James Foley’s legacy lives on In the mid-2000s, my late father, a retired teacher, took a job teaching inmates at the Cook County Jail boot camp, which still sounds nothing like retirement to me.

He told me he worked with some great people there, including a younger guy who said he was interested in journalism, and my father wondered whether I’d speak with him about that career choice.

Of course, I said I’d be happy to talk to the guy, so eventually he called me at the office. His first question was what I thought about journalism, the newspaper field in particular, and how to go about breaking in. I explained my path but also that there was more than one way to go about it.

This would be a second career for him. He graduated from Marquette University in 1996 to become a teacher, but he had aspirations of becoming a war correspondent and wondered whether going to graduate school was necessary. He could’ve probably elbowed his way onto a small-town daily newspaper through some other route, but that didn’t seem to be what he was looking for in his mid-30s.

Both teaching and newspaper reporting are among the worst get-rich-quick

schemes ever devised, so I don’t waste time on the lecture about low wages.

He said he’d already been accepted to the prestigious Medill School of Journalism at Northwestern University. Then it became a no-brainer. I’d managed both employees and interns from the program and agreed that would be an excellent career path that would lead to the kind of internships he needed to eventually be launched into some hellhole where war correspondents oddly find their peace.

In hindsight, it probably wasn’t a particularly memorable conversation for him, but it later became one for me.

That man was James Foley, the fearless journalist beheaded by ISIS murderers in 2014 after his second kidnapping by Islamic militants as he covered myriad conflicts in the Middle East.

I still think about Jim from time to time, and others like him, when I hear about how members of the media are enemies to the American people. I think about people who are willing to risk their lives to tell the stories of people

they don’t know regardless of their race or religion – just because those people are human beings who are suffering and deserve a voice.

I think about how much more humanity a person like that has compared with those who’d casually lump any journalist or publication together with broad strokes. What would they be willing to risk? Some not only wouldn’t risk their lives to help Syrian people, as Jim did, but they wouldn’t even risk allowing people fleeing that devastation into their own country – the Home of the Brave?

“Jim: The James Foley Story,” a documentary on Jim’s life, was one of the nominees at Sunday night’s Academy Awards. It aired on HBO and still is available on HBO Go and On Demand.

It may not have won the Oscar, but a legacy like that of James Foley and the role of an honest journalist who practiced his craft with compassion and integrity is far more important than any statuette.

New president named at Saint Joseph Medical Center

bokon@shawmedia.com JOLIET – A new president has been named at Presence Saint Joseph Medical Center for the third time in two years.

Presence Health announced Monday that Robert J. Erickson will become president of the Joliet hospital March 13.

He will be the third president at the hospital since Beth Hughes resigned un- Robert J. expectedly in February Erickson 2015.

Erickson will be president of the Joliet hospital only. His predecessors served as regional CEOs as well as presidents for both Presence Saint Joseph Medical Center and Presence Saint Mary’s Hospital in Kankakee.

In September, Presence named Chris Shride president of the Kankakee hospital. Shride replaced Kathleen Rhine, who had been regional CEO and president of both the Joliet and Kankakee hospitals until Johnson’s appointment. Rhine then became president at St. Mary’s.

Rhine became regional CEO in February 2015, after the sudden resignation of Beth Hughes.

Hughes had been president and CEO of Presence Saint Joseph Medical Center since 2011. Before that she had been chief operating officer of the hospital since 2007.

Joliet has been part of Presence Health since 2011, when Provena Health and Resurrection Health merged to create the new health care system. Presence Health has 12 hospitals and is the largest Catholic health care system in Illinois.

BRAIDWOOD – Reed-Custer Unit School District 255 is tackling the problem of drug addiction early on – by teaching fifth-graders how to make and think about their choices.

Educators at District 255 are not alone in their efforts to prevent drug abuse among youths in Will County, which has seen record high levels of heroin-related deaths in recent years.

The Braidwood area in particular, where District 255 is located, has seen

District 255 Superintendent Mark Mitchell said he knows heroin is “extremely available in this immediate area” and its highly addictive nature is one of the main reasons it’s so in demand. But the district can help control the decisions youths make, as well as engage parents to talk to their children and be aware of the warning signs of addiction and drug use, he said.

“A lot of what we try to do here is

teach these kids to make their best decisions on their own,” Mitchell said.

Teaching youths how to make good choices and educating them on the dangers of drugs, including heroin, in local schools is part of a larger effort by leaders and communities countywide to reduce heroin addiction and overdose deaths.

Last year, the Will County Board won a federal grant to bring heroin education programs by the Robert Crown Center for Health Education to Wilm-

ington School District 209-U and Lincoln-Way District 210.

The Robert Crown Center has been a recurrent provider of heroin prevention education in Will County. The nonprofit has provided programs for school districts in Joliet, Shorewood, Plainfield and Valley View Unit School District 365U, which covers Romeoville and Bolingbrook.

Kris Adzia, Robert Crown Center education director, said in the past there was a strong idea of encouraging youths to “just say no” to drugs or scare them, but both tactics have been found to be ineffective.

Legislators talk reform at chamber luncheon “Contrary to what you hear, the General Assembly is not at war with each other.”

mmallory@shawmedia.com ROMEOVILLE – The Joliet Region Chamber of Commerce & Industry held its monthly member luncheon Monday at Mistwood Golf Club in Romeoville.

The goal of the event was to update businesspeople and other community leaders in attendance on state legislation. Senators and representatives from throughout the area were invited to speak about how things are going in Springfield.

The legislators addressed four state issues – education funding, pensions, workers’ compensation and the infamous state budget situation.

State Rep. Natalie Manley, D-Joliet, wanted to lighten the mood.

“Contrary to what you hear, the General Assembly is not at war with each other,” Manley said.

But she was there to discuss pension reform. Manley said the state has “promised people things” and legislators have to keep their word. She wanted to quell talk of “big pensioners” and “greedy unions.”

“For decades and decades and decades, the General Assembly did not do what they were supposed to do,” Manley said. “But we have to fix it. We have to wear the jacket for the solution.”

State Rep. Mark Batinick, R-Plainfield, said that if there weren’t conflict over the budget, pension reform would be the top priority in the state.

“But they really are intertwined,” he said. “Twenty-five percent of our

Batinick then weighed in on workers’ compensation reform. He is a proponent of the system Massachusetts uses, and described Illinois’ system as “litigious.”

In Massachusetts, all workers’ compensation claims have to be settled within 12 weeks. The system is designed to

get the worker healed and back to work, Batinick said. Any case that goes more than 12 weeks or involves a disagreement is determined by a state board.

Massachusetts is 44th in workers’ compensation cost, despite ranking 14th in population as of 2010. Batinick said he’s glad the proposal is gaining attention in Illinois.

