“Two students were involved in an altercation, and a sharp object, believed to be a small knife, was used, causing lacerations to both students involved in the incident. This was an isolated incident between two students who know each other,” Cruce said.

Chance was held in observation by VCA Animal Hospital overnight and made a rapid recovery while in care. Unfortunately, the experience has left the 15-pound dog blind but, as quoted by KTLA 5 News, Burns said, “I was thankful that I could pick him up the next day, bring him home and have him at least start this new chapter of his life, dark and blind. At least he’s got my family and me to love on him.”

“Upon arrival, offi cers located one student with a facial laceration he suffered during the fi ght. The student was transported to a local hospital for treatment of a nonlife-threatening injury. The primary suspect in the incident, a juvenile student, was last seen running off campus and was ultimately taken into custody by SMPD,” said SMPD Lt. Rudy Flores in an email. The weapon used, a small black knife, remains outstanding.

while SMPD personnel remained on campus investigating the incident. The victim has been discharged from the hospital and is recovering at home.

“The District has upgraded security systems on campus, including cameras, upgraded digital locks on classroom doors and they have modernized intrusion, fi re and emergency alarm systems. Campus security received training on incident response prior to the start of this school year,” Cruce said.

It was Burns’ quick action that saved her pet’sAccordinglife. to KTLA 5 News, “Burns is unsure when or where Chance came in contact with the controlled substance, but she hopes her story helps other dog owners know what the risks and signs of a doggy overdose and brings attention to the condition of some local parks.”Petowners would do well to be aware of and stay conscious of their pet’s behavior, which can give clues to accidental pet poisonings or other issues. According to the Web MD Pet Center, an estimated 232,000 cases of pet poisoning in the U.S. each year. In this case, oxycodone, the strong prescription medication, is suspected as the cause, but even regular household substances and medications, like Acetaminophen, Chocolate and Xylitol, can be dangerous to pets. Symptoms of poisoning in pets can include:

Overdose in Santa Monica’s Palisades Park

August 14 incident leaves dog “Chance the Rapper” blind

Lori Burns, a resident of Calabasas, California, took her dogs, one of them named after the musician Chance the Rapper, for a walk along Palisades Park in Santa Monica on August 14. While watching her two dogs and the scene around her, little did she know that soon she would have to rush her dog Chance to the vet on that 78-degree day. In a Facebook post about the incident, Burns noted that the smaller of the two dogs, Chance the Rapper, “started to breathe heavily and then he just collapsed. He couldn’t stand, was panting, and staring…and not focusing.” After noticing her dog’s distress, Burns immediately rushed him to VCA Animal Hospital in West LosTheAngeles.vetat the hospital informed Burns that Chance had a temperature of 106, which is a temperature that is dangerous and can be fatal for dogs, and, according to Burns, “iced his body to try to reduce his temperature, gave him oxygen, started him on IV fluids and performed tests.” Most alarmingly, the veterinarian said, “they were not sure he was going to make it - the high fever could result in organ failure.”

After an hour, the veterinarian called Burns and informed her that the tests revealed a suspected oxycodone overdose. Oxycodone is a potent opioid medication that is usually used for acute to severe pain management and can be highly addictive. Burns stated in the Facebook post that she then contacted the ASPCA’s Poison Control Line to get a case number and give the number to “the vet so they could start on a protocol.”

Life of Lifeguard Derek Traeger Celebrated in Paddle Out Community gathers August 21 for paddle out in San Pedro

