It is common to invite a guest speaker who goes into great detail on a particular issue of interest (water conservation, wildlife preservation, mail theft, fire prevention, home security systems, public transportation, etc.).

For many years, the monthly BCC meetings were held in the meeting room on the second floor of the Kaufman Branch Library. During COVID, the library took over the meeting room so as to spread out librarians.TheBCC is now meeting the second Wednesday of every month at Brentwood Presbyterian Church, on the southeast corner of San Vicente and Bundy. Meetings start earlier now, going from 5:30 p.m. to 7:30Therep.m. is a meeting room inside Brentwood Presbyterian Church that has big, sliding glass doors that allow plenty of ventilation.AtBCC meetings, various government officials representing the different branches of government attend and give updates on issues facing Brentwood (crime, homeless at the VA, traffic, etc.).

Three-story building would include 167 beds

The shelter would employ between 50 to 55 staff and be open 24 hours a day. Construction is estimated that it would take approximately 16 months to complete and construction could begin in 2023.

“I wish,” she answered.

Jordan says NextDoor is a good source of hyper-local information. Recently, she heard of a mountain lion roaming the streets of Brentwood and BCC put out an email alert to tell local residents to keep a close watch on pets and children. But sometimes residents who post on NextDoor get worked up about something that’s not actually true, she said. It can take few emails or phone calls to verify something or find out what’s really going on, she Jordanadded.said, while head of the BCC, she’d like to update BCC’s website, do more to create a feeling of community, and “greenify” Barrington Recreation Center, which is currently riddled by gopher holes. COVID did a lot to derail lots of plans in recent years, she said. Any thoughts or plans on how to improve rush hour traffic on Sunset?

The different agencies she deals with are mostly quite responsive, she said. It just takes persistence and follow-up, she added.

Carolyn Jordan is a sweetie. In a Los Angeles filled with so many vying for attention, Carolyn Jordan is about as mildmannered, soft-spoken, sincere, friendly and real as they come. She was born in LA. Her parents moved to Brentwood when Carolyn was 7, and she has never left the area, since. She attended Brentwood Elementary School (now Brentwood Science Magnet), Paul Revere Junior High School, Uni High, UCLA and UCLA Law School. “I love our neighborhood,” she said. “I loveJordanBrentwood.”istherelatively new chair of the Brentwood Community Council. She took over from Michelle Bisnoff. The Brentwood Community Council serves in an advisory role to CD11’s city council and other elected officials. Brentwood is unusual, according to Jordan, because Brentwood touches city, county, state and federal lands. Dealing with different agencies can become confusing, especially when there is overlap in jurisdiction. Much of the BCC’s success depends on maintaining close relations with all these elected officials and those who run the different agencies and departments.Jordantakes a “steady as we go” approach to running the council.

Jordan is a real estate attorney with the firm of Glaser Weil. She is married to another attorney, Dan, also at Glaser Weil.

Permanent Homeless Shelter Slated for West LA Armory

A permanent homeless shelter with 167 beds is being planned at the West LA Armory. A plan to redevelop the West Los Angeles Armory Building into permanent supportive housing that was approved in 2016 is finally starting to move forward as reported by Urbanize Los Angeles. This plan could bring 1,200 units to the West Los Angeles VA Campus of desperately needed affordable housing. The campus is in the West Los Angeles area, close to the 405 freeway, Westwood and UCLA. This move is intended to provide unhoused people with a new set of services and homes on the southern edge of the VATheCampus.Armory was built in 1964 and was previously used as a winter shelter for ten years. The shelter only held about 160 beds, for mixed-gender occupants, which wasn’t the fullest use that the shelter could provide. The Los Angeles Department of Health Services has released a notice of the intent to convert the Armory to provide long-term supportive shelter. The current project’s plan is for a threestory building that would be built to the south of the armory and would hold 167 beds. The renderings for this part of the project are for a low-rise building with a modern style. The building would have separate male and female dormitories, outdoor patios, a library, and recreation and dining areas. According to the plan document, the project would require that “a small parking structure would be constructed in the northeast corner of the Armory site to accommodate replacement parking. Access to the parking structure would be via a new driveway along the northern side of the site. The National Guard is requiring the parking structure, which would include parking to replace that displaced by the shelter (and the garage itself) as a condition of the lease with the County. Approximately 50 spaces would be lost at the shelter site and the parking garage itself would require the removal of a similar number of spaces. The parking structure would be approximately 150 feet by 180 feet and two stories tall. The parking structure would only replace the parking area lost to the shelter.”

