CHIEF’S MESSAGE

It is my pleasure to present the San Pablo Police Department’s very first annual report. This report will provide you with information on our organizational accomplishments, divisions within the department, new staff members, community programs, technology, and statistical data. During this reporting period, our organization has been busy optimizing our department’s structure, recruiting only the best and qualified staff members, and enhancing our technology to meet our commitment to Providing Exceptional Police Services. The San Pablo Police Department is committed to safeguarding our community through our three crime reduction strategies: Community Policing, Progressive Training, and Technology. You will find that the men and women are dedicated, highly trained, and utilize the most cutting-edge technology to keep our community safe. Our priorities are focused on public safety through meaningful partnerships, outreach, and mentoring our youth. Historically rich traditions and cultures are the fabric of the San Pablo Community. We wholeheartedly embrace this diversity and focus our efforts through this perspective. We encourage everyone from our community to meet with us and participate in the success of our community. These partnerships will continue to make San Pablo an amazing place for families to live, work and play. OUR MISSION

The San Pablo Police Department is committed to safeguarding our communities through successful collaborative strategies in Community Policing, Progressive Training, and Technology. Community Policing is the foundation of our mission. We have dedicated, full-time staff to coordinate events which offer opportunities for the community and officers to engage and share perspectives in reaching the common goal of creating a safer San Pablo. We continue to prioritize the latest in Progressive Training to our staff to maximize the service we provide. We pursue research-based training that aligns with our community’s expectations and the 21st Century Policing model. We’re committed to providing our community with cutting-edge technology to keep San Pablo safe. Gunshot detection software and comprehensive surveillance systems continue to play a huge role in reducing violence and property crimes. We enjoy our connection with the schools, providing services, mediation training and connecting our youth with career paths in their communities. We encourage everyone from our community to meet with us to have a voice and participate in the success of our City. We believe through this successful collaboration with our business and residential neighborhoods, we will continue to make San Pablo an amazing place for our families to live, work, and play.

DEPARTMENT ACCOMPLISHMENTS

ORGANIZATION ACCOMPLISHMENTS

• To better serve our Community, our Department successfully restructured our department to add new positions

allowing us increased operational efficiency and integrated workflow. Additional Positions: 3 Lieutenants, 2 Jailers 1 Police Support Services Manager, 3 Officers. Hired 12 new employees • Awarded $100,000 competitive grant from the Department of Alcohol Beverage Control (ABC) to conduct enforcement operations at our local alcohol establishments: (44) Minor decoy and shoulder tap operations were conducted, (37) Inspections were conducted at bars, restaurants, and liquor stores, (79) citations were issued for open containers; loitering; and other alcohol related violations, (96) Arrests for alcohol related violations • Ten Officers were recognized by the California Highway Patrol for their efforts in stolen vehicle investigations • In March 2018, after recognizing an emerging need in our community we initiated the PATH Program to assist at risk individuals dealing with homelessness. • Established the Social Media Team to increase community outreach • Successfully launched the first Business Watch in San Pablo Towne Center to partner with local business owners and our Economic Development Corporation • Updated uniform policy to include external vest carriers that improve long term health in carrying equipment while working for our officers Implemented online reporting system that allows our community to make police reports quickly and efficiently • Employed a new fleet management system that enhanced the care and maintenance of our fleet. As a result, we added (4) Dodge Chargers to Patrol and (5) Ford Fusions to Investigations. • Provided updated uniforms to professional staff • Implemented new scheduling software which improved management of staffing levels to optimize community service TECHNOLOGY ACCOMPLISHMENTS

• First city in Contra Costa County to achieve 100% citywide ShotSpotter gunshot detection coverage which provides our officers exact coordinates of gunshots throughout San Pablo in seconds

• Implemented Body Worn Camera usage for the entire department • Implemented the Star Chase launch system for patrol fleet. This system launches GPS devices from patrol vehicles onto wanted or stolen vehicles before they flee to mitigate risk of high speed pursuits; keeping the community and officers much safer. • Successfully developed a Tri-City Consortium with the City of Pinole and City of Hercules that adheres to stringent Department of Justice regulations for Police Dispatching and Records Management. This partnership was formed with the outstanding efforts and dedicated hard work of our Information and Technology team in a remarkable 8 month window. • Obtained City Council approval of the Public Safety Equipment Project which created an additional 60 surveillance cameras and 56 automated license plate reader cameras throughout the City. STRATEGIC GOALS

