Reporter’s life worth more than Oscar POLL YESTERDAY’S

In the mid-2000s, my late father, a retired teacher, took a job teaching inmates at the Cook County Jail boot camp, which still sounds nothing like retirement to me.

He told me he worked with some great people there, including a younger guy who said he was interested in journalism, and my father wondered whether I’d speak with him about that career choice.

Of course, I said I’d be happy to talk to the guy, so eventually he called me at the office.

His first question was what I thought about journalism, the newspaper field in particular and how to go about breaking in. I explained my path but also that there was more than one way to go about it.

This would be a second career for him. He graduated from Marquette University in 1996 to become a teacher, but he had aspirations of becoming a war correspondent and wondered whether going to graduate school was necessary. He could’ve probably elbowed his way onto a small-town daily newspaper through some other route, but that didn’t seem to be what he was looking for in his mid-30s.

Both teaching and newspaper reporting are among the worst get-rich-quick schemes ever devised, so I don’t waste time on the lecture about low wages.

He said he’d already been accepted to the prestigious Medill School of Journalism at Northwestern University. Then it became a no-brainer. I’d managed both employees and interns from the program and agreed that would be an excellent career path that would lead to the kind of internships he needed to eventually be launched into some hellhole where war correspondents oddly find their peace.

In hindsight, it probably wasn’t a particularly memorable conversation for him, but it later became one for me. That man was James Foley, the fearless journalist beheaded by ISIS murderers in 1994 after his second kidnapping by

Islamic militants as he covered myriad conflicts in the Middle East.

I still think about Jim from time to time, and others like him, when I hear about how members of the media are enemies to the American people. I think about people who are willing to risk their lives to tell the stories of people they don’t know regardless of their race or religion – just because those people are human beings who are suffering and deserve a voice.

I think about how much more humanity a person like that has compared with those who’d casually lump any journalist or publication together with broad strokes. What would they be willing to risk? Some not only wouldn’t risk their lives to help Syrian people, as Jim did, but they wouldn’t even risk allowing people fleeing that devastation into their own country – the Home of the Brave?

“Jim: The James Foley Story,” a documentary on Jim’s life, was nominated for an Academy Award for best original song this year. Sting performed “The Empty Chair” for the crowd Sunday night.

The film aired on HBO and still is available on HBO Go and On Demand.

The song finished as a runner-up to “City of Stars” from the film “La La Land.” But a legacy like that of James Foley and the role of an honest journalist who practiced his craft with compassion and integrity is far more important than any statuette.

DeKalb’s annual police report shows crime increased in 2016

dzimmerman@shawmedia.com DeKALB – After experiencing the lowest crime numbers in 10 years during 2015, DeKalb Police Chief Gene Lowery said that the wheels have fallen off on local crime in 2016.

According to DeKalb police’s annual report, which Lowery presented during Monday’s City Council meeting, Part I crimes – murder, rape, robbery, aggravated assault, burglary, motor vehicle theft, larceny-theft and arson – rose 26 percent from 1,329 offenses in 2015 to 1,670 in 2016.

“In my 38 years in law enforcement, I’ve never seen such a dramatic increase in Part I crimes,” Lowery said.

While there were increases in all of the crimes in this class, the greatest change in these offenses was from property crimes, such as motor vehicle theft and burglary.

Burglaries to unsecured vehicles, in particular, accounted for the most significant increase in crime in 2016.

Lowery urged residents to lock their vehicles.

A total of 73 juvenile offenders committed 149 Part I crimes in 2016.

Lowery said this was partly because of a lack of accountability from their parents and within the courts, where they are being released to their families more frequently.

In 2016, the top 20 juvenile offenders with the DeKalb police had a total of 694 contacts with the police, accounted for 130 arrests for Part I crimes and generated 1,045 police reports.

The report also showed that the top female juvenile offender in DeKalb was 14 years old, had 104 contacts with the police and had been arrested 18 times. The top male juvenile offender was 17, had 95 contacts with the police and was linked to 83 crimes.

“Juvenile crimes are going off the charts,” Lowery said.

Part II crimes – including simple assault, disorderly conduct, driving under the influence, drug and liquor offenses, gambling and prostitution – also rose from 6,584 offenses to 6,847, a 4 percent increase.

Weapon offenses increased from 59 in 2015 to 79 in 2016, and shots fired rose from 41 to 57.

police to change course, Lowery met with the chiefs of police from Illinois communities with state universities earlier this month in Champaign to assess what factors are influencing increased crime rates and what can be done to reverse this trend.

Police chiefs raised concerns about property crimes, gun violence, armed encounters with the police, heroin use and overall destabilization of neighborhoods.

With declining enrollment in Illinois universities, rental areas designated for students now are being

inhabited by families who will not have access to public parks, grocery stores and other family resources, which may increase crime in these properties.

DeKalb’s crime-free housing program was cited by Lowery as an effective tool in reducing crime in or near rental property, as well as co-policing efforts with Northern Illinois University police.

“No one in this state has the level of cooperation, the partnership and the co-policing hand in hand with one another that we do,” Lowery said.

Police chiefs are expected to reconvene in the fall.