State Rep. Larry Walsh Jr., D-Elwood, said the cost of workers’ compensation is adversely affecting business decisions across the state. But Walsh

said Illinois has seen cost reductions of 25 percent to 30 percent since the 2011 workers’ compensation reform.

Walsh said, citing the National Council on Compensation Insurance, that insurance companies have seen profits go from 0.8 percent to 10.2 percent since the reform.

“The thing that has come to light is that a lot of the businesses aren’t seeing that savings,” Walsh said.

Walsh said Democrats want to give consumers the ability to inquire about their rates with the Illinois Department of Insurance. They also want to ask insurance companies to lay their rates out.

State Rep. David Welter, R-Morris, used a firsthand example of why the state is struggling to attract business compared with other states. He had worked for a company in Morris that was interested in expanding to another part of the state, but Illinois didn’t seem to meet the company’s needs in order to thrive.

“It’s one-third the cost to hop over the border and do business in Indiana,” he said. “That’s a problem that needs to be controlled.”

Hawk Auto eyes Route 59 for Subaru dealership

bokon@shawmedia.com JOLIET – Hawk Auto is looking for a Route 59 location for its Subaru dealership.

The move would mark the first car dealership on the Route 59 business corridor that stretches across the far West Side of Joliet and into Plainfield and Shorewood.

Hawk is working on a deal for a Joliet site at Route 59’s Theodore Street intersection. The site once was planned for an upscale retail and restaurant center that never developed.

The deal for the site on the northwest corner is not completed, Hawk President John Crane said.

But, Crane said, Hawk is looking at Route 59 because Subaru wants the

dealership either to be in that area or on the same property as the Hawk Chevrolet-Cadillac-Mazda dealership on Jefferson Street.

“Subaru wants to be either adjacent to our Chevrolet store or on Route 59,” Crane said.

There is no room at the Jefferson Street site, so Hawk is looking at Route 59, he said.

Crane said the northwest corner is probably the last possible site on Route 59 in Joliet.

“If this falls through, we’ll probably be moving out of Joliet,” he said.

City officials, meanwhile, want to keep the dealership in Joliet.

“Keeping a car dealership in Joliet is absolutely the most important part of this,” Economic Development Director Steve Jones said.

Hawk Auto moved the Subaru dealership into its existing Jefferson Street location in 2015. Subaru was part of a multidealership acquisition that involved three dealers, and Hawk needed to move the store from its previous Jefferson Street location to where it is now.

The plan was to build a new dealership building on land that Hawk acquired next to the former auto parts store, where Subaru is located now.

That land is now for sale, Crane said.

Hawk will need city approval to change the planned unit development plan that was specifically created for the Tower Marketplace project that was first announced in 2005 and was slow to develop even before the recession hit.

“The market has spoken on this,”

Jones said of the Tower Marketplace plan. He added, however, that the city still has hope for retail development on the other side of Route 59 at the same corner.

“We feel that small retailers with a neighborhood market is something that would fit in that corridor,” he said.

“That’s not to say that an auto dealership isn’t a wonderful use. Don’t downplay that.”

Cities typically want new-car dealerships because of the sales tax revenues they generate. Joliet is in the process of losing its Toyota dealership, which Thomas Toyota is moving to Romeoville.

The Joliet City Council Land Use and Legislative Committee will review the Hawk Auto plan when it meets at 9 a.m.

fsarver@shawmedia.com PLAINFIELD – The Plainfield District 202 board on Monday approved extending the superintendent’s contract for the next three years.

The board’s decision was unanimous to approve a new contract for Superintendent Lane Abrell that takes effect Tuesday and lasts through the 2019-20 school year.

District officials stated in a news release that Abrell will receive a raise of 2.5 percent next school year, 3 percent the following year and 4 percent in the 2019-20 school year at a salary of $229,609. His salary this school year is $209,120.

“I want to thank the Board of Education for their confidence in me as well the support of the community, our teachers, administration and support staff,” Abrell said at the meeting.

Abrell’s previous contract began in 2013. From July 1, 2013, through June 30, 2014, he was stipulated under the contract to serve as the district’s associate superintendent and afterward serve as the superintendent until this June 30.

Plainfield East football coach

The board unanimously approved Terrance Terry to serve as the new head football coach for Plainfield East High School. Terry also will be an English teacher at the school.

He will take over for Mike Romeli,

who had been in charge for seven years before stepping down for family reasons.

Terry will come from Homewood-Flossmoor High School District 233, where he is an English teacher and head sophomore coach.

Other board matters

The board unanimously approved awarding a three-year contract to Quinlan & Fabish Music Company for musical instruments and services. The company provides band and orchestra instrument rentals, music lessons and instrument repairs, according to their website.

The three-year contract comes with an optional two-year renewal. According to the Jan. 30 Request For Proposal, district officials sought musical instruments and services to support the 6-12 band program.

“Our goal is to increase the number of students joining band, increase the satisfaction that parents and students express with instrument selection, quality, and maintenance and reduce the amount of time that students are without an instrument due to repair,” the district’s Jan. 30 request stated.

Audio services from HRP Chicago also was unanimously approved by the board at the cost of about $23,056 to be paid for through budgeted funds. The audio services will be used for the district’s high school graduation ceremonies and middle school promotions.

At the Feb. 16 meeting of the Will County Board, officials accepted the $650,000 check from the company.

The host community benefit check was given because of the county’s role in the Laraway Recycling and Disposal Facility expansion.

The county and Waste Management of Illinois have reached final approval to add 95 acres to the existing 871-acre facility. The expansion will add 15 years of disposal capacity to the site, and includes the environmental remediation of the Olin Chemical Plant site, according to a news release from the county.

County Board Majority Leader Chuck Maher, R-Naperville, thanked Waste Management at the Feb. 16 meeting.

“We’ve had a great partnership with them, from the landfill, to the electricity and the extraction of gas.

Will County continues to find revenue sources with our partners that help keep our tax rates down, allow-

ing us to reduce our tax rates as frequently as possible,” Maher said.

Out of the check, $50,000 is specifically allocated for Will County Board District 8, where the Laraway landfill is located.

Minority Leader Herb Brooks, D-Joliet, was glad Waste Management is making a direct contribution to the people of the district.

Brooks and Denise Winfrey, D-Joliet, who represent District 8, expect to announce which organizations will receive funds in the coming months.

County Board Speaker Jim Moustis, R-Frankfort, said the check demonstrates an area in which the county has been successful.

“And that is, creating public and private partnerships for the benefit of the general public,” he said.

“Landfills aren’t the sexiest thing in the world. Nobody really wants to be near one, even though they’re environmental centers now. ... There aren’t many counties in this state that can say they have a solid waste program that provides for reasonable-cost disposal while creating environmentally friendly recycle programs. We should be proud.”

JOLIET – The city again will consider a proposal to give the mayor emergency powers to shut down businesses.