• Improve traffic safety throughout the city by deploying two Traffic Motorcycles, one Commercial Enforcement vehicle, and a Major Accident Investigation Team

• Focused outreach, education, training, and enforcement to prevent minors from using and being exposed to tobacco products

• Deploy a fully operational Honor Guard for ceremonial occasions

NEW CHIEF OF POLICE

Chief Ron Raman, an accomplished law enforcement professional with an outstanding reputation, brings to San Pablo his exemplary leadership, keen insight into community engagement, and is known for creating strategic partnerships with local community groups. His pragmatic and compassionate approach stem from over two decades of experience in working class communities. Chief Raman has his roots in West Contra Costa County, having spent his formative teen years growing up in Pinole, CA, and graduating from Pinole Valley High School in 1991. He earned his Bachelor of Science in Criminal Justice from California State University, Sacramento, in May 1996, and a Master in Leadership from St. Mary’s College in May 2004. Chief Raman was hired by the Pittsburg Police Department in 1996 and advanced in his career to Police Captain prior his appointment as the Police Chief at the City of San Pablo. He is also a 2012 graduate from the California Peace Officer Standards and Training (POST) Command College Graduate Class #50. Chief Raman joined the San Pablo Police Department team in August of 2017. Chief Raman is married to his wife Jenifer, and they have two daughters, Kiran and Kalena.

OFFICER OF THE YEAR: AARON BLAISDELL Detective Aaron Blaisdell, San Pablo Police Department 2017 Officer of the Year, was selected for consistently demonstrating a commitment to our community through engagement and outstanding police work. Aaron was hired as a San Pablo Police Officer in 2011. His enthusiasm and work ethic quickly stood out as he routinely led his patrol teams in most statistical categories. Aaron regularly ranked as one of the leading officers in DUI arrests and stolen vehicle recoveries. Aaron brings that energy to each case he worked as a Detective this past year in solving shootings, robberies, and sexual assaults. On one occasion, Aaron investigated a case in which a minor was manipulated into an inappropriate sexual relationship with an adult. The suspect coerced the victim to flee with him to avoid apprehension and detection. Despite their efforts to avoid law enforcement, Aaron was able to apply his abilities to work quickly with neighboring agencies to rescue the victim from the suspect who is now incarcerated. Throughout his career, Aaron has exemplified his commitment to this organization and our community with his work ethic and positive attitude. It is with great honor we name Detective Aaron Blaisdell as 2017 Officer of the Year.

CIVILIAN OF THE YEAR: KRISTI MILLER Police Jailer, Kristi Miller, was selected as San Pablo Police Department’s 2017 Civilian of the Year for consistently demonstrating exceptional time management skills, attention to detail and for her expertise in law enforcement database management. Kristi was hired in August 2007 as a Police Administrative Clerk. Her supervisors took notice of the many professional attributes Kristi brought to the job, like quick and efficient case preparation, department database proficiency, and going above and beyond her normal duties. Upon promotion to Jailer in 2017, Kristi assembled Field Training Manuals, produced statistical crime reports, and updated data management systems. She demonstrated a high level of detail in the preparation of prisoner bookings, warrant entries, records entries, and report preparation. Her professionalism in the transport of prisoners, prisoner release, and maintenance and upkeep of the jail reflect her unwavering dedication to providing exceptional service. Kristi comes to work every day with the right attitude and bright smile. She forms excellent relationships with her superiors, co-workers and the public. It is with great honor we name Police Jailer Kristi Miller as the San Pablo Police Department’s 2017 Civilian of the Year.

NEW RECRUITS Our objective is to hire and promote qualified police officer candidates and support staff members, while striving to bring diversity to our organization to reflect the community we serve. Over this past year, we successfully hired twelve new employees to the San Pablo Police Department family!