To combat future crime, Lowery said that the police department has implemented new policing strategies, such as the domestic violence unit and the target response unit, and is working to implement 20 new initiatives within the next 20 months, such as neighborhood policing programs and a juvenile delinquency risk reduction program.

He added that it is imperative that community members are talking with each other to increase neighborhood awareness of problems, and that economic growth and development would help prevent crime.

“If we don’t create opportunity in this city, this crime is not going away,” Lowery said. “Poverty and crime, regardless of your position on it, go hand in hand.”

Man accused of 2 rapes wants separate trials

browland@shawmedia.com SYCAMORE – A Kingston man accused of raping two girls at a 2016 party wants to have the cases against him tried separately and doesn’t want prosecutors to be able to bring up evidence of other crimes at trial.

Brenton Cleveland, 18, of the 34700 block of Glidden Road, Kingston, claimed in a recent motion that it would be unfair if the allegations from two different girls were tried together as a single case. In addition, Cleveland had to appear before a judge after a recent arrest for underage possession of alcohol.

“Although the allegations made by the two complainants make claims that these offenses occurred at [Cleveland’s] home during the same party, there are significant differences that require a severance of the charges,” defense attorney Gary Johnson wrote in the motion.

Johnson said the alleged assaults happened in different rooms in the house, the method of the alleged crimes was different and that neither girl was

in the vicinity of the other at the time of the alleged assaults.

“As a matter of fact, neither complainant even knew what the other complainant was Brenton alleging for a matter of Cleveland weeks,” Johnson wrote.

Cleveland faces charges of unlawful restraint, aggravated criminal sexual abuse and criminal sexual assault. If convicted of the most serious charge, criminal sexual assault by force, he could be sentenced to four to 15 years in prison.

Both of the alleged rapes happened May 14 at a party at Cleveland’s parents’ home in Kingston in celebration of his 18th birthday, police said. The father of one of the victims, a 16-yearold girl, said Cleveland was serving alcohol to minors at the party, according to court documents. The two girls contacted police May 26, police said.

Cleveland’s defense team, which also includes St. Charles lawyer R. James Haule, also wants to keep information about the separate allegations away from jurors.

“[Cleveland] suspects that the state will seek to introduce evidence of other crimes (in the form of evidence that the other complainant was also sexually assaulted),” Johnson wrote. He asked the judge “that all evidence of other crimes or conduct not be admitted to the severed trials,” according to court records.

Prosecutors haven’t yet responded to that motion, DeKalb County Assistant State’s Attorney Alicia Caplan said.

Cleveland was in court Monday after being arrested Feb. 13 for underage possession of alcohol, a misdemeanor.

Genoa police said they found Cleveland with a 12 pack and a case of Bud Light at Liquor ’n’ Wine in Genoa, according to court records. Because Cleveland was out on bond at the time of the Feb. 13 arrest, prosecutors had asked a judge to increase his bond and impose additional restrictions on his freedom.

Caplan said the possession of alcohol charge was concerning because the rape case includes allegations of underage drinking. She asked for Cleveland’s bond to be increased and that

he have to wear an alcohol-monitoring bracelet.

Johnson, the defense attorney, said there was no evidence in the Feb. 13 case that Cleveland was attempting to give alcohol to other minors. He also argued that his client shouldn’t have to post additional bond because he is working and has appeared on time to all of his court dates.

Johnson said the Feb. 13 incident was “just stupidity” on the part of his client. Haule said Cleveland had taken the beer from his parents house and was trying to exchange it.

Chief Judge Robbin Stuckert didn’t increase Cleveland’s bond, but she did order that he be fitted with an alcohol-monitoring bracelet at least for an unspecified period of time.

The judge also asked Caplan whether the prosecution had made a plea offer to Cleveland in the case. Caplan said that no offer had been made by the state or requested by the defense. She said an offer would be made before the next court date.

Stuckert could rule on the motion for severance at a hearing at 2 p.m.

Write-in candidates join races for DeKalb County election

Some local municipalities that were short of candidates for the April elections will now see contested races with multiple write-in candidates seeking office.

A write-in candidate’s name will not appear on the ballot, but voters can write the person’s name on their ballots to cast a vote for that candidate.

Write-in candidates must have been registered with the DeKalb County Clerk’s office by Feb. 2.

No write-in candidates have filed for any of the races in DeKalb or Sycamore.

For the village of Hinckley, no one

had filed to succeed Village President James Roderick by the initial deadline to appear on the ballot, but two writein candidates are now vying for the position: Village Trustee Nancy A. Nelson and Marci Ramsey.

Three four-year village trustee terms are also up for election in Hinckley. The only candidate whose name will appear on the ballot is appointed Trustee Michael D. Constant, but Timothy C. Sellers is now a write-in candidate seeking one of the seats as well.

Aaron Grandgeorge stood to run unopposed for another two-year term as Somonauk village president, but he now faces write-in candidate Andrew Alessia as a challenger.

Board is up for election, including the village president and six trustees.

Kathleen Curtis is still running unopposed for another four-year term as village president, but the total number of candidates seeking village trustee seats is now up to five with the filing of Christopher Higgins as a write-in.

Paul Naugle, a write-in candidate for Kirkland trustee, adds to the competition in the village, where five candidates have filed to appear on the ballot for three four-year terms that are up for election.

