It is both an honor and a privilege to present the San Pablo Police Department’s 2024–2025 Annual Report. This report reflects not only the accomplishments of the past year, but also our shared commitment to a safer, more connected, and more resilient San Pablo. Guided by our core values, the Police Department is dedicated to serving our community with Courage, Integrity, and Innovation.

The City of San Pablo is a vibrant, culturally rich community located in West Contra Costa County, nestled between the cities of Richmond and Pinole along the I-80 corridor. Spanning approximately 2.6 square miles, San Pablo is home to more than 31,000 residents, according to the 2020 Census, who represent one of the most diverse populations in the region. Known as the “City of New Directions,” San Pablo has evolved into a dynamic urban center that continues to invest in innovative development, public safety, community health, and youth programs—including recent projects like the new Police Department headquarters, City Hall, and traffic calming corridors. The city’s central location provides convenient access to major freeways, public transportation,


and educational institutions, including Contra Costa College, which lies within city limits and serves as a key partner in workforce development and community engagement.
San Pablo has a long history rooted in resilience, collaboration, and transformation. The city is governed by a Council-Manager form of government and places strong emphasis on inclusive public services and economic revitalization. Major redevelopment efforts, such as the new San Pablo Library, affordable housing projects, and improved pedestrian corridors, have contributed to enhancing the quality of life for residents. From July 2024 – June 2025, San Pablo police officers responded to more than 37,581 calls for service.
City beautification efforts through the enforcement of blight and roadway regulations have led to a noticeable improvement of our City’s streets. Priority-Oriented Policing (POP) and Code Enforcement efforts resulted in over 6,413 citations and the removal of 282 abandoned vehicles from our roadways.
Community Policing continues to be the foundation of our public safety goals. The SPPD Community and Business Outreach Unit is designed to foster continued collaboration between our Police Department and our San Pablo community. Ongoing partnerships with San Pablo EDC and business entities have forged a path in revitalizing public safety and development within our major business districts. This year, staff conducted 10 Neighborhood Watch and 40 Business Watch meetings.
The San Pablo Police Department's Crisis Response Team (CRT) focuses on assisting individuals in crisis, including those experiencing homelessness or mental health issues. This year, CRT distributed 30 care packages and, through partnerships with county programs like CORE and A3, made 190 crisis resource referrals. These efforts contributed to a 30% reduction in homelessness within the city.
The Tobacco Unit continued its commitment to promoting a tobacco-safe San Pablo through education, outreach, and enforcement. Unit members informed the community about the risks of tobacco use and conducted 56 retail inspections, which led to 7 citations. Their ongoing efforts also contributed to an 85% compliance rate with the City's multi-unit rental smoking ordinance (SPMC 8.36.045).
The Police Department remains committed to traffic safety through grant-funded operations, public awareness campaigns, and officer training. SPPD officers carried out 24 targeted enforcement operations focused on addressing hazardous driving behaviors. These efforts included DUI saturation patrols, primary collision factor enforcement, distracted driving crackdowns, bicycle and pedestrian safety operations, and traffic safety presentations.
SPPD’s Outreach and Engagement Unit continues to promote public safety partnerships by offering structured educational programs and hands-on training. Over the past year, the unit hosted CERT, Community Police Academy, and LISTOS classes, with a total of 64 community members participating.
The Police Department was awarded a grant from the California Alcohol Beverage Control to reduce alcohol access to minors and ensure alcohol establishments operate within regulations.

Staff Recognition & Leadership Development

SPPD Juvenile Education Welfare Liaison (JEWL) Officers delivered 169 Gang Resistance Education and Training (G.R.E.A.T.) presentations to nearly 400 sixth-grade students over a 12-week period. In addition, JEWL Officers facilitated 17 mentoring sessions, participated in over 300 mediations, presented 10 Active Shooter awareness sessions, and organized 13 educational presentations as part of the Fentanyl Outreach Program.
SPPD utilized virtual outreach and engagement resources on all platforms to increase community engagement resulting in an increase of nearly 7% with more than 26,400 followers from Facebook, Instagram, X (Twitter), and Nextdoor.
The eighth consecutive San Pablo Police Department Annual Report was published for public distribution, continuing SPPD’s commitment to community engagement, transparency, and communication.
On March 17, 2025, Officer Brian Ashley was awarded the Life Saving Medal from Chief Bubar and recognized at the City Council meeting.
Lieutenant Brad Lindblom graduated from the California POST Command College in February 2025. This prestigious 14-month leadership program prepares today’s law enforcement leaders for tomorrow’s challenges – ensuring that the future of the Policing profession is always prepared to protect and serve our community.
Katrinia Jones graduated from the Contra Costa County Government Leadership Academy in April 2025. The Academy partners with agencies in the region to develop their local talent, growing courageous, innovative and compassionate leaders, to increase individual, team and organizational performance.
In April 2025, the Police Department demonstrated its support for Autism Awareness Month by partnering with We Rock the Spectrum and wearing special autism awareness shoulder patches to promote community understanding. The Department emphasized the importance of its new autism-awareness patch as a symbol of its dedication to inclusive and compassionate policing. SPPD also strengthened collaboration with local autism advocates and city leaders to encourage greater acceptance and awareness throughout San Pablo.

