POO PATROL: South Hams’ new dog warden Tracey Weaver.

New dog warden appeals for help South Hams District Council’s new dog warden is appealing for residents to help in the fight against dog fouling. Tracey Weaver took on the new role last year and as part of her job she regularly patrols the district’s footpaths and green spaces. But Tracey is asking local people to be her ‘eyes and ears’ in the community: “I cannot be everywhere at once and so need everyone to help me identify irresponsible dog owners. If you are aware of a particular area that is prone to dog fouling or have witnessed someone fail to clean up after their pet please contact us with as much information as possible including the time, location, type of dog and vehicle registration so we can investigate.” Under the South Hams Fouling of Land by Dogs Order 2013, the person in charge of a dog, whether they are the owner or not, must clean up after the dog has fouled on any land open to the air where the public has access. Failure to do so can result in an £80 on the spot fine with the possibility of a court summons. Tracey added: “There is really no excuse for people not being prepared to clean up after their dogs. Dogs will usually foul at the start of a walk so people need to be ready. They should pay attention at all times to what their dog is doing, always carry poo bags and dispose of the bags in a dog bin, litter bin, or take it home to put in the household waste. Woolwell Buses First Bus have changed the route and timetable for Service No 15. It no longer calls at Roborough but instead stops at School Drive, Woolwell every 20 minutes. The first bus is at 0646. Now that all of the 15s call at Woolwell this should end the confusion of which bus to get on the return journey. The evening service has not changed Woolwell Roundabout Revised Roadmarkings The changes to the road markings at Woolwell Roundabout came as much as surprise to the Parish Council as it did to those who use the roundabout. There had been no prior consultation with the Council. Since then there has been continuing discussions with Ameys, who act on behalf of Plymouth City Council, an inspector and Gary Streeter our MP. It has been ascertained that the changes to the road layout at the Woolwell roundabout have been implemented as a planning condition on the Boundary Place development (the old filling station). The developers (Taylor Wimpey) were required as part of their planning agreement to make improvements to road safety on Tavistock Road, as is normally the case with works carried out under a Section 278 agreement with the Council. The road improvements agreed in this instance were as follows: 路 Provision of a central reservation on Tavistock Road at the junction with Boundary Place, to prevent right turns out of the development; 路 Road widening on Tavistock Road from the Woolwell roundabout to the George junction; 路 Resurfacing of this section of Tavistock Road; 路 Changing the road priority at Woolwell roundabout. The Parish Council with our MP are still actively working on this. Further updates are on the Parish Council website. 5

Planning Permitted Development Rights - Woolwell Permitted Development Rights (PDR's) allow a householder to make certain changes to their house without planning permission this normally includes replacement windows, gutters, changes to doors, outbuildings, etc. However Woolwell is unusual in that when Planning Permission was granted for the residential development in the 1980's PDR's were removed for the most if not all of the estate. The impact of this is that it is prudent to seek advice before making any alterations to your property. The following advice has been received from the South Hams Planning Department: · In order to receive a formal determination of the need for planning permission, it is open to residents to submit an application for a lawful development, the forms for which are available to download/ submit online via the planning portal (www.planningportal.gov.uk). What are the practical impacts, ie what do Woolwell residents have to do that others might not have to do? The main impact of removal of permitted development rights for Woolwell residents is that a planning application would need to be submitted to the Local Planning Authority for certain development proposals, which would usually be classed as permitted development and could be carried out without needing to submit a planning application. Please note, that if the proposal relates to works that require planning permission because of a direction or planning condition removing permitted development rights, then the usual fee for submission of a planning application would not be applicable. ·

What points of contact do residents have for questions that might affect them? A Duty Planning Officer is available every week day from 09am – 1am at the Councils offices and can offer general planning advice. ·

