




Seton Catholic College is a Catholic co-educational College located in Samson which is 15 kilometres from the Perth CBD and five kilometres from the heart of Fremantle
Seton Catholic College was established in January 1990 as a secondary school of the Archdiocese of Perth It is a Catholic College founded on the traditions and experience of the two pre-existing schools from which it was developed – St Brendan’s College, established in 1964 by the Society of African Missions and De Vialar College, established by the Sisters of St Joseph of the Apparition in 1968 from their previously existing St Joseph’s School in Fremantle, established in 1855
St Elizabeth Ann Seton whom the College is named after was the first American to be canonised in 1975 by Pope John Paul VI St Elizabeth Seton was a wife, mother, convert, educator, religious foundress, widow and saint who lived in America in the 19th Century Her legacy lives on through the work of the Sisters of Charity of St Joseph in their work supporting children, families and the elderly through the provision of education and health care services Mother Seton started the first free school, St Joseph's in Emmitsburg USA in 1810
The College is known for its high-quality pastoral care which permeates all aspects of school life Its importance is based on the belief that we are all made in God’s likeness and, therefore, each one of us is valued and deeply respected We believe both students and staff will give their best when they feel part of a positive community where there is respect for each other
Each student at Seton belongs to one of six Houses, each run by a Head of House who monitors the academic progress and general welfare of each of their students A program for new students ensures that they feel welcome, make new friends and are comfortable with College structures and programs We see and believe that every interaction matters in developing and maintaining a flourishing Catholic school.
The College currently caters for 1120 students (as December 2024) from Year 7 to 12 and offers the full range of academic and vocational subjects that parents and students have come to expect. We are proud to promote and acknowledge students for their dedication and commitment to their studies whilst academically gifted students are exposed to a variety of learning experiences that are designed to present them with new challenges
When considering the College’s Strategic Intents for the next three years –Catholic Identity, Education, Community and Stewardship - alongside the ongoing Improvement Goals (collectively known as the Catholic School Improvement Plan), it is essential to prioritise Faith Formation and Mission objectives. These serve as the foundation for all School Improvement initiatives and influence all four pillars. Within the Catholic Identity pillar, three core focus areas have been identified: a Concern for Justice, the Witnessing Mission of Catholic Education and Faith Development.
The College School Improvement Plan includes two improvement goals within the focus area of a Concern for Justice: enhancing staff awareness and engagement with the College’s core value of service and fostering staff understanding and appreciation of social justice through College and House Charity initiatives
Seton Catholic College embraces service as a core value, exemplified through its comprehensive Christian Service-Learning Program Designed for students in Years 7 – 12, this program encourages a lifelong commitment to community engagement, servant leadership and fostering a spirit of generosity
To graduate, Year 12 students must complete a minimum of 40 hours of service, underscoring the importance of giving back as an integral part of their education For Years 7 and 10, Christian Service-Learning activities are seamlessly integrated into their annual Retreats, combining reflection with meaningful, hands-on service experiences
The College offers diverse opportunities to support students in fulfilling their Christian Service-Learning hours. These include roles in coaching, leadership, participation in student-led groups, assisting at Retreats, contributing during the Integrated Program and other community-oriented activities. These initiatives empower students to make meaningful contributions both within the College and in the wider community.
Exceptional commitment to service is celebrated through the awarding of Ministry badges, with recognition for students who complete over 50 hours of service and additional accolades for those achieving more than 100 hours.
In 2024 the Year 12 cohort completed a total of 8,839 Christian ServiceLearning Hours. A remarkable group of 56 students were awarded badges in recognition of their outstanding commitment to Service.

