Signpost is delivered by hand to as many addresses in Roborough, Bickleigh and Woolwell as we can reasonably access but we are conscious that we have not been easily able to access some of the less accessible properties in the further reaches of the area. If you are able to help us with deliveries to these areas (car would be essential) we would be very pleased to hear from you. Grass Cutting Bickleigh Parish Council has been contacted on many occasions about the grass cutting and hedge/boundary maintenance issues in the whole area and shares the concerns of many residents that the area is looking very unloved at the present time. We would like to assure residents that we are taking serious steps to try to find some solution to the problems that exist.

The main issue we have is one of trying to establish who is responsible for looking after which areas; there are five, possibly six, agencies involved in maintaining differing areas including Bickleigh Parish Council itself. We have managed to identify some of the information but continue to have difficulty is obtaining definite information from some agencies; we have even had to resort to a request under the Freedom of Information Act in one case. We still await this outcome. In the meantime, we have the problem that the different agencies have differing maintenance schedules including how often and when they carry out maintenance including, in particular, grass cutting. The end result is that much of the area looks unkept which we feel is totally unacceptable. Please be assured that we are trying to find solutions. Police Report from PC6350 Tamsyn Dingley, Neighbourhood Beat Manager With regard to Police surgeries held at the Woolwell Centre in Darklake Lane every Wednesday, I have seen numerous visitors with various issues in their areas and am making progress with all enquiries to date. I look forward to meeting many more members of the community in the future at these events.

I am holding a “HAVE YOUR SAY� meeting, previously known as PACT, on Thursday 17th October at the Woolwell Centre between 1900 - 2100 hours. Myself and other colleagues will be present to take note of any issues bought to our attention by the communities, and we will also be handing out HAVE YOUR SAY postcards for people to write

