Santa Monica Taps Texas Firm To Prevent Future Child Abuse

The city of Santa Monica is using the guidance and recommendation of an Arlington, TX-based firm to prevent future child abuse following a settlement to 124 people who allegedly suffered sexual abuse from a former city employee.

“The City of Santa Monica has demonstrated our vigilance in protecting youth by implementing best practices and strict policies across City programs, including creating a Child Protection Committee and establishing a Child Protection Officer to oversee implementation of child abuse prevention measures, as recommended by Praesidium, Inc.” Delana G. Gbenekama, acting public information officer of Santa Monica, said in an email.

Praesidium is an expert in abuse prevention that advises organizations on preventing sexual abuse of children. It serves as the Child Protection Officer and works in concert with the Child Protection Committee for Santa Monica. The CPC is a multi-department committee that includes representatives from city departments such as the city manager’s office, the city attorney’s office, the Santa Monica Public Library, and the community services, finance, human resources and police departments.

Santa Monica has already taken actions based on recommendations from the CPO

and the CPC, such as hiring a new volunteer coordinator to monitor and oversee recruitment and training of volunteers across city programs, Gbenekama said.

The move comes after Santa Monica agreed to pay almost $230 million over the actions of Eric Uller, who volunteered

with the Police Activities League. Uller allegedly abused young boys starting in the late 1980s. In 2018, he committed suicide before he stood trial.

“My heart goes out to the victims who have experienced so much pain and heartbreak,”

Mayor Gleam Davis previously said in a

news release. “The settlement is the City’s best effort to address the suffering of the victims in a responsible way, while also acknowledging that the harm done to the victims cannot be undone.”

A Fatal Crash Involving Two Vehicles on PCH Leaves One Dead and Several Injured

A tragic collision occurred on Pacific Coast Highway (PCH) on Saturday, April 29 at 3:10 p.m., resulting in one fatality and multiple injuries. According to Santa Monica Police Department spokesperson Office of the Chief of Police, Lieutenant Erika R. Aklufi, a Toyota Camry heading southbound and a Hyundai heading northbound were involved in the accident.

The Camry crashed into the passenger side of the Hyundai as it was turning left into Beach Lot 4 North. All ten occupants of both vehicles were rushed to UCLA Westwood with varying degrees of injuries,

ranging from minor scrapes and bruises to broken bones.

Sadly, one of the backseat passengers of the Hyundai sustained a major leg injury and later passed away at the hospital.

The cause of the collision is still under investigation, and authorities are looking into whether drugs or alcohol played a role.

The driver of the Toyota remains in critical but stable condition for a chest injury.

The passenger from the Toyota and the occupants of the Hyundai were admitted overnight for non-life-threatening injuries.

Breadblok Shuts Down, Citing Financial Struggles During Pandemic

A notice was found at all Breadblok locations in Los Angeles, on Montana Avenue in Santa Monica, their flagship cafe, and at their newly opened location in Beverly Hills, in Studio City, and Silverlake. The doors to the bakeries were closed and the lights were off.

The notice said, “It is with great sadness that we announce the closure of Breadblok. Ultimately, the combination of the impact of COVID as well as the inflationary pressure on our costs has had a dramatic effect and we are no longer able to sustain our business model.

We are proud to have baked incredible gluten-free breads and pastries as well as served clean, organic food. Over the years, we have baked over 400,000 breads and 500,000 pastries for our loyal customers across Los Angeles. First Republic Bank Santa Monica Branch to Reopen as JPMorgan Chase

The former First Republic Bank branches of Santa Monica and Brentwood will reopen as branches of JPMorgan Chase Bank after regulators seized FRB’s assets.

The California Department of Financial Protection and Innovation closed First Republic Bank, which had approximately $229.1 billion in total assets and $103.9 billion in total deposits as of April 13, 2023.

The FDIC was appointed as receiver and entered into an agreement to sell the bank’s assets to JPMorgan Chase.

As a result, First Republic Bank branches opened Monday morning as branches of JPMorgan Chase, with customers being assured their deposits and assets are safe.

First Republic Bank had 7,213 employees as of 2022 and served customers in

Connecticut, Florida, Massachusetts, New York, Oregon, Wyoming in addition to California. It is the third and biggest U.S. bank to fail this year, following the collapse of Silicon Valley Bank in March and Signature Bank. First Citizens Bank eventually acquired Silicon Valley Bank, and a subsidiary of New York Community Bank bought most of Signature Bank after

they were taken into receivership by the FDIC.