Seton Catholic College is committed to fostering an understanding and appreciation of social justice among its staff through a range of initiatives connected to the College’s Mission and Values Central to this commitment is the College’s Charity Procedure, which provides a clear framework for the charity initiatives supported by the College community
In 2024, the College introduced a focus on aligning its six Houses with specific charity initiatives that reflect each House’s unique theme and patron.
This alignment will continue in 2025, further strengthening the connection between House identity and social justice efforts. These initiatives offer meaningful opportunities for staff to engage with the values of their Houses while contributing to causes that align with the College’s ethos.
To support staff in this mission, the College incorporated Ministry professional development in 2024, with a particular focus on House identity and charity initiatives. This professional development equips staff with a deeper understanding of their House’s values and Patron, enabling them to actively participate in and lead charity activities within the College.
Through these structured efforts, Seton Catholic College ensures that staff are supported in living out the College’s commitment to social justice, creating a culture of service and solidarity within the College community.
Witnessing Mission of Catholic Education
Staff to engage in opportunities to build and develop the College charism, House values and culture. The key focus area, the Witnessing Mission of Catholic Education relates to the values, charism and culture of Seton Catholic College. The foundation of the Catholic identity of the College.
The Seton Catholic College School Improvement Plan promotes this key focus area by offering staff meaningful opportunities to build and develop the College’s charism, House values and culture In 2024, this included the continued promotion of the College Patron, St Elizabeth Ann Seton, through the Seton Day Mass, the Religious Education Curriculum and the introduction of a new Year 11 Leadership Retreat focusing on the faith journey and personal story of St Elizabeth Ann Seton
Additionally in 2024 key emphasis has been placed on celebrating the lives and work of the six College House Patrons Staff and students have participated in College initiatives that promote House identity and deepen the connection between House culture and Catholic values These efforts aim to inspire the College community to live out its mission and embody its Catholic identity in daily life
Faith development is a central goal of the Seton Catholic College School Improvement Plan For staff to effectively evangelise they need opportunities to grow in their own personal faith Faith development remains a cornerstone of the culture at Seton Catholic College, with numerous opportunities for students and staff to deepen their spiritual lives and connection to the Catholic faith.
In 2024, the College marked its third consecutive year of offering Special Minister of the Holy Eucharist Training for both staff and students, empowering them to actively participate in and serve the College’s faith community.
Community Mass is celebrated every Tuesday morning in the Chapel by College Chaplain, Father Francis Community Mass continues to be a significant spiritual opportunity for staff and students These Community Masses also celebrated important Feast Days and significant events, further enriching the College’s liturgical life
The College came together as a community to observe key moments in the liturgical calendar, including the Whole School Liturgy for Ash Wednesday and the liturgical celebration of the Stations of the Cross The College community gathered together to celebrate the Opening Mass at the beginning of the year Thanksgiving Mass celebrated at the end of the year On Seton Day the College community gathered together for Seton Day Mass This event celebrates and commemorates our College Patron, Sait Elizabeth Ann Seton and the rich tradition of Seton Catholic College In 2024 at Seton Day Mass Local Noongar Elder and member of the Seton Catholic College Community, Ms Neta Knapp performed a Welcome to Country to recognise and acknowledge the rich history of the greater Walyalup (Fremantle) area These community gatherings underscored the College’s commitment to fostering a shared faith experience and celebrating its Catholic identity
Through these initiatives, Seton Catholic College provides meaningful avenues for students and staff to grow in their faith, ensuring that the College community remains grounded in its mission to “Seek Christ ”
The ‘Set for Seton – Set for Life’ Program at Seton Catholic College is a thoughtful initiative aimed at easing the transition for Year 6 students into Year 7. By offering up to eight engagement opportunities before the school year begins, the program ensures that new students feel prepared and welcomed The dedication of Student Leaders and staff, who spend many afternoons supporting this program, is commendable
The Set for Seton – Set for Life Program is a testament to the College’s commitment to pastoral care, striving for excellence in supporting both students and families At the other end of the Seton journey, the expansion of the Set for Life Program to offer alternatives to traditional Leavers’ celebrations such as the Service Tour to Thailand demonstrates the College’s innovative approach Students who participated in this tour, which included service at the Marist Centre in Bangkok and evening activities, reportedly returned with transformative experiences, making it a successful and meaningful alternative as students transition into adulthood
Seton Catholic College’s commitment to excellence in pastoral care is further demonstrated by the development of the Pastoral Tile, set to be launched for families in 2025 This resource will provide key pastoral information and advice for students and families, addressing a wide range of wellbeing concerns such as anxiety, depression, friendships, parenting, school refusal along with other related issues The Pastoral Tile will also offer access to external contacts and resources, making it a valuable tool for the College community This wonderful initiative, which has taken a year to develop, underscores the College’s dedication to supporting the holistic wellbeing of its students and their families By continually striving to support the well-being and development of its students, families and staff, Seton Catholic College ensures a nurturing and enriching educational environment
Seton Catholic College Pastoral Community prioritises the safety of its students above all else. The College firmly believes in amplifying the voice of the child in all its endeavours. To ensure students feel safe and secure on campus, the College has implemented various measures
One such measure is the use of Microsoft Forms to gather regular feedback from students This tool has significantly enhanced student voice, enabling the College to better understand and address their needs A Wellbeing Survey conducted via Microsoft Forms revealed that students generally feel safe and have a strong sense of belonging at Seton Catholic College The insights gained from this survey have been crucial in shaping the College’s safety procedures and Wellbeing / Life Balance Programs
Additionally, the 2024 Head Boy made himself available every Friday lunchtime, providing students with an opportunity to voice their concerns and opinions in person
Our thriving Peer Support Program and Leadership Programs continued in 2024, offering students the chance to lead and induct new students into the College These programs provide a platform for students to develop valuable leadership skills By empowering our students to support each other, we aim to create a safer and more supportive environment for all The high number of applicants for these positions, far exceeding the available spots, highlights the pride and enthusiasm students have in being elected as Peer Support Leaders This overwhelming interest underscores the strong sense of community and commitment to leadership within our student body.
The College Ambassador Program has gone from strength to strength We receive regular feedback about our ambassadors and in fact it is often a key reason some families choose Seton Catholic College as a future school for their child
Seton Catholic College Pastoral Community continues to offer Assistant Head of House and Assistant Head of Learning Area positions to provide additional support to its students and staff The College believes that by providing these positions, it can ensure that its students and staff have the support they need to thrive

