By Zach ArmstrongA low-rise, mixed-use structure on a hillside property is set for construction just a short walk away from Will Rogers Beach, as per an agenda item recently considered by the West Los Angeles Planning Commission.
The proposal, titled “Canyon Place”, calls for the demolition of an existing structure at

148 N Chautauqua Blvd. to make way for a 3,470 square foot, contemporary two-story building. The project would consist of two one-bedroom apartment units, 1,415 square feet of office space, six vehicle parking spots and seven spots reserved for bicycles.
The structure will reflect the sloping topography of the property, with the ground level providing the parking, the next lower level providing commercial office units and the lowest level featuring the two residential units. The front of the property faces Chautauqua Boulevard, while its downward slope leads to Channel Road at the rear.
According to the agenda time, access from Chautauqua Blvd. will be via an approximately 19’ wide bridge from the roadway to the parking level. The residential and commercial units will open

to private, 147 square foot porches that look south, providing canyon and ocean views.
Currently at the subject site are two unpermitted buildings which were built in 1978. They are now used as an artist studio, chicken coop, storage and hair salon, per the agenda item.
The project comes from applicant Frank
Langen of Santa Monica, while BAM Construction and Design is serving as its project architect, according to Urbanize LA. Necessary project approvals include a plan exception to allow ground-floor parking, along with its greater floor area than what is normally permitted by zoning.

Upon entering the Sunset Blvd. shop on March 12 with an Erewhon bag, the woman gave her phone number to the clerk. While he assisted other customers, the woman shoved several unpaid items into the bag and left. The store promptly found her
Instagram account by what it described as “some detective work” after reviewing security footage. She was confronted via a DM.
“I am so sorry I did what I did to your store/company. It is selfish, embarrassing and I am ashamed of myself.” the woman messaged the store which screenshotted and posted the exchange on social media. “I will see you at 6 p.m. this evening with the money you are entitled to.”
The woman returned at the promised time and paid the total cost of the merchandise, said Kitson Owner Fraser Ross.
For Ross, the incident is perhaps indicative of an environment at the Palisades Village where smaller businesses are more vulnerable to burglary than their neighbors. While high-end brands enjoy 24/7 security, criminals may feel they’ll endure no consequence if they steal from other stores nearby instead.
“The luxury stores across the street have armed guards strolling the complex across the street which is a deterrent to potential thieves,” said Ross. “If the mom and pop shops across the street had a problem with thieves, would the Caruso security come over and help?”

By Zach ArmstrongAfter deciding to start a business together, Lisa Waters and Michelle Villemaire had to come up with a name. They chose Mavven Mercantile. The first word is a combination of two of their children’s names: Mabel and Vivian. The second is a nod to a lost pastime.

This pastime is what Waters describes as something people are in need of; when people felt more connected to their local community thanks to a common place to socialize, exchange goods and even find ways to express themselves creatively. Mavven Mercantile aims to be a revival of that concept for the Pacific Palisades.
By day (11 a.m. – 5 p.m.), the business is a retail shop where one finds various fair trade and handmade homeware goods such as ceramics, journals, cheese boards and work from local artists, among an array of other sustainable items. By night (or sometimes early in the morning), the furniture goes away, the blankets and mats come out, and the store has transformed into a studio for workshops in self expression, personal development, movement, breath and sound.
The workshops and items offered often come from well-known and/or widelypublished trainers and artists. For example, Ora Nadrich, whose work has been featured in Reader’s Digest, NBC News, LA Yoga Magazine and Yahoo! Health, will host a mindfulness meditation session there on April 5. However, anyone can feel free to donate their artwork or host a workshop if they have some to offer. One day, local selfpublished author Carlo Allen stopped by to give Waters and Villemaire copies of his book All Bones Are White. And as simple as that, the book is now on display for sale just like anything else at Mavven.
“What we’re trying to attract in here are people who are good at things that they can teach others as a way to connect with themselves and each other through different modalities,” said Villemaire.
Waters and Villemaire have held an inseparable bond since the age of 13 when they met as Floridian teenagers. After visiting Michelle’s family in Massachusetts, Lisa would join her in attending Boston University and sat next to her during graduation. The duo have found themselves in each other’s accompaniment once more. This time as both Palisadian mothers, supporting one another in operating a novel and provocative business concept.
The new business is located at 15326 Antioch St., where the locally beloved Collection Antiques and Books owned by Jeff Ridgway once stood before ending operations in September of last year.

