“It is estimated that the cost to LA City over the first five years could be as high as $1 billion, money that is needed to help address our homeless crisis,” Koretz’s office added. In June, West Hollywood City Council voted 3 to 2 to take part in the program if approved by state lawmakers.
“I have reached a point in my life where frankly if the state law changes and the City Council adopts a local program, I am probably not going to take advantage of it. Maybe one night a year I will take a disco nap and rally, but more likely I am going to benefit from the increased tax revenue that will fund social services that I will take advantage of,” Green said.Longtime West Hollywood resident David Mermelstein, however, at the meeting spoke in opposition to the idea of extending the last call to 4 a.m. “I live right near Barney’s Beanery. For years we have had problems with drunks late at night. This just happened this past weekend. One of my neighbors came back from the bars with all his friends. Came back after 2 a.m., we didn’t get back to sleep until about five thanks to the rowdy-ness,” Mermelstein said. “I understand money for policing and community services are of course at a premium…who’s going to look after all these extra drunks?”
A permanent homeless shelter with 167 beds is being planned at the West LA Armory. A plan to redevelop the West Los Angeles Armory Building into permanent supportive housing that was approved in 2016 is finally starting to move forward as reported by Urbanize Los Angeles. This plan could bring 1,200 units to the West Los Angeles VA Campus of desperately needed affordable housing. The campus is in the West Los Angeles area, close to the 405 freeway, and UCLA. This move is intended to provide unhoused people with a new set of services and homes on the southern edge of the VA was built in 1964 and was used as a winter shelter for ten years. The shelter only held about 160 beds, for mixed-gender occupants, which wasn’t the fullest use that the shelter could provide. The Los Angeles Department of Health Services has released a notice of the intent to convert the Armory to provide long-term supportive shelter.The current project’s plan is for a threestory building that would be built to the south of the armory and would hold 167 beds. The renderings for this part of the project are for a low-rise building with a modern style. The building would have separate male and female dormitories, outdoor patios, a library, and recreation and dining areas. According to the plan document, the project would require that “a small parking structure would be constructed in the northeast corner of the Armory site to accommodate replacement parking. Access to the parking structure would be via a new driveway along the northern side of the site. The National Guard is requiring the parking structure, which would include parking to replace that displaced by the shelter (and the garage itself) as a condition of the lease with the County. Approximately 50 spaces would be lost at the shelter site and the parking garage itself would require the removal of a similar number of spaces. The parking structure would be approximately 150 feet by 180 feet and two stories tall. The parking structure would only replace the parking area lost to the shelter.” The shelter would employ between 50 to 55 staff and be open 24 hours a day. Construction is estimated that it would take approximately 16 months to complete and construction could begin in 2023.
Also among the bill’s supporters is Ted Green, a West Hollywood resident who spoke at the meeting.

Councilmember John M. Erickson argued during the meeting, however, that supporting this bill does not mean supporting keeping bars open until 4 a.m., rather that it gives more local control to West Hollywood. “This is the very essence of local control in my opinion,” Erickson said. “We are not opening bars until 4 a.m., it’s just saying that if this passes we have that authority to do. “
Although the latest bill has eliminated Los Angeles from the legislation due to LA City Council resistance to the bill as led by Koretz, if passed Koretz’s office says it’s “estimated that it will cost the State at least $3-4 million per year to administer, mitigate the harm, and clean the blood off the highway while costing cities and towns in surrounding ‘Splash Zones’ millions more.
Mayor Pro Tempore Sepi Shyne (along with Mayor Lauren Meister) also voted in opposition to the resolution. “We have gotten a lot of opposition on this from residents,” Shyne said during the meeting.
Last month, Councilmember Paul Koretz hosted a press conference and rally at City Hall along with members of Los Angeles Drug & Alcohol Policy Alliance (L.A. DAPA), California Alcohol Policy Alliance (CAPA) and Alcohol Justice to oppose California SB 930. The bill, authored by Senator Scott Wiener (D-San Francisco) and Assembly Member Mark Haney (D-San Francisco) would allow closing times for on-site alcohol retailers to be extended from 2 a.m. to 4 a.m. as part of a dangerous “pilot program.” The experiment would take place in 7 cities: San Francisco, Oakland, West Hollywood, Fresno, Cathedral City, Coachella and Palm Springs.