Seton Catholic College recognises First Nations people as the custodians of the land and is dedicated to providing educational opportunities that enable First Nations children to reach their full potential with a strong sense of identity and agency The College demonstrates respect for the First Nations culture and traditions and is committed to promoting reconciliation
In 2024, the College celebrated NAIDOC Week and Reconciliation Day These events provided a wonderful opportunity to celebrate First Nations culture and traditions and promote reconciliation The celebrations included the involvement of Elders, a community morning tea and the opening of a Yarning Circle Ms Erin Tapp, our Indigenous Liaison Officer, works diligently to regularly promote understanding and respect for First Nations and Torres Strait Islander people and their cultures
Additionally, the College conducted an interview and appointment process for a Set for Life Indigenous Traineeship The successful applicant, current Year 12 student Kasey Scharfe, will join Seton Catholic College’s teaching staff in 2025 This initiative further demonstrates the College’s commitment to supporting First Nations students and fostering a strong sense of community and leadership The College has continued to adopt First Nations names around the campus
The revitalisation of our House Banners also involved our Local Elder Ms Neta Knapp and First Nation students at the College This process was awarded a Certificate of Merit at the QCE CEWA Awards Ceremony in October this year

As part of the Set for Seton Program, Seton Catholic College has continued the Team Seton Family Agreement, a partnership between the College and families to support students’ education and wellbeing The program is not limited to social media and phones; however, some interesting results from the Year 7 (2025) cohort are included as an example below These results help empower parents to make family decisions

The College has strengthened student and staff awareness of learning progress by refining assessment design, moderation and feedback processes Key initiatives included a comprehensive review of assessments, the development of standardised rubrics and the implementation of structured moderation practices Enhanced feedback processes were introduced, with data collection demonstrating their impact on student achievement The consistent use of SCSA Judging Standards has further supported accurate and equitable grading
Seton has prioritised the implementation of innovative teaching practices and the development of dynamic learning environments that foster student engagement and ownership of their education. These efforts have encouraged active learning, critical thinking and collaboration, with a focus on involving parents in the learning process.
The College has expanded programs that connect knowledge and skills to real-world applications, both within curriculum areas and extracurricular activities Learning environments have been designed to enhance engagement and student and staff feedback has informed continuous improvement The Vision for Learning is now embedded across multiple platforms and within learning programs, reinforcing a shared educational philosophy Additionally, the development of the "Seton Parent" in the Vision for Learning and the integration of student agency into the Year 7 and 9 programs reflect the College’s commitment to fostering independent, lifelong learners

