Foreword I am delighted to be able to introduce you to the very first edition of Signpost, the new newsletter produced by Bickleigh Parish Council. It has long been a personal desire to see a local newsletter based on the simple idea of providing items of interest and information to fellow residents in the parish of Bickleigh. The Signpost team are working hard behind the scenes to produce an informative newsletter for you. It will develop over time so do bear with us. Bus stops/shelters – Bickleigh and Woolwell There are two bus stops/shelters under the jurisdiction of Bickleigh Parish Council (BPC) in Bickleigh and Woolwell that are in need of repair. BPC would like to establish that these bus stops/shelters are in actual fact in use and are still required within the community, and welcome feedback from residents. The first is situated in Bickleigh Village just past and on the opposite side of the road from 42 Commando Royal Marine barracks. Two panes of glass are missing and the shelter itself is rather dirty. The second is in Pick Pie Drive, Woolwell. It has a slightly damaged roof and also in need of a good cleanup. BT Telephone Box – Bickleigh Village BPC has adopted the red telephone box in Bickleigh Village – at a cost of £1. Before ownership, BT repaired broken glass panes and has now removed the telephone as it was no longer being used. (Cont page 4)

BT Telephone Box – Bickleigh Village (contd) We welcome residents to give their thoughts and views as to what the telephone box could be used for once it has been spruced up. In the event of adverse weather conditions BPC is in ownership of a gritter to distribute salt/grit to roads in Bickleigh, Roborough and Woolwell not covered by Highways. In order for councillors to receive snow warden training, we have to secure the use of a 4x4 vehicle with a tow hitch to pull the gritter when needed. We also need to house the gritter and store bags of salt/grit ideally in the three separate areas of the Parish for easier access. If anyone could help BPC in any way, please get in touch as a matter of urgency. Once we establish the use of a 4x4 vehicle we can proceed with training and co-ordinating roads that would need attention in the event of adverse weather conditions. Again, help and assistance from residents would be greatly appreciated. NEIGHBOURHOOD PLAN Bickleigh Parish Council has applied to designate a Neighbourhood Plan Area for Bickleigh Parish. The Plymouth Urban Fringe Group (PUFWG) was set up by Bickleigh Parish Council (BPC) to look into the viability of electing to create a Neighbourhood Development Plan. Such plans are now possible following the laying before Parliament “The Neighbourhood Planning (General) Regulations 2012”. These Regulations came 4


into force on 6 April, 2012 and are as a result of the Localism Act and the National Planning Policy Framework which support and encourage communities to develop plans for their local areas. The Group have met on 12 occasions and have had full and frank discussions regarding the setting up of a Neighbourhood Development Plan. Such a plan would give Bickleigh Parish Council the opportunity of involving the community and of creating a Plan specifically tailored for the area. Should such a Plan go ahead it is recommended that it should be for the whole area of the Parish. This would ensure that all aspects of the community were given the chance to be involved and any plan would cover all walks of life. Any such Plan would have to be in line with any Strategic Policies laid down by South Hams District Council (SHDC), who have appointed a Lead Officer within their strategic planning group to help and assist the Parish of Bickleigh. This officer has met with PUFWG with positive results. Neighbourhood Development Plans can: ● Set policies in relation to development and the use of land in the designated neighbourhood area; ● Identify a collective vision and key local priorities for the sustainable development of the area; ● Allocate sites for housing or other development; ● Identify areas of particular importance to the community for special protection; However, they need to conform with planning policies at the local and national level as well as European legislation and should not promote less development than set out in these policies. The PUFWG recommended that BPC should apply to SHDC to have the whole of the Parish of Bickleigh designated a Neighbourhood Plan Area. This application has now been made (Cont p7) 5

Neighbourhood Plan and SHDC has started the process of adoption by advertising locally for comments. The Lead Officer at SHDC is James Doxford. Devon & Cornwall Police I am PC 6350 Tamsyn Dingley. I have been in the Police for 10 years, having initially working on Response in Plymouth City Centre for six years, then CID for two years before moving to Ivybridge Station in 2011 to work on Local Policing. I took on my new role as Neighbourhood Beat Manager in April 2013 and I am keen to get involved in the community and be a visible presence. I am holding a Police Surgery every Wednesday at the Woolwell Centre in the cafe which started on Wednesday, 5th June. This is a chance for the villagers to come and meet me and discuss any issues that need to be bought to my attention. It is also a chance for advice and any reassurance to be done. A Police notice board has been put up in the Woolwell Centre and this will include appeals for information, my contact name and details and the new PCSO details.