The Los Angeles Police Department’s Operations West Bureau Homicide is seeking the public’s assistance in identifying the suspects responsible for killing a man in a shooting. On August 19, 2022, around 5:30 p.m., Wilshire Division patrol officers responded to the area of Beverly Boulevard and La Cienega Boulevard for a radio call of a shooting that had just occurred. Numerous shots were heard, and several vehicles were seen leaving the area. Los Angeles County Sheriff’s Department deputies located a male adult shooting victim in a black Escalade SUV in the area of San Vicente Boulevard and Santa Monica Boulevard. The victim was transported to a local hospital where he was pronouncedOperationsdeceased.West Bureau Homicide assumed investigative responsibility. The investigation revealed that a white fourdoor sedan was seen fleeing eastbound in a nearby alley north of Beverly Boulevard. The suspects were described as three males wearing dark clothing. By Dolores Quintana City Councilmember Mike Bonin has proposed a motion to the Los Angeles City Council at the August 9 meeting regarding the LADOT parking lot located at 11312 W. Idaho Avenue as reported by Urbanize Los Angeles. This motion urges that the LADOT parking lot should be redeveloped into a cultural or recreational area which is exactly the kind of space that the Sawtelle neighborhood is lacking in. In the motion, as quoted by Urbanize Los Angeles, Councilmember Bonin wrote, “The Sawtelle neighborhood in West Los Angeles faces a shortage of outdoor recreation and cultural space for the community. While larger City-owned sites are being considered for housing development, smaller sites may provide an opportunity to add these badlyneeded amenities to the neighborhood.” According to the motion, the area does have a number of other parking lots that are larger and can accommodate more vehicles so using the lot for a different purpose wouldn’t impact the area parking that much. The motion also requests that the City Administrative Officer and other departments in the city government assess the situation and issue a report on the motion within 60 days. The motion allows for the selection of a different site should city staff find that another location would work better for this purpose. The motion was referred to the Information, Technology, and General Services Committee.

UCLA student died from exsanguination in January attack while working at Hancock Park furniture store, Corner reports

The victim, Brianna Kupfer of Pacific Palisades, was working at Croft House, a furniture business located on the 300 block of North La Brea Avenue, at the time of the murder on January 13. A graduate of both Brentwood High School and the University of Miami, she had been working on a degree in architectural design at UCLA.
The Los Angeles Police Department says Kupfer immediately had a bad feeling when Smith walked into the store.
On January 19, Smith was arrested by the Pasadena Police Department in the area of Fair Oaks and Colorado Boulevard. Smith, a homeless man, was charged with murder and the use of a deadly weapon in Kupfer’s death.
According to a report from the Los Angeles County Department of Medical ExaminerCoroner, Kupfer suffered 46 sharp-force injuries in the attack, including 11 stab wounds to the chest, two to the abdomen, one to the pelvis and seven to the arms. In addition, she also was cut in at least 20 places. According to the report, Kupfer died from exsanguination, according to the autopsy, with her aorta, liver, lungs and stomach repeatedly penetrated by a blade, the Coroner reported.

Officials Reject Church’s Appeal of Westwood Development
A new Dunkin’ Donuts location is set to come to Westwood Village at 1001 Gayley which was formerly the location of Qwench Juice Shop. It is exciting news that the Westwood area would get its own branch of the beloved Boston house of donuts and coffee. While Dunkin’ Donuts hasn’t responded to requests for comment, we did speak with Andrew Thomas, Executive Director of The Westwood Village Improvement Association about the new Westwood Village Dunkin’ on the horizon.
According to Urbanize Los Angeles, California Development & Design Inc. is the designer of record and the project’s plans are “depicted in renderings as a contemporary podium-type structure highlighted by a series of landscaped terrace decks that provide open space for residents and reduce the building’s scale along its rear property line.”
A new mixed-use apartment building is now under construction in the Pico Robertson district as reported by Urbanize Los Angeles. The new construction is taking place at 1415-1429 S Robertson Boulevard and the new structure will replace a commercial building that was built in the 1930s.

