The sun at its lowest altitude of the year in winter is at 37 degress. Measured at noon 12pm, where the sun is at the north position, the shortest shadow lengths covers the city spaces. But yet, people still carry out their activities such as eating, using their phones, or simply sitting down and watching other people conducting their daily businesses if the temperature is just right (Whyte, 1980).