Making more than a noise on a Sunday… The Roborough Team Ministry The Church of England Churches within the Bickleigh Parish Council are work together as a single team, and includes as well as the Parish Church of S. Mary the Virgin, Bickleigh, the Church of St. Anne in Glenholt and St. Cecilia which meets in Bickleigh Down Church of England Primary School. The team also includes the parish of St. Edward, King & Martyr in Shaugh Prior, so effectively our team stretches truly “from the airport to the moor”. After many years of faithful service, Fr Roger Carlton moved to another parish in Devon and was replaced 18 months ago by Fr Simon Rundell. Ably supported by the Revd David Coleman, we look forward to welcoming Mother Elizabeth Burke to the team this summer, when she is ordained Deacon in September. Our Churches are full of variety and diversity, and whatever your taste in worship and feel, there is a sacred space for all which is both Inclusive and Welcoming. Recently, we have been preparing a group of young people to receive the blessed sacrament and this kickstarts a regular Sunday School at St. Mary’s in addition to our well-established family friendly community and Sunday School. There is creative, multimedia worship with the Blessed Community (www.blessed.org.uk) and St. Anne’s church which is lovingly embedded in the whole community of Glenholt. Freedom of the Parish In March last year the Bickleigh Parish Council (BPC) agreed to establish a Freedom of the Parish award; the gift of which would sit solely with the Council. Essentially this allowed BPC to grant an award as a means of paying tribute to anyone who has given exceptional service to the community. The Freedom of the Parish award does not have to be awarded at all, but when it is it is done as a genuine acknowledgement of the recipients long term support for their work in the area and for the benefit of the people in our community. BPC, for the first time, granted an award this year. The recipient, Rhidian Goddard, had been involved in local community work for a considerable period of time. He worked with the initial Steering Group of the Woolwell Centre almost from the day the building opened in the mid 1990’s. He helped to shape the way people see this building today. Rhidian worked tirelessly behind the scenes in building the foundations of the Centre, not the bricks and mortar, but in establishing systems, procedures and policies that the Centre uses today. He helped with the raising of capital for much needed projects and sometimes for capital just to keep the doors open. Thereby enabling the Centre move from a Working Group led enterprise to one that had a full Board of Trustees. Rhidian assisted with the work involved with establishment of the company that sits behind the Centre and with its charitable status. In addition, he became a Parish Councillor. He has worked with the Council for many years offering valuable contributions to issues ranging from planning to fundraising. To this day Rhidian contributes to the work undertaken by the newly formed Working Groups that look at and monitor issues relating to property, grants, grass cutting and litter. Some say Parish Council meetings are not Council meetings without Rhidian in attendance!

