The change means an extra hour of sleep for most, but it also brings earlier sunsets and darker evenings across Modoc County. Sunrise will arrive earlier on the clock, a welcome shift for early risers and those commuting before daylight.
Veterans Day is a time for reflection, gratitude and community. This November, Modoc Record is preparing a special guide dedicated to honoring the men and women who have served in the nation’s armed forces. The guide will feature profiles of local veterans, community events, support resources and ways for residents to get involved. It will be printed and distributed throughout Modoc and Lassen counties. Stories will highlight resilience, sacrifice and
leadership, while event listings will provide information on parades, ceremonies and other gatherings. Readers will also find details on organizations offering assistance with health care, education and employment, as well as volunteer opportunities and donation drives.

Ms Cullins, it is illegal in the United States for any non citizens to vote in elections – period. So your comment portraying a census issue as somehow related to our voting issues is apples and oranges. Again, it is illegal in the United States for any non-citizen to vote in our elections - period. Republicans continue to repeat this false accusation. Yes, there is a sliver of truth in their accusations. An audit of Georgia’s voting rolls revealed a total of 9 non citizen votes were discovered out of a total of 8.2 million registered voters. Non-citizen voting is extraordinarily rare. Republican accusations represent a bigger problem than the actual effects of any illegal voting.
Ca. Prop 50 is an attempt to balance the partisan redistricting by the Texan Republicans to control our United States Congress by undemocratic means. Unlike citizens in Texas who have no legal recourse to this abuse, California voters will decide if we restructure our voting districts or not by voting in the Prop 50 election. This is a democratic action that will determine an outcome, not like Texas where the Republicans are making the rules.
Vote yes on 50 to retain the integrity of our Democracy.

George Turner bought George Flournoy’s cattle, 250 head, paying $15 a head with 80 calves thrown in. This is the best bargain for the buyer we have heard of in the county. George Reynolds went as our reporter to the Susanville fair. But he got so busy taking in the sights that he didn’t have time to report anything. He says only that it was a first class fair. A stage robber who robbed the Susanville stage below Milford a short time ago repeated the experience in Santa Barbara County. He was captured, and when he serves his term he will find the Lassen Sheriff waiting for him.
111 Years Ago — 1914
A Train of cattle cars was wrecked near the southern end of Goose Lake Valley Sunday. Three cars went off
the track and 95 head were crippled, 14 killed. Another wreck occurred near the XL bridge Monday, delaying passenger cars to Lakeview most of the day. O. C. McManus took a carload of Goose Lake apples to Los Angeles to show what can be produced in Modoc County.
91 Years Ago — 1934
The Buck kill is way up in California this year and Modoc County is leading the state. Tag returns show 1,463 bucks killed compared to 955 in 1933. Modoc beat Lassen in football once again, and now have to wait another year to beat the powerful Susanville team as they were crushed 39-6 Saturday for their first loss of the season.

69 Years Ago — 1956 GAME NUMBER 13 proved unlucky for the Modoc Braves when they played Yreka and lost, 14-13 — the first loss in 13 starts for the Braves. The Alturas Community Concert season will open October 29 and will feature violinist James de la Fuente and pianist Herbert Stessin. Twelve persons have died on Modoc highways so far this year. The long dry spell continuing in Modoc and temperatures continue into the 80’s these days. Yell leaders at Modoc High this year are Sue Williams, George Mitchell, and Marilyn Nelson.

Let me tell you a true story from my childhood on the Monterey Peninsula. At age 10 just after my family moved back to Monterey
folk who have no idea of the challenges and problems and issues of ranchers, farmers, loggers, and so on. I bet that if a survey was done on the coast that asked where their food comes from they’d think that their food grows on the shelves of grocery stores. If that same hypothetical survey asked coastal folk where the lumber comes from to build their houses they would not be able to answer that question.
Some Modoc County folk were born-and-raised here so they had no choice in finding themselves here, but some of us came here from coastal urban areas and we came here to get away from all that madness. My wife and I are not clueless former coastal folk, and we cherish the unique character and issues

Modoc County Farm Bureau Fetes 95th year with special guest speaker, Dinner and Auction

