Letter from Chair & President

Dear Community,

As we mark 80 years of service to Spartanburg County residents, we are proud to be YOUR Community Foundation. The focus of our mission to improve the quality of life for all Spartanburg County residents means that our work centers on our service to our donors, fundholders, nonprofit organizations, and the entire community.

Our 80-year journey in achieving this mission humbly reflects our adaptability. We have embraced new ideas, methods, viewpoints, and technologies. Coupled with our understanding of what has succeeded in the past and why, we continue to build upon our legacy.

Meeting our commitment to service means that we must be knowledgeable and nimble. We must remain active listeners – keeping a pulse on the most pressing issues, opportunities, and needs facing Spartanburg County's more than 356,000 residents. We engage with nonprofit organizations daily as they deliver essential services. We collaborate with community leaders across various sectors to advance business development, infrastructure, healthcare, and education, aligned with our shared vision of realizing human potential. Additionally, we listen to the voices of our fundholders, directing funds into the community, and honor the insights of our valued Trustees Emeriti, who have contributed to our success over the past 80 years.

During 2023, we focused on developing our new strategic plan guided by feedback from our donors, fundholders, Trustees Emeriti, nonprofit organizations, and community leaders. Our 2024-2026 Strategic Plan reflects what we learned. Our grantmaking and initiatives will be guided by the insights we have received and what we continue to learn. As we seek to protect, preserve, and grow the philanthropic funds entrusted to us, we must also cultivate and support new donors. They will build upon the legacy of all who have contributed to the $28 million dollar impact that the Foundation and its donors had in 2023, as well as the many fundholders and donors who came before them, and those who will join us in the future.

It remains the hope of the Spartanburg County Foundation that we are Reflecting Community.

How Do Resources Flow from the Foundation into the Community ?

Individuals, nonprofits, companies, and community groups can choose from a variety of fund types tailored to their charitable interests and objectives. Each fund is designated with a specific purpose, as defined by the fundholder.

Designated Fund

Supporting Organization

Agency Endowment Fund

Field of Interest Fund

Scholarship Fund

Generous fundholders give to organizations they are passionate about throughout the year using their funds. Nonprofit organizations manage their resources and receive donations through their funds. All rely upon the Foundation to preserve, protect, and grow the philanthropic dollars they have entrusted to our care, then direct the distribution of those funds back into the community. In 2023, those fundholders provided over $28 million to support nonprofit organizations.

Over its 80-year history, the Foundation has been active in building our community through grants and investments of all sizes from the Community Impact Fund. These unrestricted funds are available to the Board of Trustees for the Foundation’s grantmaking opportunities. The Grants Review Committee recommends grants from the Community Impact Fund based on local issues, comprehensive knowledge of nonprofit organizations, and due diligence, ensuring the funds are directed where they can have the greatest positive impact. The Spartanburg County Foundation provides multifaceted support to the local nonprofit community, seeking to strengthen its ecosystem, bolster its capacity, and foster continuous improvement. Each year, the Foundation allocates funds for unrestricted grants to award funding to nonprofit and tax-exempt organizations and institutions that serve the residents of Spartanburg County. The Community Impact Fund provides these grants.

The Foundation has launched a campaign to build the Community Impact Fund to enable our Trustees to increase investments in the nonprofit organizations working to improve the lives of Spartanburg County residents every day. Let’s take a look at just a few of the examples of how we accomplished this in 2023.

Donor Advised Fund

SOUTH CAROLINA SCHOOL FOR THE DEAF AND BLIND FOUNDATION

Nykyta loves sliding down the bright yellow slide and feeling the air woosh across his face, then running back to do it again.

The rising fourth grader at the South Carolina School for the Deaf is like other children his age. He loves to play outdoors. However, for children at the South Carolina School for the Deaf and Blind (SCSDB), an adaptive playground is essential to ensure their experience encourages them to exercise and learn during playtime.

