We are continuing to experience challenging times in the market as we approach the shortest day and the depths of winter

Transactions are happening but the volume is considerably down on previous years Stock levels are high and many vendors are now under pressure from the impact of higher interest rates In saying that, interest rates are not extreme by any means and are only marginally above the average rates the market has experienced over the past 20 years

The main issue for many vendors is they took advantage of the easy borrowing period post COVID and the extremely low rates which was fine at the time, but now in these recessionary times with a downturn in business activity and the higher levels they now find they can’t keep up with their monthly outgoings Insurance and rates increases are playing a big part in this which are not costs you can cut back on

For those who have funds or access to them, now is definitely the best time to purchase property If you want to upgrade the gap is smaller than ever or if you just want to get into the market there are definitely good deals around due to the higher levels of stock and the need for vendors to exit Unique properties with X factor qualities are still transacting well and holding their values

It’s only a matter of time before the Reserve Bank starts to ease the OCR and when that happens we believe the market will experience catch up mode with those currently sitting and waiting all making their moves together - which is when buyers will be saying “we should have purchased last year” .

With the Monetary Policy Statement on 22 May 2024 now confirming being held at 5.50%, this has had little/no impact on market interest rates

Though Swap Rates have been volatile since December 2023, these have fundamentally reduced across the board to date with banks marginally reducing their fixed rate spread with caution.

Banks will also need to comply with the new DTI (Debt-To-Income) Ratios and LVR restrictions effective 1 July 2024 with 12 months to prepare their systems for the possible implementation of DTI restrictions. What this means is; (i). 20% of new owner-occupier lending to borrowers with a DTI ratio over 6 and (ii) 20% of new investor lending to borrowers with a DTI ratio over 7

Though this will further regulate mortgage borrowing, there will be little to no impact until interest rates start materially reducing given banks already stress test prospective borrowers at an above market test rate The RBNZ has also announced that 20% (from 15%) of owner-occupier lending to borrowers with an LVR greater than 80% and 5% (from 0%) of investor lending to borrowers with an LVR greater than 70%.

All banks are yet to formally communicate these changes coming effect but these should allow more first home buyers and investors into the market.

A recent international study has ranked New Zealand as the second most searched-for location in the world for people owning a second property

In the research by GetAgent, Ireland topped the list of global second-home location searches, both domestically and internationally, followed by New Zealand, the UK, Equatorial Guinea, and Italy

To fellow Kiwis, our spot on the podium may come as no surprise - we know it’s great here - and the desire for both a home and a bach is almost culturally quintessential If we’d all love to have a second home, why wouldn’t other people?

However, other than Australian and Singaporean citizens, foreign buyers have been restricted from purchasing property in New Zealand since the NZ Overseas Investment Act was updated in 2018

So what’s the deal with all these eyes on little old Aotearoa? Is it just a sign of the times, as the world elsewhere is burning? Or could Kiwis actually anticipate an influx of foreign cash should legislation change?

Ross Hawkins of Ray White Black Group Realty says that the desire to purchase New Zealand properties as second homes is strong with his international clientele.

They’re a diverse bunch of investors, from Australia to Hong Kong to the United States of America and “all sorts of different European countries”, he says

There are a lot of disappointed people at the moment that are wanting to buy in New Zealand who can't,”

When we went into the election and the National government got in, we were inundated with inquiries because the policy was going to be that they opened up to the international market. Then during the coalition discussions, Winston Peters put a stop to that.

”Many New Zealanders feel prickly about foreign investment into property. But Hawkins, who specialises in the high end of the market, says that foreign buyers are largely interested in luxury lifestyle and coastal properties, not everyday houses. He suggests that, should the NZ Overseas Investment Act be updated, a higher property price threshold would be the best pathway forward to enable New Zealanders to benefit

“Originally the National government was proposing buyers over $2 million could buy here and there was a concern that that would affect the local market,” says Hawkins “My thoughts would be that if they pulled that threshold higher and made it $5 million or something like that, then it's only the big spenders that are coming in and then you're not really affecting the local buyers at all ”

““And if it’s those people that do come in, it's a lot of money coming in We need money into our economy from offshore to recover from the economic mess that we've been in ”

Hawkins says considering welcoming foreign investment “is about being sensible” so that “the money can start to flow” into all manner of individuals, from home-owners to tradespeople and beyond “It’s about setting some guidelines that do allow the right people to come in and spend their overseas funds on New Zealand properties,” he says

“We've still got rules from the Overseas Investment Office that they need to comply with to be able to buy properties that are on waterfront or that are connected to waterways or sensitive lands, so they still have to go through all sorts of criteria to qualify ”

Will a New Zealand home ever sell for $200 million?