The mayor would be able to shut down food stores and other licensed businesses for up to seven days if continued operation is deemed a threat to the welfare of the community, according to the ordinance amendment.

The Joliet City Council Land Use and Legislative Committee will consider the proposal when it meets at 9 a.m.

Wednesday in the planning conference room at City Hall. The committee last reviewed the ordinance in April 2016 when it was put on hold.

Questions at the time included whether the authority should be placed with the mayor or a city administrator.

The committee also suggested a definition of what constitutes a threat to community welfare.

Mayor Bob O’Dekirk said he has not sought the authority to take away business licenses but believes the issue arose out of the police department.

“I think the police are in favor of this,” O’Dekirk said Monday. “That’s

the genesis of this.”

The mayor now has the authority to shut down liquor establishments in his role as liquor commissioner. But he has no role in other business licenses.

The amendment was first proposed last year at a time when the city was investigating a drug deal that was connected to an employee at a neighborhood grocery store. There have been no changes to the amendment that was proposed nearly a year ago.

“That’s how it was proposed, so if there’s any committee discussion we’ll consider it at that time,” City Attorney Marty Shanahan said Monday.

Shanahan said there was no particular incident that prompted reconsideration of the amendment. But it had been “in the hopper,” and it was time to take another look at the proposal, he said.

He did note that there has been a change in committee membership.

“There’s since been a change of committee members,” Shanahan said. “Before we send it back to the full council, we want clarification from the committee members.”

Most of the questions raised came from former Councilman Jim McFarland, who resigned in September.

BRAIDWOOD – The deputy police chief of Braidwood has been placed on administrative leave pending an investigation.

A source said Michelle Soucie is being investigated for “payroll issues.” Chief Nick Ficarello confirmed Monday that Soucie has been on paid leave for about a month.

“She is under administrative investigation after an allegation was brought to our attention,” Ficarello said.

Ficarello and City Attorney Brian Kopman both said they were unable to comment further on the matter. No criminal charges had been filed as of Monday afternoon, according to court records. Soucie has been with the department since 1998 and was named deputy chief in 2015.

Joliet police: Pregnant mom left toddler, drove drunk

JOLIET – Police say a pregnant woman may have been driving drunk while leaving her 2-year-old son home alone early Saturday. Police were called about 3 a.m. when witnesses reported a silver Nissan driving erratically. Officers found the vehicle parked in front of a bar in the 1200 block of Elizabeth Street in Joliet, Deputy Chief Ed Gregory said.

Natalie Kallio, 25, was “sitting in the driver’s seat on her phone and initially refused to speak with officers,” Gregory said. “Once she did open the door, officers smelled the odor of alcohol and observed Kallio appeared inebriated and slurring her speech.” After police learned Kallio also was nine months’ pregnant, she was taken by ambulance to Presence Saint Joseph Medical Center for an examination.

“She’d been talking to her brother-in-law on the phone and officers learned she had a 2-year-old son who was not with her,” Gregory said.

Police went to Kallio’s residence in the 1300 block of Schriber Avenue in Joliet where the brother-in-law used a key to let them inside.

“The 2-year-old was sleeping unattended in a crib,” Gregory said.

The Department of Children and Family Services placed the child into the custody of the brother-in-law. Kallio was charged with endangering the life or health of a child and released on a recognizance bond “due to her pregnancy,” Gregory said.

Gregory said Monday the results of blood tests performed at the hospital could determine whether driving under the influence charges are also filed against Kallio.

the positive and negative consequences of the choices they would make in reaction to seeing a friend steal.

“There are things that will result or be a result of the choices that you make,” Nelson said to the students.

The “Too Good For Drugs” program at the district was the result of efforts by the Braidwood Area Healthy Community Coalition to address drug addiction at lower grade levels. Pete Dell’Aquila, coalition project coordinator, said the best thing about it is that it’s not just about drug addiction, but basic life skills.

“They’re tools that we’re trying to build at an early age so that when the time comes, if the time comes … they’re equipped now with the tools and the knowledge,” Dell’Aquila said.

Dell’Aquila said heroin addiction is a worldwide issue and it “doesn’t have a face” and doesn’t discriminate by age, gender or race. He said there’s not one solution to fix the problem, and people need to take as many avenues as they can to resolve it.

“I feel like our community is really rallying together to do some of those things,” he said.

Robert Crown Center focuses on training teachers on the science behind drug addiction – how it affects the brain and adolescent development – as well as the social and emotional aspects, such as how it can affect someone’s network of friends or ability to stay employed, said Mark Robinson, the center’s heroin prevention program manager.

Fifth-graders at District 255 are involved in a prevention education program called “Too Good For Drugs,” where they learn how to set goals, make decisions, participate in positive friendships and activities, identify and manage emotions, and communicate effectively.

Students also bring activities home that they can work on with their parents.

In one classroom activity students took part in last week, they were prompted with multiple options for lighthearted decisions – pick a snack, a place to vacation, a fun activity – but one decision was more serious. It asked them what they would do if they saw a friend steal a candy bar.

PATRICIA ANN FRIEDERS Patricia Ann Frieders, age 80, a longtime resident of Plainfield, IL, passed away peacefully on February 27, 2017 at the Joliet Area Community Hospice.

WILLIAM C. KECK William C. Keck “Bill”, age 89, passed away Saturday, February 25, 2017 at his late residence surrounded by his loving family.

Born in Chicago, the son of the late William D. and Alta (Cryderman) Keck. He was raised in New Lenox, where he attended New Haven Grade School. Residing in Joliet most of his life. Graduate of Joliet Central High School class of 1945. During high school he worked for WCLS Radio as an announcer. A W.W.II U.S. Army veteran, proud member of the 11th Airborne Paratroopers. Bill worked many jobs to support his family, to name a few, he worked for the City of Joliet as a draftsman, George Reiter & Associates, Olin Chemical, Shep’s Gas Station, Mark Shale/Al Baskin and Rockwell International, where he retired from in 1992. Following retirement, Helen and Bill moved to Tucson, AZ where he did volunteer work at Tohono Chul Park and loved each day he was there; he was also a spotter for the LPGA. They returned home to Joliet in 2005 to spend time with family. A former usher at St. Ambrose Catholic Church in Crest Hill.

An avid artist and golfer, proud member of the Joliet Artists League, The Pleiners Painters and American Legion Post #1080.