Promotion & Swearing-In Ceremony
Sergeant Amardeep Kullar
The San Pablo Police Department proudly announces the promotion of Amardeep Kullar to the rank of Police Sergeant. A dedicated member of the department for over nine years, Sergeant Kullar has served in several key roles, including K-9 Officer, Field Training Officer, and Acting Patrol Sergeant. He now continues his service within the Patrol Division in his new leadership role.
This promotion reflects Sergeant Kullar’s commitment to public safety, mentorship, and operational excellence.


The San Pablo Police Department proudly recognizes Jo Anna Rodriguez for her outstanding 32-year career with the City of San Pablo. Beginning her service in 1992 as a Fiscal Clerk in the Finance Department, Jo Anna later joined the Police Department in 2007 as an Administrative Clerk in the Records Unit. In 2020, she was promoted to Police Services Technician in the Code Enforcement Unit, where she earned certification as a Code Enforcement Officer in 2022. Known for her leadership, teamwork, and dedication to community education, Jo Anna played a key role in fostering a cleaner and safer San Pablo. She leaves behind a legacy of service, professionalism, and numerous commendations, earning the respect and gratitude of her colleagues and the community alike.






Detective Rodriguez has had an outstanding year in the Investigations division. He was assigned a missing person’s case in December of 2023 that turned into a full scale no body double homicide investigation (233884). After well over 100 search warrants and a thorough investigation, the case was filed by the DA’s office and the defendant was found guilty of murder by a jury. Detective Rodriguez was also recognized by Community Violence Solutions in April for his exceptional work in regards to sexual assault investigations. This award goes out to a handful of detectives each year for their commitment and dedication to ending sexual assault and family violence. Detective Rodriguez has also assisted in several other major investigations including homicides and sexual assaults throughout the year. He always maintains a positive attitude and is a true team player.
Detective Rodriguez did an exceptional investigation on the double homicides. Having been three months behind on the initial report of the two missing persons, it was impressive how quickly he was able to place a timeline leading up to and following the homicides. The tireless hours that he put into this investigation to have the suspect arrested and to be charged with murders, can not be unnoticed.
Kim has been working extremely hard in the POP division this year. She can always be heard on the radio writing parking citations and towing cars in her beat. She is one of the top producers in the police department for cases generated and citations issued. Kim consistently maintains a positive attitude and is always willing to help out wherever needed.
Kim has flourished in her new role as a PST “Queen Unit” and earned Tobacco Enforcer of the Year in 2023.
Nearly every shift, Kim writes numerous tickets, tows several cars, and even locates unoccupied stolen vehicles. Kim embodies POP’s motto of making the community a little better each day, which she shows with her tenacity. She is an extremely hard worker and brings a smile to everyone’s face when she comes to the PD. Kim never hesitates to assist other employees and genuinely cares about everyone here.
Kim does an excellent job performing her duties. She takes pride in her beat and cites/tows vehicles in violation of the vehicle code or city ordinance. She is upbeat and has been honored for the work she does for the city and community.

PST Jones has shown outstanding dedication, professionalism, and initiative during her time with the San Pablo Police Department. As a department ambassador, she’s built strong ties with community leaders, businesses, and neighborhood groups. Her leadership has driven the success of major events like National Night Out, Fiestas Patrias, Trunk or Treat, and the San Pablo Dam Road cleanup. Despite limited resources, she consistently goes above and beyond, often taking on the work of a full team. Her creativity, independence, and commitment make her a vital asset to the department and community.