A grant from the Spartanburg County Foundation's Community Impact Fund helped provide an adaptive playground with tactile-friendly play equipment, braille, and American Sign Language (ASL) elements. The playground is located conveniently between the School for the Deaf and the School for the Blind, serving those student populations as well as children with multiple sensory challenges, providing easy access to students.

The South Carolina School for the Deaf and Blind Foundation received $10,000 from a Continuous Improvement Grant to fund the natural and adaptive playground for Nykyta and his peers.

EVANS TRAINING CENTER

For ten long, grueling years of John's life, he hopelessly struggled with drug addiction. He wanted to be free from the unrelenting weight of his destructive lifestyle. But every time he tried to get sober, he was unsuccessful. His dream to be a part of his son's life seemed totally out of reach. He needed a miracle.

One day in 2017, his aunt (one of the few family members who would still talk to John) lovingly brought him to Evans Training Center, hoping for that miracle. During the rigorous 40-week residency program, John learned to become personally and spiritually committed to a lifestyle of accountability and self-control. His family and friends were amazed at his physical and mental transformation. His relationship with his son began to grow. He learned vocational skills that he still uses to this day.

Today, John co-owns a home renovation company with another young man who graduated from Evans Training Center. John married in 2020 and welcomed another baby boy. John seizes every opportunity to share his testimony with individuals striving to overcome addiction and reclaim their lives. That's the heart of Evans Training Center: to make disciples of men who will subsequently encourage and strengthen others in their recovery journey.

Evans Training Center was awarded a $5,700 Nonprofit Effectiveness Grant aimed at enhancing their donor development strategies. Funds provided by donors support the programs that transformed John's life and benefit numerous other residents they serve.

CHILDREN'S CANCER PARTNERS OF THE CAROLINAS

Ten-year-old Robert was angry. His devastating diagnosis of non-Hodgkin's lymphoma led to isolation from schoolmates, constant treatments, and restrictions so that he could be cared for at home to avoid hospitalizations. Even when his primary treatment was completed, Robert's anxiety spiked, and there were flashes of rage as he lashed out at his family and caregivers. When encouraged by an EMERGE Family Therapy and Teaching Clinic Counselor to describe (and understand) his fears, Robert slowly replaced his bitterness and despair with pride for "beating cancer," as he now puts it.

"We didn't know what to do, where to turn - it was like PTSD," says Robert's mom, "but he is no longer consumed with worries about cancer returning." His cancer prognosis is favorable, especially with a winning attitude.

Children's Cancer Partners of the Carolinas was awarded $21,400 through a Continuous Improvement Grant to support its partnership with EMERGE Family Therapy Center and Teaching Clinic in helping brave children like Robert (and others in similar situations) redirect their anxiety into a healthier, happier perspective.

Grants from the Spartanburg County Foundation's Community Impact Fund support these organizations whose work has positively impacted our community. In recent years, the Foundation has provided grants ranging from $5,000 to $25,000 to approximately 30 organizations each year from its pool of grantmaking funds.

The Community Impact Fund is one example of collective giving. Contributions of all sizes unite to form the collective sum required to provide grants that impact lives — like those of Nykyta, John, and Robert —within Spartanburg County.

Gifts can also be mailed to: Spartanburg County Foundation Community Impact Fund 424 E. Kennedy Street Spartanburg, SC 29302

How are Foundation Grant recipients selected?

1. Foundation staff receive, review, and vet grant proposals submitted by nonprofit organizations to ensure that they meet application criteria and grant guidelines before presenting the applications to the Grants Review Committee.

2. The Committee then evaluates proposals based on a scoring rubric to determine the application’s strategic alignment with the Foundation’s criteria and community needs.

3. The Committee makes grant recommendations to the Foundation’s Trustees, who determine the final distribution of grants from the Community Impact Fund.