During her youth, she lived in Abbotsford WI, Philo IL, Morton IL, and Coal City IL and also for one year in the Melbourne, Victoria, region of Australia, while her family spent a year exchanging homes and schools with another minister’s family. During high school, she enjoyed playing piano, marching bells and percussion, cheerleading, and musical theater. She earned college degrees from Eastern and Northern Illinois universities and worked as a speech-language pathologist in many Central IL schools. On July 1, 1989 she married Bruce Richardson in Manhattan, Illinois. They shared a love of working with school children throughout their careers in the Illinois communities of Manteno, Island Lake, Round Lake, Pittsfield, Milford, Sheldon, Herscher, Dwight, Joliet, Ellwood, Braidwood, and Minooka. She also found great joy and pride in caring, sharing, loving and making a home with Bruce, Sarah, Bryan, Braeden and Melody. She was a lover of all things bright and beautiful in art, music, theater, literature, dance, and nature.

She enjoyed crocheting, singing in many community and church choirs, Clown Ministry and Wesley (Bradley, IL) United Methodist Women Prayer Shawl and Infant Clothing Ministries.

He worked as a banker in the financial services industry.

He loved watching baseball, hockey, and NASCAR. He enjoyed spending time relaxing with his family and grandkids. He loved his pets Tigger dog and Happy dog. He will be truly missed.

‘Apollo 13’ and ‘Titanic’ actor Bill Paxton dies at 61

The Associated Press LOS ANGELES – Bill Paxton, a prolific and charismatic actor who had memorable roles in such blockbusters as “Apollo 13” and “Titanic” while also cherishing his work in “One False Move” and other low-budget movies and in the HBO series “Big Love,” has died from complications due to surgery. He was 61.

A family representative issued a statement Sunday on the death but provided no further details.

Paxton’s death added a sad note to Sunday night’s Academy Awards ceremonies. Paxton was never nominated but appeared in several Oscar-winning movies and was beloved and respected throughout Hollywood and beyond. Although his death wasn’t noted in the “In Memoriam” section on Sunday, his name was mentioned by its host, Jennifer Aniston.

Actress Ginnifer Goodwin, who starred in “Big Love” with Paxton, said on the Oscar red carpet: “Bill had the biggest heart. He was more alive than the others. I’m having a lot of trouble understanding his being gone from my life and the world.”

Paxton, a Fort Worth, Texas, native, appeared in dozens of movies and television shows and seemed to be around when history was made both on and off screen. As a boy, he was in the crowd that welcomed President John F. Kennedy in Texas on the morning of Nov. 22, 1963, hours before Kennedy was killed in Dallas.

As a young man, he worked in the art department for “B’’ movie king Roger Corman, who helped launch the careers of numerous actors and

Paxton’s movie credits included some of the signature works of the past 40 years, from “Titanic” and “Apollo 13” to “The Terminator and “Aliens.” Television fans knew him for his role as a polygamist, with three wives who expected the best from him, in the HBO series “Big Love,” for which he received three Golden Globe nominations.

“Bill Paxton was a big-hearted, thoughtful and honorable person,” his “Big Love” co-star Chloe Sevigny said in a statement. “He always had a smile on his face and could entertain

any room with his wonderful stories of his many amazing years in Hollywood.”

Paxton was currently starring in the CBS drama “Training Day,” which premiered Feb. 2. The network has not yet announced whether it will continue to air the completed episodes.

Paxton is survived by his wife of 30 years, Louise Newbury, and their two children. His first marriage, to Kelly Rowan, ended in divorce.

Mary worked for Illinois Bell and the Bell Systems Center for Technical Education.

Mary was a loving wife, mother, grandmother, great-grandmother and sister who enjoyed her life very much, especially playing bingo and following her beloved Chicago Cubs.

Surviving are her two devoted daughters, Kathleen (Ronald) Van Dyke of Plainfield, and Mary Jo (Jerry) Murphy of St. Charles; five grandchildren, Ronald (Elizabeth) Van Dyke Jr., Thomas (Chrysteile) Murphy, Mark Murphy, Kevin (Rachel) Murphy, and Amy Murphy; and

coordinates on a map depicting the heart of Tornado Alley. The effort was to honor the leading man in the disaster movie “Twister,” which inspired a generation of storm chasers.

Paxton brought a reliably human dimension to big-budget action adventures and science fiction. He was, sci-fi fans like to point out, the only actor killed by a Predator, a Terminator and an Alien. But Paxton, famously genial and approachable, defined his career less by his marquee status than as a character actor whose regular Joes appeared across the likes of “One False Move,” “A Simple Plan” and “Nightcrawler.”

“I’m a frustrated romantic actor,” he told The Associated Press in 2006.

“I wanted to play the Bud part in ‘Splendor in the Grass,’ I wanted to play Romeo – the great, unrequited, tragic love stories. I’ve gotten to mix it up a bit with the ladies but the romance has been a subplot, running from the tornado or whatever.”

“I feel like I’m a regionalist and a populist who’s never fit in among the intellectuals,” he added. “I think there’s where the heart of American art is. My greatest roles have been in regional films, whether it was ‘One False Move’ or ‘Frailty’ or ‘Simple Plan’ or ‘Traveller.’ ” Paxton often spoke warmly of his upbringing, and how his father exposed him early to movies and the stage. His father, John Paxton, also shared his son’s knack for being around famous people. A childhood neighbor was the artist Thomas Hart Benton. John Paxton later belonged to the same golfing club as the great Ben Hogan, whom Bill Paxton got to know growing up.

News from across the state Gov. wants more Medicaid clients on managed care

SPRINGFIELD – Gov. Bruce Rauner’s administration is seeking to offer more Medicaid services through managed-care programs.

Rauner and two Cabinet members announced the plan Monday in Chicago.

It involves choosing a vendor that will provide managed-care services to 80 percent of Medicaid clients.

Bruce That’s up from 65 Rauner percent now. It also will be expanded to all Illinois counties and children in the care of the Department of Children and Family Services.

Rauner’s Department of Healthcare and Family Services said the program will encourage prevention and offer services backed up by evidence of success.

Illinois began moving Medicaid patients to managed care in 2011. Managed care pays insurers and health networks fixed per-patient fees instead of paying separately for each treatment or test.

Judge: Probation for clerk’s office employee

CHICAGO – A former Cook County clerk employee who pleaded guilty to lying about an alleged bribe to a company run by the clerk’s husband has been sentenced to three years of probation.

Sivasubramani Rajaram pleaded guilty to making a false declaration to a grand jury. The maximum sentence was five years in prison. Rajaram said Monday that he lied to the grand jury investigating Cook County Circuit Court Dorothy Brown’s office because he feared retaliation from politically connected people.

Rajaram said stress from the investigation caused him to be hospitalized.

He has characterized the $15,000 given in 2014 to Goat Masters Corp., run

by Brown and her husband, Benton Cook III, as a loan. Rajaram was later hired by the clerk’s office.

Neither Brown nor Cook have been charged with wrongdoing.

Trump calls for surge in military spending

WASHINGTON – President Donald Trump is proposing a huge $54 billion surge in U.S. military spending for new aircraft, ships and fighters in his first federal budget while slashing big chunks from domestic programs and foreign aid to make the government “do more with less.”