Detective Hearn was March 2025's Employee of the Month, recognized for his outstanding dedication, investigative excellence, and leadership. Over six weeks, he managed the department’s violent crime caseload alone, successfully closing four major cases and executing 17 search warrants, leading to multiple arrests and filings. He also collaborated with outside agencies, including SFPD and the FBI, on critical investigations. Additionally, he served as acting Investigations Sergeant, further demonstrating his leadership and commitment to public safety.

Officer Elerick, assigned to the Traffic Division, is recognized for his outstanding initiative in promoting roadway safety and reducing traffic collisions. He authored and manages the 2025 OTS grant, enhancing aand introduced the "Briefing Room" training platform to support officer development. A valued member of the Training Staff, he also served twice as a long-term Acting Sergeant, demonstrating strong leadership and professionalism. Officer Elerick’s dedication, innovation, and team-oriented mindset make him a key contributor to the San Pablo Police Department’s mission.
The Operations Division is comprised of uniformed officers who provide public safety police services to the San Pablo community 24 hours a day, 7 days a week. The Operations Division also encompasses auxiliary assignments such as K-9 teams and bicycle patrol units.

STOLEN VEHICLE RECOVERIES
On January 11, 2025, officers responded to a report of shots fired at the Brookside Drive apartments. The suspect, later identified as the intoxicated exboyfriend of one of the victims, had fled on foot after discharging a firearm during a struggle over the weapon. No injuries were reported. Officers recovered a handgun and a 9mm casing at the scene.
Investigation revealed that the suspect had pushed his ex-girlfriend, pointed the firearm at her brother, and fired a shot during a physical altercation with the victims’ father. A perimeter was established, and the suspect was seen fleeing toward Wildcat Creek Trail, though he initially evaded capture. The victim later notified officers that the suspect had returned to the area. Officers responded and, with the assistance of K9 Riggs, located and safely apprehended the suspect. He was taken into custody and booked into the county jail.
On March 2, 2025, at approximately 1819 hours, officers responded to a report of a shooting in the 1800 block of Espanola Drive. The suspect’s father reported that the suspect had fired multiple rounds inside his bedroom. The parents were safely evacuated, and a perimeter was established. Following approximately 40 minutes of phone negotiations, the highly intoxicated suspect—who expressed fear of going to jail—surrendered without incident. A search of the residence revealed 17 bullet holes in the mattress and several 9mm casings, although no firearm was initially located. A CCCSO K9 later found the firearm in a nearby yard. The suspect was transported for a mental health evaluation and subsequently booked into county jail.
The Property and Evidence team is responsible for processing and safeguarding all items collected by SPPD personnel. Under the direction of the Investigations Sergeant and Lieutenant, our Police Services Technicians ensure the meticulous collection, handling, and analyses of booked property to support investigations and SPPD daily operations. Their expertise and attention to detail are vital in maintaining the integrity of critical evidence, and ensuring that all items are appropriately booked, processed, stored, and secured within the SPPD property vault.

The Investigations Division is tasked with conducting thorough follow-up on criminal cases, which includes processing crime scenes, handling evidence, and working closely with the District Attorney’s Office to support criminal prosecutions. Team members focus on investigating complex gang-related offenses while also engaging in outreach and educational initiatives aimed at preventing and reducing violent crime within the community. The following are the Investigations Division’s statistics from the past year:

• Homicide, Arson – Det. B. Biama (Entire Unit) – Case 24-2314
Suspect assaulted victim with a machete and set her body on fire in a nearby creek. Suspect was located and arrested. Suspect confessed and took officers to where he discarded the machete.
• Homicide/Gang Murder – Det. Hearn – Case 25-1069
Suspect (Sureño gang member) walked up to group of 4 individuals in front of a store and began shooting at them before fleeing. One victim was shot multiple times and succumbed to injuries on scene. Detectives have identified the suspect who is still outstanding. Still an Active investigation.
• Vehicular Manslaughter/Fatal Hit and Run Collision – Det. Perino – Case 24-3017
Two vehicles racing down 23rd St. and one lost control, striking a pedestrian in opposite lane of traffic. Pedestrian was killed instantly. The suspect driver fled the scene. Detectives investigated the collision scene and subsequently apprehended the Suspect two weeks later.
• Copper Wire/Catalytic Converter Theft Ring (3-yr Investigation) – Dets. Rosic & Jinparn, Ofc. Rios – Case 24-3237
Suspects were identified purchasing known stolen copper wire and stolen catalytic converters at their residence in San Pablo. The suspects then transported these stolen items to their metal recycling business in Richmond on numerous occasions. Investigators from SPPD and CCCSO seized over $113k in US currency, 1,100lbs of stolen copper telecommunications wire, and over 700 individual catalytic converters. All suspects admitted to buying known stolen wire and catalytic converters.