Meanwhile, the race to replace longtime Kirkland leader Les Bellah as village president still includes three candidates: Ryan Block, Harry Newberry and Trustee Wanda McMurray.

Two write-in candidates, Alfred Aspengren and Frank Ottengheime, have joined the race in Shabbona for three four-year trustee seats up for election.

Incumbent Jamie Deutsch and Joseph Perkins are on the ballot for Shabbona trustee seats as well.

The city of Genoa had only one write-in candidate file, Christopher Pulley who is seeking a spot as 1st Ward alderman. Also on the ballot for the four-year term are Adrienne Costanza and Glennis Carroll.

Born May 7, 1938, in Waterman, Illinois, the son of Elmer and Frances (Craig) Herrmann, Daniel married Sandra Osland on September 24, 1960 in Lee, Illinois. Daniel was a veteran of the U.S. Air Force. He was employed by General Mills in St. Charles

for over 20 years and was a member of the Shabbona Lions Club.

CORTLAND – A DeKalb man was killed Sunday in a single-vehicle crash on Somonauk Road south of Barber Greene Road near Cortland.

Ryan S. Brown, 28, of DeKalb, was driving a blue 2003 Dodge Durango north on Somonauk Road shortly before 3 p.m. Sunday when the vehicle went off the east side of the road.

The Durango went through a field and crashed into a grove of trees near the home at 592 N. Somonauk Road, according to a news release from the DeKalb County Sheriff’s Office.

Brown died at the scene. He was wearing a seat belt at the time, police said.

DeKalb council OKs Cornerstone rezoning

dzimmerman@shawmedia.com DeKALB – Rezoning to allow construction of a $7.5 million downtown redevelopment project on First Street and Lincoln Highway, called the Cornerstone DeKalb project, was unanimously approved by the DeKalb City Council during its Monday meeting.

Properties at 122 S. First St. and 112-118, 122 and 124 E. Lincoln Highway that were designated as a central business district were rezoned to a planned development commercial district, allowing for their demolition to create a four-story apartment building with surface parking in their place.

The building would include commercial areas on the first floor and 51 fully furnished single-bedroom units on the top three floors.

John Pappas, the principal developer, said he will begin applying for demolition permits Tuesday, and the project would start within 45 days and be completed within a year.

The City Council heard a preliminary presentation of the project during its Feb. 13 meeting. The Planning and Zoning Commit-

tee then recommended the development to the council after a public hearing two days later.

Had the city not approved the rezoning request, Pappas might not have been able to acquire all of the properties needed for the project or would have had to pay more to buy them.

Mayor John Rey said the project would be transformational and would be the largest private development built in decades.

Community Development Director Jo Ellen Charlton said that city staff began discussions with the developer in September and October and had to keep the talks private so they would not affect Pappas’ ability to acquire all of the properties.

The estimated cost of $7.5 million would include a $3 million tax increment financing contribution, which an outside financial consultant deemed to be a reasonable investment for the project, Charlton added.

Charlton said that Pappas indicated his willingness to deed the First Street property area to the city to pursue additional parking should any issues arise with the tenants or community members being unable to find parking spots.

SPRINGFIELD – Gov. Bruce Rauner’s administration is seeking to offer more Medicaid services through managed-care programs.

Rauner and two Cabinet members announced the plan Monday in Chicago.

It involves choosing a vendor that will provide managed-care services to 80 percent of Medicaid clients.

Bruce That’s up from 65 Rauner percent now. It also will be expanded to all Illinois counties and children in the care of the Department of Children and Family Services.

Rauner’s Department of Healthcare and Family Services said the program will encourage prevention and offer services backed up by evidence of success.

Judge: Probation for clerk’s office employee

CHICAGO – A former Cook County clerk employee who pleaded guilty to lying about an alleged bribe to a company run by the clerk’s husband has been sentenced to three years of probation.

Sivasubramani Rajaram pleaded guilty to making a false declaration to a grand jury. The maximum sentence was five years in prison. Rajaram said Monday that he lied to the grand jury investigating Cook County Circuit Court Dorothy Brown’s office because he feared retaliation from politically connected people.

Rajaram said stress from the investigation caused him to be hospitalized.

He has characterized the $15,000 given in 2014 to Goat Masters Corp., run

by Brown and her husband, Benton Cook III, as a loan. Rajaram was later hired by the clerk’s office.

Neither Brown nor Cook have been charged with wrongdoing.

Trump calls for surge in military spending

WASHINGTON – President Donald Trump is proposing a huge $54 billion surge in U.S. military spending for new aircraft, ships and fighters in his first federal budget while slashing big chunks from domestic programs and foreign aid to make the government “do more with less.”

The Trump blueprint, due in more detail next month, would fulfill the Republican president’s campaign pledge to boost Pentagon spending while targeting the budgets of other federal agencies. The “topline” figures emerged Monday, one day before Trump’s first address to a joint session of Congress, an opportunity to re-emphasize the economic issues that were a centerpiece of his White House run.

Domestic programs and foreign aid would as a whole absorb a 10 percent, $54 billion cut from currently projected levels – cuts that would match the military increase. The cuts would be felt far more deeply by programs and agencies targeted by Trump and his fellow Republicans, such as the Environmental Protection Agency, as well as foreign aid.

