Modoc Loses Only CRV Redemption Site
Modoc County residents can still drop off refrigerators, stoves, washers, dryers, barbecue grills, mattresses and most other scrap metal at Garrett Ingram’s West 12th Street yard, even though cash redemption for beverage containers has stopped. The site continues to accept junk cars as well, provided owners supply a Department of Motor Vehicles junk slip.
The closure of Modoc’s lone California Redemption Value (CRV) center means about $15,000 in deposit refunds now leave the county each month. Without a certified buyback site, state law puts every beverage retailer inside the one-mile convenience zone on a
60-day clock: they must either redeem containers in-store, join a dealer cooperative or pay CalRecycle a $100 daily fee. Larger stores could absorb the cost, pass it along in higher prices or struggle to store unsorted cans and bottles until they can ship them out. Smaller markets face the same rule and have fewer resources to meet it. Many residents already skipped recycling because of practical hurdles.
Bagged cans take up garage space, sorting is messy, and a trip across town—or now across counties—cuts into work hours and fuel budgets. Some households simply do not generate enough containers to feel a payoff, while others dislike storing material
that can smell or attract pests.
Despite those barriers, comments at this week’s city council meeting and on community forums show strong demand for alternatives. The most common request is lowcost curbside pickup, even if collections come only once or twice a month. Supporters say a blue-bin program would remove storage and transport problems and help keep roadside litter out of landfills. Ingram told the council he could provide the service at roughly half the price charged by regional waste haulers and pledged to work with officials on a viable model. The stakes extend beyond convenience. Children often redeem
bags of cans for a fishingpole fund or summer treat, and fixed-income seniors rely on CRV money for groceries or prescriptions. Without a local outlet, those small boosts disappear and more recyclable material is likely to head to the transfer station.
City leaders left the meeting with no immediate fix, but they face mounting pressure. If retailers absorb fines or pass costs along, shoppers will feel it at the register. If nothing changes, the deposits Modoc residents pay at checkout will keep flowing to Susanville, Redding or Oregon, and the nickels and dimes meant to reward recycling will instead land in the trash.
MJUSD Names New Principal
The Modoc Joint Unified School District has named Amy Welch intern principal of Alturas Elementary School for the 2025-26 academic year.
Welch has served the campus in several leadership roles, including MTSS coordinator, summer school teacher and parent night coordinator. District leaders credit her work ethic, integrity and strong relationships with students, families and staff for her success.
Superintendent Beckie Lewis, who previously led Alturas Elementary, said Welch routinely
places students first and understands the needs of the rural community.
Lewis added that Welch’s calm, collaborative approach will help the school continue on a steady path.
As intern principal, Welch will complete her administrative credential while overseeing daily operations. She plans to support teachers, involve families in school life and promote a positive, student-centered culture.
District officials say Welch’s solutions-focused mindset positions her to guide the school through the coming year with energy and continuity.

Livestock Grazing Plays Key Role in
Wildfire Prevention Across Modoc County
Livestock grazing is proving to be a valuable tool in reducing wildfire risk, especially across California’s rangelands and in rural communities like Modoc County. By consuming dry grasses and herbaceous plants, cattle help reduce fine fuels that can ignite and spread wildfires. Grazing also helps maintain open grasslands by preventing the encroachment of shrubs, which contribute to higher fire hazards. This is particularly important in the region’s sagebrush steppe and grassland ecosystems. In neighborhoods such as the Cedar Pass Summerland Subdivision, open-range grazing provides more than just aesthetic value—it’s a practical, visible fire prevention strategy. Each year, residents note how grazing reduces hazardous fuels and improves fire safety around homes and infrastructure.

