As we close out the year, the holiday season brings both momentum and a renewed appreciation for the role our local businesses play in shaping Mason County’s identity. This Shop Local edition of Business Matters is a reminder that the strength of our community is rooted in the people and businesses who show up every day, invest in their work, and support one another

The Chamber is proud to serve as a Neighborhood Champion for Small Business Saturday again this year Shopping local is more than a seasonal message It keeps dollars circulating close to home, supports local jobs, and sustains the unique mix of retailers, restaurants, service providers, and makers who define our region Whether you choose a gift card, a handmade item, or an experience, your purchase has a direct impact on the vitality of our towns and neighborhoods

We are also preparing for one of the Chamber’s signature events: the Annual Awards Gala on January 16 Thank you to everyone who participated in the nomination and review process this fall Your involvement ensures the finalists truly reflect the leadership, creativity, and service happening across Mason County. In the coming weeks, Chamber members will receive ballots to vote for award recipients, as well as for the slate seeking election to the 2026–2027 Board of Directors Member participation is essential, and I encourage you to take part

The end of the year is always a busy season for our team We are working to complete our 2025 goals, evaluate progress, and plan for the year ahead Our partnerships across the county remain central to this work, from supporting childcare system improvements to engaging with state legislators and advancing initiatives that strengthen the business environment You will find more about these efforts throughout this issue

This season also highlights the importance of our Beautification Program, which funds both the summer flower baskets and the holiday décor that brighten downtown Shelton. These projects exist only because of community support, and we are still working to close the remaining funding gap for this year My thanks go to the City of Shelton, Hood Canal Communications, Mason PUD 3, and Skookum Rotary for their ongoing partnership, and to the many individuals and businesses who help make Shelton feel warm and welcoming each season

On a personal note, my husband and I are expecting our first child in February, and I will begin maternity leave at the end of January I am grateful for the Chamber staff, volunteers, board members, and committee leaders who will continue guiding the organization during my time away Their steady leadership and genuine care for this community give me great confidence as we move into the new year

As the year draws to a close, I am reminded again how fortunate we are to live in a place where people step up, collaborate, and invest in one another’s success. I can’t believe it’s November already!

The leaves have fallen, the rainy season has begun, and the holidays are right around the corner But a little rain won’t stop us from getting out and supporting our local community events and small businesses this season!

I was recently downtown and noticed the Christmas lights already shining on Railroad Avenue A huge thank-you to everyone who donated to our Beautification Fund this year your generosity is what pays for those lights, as well as the beautiful flower baskets we all enjoy in the summertime If you are interested in making a donation, please contact the The Chamber office

I’m especially looking forward to Small Business Saturday on November 29 to kick off my holiday shopping One of my favorite traditions since moving to Shelton 23 years ago has been attending the tree lighting, which will be held this year on Friday, December 5, followed by the annual Christmas Parade at 5:00 p on Saturday, December 6

And of course, I can’t wait to gather some friends for the Cookie Stroll on December 13 from 12:00–5:00p If you haven’t gotten your tickets yet good news they’re still on sale!

35th Delegation to Meet with Business Community in Advance of Short Session

The Shelton-Mason County Chamber, North Mason Chamber, and Economic Development Council of Mason County will host a Legislative Sendoff on Monday, December 1 at Alderbrook Resort and Spa This annual event brings together business leaders, nonprofit partners, local governments, and residents for a timely conversation with the 35th District delegation before lawmakers return to Olympia

The Sendoff offers a valuable opportunity to hear directly from elected officials and gain insight into the issues expected to shape the upcoming session It is one of the few occasions each year when constituents can speak with all three state lawmakers in a single setting and share concerns related to the local economy and quality of life

The program will feature Senator Drew MacEwen (R-Shelton), Representative Dan Griffey (RAllyn), and Representative Travis Couture (RAllyn) Each will discuss anticipated priorities, budget considerations, and policy proposals likely to surface during the 2026 session Attendees will gain a clearer understanding of how legislative decisions may influence transportation, housing, behavioral health, taxation, workforce development, and other topics that matter to Mason County

Washington State operates on a two-year budget cycle, with even-numbered years reserved for a 60-day short session Lawmakers do not write a new biennial budget during this period, but they do pass supplemental operating, transportation,

and capital budgets to adjust for updated forecasts and emerging needs Short sessions move quickly and often focus on refining existing policy, advancing bills carried over from the previous year, and responding to timely issues Even modest policy updates can affect permitting, workforce availability, and the cost of doing business The 2026 session begins January 12, with pre-filed bills opening this year on December 1