Veterans’ programs would be exempted, as would border security, additional law enforcement functions and some other areas.

“We’re going to start spending on infrastructure big. It’s not like we have a choice – our highways, our bridges are unsafe, our tunnels,” the president told a group of governors at the White House on Monday. He added, “We’re going to do more with less and make the government lean and accountable to the people.”

However, Trump’s final version of the budget is sure to leave large deficits intact – or even add to them if he follows through on his campaign promise for a huge tax cut.

Senate Democratic leader Charles Schumer of New York said, “It is clear from this budget blueprint that President Trump fully intends to break his promises to working families by taking a meat ax to programs that benefit the middle class.” He declared, “A cut this steep almost certainly means cuts to agencies that protect consumers from Wall Street excess and protect clean air and water.”

SYCAMORE – Fargo Home Furnishings opened its doors in downtown Sycamore for the first time Friday.

The store is on the ground floor of the new apartment complex at 355 W. State St. called Fargo On State Residential Suites.

The building was previously home to the historic Jane Fargo Hotel and was converted into apartments and commercial space by developer John Pappas.

Ronesha Peña, who co-owns the store with her husband, Omar Peña, said she was working with another furniture company when Pappas approached her about the possibility of opening her own store at his property.

“I looked at the architecture and the history of the building, and I saw a beautiful little store for the community here, so we agreed,” she said. “I’ve always wanted to be an entrepreneur, so this was a golden opportunity.”

Don’t mess with Clean Power Plan

Republicans have pledged they would not just repeal the Affordable Care Act, but also replace it with a serious alternative. They should hold themselves to the same standard on climate change.

If President Donald Trump moves to eviscerate the nation’s efforts to combat global warming, Republicans must have a believable alternative plan ready that would reduce emissions as much or more than current regulations would, enabling the U.S. to meet its international commitments.

Trump can start the process of undermining federal efforts to reduce the emissions of heat-trapping gases any time he wants – and he appears poised to begin soon. Much of the nation’s climate policy was not explicitly written into law by Congress; rather, the Environmental Protection Agency assembled it during the Obama years, based on general authorities Congress gave the agency years ago in the Clean Air Act. Using this administrative approach, the EPA has over the past decade finalized a series of rules on both vehicles and power plants, most notably the Clean Power Plan, which demands electric utilities cut their emissions from existing power stations.

Now that the Senate has confirmed the president’s pick to lead the EPA – former Oklahoma attorney general Scott Pruitt – The Post’s Juliet Eilperin and Steven Mufson report that Trump is preparing executive orders demanding the agency rewrite the Clean Power Plan and a water quality rule, appearing to confirm predictions the new administration would be hostile to environmental concerns. At best, a rewrite would signal the administration will put enforcement of the Clean Power Plan on hold as a long, formal process of regulation drafting and litigation takes its course. The country also could see its premier global warming policy replaced by a substantially weakened rule that lends the U.S. little international credibility – and harms what had been accelerating global efforts to fight emissions collectively.

For all the talk of job-killing federal overreach, the EPA estimated the Clean Power Plan would cost the economy only $5.1 billion to $8.4 billion in 2030 – far less than a drop in what now is a $17 trillion economy – and that ignores the value of various health and climate benefits on the other side of the ledger. Even for those on the fence about climate science, it should be clear enough that the U.S. must participate in the international effort to hedge against very bad potential climate outcomes.

If Trump or other Republicans have a better way of doing this, they should detail it before doing anything to the Clean Power Plan. In fact, a coterie of senior former GOP officials have offered a conservative path forward, proposing to replace EPA climate rules with a substantial carbon tax whose revenue would be rebated straight back to Americans. This is what conservative governing looks like. What do Trump and the rest of his party want to do?

Trump demands more from NATO For years, U.S. presidents have complained that the members of NATO refuse to kick in as much as American taxpayers do in providing for Europe’s defense. Let us hope President Donald Trump succeeds in his efforts to nudge them to pay their fair share.

NATO is a 28-nation alliance that was built to stop aggression from the Soviet Union in its tracks. An attack on any one member is regarded as an attack on all.

It was founded when Europe still was trying to dig out from World War II. Those days are gone. But NATO members have found it easier to play America for a sucker than to fund their own defense.

NATO members have pledged to spend at least 2 percent of their gross domestic product on defense. The United States leads its members far and away by committing 3.6 percent of its GDP on defense, a good deal of it to protect the Western world from threats.

Besides the U.S., only four countries have met their commitment to 2 percent: Britain, Poland,

Estonia and Greece. That means 23 NATO members are failing to carry their weight. The list includes such economic giants as France (1.78 percent), Germany (1.19 percent) and Canada (.99 percent).

Last week, U.S. Defense Secretary Jim Mattis delivered an ultimatum at a defense ministers meeting in Brussels: The U.S. will scale back its commitment to NATO unless other nations pull their weight.

“No longer can the American taxpayer carry a disproportionate share of the defense of Western values,” Mattis said. “Americans cannot care more for your children’s future security than you do.”

Unfortunately, Trump’s foolish and blustering remarks during his campaign and before he took office tended to muddy this message, leaving Europe with the sense that he wants the U.S. to retreat from NATO. In an interview with the Times of London and the German newspaper, Bild, before he took office, Trump branded NATO obsolete.