Modoc County Farm Bureau will host its 95th annual dinner and auction Saturday, November 1st at the Sacred Heart Parish Hall, 507 East Fourth Street, Alturas, starting at 5:30 p.m., dinner at 6 p.m., followed by an auction.
Dinner will be prepared by Brian Ingraham and crew, serving tri-tip, ribs, baked potatoes, beans , salad, rolls and desert. MCFB will host the bar. The auction will follow dinner. Individuals and local businesses have donated many different and interesting items.
Receipts generated by the auction will help to fund the Carolyn S. Richardson Memorial Scholarship and general office operations. Any graduating high school senior, whose parents are current Modoc County Farm Bureau members is welcome to apply for this $1000 scholarship.
The guest speaker of the evening will be CFBF 2nd Vice President, Ron Peterson. Ron was elected 2nd vice president of the California Farm Bureau

in December 2023. He’s no stranger to leadership, having served on the Farm Bureau Board of Directors and even spending three years steering the finance committee. A proud graduate of the Leadership Farm Bureau program in 2004, Peterson also led the Stanislaus County Farm Bureau as president from 2012 to 2014. When he’s not in a meeting room, you’ll likely find Peterson out on the ranch. He runs cattle and a dairy, grows silage crops, and tends to his almond orchards. With 25 years of experience as a CPA, he’s
also crunched the numbers as CFO for Associated Feed & Supply Co. and the Central Valley Production Credit Association.
Peterson brings a rare mix of hands-on ranching know-how and financial expertise—someone who can talk cattle, crops, and spreadsheets all in the same breath.

Trump’s Beef Deal With Argentina Draws Mixed Reactions
The Trump administration has announced plans to expand beef imports from Argentina, a proposal that has prompted a wide range of opinions among U.S. producers and trade observers.
The plan would increase the amount of Argentine beef allowed into the United States from about 20,000 metric tons to roughly 80,000 metric tons per year. We are saddened to announce the passing of Frederick “Fred” P. DiSario Jr. on October 16, 2025. Though his time with us has come to an end, his memory will be a blessing to all who knew him.
Born on February 27, 1942 in Boston, Massachusetts to Helen M. and Frederick P. DiSario Sr., Fred lived a life full of kindness to others and immense love for his family.
Called to serve with the U.S. Army, he was sent to France with the 275th Signal Company and attained the rank of Specialist. Fred returned home and was introduced to Suzanna “Sue” Walz by her brother Charles. They wed on August 11th, 1967, and remained faithfully by each others’ side for over 58 years. Together, they had three children: Paul, Suzanna, and Peter.
Over the years, Fred held several jobs including cabinet making and a dedicated 18 year career as the Alturas Elementary School custodian. He was a talented artist across multiple mediums, and he never ceased to amaze with his intricate woodwork. He enjoyed fishing the ponds of Cal Pines and watching movies at home. He could often be found in his favorite chair with a seemingly always full cup of coffee.
More than anything, he was a beloved husband, father, uncle, grandfather, and great grandfather. His absence will be deeply felt.
Fred is preceded in death by his mother, Helen M. DiSario and his father, Frederick P. DiSario Sr.

Fred is survived by the love of his life, Sue DiSario; his three children and their spouses Paul (Pam) DiSario, Suzi (Lane) Johnson, and Pete (Tina) DiSario; his five grandchildren Jordan (Andrew) Haga, Teila Floyd, Jake (Kady) Johnson, Kendall (Wayne) Smith, and Garrett Cockrell; his great granddaughter McKenzie Warren; his stepmother Sandy DiSario; his brother Edward DiSario ; his step-sister Lori Morgan; his brother-in-law Charles (Bess) Walz; and a large extended family including nephews, nieces, cousins, and longtime friends across the country.
Services are to be announced in the spring.

REVIVAL NIGHT AT THE NILES THEATER
After a successful kickoff featuring “The Exorcist,” the Niles Theater’s Revival Night series continues its celebration of classic cinema with the 1956 western “The Searchers,” starring John Wayne.
Hosted by Kyle Easley of 530 Video Productions, Revival Night invites audiences to experience timeless films the way they were meant to be seen — on the big screen, surrounded by fellow movie lovers. Each Wednesday, a handpicked classic is shown for one night only.
Next week’s feature, “The Searchers,” follows Civil War veteran Ethan Edwards,
played by Wayne, on a years-long quest through the American frontier to rescue his kidnapped niece. The film is widely regarded as one of the greatest westerns ever made, showcasing director John Ford’s signature storytelling and breathtaking cinematography.