When OneRoof put the question to some of the country’s top agents following the recent listing of a Sydney Harbour mansion with a price guide of A$200m (NZ$220m), the answers they gave revealed a lot about the state of the top end of the market in New Zealand

Right now there is just one residential home on the market in Auckland with an asking price of above $30m, although there have been others, including luxury penthouse apartments, in that price point in the past

In fact with a budget of NZ$220m, you could buy the 10 most expensive houses available for sale on OneRoof right now and still have $10m left over in change

So what does A$200m get you in Sydney, where the wealth is very much on show?

The listing that has everyone talking in Australia is the fourstorey harbourside mansion being sold by Aussie Home Loans founder John Symond. The house, which cascades down a cliff in the exclusive Sydney suburb of Point Piper, took eight years to build and is legendary in real estate circles.

While it is nominally just a four-bedroom, it does have the space that can comfortably host parties of up to 500 people, and boasts a 22-seat theatre, two commercial kitchens, undercover parking for 20 cars, and a 2500-bottle wine cellar.

The real drawcard of Wingadal is that it sits on a 2676sqm site and has 98m of harbour frontage. According to reports, Symond turned down A$110m for the house seven years ago, but this time around he is serious about selling, having announced to Australian media he wants to go travelling following the end of his marriage

Naturally, the views of the Sydney Opera House and Sydney Harbour Bridge are out of this world, and the agent selling the property, Ken Jacobs, of Forbes Global Properties, calls the home and its setting iconic

A sale for A$200m would shatter Australia’s current house price sale record of A$130m, set in December 2022 for Uig House, a Scottish-style stone mansion, also on Piper Point

In New Zealand, no house has ever sold above $50m, with the current record, according to OneRoof reporting last year, sitting in the mid-$40ms for a trophy home in Queenstown

“We just don’t have that many big properties, even in Remuera or Herne Bay You’re more likely to see more extremely high-value properties on lifestyle land, rather than in the city ”

Coastal properties are where the high-priced buyers were looking, said Ray White agent Ross Hawkins. He listed a five-bedroom Pahoia estate on 1114sqm outside of Tauranga asking $20m and said that while there were other valuable properties, none would come close to Sydney’s $100m to $200m prices.

But New Zealand being seen as a “bargain” for the ultra-rich is not a bad thing.

“The high net worth offshore buyers spending US dollars or pounds they can get so much more for their money here,” he said, adding that good property was seriously undervalued here. Hawkins said he knows of some coastal Northland properties on private beaches which could fetch $100m or more.

“But those people don’t need to sell, they’ve never tested the market. They’d only be selling when they get to the point where they don’t want the work that comes with these big properties – the maintenance and the staff, it’s a full-time job.”

Like most of the agents OneRoof spoke to, Hawkins said buyers from beyond Singapore and Australia were stymied by our restrictions on overseas buyers.

And how likely is it that the Pipers Point Sydney property will find a buyer?

““We thought A$200m was a long way off, but people are looking at an apartment at Barangaroo [development on Sydney’s waterfront] for A$100m – huge money,” said Ray White chief economist Nerida Conisbee

“We don’t see those numbers in any other place It’s harbour front, there’s no more of it The other thing is that it’s a tax-free asset, so the ultra-wealthy like to park their money in the family home

“Will it happen in New Zealand? With the equivalent population of just one state here [Queensland], there just isn’t the money,” she said

A buyer splashed out $4.075 million on an Auckland townhouse he had spotted only three days before in OneRoof's Saturday magazine.

Ray White agent Ross Hawkins said the buyer had been on the look-out for a new home when he came across a news article in OneRoof Herald Homes which had featured the Parnell property

“He saw the story on Sunday, came around to see the house on Monday and bought it at Wednesday’s auction,” Hawkins said.

“He’d been hunting for some time looking around Remuera, but it wasn't until he saw the story in the paper that he thought this house in Parnell would fit the bill "

The downsizer had beaten two other bidders to get the three-bedroom house, which was designed by award-winning architect Andrew Patterson and is close to Sir John Key's former mansion on St Stephen's Avenue

“I find buyers who are downsizing from the big family home in Remuera want to stay in the area, and they also like Parnell because of its proximity to the water, the parks and waterfront walks, and it’s near the city. Sometimes they’ll look at the bays like St Heliers or Mission Bay or Kohimarama.

“It’s about the lifestyle, the lock-up-and-leave ”

The Parnell home attracted three bidders at auction last week Downsizer saw the property in OneRoof magazine

Hawkins had in the OneRoof article published on April 27 raved about the location of the property “In that location there are a lot of the rich and famous people around you and it’s filled with really high-value properties. It’s in part of Parnell where everybody wants to be,” the agent had told OneRoof.

The auction, which took place on Wednesday May 1, had attracted three bidders, including the buyer.

Hawkins said: “That’s quite rare in this market, at the moment you get one or two bidders in the high end ”

The vendors had updated the property with new flooring and paint, turning part of the yard into a putting green and it had a pool.

The sale price was below the property's 2021 CV of $4.6m but almost $2m what it last changed hands for in 2007