The Trump blueprint, due in more detail next month, would fulfill the Republican president’s campaign pledge to boost Pentagon spending while targeting the budgets of other federal agencies. The “topline” figures emerged Monday, one day before Trump’s first address to a joint session of Congress, an opportunity to re-emphasize the economic issues that were a centerpiece of his White House run.

Domestic programs and foreign aid would as a whole absorb a 10 percent, $54 billion cut from currently projected levels – cuts that would match the military increase. The cuts would be felt far more deeply by programs and agencies targeted by Trump and his fellow Republicans, such as the Environmental Protection Agency, as well as foreign aid.

Veterans’ programs would be exempted, as would border security, additional law enforcement functions and some other areas.

“We’re going to start spending on infrastructure big. It’s not like we have a choice – our highways, our bridges are unsafe, our tunnels,” the president told a group of governors at the White House on Monday. He added, “We’re going to do more with less and make the government lean and accountable to the people.”

However, Trump’s final version of the budget is sure to leave large deficits intact – or even add to them if he follows through on his campaign promise for a huge tax cut.

The immediate reaction from Republicans was mixed, with prominent defense hawks such as Sen. John McCain of Arizona saying it would do too little to help the Pentagon, and fiscal conservatives and supporters of domestic agencies expressing caution.

The White House indicated that the foreign aid cuts would be particularly large.

Asked about those plans, top Senate Republican Mitch McConnell of Kentucky would say only, “We’ll see how it works out.” House Foreign Affairs Committee Chairman Ed Royce, R-Calif., declined to comment when approached in a Capitol hallway.

A congressional showdown is inevitable later this year, and a government shutdown a real possibility.

White House Budget Director Mick Mulvaney said the spike in Pentagon spending would bring the total defense budget to a record $603 billion – and that’s before including tens of billions of dollars for overseas military operations.

seven countries combined, but military leaders have complained repeatedly that aircraft are aging. Congress was told recently that the average age of Air Force aircraft is 27 years, and more than half of the service’s inventory would qualify for antique vehicle license plates in Virginia.

“It is a true America first budget. It will show the president is keeping his promises and will do exactly what he said he was going to do,” Mulvaney said. “It prioritizes rebuilding our military, including restoring our nuclear capabilities, protecting the nation and securing the border, enforcing the laws currently on the books, taking care of vets and increasing school choice.”

Senate Democratic leader Charles Schumer of New York said, “It is clear from this budget blueprint that President Trump fully intends to break his promises to working families by taking a meat ax to programs that benefit the middle class.” He declared, “A cut this steep almost certainly means cuts to agencies that protect consumers from Wall Street excess and protect clean air and water.”

Dear LM: Buying dividend growth stocks with a 10-year record of increasing dividends (increasing by over 8 percent a year) is a great road map to earning above-average gains in the market.

During the past 40 years, I’ve always recommended dividend growth stocks to readers seeking above-average principal growth in the long term.

I can’t, with any dependable degree of certainty, predict how much Aqua America, Raytheon and Cardinal Health will increase their share values this year. And I can predict with only a modest degree of certainty how much PepsiCo, Lockheed Martin and Dominion Energy will report in earnings this year and next.

However, I can predict with a dependable degree of certainty that General Dynamics, McKesson and NextEra Energy will grow their dividends, and I know by about how much.

TAKING STOCK Malcolm Berko Defense stocks Raytheon (RTN$153), General Dynamics (GD-$189) and Lockheed Martin (LMT-$2.65) have increased their dividends by an average of 10 percent, 12.5 percent and 18 percent, respectively, during the past 10 years. They’re excellent choices for long-term capital gains, and each has tripled its market value since 2006.

The only event that could hurt the performance of these issues would be the breaking out of peace all over.

Perish the thought! Imagine how many Americans would lose their jobs if there were peace on earth.

Unemployment would surge.

The economy would enter a serious recession. And the gross domestic product would collapse. Defense spending accounts for 17 percent of our budget. Meanwhile, a total of $30,000 invested in RTN, GD and LMT, with dividends reinvested, could triple by 2027.

Becton, Dickinson and Co. (BDX$181), Johnson & Johnson (JNJ-$119) and McKesson (MCK-$150) have increased their dividends by an

average of 17 percent, 8 percent and 15 percent, respectively, each year since 2006. They are excellent choices for investors seeking dividend and principal growth. Of course, these are health care issues, and health care accounts for 26 percent of our budget. If good health should break out all over – perish the thought – imagine how many doctors would be unemployed and how many hospitals would close.

Certainly, our GDP would collapse.

BDX, JNJ and MCK have tripled their share prices since 2006, and a $10,000 investment in each, with dividends reinvested, could triple once again by 2027.

Dominion Energy (D-$74) and NextEra Energy (NEE-$127) are electric and gas utilities, and Aqua America (WTR-$30) is a water utility. Each has increased its dividend by an average of 8 percent annually during the past 10 years. Since 2006, WTR shares have gained 70 percent, and D’s shares have also gained about 70 percent, while NEE shares have almost tripled in value.

These are conservative, low-volatility investments because they have guaranteed returns that are determined by the public utility commissions in their home states. An investment of $10,000 in each could perform just as well in the coming decade as it

would have in the previous decade.

And finally, PepsiCo (PEP-$108), a worldwide food and beverage company that needs no introduction, has increased its dividend by 9 percent annually while doubling its share price during the past 10 years. And I’ve little doubt that PEP’s share growth and dividend growth for the coming 10 years can match what PEP did in the past 10 years.

So I would think that a 10-year $10,000 investment in PEP, with dividends being reinvested, would be equally rewarding.

This portfolio, with a first-year payout of $2,439 and yielding 2.13 percent, should increase its income by a minimum of 8 percent annually.

That’s better than any CD. Buy these 10 stocks and know there are three reasons dividend stocks outperform their counterparts: 1) Dividend stocks often have higher-quality earnings.

You can’t fake cash. 2) Dividend yields and dividend growth can support a stock during bad markets.

And 3) dividend stocks put pressure on management to be more selective about uses of shareholders’ capital.

United, after years of declining revenue, hits thrusters United Airlines’

The Associated Press DALLAS – United Airlines, which lost the distinction of being the world’s biggest carrier after shrinking for several years, plans to regain lost ground by adding more flights from key airports this summer.

The airline wants to upgrade facilities at key airports and trim the use of smaller planes on important business routes.

If the expansion plans pan out, United could stanch slipping revenue numbers, which fell nearly 2 percent in the last five years, while revenue at industry leader Delta Air Lines Inc. rose 8 percent.

United has slipped in other ways, too. Only once in the last five years did United Continental Holdings Inc. top Delta’s operating income. And it consistently ranks worse in on-time flights and cancellations.