Grazing also supports the creation and maintenance of strategic fuel breaks. These grazed zones near roads, power lines and wildland-urban interfaces offer vital protection for Modoc’s remote and fire-prone communities. Compared to other fuel reduction methods such as mechanical thinning or prescribed burning, grazing is often more affordable and easier to scale across large landscapes. California’s rangelands have long been shaped by generations of ranchers. Today, livestock grazing continues to support biodiversity, healthy
soils and fire-resilient ecosystems. Supporting responsible grazing is not just about preserving a way of life. It’s an investment in public safety, environmental health and the resilience of the communities that depend on the land.

BLM to hold August 2025 geothermal lease sale in California

The Bureau of Land Management will hold a competitive geothermal lease sale on Tuesday, August 26, 2025, offering 13 parcels totaling 23,000 acres across Imperial, Lassen, and Modoc counties. The auction will be held online via EnergyNet. The open bidding period begins at 7 a.m. Pacific Time on the day of the sale. Each parcel will have a unique one-hour bidding window, with times clearly listed on the auction website. Parcels can be viewed now at the BLM National NEPA Register (El Centro Field Office and Applegate Field Office), and on EnergyNet approximately 10 business days after the sale notice is posted. For each parcel leased, 50% of the bid, rental receipts, and subsequent royalties will go to the state of California, 25% will go to the county where the lease is located, and the remaining 25% will go to the U.S. Treasury.
Geothermal energy is a renewable resource that generates baseload electricity with minimal carbon emissions. It is an abundant resource, especially in the West, where the BLM has authority to manage geothermal resource leasing, exploration, and development on approximately 245 million surface acres of public lands and the 700 million acres where the United States owns the subsurface mineral estate. The BLM issues competitive geothermal leases for an initial 10year period. The leases allow the lessee to explore for and develop potential geothermal resources. The leases may be extended if the lessee establishes production or provides proof of diligent exploration. This may be of interest to parents and residents in Modoc County. I recently read a page in the Bay Area News that listed all 58 counties in California and their school ranking. I was shocked to see Modoc County Schools ranked the lowest of 58 counties with an academic rating of C-. With approximately only 800 students enrolled in our county schools, we can do better than that! We all know of the outstanding sports in Modoc County, but academics should be number one for students to achieve their goals in life. With the State of California spending $21,600 on each school child per year, these scores must improve. It will be up to parents and others interested in education to get Modoc Schools into the A+ rating.

The Pit River Tribe had this huge awareness thing about beaten, murdered and exploited Native Women a few months ago. Yet they have Russell Eleck a felon with 3 felony convictions running their Lands Department, which is a tribal government position. 2 of those convictions are for violence towards women. The other is a felony DUI with bodily injury. All public info. You have a tribal government employee Chris Brown who got a DUI while driving a Tribal Government Vehicle. Still got a job. You got a band chairman Josiah Jacobs that was on felony probation for unlawful use of a firearm. Shooting a pistol out of his car window. Gets elected to chairman for his band. You got a Cultural Luis Parrish rep who runs a meth house. They have have zoom meetings which I got to see one when I had the temp position with the tribe. In which their Officials especially Silva Contreras went on a rant about evil white colonizers, then trying to see what grants you can apply for from the very same people you all hate. They ask for support from Modoc County, If Modoc knew the type of garbage that was going on they would turn their backs on the Tribe. They are currently dealing with their 4th failure to register their government Vehicles. Waste of money in fines that could be actually helping your members. Finally Russel Eleck the Lands Department head tried to evict Rose Harris out of a house she grew up in. A house that was built by her great grandfather. Their reason was because Max Forrest died before he could sign it over. Everyone in the family knew that it was Max Forrest and Norman Forrest wishes that the House stays in the family. The tribe lost in court and the case was dismissed with prejudice. Now the tribe refuses to sign it over to her. The well pump broke along with some of the pipes. They won’t fix it because they want her to move out so that the council can move their people on the property. Something must be done.

108 Years Ago – 1917 CITIZENS gathered to say goodbye to the 24 Modoc boys who enlisted in the field artillery. The crowd met at the Hotel Niles and headed by the Alturas band, marched to the depot. The band was followed by the Home Guards, a committee of Native daughters, the new recruits and a score of autos. Besides these men, Modoc has furnished 48 men who have enlisted, and many will soon be heading for the trenches in France.