“It’s obsolete because it wasn’t taking care of terror,” he said.

Not exactly. NATO forces aided Americans in Iraq and Afghanistan, and are now assisting in the effort to bring down the Islamic State.

NATO also is vitally important in keeping Russia from expanding farther into Europe, after seizing Crimea and parts of Ukraine. As Mattis said, “Events of 2014 were sobering.” A strong NATO must not permit Russia to expand its influence.

This rebalancing of NATO commitments cannot occur overnight. But the warning has gone out to European nations to shift their budgeting priorities if they want the U.S. to retain its full commitment to NATO. Since the U.S. remains the most powerful military force on the globe, European states would be foolhardy to give up its protection for the sake of failing to kick in a little more to defend themselves.

That would only be fair. Let us hope the Trump administration holds firm on this issue.

In substance, Trump’s administration has accomplished quite a lot in five weeks. It overturned a passel of Obama administration executive orders issued on the falsifiable and now falsified assumption that Democrats would hold the White House indefinitely.

The Keystone XL and Dakota Access pipelines are now headed for approval, and the Environmental Protection Agency’s Clean Power Plan and Waters of the United States mega-regulations are on the way out.

Federal hiring is frozen, and two old regulations must be rescinded for each new one issued. The result has been some major changes in policy, as promised during the campaign – the way the political process is supposed to work.

The executive order blocking travelers from seven predominantly Muslim countries has been blocked by a federal appeals court decision – labeled “totally unconvincing” by former New York top court judge and Trump critic Robert Smith – which

the administration has meekly obeyed. A rewrite is being prepared.

Meanwhile, this week’s executive order enforcing existing immigration laws that the Obama administration refused to enforce (“prosecutorial discretion”) seems likely to deter future illegal entries. And it may well incentivize people who are already here illegally to, in Mitt Romney’s phrase, “self-deport” as state legislation in Arizona has done over the past decade.

Trump critics have pointed out, accurately, that immigration from south of the border has slowed since the 2008 financial collapse. The Trump enforcement strategy seems likely to slow it further, in a way that could falsify predictions of a majority-minority population by 2040 or so.

That’s consequential, whether you think it’s a good thing or not. And it’s probably what Trump voters hoped their candidate would accomplish.

Consider also the Trump record on appointments. The press is full of articles about the number of important positions still unfilled. True enough – and true also of the early Obama, Bush and Clinton administrations.

It’s an inevitable result of the detailed disclosure requirements and Senate confirmation process required by statute.

And there have been headlines after the firing, only 24 days into the job, of national security adviser Michael Flynn.

But some of Trump’s appointments clearly have been first-rate. Defense Secretary James Mattis and new national security adviser H.R. McMaster not only bring records of impressive accomplishments as military leaders and thinkers, but also have shown a steady willingness to speak truth to power.

Then there’s Judge Neil Gorsuch, who appears certain to be confirmed for the Supreme Court. In his engagingly written opinions as an appeals court judge, he has shown an openness to arguments from all ideological sides and to qualms about an ever-expanding administrative state.

These are not the kind of people you would appoint to the highest positions if you aspired to impose authoritarian rule over a free people.

Nor are they people you’d appoint if you wanted to abjure alliance commitments or kick sand in the faces of allies. Trump has had amicable and constructive meetings with the elected leaders of Britain, Japan and Canada and has argued with Mexico’s leader not to argue in public about the wall.

So whatever you think of the style, you have to admit there’s significant substance there.

Our initial contract was with Valentine Plumbing, to whom we paid $197,000 to begin work.

After many delays and half starts, the project ground to a halt and Valentine went bankrupt without any real progress being made. During the following summer, in 2016, we began to notice intermittent losses in water pressure and the consistency of the hot water supply to the apartments.

While we continued to negotiate contracts, and once the work did begin to complete our original plan, we spent $48,900 attempting to keep the existing system functional until the work could be completed on the new system. By early November, the new systems were in place and running in all eight buildings.

In total we have spent $975,000 installing eight boilers to provide both heat and hot water in the eight separate buildings affected by this unfortunate turn of events,

and we continue to work diligently to ensure they are working to their full potential.

Most of our employees are tenants here, and were during this period of time, and were affected equally as tenants by the diminished hot water supply.

Throughout the project, we continued to update our tenants as progress was made and as the water to buildings needed to be temporarily shut down for the work to take place.

We offered a wide set of arrangements to any tenants who came to us with concerns about the situation, including but not limited to lease terminations and the relocating of people to apartments in buildings on the complex not affected by the failing boiler.

We understand and share the frustrations of our valued community here and we have done everything in our ability to make the situation right.

To the Editor: This is not a letter to endorse, or not endorse, any candidate in the upcoming election.

My wife and I have lived in DeKalb for almost 40 years now, and every election season, many of the candidates for municipal, township, county and various other boards all have said the same three things.

The words that they use may change, but the rhetoric is the same.

1. They promise to improve relations with Northern Illinois University. With so many candidates promising this over the years, our relations with NIU should be fantastic at this point.

2. They promise to “hold the line on” or, even,” lower” taxes for the residents of the districts in question. If this had actually happened as many times as was promised, we would have government units paying us by now instead of us paying them.