The permit for the building states that it will consist of 64 units in a building that is seven stories tall, a commercial restaurant and an accessory dwelling unit that will sit over a two-story parking structure. The restaurant will sit over one level of subterranean parking.

commission documents, this development requires the “demolition of an existing 3,760 square foot commercial building and the construction, use and maintenance of a new, five-story residential building with 29 dwelling units, three of which will be set aside for extremely low-income households. The building will include 16,519 square feet in total building area.” Additionally, the project will boast “23 automobile parking spaces and 32 bicycle parking spaces. A total of 3,052 square feet of open space is provided within the rear yard, a rooftop deck, an outdoor 5th-floor common open space, and private balconies.”
The developer, Kamran Tavakoli, Westwood Investments 26, LLC, applied for Transit Oriented Communities incentives that would include exceptions to California Environmental Quality Act (CEQA) rules. The three extremely low-income units are part of the TOC incentive program agreement with a 70 percent increase in density that qualifies for Tier Three entitlements according to the TOC program and will allow the building to be five stories tall despite local zoning ordinances.

By Dolores Quintana Chef Matthew Kinney is opening a new location of his vegan restaurant Sestina in the Westfield Century City mall soon. We spoke with him via phone to find out more about the restaurant and his plans for the new Sestina on the Westside. When do you think the new location will be open? I’m told that it could be two or three weeks, but the way things go, once you have everything finished, have to have health sign off and fire [department sign off] and then you know, acquire all the final permits. I haven’t seen too many places open on time. This because you know, everything about COVID. It’s all different. But it is nearly finished. So it could be two or three weeks. But I wouldn’t be surprised if it had a slight delay. We just opened the restaurant in Boston, and there was an issue in the basement had nothing to do with our restaurant. I see. Tell me a little about Sestina. We have a successful pizza brand called Double Zero Pizza, with six locations. I personally love pasta as much as I love pizza. At the same time, I’m maybe a little jaded. It has to be really well, made and I only like fresh pasta. We we’re doing the filming for Food Future Institute, our culinary education
business and our director of education is Italian. He did the pasta module. I was so impressed with the way I made pasta and lightness of it. I thought we could build a concept around this. So we opened the first one in New York, shortly after and then we opened in Culver City, maybe a year or so ago. We were looking at Westfield, because it is a very high traffic mall and our big picture goal is to really bring plant based cuisine to the mainstream. Wherever that be. It doesn’t always mean to high end restaurants, it could be you education or universities, airports. We really want to make it accessible everywhere where people consume food. So this is a really nice opportunity. It was a space that had been an Italian restaurant. So it was a little bit easier to retrofit the kitchen. The restaurants that are there are doing really well. We’re just really excited, because it’s not typical of where we would have located two or three years ago, for example. I’s important opening for us and so it takes us into a new realm. I think it is a very popular mall, low key. Even during COVID It was busy. Yeah, the open air element. I think it’s a good balance between business and leisure or shopping and then there’s the new hotel opening nearby. It’s actually really cool property. So we felt good about it. It was some definitely not something we would have forecasted [doing] that long ago, but we’ll see opportunity came up, we were really happy about it. Will the menu at the Century City Sestina be different?
Obviously, we do change dishes, when we think we can improve on something. But in general, the locations are very consistent. They use the same tableware and they might not have the exact same design. But typically, the tables are a white marble and the fixtures are black and white. We try to stayreally unique, organic, sustainable. The menu itself will be always changing just because it’s new, and it gives us a fresh chance to look at, we change a couple of dishes on the menu as we are rolling it out. But the idea is not to reinvent it. When we built our education platform, there was a lot of like testing and a lot of trial. And it gave us a more stable menu that we don’t feel like we have to adjust as much.