Public visits to BLM Litchfield wild horse and burro corrals will be appointment only

The Bureau of Land Management has announced that visits to the Litchfield Wild Horse and Burro Corrals near Susanville will be by appointment only, effective immediately. Those wishing to view animals available for adoption or purchase can reserve a time by calling 530-254-6575. Separate appointments will be required for adoptions, purchases and animal pick-ups.
Staff at the facility, 21 miles east of Susanville on U. S. Highway 395, will set visitor appointments on weekdays between 6 a.m. and 2 p.m. “We will do our best to accommodate visitors
interested in considering horses and burros for adoption, or just observing the animals,” said Emily Ryan, manager of the BLM Eagle Lake Field Office. The Litchfield Off Range Corral serves as a regional adoption preparation center for animals removed from the range in BLM’s work to manage public land wild horse and burro herds at sustainable levels. It has a capacity of 1,000 animals. Information on adopting or purchasing a wild horse or burro is available from the BLM online.

Holly Elaine Sherer (Bradbury)
November 18th, 1990- June 18th, 2025
With heavy hearts and profound sadness, we announce the unexpected passing of Holly Elaine Sherer on June 18th 2025, in her Sacramento, Ca home. She was 34 years old.
Holly entered this world in a truly remarkable way- born mid-flight over Pyramid Lake on November 18, 1990, as her mother was being transported to Washoe Medical Center in Reno, Nv. Her dramatic arrival set the tone for a vibrant, passionate life filled with creativity, kindness, humor, and deep devotion to those she loved.
Raised in Alturas, Ca, Holly attended Alturas Elementary, Modoc Middle School and Modoc High School. From a young age, she stood out with her quick wit, bright smile, and talent for connecting with others. She later attended Marinello School of Beauty in Redding, where she honed her artistic talents and developed her lifelong love of crafting and creating.
Holly wore many hats throughout her life, working hard and always pushing herself to grow. But it was Cal Pines Community Service District where she truly found her purpose. Over more than ten years, she rose through the ranks from a humble office assistant to Administrator and Human Resources Director- thanks to her intelligence, drive, and genuine care for the community. She played an instrumental role in planning community events, particularly for the Cal Pines Fire Department, where she organized BBQs, public outreach and special gatherings that brought neighbors together and lifted spirits. Holly didn’t just serve the community- she loves it, and the feeling was mutual.
Holly was an incredible talented crafter and maker. Her craft room was her sanctuary, and she poured hours into making beautiful, thoughtful gifts: earrings, stickers, patches, cutting boards, shirts, tumblers, ornaments- if it could be made, Holly made it. And she gave it all away. She rarely charged for her work because she simply wanted to bring happiness to others.
Her sense of humor was unforgettable- dry, quirky, and perfectly timed. She was the queen of lame jokes

