In less than 10 minutes, the last meeting of 2013 adjourned for the Jasper County Board of Supervisors. Jasper County Maintenance Director Adam Sparks presented the board with three bids for a new heater for the sally port at the Jasper County Law Enforcement Center, which houses the Jasper County Jail and Jasper County Sheriff ’s Office. “This part of the building has not had a heater in it since the building was put up,” Sparks said. “This is the part of the building were the jailors and police officers will bring the inmates into the building.” Sparks said the original plan for that portion of the building was to have a heater, but for some reason or another this never came to be. By Zach Johnson Daily News Staff Writer City of Newton Management Analyst Natalie Umsted presented the Financial Trends Analysis on Monday to aid city council members in preparing a budget for next year that will be in discussion in January. “This report, Financial Trends Analysis, is designed to help city officials better understand the financial condition of the city by looking at demographic trends, revenue trends, expenditure trends and debt trends exploring those indicators,” Umsted said. “There are four basic questions you will want to keep in mind while going through the report, being: Can the city continue to pay for what it’s doing now? Are there reserves or other vehicles for financing emergencies? Is there enough financial flexibility to allow adjustment for change? Is the city adequately investing in and preparing for its future?” Umsted went through 25 different indicators, each marked with a different trend status.