3. They promise to bring new jobs to the districts or communities in question.

Sometimes it is said as “improve the business climate,” or “recruit technology firms,” or “increase the opportunities.”

However, it is all a variation on the same theme.

When you go to vote in the upcoming elections this year, try to look past the old rhetoric. Look for someone who does not speak in global terms such as these. We need fresh and new ideas, not rehashes of old rhetoric.

Substance and style – it’s easy to get them confused or mistake one for the other. And they’re never entirely unconnected, though exactly how much so is a matter of debate.

That’s especially true when it comes to evaluating President Donald Trump’s performance – a word particularly ambiguous in his case, as referring to either oratorical style or policy substance.

The Trump’s detractors see a would-be autocrat threatening freedom of the press (“dishonest media”) and the independence of the judiciary (“so-called judge”). They see a barefaced liar or fantasist who maintains that his 306 electoral votes (two of which were cast for others) were more than George H.W. Bush’s 426 in 1988, Bill Clinton’s 379 in 1996 and Barack Obama’s 365 in 2008.

But the detractors’ case can be overstated – and often has been in the press, much of which seems bent on validating Trump’s news conference statement that “the press has become so dishonest.” They pooh-poohed his misleading reference to immigrant violence in Sweden, only to learn, from rioting just a few nights later, that it’s a real thing.

The press expects that Trump’s denunciation of leaks is the preliminary to a government crackdown on free speech. But so far, there has been nothing like the Obama administration’s subpoena of New York Times reporter James Risen, its naming Fox

ELMHURST – The Glenbard East boys basketball team took an early lead when it rained 3-pointers in the first quarter of the opening round of the Class 4A York Regional on Monday.

However, DeKalb senior Michael Mitchell provided plenty of payback in the third quarter.

That’s when Mitchell drained four 3-pointers, and the No. 11 Barbs eventually distanced themselves in a 64-42 victory over the No. 22 Rams.

“He hits the one, and then we ran three straight plays for him because when he’s in a groove, we have to get him going,” DeKalb coach Al Biancalana. “Credit him for making the shots, but it’s a credit to the guys screening for him and the passes that are on time and on target so he can stay in rhythm.

He had that big third quarter, and that was it.”

Mitchell finished with a team-high 15 points, going 4 for 5 from 3-point range as part of DeKalb’s 20-2 run in the third quarter. DeKalb senior center Darvon Sisson had a double-double with 12 points and 14 rebounds, and senior point guard Cole Tucker added 13 points – going 6 for 7 from the floor with several fancy finishes near the basket.

The Rams (3-26) entered the game with only three wins on the season, however, they went 5 for 9 from 3-point territory in the first quarter to head into the second with a 16-12 advantage.

“In the postseason anything can happen,” Biancalana said. “They’re a team that doesn’t have a very good record, but they have a good team and I’ve watched them play. Even the games they lost, they’ve always been right there. It scares the living daylights out of you when you play teams like that.”

Glenbard East junior forward James Peterkin scored a game-high 16 points, and freshman point guard Alijah Nelson added 14 and made four 3-pointers. Each made two 3-pointers in the first quarter.

Glenbard East’s shooting settled down in the second quarter, in which the Rams went only 2 for 10. The Barbs (19-10) went 6 for 12 and rode an 11-0 run into halftime to take a 27-20 lead.

Hawks surge behind top 2 lines

mlazerus@suntimes.com CHICAGO – No matter how many goals he scores, no matter how much his line tears up the league, no matter how much hardware he racks up, Patrick Kane always is going to be a second-liner with the Blackhawks.

That’s because Jonathan Toews is the No. 1 center, and his line – in all its dozen-plus incarnations over the past two seasons – is always designated the “top line.”

“Yeah, I think they’ve always been the first line, right?” Kane said with a laugh. “They’re No. 1 on the depth chart.

Hopefully, going into the playoffs, you have that 1A, 1B type of situation.”

Well, it’s only February, but that’s certainly the case these days, as the Hawks’ top two lines are red hot and feeding off each other. Since Toews was joined on the top line by Nick Schmaltz and Richard Panik, the trio has combined for 15 goals and 23 assists in 10 games, nine of which were victories. In that same span, Kane has nine goals and seven assists, even matching Toews’ hat trick in Minnesota with one of his own the next game.

Toews shrugged off the idea that there’s internal competition between him and Kane, but Kane freely admitted it exists.

“Sure, absolutely,” Kane said.

Both Toews and Kane were having subpar seasons through the first half. Kane still was racking up points, thanks in part to a career year by Artem Anisimov, but he had only eight goals through the first 32 games, far below the pace he set last season when he scored a career-high 46. But only five players in the league have more goals than his 16 since.

Toews, meanwhile, had four goals

in his first 26 games this season; he has 12 in the 27 games since. Two months ago, Toews was destined for the worst offensive season of his career. But he has been so ridiculously productive lately that he’s exactly back at his career average of 0.87 points a game. After dealing with a back injury that cost him nine games in November and December, Toews looks like his old self again, with that familiar burst of acceleration and the strength to win battles in the corners and to get to loose pucks in the crease.