City Commences Phase 2 of Beach Restoration Project
The Project Will Enlarge the Habitat for Significant Native Species, Including the Federally Threatened Western Snowy Plover
Phase 2 of the Santa Monica Beach Restoration Project commenced recently, aiming to further enhance natural dune habitat on Santa Monica beach, situated just south of the Annenberg Community Beach House, a post from the City read.
Building upon the success of the initial pilot program that restored three acres of beach dunes, the second phase seeks to expand to an additional five acres of native coastal strand habitat.
The kickoff this week entailed the installation of post, rope, and sand fencing to restrict beach city-operated grooming at the site, planting seeds of California native vegetation to foster dune growth, and the addition of interpretive signage to

inform the public about the project and the environmental advantages of native coastal habitats.
The project will enlarge the habitat for significant native species, including the federally threatened Western Snowy Plover.
The first nest in the Los Angeles region in almost 70 years was discovered within the site for the first phase of the project in April 2017.
Advocates for the project include the LA Audubon Society, Heal the Bay,

By Zach ArmstrongWendy Garff, a Palisadian who resides on the 600 block of Frontera Drive just a short walk from the Palisades Recreation Center, says her faith in local law enforcement has dwindled after a recent break-in cost her family several cherished possessions.
On March 6, after Garff and her husband left their residence for the morning, a masked burglar dressed in black shattered the home’s back glass door. Upon entering, the man turned the security camera away before ransacking the abode for precious family heirlooms; primarily found in the master bedroom. Among the stolen items were Garff’s wedding ring, anniversary pearls, her grandmother’s

rings and her husband’s 20-year service watch.
After contacting West L.A. police, Garff said officers arrived a half-hour later, during which time, a neighbor helped check the home in case the thief was still present. Garff described that the officers’ demeanor “suggested a familiarity with such incidents, implying little expectation of recovery or justice for our losses.”
“This incident didn’t just cost us valuables; it eroded our trust in local security and the police. Being just another statistic in a seemingly overwhelmed system is a call for better police response and more resources for West LA.” Garff told Mirror Media Group in an email. “We’re left wondering how many similar stories must occur before significant changes are made.”

As reported by CBS News, firefighters swiftly managed a fire incident at a residence in Pacific Palisades on Sunday.
The Los Angeles Fire Department received reports of the fire around 2 p.m., originating at a house in the 17600 block of W. Camino De Yatasto. Officials stated that the fire primarily involved a car within the garage of the residence, according to CBS.
The firefighters brought the situation under control in slightly over 30 minutes, but not in time before the fire consumed the contents of the garage, as reported by LAFD. A Citizen App shared video footage depicted a substantial plume of black smoke emanating from the affected home.
No injuries were reported and investigators are actively working to discern the root cause of the blaze.

Fatal Crash Claims Life of Woman on Pacific Coast Highway in Malibu

Accident Victim Identified
A woman tragically lost her life in an evening crash along the Pacific Coast Highway in Malibu, as reported by CBS News. The incident which occurred around 9:45 p.m., in the 3600 block of W. PCH and Mulholland Drive, per the Los Angeles County Fire Department.
According to investigators, the crash occurred when the woman, later identified
as 30-year-old Vivien Huerta-Guimont, lost control of her vehicle. Her car collided with a parked vehicle on the roadside, struck a power pole, and ultimately careened off the cliff adjacent to the roadway.
Reports indicate that she was ejected from the vehicle as it tumbled down the cliff. Tragically, she was pronounced deceased at the scene. Two people in the other automobile were treated for their non-life-threatening injuries.
Authorities have not released any information about the cause of the crash.

passed away February 19, 2024, at the age of 98 years.
Born on January 10, 1926, in Helena, Arkansas, the family moved to St. Louis in his preteen years. He graduated from Sumner High School, as the class Valedictorian. After High School, Cornelius joined the US Army, in March 1944 and served until April 1946.
Cornelius attended Creighton University Pharmacy School, and subsequently completed Medical School, attaining the status of Medical Doctor.
Doctor Welch practiced in Hannibal, Missouri and Cleveland, Ohio where he started his family. While practicing medicine in Arizona and Colorado, Dr. Welch spent most of his career serving the communities of South Los Angeles and the Mid-Wilshire area. His California medical career stretched from 1969 until his retirement in 1999.
He was predeceased by his sister, Helen, and Brothers Edward and Arthur. He will join his second wife Norma Sklarek, who passed away in 2012.
Cornelius is survived by his first wife, Florence, his sons, Dale, Stephen, Theodore, and Arthur, daughters Rochelle and Veronica, along with Foster Son, Charles and Foster Daughter, Carol. His son, Kenneth, predeceased him.
He is also survived by four nephews, and one niece, along with thirteen grandchildren, and six great-grandchildren and a host of many other family members.