and punchlines, often followed by her classic, “Do you get it?” with an elbow and a mischievous grin that made everyone laugh, whether you got it or not.
Family was everything to Holly. Her husband Ryan was her partner in life and in love, and their children Aedyn and Maddox were the center of her universe. She loved them fiercely and was endlessly proud of who they were becoming. Her bond with her sister Katy (John) Patchett was more than sisterlyit was a friendship built on shared memories, unconditional love, and unspoken understanding. They were rarely seen apart, and Katy now carries the heartbreaking weight of losing not only her little sister, but her best friend.
Holly is also survived by her parents, Patrick Bradbury and Loretta Crossman; her brothers Justin (Amanda) Phillips and Daniel Hern; her nieces Adilynn, Makenzie, VaraLee and Maysin; and nephew John Jr. She was preceded in death by loved ones who are surely holding her now, welcoming her home with love.
She loved camping, fishing, playing games, sitting around with family and cuddling with her pups. She cherished simple momentslaughing in the kitchen, watching movies with her kids, helping out friends or family with anything they had going on at the time. Holly gave so much of herself to others, and she did it without hesitation.
Holly leaves behind a legacy of laughter, generosity, creativity and love. Her absence is a loss felt deeply, not just by her family and friends, but by the entire Cal Pines Community. Her spirit will live on in the many lives she touched and the memories she made.
A Celebration of Life will be held on August 16th, 2025, at 1:00pm at the Canby Fire Hall in Canby, Ca. Finger foods will be served- please bring a dish to share if you wish. We Welcome all who loved Holly to come together to remember, grieve, and celebrate the incredible life she lived.
In lieu of flowers, the family asks that you do something kind for someone else in Holly’s memory- give a gift, tell a joke, or help a neighbor. That’s what she would have done.
Sandra Dunn, Mother, Grandmother, Great grandmother, Aunt, and friend passed away June 27, 2025, in Lakeview, Oregon.
Sandra was born on April 13, 1942, to Laurence and Zita Hansen in Susanville CA. Sandra was raised on the Hansen Ranch at Horse Lake. She grew up contributing to her family ranch, riding, roping and cooking for the ranch crews. Sandra was a young beauty, earning the Lassen District Fair Queen title. She graduated from Lassen High School and continued her education at Colorado Women’s College in Denver Colorado. After her adventure away from the family ranch she returned home and married Larry Dunn on September 11, 1962. As a young couple they stayed and worked on the family ranch where they started their family. When her children were young Sandra chose to be a stay-at-home Mom but eventually, after the family moved to Alturas, worked out of the home, assisting her husband with the auction yard while they owned it and working part time at a dress shop.
Sandra became known as a meticulous bookkeeper and started working for the Modoc County Health Department in their
fiscal department, where she retired.
Sandra was a very thoughtful woman, who shared her wonderful Christmas candy with those close to her and she enjoyed knitting.
Sandra was always on hand to help with the family cattle operation.
The highlight of Sandra’s life was her kids and then her Grandkids, when they came along.
Every 4-H show, sporting event, rodeo, fair and horse show the grandkids participated in Sandra was there enjoying every second.

United States Coast Guardsman, Lieutenant James C.M. Taylor Celebrates Retirement
Family and Friends attended the retirement and reception of United States Coast Guardsman, Lieutenant James C.M. Taylor on May 22, 2025 at U.S. Coast Guard Station North Bend, Oregon. James has retired from the U.S. Coast Guard with a stellar career spanning over 21 years of faithful and dedicated service. He began his Coast Guard career in March of 2004, attending Boot Camp in Cape May, N.J. Duty assignments included: Astoria, OR; St.
Louis, MO; Kodiak, AK; Tillamook, OR; Eureka, CA; Miami, FL; and over 7 years of Sea Duty aboard USCG Cutters
Steadfast and Spar. James made the rank of Chief Petty Officer in 2017. In 2019, he was granted an appointment to Chief Warrant Officer. In 2022, he attained a commission as Lieutenant. This path of advancement from Enlisted to the Officer ranks earned Lt. Taylor the endearing term

of “Mustang” which is derived from his unique experience and perspective as a prior Enlisted member. James’ ceremony was officiated by Lt. Neil Romans. Modoc Schools Lag In Testing But Gain From Small Class Sizes
New statewide data
place Modoc Joint Unified School District in the lower third of California’s 1,925 districts for test performance, yet the same reports show bright spots in class size, graduation rates and campus diversity.
Public School Review ranks the district 1,264th based on combined math and reading scores. Students met state standards in math 22 percent of the time last year and in
reading 30 percent of the time, trailing statewide averages of 33 percent and 47 percent. Small classes remain a strength. With about 17 students per teacher, Modoc sits in the top 1 percent of California districts for individual attention and matches the state’s overall student-teacher ratio. The district’s graduation rate has climbed to roughly 87 percent, on par with the state and up several points over five
years. Niche gives Modoc an overall B-minus and lists it 302nd of 675 districts for diversity, noting that 36 percent of students identify as a minority group, led by Hispanic and American Indian enrollment. Those mixed numbers reflect the challenges of serving 810 students spread across six campuses in one of California’s most remote counties. A small test pool means a handful of
scores can swing district averages, and long distances make it hard to recruit specialists for advanced placement or special education.
Improving performance will take time and resources. Education analysts note that rural districts like Modoc often focus on targeted math tutoring, shared online courses for advanced credit and stronger attendance outreach to lift scores while keeping learning relevant.
Pine Creek BBQ and Car Show

