night. This was a new concept of where we invited several Police Wives to tell their story to the class of what it’s like to be married to a Police Officer. It was very emotional for the class participants and for the wives and as long as they are willing, it’s something we will continue to do.
February 9 Officer Ruggiero passed away. It was unexpected and it hurt us all deeply. He was a part of the community well before he became a NPD Officer. He grew up in Jessamine County. He was a volunteer firefighter, a Dispatcher, and a police officer. He served in the National Guard and did two deployments, one to Iraq and one to Afghanistan. He was a father of 4 children, a husband, a brother, a son and a great friend. We all miss him dearly. th

Jessamine County residents now have a respectful and convenient way to retire worn or unserviceable American flags, thanks to a community initiative led by American Legion Post 63 With support from local partners including the Jessamine County Public Library flag disposal boxes have been placed in four key locations throughout the county This effort makes it easier than ever for residents to ensure their flags are retired with the dignity and honor they deserve The American flag represents the values of freedom, unity, and sacrifice. When a flag becomes worn, faded, or otherwise unfit for display, it should not be discarded casually Instead, the U S Flag Code recommends that it be retired in a respectful manner, typically through ceremonial burning. This tradition is a powerful way to show gratitude for the ideals the flag represents and the individuals who have served under it
To simplify this process for the community, American Legion Post 63 has installed dedicated flag disposal collection boxes at the following locations:
Jessamine County Public Library (East entrance)
Jessamine County Courthouse
Nicholasville Police Department
Wilmore Community Center (City Hall)
Community members are encouraged to check their flags for signs of damage or wear, fold them neatly, and place them in any of the designated collection boxes. The American Legion will regularly collect the flags and retire them properly through respectful ceremonial methods, in keeping with longstanding patriotic traditions
Many citizens are unsure of the correct way to retire an American flag, and this program eliminates that uncertainty With multiple convenient drop-off locations, this initiative provides a simple and dignified solution while also encouraging civic participation and community pride.
“By placing these boxes in visible, accessible locations, we’re making it easier for everyone to uphold this meaningful tradition,” said representatives from American Legion Post 63. “It’s a small act, but one that speaks volumes about respect for our country, our veterans, and our shared values ”
DisposalBoxes(Continued)
This initiative not only preserves the symbolic integrity of the American flag but also reinforces a sense of community involvement By working with local organizations and government partners, Jessamine County is offering residents the opportunity to participate in a longstanding tradition that reflects deep-rooted patriotism and appreciation for service
The Jessamine County Public Library, Jessamine County Courthouse, Nicholasville Police Department, and Wilmore Community Center all serve as trusted collection points, thanks to their collaboration and sha d it t t community service
If you have a flag in need of retiremen these locations and place your folded box. Rest assured, it will be respectfully members of the American Legion. For more information about this progr American Legion Post 63 or visit www leg
