By the time you receive our 2022 Annual Report, the Spartanburg County Foundation has already begun recognizing its 80th year of Cultivating Innovation. At such a milestone, we cannot help but look back while looking forward, a mindset that certainly guided our efforts in 2022.
Our vision and mission have remained steadfast. We have looked back to pre-pandemic days and taken stock of what we have learned and how we will carry that knowledge forward.
We asked our Trustees Emeriti to look back at our history and share their insight into how to build our future. We also engaged with our donors, our fundholders, nonprofits, and our community to consider the path ahead.
Now, more than ever, we know that seeking and cultivating innovation is not just an aspiration - it is an essential commitment for building success in any circumstance.
From the founding in 1943 during WWII, innovation has been a cornerstone of our value to the community. The pooled resources in our Community Impact Fund enabled our first Trustees to purchase the land that was once the US Army's Camp Croft, answering the community's need for veteran housing and preserving land for recreation still used for that purpose today as Croft State Park.
Community Impact Fund resources helped launch the Spartanburg Academic Movement (SAM) in 2011. That initial $500,000 investment from the Trustees and local donors and the great work of SAM over the last decade has resulted in a recently announced $75 million investment back into our community, an incredible return on that initial investment. The capacity to support innovation then and now has borne fruit, fueling the work to improve the lives of Spartanburg County’s residents – our neighbors.
In the pages of this report, you'll see that our donors and fundholders fuel innovation every day with the grants made into the ongoing work across the County – over $18 million in 2022. We continue to form, build, and nurture partnerships - with individual donors, community groups, nonprofit organizations, local government, and businesses. It is in working together that we continue to cultivate innovation.

On October 19, 2022, OneSpartanburg announced the $1.7 billion expansion plan for the BMW Spartanburg plant, set to create 300 jobs and what would be a positive economic ripple effect for many local businesses in the company's supply chain. This happened as The Spartanburg County Foundation (SCF) announced its fall grant awards, including a $10,000 grant to Hope Remains Ranch to support children and young adults struggling with childhood trauma, also known as adverse childhood experiences (ACEs).
The two investments represent the contrast between what it takes to strengthen a community - large-scale corporate investment and the work of community-based nonprofits addressing needs and opportunities revealed on a much smaller scale. Both make an impact. One day, the child helped by Hope Remains Ranch may just become an all-star BMW employee.
That child may also participate in one of the many summer camps offered locally, where campers head out to Croft State Park for outdoor water safety training or a chance to hike on nature trails.
Over its 80-year history, the Foundation has been active in building our community with investments of all sizes from the Community Impact Fund. Gifts to the fund are unrestricted. Donors trust the Foundation's knowledge of the community and fiscal responsibility. They appreciate that the Foundation stays informed about community needs and can invest those pooled resources back into the community when
and where they will be most helpful – whether to take advantage of a long-term opportunity, fund emergency relief, or advance the work of area nonprofit organizations.
The purchase of the Camp Croft lands that became Croft State Park and provided housing for veterans after WWII came from the Community Impact Fund. The Foundation learned of the opportunity and had the expertise, structure, and resources to reap long-term benefits for the community. That was in 1947. The investment then is the equivalent of almost $14 million in today's dollars.
The Community Impact Fund provided a $500,000 matching grant to help create what is now the Spartanburg Academic Movement. At the time, did the SCF Trustees know that that investment and the work it funded would draw in $75 million more to strengthen our community in just ten years? No, but it has.
These are just two larger-scale examples of where the Community Impact Fund has been "Cultivating Innovation." Donors trusted the Foundation's expertise, relationships, and fiduciary role to deploy resources from the fund to build a stronger Spartanburg.
Strengthening a community takes flexibility to respond to unexpected opportunities with a high potential for long-term impact.
By continually monitoring local issues and working with partners and local nonprofit organizations, the Grants Review Committee can channel grants from the Community Impact Fund to areas where they can fuel innovative solutions to current needs. Foundation Trustees set aside a percentage of the Community Impact Fund each year for grantmaking. As the Community Impact Fund grows, so does the Foundation's grantmaking capacity.
The 2022 Grant Strategy took a two-pronged approach to provide Continuous Improvement Grants in quality of life, educational achievement, and economic mobility, and Nonprofit Effectiveness Grants to support building organizational capacity for nonprofits.
These grants provided resources to meet needs identified by those working directly with residents – expanding the Daniel Morgan Trail system, providing therapy services for victims of domestic violence, improving access to books for sensorydisabled students, increasing post-incarceration employment opportunities, expanding affordable housing, and helping youth who have experienced trauma in their lives. Strengthening a community is long-term and ever-changing. It takes all types of investments. Resources from the Community Impact Fund mean that when opportunities present themselves, they are not lost due to lack of funding. It means that when a need is identified, we can respond and support the innovative solutions created by those with the expertise to meet those needs. And it means that the quality of life for Spartanburg County residents improves.
Take a trail walk at Croft State Park, hear the birds sing, or look out over Lake Craig and enjoy its peace. What would be there now if the Foundation had not been able to secure the lands all those years ago?
What would happen to crime rates if we weren't supporting the work of the nonprofits providing services for those who need and want a second
chance to contribute to the community in which they live?
How far would our children take their education if it weren't for the after-school enrichment, summer camps, tutoring, and mentoring that helps them see possibilities beyond those their parents had?
We don't know. We're thankful we don't.