Delta and American Airlines Group Inc. have been adding flights, often on bigger planes, between major

cities. Not United.

“We’ve been shrinking, and our competitors have been growing at our expense,” said Scott Kirby, who jumped from president of American Airlines to the same job at United in August. “We’re going back on offense.”

Many analysts are upbeat about United’s prospects, but say the path won’t be easy for the Chicago airline.

“Delta is not standing still either, so it’s not only getting back to where they used to be, but it’s leapfrogging Delta,” said Helane Becker, an analyst with Cowen and Co. Reducing the number of delays and cancellations is crucial, Becker said.

After a 2010 merger with Continental Airlines, United alienated important customers with cost-cutting initiatives that backfired.

A decade ago, for instance, United flew eight daily flights on Boeing 737s between Atlanta and Newark, a big business route where it competes with Delta. By 2013, United flew six times a day on small regional jets or

turboprops.

Business travelers detest the small planes because they are more likely to be delayed or canceled, and their lack of enough overhead bins can mean carry-on bags get gate-checked – adding a time-consuming trip to baggage claim.

Kirby thinks that new routes from hubs will win over, or win back, passengers. If traffic picks up, and as United takes delivery of new planes, it should eventually be able to phase out small planes on key business-travel routes, he said.

On Monday, United announced that this summer it will add four new destinations in smaller cities including Rochester, Minnesota, and Santa Rosa, California, add new connections to other medium-sized towns, and add daily flights on 15 other routes that connect with the big hubs. It will add seasonal flights between San Francisco and Munich.

United also wants to expand and upgrade facilities at key airports, including more gates at Chicago’s O’Hare.

The Chicago-based company announced Monday that it’ll start flying dozens of new daily round-trip flights.

Starting on June 8, there’ll be three daily flights between Willard Airport in Champaign and Chicago’s O’Hare International Airport. The (Champaign) News-Gazette reports that the last time United Express operated through Willard was 1993.

The other smaller city new destinations include Rochester, Minnesota, and Santa Rosa, California.

dgoss@shawmedia.com PLAINFIELD – Three months ago, the Joliet West boys basketball team beat Lincoln-Way Way Central, 67-65, in the Tigers’ Thanksgiving tournament.

Whether that will have any bearing on the rematch in the semifinals of the Class 4A Plainfield Central Regional is open to debate. But after the Knights went on a late 13-0 run to oust Plain-

field Central, 57-44, in Monday’s opening-round game, the rematch indeed will become reality at 7 p.m. Tuesday.

“We thought we had ’em last time, and they beat us at the buzzer,” Lincoln-Way Central senior guard Aaron Michalak said of West, the top seed in the regional and No. 2 seed behind Bolingbrook in the Lincoln-Way East Sectional.

“We wanted to get a chance to play them again after that. But there probably isn’t much you can draw from that

game because we are a completely different team now, and they probably are, too.”

“A lot went well for us that game at Thanksgiving,” Knights coach Bob Curran said. “We turned it over 17 times tonight. We have to be a lot better with the basketball tomorrow. But we’re there. That’s what it’s about now – win, survive and take your chance.”

The Knights (10-17) were up 44-41 with 3 minutes 42 seconds left. Three minutes later, it was a 57-42 game. Ju-

nior guard Luke Handley had six of his 16 points and senior guard Bryan Ross scored all five of his points during the 13-0 run.

The Knights’ big man, 6-foot-7 junior Anthony Hancock, finished with eight points and did not score in the second half. But he had four of his game-high 10 rebounds in the fourth quarter, when Lincoln-Way Central controlled the boards, 13-4.

“They were shooting around 50 percent at halftime and had scored 28 points,” Curran said. “I told our guys that if we give up another 28, we are not going to win.

“They didn’t shoot nearly as well in the second half. I’m not sure if that was better defense on our part or if they just missed shots that they didn’t miss the first half.”

“We locked in on defense in the second half,” Michalak said. “We were sluggish in the first half.

Coach got on us pretty good about our defense at halftime.”

Michalak has played in three previous regionals and has played in a regional championship, but he said, “There still are butterflies at this time of year. The first quarter tonight just felt different. Luckily, enough shots were falling for us to move on.”

Inside game leads Lockport to semifinal win

Shaw Media correspondent JOLIET – Boys basketball regional quarterfinal games can be very unpredictable and that was the case for the first 12 minutes on Monday in the Class 4A Joliet Central Regional.

Lockport, the 11th-seed, played Plainfield South, which was the No. 22 seed, but for most of the first half you would have thought these two teams were evenly matched.

The Porters finally got their inside game going to claim a 43-34 win over the Cougars.

Lockport (12-15) advances to the regional semifinal game, where it will face Lincoln-Way East at 7 p.m.

Wednesday.

“Our game plan was to get the ball inside,” Lockport coach Brett Hespell said. “We finally got it going in the second quarter. But give South credit, they denied us the entry pass early and played very well defensively.”

The Porters’ inside game of John Meyer (10 points), Chase Travis (nine points), Christian Schultz (six points) and Matt Medina (three points) ac-

counted for 28 points, which came at critical times to build their lead.

The last five minutes of the second quarter was the decisive portion of the game that secured the Lockport victory.

Both teams employed a zone defense that had each squad working the ball with limited shots. The first quarter ended with the scored tied at 9-9.

“We were sealing them pretty well on the inside and our guards got us the ball, especially in the second quarter when we opened up the gap and then it became easier,” Meyer said.

Schultz echoed those statements and talked about the hard work that has been done all season.

“Sometimes you get frustrated, but we know our teammates will get the job done,” Schultz said.

“They feed us the ball and we have to score inside and that will be important come Wednesday night against East.”

South (5-24) tied the game at 1111 with 5:04 left in the half and that would be the only points for the Cougars in the remainder of the second

quarter.

Lockport worked the ball around the South zone and got the inside game going with junior Meyer scoring eight first-half points and Travis contributing four points in the lane.

Andrew Flanagan hit a 3-pointer at the buzzer and the Porters took a 2111 halftime lead.

“We trust our teammates to get us the ball inside and that was our game plan tonight,” Travis said.

South fought back in the third quarter but could never get any closer than seven points back the remainder of the way.

“We did a great job on the defensive end tonight and on the glass,” Hespell said. “Give all the credit to assistant coach Bill Crossen for that.

He scouted South and got our kids ready. He did an outstanding job of knowing exactly what to expect from South.

“Moving forward on Wednesday, it will be our third time facing Lincoln-Way East this season. We have David Toney for Shaw Media to find a way to slow them down. Plainfield East falls in regional to end Adkins’ era

cherron@shawmedia.com PLAINFIELD – All coaches hope to end a successful run with a program on the best possible note, but that wish doesn’t always get fulfilled.