Three men have been indicted in connection with the beating death of mobster James “Whitey” Bulger, who lived undercover in a Santa Monica apartment for over 15 years. Fotios Geas, also known as “Freddy,” age 55, Paul J. DeCologero, also known as “Pauly,” 48, and Sean McKinnon, 36, were charged on Wednesday with conspiracy to commit first degree murder. Geas and DeCologero are accused of striking Bulger in the head multiple times and causing his death in October of 2018 while all were incarcerated at United States Penitentiary Hazleton in Bruceton Mills, West Virginia. In addition to the conspiracy charge, Geas and DeCologero have been charged with aiding and abetting first degree murder, along with assault resulting in serious bodily injury. Geas faces a separate charge for murder by a federal inmate serving a life sentence. McKinnon faces a separate charge of making false statements to a federal agent. Geas is still incarcerated at USP Hazelton. DeCologero is no longer being held at USP Hazelton but remains housed in the federal prison system. McKinnon was on federal supervised release at the time of the indictment and was arrested today in Florida. Bulger was 89 years old when he died. Bulger was serving two consecutive life sentences for 11 murders among other crimes he committed while he was head of Boston’s IrishAssistantmob. U.S. Attorneys Brandon S. Flower and Randolph J. Bernard are prosecuting the case on behalf of the government. The FBI and the Bureau of Prisons Special Investigative Services investigated. An indictment is merely an accusation. The defendants are presumed innocent unless and until proven guilty.

By Dolores Quintana

According to the plan document, the project would require that “a small parking structure would be constructed in the northeast corner of the Armory site to accommodate replacement parking. Access to the parking structure would be via a new driveway along the northern side of the site. The National Guard is requiring the parking structure, which would include parking to replace that displaced by the shelter (and the garage itself) as a condition of the lease with the County. Approximately 50 spaces would be lost at the shelter site and the parking garage itself would require the removal of a similar number of spaces. The parking structure would be approximately 150 feet by 180 feet and two stories tall. The parking structure would only replace the parking area lost to the shelter.”

Santa Monica Fifth Most-Expensive City for Renters in U.S. Rent.com report finds average rent in Santa Monica $4,357

A recent report listed Santa Monica as the fifth most-expensive city in the United States for renters. As reported by Rent.com, three of the top ten cities with the highest rents are in the Los Angeles area. The city of Santa Monica sits at number five with an average monthly rental cost of $4,357 per month. This is an increase of 15% from the previous year. However, as large as that may seem, it is the smallest percentage jump in rents on the list. For example, the city of Palo Alto, in northern California, is number three on the list, and the average rental price there has increased by 31.34%. The city of Glendale, on the eastside of Los Angeles, has increased a whopping 36.32%. Number one on the list is a city you might not have suspected before the pandemic, but with its proximity to Manhattan, which is already known for skyrocketing rents the radiate to the outer boroughs of New York City City, Jersey City leaped from $3,308 in 2021 to $5,500 in 2022 which is a jump of 66.25% but is only the third highest increase on the list. Only areas like Redmond, Washington, #8 on the list, and Pflueger, Texas, a suburb of Austin, at #126 on the list, rent percentage increases were higher at 126.34% from 2021 to 2022.

A permanent homeless shelter with 167 beds is being planned at the West LA Armory. A plan to redevelop the West Los Angeles Armory Building into permanent supportive housing that was approved in 2016 is finally starting to move forward as reported by Urbanize Los Angeles. This plan could bring 1,200 units to the West Los Angeles VA Campus of desperately needed affordable housing. The campus is in the West Los Angeles area, close to the 405 freeway, Westwood and UCLA. This move is intended to provide unhoused people with a new set of services and homes on the southern edge of the VA was built in 1964 and was previously used as a winter shelter for ten years. The shelter only held about 160 beds, for mixed-gender occupants, which wasn’t the fullest use that the shelter could provide. The Los Angeles Department of Health Services has released a notice of the intent to convert the Armory to provide long-term supportive shelter. The current project’s plan is for a threestory building that would be built to the south of the armory and would hold 167 beds. The renderings for this part of the project are for a low-rise building with a modern style. The building would have separate male and female dormitories, outdoor patios, a library, and recreation and dining areas.