For many years he has sat as the Parish Council representative for BPC on the Roborough Recreation Hall Committee overseeing the sterling work that that group undertakes on behalf of the local community. The award itself says:- It has been unanimously Resolved that the most honourable distinction which it is within the power of the Council to bestow is hereby conferred to the recipient and he is hereby awarded the Honorary Freedom of the Parish of Bickleigh in recognition of his outstanding service to the community as a Councillor over many years. Bickleigh, Roborough and District Garden Society Did you know that you have a local garden club? Well, yes you do and we would love to see new members. The club has been running for more than 40 years and our members have interests in a wide range of gardening topics, from landscaping and garden design to growing flowers and vegetables. We meet on the third Tuesday of the month at 7.30pm in Roborough Recreation Hall (opposite the Plessey factory). Each month we have a different guest speaker providing information and an opportunity to have your questions answered on a range of garden related topics. Members also have the opportunity to share information and discuss their own gardening and cultivation matters over a cup of tea or coffee. The combined knowledge and experience of our members can usually resolve most issues. In September we will be having our 38th annual Autumn Show, where members and visitors can win money and prizes by exhibiting their lovely flowers, produce, handicrafts, domestic science and flower arrangements. We even have a variety of prizes for classes where children can show us what they have been growing or making. Schedules are available upon request. There are other benefits of membership too, including: ● In November, members can order seeds, plants and sundries at discount prices, with savings of up to 40%, as part of our group order, with home delivery. ● A discount of 10% is available for purchases made at Chaplin’s Garden Centre, on production of a valid membership card. ● Plants are available to purchase at wholesale prices on our regular group visits to a trade nursery. Bickleigh WI Bickleigh Women’s Institute meet on the third Wednesday of every month, 2.15pm at Roborough Recreation Hall and can assure new members of a warm welcome. We often have a speaker and at our last meeting held on June 19, we were informed about Operation Sunshine, a Christian charity that sends practical aid directly to people in parts of East Africa who are struggling against starvation, deprivation and disease, in conditions of desperate poverty. We also organise various activities including day trips. Our next meeting is on July 17 and we would love to see new faces, so please come and join us.

Roborough Rotary Club DOZENS of boxes packed with education materials were sent to Zambia last month thanks to Roborough Rotary Club. The Club sponsor a charity called Literacy in a Box which is run by Club members. During the last few months they have secured donations of over £8,000 from Rotary Clubs throughout Devon and Cornwall which, with the aid of Rotary grants, has enabled basic school materials and Zambian curriculum textbooks worth over £28,000 in total to be supplied to Schools in Zambia. Phil Chesters, trustee of Literacy in a Box, said: “This project will enable more than 1000 children at two very under-resourced schools to have access to the basic school materials and textbooks that children in this country take for granted.” Literacy in a Box is keen to encourage schools in the UK to get involved with their charity. Have a look at their Facebook page www.facebook.com/literacyinabox for more information. Closer to home the Club presented the Disabled Activity Day (DAD) held on Plymouth Hoe on June 1. This was run in conjunction with Scoot-A-Long, a local charity, who raise money to provide equipment to take disabled people on trips they might not otherwise be able to make. Highlight of the day was Attik Dance, a mixed group of able and disabled people, who performed their own Strictly Come Dancing style routine – Strictly 360. Other attractions were the opportunity to take part in disabled games, a fairground, a teddy bear parachute jump and various charities running information stalls. Like all Rotary clubs Roborough are about fun, fellowship and helping to change lives. They welcome men and women of all ages and backgrounds. Roborough Methodist Church Roborough Methodist Church, in Bickleigh Down Road, was opened 52 years ago in December 1960 but a Methodist presence was established in the village some 10 years before that. The church had only minor alterations until about 2004. Since then a new electronic organ has been purchased, double glazing installed, a toilet for the disabled created and access for the disabled to the hall, and a projector to display the hymns, liturgy and bible readings. In recent years a growing congregation and a greater use of the building has meant that the worship area had to become usable throughout the week and not just for Sunday services. Therefore the pews were removed and replaced by comfortable, fabric covered, stacking chairs. The carpet was replaced and the church redecorated in warm but light colours. The main exterior wooden doors and the doors to the worship area were replaced with glazed units letting more light in and more importantly making the church look more inviting. The heating system was improved and the sound system upgraded along with the loop system. The church is used throughout the week by the Roborough PreSchool who this year will have been using the premises for 41 years. Rainbows, Brownies, Guides and Rangers also use the premises during the week. A yoga group also use the premises. In addition to the Sunday morning service at 10.45 am baptisms, weddings and funerals take place at the church. Every Wednesday afternoon at 2 pm there is an afternoon fellowship which is open to anyone to attend. If anyone wants to view the Chapel then call in on a Wednesday and we will be pleased to show you around, answer any questions and also enjoy with us a cup of tea or coffee and biscuits and often cake too.