Officer Daniel Kitchen Officer Kitchen joined the City of San Pablo as a Police Officer Trainee. After successful completion of the Police Academy training, he became a sworn Police Officer in July 2017. He holds a Bachelor of Arts degree in Criminal Justice from California State University, Chico. His previous work included heavy equipment operator, Community Legal Information Center and the County Jail Law Project. Officer Brandon Oswald Officer Oswald joined the City of San Pablo as a Police Officer Trainee. After successful completion of the Police Academy training, he became a sworn Police Officer in July 2017. His previous work included Community Specialist and Cadet Sergent with the City of Concord and is currently an active United States Army Reserve Military Police Soldier.

Officer Michael Shucka Officer Shucka joined the City of San Pablo as a Police Officer Trainee and graduated from the Police Academy in October 2017 and is currently in the Field Training Program. Previously, Officer Shucka spent four years in active duty the US Marine Corp, and worked as an elevator repairman.

Officer Essex Combong Officer Combong joined the City of San Pablo as a lateral Police Officer in November 2017. He is a law enforcement veteran with a combined ten years of experience at the Pinole and Berkeley Police Departments where he was a Detective, Defensive Tactics Instructor, and Crisis Intervention Team Member. Previously, he worked for the United States Department of Justice as a Legal Aid. Officer Cole Bennett Officer Bennett joined the City of San Pablo as a Police Officer Trainee. After successful completion of the Police Academy training, he became a sworn Police Officer in December 2017. Previously, he served in the United States Army Reserve as a Wheeled Vehicle Mechanic.

Administrative Clerk Stephanie Melendez Stephanie Melendez joined the City of San Pablo as a Police Administrative Clerk in December 2017. She holds a Bachelor of Arts degree in Sociology from San Francisco State University, and a Master of Public Administration from Cal State East Bay.

Officer Monica Louis Officer Louis joined the City of San Pablo Police Department upon graduation from the Police Academy in December of 2017. Previously she served in the United States Marine Corps in Hawaii where she was an Embarkation Specialist and Firearms Instructor.

Support Services Manager Celeste Taylor Celeste Taylor joined the City of San Pablo as a Police Support Services Manager in April 2018. She holds a Bachelor of Science degree in Political Science from University California at Davis. Previously she worked as a Sheriff’s Dispatcher, Senior Clerk, Clerical Supervisor, and Fiscal Analyst at Contra Costa County.

Officer Matthew Wong Officer Wong joined the City of San Pablo Police Department as a lateral Police Officer in May 2018. He holds an Associates of Arts degree in Administration of Justice from Contra Costa College. He began his career in 2011 at the El Cerrito Police Department where he earned the title of Police Corporal. Previously he served in the United States Army Reserve as a Sergeant. Officer Adam Jinparn Officer Jinparn joined the City of San Pablo Police Department as a lateral Police Officer in May 2018. He holds an Associates of Arts degree in Administration of Justice from Los Medanos College. He began his career in 2013 with El Cerrito Police Department. Previously, he worked as an Assistant Football Coach for Salesian High School in Richmond.

Officer Ricky Vazquez Officer Vasquez joined the City of San Pablo Police Department as a lateral Police Officer in May 2018. He holds a Bachelor of Arts degree in Criminology & Law from the University of California, Irvine and a Master of Public Administration degree from Golden Gate University. He is a law enforcement veteran with a combined twelve years of experience in East Palo Alto and Martinez Police Departments. He also served in the United States Army Reserve as a Medical Sergeant.

IN MEMORIAM Retired Sgt. Ken Miller of the San Pablo Police Department, passed away Sunday, April 29, surrounded by his family. Sgt. Miller began his career with San Pablo PD on January 7, 1957. He worked as a highly respected Patrol Officer, School Resource Officer, Detective, and Sergeant. He retired on December 29, 1984. Sgt. Miller’s grand-daughter, Jailer Kristi Miller, currently works for San Pablo PD. We thank Sgt. Miller for his 28 years of his service to San Pablo and our Community.


FOSTERING NEW TALENT IN OUR COMMUNITY Police Explorers Thirteen students are enrolled in our Police Explorers Program which emphasizes Career Building, Leadership, and Character Development. These Explorers assisted in nearly every community event and participated in monthly trainings.