That’s pretty much how Plainfield East boys basketball coach Branden Adkins felt after watching his squad fall to Neuqua Valley, 68-49, in an opening-round game in Monday’s Class 4A Plainfield North Regional.

The Bengals fell behind early and had to play catch-up against Neuqua.

They were still in the game early in the final quarter before the Wildcats went on an 11-0 run to ensure that they would advance to Tuesday’s 7 p.m. semifinal game with Minooka.

“Every time that we made a run, they were able to make their own run,” Adkins said. “We got it to three a couple of times and were trying to run a quick hitter and got some open looks with it, but that seemed like it happened a lot of times this year where we were so close.

We played in seven overtime games and couldn’t really find a way to finish

on top in any of them. But I liked their competitive spirit, even with a lot of ups and downs throughout the season.

“They’re really young and if they keep that competitive edge and work on their individual games, they’re going to be nice players. There’s some guys who got thrown into the mix that we didn’t really expect at the beginning. But I give those sophomores a lot of credit for stepping up, even if they didn’t know if they were ready or not, and they went in there and competed.

Hopefully these experiences will help them along the way.”

Neuqua grabbed a 12-7 lead after one quarter but never could extend its advantage past six points in the first half.

As time wound down before the break, East pulled to within three points on three occasions. They were a free throw

by Justin Smith, two free throws from BJ Robinson (13 points) and a layup by Scotty Olsen to make it 25-22.

In the final half, East got to within 25-24 on a jumper by Robinson, 32-30 on a 3-pointer from Yamani Shareef (11 points) and 35-33 on a conventional three-point play from Robinson.

Neuqua took a 42-33 lead with 1:13 left in the third quarter on a 3-pointer from Blaise Meredith (26 points) but the Bengals responded with a 3-pointer and free throw from Collin Reed (nine points) to make 42-37 with eight minutes left.

After Mylan Walters hit a jumper to pull East to within 48-41, the Wildcats went on an 11-0 spurt with five of those points from Noah Herdman (11 points).

The defeat capped a 10-year stint for Adkins in leading East’s program.

After starting things up, he served as varsity head coach for eight seasons.

“I’m very proud of everything that we’ve done from the bottom up,” Adkins said. “We won two conference championships and two regional championships. All of the people who’ve come through our program and to have them come back, it’s been good to see their faces again. And all of coaching staffs and everybody who’s supported us along the way. It is bittersweet and it’s not the way that I really wanted to end my coaching career.

“I’ve got some plans and I’m looking to advance myself professionally.

I’ll hopefully be looking at possibilities in that route. You have to have the players and we did and they really bought into our program and what we did. My coaching staff was always so loyal to me throughout. These were an outstanding 10 years of my life and I’m proud of the things we’ve built at East and they’re still going to do well. Now I’m starting to look at a new chapter in life.”

It just gives them a different look, two different pitches they have to think about.”

So how do they work?

“Basically, one’s a four-seam changeup that goes straight down or cuts a little bit,” he said. “The other one is a two-seam changeup that kind of fades or sinks. So it’s basically off a four-seam or two-seam fastball. You want to give them the same look. Hitters are so good these days. They can see the spin on the ball, see it coming out of your hand. To have the appearance of the same, a four-seam fastball, a four-seam changeup or a twoseam fastball to a two-seam changeup, the similar appearances, I think, just throws them off.”

Now, about that Game 7 start. Hendricks said he has not watched a replay of the game that gave the Cubs their first world championship since 1908.

But he said he remembers walking onto Progressive Field in Cleveland on Nov. 2 and taking it all in.

“I just kept telling myself, ‘Look at the opportunity you have in front of you,’” he said. “From knowing that, by the time that I did walk out onto the field, I was able to look around and see all the fans.

They start chirping at you. That’s part of the game that you love. Once you’re in that environment, that element, it was really special. You could tell it was a different feeling, different tension in the air definitely amongst the crowd.”

It became more “different” when manager Joe Maddon took Hendricks out of the game after 42/3 innings The Cubs entered the bottom of the fifth inning leading the Indians, 5-1. Hendricks got two quick outs before he walked Carlos Santana. Maddon yanked Hendricks in favor of Lester, saying that was the plan all along if trouble arose.

The Indians scored two runs that inning. After the Cubs got one back on David Ross’ homer in the sixth, Cleveland tied the score in the eighth before the Cubs wound up winning the game, 8-7, in 10 innings.

uick. Who are the Cubs’ all-time pitching leaders in postseason games started?

First, you have Mordecai “Three Finger” Brown, the Hall of Famer who started seven World Series games for the powerhouse Cubs teams of the early 20th century.

You also have co-aces Jake Arrieta and Jon Lester, who have seven starts apiece over the past two postseasons.

Joining them is Kyle Hendricks.

“That is amazing. Are you kidding me?” Hendricks said recently at Cubs spring training camp in Mesa, Arizona.

“A team that’s been around that long?

Yeah, that doesn’t feel right at all.

“That doesn’t make sense. That’s wild to think about. I never would have thought that.”

At the still-young age of 27, Hendricks may be in position to take the overall lead in postseason starts and hold the record for a long time.

Last year was a breakthrough season all the way around for Hendricks. He went 16-8 with a major league-leading 2.13 ERA and finished third in the balloting for the National League Cy Young Award behind winner Max Scherzer of the Nationals and Lester.

Hendricks kept going in the postseason, getting one start in the division series, two in the championship series and two in the World Series, including Game 7. He put up a 1.42 ERA in the postseason.

How did Hendricks process it all?

“A lot of time just sitting there in thought trying to soak it in. But I still don’t think it’s fully set in, even what you’ve done, just drawing on how I relied on my routine and the things I did to get myself ready to deal with those experiences,” he said. “Those are the things that I really remember and build off, and hopefully I can just take those into the future with me this year and coming years.

“It’s very tough to remember a lot of those moments. Remembering what you did, how you went about your work to get yourself ready for those games was a big experience builder for me.”

The 6-foot-3, 190-pound right-hander is not an overpowering pitcher. But he has helped himself immensely by developing a pair of changeups to get out both right-handed and left-handers hitters.

According to FanGraphs, he increased use of the changeup from 20 percent in 2015 to 27.1 percent last year.

“It was huge, especially when I started doing it when I was in Triple-A, throwing both changeups,” he said. “It took some time to learn to use which one, in which situations to use which one. Yeah, I really settled into it last

“My answer is, as a competitor in the moment, obviously you never want to come out. But nobody can sit in Joe’s position and make those decisions in real time. You’re never going to have a perfect manager. There are never perfect decisions.

“In that game there were so many other factors people don’t see. I got into a few jams that kind of hurt me getting deep into the game. You have to get guys warm in a Game 7 like that. Once you start getting guys up in the pen, then you’ve got to use them eventually or else you’re going to lose them.”