WithBel-Airan average home sale price of $4.331 million, the exclusive neighborhood of Bel Air tops this list. It is undoubtedly one of the ritziest neighborhoods in the United States. Also located in a foothill area, Bel-Air lies between Brentwood and Beverly Hills. What is most remarkable about the neighborhood is the fame of the homes built there because of the renowned architects that designed them. With such architects like William Hefner, Mark Rios and Zoltan Pali among those designers, it’s no wonder that luminaries such as Clint Eastwood, Beyonce and Jay Z and Walter and Shirley Wang. The Westside is a region that comprises about 20 different neighborhoods with cities like Culver City, Beverly Hills and Santa Monica among those neighborhoods. While you might think that areas such as Malibu and Santa Monica would be the most expensive, West Los Angeles does have its share of the most extravagantly pricey neighborhoods in it.

Brentwood does have some more affordable areas with condos and single-family homes. It also has more retail spaces than some of the other neighborhoods on this list. It is also home to The Getty Center and The Skirball Cultural Center in the Sepulveda Pass.

While Los Angeles’ Westside is known for pricey real estate, certain areas stand out among the expensive and exclusive areas. As reported by Forbes.com, these are the four areas with the most exorbitant prices in Los Angeles’ Westside.

Realtor Bjorn Farrugia of Hilton & Hyland, based in Beverly Hills said, as quoted by Forbes.com, “There are so many factors that change from neighborhood to neighborhood. Even between Pacific Palisades and Brentwood, which are right next to each other, there are differences. The weather’s even different.”Brentwood:Withan average home sales price, sourced from Redfin.com, of $2.185 million, Brentwood is among one of the most upscale neighborhoods on the Westside. Part of Brentwood lies within the Santa Monica Mountain area and contains areas like Brentwood Park, which is an exclusive area home to several celebrity mansions, like those of Gwenyth Paltrow, LeBron James and Tom Brady. Farrugia says, as quoted by Forbes. com, “A lot of people that moved from places like New York and San Francisco moved to Brentwood because there’s a lot more space, and there’s more safety and privacy.”

What Are The Priciest Westside Neighborhoods?

Beverly Crest: With an average home sale price of $3.371 million, this pricey neighborhood is located in the Santa Monica hills and is west of the famous Beverly Hills. What Beverly Crest has is a lower population density which allows for larger homes and more privacy. The area has only officially been a named neighborhood for about 15 years but was originally planned as a gated community like Bel Air, with plans for 5,000 square feet allotted for the estates. However, the neighborhood is now a place where megamansions roost and boast homes with 25,000 square feet. Famous homes in the area include Rock Hudson’s “Castle” and the $75 million mansion owned by rapper Drake.

Pacific Palisades: With an average home sale price of $3.97 million, the Pacific Palisades is third on this list. The Palisades lie in an area between Malibu and Santa Monica, two already expensive cities and sit on the hills above the Pacific Ocean. Farrugia says, as quoted by Forbes.com, “Compared to Santa Monica and even parts of Brentwood, Pacific Palisades is a sleepy town. It’s a bit of a trek to get to and from the 405, and for a lot of people that’s a goodThething.”Palisades lacks the touristy vibe of Santa Monica and the free access, via Pacific Coast Highway, to Malibu and a strong sense of community among its residents. Aside from Palisades Village, most of the parts of the neighborhood are residential. While many properties in the Palisades are not as expensive as those in neighboring Malibu, the Palisades scores higher as a pricier market.