The Priority Oriented Policing (POP) Division was established in 2022 to address priority public safety concerns impacting quality of life for our San Pablo community. The Division is comprised of various teams such as Tobacco Outreach and Enforcement, Community Outreach, Business and Neighborhood Watch, Crisis Response, Traffic, Training, and Code Enforcement. The POP Division prioritizes a balanced approach of proactive community outreach, focused training and education, and enforcement presence to support collaborative public safety efforts for our community.

• Crime: Felon in Possession of Ammo & Firearm, 5150 W&I
• Officers: Officer Soriano & Combong
• Outcome: Firearms, ammo, body armor, and loaded magazines seized. Criminal case submitted to DA.
• Case: 24-2973
CRT Officers served a search warrant at a residence in the 1900 block of 17th Street. The warrant was authored and served based on a subject with mental health issues having access to, and possession of firearms. An incident
with the subject occurred in the city of Hercules several days prior, involving him displaying a firearm in the presence of his estranged wife. The subject was placed on a psychiatric evaluation hold on 8/21/2024 by CRT Officers. The subject is a convicted felon and SOD gang member.
Inside the residence officers located (2) firearms, ammunition, and body armor. (3) loaded magazines were located in a vehicle that belonged to the subject. A criminal case will be forwarded to the DA’s Office for review.
Casino Arrest – Felon with Ghost Gun
• Crime: Felon in possession of ghost gun, ammo, fentanyl, drug paraphernalia
• Outcome: Arrested at Lytton Casino, booked into county jail
Officers located a suspicious vehicle in the Lytton Casino parking lot. Officers observed a subject exiting the vehicle via the driver’s seat and enter the casino. Officers conducted a records check of the registered owner and learned he had a warrant issued for his arrest. Officers located the suspect inside the casino and arrested him without incident. Officers searched the suspect’s vehicle and located a loaded ghost gun underneath the driver’s seat. Officers also located fentanyl and drug paraphernalia inside of the vehicle. It was later determined the suspect was a convicted felon. The suspect was later transported to county jail.

The Police Department has integrated the West County Mental Health Evaluation Team (MHET) into its POP Division, using a co-response model that partners law enforcement with Contra Costa County Behavioral Health Services. One full-time officer from the Crisis Response Team serves all of West Contra Costa County, helping MHET deliver resources and wraparound services to individuals experiencing mental health crises or ongoing mental health issues.

The mission of the Business Watch Program is to foster a safe and thriving business community by building strong partnerships between local businesses and the San Pablo Police Department. Through proactive communication, crime prevention education, and collaborative problem-solving; we aim to reduce crime, enhance public safety, and promote a secure environment where businesses can flourish. Together, we are committed to creating a united front that empowers business owners, employees, and San Pablo PD to protect and support our local economy.

The San Pablo Police Department, under the leadership of Chief Brian Bubar, has concentrated its Business Watch efforts in the San Pablo Dam Road corridor and the 23rd Street areas—two key commercial zones in the city. Recognizing the importance of strong communitypolice partnerships, Chief Bubar and his team have actively engaged with local business owners through in-person meetings aimed at fostering collaboration and identifying solutions to enhance public safety, reduce crime, and improve the overall quality of life in these areas. These ongoing efforts reflect the department’s commitment to proactive, community-based policing and building trust with San Pablo’s business community.

In 2021, the City of San Pablo began constructing a new 42,000-square-foot Police Headquarters. The project will accommodate our department's growth and provide a state-of-the-art training facility that will serve our 62 sworn officers and 31 civilian employees, as well as police agencies from other jurisdictions. Our new facility will be located at 1050 Gateway Avenue, directly across the street from City Hall.
The San Pablo Police Department values progressive community policing strategies and investments in technology for overall public safety. We foresee the new Police Headquarters as an opportunity to share those values and initiatives with our Community and partner agencies in the region.

