Foreword from editor and team of Signpost Welcome to the latest edition of Signpost, which is now one year old. The editorial team set out to produce a newsletter that looked attractive and had worthwhile, useful and informative articles. Judging by the positive feedback that we have received then we have by and large succeeded, but there is always room for improvement. People have told us that they look forward to its arrival, like what is in it and, more importantly, don’t immediately recycle it. We welcome contributions from local organisations. ROBOROUGH RECREATION HALL & PLAYING FIELDS After its formation, the new Board of Trustees agreed a programme of priorities to: 1. Rectify the financial position 2. Examine the buildings in its care and create a safe environment 3. Set up clear accountable administration systems 4. Promote Hall and Playing Field use for all ages 5. Operate within the terms of the Trust Document 6. Recruit new Trustees to represent community interests and activities In reverse order: There are now 15 Trustees , including a representative from 42 Commando RM and representatives from both local churches are joining the Board shortly Copies of the Trust Deed have been made available to all Trustees and studied carefully so that the objectives and operation of the Trust are clearly understood. Contact has been made with the Charity Commission , Lord Roborough and past users to explain the current situation and forward plans. A new booking system is now in place along with a refreshed website , a face book entry and other advertising methods are being developed. A clear system of accounting together with meaningful management information to identify accurate income and expenditure details is underway. This should show up trends and 3

problems that crippled the organisation recently – particularly the undetected high gas usage ! By the end of the month new bank signatories will be operating the bank account. A clear understanding of the relationship between the Hall and Sports Clubs is currently being sought. The buildings are being structurally surveyed ,electrically checked and examined for fire and safety risks. The Hall has had the benefit of a Fire Report ( by a qualified person) ,the outcome of which was a 25 page document, condensed into 2 pages of recommendations. The expert identified the building as “ low risk” although there were some glaring irregularities that were immediately rectified. Structurally an “extensive deep clean” has been carried out and some 100 hours of voluntary labour has been put in to clean,redecorate and refurbish the toilet block and the exterior of the building. A study of the Playing Field facilities is ongoing An insurance survey is being undertaken with a view to ensuring adequate cover and obtaining the best price SHDC Environmental Health have also been consulted PAT testing has been completed on the electrical appliances Finally turning to the financial position:the current Trustees have inherited a significant energy bill from the previous existing ones. It would appear that control of the gas usage was lost and the cost of energy consumed was not recharged to the appropriate users. Indeed, it was found the boiler was operating excessively when the building was not even occupied! This was immediately rectified and negotiations are ongoing with British Gas to establish a payment plan using the good offices of the Citizen’s Advice Bureau A trawl of tariffs is being undertaken for a better deal Another significant outgoing was the cost of a cleaner. A redundancy settlement has been made that will reduce running costs significantly in the immediate future and the cleaning rota is 5


being taken up by the volunteers. The previous users of the Hall have been attracted back, a steady income stream is being achieved and forward bookings are beginning to build As a result of work done during the first month it is apparent that significant expenditure has to be made to conform with regulations and allow the Hall and Fields to fulfil their vital part in community life locally. The Trustees therefore are actively seeking support, both financially and materially from a wide range of bodies Finally, I would say the Trustees are receiving a strong voice of support from the local community and it is encouraging to see the number of volunteers coming forward! GRASS CUTTING IN OUR AREA (The history reads like an Icelandic Saga). For years we have not really known who is cutting grass, where and how often? In May 2013 the Parish council decided to carry out an exercise to find out this information and map the areas of responsibly. This might sound an easy project, but some authorities were reluctant to hand over this information, so we had to make a request under the “Freedom of information act”. The results are as follows:1. Plymouth City Council – 9 cuts per year. 2. South Hams District Council – 13 cuts per year. 3. Bickleigh Parish Council – 11 cuts per year (Roborough Green). 4. Devon County Council – 4 cuts per year. 5. West Devon District Council – carries out the Devon cuts which is subcontracted out to a private company. What a mess! The decision was taken to try and take over as much grass cutting as possible but unfortunately only Devon County council were prepared to pass on their contract. After several meetings and exchange of correspondence it was decided to go out to tender. On completion of the tender process, we contacted Devon County, before awarding the contract for 2014. To our surprise we were informed that we could not award the contract for 2014, apparently West Devon District Council had awarded a two year contract to its contractor without informing Devon. So for 2014 what is happening? West Devon contractor will carry out 4 cuts and with money given by Cllr. John Hart, our County Council member, Bickleigh Parish Council contractor will cut every alternate month, giving a total of 8 cuts this year. 2015 we are already in correspondence with Devon County Council with the intention of going out to tender in Dec 2014. 8