Detectives Arrest Suspects Who Were Preparing a Robbery in Palisades
Detectives Tracked Four Suspects Across Los Angeles From the San Fernando Valley to West Los Angeles.
By Zach ArmstrongAn organized group of men, one of whom as young as 17, were arrested as they prepared to carry out a burglary in the Pacific Palisades, the Los Angeles Police Department said.
The four suspects were tracked by detectives from the San Fernando Valley into West Los Angeles before being apprehended in the area of Castellammare Drive and Sunset Boulevard. The detectives believed the suspects were responsible for multiple robberies and would continue with more.
Three were taken into custody without incident while remaining in their vehicle.

A fourth suspect was detained after attempting to flee on foot; changing clothes and throwing away his cell phone in the process. Burglary tools and other “potential evidence” were discovered inside the vehicle. Those materials will be recovered following a search warrant, LAPD said.
The two youngest members of the group, including 19-year-old Joaquin Elias Munoz, were both booked for conspiracy to commit burglary. Carlos Antonio Gonzalez-Ravest, 20, faces charges including outstanding felony warrants for burglary and grand theft. Patricio Lian, also 20, was booked for felony counts of burglary and parole violation.

SMPD Arrests Man Who Allegedly Attacked Girlfriend, Brandished Replica Firearm at Her Daughter

The Man Faces Charges of Felony Domestic Violence and Misdemeanor Child Abuse
A suspect is in custody after a domestic violence incident left a woman with severe injuries that required hospitalization.
Derrick Wright, 46, assaulted the victim, then wielded a replica firearm at both the victim and her daughter before fleeing the scene. Santa Monica Police Department detectives located Wright at an address in Long Beach and secured a search and arrest warrant.
On March 7, SMPD SWAT Officers, along with members of the Criminal Investigation Division, Crisis Negotiation Team, Drone,
and K9 Officers, apprehended Wright after he absconded from the initial scene and unlawfully entered a neighboring residence in Long Beach.
Wright faces charges of felony domestic violence with an enhancement for Great Bodily Injury, misdemeanor child abuse for threatening the victim’s daughter with a weapon, and misdemeanor aggravated trespassing during his arrest in Long Beach.

The City of Santa Monica’s Art Bank has procured a piece by Gary Tyler, a man once wrongfully imprisoned for four decades and recipient of this year’s Frieze Los Angeles Impact Prize.
Tyler, an LA resident, gained acclaim for his work, “In Memoriam of an Ashanti Warrior,” chosen by a jury including Christine Messineo (Director of Americas, Frieze), Amanda Sroka (Senior Curator, Institute of Contemporary Art, Los Angeles), and Laurie Yehia (Vice Chair, City of Santa Monica Arts Commission).
“I am thrilled that we will be adding Gary Tyler’s important artwork to the City’s Art Bank.” The jurors were captivated by the work’s strength, clarity of vision, and
its narrative rooted in Tyler’s personal transformation story.” said Yehia in a statement. “The piece, characterized by colorful and graphic yet gracefully quilted imagery, conveys empowerment and hope within the context of incarceration.”

By Zach ArmstrongWaymo One, the fully autonomous ridehailing service from the California company formerly known as the Google Self-Driving Car Project, began scaling operations in Los Angeles last week in a 63 square mile area from Santa Monica to Downtown.
The announcement comes shortly after the California Public Utilities Commission approved a request from the Alphabetowned company to expand in the Bay Area and L.A. County, stating that it complied with regulatory requirements, as reported by the San Francisco Chronicle.
Last month, PUC put a temporary halt to Waymo’s expansion for up to 120 days so staff could conduct a review. David J.
Canepa, Vice President of the San Mateo County Board of Supervisors, previously stated that Waymo stifled discussions on its expansion, going on to express concern over incidents in the Bay Area where Waymo cars blocked firehouse driveways and parked on fire hoses. Waymo said at the time that it reached out to stakeholders such as county officials, first responders, and cities, to discuss safety matters.
The recent ruling from PUC allows Waymo’s robotaxis to be deployed on local roads and freeways at speeds no faster than 65 mph.
In October, the company invited Angelinos to test the autonomous driving experience for themselves. Since then, Waymo says over 15,000 fully autonomous rides were taken across Santa Monica, Century City, West Hollywood, Mid-City, Koreatown and Downtown. The average trip rating issued by those riders, according to the company, stands at 4.7 out of 5 stars.
While transitioning to paid service in the coming weeks, Waymo will gradually onboard over 50,000 people who it says currently sit on the L.A. waitlist. Temporary codes will be distributed at local events throughout the city.