Job Changes – PC Dingley has now taken over the whole of Ivybridge Rural North – PC Mathers has taken over Ivybridge Rural South. This increase in patch size includes 5 new Parishes of Shaugh Prior, Lee Moor & Wotter, Sparkwell, Cornwood and Harford. This has impacted on the Woolwell surgeries which now have moved to a monthly slot and coffee mornings will be introduced in the new Parishes for anyone to come along to. Crime – in January there were 6 crimes which included a Theft from a Motor Vehicle, Criminal Damage, Possession of Drugs, Burglary, Taking a Motor Vehicle without consent and a Public Order offence. All are being dealt with. BURGLARIES – there has been a series of Burglaries in the Woolwell area and these are being investigated. Please be reassured that persons have been arrested/interviewed and bailed for further enquiries in relation to these crimes. There are also rumours circulating that a gang of Liverpudlians have invaded Woolwell and this is not the case. We urge you not to take matters into your own hands as a way of revenge/vigilante attacks as then you will end up in trouble with the police as well”. Woolwell Townswomen’s Guild Woolwell Townswomen’s Guild’ now into its 17th year, is the youngest guild in the Plymouth & West Devon Federation of Townswomen’s Guilds. We meet at Woolwell Community Centre every second Tuesday of the month, at 7.30pm, except in August, when we enjoy a Skittles Evening at Clearbrook Village Hall, & December when we decamp for Christmas Dinner at the Moorland Garden Hotel. Special interest groups also flourish: we hold monthly meetings for Craft, Bookclub, Lunch Bunch, Outings, and Theatre Group, with quarterly attempts at a Quiz, & we are due to start a monthly Walking Group in April. We also hold Coffee Mornings to which non-members are invited, with Cake, Bring & Buy, Gifts & Book Stalls. Our speakers cover a wide range of topics. Recently, we enjoyed a humorous & enlightening talk on the history of the Royal Voluntary Service. Age UK, Beekeeping, History of the Pasty, Buckland Abbey & the Devon Air Ambulance have all featured. Neighbourhood Plan for Bickleigh Parish An Application for funding has been made to “Locality”, a consortium set up by Government to allocate funding which will, amongst other things, partly pay for the services of a planning consultant to assist/guide the Working Group go forward. Questionnaires for both Businesses and Residents were delivered to all businesses and residents in the Parish. Collection boxes were available for responses from 26th February to 14th March located at Tesco’s Roborough, Post Office and One Stop Store Woolwell, Lopes Arms Roborough, St Mary’s Church Bickleigh, Maristow Estate Office and the Woolwell Centre. A Letter and Leaflet accompanied the Questionnaires which explained the importance of all recipients taking the time to read and complete them. The information gathered will assist the Working Group to start to think about Policies for a draft Neighbourhood Plan. We are still awaiting the publication of the Strategic Housing Market Needs Assessment (SHMNA) which is being carried out by SHDC, Plymouth City, West Devon and Dartmoor National Park to name some. The assessment will be formulae based on various growth scenarios to identify future housing needs across the district. If, on reading this article, you find that you did not complete the questionnaire and would like to, then please do so and return it to the Woolwell Centre where a collection box will remain until the end of March. You will certainly know how the story ends, but you will have no idea how you got there. You know whodunit, but not why. Similarly, Holy Week is the most important part of the Christian story: the culmination of Christ’s incarnation and the cornerstone of the Christian faith, for without the Passion and the Resurrection, Christians believe that Jesus Christ would not be vindicated as the Messiah, the Son of God. 16