THE INBIKEORIGINALSHOPSLA

Part one of two parts Are you surprised when three weeks ago, while the entire West is fried by drought, suddenly a thousand people in Death Valley were stranded by flooding? Were you surprised last year when Portland Oregon (a city north of Toronto), whose average high June temperature is 76 F, suddenly saw a high of 116F that killed 63 people? These news events are surprising but now, unfortunately, not unexpected. This is what the new normal of climate change looks like: a slowly worsening environment punctuated by sudden catastrophes. Those seeming “catastrophes” will become the new normal a few years from now. In other words, what is news today will become, inexorably, normal tomorrow. The 50 year storm, that civil engineers design drainage for, will start appearing every ten years. A tsunami, that can happen at any time, may do in 8 minutes what sea level rise will do in 8 decades on Santa Monica’s beach. Essentially we are now on a climate change conveyor belt that relentlessly takes todays unusual catastrophes and makes them normalIllusionstomorrow.have“protected” us We have the illusion that we are protected by distance from grim climate induced catastrophes elsewhere. “Thats over there, it doesn’t effect me” is a common sentiment. But, as the news cycle proves repeatedly, distance is no protection, A war breaks out in Ukraine and starvation breaks out in Ethiopia. That same war in Ukraine destabilizes the entire global oil market and Californians are suddenly buying $6.00/gal gas. The massively melting glaciers of Greenland will ripple through the global hydrosphere eventually submerging our Mc Clure tunnel. The effect may not be immediate, but sooner than you think because these interlocking climate changes are not slowing down: they are actually accelerating. Thus distance is no protection, it only delays slightly how soon the impact of world wide events are felt here. So the next time you hear of massive forest fires in say Spain or horrible flooding in Bangladesh “do not ask for whom the bell tolls……it tolls for thee”. Everything is connected. We also have the illusion that technology will prevent the unavoidable. While photovoltaic solar collectors, windmill farms, xeriscaping, water recycling, better batteries and countless similar technological improvements, all have the vital function of buffering climate change impacts, they are simply not coming on line fast enough and some, like desalinization, or small scale nuclear have their own significant secondary impacts. For example if we suddenly could magically convert all our cars into glorified golf carts, the entire power grid would collapse as it can’t, in Southern California, even keep up with our current variable air conditioning power loads (not even considering the loss of Hoover Dam’s power). Technological improvement is a necessary but not sufficient tool to prevent a rolling ecological collapse. Linkages such as existing power availability and car power needs will create unavoidable choke points that will not only knee cap future growth but actually start to collapse existing industries (eg agriculture, tourism etc.).The final illusion that has clouded our judgement is that growth has no limits. Coasting on the century and a half bonanza of relatively low cost oil/coal, we think that we will always be able keep doing, as a society, what we have always been doing: profitably exploiting differences between supply and demand. But if supply craters and demand escalates exponentially, the entire oil/coal based house of cards collapses. Already, but particularly this winter, Europe will be experiencing a form of this with Putin’s natural gas cut off. In reality there are real limits to growth, independent of particular malicious actors. Contrary to capitalist fantasies, these limits are not negotiable by simply increasing the price of necessary resources. In fact, we do not need to keep doing what we have always done. We have already started breaking the stranglehold that oil has on our lives. A few months ago, there were a few minutes where California was able to get ALL of its electrical power from renewable sources (wind, solar, hydro etc). In other words we were able to get all of the needed electricity for 40 million people from renewable sources! This was a victory we were supposed to reach in 2045 but we are, admittedly under very favorable conditions, already momentarily there today. The art will be to extend that success into less favorable conditions (heat waves, rush hour etc.). But the take home is that it can be done. Most politicians are no help So deluded by the three illusions, the protective power of distance, the technological rescue and the myth of infinite growth we blithely ignore the precariousness of our situation. The biggest deniers of the reality we face are, of course, the common politicians who claim to lead us. With a few exceptions, they depend on keeping the illusions alive for their political donors’ cash. Politicians who try to steer in a sustainable direction, or sound the alarm are punished or ignored, while those that keep the myths alive are rewarded with showers of corporate monies. Thank the development-real estate industry that our foolish governor thinks we should build 2.5 million new housing units in the next eight years in a state whose population has actually flat lined and where the drought is already paralyzing both rich (Montecito) and poor (Central Valley) communities. Meanwhile thank the oil industry that Senator Manchin got poisonous carve outs for the oil/coal industry in the recently passed IRA. These politician funding corporations, with international reach, want to keep the deadly charade going as long as thy can make money even as they knowingly destroy the whole world.

November 8,2018 Woolsey fire in Malibu destroyed 1600 structures and killed 3 people.