GRANT OPPORTUNITIES

Continuous Improvement Grants of up to $25,000 focus on the three amplified areas in the Foundation’s vision statement by which all Spartanburg County residents can reach their human potential: quality of life, educational achievement, and economic mobility.

Nonprofit Effectiveness Grants of up to $10,000 are focused on strengthening the internal capacity or infrastructure of communitybased organizations throughout Spartanburg County. Nonprofit Effectiveness grants are designed to grow organizational capacity.

Three Parris Family Legacy

Scholarships Encourage Careers in Education

Kelsey Cox has broken new ground in her family's legacy, thanks to the multi-generational commitment to education that the Parris family is leaving through three scholarship funds managed by the Spartanburg County Foundation. The funds, honoring three Parris family members, provide scholarships to Dorman High School seniors planning to major in education.

"I was a child of divorced parents and grew up in some tough situations. I lived with my single-parent dad, who owned a small business. There was no college fund ready for me. The Melissa Robinson Parris Scholarship helped me make my dream possible," Kelsey said.

Though two of Kelsey's grandparents had attended college, neither of her parents had. No one in her family was an educator. Kelsey's job as an afterschool and summer camp counselor for elementary and middle school-age children at the Spartanburg County Parks and Recreation Woodruff Leisure Center inspired her to choose education as a career. Her "life will be what you make it" mindset and hard work led her to USC Upstate. She is majoring in Early Childhood Education. She is an Upstate Promise Scholar and a South Carolina Teaching Fellow.

FAMILY LEGACY

Keith Parris earned the South Southern Association of Colleges and Schools Distinguished Educator Achievement Award for South Carolina, honoring his career in education, including his roles as classroom teacher, coach, principal, district office administrator, and superintendent, the majority held in Spartanburg District Six. He worked with Spartanburg County Foundation President Jim Barrett in 1996 to help launch the Citizen Scholars program. Keith's first wife, Kay Parris, was also a career educator in Spartanburg District Six, coached girls' basketball, and served as a community volunteer. When she passed away after a brief illness, he established a scholarship fund honoring her memory.

Keith Parris later married Louise Mullins, also a District Six educator. In 2020, Dr. Louise Parris established her scholarship fund, reflecting her desire to provide additional support for future educators. She attended District Six schools, taught in District Six Schools, and served as an Assistant Superintendent until her retirement in 1994. Her scholarship is awarded to a Dorman High School senior.

Keith and Dr. Louise Parris

Dr. Kevin Parris, son of Keith and Kay Parris, is an instructor of horticulture and serves as the Arboretum Director at Spartanburg Community College. He married Melissa Robinson, another beloved District Six educator, who lost her battle with cancer in December of 2022. "When we were at the Hospice House, I knew we would establish a scholarship in Melissa's memory," Kevin explained.

Uncertain at first how long it would take to build the fund to begin providing scholarships, Kevin hoped that the first scholarship could be awarded the following May. Donations of all sizes in honor of Melissa Parris led to Kelsey’s scholarship award in the same year the fund was opened.

"We have all had a career in education. We have seen the needs students have and wanted to honor our loved ones, which we've been doing since 1988." – Keith Parris

1988

2020

2023

Keith Parris established the Kay Killingsworth Parris Scholarship fund. Gifts to the scholarship fund, given by many whose lives she touched, have provided funds supporting more than 35 students pursuing careers in education.

Sara Power Love, one recipient pictured to the left, graduated from Converse College in 1999 with a bachelor's degree in special education and politics, earned her master's degree in education, taught all age levels in public, private, and virtual settings, and served as department lead before becoming the Chief of Special Education for the Charter Institute at Erskine. She has followed the spirit of the scholarship she received by mentoring young educators and participating in the selection of South Carolina Teaching Fellows.

Dr. Louise M. Parris (pictured to the left) created a scholarship fund to encourage seniors attending Dorman High School to pursue careers in education. Dr. Parris attended District Six schools, taught in District Six Schools, and served as an Assistant Superintendent until her retirement in 1994.

