Property Assessment and Cleanup Funds Available PIERRE, S.D. - Many South Dakota communities are dealing with dilapidated buildings or potentially contaminated properties that prohibit redevelopment within their communities. Funding necessary environmental work can be challenging. The good news is that the Department of Agriculture and Natural Resources (DANR) Brownfields Program continues to offer assistance to cities, counties, and non-profits by hiring professionals to perform Phase I & II Assessments and testing for asbestos, lead paint, petroleum, or other hazardous materials. Beginning this year, the US Environmental Protection Agency (EPA) will begin to distribute some of the $1.5 billion in additional Brownfield funding that was allocated to the federal Brownfields Program under the 2022 Bipartisan Infrastructure Law (Infrastructure Investment and Jobs Act). Much of this funding will be made available to communities and non-profit entities to spur redevelopment and support housing initiatives, by assisting with assessment and cleanup costs. Some grants are even available to provide funding to support planning efforts at the local level. Municipalities and other organizations may access federal funding by applying for funding directly from EPA.

The following are Brownfields grants available through EPA: • Assessment Grants provide funding for brownfield inventories, planning, environmental assessments, and community outreach. (No cost share up to $10M/ grant.) • Cleanup Grants provide funding to carry out cleanup activities at brownfield sites owned by the applicant. (No cost share up to $5M/grant.) • Multipurpose (MP) Grants provide funding for assessment and cleanup activities at one or more brownfield sites in a target area. (No cost share up to $10M/grant.) • Revolving Loan Fund (RLF) Grants provide funding to capitalize loans that are used to clean up brownfield sites. (No cost share up to $10M/grant.)