Mason County’s business organizations remain united in their commitment to supporting local employers Small businesses and entrepreneurs play a vital role in the regional economy, and the Chambers and EDC advocate for a climate that allows them to grow This includes predictable regulations, reliable infrastructure, strong workforce pathways, and accessible housing options These needs consistently emerge during member outreach and committee discussions

Chamber Joins Coalition Led by EDC, Partners

Mason EDC, in partnership with Mason Matters, has received funding from the Washington State Department of Commerce through the Childcare Partnership Grant. The grant will support local planning efforts to strengthen access to affordable, high-quality childcare for families throughout Mason County. As the community grows, reliable childcare is becoming a key part of supporting both family well-being and the local workforce.

Childcare shortages have become increasingly common in the region. Many providers have long waitlists, limited availability, or have reduced capacity. For families, this can make the search for reliable care both challenging and timeconsuming. Costs add another layer of difficulty. United Way’s ALICE report shows that 26 percent of Mason County households fall within the ALICE population, with an additional 9 percent living below the federal poverty level. Monthly childcare expenses often range from 738 to more than 1,600 dollars, which can place significant strain on working parents.

These challenges affect families in many different ways. Some parents adjust work schedules, reduce hours, or leave the workforce entirely when they cannot find dependable care. Others rely on informal arrangements or travel long distances to secure a spot that works for their household. These adjustments can impact income, career advancement, and daily stability, creating added stress for parents and caregivers.

Through this grant, the organization will take a closer look at local needs and gather insight from those most affected. The work includes studying data, identifying where care is most limited, and exploring strategies that could help open more childcare slots in the future. Input from employers will also be important, since dependable childcare supports workforce participation and helps businesses attract and retain staff.

Improving childcare access offers wide-reaching benefits. Families gain stability and flexibility, children have the opportunity to learn and grow in supportive environments, and the community strengthens its economic foundation. This shared goal is at the heart of the upcoming planning process.

Compliance with federal payroll tax rules is essential to running a successful business, yet these rules are often misunderstood, leading to errors and IRS Notices. The level of detail required is significant, from withholding obligations and worker classification to fringe benefit reporting and filing deadlines. Fortunately, a solid understanding of basic payroll tax mechanics provides a strong foundation for compliance and reduces the risk of penalties.

Payroll Tax Overview

Federal payroll taxes are imposed on wages earned by employees that perform services for an employer Federal income tax (FIT) is an estimated prepayment of each employee’s individual income tax liability, and is calculated using inputs from Form W-4, Employee’s Withholding Certificate Social Security tax and regular Medicare tax are collectively called FICA taxes and require the employer and employee to contribute equal amounts The employee-only Additional Medicare Tax applies to certain high earners Lastly, employers must pay Federal unemployment tax (FUTA) on wages paid to employees Different wage thresholds apply to each payroll tax Employers are expected to calculate and withhold the correct amounts of FIT and FICA from employee wages

Deposit Requirements

Employers must deposit Federal payroll taxes with the IRS Deposits of FIT and FICA must be made either monthly or semiweekly, depending on the employer’s cumulative employment tax liability during a four-quarter lookback period Monthly deposits are due on the 15 of each month for taxes attributable to wages paid in the previous month Semiweekly deposits are due either Wednesday or Friday, depending on the day wages were paid Deposits of FUTA are due the last day of the month following each quarter where the cumulative FUTA tax is more than $500 Employers can use the Electronic Federal Tax Payment System (EFTPS) to make these deposits th

Employee Versus Independent Contractor

When hiring workers, it is critical for businesses to make the correct determination regarding worker classification Employees receive wages which are reported on Form W-2 and subject to the aforementioned payroll taxes

Independent contractors receive payments, which are reported on Forms 1099 and are generally exempt from payroll taxes at the business level Note there are certain situations where backup withholding may apply The IRS criteria for determining worker status is based on facts grouped into three categories: behavioral control, financial control, and the relationship of the parties Employers should carefully review and understand this criteria, and treat workers that perform the same duties consistently for payroll reporting purposes

Reporting Obligations

Employers must file Form 941, Employer’s Quarterly Federal Tax Return, with the IRS by the last day of the month following each quarter Form 940, Employer's Annual Federal Unemployment (FUTA) Tax Return, is due on January 31 Forms W-2, Wage and Tax Statement, must be issued to employees and submitted to the Social Security Administration (SSA) by January 31

Misclassification of a worker can lead to retroactive assessment of payroll taxes, penalties, and interest by the IRS While corrective procedures exist if misclassification occurs, it is undoubtedly preferable to report wages and payments correctly from the outset