When SCF staff and interns were doubling up in offices and could only host small donor and fundholder support events on site, it became clear that the Foundation space at 424 E. Kennedy Street was not enough to support the growing body of work underway.
In 2021, the Foundation cut the ribbon on the Robert Hett Chapman III Center for Philanthropy (the Center), located just across Kennedy Street. Now staff, interns, and consultants have plenty of space – including space to share. The Center also houses Upstate Warrior Solutions as the John T. Wardlaw Partner in Residence. Critical Indicators, now Strategic Spartanburg, was an initiative launched from the
Foundation and now occupies one of the four incubator suite offices. The Gallery of Philanthropy hosts numerous events and includes movable digital kiosks. The kiosks provide curated, interactive content and draw visitors to the Center for unique exhibits.
Space in the Center expanded the Foundation’s capacity to serve its fundholders, donors, nonprofits, and community members. The Planned Giving Legacy Society (pg. 33) reception, held in November 2022, brought together members of the group with those interested in learning more about planned giving. Society members shared their stories through videos and information using the Center’s latest technologies.
The Center has certainly filled a need we had for space, but it has also expanded our ability to serve our fundholders and donors with educational events. The Center has provided support for local nonprofit organizations and community groups, something we were not able to do until we had the additional space.
Nonprofit Connect has grown and both the Nonprofit Capacity Building Boot Camp and Minority Business Connect launched through the Center. (pg. 18-21) Events hosted in the Center by external groups have helped more community members see themselves in our work. They’ve realized we can help them in other ways as well, with several contributing to the 45 new funds opened in 2022.