A crowd gathered July 12 for the annual New Pine Creek BBQ and Car Show, which ran from 8:30 a.m. to 1 p.m. Families moved from smoky grills to rows of open hooded cars while CAL FIRE crews shared fire-prevention tips and answered safety questions. Children tried on helmets, learned how to check smoke alarms and, with help from firefighters, aimed low-pressure hoses at practice targets.
When the sun pushed the temperature higher, organizers and guests cooled off with an oldfashioned water fight that drew cheers from kids and adults. Volunteers kept the barbecue line moving with tri-tip sandwiches, coleslaw and lemonade.

Event staff credited the strong turnout to community support and cooperation among local businesses, service clubs and CAL FIRE. Organizers said proceeds will help fund future safety programs and youth activities in the border town. The day closed with prize ribbons for crowdfavorite vehicles and a final thank-you over the public-address system.

Residents lingered, exchanging leftovers and stories before heading home. Confidence that next year’s show will be just as lively was the last note sounded as crews folded tables and packed away grills.

First 2nd Amendment Bill in 20 Years
Gov. Gavin Newsom
on Monday signed Assembly Bill 584, a measure that lets licensed gun dealers and firearms manufacturers use modern steel doors with “panic” bars and multipoint locks to secure their shops after hours. The law takes effect Jan. 1 and is the first gun-rights bill to become California law in more than two decades, according to advocates. Authored by Assemblymember Heather Hadwick, the bill amends Penal Code sections 17110 and 29141. Current rules require dead-bolt or grated doors; supporters said those standards clash with building codes that call for quick emergency exits. The new option allows a windowed or solid steel door with interior-bolting
multipoint locks, no outside handles and covered hinges.
The proposal drew rare bipartisan support for a firearms measure.
It cleared the Assembly 75-0 in April and the Senate 38-0 in June before reaching the governor’s desk.
Gun-rights groups pushed hard for the change. “AB 584 helps protect Californians by increasing the safety of firearms dealers and manufacturers from criminal activity by allowing vastly improved security technology,” the California Rifle & Pistol Association wrote in support.
Gun Owners of California and the CRPA called the legislation the state’s first “pro-Second Amendment” bill signed since the early 2000s, a period dominated by new
gun-control laws.
No organizations filed opposition during committee hearings, and analysis noted the bill merely adds another compliance option rather than weakening existing storage rules.
Dealers who choose the new door design must still meet all other alarm and window-bar requirements already in law. Violations remain grounds for fines or license revocation.
With Newsom’s signature, AB 584 becomes Chapter 40 of the 2025 statutes and offers gun businesses a security upgrade supporters say will deter smash-and-grab thefts without compromising public safety.



The California Highway Patrol is reminding drivers that stepped-up speed enforcement on U.S. 395 is still in effect from the Nevada state line to the Oregon border. Officers from the Susanville, Alturas and Quincy areas began the corridor campaign on July 9 and will keep extra units on the road through the busy summer travel season.