Police Cadets Similar to a paid apprenticeship opportunity, our Cadet program prepares our youth for a career in law enforcement with the City of San Pablo. This program successfully prepared Cadet Natalia Gonzalez, who started as a Police Explorer, to her full-time position as a San Pablo Police Jailer. Congratulations, Natalia!

NATIONAL NIGHT OUT Another successful event showcasing the relationship between residents and their police department to show a true sense of community. We met with families in 11 different neighborhoods to share stories and good food!

SPECIAL OLYMPICS TORCH RUN June 19th, 2018

Fourteen runners from our department, along with a group of special needs participants from the Community Access Program, Robert Miller Center carried the Special Olympics Torch 2.6 miles to our hand off to the Pinole Police Department and the Drug Enforcement Agency to continue its journey through Contra Costa County. On behalf of the San Pablo Police Department and all the participants, we thank everyone that helped make the Special Olympics Torch Run a success. Your support directly benefits the participants of the program and ensures our partnership has a positive effect on the participants and our community.

BIKE THE BRIDGES Our Department is proud to participate in this annual ride which benefits over 21,000 athletes of Special Olympics Northern CA, to help raise money for special needs athletes. Because of events like Bike the Bridges, Special Olympics Northern CA can provide year-round athletic training and competition to children & adults with intellectual disabilities at no cost to them or their families.

PINK PATCH PROJECT The #PinkPatchProject is a collaborative effort between the Los Angeles County Police Chiefs’ Association and several public safety agencies in Los Angeles County and beyond. These agencies have partnered together to combat breast cancer by promoting public awareness and raising funds for breast cancer research and treatment. DENIM DAY Our Department wore denim on Denim Day to take a stand against sexual assault. www.denimdayinfo.org

COMMUNITY ENGAGEMENT

PARENT PROJECT & LOVING SOLUTIONS We helped parents communicate better with their children through free classes, with 34 parents graduating.

COMMUNITY POLICE ACADEMY We provided our community with a view of what goes on within the police department through free classes which cover many different divisions and specialties.

NEIGHBORHOOD WATCH The Community Outreach Unit helped organize 16 Neighborhood Watch meetings to bring our residents together to keep our communities safer. We are looking to add more!

COMMUNITY EMERGENCY RESPONSE TEAMS LISTOS/CERT are free classes which help prepare our community on how to deal with natural disasters. Forty students graduated from our program last year!

PATROL FIELD TRAINING PROGRAM (FTP) Our Department’s FTP is designed to facilitate a peace officer’s transition from the academic setting to the performance of general law enforcement uniformed patrol duties. The FTP is certified by the Commission on Peace Officers Standards and Training, and the duration of training is approximately 19 weeks long. In 2017, the Field Training Unit provided training to 8 recruits who are now performing at the level of a solo officer.

TECHNOLOGY INTEGRATION Our Department is committed to providing the finest police service utilizing cutting edge technology. The integration of surveillance cameras, license plate reader technology, gunshot detection software, and enhanced investigative analytics provides the greatest chance at successful investigations of a crime occurring and preventing future crimes from occurring.

BICYCLE PATROL We use our Bike Unit to increase officer visibility in congested areas, and their quiet operation can provide a tactical approach to crimes in progress. You will see these officers at nearly every community event, including the Cinco De Mayo Parade and the Fourth of July fireworks event.

CRISIS RESPONSE UNIT SPECIAL WEAPONS & TACTICS TEAM (S.W.A.T.) / HOSTAGE NEGOTIATIONS TEAM (HNT) Certain high-risk situations require the response of officers with a specialized set of skills and abilities. Our Crisis Response Unit consists of highly trained operators from our Special Weapons & Tactics Team (SWAT) and our Hostage Negotiations Team (HNT). To be selected, operators must complete an intensive test of physical agility, apparatus proficiency, communication skills, and overall teamwork aptitude. Hundreds of hours of training are required to maintain the highest levels of tactical response and de-escalation techniques. This commitment has resulted in the safest deployments for our community.

K-9 UNIT ACCOMPLISHMENTS Police K-9’s assist in searching for missing persons, victims, and violent individuals. They aid in locating and apprehending individuals fleeing from the police, and the detection of hidden narcotics.