The Spartanburg Academic Movement, SAM, was initially funded with a matching grant of $500,000 provided by the Spartanburg County Foundation Community Impact Fund and its donors.
Critical Indicators, now known as Strategic Spartanburg (pg. 10) identified the need for an entity to lead efforts to improve educational outcomes for Spartanburg County Residents. That entity is SAM.
Through a national partnership with StriveTogether, developed under SAM's Executive Director, Dr. John Stockwell (also a Foundation Trustee Emeritus), SAM gained recognition for its innovation in Spartanburg. SAM launched the Wardlaw Institute for Continuous Improvement in 2019, training teachers on how to apply Continuous Improvement science in the classroom environment, and the Out of School Time Collaborative, a network of organizations working together to support students when they are out of school. Under the leadership of Dr. Russell Booker, SAM added the Center for Resilient Schools and Communities in 2021, which is training educators and community leaders in how to help children and families overcome adversity. It has also begun expanding its post-secondary degree attainment initiatives.
When Blue Meridian Partners sought locations likely to be successful with large-scale investments, Spartanburg became one of twelve communities across the nation considered. In 2020, Blue Meridian Partners made a $5.8 million investment to allow SAM and its local partners to support COVID recovery and create a plan for a potential larger-scale investment. The Foundation's fiduciary role and ability to serve as a fiscal agent for SAM gave the small organization the capacity to receive a conditional $50 million to support a $100 million transformation plan. The Duke Endowment committed $25 million to support the plan, contingent on Spartanburg raising the final $25 million. The Foundation is again serving as fiscal agent and fiduciary for the funds needed to fuel transformational change to improve the lives of Spartanburg County residents.
Strategic Spartanburg is a Nonprofit Research Organization that Leverages Data and Evidence to Improve the Quality of Life of Spartanburg County Residents
Critical Indicators was launched in 1987 by John T. Wardlaw, then serving as a Trustee of the Spartanburg County Foundation. He, along with the rest of the SCF Trustees, wanted to make sure that our actions had more than good intention behind them – that they had proof of impact. That work became known as the Community Indicators Project. By 2005, Critical Indicators VI: Strategic Spartanburg was published informing the community about everything from air quality to housing costs, Emergency Room visits, and wages by employment sector – over 60 views of life for our residents.
In the years since, under various leadership dynamics, this impact analysis effort has provided actionable data to the community, most recently through the Racial Equity Index, published in 2018. Now, post-pandemic, the data streams available are even more robust. Community partnerships are stronger than ever. The 2022 steering committee for this work determined that formalizing the effort as its own 501(c)3 nonprofit organization with a clear leadership structure and mission would be the next step forward.
In July of 2022, Midas Hampton was hired as the Founding Executive Director of Strategic Spartanburg. He has been working with partners to unite accessible data streams related to the issues that impact the people of Spartanburg County – our families, our neighbors, our health and our opportunities. These data will inform, not only on single areas of need, but on the complex web of factors contributing to those needs. They will highlight how multiple sectors of the community, working together, can change the data, and most importantly, the individual lives of our residents reflected in each data point.
Collecting and sharing data is not enough. Acting on data is not enough. The persistent analysis and evaluation of what the data means both quantitatively and qualitatively is what Strategic Spartanburg will provide the community. Its four pillars of impact will enable them to put the practices and policies in place that sustain positive transformational change. The four pillars include: the Community Indicators Project; Community Research Center; Policy & Advocacy Institute; and Measurement & Evaluation.

In October of 2022, the Foundation relaunched a popular in-person "ambush" philanthropy campaign surprising five local organizations with checks for $2,500 each.
SCF Board Chair Bert Barre and President and CEO Troy Hanna, along with a group of donors, professional advisors, and staff, boarded a bus provided by the City of Spartanburg to deliver the grants “Publishers Clearinghouse” style complete with balloons. The funds, given with no restrictions on their use, provide a boost to organizations serving Spartanburg County residents.
The Foundation does not accept applications for “Just Because” grants. They are a component of the Foundation’s Grantmaking Framework. Staff identify organizations to receive funding based upon the type of work they do, their geographic location, and their part in meeting the overall needs of residents. The goal is to provide unrestricted funds to support organizations not typically in the limelight while bringing awareness to the work each is doing. The first Just Because Day was held in 2014.
"Donors enjoy contributing to the "Just Because" Fund because they know that the Foundation’s Community Leadership team understands where the needs are and what organizations can make an impact with this funding. These grants are meant to be thoughtful and strategic while being innovative, spontaneous, and fun,” said Troy M. Hanna.
Paula Baker, a community volunteer and philanthropist, shared her perspective about “Just Because” funding in a blog post, noting that efforts like this serve to leverage the knowledge of the Foundation’s Community Leadership team to build community support for organizations that may not receive visibility. “Awareness and publicity of this type may very well pull in other donors,” Baker shared.
The social and reputational capital leveraged with “Just Because” grants is equally as important as the financial impact they provide.
Dr. Glenda Sims remembers when it took free hot dogs to draw people to a health awareness event. Now, attendees are asking if there are more samples of vegan and gluten-free snacks available at the annual Community Health Awareness Day, called CHAD.
CHAD started as a project of Delta Sigma Theta, a private, historically black, not-for-profit sorority. The local chapter president approached Dr. Sims, a health professional with a network of connections, about the project. Sims attends Mt. Moriah Baptist Church, where CHAD launched in 1997. As a result of screenings offered, cancers were detected, leading to better outcomes for those individuals. One woman received her first pair of long-needed eyeglasses through CHAD and makes sure to come every year.
The evolution of the event over the last 27 years has expanded its reach and improved access to healthcare. The move from a Sunday event to one held on Saturday with longer hours means that more residents can work it into their busy schedules. The recent move to the T. K. Gregg Community Center has provided larger, centrally located facilities.
“From the beginning, we knew we wanted this to be more than a traditional health fair. We started to name it African American Heath Awareness Day because we were looking at the disparities in health outcomes for our population. Talking with colleagues, I was asked why we would limit it to African Americans. Though we are more prone to chronic diseases, we did want it to help the whole
community, so the event became CHAD to reflect that goal,” Sims explained.
Now Sims is thankful to see the next generation of community leaders stepping forward to ensure the positive outcomes continue to grow. Bernard Wheeler, VP and Commercial Relationship Manager at United Community Bank; Cierra Kelly, Executive Project Manager for ReGenesis Healthcare; and JaLisa Jordan, Program Manager for Live Healthy Spartanburg, are carrying CHAD forward with support from The Greater Spartanburg Divine Nine, a collective group of historically black fraternities and sororities.
The Divine Nine reaches over 500 professionals across Spartanburg and Cherokee Counties, expanding professional connections for the event. The group opened a fund at the Foundation to support CHAD’s work to improve health outcomes. The Greater Spartanburg Divine 9 Community Health Awareness Day (CHAD) Fund [2308] became a component fund of the Spartanburg County Foundation in 2022.
Expanded leadership and professional connections have drawn more healthcare providers to the event, increasing access to healthcare services. Now, while being screened for diabetes at one table, the nurse can recommend a stop at Hub City Roots table or food box provider so that a connection to nutritional support is immediate. The combination of screenings and resources available in one place advances prevention, ultimately reducing trips to the Emergency Room.
CHAD continues to evolve in response to the community’s needs. Expanding the one-day event further, offering it in other locations across the County, expanding youth-designed sessions, and providing transportation services to the event are all goals for the future. The holistic approach of CHAD engages the mind, body, and spirit to empower generations to take charge of their health.