Likewise, if politicians can keep the three illusions alive for just a little longer, they can survive to the next election. In short, they are incapable of addressing the problems we face because these problems transcend any election cycle. Meanwhile every metric of planetary health is tanking: pollution (PFAS in every person’s body), deforestation (fires and logging are destroying forests faster than trees can grow), food scarcity and insecurity (every edible fish food pyramid is collapsing), land shrinkage (sea level rise), global population keeps expanding, homelessness is universal and increasing, affordability keeps decreasing (worldwide inflation explosion), immigration is worsening, the list goes on and on and on. But you already know all this: none of these dangerous metrics are surprising to you. They are the world we live in. But looking ahead, things are not looking so good for homo sapiens. Next week’s article will be about what can be done. By Mario Fonda-Bonardi AIA S.M.a.r.t

The National Park Service (NPS) has acquired 45 acres of land that abuts the Backbone Trail and is a critical portion of its viewshed in the Circle X Ranch area of the Santa Monica Mountains. The land includes a cluster of four former privately-owned parcels and was purchased using funds from the Land and Water Conservation Fund (LWCF).

The land contains the confluence of three drainages and their steep, upland slopes including chaparral and rocky outcrop habitat. It is part of the viewshed from the Triunfo Pass section of the Backbone Trail and from the Sandstone Peak Trail. The Land and Water Conservation Fund was permanently authorized in August 2020 by the Great American Outdoors Act. Funds are used to acquire lands, waters, and interests therein necessary to achieve the natural, cultural, wildlife, and recreation management objectives of the NPS.

On July 5 Judge James Chalfant dismissed a lawsuit brought by ManiMBILLC, owners of the Malibu Beach Inn Hotel, against the City of Malibu and Mayor Pro Tem Bruce Silverstein challenging the City’s denial of the hotel’s proposed swimming pool project.

“We like to believe that visitors hiking in the Western Santa Monica Mountains would appreciate knowing that a particular section of land was preserved in a pristine and undisturbed state unspoiled by development for their enjoyment.”

The CDP application also sought to allow a portion of the property’s required onsite parking to be located offsite at 22853 Pacific Coast Highway, a Hertz Rental Car lot.

• An engineer will complete a visual inspection of exposed elements.

Zebra Construction Takes on Balcony Laws

By susan Payne Every building with 3 or more units in the state of California with an exterior elevated element above six feet, requires an inspection per the new “Balcony Law”. The first inspection of these elements must be completed by a licensed architect, engineer or contractor by January 1, 2025. Passed in 2020, bills SB-721 and SB-326 commonly known as the “Balcony Laws” state that 15% of each type of elevated woodconstructed element must be inspected every six years to promote safety and prevent loss of Zebralife. Construction is equipped and ready to help property owners and managers with inspections. General contractor Michelle Durey and Kevin Fanta cofounded Zebra in 2019 on the foundation of trust and old school values. These structural experts have already started the inspection process with a few of elements that extend beyond exterior walls of the building to be inspected. This can include balconies, decks, stairways, walkways and entry structures. After the initial inspection, subsequent inspections must be completed every six years. The building owner must keep record of inspection for two inspection cycles, equal to 12 years. If any exterior elevated elements pose an immediate threat to the occupant(s) the owner must receive the report within 15 days of the inspection and the local enforcement authority will be notified by the inspector. Zebra Construction will return a plan for repairs and cost to repair the elements at this time. Work can begin without a permit if it is an immediate threat, but a permit will still be needed by the end of the project. If there is no immediate threat, the report must be returned to the property owner within 45 days of the inspection. From inspection to repair, Zebra Construction has created an easy step-by-step process, so property owners are abiding by the law:•Free consultation is completed by Zebra Construction to review how many exterior elevated elements need inspection.

• Zebra Construction will return the engineer’s report to the property owner.

• Zebra’s engineers will then detail a plan for repairs (if needed) which must have a permit applied for within 120 days of the report.

vents, which have hinges and can be opened for future inspections. They allow 5 joist bays to be seen with one vent. The vents comply with building codes for fire ratings and allow air flow that prevents moisture from being trapped in wood members. The other option is a 3 inch hole which is plugged after and inspection is completed with a camera.