Neighbourhood Plan Working Group Report In excess of 1600 questionnaires were delivered to all households in the Parish by using the Woolwell Centre delivery service for the bulk with volunteers for the outlying properties. A further 55 were hand delivered to all Businesses in the Parish. Collection boxes were distributed around the Parish to hopefully make it easy to return the completed documents .In the event we had 97 Residents surveys and 13 Business surveys returned. This represents a return of 6% for Residents and 24% for Businesses The results for the Residents show that the most important concern was Highways followed by open spaces, design, transport and infrastructure. When asked what were the three things liked about the Parish access and closeness to Dartmoor came top followed closely by countryside outlook/rural location then amenities such as shops, schools and health. The three things that could be better were A386 improvements, followed by the state of road surfaces and grass cutting. When asked how long they have resided in the Parish 63 have lived there in excess of 10 years. The Business returns were more diverse with Broadband/internet access high on the agenda. The local environment was seen as an advantage. Further analysis of all the results is required and will be undertaken. The results however do mirror the three main areas for a Neighbourhood Plan identified in the minutes of the meeting of the Plymouth Urban Fringe Working Group in July 2012. POLICE REPORT “Devon and Cornwall Police are looking for new members to join their community focus panel and help inform decisions made by the police. The panel has been established to help increase consultation with residents on the various subjects affecting the force. As a panel member you will be contacted via email and invited to take part in online surveys. The subject areas will vary, for example questions may be asked on the perceptions of single/double crewing on foot patrol or the visibility of police officers depending on what information the force requires. All responses to the surveys will be treated in confidence. The offenders are targeting older people across the Force, particularly in the Torbay and South Devon area, as part of a national scam which is commonly known as a ‘courier fraud’. DISTRICT COUNCILLOR’S REPORT The proposal of the Boundary Commission to review the electoral representation across the District has resulted in reducing the number of elected members from 40 to 31. The Bickleigh & Shaugh Ward returning two members is being split into a Woolwell ward represented by one member and a Bickleigh & Cornwood ward also being represented by one member. The latter ward comprises Roborough, Bickleigh, Shaugh, Wotter, Lee Moor, Cornwood and Harford and will be effective from May 2015. As South Hams District Council moves towards its new structure in 2018 (T18), when its Government significantly reduces, a new system of governance is being proposed. It is unlikely that the Chief Executive (who has just retired) will not be replaced and a streamlined management structure will be led by one of the two strategic directors. Further integration with West Devon Borough Council is envisaged to reduce back-office costs and to protect frontline services. Much greater use of IT is being planned and more officers will be encouraged to work in the community. New ways of delivering services are being investigated with stakeholders, partners, and other authorities. Council Tax for a Band D has been increased by 1.9% an actual rise of £2.71 pa or 5p pw. The long awaited Sherford proposal (originally planned for completion by 2011) has at last satisfied the Section 106 conditions and should be making a start soon. Whilst on planning matters, there has been an amendment to the 91 houses approved on the Eco Village site, off Towerfield Drive, altering house sizes. The consented Gypsy & Traveller site in Broadley Park has now been finally agreed and pre-application advice has been sought by Plymouth City Council for 71 houses just over the boundary in Tamerton. Various fly tipping incidents have been investigated and cleared up 16


around the parish by the District Council. With evidence gained several successful prosecutions have been made against the perpetrators. Once again this year I have supported numerous small parish organisations with funding from my locality grant. I have actually been in post for a couple of moths but much of that time has been spent training in Norway. Firstly, may I thank you all for your continued support, patience and understanding, for embracing 42 Commando as part of the your community. Secondly, can I draw your attention to the brief update on our recent and planned activity below, and ask for your forbearance on one particular issue - parking! As part of these celebrations, 42 Commando have the immense privilege of mounting guard at Royal Places in London in June and July, only the third time in our history. To enable our training for this, we have had to covert our car-park in to a parade ground; which means there will unfortunately be more cars parked on the road than usual for this period. I understand that this may cause some disruption and we have taken steps to minimise the impact on the village. I can also assure you that this is only a temporary situation, and we expect to be able to let all cars back into camp by mid July. I hope you can support us for this period whilst we make our final preparations for guarding Her Majesty. Ships Force Protection Duties Aside from marching in London, 42 Commando also continue to contribute to our national defence interest overseas. We have teams deployed on Royal navy and Fleet Auxiliary ships around the globe. These teams are responsible for the protection of our vessels and also assist in training other nation’s maritime forces. Partner Nation Training Given our motto ‘By Sea, By Land’ you will not be surprised that members of the unit also continue to deploy on operational service ashore, building the capacity of other nation’s armies and police forces. Members of the unit are currently serving in Africa in support of tasks like this and we still have individuals based in Afghanistan to assist the UK’s withdraw from a 12 year campaign. We also continue to maintain links with out other NATO partners in overseas Exercises, and we recently returned from Norway where we exercised alongside the French, Canadian and Swedish armies. Similarly we plan to deploy elements to America later on this year. A busy year ahead, one of which I hope you can in some way feel a part as well.

BICKLEIGH WI In April, Bickleigh WI Members were very happy to resume their 87 years of meetings in their old venue at Roborough Village Hall, which has benefited from a spring clean and make-over by new management. After several fundraising events, the WI were able to present the Childrens Hospice SW with a cheque for £350 and as this was our Easter meeting we then held an Easter Bonnet competition, followed by hot X buns and tea. Later in April we enjoyed a behind the scenes tour of the Theatre Royal and are looking forward to our summer trip around Trelissick House and Gardens. We meet every 3rd Wednesday of each month (except August) at 2.15pm, Roborough Village Hall where a warm welcome awaits you. Poppy Seeds Sown to Commemorate WW1

Seeds of the remembrance poppy have been planted along the grass verge leading into Bickleigh and at the World War I memorial on the village green to commemorate WW1 and as a tribute to 42 Commando, Royal Marines.

IRRESPONSIBLE DOG OWNERS AND DOG FOULING Regrettably in our area, and in our parks and greens, there has been an increase in dog fouling. Irresponsible owners/walkers are not picking up their dog’s poo. It is an offence to leave it, punishable by a fine.. Pick it up using a poo scoop or bag and take the faeces home or place it in the dog poo bins. There are bins near the Woolwell Centre, on Roborough Green and in the park off Cann Wood View. It is not acceptable to pick up the mess, put it in a bag and then tie the bag to a branch. This is not only unsightly and smelly but is also litter (another offence). A kind person is going around picking up these bags but this should not be necessary. Irresponsible dog owners/walkers are giving responsible owners and all dogs a bad name and creating a hygiene and litter problem. Please pick up your dog’s poo!