down their 3 top priorities – once we have these back we will collate all the information and tackle the top 3 main issues. This meeting is open to the residents of Bickleigh, Woolwell, Roborough, Shaugh Prior, Lee Moor, Wotter, Sparkwell, Cornwood and Harford. Insight Patrol – Ivybridge Rural North As part of our continued engagement with the community, your local police are offering members of the community the opportunity to join them on patrol for a shift, or part of a shift, in order to see what we do in your area on a daily basis. It is a fantastic way for the community to engage with their local police and gain an insight into how Neighbourhood Policing operates. How does it work? After filling in the application forms and completing the relevant paperwork, a mutually agreeable time and date is arranged between you and the officer and you can accompany them in the work they do. Am I eligible? Can I be refused? Any member of the public over the age of 18 can join us. A medical condition or disability will not automatically exclude you from Insight Patrol, however it must not put you or the officer you are accompanying at risk. You may be refused if there is intelligence to suggest there is an ulterior motive for wanting to accompany us. Who authorises it? Is it safe? Insight Patrols are authorised by the Sector Inspector Neil Ralph. Police officers and PSCOs are safely trained and make Dynamic Risk Assessments at all times. Any and all risks are assessed and minimised prior to any action being taken. The police will not risk harm to a member of the public on Insight Patrol. How do I find out more? TRUSTEE OPPORTUNITY – THE WOOLWELL CENTRE The Woolwell Centre is situated at the heart of the community and its aim is to encourage local people of all ages to get involved and participate in a range of activities and exciting events. The Centre is embarking on a 5 year plan to transform an existing wellmanaged charity into a self-sustaining social enterprise and to realise this vision the Board is looking to recruit a strong team of committed and dedicated individuals. Applicants are welcomed from any background but we are particularly interested in people with skills in any of the following areas: Finance; Building / Property Management; Legal; Facilities Management; Human Resources; Marketing and Fundraising. A key requirement is the commitment and passion to ‘add value’ and work as part of a team to deliver our objectives. The Full Board meets 6 times per year and there is a subcommittee structure which also meets 6 times a year. Applicants should be able to attend further meetings as required (meetings usually take place in the evening). Once formally elected as a Trustee, it is expected that you will serve a minimum of 3 years. Proposed South Hams Ward Boundary Changes The Independent Local Government Boundary Commission for England is recommending that there is a single District Councillor for Woolwell and the remainder of Bickleigh combining with Shaugh Prior and Cornwood in another ward. The public consulation ends on 11 Nov 2013. The boundary changes do not change those for Bickleigh Parish Council. Bickleigh, Roborough and District Garden Society Our 38th annual Autumn Show held on Saturday, September 14 at Roborough Recreation Hall was a successful event with over 100 people in attendance including exhibitors and club members. Members and visitors won a variety of prizes and trophies by exhibiting flowers, produce, handicrafts, domestic science and flower arrangements. We even had prizes for classes where children could show us what they have been growing or making. Youngster, eight-year-old Codie Curzon-Berners from Coxside in Plymouth had a double win with his miniature garden and cupcake competition entries, and Mr Hext was a multiple winner. Prizes were presented by Society president, Peter Argles of E B Champernowne, ably assisted by chairman, Tom Dominy. A raffle and auction was held at the end of the show, helping to raise funds for the club which has been running for more than 40 years. New members are always welcome. We meet on the third Tuesday of the month at 7.30 pm in the Roborough Recreation Hall (opposite the Plessey factory). Each month we have a different guest speaker providing information and an opportunity to have your questions answered on a range of garden related topics. Maristow Walled Garden Three years ago work started on the Walled Kitchen Garden at Maristow and an Open Day on Sunday gave the public the opportunity of seeing how much hard work has taken place. The weather could have been kinder but as the proceeds were in aid of St Lukes Hospice it didn’t deter the many who came to support the cause. Visitors were given a tour of the garden and fresh vegetables from the garden were on sale, together with seeds and plants. In the Barn, coffee and cake was available and this gave visitors the change of viewing the 1st Exhibition of Art by Shaun Gilbert, residents of Bickleigh will recognise him as he has been delivering mail to them for 14 years. Woolwell Townswomen’s Guild Chairman Pam Griffiths welcomed members to July’s meeting. The main topics discussed during the June Guild meeting were the National AGM and the Federation Rally. Gill Christie gave members a detailed account of the events that took place during the course of the National AGM in Harrogate. Pauline Thurlow and her team were congratulated on their win of the trophy for best stall at the Rally. Those involved in the tableau were also praised for their hard work and the quality of the presentation. Pam was also pleased to be able to present 10 year service badges, as there are a number of members of our guild who qualify for this award. There was also a very interesting and informative talk from wildlife photographer, Colin Sargent. Roborough Rotary Club On September 8, International Literacy Day, Geoff Lucock and Ian Parker from Roborough Rotary Club left for Zambia to distribute the 72 Literacy Boxes you read about in the July edition of Signpost. As well as distributing the boxes in Mfuwe, they visited schools and orphanages in and around Lusaka that had already received Literacy Boxes. There are lots of photos and comments on their trip on the Literacy in a Box Facebook page www.facebook.com/LiteracyinaBox, so do have a look. Chris Jenkins from Tamar Science Park, came along to the Club’s meeting on September 10 to hear about what Rotary does in the Plymouth and wider Devon and Cornwall area. In brief, Rotarians volunteer their time in their local communities through activities such as supporting community events, promoting the achievements of young people, running educational programmes and supporting local businesses. Clubs also raise hundreds and often, thousands of pounds for local charities and community projects, both here and overseas. The Club has recently been involved in working with other Plymouth Rotary clubs to renovate a sensory garden in Plymstock. However they are keen to get involved in projects in Bickleigh, Roborough and Woolwell, so if you have any suggestions please get in touch. If you are interested in giving something back to your community while at the same time helping your business and having fun and fellowship with like-minded people, the Rotary could be for you, either as an individual or a corporate member. Flytipping in Bickleigh - 30 Aug 2013 While out and about in the north of the Parish, PC Dingley and PCSO Serpell happened upon a large amount of rubbish (picture below) that had seemingly been fly-tipped by a member of the public. The offender was identified after some investigating by them both and South Hams District Council had been notified. The Council has informed the Police that the offender was been issued a ÂŁ75 fine and the mess has been removed. Police will work proactively with the Council against flytippers and take action where we can. Bickleigh is a beautiful part of the country and it is a shame to see it blighted with large piles of rubbish that people don't want to get rid of properly. After identifying the offender, it would have actually been quicker for them to take it to the local landfill site than to dump it in Bickleigh.