“Mom, I want to start my own holiday.”
Kids say the darndest things.
These words were not random stream-ofconscious musings of a five-year-old as his mother had initially thought. Tradd Hodge has not only held his holiday multiple times, but has turned his idea into "The Giver Foundation" and is now one of the youngest fundholders at the Spartanburg County Foundation.
The holiday, known as "Tradd's Giving Day," was first held in 2017 and has brought smiles to children in the hospital ever since Tradd had never been in a hospital as a patient or to visit anyone. But as a five-year-old, he could imagine that staying in the hospital would not be fun. So he wanted his holiday to bring fun and joy to kids in the hospital. He has delivered that and more by carloads, starting at the Shriner's Children's Hospital. Then as a first grader, dozens of toys created smiles for children at the Medical University of South Carolina (MUSC) Children's Hospital. He's also delivered to the Ronald McDonald House and Prisma Children's Hospital. While Spartanburg doesn't have a children's hospital, Tradd plans to help support Spartanburg Regional Medical Center.
During the COVID-19 restrictions, donations continued to come in, but instead of being able to deliver items in person, monetary gifts were made to hospitals for purchasing items needed for children.
Donors have come from unlikely places. On vacation in Mexico, a random conversation with other vacationers brought up Tradd's work. Every year since then, a donation arrives from Michigan – from the family Tradd met thousands of miles from home.
The growth of Tradd's Giving Day has meant more than the piles of toys that have filled Anna's car and overflowed rooms in their home. Tradd's long-term commitment to personal philanthropy and the tremendous response to his efforts means creating strategies for the future.
Tradd's mother, Anna, is an educator. SCF Trustee Emeritus and former Mayor Bill Barnet regularly volunteered in her class. When Tradd and his parents started discussing the next steps for Tradd's Giving Day and considered starting a nonprofit organization, Mr. Barnet was the first person they asked for advice. He began mentoring Tradd and shared how the Foundation could provide support – a means for accepting and tracking donations, investing those resources, and providing tax receipts for donors. The Giver Foundation Fund [02311] was established in 2022. Tradd has also recruited an advisory council, including professionals from multiple fields, to help plan the future of The Giver Foundation.
“We needed something to help us get organized, something for now when we’re not ready to have a full nonprofit. It’s good to know that everything is in good hands with the Foundation,” said Tradd.