Four Wolves from Beyem Seyo Pack Killed After Livestock Attacks in Sierra Valley
The California Department of Fish and Wildlife confirmed it euthanized four wolves from the Beyem Seyo Pack after a series of livestock attacks in Sierra Valley. The action, announced October 24, followed months of verified cattle losses across Sierra and Plumas counties and marks one of the most significant management steps since wolves naturally returned to California a decade ago.
CDFW said the decision came after repeated nonlethal efforts failed to stop the killings. Range riders, drones, flagging, and hazing techniques were used throughout the summer, but depredations continued into early October. The agency said the wolves had begun relying heavily on cattle instead of wild prey.
“This was not a decision made lightly,” CDFW stated. “We remain committed to recovering wolves in California while addressing conflicts where nonlethal tools are no longer effective.”
Reports state the Beyem Seyo Pack was tied to roughly 70 livestock losses between March and September, accounting for more than half of all confirmed wolf attacks in the state this year.
The Beyem Seyo Pack, first documented in 2023, occupies a range that stretches through Sierra, Plumas, and parts of Lassen County. The lethal removal is the first of its kind in the region and has renewed tension between ranchers, wildlife advocates, and state officials.
Producers across the northern counties say the action was overdue. Many have expressed frustration over what they describe as heavy losses, slow reimbursement, and lack of protection for their herds.
CDFW confirmed that two pups from the Beyem Seyo Pack remain unaccounted for. Wildlife teams are actively searching for them with the goal of capturing the animals alive and placing them in captivity. They will not be returned to

the wild.
Gray wolves remain listed as endangered under both state and federal law.
CDFW said the remaining wolves will continue to be monitored through GPS collars and field surveys.

Wolves have gradually expanded their territory since reentering California from Oregon in 2015, forming packs across Lassen, Modoc, Siskiyou, and Plumas counties. CDFW reports show at least seven active packs statewide as of this fall.
Additional updates will be posted on the department’s Gray Wolf webpage as monitoring continues through the winter season.

JV Volleyball Finishes Season Strong with Win Over Trinity
The Modoc JV volleyball team capped off an impressive season with a hard-fought win over Trinity, taking the match 25-22, 6-25, 15-13.
Leading the effort, Laila Hill tallied three aces and 21 digs, while Emilee Canfield contributed 14 service receptions and three kills.
Lynna Wolter also made her mark with 13 service
receptions, three kills, and one block. Kara Erquiaga added 10 digs and a kill, and Gemma Coates chipped in two aces, 10 digs, two kills, and one block.
“Trinity came ready to play, and our girls fought hard,” the coach said. “They lost focus in the second set but woke up in the third, battled back, and earned the win.”
The JV team finished the season with an impressive 16-4-2 overall record and placed second in league play at 8-2.
“I’m very proud of these girls,” Coach Tacie Wheeler added. “They improved tremendously throughout the season and showed great determination to finish strong.”

Burn Suspension Lifted
The Alturas Fire Department is announcing the end of the burn suspension on October 24, 2022 at 6:00 am for the Alturas City Limits.
Open burning permits are required from May 1st until December 1st of each year.
WARNING
The permit issued does not relieve the user of any legal responsibility for the safe use of fire or allow burning to be done in violation of any State, Local or Federal laws and regulations restricting the use of fire.
Permittee may be held liable for suppression costs for any fire that escapes your control regardless of what caused it to escape.
The Fire Department is entitled to reimbursement for the public funds which were expended.
FIRE PERMIT REQUIREMENTS
1. AS PER STATE LAW, BURN BARRELS are prohibited within the Alturas City Limits.
2. Open burning permits are required from May 1st until December 1st of each year. Burn permits may be rescinded at any time as determined by the fire prevention officer or the chief of the department. Call (530) 233-4500 to acquire a permit. Fees for permit are $10.00 for the year. Fire Permits must be purchased from the Alturas City Fire Department. All other permits are void in the Alturas city limits.
3. Fire Permits are for burning of natural vegetation such as cut weeds, cut grass, cut brush, leaves, and tree trimmings no larger than 2” inches in diameter and unprocessed lumber. NO OTHER MATERIALS ARE ALLOWED TO BE BURNED.
4. BURNING HOURS ARE FROM 6AM UNTIL 12 NOON ALL YEAR. These hours are in effect 365 days a year. The fire is to be dead out at 12:00pm (noon) and not allowed to smolder.
5. Inspection of the site and material to be burned is required before a permit is issued.
6. No burning shall be undertaken unless weather conditions (particularly wind) are such that burning can be considered safe.
7. Permits may be suspended at any time due to extreme weather conditions or other hazardous conditions.
IMPORTANT BURNING PERMIT TERMS
✓ Maximum pile size is four (4) feet in diameter.
✓ An area of ten (10) feet surrounding the outer edge of the burn pile must be free and clear of all flammable materials and vegetation.
✓ An adult must be in attendance with a shovel until fire is dead out.
✓ Water supply must be present at burn site at all times.
✓ No burning shall be undertaken unless weather conditions (particularly wind) are such that burning can be considered safe.