Seton Catholic College is committed to maintaining high levels of student attendance, recognising its direct impact on student wellbeing and academic success. A structured, multi-step process ensures that all unexplained absences are addressed promptly and that students receive the necessary support to engage fully in their education The following steps outline the College’s approach to managing non-attendance, emphasising communication with parents and guardians, monitoring student absences and providing appropriate interventions when required
Step 1: Student Services Officer contacts parents/guardians for unexplained absences
Step 2: Pastoral Care Teacher contacts parents for initial unexplained absences and accurate records are kept Student absences are monitored
Step 3: Head of House Assistant meet with Head of House weekly and check absences weekly This information is shared with PCG teachers and PCG teacher touch base with student Parent/Guardian is contacted for unexplained absences and Head of House Assistant offers support, reminder letter to contact the College with reason for student absence is sent to parent/guardian Head of House Assistant monitors student absences
Step 4: Head of House meets with Head of House Assistant weekly Head of House applies cause of nonattendance checklist if student absence is ongoing and contacts parent/guardian to discuss a support plan Head of House informs Dean of Students and continue to monitor with liaise with Dean of Students
Step 5: Head of House meets with Dean of Students to discuss students of concern and assist in meetings with parents/guardians to offer support for student.
Step 6: Deputy Principal (Wellbeing) meet with Dean of Students to discuss students of concern.

To support staff wellbeing in 2024, the College Leadership Team has maintained active dialogue with Middle Leaders to keep abreast of and support the personal and professional needs of Teachers in regards the Relief Roster The College Relief Roster is managed with a spirit of equity which is based on the needs of staff and aims to provide subject specific teachers in relief classes, allowing for educational continuity and ensuring staff are not overburdened on their return to work
The College has facilitated the employment of Examination Invigilators for Year 11 and 12 Exams to support teachers with marking time and allocations Processes of planning Year 9 and 10 Exam Schedules have been refined so that subject specific teachers supervise their own classes during their own class time, protecting their DOTT time
As a result of the new Enterprise Agreement of 2023, staff were able to access their inaugural Discretionary Day, which all teaching staff were highly encouraged to utilise to support their wellbeing Staff were also financially compensated for Camps and Co-curricular hours above their recommended 40 hours Increased personal preparation time in Professional Development Days has also been allocated
A cross-curricular AI Development group has been established to explore how AI can reduce teacher workloads, enhance capabilities, and automate administrative tasks
Seton Pause continues to be available to all staff as a Christian Meditation opportunity once a week
A Dean of Inclusion and Diversity has been employed in 2025 to support our Middle Leaders in catering for students of all abilities by ensuring Individual Education Programs are effectively implemented in mainstream classes Support teachers will be placed in Foundations classes to support the inclusion of St Joseph’s Centre students
Compliance
Seton Catholic College operates within the following financial philosophy: Fees should be set at an affordable level for families that choose to send their children to the College No family should be denied the opportunity to attend due to their personal financial circumstances College expenses should be set to allow for a modest accumulation of reserves each year to contribute towards future development, while still providing for excellence in spiritual, pastoral and academic needs Facilities should be maintained at a level that optimises education opportunities Staff and students should be appropriately resourced to facilitate teaching and learning College Suppliers should act in an ethical business manner and wherever possible our procurement practices identify, assess and address modern slavery risks
This year has been financially challenging, with record global inflation driving up everyday costs, alongside historically high salary pressures Salaries represent approximately 80% of our operating costs, and the impact of cost and salary increases will result in a modest cash deficit for the year ended 31 December 2024

In looking forward to 2025 the financial challenges continue Salaries are forecast to rise a minimum of 3% for teachers and the impact of salary increases for Support Staff is not yet clear with the Enterprise Bargaining Agreement yet to be finalised General expenditure is expected to again be impacted by inflation
In setting the 2025 tuition fees it is necessary to provide for an increase of approximately $350 per student to produce a balanced budget
As a result, the 2025 annual tuition fee will be set at $5,714 This remains one of the lowest tuition fees for a private secondary school in the Metropolitan area. As always, any families experiencing financial difficulties will be able to discuss this confidentially with the College so that we can support on a case-by-case basis. In addition, any family on a Health Care Card will have their tuition reduced to $1,500 for the year.
Looking forward, our future enrolment growth is the strongest it has been for some time with the College already being at full capacity for 2025 and 2026