Most homeowners are not told they need $1.5 million in repairs. But that is exactly what is needed to save the manor house at the Walnut Grove historic site.
The Foundation owns the property used by the Spartanburg County Historical Association to provide educational opportunities and programming for all ages.
A 257-year-old structure will need repairs. What came to light in recent years is the natural decay of the internal structure and beams of the house -something that cannot be seen. By the time this type of deterioration becomes visible, the damage is extensive. The extent, type, and cost of repairs are difficult to predict until you start to look behind the walls.
Cultivating innovation involves knowing the past. If we lose this historical resource, we lose an opportunity to learn from past innovations and from the lessons of our cultural history to build a better future.
The Foundation commissioned a full report that outlines what is needed to save this Revolutionary era treasure. We began sharing those needs through the Save Walnut Grove campaign launched in 2022 after the Foundation’s Donor Connect Spartanburg History Trail Tour was held in May.
The event brought together a small group of fundholders for a tour of sites of historic significance that included a lunch held at Walnut Grove. Findings of a detailed structural needs report commissioned by the Foundation were shared by SCF President and CEO, Troy Hanna during the event, along with the costs to restore the manor house in keeping with period specific materials. Restoration cannot begin until the fundraising goals are met.

Over the last eight decades, the Spartanburg County Foundation has launched several successful initiatives, our internal effort to respond to needs in our community, by cultivating innovation. Many community partners have supported this workproviding funding, speakers, and expertise to build each initiative's approach.
The GLDI which will enter its 20th year in 2024, has been drawing upon, nurturing, and building the energy and knowledge of community members who want to help their community reach its full potential. Provided in partnership with the City of Spartanburg, GLDI includes leadership training, strengthens connections with other leaders and resources in the community, and facilitates ongoing networking for graduates. Each participant brings those tools to their neighborhood, City, and County leadership roles.
The GLDI class of 2022 graduated 28 new members. More than 95% of the 459 alumni are living in the Upstate.
In August of 2022, Alumni gathered for “Open Mic Night.” Rather than an evening of poetry reading or song, it was an evening of deep sharing made possible by the strong connections forged through the initiative. Participants shared experiences with homelessness, incarceration, and learning disabilities, bringing home the point that opportunities across Spartanburg County are making a difference, reclaiming the lives of individuals now empowered to be instruments of positive change.

Since 2011, Nonprofit Connect has been providing learning opportunities for nonprofit leaders. This initiative is designed to convene local nonprofit staff and board members to discuss local and national trends, share organization updates, network, and address the difficult issues facing Spartanburg County’s nonprofit sector. Topics such as building relationships with funders, grant writing, and strategic planning provide knowledge and free resources to nonprofit leaders. In 2022, over 300 attended these lunch and learn sessions. Staff launched a monthly Nonprofit Connect e-newsletter to expand access to timely resources and grant opportunity information from sources outside the Foundation.
Insight gained from Nonprofit Connect participants and Spartanburg County representatives led to the creation of the Nonprofit Capacity Building Boot Camp in June, 2022. Twelve (12) organizations participated in the intensive program designed to provide new and emerging nonprofits with a jump-start in organizational management and strategic operations. The success of the initiative’s inaugural year led to a second cohort for 2023.

Working together for causes that matter
Women Giving for Spartanburg (WGFS) began celebrating its 15th anniversary in 2022. The group has awarded $3,142,613 to 77 different organizations serving Spartanburg County Residents.
WGFS is a giving circle, a group of women with shared values who pool their resources and collectively determine where to use those resources to improve the community. Memberships ($1,200 per year) collected from January through December provide the collective fund from which grants are awarded at an annual meeting held in May each year.
In 2007, Mary L. Thomas (then serving as SCF Executive Vice President) and the late Sally Foster (then serving as an SCF Trustee) approached Angela Smith, Tracy Hannah, and Julie Lowry about the opportunity to start a giving circle. The goal was to gather women to experience the power of collective giving and the joy of helping local agencies change lives in the Spartanburg community. WGFS was born with Foundation staff providing the initial operational support to incubate the initiative. By the end of 2022, the 144-member group, supported by consultant program coordinator Elizabeth-Kelly Pope, refreshed its logo, created its website, and expanded its social media presence. While the Foundation still provides several levels of behind-the-scenes support, WGFS now has a 3-year committee structure to support continuity of leadership for its events, membership development, grants, fund development, education, and communications.