Meet Carolyn Jordan, New Head of the BCC

She said she doesn’t have a big agenda she wants to push. She just wants to represent the wishes of Brentwood and help solve problems. In recent years, according to Jordan, most issues seem to center on: homeless individuals who appear menacing to Brentwood residents; trash pickup and illegal dumping; and fixing potholes.

Los Angeles City Council has banned homeless encampments within 500 feet of schools and day-care centers, among other locations. The motion passed 11-3, with Councilmember Mike Bonin, Marqueece Harris-Dawson and Nithya Raman voting against the ban. On Tuesday, August 9, the second and final vote to extend section 41.18 of Los Angeles Municipal Code (Los Angeles’ anti-encampment rule) came before the Los Angeles City Council. The second vote was necessary because the first vote was not unanimous.Therewas another protest in council chambers and two arrests, but after a recess, activists left the chambers and the City Council meeting. After comments from city council members, the vote was taken. During the city council members’ portion of public comment, a number of council members were recognized and spoke including Councilmembers Mike Bonin and Joe Buscaino. Under the anti-camping rule, areas in which camping are prohibited include within 2 feet of any fire hydrant, within 5 feet of any operational entrance or exit and within 10 feet of a loading dock or driveway. The ordinance also allows the Council to include, by resolution, areas within 500 feet of a range of locations, including overpasses, underpasses, freeway ramps, tunnels, bridges, pedestrian bridges, subways, washes or spreading grounds, railroad tracks, schools, daycare facilities, parks and libraries, and any placed deemed to be a threat to public health or safety.

City Councilmember Mike Bonin said, “I submit, as I have before, that this issue is misguided energy and that what we are going to do is a lack of strategy, a lack of tactics and, as Mr. Koretz said, unthinkable. The two people who spoke said, yes, of course, this isn’t going to solve homelessness, no one thing does and that we’re going to have to do a bunch of things. The fact of the matter is that this is going to make the problem worse. This is going to disconnect people from services. This is going to channel our time, our money and our energy into moving people around instead of moving people inside. It is actually harmful.Idon’t think that the Council has done its due diligence on this issue at all. At least when Mr. Buscaino attempted this last year, which I opposed, there were specific addresses listed. On this, we don’t have a map, we have not done any study of how comprehensive and how impactful this will be…I cannot for the life of me figure out how this is consistent with the Boise Decision and I cannot for the life of me figure out at all how this is consistent with the settlement of the Alliance case that the Council has entered into. I will close by just saying this: every time we discuss this issue it is a waste of time and energy and attention and by approving this ordinance, you are guaranteeing that you are going to be back into conversations over lawsuits and settlements and what the city can and cannot do and that is what the time and energy and focus will be and you are going to be discussing 41.18 like a nightmare Groundhog Day for years and years to Citycome.Councilmember Joe Buscaino said, “Boy, has the tide turned. Thank you, Mr. Cedillo and Mr. Bonin for recognizing this effort. A year ago, I heard loud and clear, from parents, faculty, from a number of schools. Not only in my district, but throughout the city. In my district Normont Elementary School, in CD 8, Miller Elementary School, 118th Elementary School, Barratt Elementary School, Marka Middle School, Joiner Elementary School…We’re not making this up here. Members, thank you. I anticipate that this will pass today. Thank you on behalf of the students, the parents, the teachers, the administrators, and Mr. Carvallo, who had the backbone to come here as a new Superintendent of Schools, demanding that we take action. This is an issue of restoring order and safety among our most precious sites in the city of Los Angeles. Our school sites. Our students are already traumatized with social-economic issues let alone. They should not be exposed to sex acts, they should not be exposed to drug use, they should not be exposed to psychotic behavior that has taken place right next to our schoolyards. But here is

In addition, Council can pass resolutions to prohibit sleeping within 1000 feet of any homeless shelter opened since 2018.