This is why the Church believes that the whole week – not just Palm Sunday and Easter Day are important: to go from Palm Sunday to Easter Day without Holy Week between is just like skipping to the end of the book. On Monday we will walk the Way of the Cross around the inside of S. Anne’s Glenholt – a meditation which reminds us of Christ’s journey to the Cross. On Tuesday and Wednesday we will have Mass each evening at 7pm, followed by the beautiful and simple service of Compline or Night Prayer. This short candlelit vigil of prayer is a beautiful end to the day. On Maundy Thursday, when the Chrism Mass calls the clergy of the diocese together to renew our priestly commitment and we receive the oils of baptism, chrism and healing, we gather in the evening for the Mass of the Lord’s Supper, the institution of that great sacrament: feet are washed and the true meaning of the Eucharist is found. At the end of that Mass, the church is stripped of its decoration to the mournful sound of Pange Lingua. This is a plaintive moment, and symbolises the anguish of Gethsemene. The Blessed Sacrament (the holy bread of the Communion) is taken to an altar of repose at the side of Church and a watch is kept over it until Midnight. I hope that as many people as possible may find time to come and spent a short time, no more than an hour, in quiet prayer before the blessed sacrament. On Good Friday, once such an important day in the life of the Church and its faithful is now disregarded as just another Friday off. It should be spent in penitence and worship, as we walk the Stations of the Cross (young people will have their own special Good Friday service as a culminatinon of their Holiday Club which has taken place each morning this Holy Week), the Meditation on the Passion and the Liturgy of the Cross, where the beautiful and moving Passion according to S. John is recounted. Easter Day begins in the darkness of Saturday Night. The 8pm Vigil moves us from darkness to light, as the Resurrection is powerfully proclaimed with the Exsultet to be sung by our own Deacon, Mother Elizabeth and the Church bursts forth in light, with our new Paschal Candles as we renew our baptismal promises and the victory of the tomb! I pray that you will find space to let God seek you out this Holy Week and that you are filled with Easter Joy! Fr. Simon

Plymouth Striders Running Club. “I joined The Striders in October 2009, and on my first run I ran 200 metres before having to walk with a stitch. With the help of some wonderful people, whom I thought barking mad at the time but now such great friends, in a few weeks I was comfortably running a 3 mile run without walking. By Christmas I had achieved an 8 mile run, and in February 2010 I entered my first ever race – I started small – a 10 MILE race, and completed it! This then spurred me on to enter the half marathon in Plymouth and have since completed 3 half marathons, 2 Hoe 10 races, a handful of shorter distances and 2 Midnight Walk for Women (13 miles). I joined the club to get out of my house as a break from my 3year old and 1 year old, but gained a whole new group of friends who encourage and support me. I would run twice a week and ate better food, I lost 2 stone in weight in a year, and went from a size 16-18 to comfortable size 12. “ Zoé Plymouth Striders is a running club based at the Woolwell Centre in the north of Plymouth. We are a group of runners with a range of abilities from complete beginner to those who run Ultra Marathons. The idea of the club in its origin was to allow a group of people to run together, gain experience and support from each other as well as increasing fitness, stamina and belonging in a group. This ethos has always been central to the club and along the way we have made friends whom we run with. Each meeting, Mondays and Thursdays 6.30 at The Woolwell Centre, the committee make a general request to find out how far each group is wanting to run, then we set off. We acknowledge the abilities and moreover the safety of our runners and endeavour to ensure that runners do not run alone whilst their distance achievements can be realistic within the time available. Once a month, we face CHALLENGE 45, this is a set route- there and back along Tavistock Road. 19


The run is 22mins out and then back for 23 mins. The set route allows you to be in challenge with yourself, and because everyone follows the same route, the Greyhounds of the club come back and meet those of us who haven’t yet reached Greyhound status. After each run we are able to return to the Woolwell Centre for a cup of tea or cold drink and a catch up with other club members. Currently we have 35 members, Simon, our Chairman is a qualified Leader in Running Fitness(LIRF) and can guide those who think they are “NOT A RUNNER” All are affiliated to England Athletics(National athletics organisation) and more locally the Armada Network , a Plymouth based group of running and athletics Clubs who facilitate and organise events in the area. Cost In the region of £25 annual fee and £1 per run attended. Membership covers affiliation fees to England Athletics and Armada Network Club kit is available, and if entering races or events using EA affiliation number, Club Vest is required. University of The Third Age The first meeting to select a Steering Group for the new branch of the U3A took place on the 6th February at the Woolwell Centre. We now have a foundation to start building on and a name, which is Moors Edge U3A. Anyone who would be interested in helping to start up this branch would be very welcome. Hopefully in the near future we will be able to begin circulating meeting information and application forms. The U3A is a learning co-operative of older people run entirely by its own members, who by sharing their knowledge, skills and experience, learn from each other.