The San Pablo Police Department Crisis Response Unit (CRU) is a specialized, highly trained division comprised of the department’s SWAT and Hostage Negotiation Team (HNT) operators. Its primary mission is to respond to the most critical and potentially dangerous incidents, using advanced training and progressive deescalation tactics. Members of the CRU are trained in both tactical operations and negotiation skills, ensuring they’re prepared to resolve high-risk situations with a focus on safety and minimizing harm.
Beyond emergency responses, the unit actively engages with the community by demonstrating their tools and equipment at various public events, helping to foster transparency and trust between the department and local residents.




Officer Pablo, the San Pablo Police Department’s cherished mascot, has quickly become one of the most recognizable and heartwarming symbols of the department’s community outreach efforts. Born in Ontario, Canada, Officer Pablo made his way to the City of San Pablo in 2018, bringing with him a spirit of positivity, inclusion, and public service. Since his arrival, he has become a valued member of the department and a favorite among residents of all ages.
With his friendly demeanor, signature police uniform, and ever-present smile, Officer Pablo plays a vital role in bridging the gap between the police department and the community. He is a regular presence at local schools, community events, and parades—always ready for a high-five, photo, or hug. Children gravitate toward Officer Pablo, and he often helps introduce them to important topics such as safety, kindness, and respect for others in a fun and approachable way.
Beyond his engaging personality, Officer Pablo represents the San Pablo Police Department’s commitment to community-first policing. He helps create positive interactions with the public and promotes trust between officers and the people they serve. Whether he’s dancing at National Night Out, marching in a parade, or participating in a school assembly, Officer Pablo brings joy and leaves a lasting impression wherever he goes.
As the department continues to innovate its community engagement strategies, Officer Pablo will remain a beloved ambassador for public safety and a proud symbol of the values that define the San Pablo Police Department: Courage, Integrity, and Innovation.
The San Pablo Police Department remains committed to fostering trust, inclusion, and engagement through a variety of public events and outreach programs. In the past year, our team participated in and organized numerous initiatives that brought joy, support, and connection to residents of all ages.

Each year, families "hop" over to the San Pablo Community Center for this festive tradition. In 2025, the event featured an egg hunt, photos with the Spring Bunny, and special appearances by Officer Pablo—our department mascot. The event continues to be a free, family-friendly favorite.

Torch Run & Bike the Bridges
The San Pablo Police Department, in partnership with regional law enforcement agencies, participated in the annual Special Olympics Torch Run and Bike the Bridges Event. The mission of these Special Olympics events is to raise awareness and funds for the Special Olympics movement.

Observed each April, Autism Awareness Month aims to promote inclusion, advocacy, and support for individuals on the autism spectrum. This year, SPPD participated in educational efforts to raise public understanding, encourage early intervention, and champion neurodiversity through community events and messaging.

As part of National Breast Cancer Awareness Month, SPPD joined the Pink Patch Project to raise funds and awareness for breast cancer research. Officers proudly wore pink patches on their uniforms to show support and solidarity with those affected.

We were ecstatic to bring back our annual National Night Out celebration! Over 1,000 San Pablo community members joined us for an evening filled with games, food, music, and fun. Events like these strengthen the foundation of trust and connection between law enforcement and the community we serve.
San Pablo PD partnered with local public safety agencies and community organizations for holiday festivities at Shop With a Cop 2024. This heartwarming annual event, organized by the Richmond Police Activities League (RPAL), is a collaborative initiative that provides officers and professional staff with an incredible opportunity to connect with the kids in our community.
SPPD officers and professional staff served 32 kids, and thanks to the generosity of numerous community businesses and organizations, each child received money to shop for Christmas presents for their families and friends alongside their new partners in public safety. A special thanks to Touch of New Life for expanding public safety collaboration efforts with San Pablo PD. We had a great time celebrating the holidays with our future generation of leaders!

With the help of our generous community and the San Pablo Police Employees’ Association, SPPD collected and distributed toys and gifts to local families in need. The annual Holiday Toy Drive brought joy and holiday cheer to children across the city, reinforcing the spirit of giving and community care.

The Gang Resistance Education And Training (G.R.E.A.T.) Summer Program is a two-week initiative facilitated by SPPD for elementary and middle school students. The program provides youth with positive alternatives to crime and gang affiliation while emphasizing leadership, respect, and community responsibility.
In partnership with City Hall, SPPD helped transform 1000 Gateway into a spooky celebration for families! Over 700 kids and their parents trick-or-treated through themed halls, enjoyed games, and took photos with Inside Out 2-inspired characters—all in a safe and festive environment.