The one obvious difference between Portis and Gibson is range. At 6-foot11, Portis will step out from beyond the 3-point arc and let it loose, shooting 38 percent from out there this season. Gibson’s game was more about the paint.

“The one thing it does allow us to do is our first and second groups are playing very similar,” coach Fred Hoiberg said of the look they now get from Portis.

“Before that, that first unit really had its own package.”

Portis hasn’t been the only young Bull to start showing what he can do with more minutes, either. The trade also has given Denzel Valentine more playing time, especially with McDermott out of the way.

All Valentine has done the past two games is average 13 points, and shoot 8 for 13 from beyond the 3-point arc.

“I feel like all the young guys, we come in here and work hard every day, so of course when the opportunity is given we’re going to give big minutes,” Portis said of his teammates that are now getting in the rotation. “That’s the biggest thing with us. Going out there and playing hard, playing together as a team.

CHICAGO – Bobby Portis has been keeping track.

The second-year big man knows which outsiders have been criticizing his game and deeming him unworthy as the No. 22 pick overall in the 2015 draft.

Monday, he had some answers for those doubters.

“I don’t care about nobody judging me,” Portis said when asked whether he has been evaluated fairly since putting on a Bulls uniform. “At the end of the day, I’m going to play basketball. That’s my job. I’m going to go out there and do the things I do well. I feel like sometimes people misconstrue just because you don’t play, and they can say some things like that.

“I don’t really care about anybody judging me at this point. At the end of the day, I’m still going to be Bobby Portis.”

Make that Bobby Portis – starting forward for the Bulls.

Since Taj Gibson and Doug McDermott were shipped to Oklahoma City at the Thursday trade deadline, Portis has

been the fill-in starter for the Gibson vacancy. Even before that, he was playing a bigger role the two previous games before the All-Star Game, as Nikola Mirotic was struggling with a back issue, and just struggling in general with his game.

Portis saw 31 minutes in the loss in Minnesota, scoring 16 points, and was huge Bobby Portis in the Feb. 16 win over Boston, pouring in 19 points in 26 minutes. In the two games he started since Gibson was sent west, he has averaged eight points and five rebounds – both wins for the Bulls.

“Actually, I was over at Taj’s house two days before [the trade], and we were just talking about everything, like some of the trade rumors and things like that,” Portis said. “Once Taj got traded, I sent him a big, long thank you for showing me the way, things like that.

“He was always saying, ‘Always stay ready BP, because around this league crazy things happen.’ You know, crazy things happened for real, so it was just a crazy moment a couple days ago.”

and now is managing the Sox through a rebuild.

“I’m in a great place,” Renteria said. “Baseball does what it does, and

I think we all have to take account of ourselves. We keep perspective, and we try to find some balance. There are worse things that have happened to people.

“Always initially you feel a sense of a little blow. But you put it in perspective and realize things keep moving forward, and here I am now with the Chicago White Sox. Things happen.”

Other teams reached out to Renteria with coaching offers when Maddon unexpectedly became available to the Cubs. That he still was on the Cubs’ payroll made it easier for him to sit out a year and re-evaluate things.

“Oh, sure, it would be a lie if that wasn’t a part of being able to get through that,” Renteria said. “You’re able to spend time with your family, take advantage of that particular situation.”

If hard feelings linger, Renteria is doing a good job of hiding it.

“You have to allow everybody to enjoy the things that are moving forward,” he said. “Once you’re out of it, you step back and let them enjoy what they are reaping. They deserve it.”

The Cubs celebrated their first world title since 1908 while Renteria was preparing to help the Sox build from the ground up, hopefully in the same way the Cubs did.

“I guess there is some irony to it,

but it’s all good,” Renteria said. “I’m really happy to be here, in the situation we’re in. The organization is taking the step that is, hopefully, leading us, as many organizations have done over the last six or seven years, to create something more sustainable over time.”

Epstein said he saw Terry Francona take things he had learned on the job with the Phillies to his job with the Red Sox, where Epstein and Francona won together. There is a benefit to a second go-around for a manager, Epstein said.

“Seems like [Renteria] has a lot of talented young players to work with over there,” Epstein said. “And his energy and personality will be real assets to help develop those kids, keep them positive, keep them moving forward.”

When Maddon didn’t meet Renteria at home plate for the lineup exchange before the Cactus League game between the teams Monday, there was a little press-box buzz that Maddon was snubbing him. But Maddon never goes out there in spring training.

Perhaps Renteria will give him the business over that beer.

“He’s a really good fellow,” Maddon said. “He’s a really bright fellow, too.

Very engaging, gregarious. Shoot, I’d love to know him better. I think he’s awesome.”

Indeed, Toews’ resurgence has completely changed the complexion of the team. For the first time, really, since the start of last season, the Hawks aren’t just a one-line team, leaning heavily on Kane, Artemi Panarin and Anisimov. Opponents now have to pick their poison, because they can only use their shutdown line on one or the other.

Not that anyone’s been able to shut down either line lately.

“It’s good that both lines are producing,” Toews said. “We’re clicking and want to keep that going.”

And with the Minnesota Wild and the top seed in the Western Conference suddenly within reach, the top two lines – or perhaps more accurately, the two top lines – could make the difference.