The first recipient of the Louise M. Parris scholarship was Raelyn Chance, who graduated from Lander University in December 2023. She comes from a long line of family educators, and the Louise M. Parris Scholarship helped fund her first year of college. This fall, Raelyn will begin teaching fifth grade at Jesse Bobo Elementary School after spending this spring filling a longterm leave position as a sixth-grade teacher at Gable Middle School.

Dr. Kevin Parris established the Melissa Robinson Parris Scholarship in memory of his wife, (pictured to the left), a beloved Woodland Heights Elementary School teacher. The first recipient of this scholarship was Kelsey Cox.

"There are so many kids out there that have nobody to turn to, and I wanted to be a light for them in the darkness." – Kelsey Cox

How do Scholarship Funds work?

The Spartanburg County Foundation manages, preserves, protects, and works to grow well over 1,100 funds, including 280 scholarship funds that help students pursue postsecondary education. The Benjamin O. and Mallie B. Johnson Legal Education Fund was the first scholarship fund established with the Foundation. The scholarship it awards is one of the few the Foundation distributes that provides financial support for college graduates, in this case, graduates of Converse University or Wofford College pursuing law degrees.

When a Foundation donor opens a scholarship fund, they set specific criteria for scholarships awarded through the fund. They also determine the application process and establish an awards committee to manage the selection of scholarship award recipients.

There are six scholarships for which the Spartanburg County Foundation's Scholarship Committee serves as the awards committee. Applications for those scholarships are collected and first processed by high school guidance departments. The recipients of the Bobby Chapman Junior Golf Foundation Scholarship, the Croft Rescue Squad 18 Scholarship, the Spartanburg County Anonymous Scholarship, and the Kiwanis Educational Fund are the only scholarships announced by the Foundation on its website. All scholarships awarded through funds managed by the Foundation are acknowledged and announced at the individual recipient’s school.

One Campus – One Mission

Since 1943, the Spartanburg County Foundation, South Carolina’s oldest community foundation, has been working to improve the lives of all Spartanburg County residents – a mission that has not changed. We promote philanthropy, encourage community engagement, and respond to community needs.

Over the past eight decades, this work has, by necessity, evolved in how it is done. We've carefully selected our staff to include team members with the specialized skills necessary to achieve our mission in today's intricate and ever-evolving world.

The Spartanburg County Foundation Campus includes two buildings located on Kennedy Street in downtown Spartanburg. Our Administrative Building, located at 424 E. Kennedy Street, houses our President’s office, our Finance Team, and Philanthropic Services team. The Zimmerli Board Room and William Donald Bain Jr. Conference Room host meetings for our Board, meetings with community leaders, and private meetings with those interested in learning more about opening funds.

The Robert Hett Chapman III Center for Philanthropy, located at 431 E. Kennedy Street, houses our Operations Team and Community Leadership Team. The Center also includes our Gallery of Philanthropy, and multiple meeting spaces nonprofit organizations may use, and office space leased to mission-aligned organizations. Aside from Foundation staff use and daily use by our partner in residence and nonprofit leaders using our incubator offices, 2,176 individuals visited the Center in 2023.

The Center has become a hub for Foundation events including Donor Connect, Nonprofit Connect, Grassroots Leadership Development Institute, Grassroots Leadership Alumni Association, Minority Business Connect sessions, and our Trustees Emeriti dinner, all benefiting from the technology available in the Center. Six public exhibits in the Gallery, several including special-event receptions, provided a unique way for the public to learn more about the Foundation and its work in the community.

Fund Spotlight

Seay House Brown Girls Read Fund

What is believed to be the oldest house in Spartanburg City limits, the Seay House sits tucked away just off Darby Road on the crest of a small hill overlooking downtown Spartanburg.

It is just over a mile from the Beacon Drive-In and two miles from bustling Morgan Square. This quiet spot was once a large farm owned by Jammie Seay. By the late 1800s, three of his unmarried granddaughters were managing the farm and even extending loans to neighbors, a remarkable achievement for women during that time.