MESA, Ariz. – When Cubs prospect Chesny Young struck out to end the ninth inning Monday, leaving Munenori Kawasaki at third base, the Cubs and White Sox finished tied 4-4.

It was Sox manager Rick Renteria’s first game managing against the team that fired him to hire Joe Maddon, a back-and-forth game played before a sellout crowd. The Sox tied it in the eighth on a one-out grounder to second by Willy Garcia, driving home Peter Bourjos from third.

Young drove a two-out, two-run single to center field off right-hander Tommy Kahnle to put the Cubs up, 4-3, in the bottom of the seventh. Starting pitcher Brett Anderson pitched around a leadoff single for a scoreless inning in his Cubs debut and said he felt strong and ready to get into an every-fifth-day routine to prepare for the season. Cubs All-Star shortstop Addison Russell hit his first homer of the spring, a long solo shot to left in the second inning off Sox starter Lucas Giolito, and the Cubs led until the fifth.

That’s when Sox first baseman Jose Abreu’s two-out, two-run homer in the fifth inning off minor-leaguer Brad Markey capped a three-run inning that put the Sox ahead, 3-2.

THE HERALD NEWS FRANKFORT – Frankfort prekindergarten through third-grade students took a journey with Tooth Wizard and PlaqueMan to the “Land of Smiles,” an educational program provided by the Delta Dental of Illinois Foundation that teaches good oral health habits to battle what the U.S. Surgeon General identifies as the most common chronic childhood disease – tooth decay.

Although largely preventable, more than half of Illinois third-graders have had at least one cavity, and according to the Delta Dental of Illinois Children’s Oral Health Survey, more than one in five Illinois kids ages 6 to 12 have missed school due to dental problems.

At Frankfort Square School on Jan. 26, students laughed and cheered along as they helped heroic Tooth Wizard defeat his evil nemesis PlaqueMan by learning the habits needed to have healthy smiles. Children got involved in the fun during the interactive performance, helping demonstrate how to correctly brush, floss and use fluoride rinse causing PlaqueMan to scurry off the stage in defeat.

The free “Land of Smiles” program not only emphasizes good oral hygiene techniques, but also teaches children the importance of eating tooth-friendly foods, visiting the dentist twice a year and having sealants applied.

Tooth Wizard offers Illinois parents the following tips to help reinforce the same good oral health habits at home: • Children’s teeth should be brushed twice a day for at least two minutes each time.

• Once any two teeth are touching, children’s teeth should be flossed once a day.

• Limit sugary and starchy foods but if consumed, have them during mealtimes when more saliva is produced to wash away bacteria from teeth.

• By age 1 or six months after the first tooth comes in, children should visit the dentist regularly.

• Parents should discuss placing sealants on their child’s teeth with their dentist. Typically, sealants are placed on six-year and 12-year molars

The “Land of Smiles” program will visit schools this spring and fall, reaching about 38,000 prekindergarten through third-grade students in nearly 165 Illinois elementary schools. The program has reached over 290,000 students at more than 750 schools in the past nine years.

Mondays and Fridays it also serves as a medical mobile unit, handling items such as general checkups and lab work.

Wherever the unit happens to be parked, it usually is available to the public on a first come, first served basis.

Community Health Center Dental Department Dental Program Manager Kimberly Nay said the mobile dental unit will work with patients and families with flexible sliding fees based upon a family’s income and other factors.

Astigmatism can be corrected Dear Doctor: Our son recently went to the optometrist, and we were surprised to learn he has astigmatism and needs glasses.

My friends say astigmatism is common, but that it means he’ll never be able to wear contacts. Is this true?

Dear Reader: Your friends are both right and wrong. Yes, astigmatism is a common condition that occurs when part of the eye is not symmetrical.

Instead of being perfectly round, the cornea – we’ll talk more about this in a minute – is shaped more like a football.

And no, having astigmatism doesn’t automatically mean you can’t wear contacts.

Let’s start with a bit of anatomy.

The human eye is a remarkable organ that is made up of more than 2 million working parts.

Your eyes see light, shape, color, depth, distance and motion. They can focus on something a few inches from your face, on objects that are miles away and can detect peripheral motion in a surprisingly wide radius.

Of all the organs in the human body, only the brain is more complex.

Our eyes are so crucial to our survival that they are seated deep within the protective casing of the skull. Only about 15 percent of the entire eye is visible. The visible parts are the mechanisms that admit and control light, much like a camera.

And that’s where astigmatism comes into play.

The clear, dome-shaped surface of the eye is called the cornea. Behind it sits the iris, the colored part of the eye, which controls the size of the pupil. As light passes through the cornea, it bends, moves through the pupil and bends again as it passes through the lens.

The lens then sends a perfect image to the retina, a thin bit of tissue at the back of the eye. The retina is embedded with millions of receptor cells, which translate incoming light into the signals that the optic nerve will send to the brain.

When the cornea is less than perfectly round, this is known as astigmatism.

Incoming light misses the target area of the lens and the retina gets an imperfect image. The signals sent to the brain are then interpreted as blurred vision.

The good news is that astigmatism is easily corrected with prescription eyeglasses. And while at one time individuals with astigmatism couldn’t wear contact lenses, technological advances have made it possible.

Due to the asymmetry of the cornea, correction for astigmatism is directional.

That is, the corrective lens must sit at a certain angle.

Thanks to new technologies, contact lenses are now “weighted.” Instead of spinning out of focus with every blink, the thicker bottom edge settles into place for optimal correction. Your optometrist can tell you whether contacts are an option for your son’s particular kind of astigmatism.

Dear Abby: As DEAR ABBY parents of an adopted child, we Jeanne were concerned Phillips about when we would have “the conversation.” Then a neighbor told us about how they would celebrate “Gotcha Day” with their adopted daughter each year.

Gotcha Day is a day to celebrate because it’s the day we became a family. We “adopted” their idea and have been doing something special on this day since before our child could even say the word “gotcha.”

Early on, she had no idea what we were celebrating; she just knew it was a special day for us. Through the years, she was able to process exactly what it meant at her own pace, which relieved the need to ever have that dreaded conversation. Recently our daughter told us she loves this day more than her actual birthday.

I thought I’d share this with other adoptive parents who worry about when the right time might be to explain to their child that they were prayed for, wanted, loved and adopted. – Bless-

If South anticipates the bad breaks, he will discard a diamond at trick one; and if West leads another club, declarer should ditch his second diamond. Then, when West ruffs the third heart, which costs his natural trump trick, he cannot reach his partner for the second ruff.

Perhaps you noticed that ruffing at trick one was not fatal. After cashing the major-suit aces, South must exit with a diamond to start cutting the defenders’ communication. East can win and play a heart, but South will win and lead another diamond.

East takes that trick and gives West a heart ruff, but, again, that costs his trump trick.