SNAP Benefits Uncertain as November Approaches
Thousands of Californians who rely on the Supplemental Nutrition Assistance Program, known in the state as CalFresh, could face benefit delays or interruptions next month as the federal government continues to struggle over funding.
A USDA memo released late last week warned that without congressional action, the agency may not be able to issue November SNAP payments. The department said it would not use emergency funds to cover regular benefits during the ongoing government shutdown.
At the same time, the USDA is set to reinstate full work and training requirements on Nov. 1 for adults ages 18 to 64 who do not have dependents. The rule, known as the ABAWD requirement, limits benefits to three months within a three-year period unless recipients work, volunteer or participate in job training at least 80 hours per month.
State officials said October benefits remain available and that California is monitoring the situation, but new applications or recertifications in November could be delayed.
According to federal data, roughly one in five Modoc County residents received SNAP benefits in 2022. Local food banks and social service offices say any delay could strain already limited community resources.

New California State Movement Plans
Statewide Vote for November 4
Supporters of the New California State movement are asking all residents to take part in a vote on Tuesday, November 4. This is the fourth election event held by NCS in the past two years.
According to Modoc County Chairperson Noelle Jones, the ballot includes “all new questions and new topics on different aspects of the proposed New California State Constitution.” While the vote is not legally required, organizers say it is intended to demonstrate active support as the group prepares for its next phase.
Jones said this vote is separate from any past efforts and is meant to give the group’s leadership a clear signal of public backing. The results will provide proof of support for a planned trip to Washington, D.C., this winter, where representatives intend to present their case for membership in the Union of the United States of America.
New California State is a nonprofit organization with local chapters across rural counties in California. Its stated mission is to form a new U.S. state through the constitutional process outlined in the Constitution of the United States of America, Article IV, Section 3. Supporters advocate for more local control, fewer centralized regulations, and what they describe as a return to constitutional principles. Many involved say the growing divide

between rural communities and state government in Sacramento has made such a proposal necessary.
Organizers note that while New California State shares some concerns with the long-standing State of Jefferson movement, the two are distinct efforts.
The State of Jefferson emphasizes regional identity in California’s far north, while New California State describes itself as a broader constitutional effort
involving counties across much of the state. The group frames its approach around a constitutionally legal path to statehood, modeled in part on historical precedent.
As part of its strategy, New California State points to the formation of West Virginia during the Civil War. In 1863, western counties of Virginia formed a separate, pro-Union government that was recognized by Congress and President Abraham Lincoln, leading to West
Virginia’s admission as the 35th state. Supporters of New California say this shows that, under certain conditions, a region within an existing state can petition for separate statehood. The vote will take place on the same day as California’s statewide election, and includes a question about Proposition 50, but organizers emphasize the two are unrelated. The New California State vote is not part of any official




ballot and will be conducted independently by the group.
Organizers say results will be tallied statewide and shared publicly by midnight on Election Day to guide the group’s planning in the coming months.
Everyone is encouraged to bring a photo ID and proof of residency and come to the Alturas Veterans Hall on Tuesday, November 4, between 2:00 and 6:00 p.m. to vote and have their opinion counted.