The failure of First Republic is second in size only to the 2008 collapse of Washington Mutual, which was also taken over by JPMorgan Chase.

The City of Santa Monica’s Big Blue Bus will purchase five battery electric buses and develop infrastructure to charge up to 104 buses, following the announcement of a $22.9 million State grant from the California State Transportation Agency. The grant will be used to increase the number of zero-emission buses in the BBB fleet to 39 and provide electric utility and charging equipment upgrades, including constructing a large canopy with overhead reel charging dispensers at BBB’s depot.

The funds will make investments in climate and workforce resilience, capital improvement projects that increase ridership and improve customer experience and provide over 1,100 hours of advanced, high-voltage safety training for BBB’s staff. The grant comes two months after the City Council approved an $18 million contract to add as many as 15 battery electric buses to the fleet, helping the transition to zero emissions buses by 2030.

New Roads School Varsity Baseball Makes Playoffs For First Time in Decade

In Santa Monica’s Westside area, New Roads School, a private independent college preparatory institution, is recognized for instilling meaningful scholarship and ethical principles in its students. Nevertheless, the school’s varsity baseball team’s poor record of 1-41 over the past four years has not been widely known.

This changed on Senior Night at Clover Park, where the team defeated Lennox Academy, the two-time defending Coastal League champion, 4-1, in front of nearly 200 spectators. This victory secured New Roads’ first-ever Coast League championship.

New Roads will play the winner of the Brentwood and Coastal Christian Wild Card game in the CIF Division 7 playoffs on Thursday. Senior captain Jackson Chapman expressed his happiness for the seniors who had experienced a lot of losing before this year, but worked hard under coach Hector Zamora.

Santa Monica Medical Clinic Named in $24M Plastic Surgery Settlement Children’s Hospital To Hold Walk & Play At Santa Monica Pier

Tower Wound Care Center of Santa Monica Inc. was named as one of several entities that falsified the place of service and fraudulent billing in an almost $24 million settlement involving a Beverly Hills plastic surgeon.

The $23.9 million settlement resolved allegations that the Santa Monica center along with Dr. Joel Aronowitz; Daniel Aronowitz; Joel A. Aronowitz, M.D. medical corporation; Tower Multi-Specialty Medical Group, Tower Outpatient Surgery Center Inc. and Tower Medical Billing Solutions falsified the place of service

for skin grafts and billed single-use skin substitute products multiple times.

The U.S. believes the parties increased reimbursement from Medicare and Medicaid by manipulating the place of service code on skin graft claims. It also contends Dr. Aronowitz didn’t dispose of skin graft materials so they could be used in procedures for other Medicare and Medicaid beneficiaries. This led to thousands of instances of double billing.

Those actions violated the False Claims Act by submitting false claims to both Medicare and Medicaid.

Walk and Play L.A. is an upcoming family-friendly community event that will take place on May 20, 2023, at Santa Monica Pier. The event aims to promote the well-being of children in Los Angeles and raise critical funds in support of Children’s Hospital Los Angeles (CHLA). The event will consist of a 3K walk, a family festival, live entertainment for all ages, and sports activities hosted by professional teams and athletes. Parking Wars (part1)

The mobility landscape has started to abruptly change in Santa Monica because of new State laws banning parking minimums in new developments. Your City previously had already instituted parking maximums: you could not have over a specific number of cars per project. But now your city is not allowed to require even minimum on site parking requirements within specified distances to mass transit facilities (major bus stops and Metro stations). This prohibition of parking covers about 90% of your city. What this means is that sufficient parking will not be provided for new developments whether they be small accessory dwelling units in single family districts or massive 96 units projects in 14 story high rises (1007 Lincoln).

These laws were instituted with the illusion that reducing the cost of construction by providing less parking in a project will translate to lower rents

for oppressed tenants. This is simply not the case. Developers will take the savings in construction cost, but not pass them on to tenants: why should they unless they are a non profit housing provider? The tenants are left to fend for themselves to find their own parking by paying more somewhere else or by hiking longer distances to get home. That long distance hiking means some other street will be overloaded and the overload then ripples for blocks around until it collides with the overload coming from another under parked building. Needless to say this is when the parking wars get ugly.

Dropping Parking Demand?