Fringe Benefits

Fringe benefits are non-cash compensation items provided to employees There are a wide variety of fringe benefits offered by employers to attract and retain talent, and these are often particular to a given industry or company size

When LuWana Hawley was invited to join the Chamber’s Ambassador Committee in March 2022, she was both new to the area and to her role as General Manager at Lucky Dog Casino Having recently relocated from Tumwater to Hoodsport, she was eager to connect with others and establish a sense of belonging Joining the Ambassador Committee offered the perfect opportunity to immerse herself in the community while learning more about the people and businesses that make Mason County thrive

For decades, the Chamber has recognized deserving businesses, individuals, and organizations through its annual awards program Every year showcases the best of Mason County and this year is no exception

There are five categories which will be voted upon: Business of the Year honors the business that made the most significant contribution benefiting the Mason County community over the past year This year's finalists are Peninsula Credit Union, Sierra Pacific Industries, and Superior Construction Rookie of the Year nods to a new business and will recognize finalists Flywheel & Beside the Gallery, House Flowers, and Mushroom Headz Tattoo

Boss of Year recognizes an individual who empowers their employees and is an example of leadership and management excellence; this year's finalists are Charlie Allmendinger of Peninsula Credit Union, Melanie Bakala of State Farm Insurance, and Mark Ziegler of City of Shelton

Citizen of the Year credits an individual who has made outstanding contributions to enhance the business community and the community at large; this year's finalists are Jordan Devaney, Tamra Ingwaldson, and Julie Rowan

“The Annual Awards are an incredible opportunity for us to step back, reflect on the hard work and collaborations that have been taken on in the past year,” says Chamber CEO Deidre Peterson “We are blessed to have so many entrepreneurs and individuals who are committed to improving their own circles of influence and creating positive changes in our community ”

Nominations were solicited from the community at large and, as always, ballots will be sent to all members in good standing; each Chamber member receives one vote per category The majority vote determines the award winners who will be announced at the event

Two more awards will also be announced: Chairperson’s Choice and Volunteer of the Year selected by the Board Chair & Chamber staff

The community is welcome to attend although priority seating is given to award finalists and Chamber members

The cost is $250 per person and includes a four course meal, paired with wines An early bird rate is available to Chamber members who pay on or before December 31, 2025 Discounted rooms are also available to event guests

The September Business After Hours was hosted at Bradley Air Company’s spacious shop on Johns Prairie Rd Guests enjoyed meaningful networking and light refreshments while connecting with fellow professionals. The evening concluded with an overview of Bradley Air’s collaboration with Mason PUD 3 Conservation, which supports customers in accessing energy-efficiency rebates

In October, Turning Pointe Survivor Advocacy Center hosted Business After Hours. Attendees enjoyed an evening of networking while learning about the important work Turning Pointe does to support survivors during Domestic Violence Awareness Month, and all year long

The November Business After Hours was held at Our Community Credit Union’s welcoming Downtown Branch Attendees connected with CEO Phil Prothero and members of the OURCU team while enjoying light refreshments The gathering offered a relaxed setting for professionals to learn more about the credit union’s services and commitment to the community

Each year, as the holidays draw near, Shelton begins its familiar transformation into a place filled with light, color, and hometown pride

The Chamber’s Beautification Program is at the heart of that seasonal magic. It brings the sparkle of Christmas to our streets in winter much in the same way it fills downtown with cheerful flower baskets in summer These traditions create the welcoming atmosphere that residents treasure and visitors remember, and they rely on the generosity of our community to continue.

The effort behind this transformation is larger than many people realize Chamber staff, community volunteers, and partner organizations work throughout the year to bring these displays to life Fresh greenery donated by Wild Greens International is used to trim Tollie and the caboose Lights stretch across Railroad Avenue, garlands hang from lamp posts, and ornaments add a joyful touch to downtown In the warmer months, colorful flower baskets line the street and soften the landscape Together, these touches help shape the look and feel of Shelton, offering a warm invitation to all who spend time here

The Beautification Program is entirely community funded. Donations from families, businesses, and civic groups make every

wreath, light strand, and flower basket possible These contributions help create a vibrant environment that supports local commerce, brightens the experience for shoppers and diners, and gives our community a sense of pride in every season

As we complete this year’s fundraising campaign, the Chamber is still working to close the final gap toward its 20,000 dollar Beautification Program goal Your support now will determine how many flower baskets bloom next summer and how fully we illuminate the streets during the holidays Every contribution helps preserve these traditions and ensures they continue to grow