Local leader Janie Salley was interested in the Seay House even before she ran for City Council. The historic property, in a neighborhood where she once lived, seemed an untapped resource for tourism, education, and community engagement. She established the Park Hills South Neighborhood Association bringing additional attention to the neighborhood and its potential. As a City Councilwoman, she approached the City Manager and Mayor for funding to restore the property, but the need for the project did not fit within the City’s budget. Undaunted, she worked with State legislators and the Spartanburg County Historical Association to secure funding from the State Historic Preservation Office for repairs needed to help preserve the property and open it to the public again.

The moss-covered cedar shingle roof has been replaced, and shiny new copper flashing serves as an indicator that Councilwoman Salley’s vision is beginning to be realized. “We hope that by the fall of 2024, we can return to having some open hours for the public again,” said David Wood, Executive Director of the Spartanburg County Historical Association.

In the past, the Seay house was open to the public one Saturday per month. But in recent years, its use has been limited to only a few school groups and women’s history programs honoring the Seay women’s ingenuity.

Incorporating a pavilion into the site plan serves the dual purpose of expanding educational programming and enabling other community organizations to utilize the site, while simultaneously fostering tourism development in the area.

Councilwoman Salley made a connection with the Brown Girls Read book club, founded by Nicke Haney, an English teacher at McCracken Middle School, a graduate of Converse University, member of the Zeta Phi Beta Sorority, Incorporated, and a 2021 graduate of the Spartanburg County Foundation’s Grassroots Leadership Development Institute. The two women envisioned the Seay House as the perfect venue for hosting Brown Girls Read activities.

“We wanted Brown Girls Read activities to be centrally located near the Crescent Hills apartments and Park Hills neighborhoods where we could hold afternoon tutoring and college preparedness sessions to help youth in those communities. Additionally, our book club events are scheduled on Saturdays,” Haney explained.

Salley shared, "I first learned about Brown Girls Read from a retired legislator who introduced me to their work. They collaborated on an event with the Hub City Writers Project and Book Store, which I actively supported and helped to promote. I learned that many girls eligible to participate in the program resided in apartments near the Seay House. It was a great fit."

Seay House Brown Girls Read Fund is one of the 16 new designated funds opened in 2023 and one of the 349 designated funds managed by the Foundation. Scan the QR code to hear Councilwoman Salley share her ‘why’ behind opening the fund.

“Just a few years ago, after witnessing extreme poverty while on a drive not far from my home, I began asking questions. The statistics I learned about child poverty in Spartanburg were staggering. At that time, over 500 students in School District Three and over 500 students in District Seven qualified as living in homelessness, 70% of the students in District Six were living below the poverty level. I knew in my heart I had to serve these children.”

2023 Return on Investment

The Spartanburg County Foundation works to manage, protect, and grow assets for our fundholders. Fundholders can choose where their funds are invested, and even divide those funds among three investment options.

Investment Pool Options

Our Role as Aggregator and Fiduciary

As a fiduciary, the Foundation oversees resources to benefit its fundholders and funds, including the SAM Movement 2030 fund. In 2022 and 2023, the Spartanburg County Foundation played a pivotal role in supporting Movement 2030 (movement2030.org), acting as both an aggregator and fiscal agent. This initiative aimed to enhance economic mobility and educational attainment for residents of Spartanburg County.

Initially, our role involved aggregating matching funds necessary to secure a substantial investment from national foundations, resulting in over $100 million being brought to Spartanburg County. Contributions from generous community donors were pooled together to meet the matching challenge. Since then, as the fiscal agent for Movement 2030, the Foundation has distributed grants from these aggregated funds according to the Movement 2030 plan, managed by the Spartanburg Academic Movement.