Building social capital, gaining knowledge, and increasing economic mobility are the cornerstones of the Minority Business Connect initiative launched in 2022 in partnership with Spartanburg County. Over 200 minority business owners and entrepreneurs participated in seven (7) convenings centered on Connecting, Sharing, and Learning. They included sessions on strengthening business operations, identifying goals, and building generational wealth through financial planning.

In 2020, the City of Spartanburg approved The Highland Transformation Plan, which outlines goals for the community spread out over ten years. The plan included infrastructure development but needed support for residents to continue contributing to the process of reaching the community’s goals. The Spartanburg County Foundation, the City of Spartanburg, Highland Neighborhood Association, The Bethlehem Center, and the Spartanburg Academic Movement partnered to develop the Highland Neighborhood Leadership Institute. The GLDI structure for small group leadership development was one of several models used for Institute that launched in late 2022. The Institute engages Highland residents in training that provides them with the resources and tools needed to strengthen their collective voice as well as their ability to effectively lead to address those issues identified through the Highland Transformation Plan.
Bert Barre is a principal of Colonial Trust Company, an independent wealth management firm. Barre has been actively engaged in the community having served on numerous non-profit boards. In particular, Bert is past Chairperson of the Chapman Cultural Center Board, an Elder at First Presbyterian Church, a graduate of Leadership Spartanburg, and a member of the Rotary Club of Spartanburg.
CATHY H. MCCABE - Vice-Chair
Cathy McCabe retired as Spartanburg City Attorney where she worked since 2007, after serving nearly two years as Deputy City Attorney. In addition to her legal experience, McCabe was an educator for 12 years. She has served two terms as President of the Breakfast Business & Professional Women of Spartanburg and as President of the Piedmont Area Girl Scouts Council. She has served in various roles including Chair of Women Giving for Spartanburg and currently serves as a governor-appointed Commissioner of Higher Education for USC Upstate , having previously served on the USC Upstate Foundation.
Vic Bailey, III is the President and Chairman of Vic Bailey Automotive and serves on several boards that span a variety of community indicators. He is a graduate of Leadership Spartanburg and a member of the Leadership Spartanburg Alumni Association. In addition to his extensive community involvement, he was named the 2012 South Carolina Time Magazine Dealer of the Year. He brings extensive knowledge, community leadership experience and financial expertise to the Foundation Board.
SHERYL M. BOOKER - Trustee
Sheryl Booker is the co-owner of One Acorn, LLC, a consulting firm she started with her husband in 2020. She formerly worked as a Professional and Executive Banker with Bank of America and later as a school counselor at Dorman High School. Her previous work experiences prepared her for her last position with the Spartanburg Academic Movement (SAM). Sheryl has served on several local boards and is an active member of the Spartanburg community.
Erica McJimpsey serves as the Chief Municipal Judge for the City of Spartanburg, the first African American to hold that position. There she started the first Homeless Court in the Upstate of South Carolina. Erika's volunteer work focuses on serving children and families and includes service on the following boards and organizations: South Carolina Bar, National Bar Association, YMCA Black Achievers, Phyllis Wheatley Big Brothers-Big Sisters, Girls Scouts of South Carolina Mountains to Midlands, and Spartanburg Methodist College Paralegal Advisory Board. She is the founder of SOAR Leadership and Mentor Summit.
Ricky Richardson is a First Vice President and a Financial Advisor with The Richardson Group at Morgan Stanley in Spartanburg. He has worked with Morgan Stanley for over 40 years, specializing in individual and corporate investment stategies, asset allocation, and advising plan sponsors on their fiduciary responsibilities. Ricky brings expertise in financial services and strategic planning to the Foundation Board. An active member of the community, he is a former board member of the United Way of the Piedmont and former Chairman of the City of Spartanburg Design Review Board.
Scott has served as Chairman of the Board of Trustees of the Spartanburg Regional Healthcare System Foundation and on the board of the Spartanburg Day School. Currently, he serves on Upstate Forever’s advisory board and as Treasurer and Secretary of the Board of Trustees of Apella Health Management, the management arm of the $1.5 billion Spartanburg Regional Healthcare System. Scott is the CEO of WSM Ventures.
Len has served as Dean of Students for the Viking Early College in Spartanburg School District Seven and has worked within the District since 2009 following a corporate career with Milliken and Michelin. He was the first African-American to earn a Ph.D. in organic chemistry from Georgia Tech and has thirteen patents, thirteen additional patents pending, and was inducted into Milliken's Innovator's Hall of Fame. In addition, he is the Basileus of the Omega Psi Phi Fraternity, Incorporated, Epsilon Nu Chapter, having pledged through Psi Chapter, Morehouse College and is a founding member of The 100 Black Men of the Upstate chapter.