Zebra Construction Takes on Balcony Laws

• Zebra Construction will return the engineer’s report to the property owner.
Every building with 3 or more units in the state of California with an exterior elevated element above six feet, requires an inspection per the new “Balcony Law”. The first inspection of these elements must be completed by a licensed architect, engineer or contractor by January 1, 2025. Passed in 2020, bills SB-721 and SB-326 commonly known as the “Balcony Laws” state that 15% of each type of elevated woodconstructed element must be inspected every six years to promote safety and prevent loss of Zebralife. Construction is equipped and ready to help property owners and managers with inspections. General contractor Michelle Durey and Kevin Fanta cofounded Zebra in 2019 on the foundation of trust and old school values. These structural experts have already started the inspection process with a few of their“Sixclients.young people died and seven others were injured after a balcony collapsed in 2015. Evidence from the CSLB report pointed to dry rot, leading the balcony to become structurally compromised and collapse,” Durey said. Zebra Construction will return a plan for repairs and cost to repair the elements at this time. Work can begin without a permit if it is an immediate threat, but a permit will still be needed by the end of the project. If there is no immediate threat, the report must be returned to the property owner within 45 days of the inspection.From inspection to repair, Zebra Construction has created an easy step-by-step process, so property owners are abiding by the law:•Free consultation is completed by Zebra Construction to review how many exterior elevated elements need inspection.
• Property owner or manager will be given a few different options on the inspection process. The first being to inspect only what is required, and the second to inspect all exterior elevated elements to further reduce owner’s liability.•Once hired, Zebra can install inspection vents, which have hinges and can be opened for future inspections. They allow 5 joist bays to be seen with one vent. The vents comply with building codes for fire ratings and allow air flow that prevents moisture from being trapped in wood members. The other option is a 3 inch hole which is plugged after and inspection is completed with a camera.
• Zebra will complete any repairs necessary with a permit. This can include sistering joists or reframing balconies due to termite damage or dry rot and making sure balconies have correct fire ratings. Railings could possibly have new piers welded if steel on the railing system is corroded, and waterproofing systems may need replacement.
“We recommend a Pacific Polymer ElastoDeck coating. It will require the least amount of maintenance,” Durey said. When new laws and ordinances come into effect, Durey and the Zebra team educate and inform themselves and their clients on the requirements, giving property owners full transparency of the laws and what is needed for“I’vecompliance.seen so many people get taken advantage of when there’s a new law in place, so we stay involved with apartment owner associations and the Structural Engineers Association of Southern California. I want to help people in any way I can,” Durey said.
• An engineer will complete a visual inspection of exposed elements.
• Zebra’s engineers will then detail a plan for repairs (if needed) which must have a permit applied for within 120 days of the report.

While you might think that areas such as Malibu and Santa Monica would be the most expensive, West Los Angeles does have its share of the most extravagantly pricey neighborhoods in it.
Realtor Bjorn Farrugia of Hilton & Hyland, based in Beverly Hills said, as quoted by Forbes.com, “There are so many factors that change from neighborhood to neighborhood. Even between Pacific Palisades and Brentwood, which are right next to each other, there are differences. The weather’s even different.”
WithBrentwood:anaverage home sales price, sourced from Redfin.com, of $2.185 million, Brentwood is among one of the most upscale neighborhoods on the Westside. Part of Brentwood lies within the Santa Monica Mountain area and contains areas like Brentwood Park, which is an exclusive area home to several celebrity mansions, like those of Gwenyth Paltrow, LeBron James and Tom Brady. Farrugia says, as quoted by Forbes.com, “A lot of people that moved from places like New York and San Francisco moved to Brentwood because there’s a lot more space, and there’s more safety and Brentwoodprivacy.”does have some more affordable areas with condos and singlefamily homes. It also has more retail spaces than some of the other neighborhoods on this list. It is also home to The Getty Center and The Skirball Cultural Center in the Sepulveda Pass. Beverly Crest: With an average home sale price of $3.371 million, this pricey neighborhood is located in the Santa Monica hills and is west of the famous Beverly Hills. What Beverly Crest has is a lower population density which allows for larger homes and more privacy. The area has only officially been a named neighborhood for about 15 years but was originally planned as a gated community like Bel Air, with plans for 5,000 square feet allotted for the estates.