• Zebra will complete any repairs necessary with a permit. This can include sistering joists or reframing balconies due to termite damage or dry rot and making sure balconies have correct fire ratings. Railings could possibly have new piers welded if steel on the railing system is corroded, and waterproofing systems may need replacement.

“We recommend a Pacific Polymer ElastoDeck coating. It will require the least amount of maintenance,” Durey said. When new laws and ordinances come into effect, Durey and the Zebra team educate and inform themselves and their clients on the requirements, giving property owners full transparency of the laws and what is needed for“I’vecompliance.seen so many people get taken advantage of when there’s a new law in place, so we stay involved with apartment owner associations and the Structural Engineers Association of Southern California. I want to help people in any way I can,” Durey said.

Company growth attributed to trust, old school values

Note that tangerines and lemons are different colored citrus fruits from the same genus (family.) The import of that factoid becomes clear in the story. These three actors along with Pitt form the exceptional ensemble. You can sense the fun they’re having with their relationships. Pitt’s role is equivalent to the classic “dumb blonde,” the innocent, who seems to have uncanny luck in escaping tight situations. There are also several vividly memorable cameos, by Zazie Beetz, Channing Tatum, Sandra Bullock, Bad Bunny, Michael Shannon and RyanYouReynolds.canbesure that in a movie directed by a former stunt man with a degree in International Relations and a devotion to martial arts, there will be a genuine global flavor, and that timing is everything. You will feel this viscerally in Bullet Train.

American actress Joey King worked daily on her British accent for her role as “Prince,” a master of deceit. She has been acting since childhood and was only 21 when filming started. Brad Pitt describes her as a “powerhouse.” Aaron TaylorJohnson is endearing as “Tangerine.” He has also performed since his early years. Brian Tyree Henry, an accomplished Broadway musical and theatre actor with a strong TV and film resume plays “Lemon.”

David Leitch was Pitt’s stunt man in such high profile films as Fight Club, Ocean’s Eleven and Mr. & Mrs. Smith. He has since created a very impressive resume as a director.Theproduction design, costume design and music are meticulously detailed. The opening credits roll to The Bee Gees song “Stayin’ Alive” sung in Japanese. Stayin’ alive is the major theme of the story. There is contemporary and classical Japanese music in the sound track. Sukuyaki by Kyu Sakamoto, was actually on US top 40 pop music lists in the 1960’s. The outfits worn by the characters are keys to their personalities. There are no costume changes, only layers peeled off, as the train races down the tracks. Costumer Sarah Evelyn Bram brought out the color, style and texture of each personality. She worked very closely with Pitt, who plays a retired hit man. Each detail has a meaning and the composed relaxed outfit that he wears at the beginning of the trip gradually gets deconstructed as he is pulled into the action. Pitt noted that his outfit looked as if “I had retired and was sitting on the dock fishing.”Theentire film, except for brief flashbacks, takes place on a train ride from Tokyo to Kyoto, so there is a strong sense of fluidity running through the story, based on a Japanese novel by Kotaro Isaka. It doesn’t have one strong narrative line running from Point A to Point B - it’s messy, like real life, and chock full of surprises. The train literally carries the movie - it speeds quietly through the Japanese landscape as the chaos inside intensifies. This is a beautifully shot movie with rich characters in lusciously appointed settings. There are a lot of maimed body parts, but it’s set up as a sarcastic poke at films that are onenote on destruction and devastation. If you haven’t seen Bullet Train yet, I recommend a ticket for this highly entertaining ride.

Bullet Train is disguised in the cloak of a fast-paced high-action thriller, but underneath its splashy exterior, it’s really an intimate ensemble piece driven by richly colorful characters. Director David Leitch and his casting directors, Mary Vernieu and Lindsay Graham, have assembled a superb cast to bring this movie to life. They bring tremendous energy to their roles and play off one another with subtle shadingunusual to find in a fast-paced story. Each character is over-the-top, but so complex and deep that you will feel for them.