In October of 2022, five months after his death at age 59, Spartanburg native Jay Wakefield became a member of an elite group of automobile dealers.
He was named South Carolina TIME Dealer of the Year, and became a nominee for the national award, one of the automobile industry’s most prestigious honors. Since 1993, Jay had served as President of Wakefield Automotive. His death, a complication from cancer, meant that he never knew of that honor. Yet, the award continues to make a difference in the lives of others, just as Jay’s commitment to serving his profession and the local community has.
It was Jay’s family, his wife Jenny and their three children, Anne Townsend, Walker, and Brownlee who traveled to Dallas, Texas, to attend the National Automotive Dealer’s Association (NADA) show, to hear his name called as a nominee, and receive his award.
The accompanying financial award was placed, along with memorial gifts from generous community members, into the Jay Wakefield Lacrosse Scholarship Fund [02324] at the Spartanburg County Foundation. The Fund provides a $1,500 scholarship for a senior lacrosse player at Spartanburg High School. A scholarship awards committee selects the student recipient.
Jenny and her family have also opened the Jay Wakefield Memorial Youth Lacrosse Fund [02280] at the Foundation, a designated fund that assists students with funds for lacrosse training, summer league or tournament expenses, replenishment of equipment in a lending closet, and any other activities that enhance the experience of learning and enjoying the sport of lacrosse. A network of area lacrosse coaches work to ensure that those who need support for pursuing their interest in the sport benefit from the fund’s resources.
Jay’s legacy and passion for expanding opportunities for youth are honored between the two funds but in different ways. The scholarship fund has a specific parameter for its use - promoting post-secondary studies. It has further requirements for applicants, elements that anyone opening a scholarship fund can specify. A designated fund supports a specific organization or purpose. In this case, while still connected to Jay’s love of lacrosse, its resources can be applied more broadly around the focus area Jay’s family determined.
While all who knew Jay Wakefield would acknowledge many skills, passions, and traits that could be honored, the Foundation is privileged to be a part of ensuring that his commitment to creating opportunities for young people continues.

In late 2022, the Foundation awarded HALTER (Healing and Learning Through Equine Relationships) a multi-year $110,000 research grant. Funds will be dispersed over three years and are from the Alma and T. R. Garrison Fund, a trustee-initiated fund entrusted to the Foundation by the Garrison family over 30 years ago. The Garrison family established the fund for medical research and study with the expanded purpose of general health and well-being.
The multi-year grant from the Garrison Fund will enable HALTER to research and gather data on horse-human interactions with children and youth – advancing HALTER’s strategic efforts in planning, implementing, researching, and evaluating services. Additionally, HALTER will produce a guide for implementing research that can be replicated in other nonprofit organizations to advance the health of children and youth.
Through equine-assisted services, education, and research, HALTER improves the lives of children with physical, emotional, or cognitive challenges. Nancy Paschall, HALTER’s Executive Director, volunteers as the president of the board of the Horses and Humans Research Foundation and was part of a research project demonstrating the effects of therapeutic riding on children with autism. “HALTER’s evaluation includes components of family, community, educational, and personal level factors. It moves beyond looking at the interaction with horses to downstream impacts on the lives of those we serve.”
“This type of multi-year funding is rare for a community foundation, so when we can be creative and match a legacy donor gift with a nonprofit organization working to advance a critical need, that is a winwin for the community. HALTER’s research will not only strengthen their organization’s services but also support capacity building for other organizations serving Spartanburg County residents,” said Ashley Whitt, SCF Vice President of Grants and Community Impact.
Healing and Learning Through Equine Relationships (HALTER) improves the lives of children with challenges through equine-assisted services, education, and research. HALTER was formed in 1987 and has been on its current site on land from the South Carolina School for the Deaf and the Blind since 2006. HALTER is a 501(c) non-profit organization and depends on donations and volunteers to provide services.