“You see the way they play – they control the puck, they’re fending off checks, they get to the net,” Kane said of Toews’ line. “It’s definitely a little bit of motivation. It couldn’t come at a better time, especially with this stretch run, where we need to win games going into the playoffs. Those guys have been playing awesome. They’ve been leading the charge, and [we’re] just trying to follow.”

MESA, Ariz. – White Sox manager Rick Renteria and Cubs manager Joe Maddon crossed paths last week at a media event.

“Just said hello,” Renteria said.

“Just briefly. He’s always been very cordial. I’m sure we’ll have a beer sometime, absolutely.”

Oh, to be a fly on the tavern wall to hear those two talk. It was Maddon who took over for Renteria as the Cubs’ manager after the 2014 season, guiding them to the National League Championship Series in his first season and to a World Series championship in his second.

It was tough for Renteria to watch.

He had helped develop some of the Cubs’ young players before being unceremoniously let go by Theo Epstein and Co. with two years left on his contract.

Those pitching moves have been dissected ever since, but Hendricks insists he’s OK with it all.

“Everybody’s asking it,” he said.

“My answer is, as a competitor in the moment, obviously you never want to come out. But nobody can sit in Joe’s position and make those decisions in real time. You’re never going to have a perfect manager. There are never perfect decisions.

“In that game there were so many other factors people don’t see. I got into a few jams that kind of hurt me getting deep into the game. You have to get guys warm in a Game 7 like that. Once you start getting guys up in the pen, then you’ve got to use them eventually or else you’re going to lose them.

“I knew going into the game if I were to get four innings even, it was going to be a long start for me. With all that being said, [Maddon] is the guy that we have at the helm, and trust me, I trust him with everything.”

Shortly after that game, both Maddon and Hendricks were fitted for World Series rings.

“We did it,” Hendricks said. “That’s all that matters.”

The lens then sends a perfect image to the retina, a thin bit of tissue at the back of the eye. The retina is embedded with millions of receptor cells, which translate incoming light into the signals that the optic nerve will send to the brain.

When the cornea is less than perfectly round, this is known as astigmatism.

Incoming light misses the target area of the lens and the retina gets an imperfect image. The signals sent to the brain are then interpreted as blurred vision.

The good news is that astigmatism is easily corrected with prescription eyeglasses. And while at one time individuals with astigmatism couldn’t wear contact lenses, technological advances have made it possible.

Due to the asymmetry of the cornea, correction for astigmatism is directional.

That is, the corrective lens must sit at a certain angle.

Thanks to new technologies, contact lenses are now “weighted.” Instead of spinning out of focus with every blink, the thicker bottom edge settles into place for optimal correction. Your optometrist can tell you whether contacts are an option for your son’s particular kind of astigmatism.

My friends say astigmatism is common, but that it means he’ll never be able to wear contacts. Is this true?

Dear Reader: Your friends are both right and wrong. Yes, astigmatism is a common condition that occurs when part of the eye is not symmetrical.

Instead of being perfectly round, the cornea – we’ll talk more about this in a minute – is shaped more like a football.

And no, having astigmatism doesn’t automatically mean you can’t wear contacts.

Let’s start with a bit of anatomy.

The human eye is a remarkable organ that is made up of more than 2 million working parts.

Your eyes see light, shape, color, depth, distance and motion. They can focus on something a few inches from your face, on objects that are miles away and can detect peripheral motion in a surprisingly wide radius.

Of all the organs in the human body, only the brain is more complex.

Our eyes are so crucial to our survival that they are seated deep within the protective casing of the skull. Only about 15 percent of the entire eye is visible. The visible parts are the mechanisms that admit and control light, much like a camera.

And that’s where astigmatism comes into play.

The clear, dome-shaped surface of the eye is called the cornea. Behind it sits the iris, the colored part of the eye, which controls the size of the pupil. As light passes through the cornea, it bends, moves through the pupil and bends again as it passes through the lens.

Dear Abby: As DEAR ABBY parents of an adopted child, we Jeanne were concerned Phillips about when we would have “the conversation.” Then a neighbor told us about how they would celebrate “Gotcha Day” with their adopted daughter each year.

Gotcha Day is a day to celebrate because it’s the day we became a family. We “adopted” their idea and have been doing something special on this day since before our child could even say the word “gotcha.”

Early on, she had no idea what we were celebrating; she just knew it was a special day for us. Through the years, she was able to process exactly what it meant at her own pace, which relieved the need to ever have that dreaded conversation. Recently our daughter told us she loves this day more than her actual birthday.

We would no doubt continue with the heart ace, heart king and heart four. Here, though, West would ruff with the spade nine and shift to the diamond two. East would win with his king and give partner a second heart ruff. Then the diamond queen or a diamond to the ace would set the contract.

If South anticipates the bad breaks, he will discard a diamond at trick one; and if West leads another club, declarer should ditch his second diamond. Then, when West ruffs the third heart, which costs his natural trump trick, he cannot reach his partner for the second ruff.

Perhaps you noticed that ruffing at trick one was not fatal. After cashing the major-suit aces, South must exit with a diamond to start cutting the defenders’ communication. East can win and play a heart, but South will win and lead another diamond.

East takes that trick and gives West a heart ruff, but, again, that costs his trump trick.