Officer Brett Bennett has been a Police Officer with SPPD since 2007, and his 5-year-old partner, Tik, has been working for four years. Tik lives to train and work. He even sleeps facing the door in order to protect his partner Brett at all times.

Officer Robert Chalk has been a Police Officer with SPPD since 2013, and his 4-year-old partner, Rocky, has been working for three years. Rocky loves going to work, chewing on grass, and going jogging with Bobby.

Officer Jeff Dancker has been with SPPD since 2009, and his 4-year-old partner, Mogly, has been working for three years. Mogly understands four languages, loves chasing bubbles, and his favorite treat is bananas!

Officer Amardeep Kullar has been a Police Officer with SPPD since 2015, and his 3 year-old partner, Sultan, has been working since February 2018. Sultan goes crazy for Cheetos, spins in circles when he’s excited, and enjoys watching TV during his off time.

INVESTIGATIONS DETECTIVES Last year, our Detectives had a 93% clearance rate on assigned cases. Significant Detective Cases: On Sunday September 10, 2017, a twenty-two-year-old man was shot in his driveway, where he tragically died. Detectives were able to develop investigative leads to include possible gang-related motivation for the shooting. Detectives subsequently identified two suspects with gang affiliations. These suspects reportedly mistook the victim as being involved in a gang. On Thursday, September 28, 2017, both suspects were arrested in outside jurisdictions. Our Detectives worked tirelessly in their effort to locate and arrest the individuals responsible for this crime. In February 2018, Detectives investigated a series of armed robberies of convenience stores in San Pablo. The video was posted on Facebook of one of the suspects from a surveillance video. An anonymous tip identified the suspect, and Detectives authored warrants. The subsequent arrest and warrant service found evidence linking the suspect to 4 robberies. Additionally, evidence of marijuana sales was located along with over $6,000 in cash. The suspect confessed to the San Pablo robbery, and multiple felony charges were filed. In February 2018, Detectives investigated a second series of robberies in which a group of suspects would walk up to and threaten violence upon victims for their belongings. Detectives utilized city-wide surveillance cameras to identify the suspect’s vehicle. All four suspects resided outside San Pablo and were subsequently arrested. Detectives were able to clear two robberies in San Pablo and one for Pinole.

DEVELOPING SUCCESSFUL PATHWAYS FOR OUR YOUTH PRIORITY-ORIENTED POLICING (POP) The goal of the San Pablo Police Department Priority Oriented Policing (POP) Unit is to investigate gang-related crimes and reduce gang activities amongst youth, and receives funding from Measure Q. Last year the POP unit provided education and prevention classes to 400 youth and adult participants. The POP Officers made (63) arrests for various criminal violations to include narcotics, weapons, and street gang participation.

SCHOOL RESOURCE OFFICERS (SROs) With funding from Measure Q, our School Resource Officers provided Gang Resistance Education and Training (G.R.E.A.T.) to San Pablo’s 450 6th grade students and conducted over 100 mediations. G.R.E.A.T. program teaches life skills to help avoid student involvement in gangs, violence, drug abuse, and crime, and includes topics related to anger management, problem-solving, decision-making, communication, peer pressure, mediation skills, and community involvement. Last year, 24 San Pablo students participated in our program, which culminated in a three-day camping trip to Samuel P. Taylor Park in Marin County.

COMMUNITY ENHANCEMENT PROGRAMS Partnership in Assisting the Transition from Homelessness (PATH) In March 2018, the San Pablo Police Department initiated the PATH program. A dedicated police officer conducted daily outreach to improve the quality of life for community members by engaging individuals and families experiencing homelessness and leveraging service-oriented strategies. More than 100 illegal camps were located in San Pablo, which resulted in the removal of several tons of garbage and waste from our creeks and parks. More than 150 individuals received outreach and services. CODE ENFORCEMENT Our Code Enforcement Unit responds to complaints of unhealthy or unsafe living conditions. The Unit works with property owners to reduce hazardous conditions, improve dilapidated housing, reduce fire hazards, investigate environmental crimes and enforce street sweeping and vehicle abatement laws and regulations.