“… for the people had a mind to work.”
As past board chair of the Spartanburg County Foundation, I opened our 2021 Trustee Education Session with a brief synopsis of the book of Nehemiah.
I learned a great deal about the life and actions of Nehemiah through a Bible study I had recently taken part in, and I was moved by his actions. Nehemiah was charged with rebuilding the dilapidated walls of his beloved city. I found his plight to be akin to the challenges we were experiencing as our own community sought to rebuild following the devastating impact of tornadoes, a global pandemic, financial turbulence, and social and political unrest.
This moment exposed the many breaches in the metaphorical wall of our community. These breaches manifested themselves through food insecurity, the lack of healthcare, childcare, broadband access, and transportation to name a few. We recognized just how critical educators, daycare workers, nurses, and healthcare workers were to the fabric of our community. It became abundantly clear that we were entering a season of rebuilding, and Nehemiah provided a blueprint for the work ahead.
First, Nehemiah had such a deep love for his community that when he learned of its condition he was moved to overwhelming grief. He wept, not only for his tribe, but for the entire community. This love of community not only moved him to pray for the people, but to take action to rebuild it. Secondly, he personally took an assessment of the damage. He gathered data and information and relied on trusted companions who also had a desire to restore the city. Thirdly, he shared this data with the people and encouraged them to have a mind and heart
to work collaboratively towards the rebuilding of their community. And finally, each family or tribe was given a portion of the wall to rebuild while also protecting the work from those who did not want the city to be restored.
The Spartanburg County Foundation has led like Nehemiah during this time. It cares for and embraces its community. It seeks impact for all our residents using its social, moral, intellectual, reputational, and financial capital. I take great pride in the work this organization has done over the last eighty years, but I am especially proud of the courageous work taking place during these unprecedented times. I was honored to have been a part of this organization over the last seven years and bear witness to its impact.
We grew our donors' assets so they could have a greater impact in their personal philanthropy. We assisted in the rebuilding of our community after storms ravaged our city through our Relief Funds. We celebrated 75 Years of Impact by granting $750,000 back into our community. We supported our community’s minority-led nonprofit organizations as they assisted the most vulnerable populations during the economic downturn. We positioned ourselves as a convener for ideas, innovation, and collaboration to promote philanthropy, encourage community engagement, and respond to community needs.
Our part of the “wall” is to be a fiduciary and a community leader, continuing to grow the assets of the foundation while shining a light on exposed breaches in our “wall”. Let us finish this good work and move forward collectively with a mind and heart to work.
As I conclude 25 years of service to the Spartanburg Community, I wish to convey my sincerest appreciation to the Trustees, former president, John H. Dargan, and current president Troy M. Hanna for the leadership opportunity they afforded me to bring about community change. This change was made possible with the support and collaboration of many partners, stakeholders, members of the Spartanburg community and devoted staff.
I served in many roles with the Foundation over my tenure. I led the development of our place-based work, launched community-based initiatives, leveraged resources, and birthed a leadership institute with almost five hundred new leaders! This work now resides in the first center for philanthropy which I helped to establish with President Troy Hanna, the trustees, and many partners and donors. It makes me smile to have played such an instrumental role in this significant milestone in the life of the Spartanburg County Foundation.
Watching these efforts evolve and flourish fueled my energy for my next chapter at this stage in my career. I am excited to use my knowledge, experience, and skills to help more community foundations across the country expand their impact through my new role with CFLeads, a national network of community foundations working together to build strong communities across the country.
I want my work at the Spartanburg County Foundation to be remembered for my innovation, my commitment to the community, my passion and compassion in serving others, my ability to collaborate with people from all levels of society, and my ability to get the job done.
I encourage all to continue building bridges. I encourage all to make connections between those willing to do the work and those who can fuel the work with their resources of time, talent, and financial support. I encourage all to build knowledge of the needs in our community and consider how you can be a part of meeting them. Onward and grateful…

Thomas, Chief Operating Officer of the Spartanburg County Foundation and Executive Director for the Robert Hett Chapman, III Center for Philanthropy, was named President and CEO of CFLeads, a national network of community foundations working together to build strong communities across the country. In March of 2023, Mary celebrated 25 years of service to the Foundation. Having been instrumental in cultivating innovation during those years, we wanted to honor her here and ask her what she hoped her legacy would be.