Patrol cars — some marked, others low-profile — are targeting the behaviors blamed for most serious crashes on the two-lane route: speeding, unsafe passing, distracted driving, impaired driving and commercial-vehicle violations. Over the past 10 years, troopers have recorded 29 fatal collisions along the border-to-border stretch, including 24 deaths between the State Route 36 junction and Red Rock Road in Lassen County.
Commanders say drivers can avoid tickets and tragedies by leaving early, waiting for legal passing lanes, wearing seat belts and refusing to text or drink behind the wheel. Anyone who Continue on page 14

Stock Car Races This Weekend
Stock-car racing thunders back to Surprise Valley on Saturday, July 19, when the West Coast Pro Stocks take over Cedarville Raceway at the Modoc District Fairgrounds. The first green flag drops at 6 p.m.. Tickets cost $15, and children 4 and younger get in free; advance sales are available at Modoc Farm Supply, Napa Auto Parts, Pacific Crest Credit Union and Modoc Steel, as well as online through the Modoc Heritage Foundation.
The quarter-mile clay oval, listed publicly as a one-third-mile track, has hosted regional racing off and on for decades and sits on the fairgrounds in Cedarville.
West Coast Pro Stocks is a late-model series that tours small tracks across California and neighboring states. League officials say the cars, powered by V-8
engines and weighing about 3,100 pounds, regularly top 100 mph on short straights. The Cedarville stop is one of two dates the series booked in Surprise Valley this season.
The nonprofit Modoc Heritage Foundation, founded in 2018, is promoting the race night and will use a share of the proceeds for improvements at the fairgrounds. Fans can expect hobby stocks and outlaw karts on the support card before the 40-lap Pro Stock main event. Local volunteers are handling concessions and parking, and organizers encourage spectators to bring cash.

Smokey Summer Continues
Smoke from Northern California’s two largest active wildfires will linger through mid-week.
The 13,366-acre Green Fire burning north of Shasta Lake in Shasta County and the 8,156-acre Butler Fire along the Salmon River in Siskiyou County are pumping the bulk of the region’s particulate matter into the air. The Green Fire, sparked by lightning July 1, is 5 percent contained, while the Butler Fire remains uncontained.
A west wind north of
the Sacramento valley will steer smoke into northeastern Shasta County, Modoc County and Lassen County.
The Shasta County Air Quality Management District advised residents to limit outdoor activity if they smell smoke or see ash, warning that conditions can change quickly with the wind.
Fire crews on the Green Fire worked Tuesday to corral spot fires on steep slopes above Shasta Lake using helicopters, air tankers and watercraft.

firefighters battled triple-digit heat and gusts to 25 mph as the blaze crept southeast.
. Structure-protection lines held for a second straight day, incident commanders said.

VFW Post 7888 Hosts Fifth Annual Hot Summer Night, Cruise, Car Show and BBQ
The first of two nights of motorized entertainment in Surprise Valley, back to back. On Friday the 18th of July 2025, the Surprise Valley Veterans of Foreign Wars will be hosting their Hot Summer Night event. A motorized parade, also known as a “Cruise” will start at the Modoc County Fairgrounds. Parade participants will need to be at the parking lot of the fairgrounds in Cedarville at 5pm to line up. The Cruise is open to anything with a motor and wheels. Be it a finely tuned classic, to a work in progress to even an “Oddity On Wheels”. There is no judging or awards for the parade. Just an organized cruise down main street Cedarville to start the evening at 5:30pm.
The cruise will end at the VFW Hall, located about a quarter of a mile north of Cedarville. There the parade participants can park their vehicles, and the car show will start. After the last vehicle has been parked, the Bar B Cue dinner will start. Dinner consists of Mahogany grilled, sliced Tri Tip served on a Hoagie Roll with your choice of toppings and sauces. A cold pasta salad, house recipe baked beans, chilled sliced watermelon and a non alcoholic beverage. The price of the dinner is $20.00, and kids under the age of ten years old eat for free with the purchase of an adult meal.
While you enjoy some of the best Bar B Cue in the valley, there will be a live band playing under the sun screen for the duration of the evening. We will have an outside bar set up for cold beverages and you can walk around and look at the collection of motorized history parked right next to the hall. It will be a great evening with lots of great food, great entertainment and great cars and trucks that are sure to spark some stories and memories.