The proposed high rise at 1007 Lincoln has nominally 20 spaces (many of which are bogus and not truly accessible) while normally 141 spaces would be allowed (required). This deficient parking count will be the norm for the projects we will see in the build out of the 9000 units the State says we need to provide in the next 8 years. It’s an inconvenient truth that the tenants or condo owners that are and can pay market rate for the 80% of the units in these new buildings, are virtually all going to have cars which will need to be parked somewhere. Even if those cars are eventually (in a universe far far

away) self driving, shared cars , or Uber/ Lyfts they have to be parked somewhere. In the best of cases the parking load may be cut down say an optimistic 40% but not a magical 85%. These State laws are a delusional attempt to make the car disappear: if we don’t build it (parking spaces) they (the car) won’t come.

But the car won’t magically disappear for three interlocking reasons. First is that there are no effective public transportation options equal to the speed of the car. Whether your family is doing the weekly shopping, delivering a handicapped relative to a doctor’s appointment, or going to a job in the valley (1 1/2 hour oneway trip by bus) all of these simple tasks require a car if you are to get there and back in a timely manner. In our ultra busy lives there is no item (particularly when we are running late) that beats the convenience of the car in spite of our “normal” traffic congestion. For example in spite of the billions invested in the Expo line and in spite of the peak hour gridlock on the 10, it is still faster to drive to downtown LA and back the majority of the time. Another way of saying this is that in a 2019 study by LA Metro said they’re hoping to, at some time in the future, reach a level of convenience where public buses run at only 2 1/2 times the speed of the car. The operant word is “only”. Today having a car already brings 34 times more jobs within a half hour drive than by mass transit. Cars provide incredible convenience and time savings particularly for people (eg families) with intense time commitments. No other alternative even comes close. But why aren’t people willing to use a cargo bike, hire a taxi, or sit in an RTD

bus for 3 hours a day?

Visibility, viruses and violence

The main disincentive to leaving the car is safety. While your City seems perfect for bicycles (it’s relatively flat, has good weather and is still relatively open for threading bike lanes through its streets) people do not ride bikes because they simply do not feel safe. They do not believe they will be seen by drivers in time to avoid an accident that’s inevitably serious or even fatal for the bike rider. Small child riders are particularly vulnerable being a small object of low visibility in increasingly congested urban areas. Hence parents drive their kids to school when they could easily take a bike to school. Micromobilty devices (scooters, electric bikes, motorcycles etc,) suffer from the same threat of low visibility but their speed (fast moving things attract our attention more than stationary objects), mandatory helmets, and larger size somewhat protects them, but collisions when they occur are equally or often more dangerous.

The next threat are viruses. From Covid we learned that packing people in crowded buses, planes or trains guarantees fast propagation of any airborne pandemic. Most mass transit systems have yet to recover ridership to pre pandemic levels and you can be sure that Covid like pandemics will periodically crush a mass transit system at irregular intervals. In other words Covid is not a one off (its still here) but probably a regular part of any mass transit system’s challenges. Again people who have the choice of driving a car feel safer during a pandemic than sitting next to coughing strangers.

Finally all travelers fear violence. Although Covid has killed about 300 Santa Monicans (0.3 % of our population), you can probably survive a virus if you are lucky, vaccinated, and have no risk factors, But violence can create instantaneous permanent damage and even death. It’s not just the terrifying nightmare of a lone women hiking in a dark alley from her lonely parking space to her distant apartment. Even in broad daylight, surrounded by people, violence regularly occurs. A few weeks ago, a male commuter had his head bashed in with a skateboard by a gang of eight juveniles. This happened at our metro station with 20 people passively standing by, no sheriffs in sight and at 11:15 in the morning. This rider had been taking the same route for three years. While two perpetrators were arrested by SMPD, they were issued citations and released. We all know similar vicious anecdotes, so this is not sensational fear mongering: it’s unfortunately just the world we live in. In spite of our hopes for the Metro line’s potential, it has been damaged by its current role as a temporary housing for homeless residents (every night 59 are discharged at the end of our Expo line.), by riders with mental illness and with anti social behavior and by out right criminality. It’s unclear if the Expo line (and bus lines) will recover from their

damaged reputation for being unsafe.

So the automobile provides us visibility, insulates us from viruses and protects us like a suit of armor from the threat of violence. It’s not going to disappear until we solve problems of homelessness, pandemic response, and criminality. Paradoxically owning a car is one of the best predictors that you will get out of homelessness. So in a dangerous world, people who can afford it, are simply not giving up the protection a car delivers everyday. Finally the main reason we resist giving up our car is inertia. We are so conditioned to its omni presence. Detroit has fetishized the car for over a century. Our entire City is laid out on an automobile scale, not a pedestrian scale. The car signals wealth or power or hipness or whatever self image you want present to the world. It signals liberation when you first get your driver’s license and teenagers take low paying jobs just to have money to pay for their rolling bedroom.