Zebra currently works in the Los Angeles and Orange County areas and focuses on seismic retrofitting and structural repairs for commercial and residential properties. They have the team to make the process seamless and will give you the education you need to make an informed decision.

“We recommend a Pacific Polymer ElastoDeck coating. It will require the least amount of maintenance,” Durey said. When new laws and ordinances come into effect, Durey and the Zebra team educate and inform themselves and their clients on the requirements, giving property owners full transparency of the laws and what is needed for“I’vecompliance.seen so many people get taken advantage of when there’s a new law in place, so we stay involved with apartment owner associations and the Structural Engineers Association of Southern California. • Zebra will complete any repairs necessary with a permit. This can include sistering joists or reframing balconies due to termite damage or dry rot and making sure balconies have correct fire ratings. Railings could possibly have new piers welded if steel on the railing system is corroded, and waterproofing systems may need replacement.

• Zebra Construction will return the engineer’s report to the property owner.

“Our biggest asset is that Kevin and I who are the principals of the company are directly involved in the construction process and that’s rare. We have a small family-like company and customers are appreciative of our consistent communication and on-site presence. We’re easy to get a hold of and have a great team,” Durey said. Every building with 3 or more units in the state of California with an exterior elevated element above six feet, requires an inspection per the new “Balcony Law”. The first inspection of these elements must be completed by a licensed architect, engineer or contractor by January 1, 2025. Passed in 2020, bills SB-721 and SB-326 commonly known as the “Balcony Laws” state that 15% of each type of elevated woodconstructed element must be inspected every six years to promote safety and prevent loss of Zebralife. Construction is equipped and ready to help property owners and managers with inspections. General contractor Michelle Durey and Kevin Fanta cofounded Zebra in 2019 on the foundation of trust and old school values. These structural experts have already started the inspection process with a few of their“Sixclients.young people died and seven others were injured after a balcony collapsed in 2015. Evidence from the CSLB report pointed to dry rot, leading the balcony to become structurally compromised and collapse,” Durey said. Balcony Laws require wood constructed elements that extend beyond exterior walls of the building to be inspected. This can include balconies, decks, stairways, walkways and entry structures. After the initial inspection, subsequent inspections must be completed every six years. The building owner must keep record of inspection for two inspection cycles, equal to 12 years. If any exterior elevated elements pose an immediate threat to the occupant(s) the owner must receive the report within 15 days of the inspection and the local enforcement authority will be notified by the inspector. Zebra Construction will return a plan for repairs and cost to repair the elements at this time. Work can begin without a permit if it is an immediate threat, but a permit will still be needed by the end of the project. If there is no immediate threat, the report must be returned to the property owner within 45 days of the inspection. From inspection to repair, Zebra Construction has created an easy step-by-step process, so property owners are abiding by the law:•Free consultation is completed by Zebra Construction to review how many exterior elevated elements need inspection.

vents, which have hinges and can be opened for future inspections. They allow 5 joist bays to be seen with one vent. The vents comply with building codes for fire ratings and allow air flow that prevents moisture from being trapped in wood members. The other option is a 3 inch hole which is plugged after and inspection is completed with a camera.

WATER CONSERVATION

• Zebra’s engineers will then detail a plan for repairs (if needed) which must have a permit applied for within 120 days of the report.

• Property owner or manager will be given a few different options on the inspection process. The first being to inspect only what is required, and the second to inspect all exterior elevated elements to further reduce owner’s liability.•Once hired, Zebra can install inspection

• An engineer will complete a visual inspection of exposed elements.