Funds managed by the Spartanburg County Foundation rely on its service as an aggregator and fiscal agent. Community donors give gifts of all sizes to funds held here, whether they are agency funds supporting specific nonprofits, designated funds to meet specific goals or scholarship funds. These aggregated funds have created the "reservoir of benevolent resources" envisioned by our founder, Mr. Walter Montgomery, when the Foundation was established in 1943. Over the past 80 years, these resources have continually enhanced the quality of life for residents of Spartanburg County.

Charitable Remainder Unitrusts

A Charitable Remainder Unitrust (also called a CRUT) is an estate planning tool that provides income to the donor during the donor's life and then the remainder of the trust to the Foundation. You or members of your family are usually the initial beneficiaries. The trust provides variable income for life and is based on a percentage of the fair market value of the assets in the trust.

7th Year Trustee Reflection

Many people reading this annual report have touch points with the Foundation based on their unique roles within our community. This organization is so multifaceted that it takes a long time to fully understand and appreciate the depth of its impact and importance to Spartanburg. After seven years, I probably still don’t fully appreciate it, but I am continuously impressed with the steadfast stewardship, commitment to community and the innovative approach it takes in improving lives in Spartanburg.

Improving lives is the Foundation's fundamental goal. But how? One at a time, temporarily? Or throughout a community in a sustainable way? The former is needed for immediate relief. The latter is the goal of transformational change.

The Spartanburg County Foundation pursues philanthropy in a myriad of ways. To use an age-old analogy, we want to give a man a fish AND teach him to fish. But we don't stop there. We want to make sure that everyone has access to a fishing rod and a pond brimming with fish. True success in achieving our mission enables the residents of Spartanburg County not just to survive but to thrive— not just for today but for generations to come.

Why? Because we don't want the status quo to continue. We don't want zip codes to define success or hope to be a foreign concept.

In the road of life, we don't want our community to only stay in the slow lane. We want to pull into the passing lane, leaving the status quo behind for a better quality of life. But doing so requires a new gear, a passing gear that propels us forward.

It may seem impossible, but we can't dismiss lofty visions as idealistic. We have a moral responsibility to try. We may not reach our goals overnight but are committed to continuous improvement. We are open to trying different strategies, assessing what works and what doesn't, and moving forward, ensuring our efforts constantly evolve.

Passing gear philanthropy is not something an organization can do alone. It requires all parts of an ecosystem within a community to work together toward common goals. The Spartanburg County Foundation, with its unique role as a convener, plays a crucial part in this ecosystem. Our services and initiatives touch so many constituencies in the community.

The Foundation manages millions of dollars for individual donors and organizations. It initiates or facilitates millions in grants into the community each year. It builds the capacity of nonprofits. It collaborates with the faith community. It partners with local government and other organizations on programming to advance economic mobility. It equips neighborhoods, nonprofits, and community leaders with the skills and resources to create positive change in the community. And so much more… I know that the Foundation will continue to grow and evolve with our community. My hope is to remain engaged and continue to learn and I encourage each of you to do the same. Look at the Foundation from another's perspective. Value the ways it benefits the community, in big ways and in small ways, and find your own way to contribute to helping us put Spartanburg in a passing gear for generations to come.

GoDonate

In 2023, the Spartanburg County Foundation managed, preserved, protected, and worked to grow over 1,140 funds, including twenty-three new funds: one agency fund, twelve designated funds, and nine scholarship funds. These new funds vary by each fundholder's desire to impact the community and range from providing scholarships to company employees, supporting young athletes, providing books through the Dolly Parton Imagination Library to Spartanburg County children, and supporting investigative journalism.

Shortly before printing this report and in conjunction with its refreshed website, the Foundation launched GoDonate, a platform that provides personalized landing pages for each fund. These landing pages can now feature an image illustrating the fund's purpose. Here, you see the image chosen by Jason McLeskey, who opened a scholarship fund in memory of his son Matt, an avid fisherman on the Dorman High School Fishing team.
