Natural Areas: A Shared Responsibility

Roseville is home to more than 3,000 acres of natural areas/open space that provide cleaner air, wildlife habitat, access to nature, preserved land for future generations and enhanced property values. These spaces are a vital part of our community, and Parks, Recreation & Libraries (PRL) is responsible for their protection and maintenance. Whether you live near a natural area or simply enjoy the benefits they provide, we appreciate your support in helping to keep them healthy and sustainable by following these requirements:

Enjoy the space – Use designated trails for recreation and observe wildlife from a respectful distance.

Keep it natural – Dumping of yard waste, grass clippings, branches, trash or dirt is not permitted in natural areas.

Let it grow wild – Do not plant trees, shrubs, gardens etc. and do not install irrigation systems in natural areas.

Preserve the natural landscape –Fences, sheds, walkways, stairways, play structures and other modifications are not permitted.

Protect the ecosystem – Keep pesticides, fertilizers and other chemicals away from these areas to maintain a healthy environment.

By respecting these requirements, we can protect the natural beauty and ecological health of Roseville’s natural areas for generations to come.

No storage or parking – Vehicles, trailers, equipment and personal items are not permitted in natural areas.

Prevent water runoff – Draining pools or ponds into natural areas and excessive irrigation runoff can damage fragile ecosystems including vernal pools.

Report issues – If you see illegal dumping, vandalism, structure installation/placement or other concerns, please report them at myRSVL.com. We will inspect and address issues as needed. Some natural elements, like downed trees, are often left undisturbed to support wildlife habitat, provided they do not pose a significant safety risk.

If you have questions, don’t hesitate to contact our Parks & Natural Resources Division via myRSVL.com or by phone at 916.772.PLAY.

Taking Adaptive programming to new heights

For individuals with disabilities, access to inclusive recreational opportunities can be a challenge. But thanks to Nelly QuirozPerez the Parks, Recreation & Libraries Therapeutic Recreation Program Leader, those challenges are turning into opportunities. With a vision for the future and her expertise as a Recreational Therapist, she is building the city’s adaptive programs. Nelly is excited about the opportunity to shape and expand adaptive programming. “We’re still in the planning phase for many initiatives and one of our main concerns is making sure people are aware of them,” Nelly says. “We want to make sure that when we launch programs, people are ready and excited to participate.”

What does a Recreational Therapist do?

According to Nelly, a Recreational Therapist uses recreation as a modality to improve one’s quality of life and promote physical, mental and emotional well-being. Recreational Therapists can work in places such as hospitals, schools and community settings. They often provide individuals with activity modifications, educate them on adaptive equipment and assist with goalsetting.

“Recreation plays a crucial role in overall well-being,” she explains. “It supports individuals in different areas such as enhancing social skills, promoting physical activity and developing selfdetermination. While we currently offer plenty of options for younger children. I want to offer programs that support individuals throughout all stages of life.”

Greater accessibility & inclusion

Looking ahead, one of the most exciting projects is Adaptive My First Camp, designed for children ages 3-6. “It’s a camp experience where we work with parents to adapt to each child’s specific needs and help them develop independence,” Nelly explains. “We are also planning a variety of adaptive offerings for teens and adults such as sporting events, social gatherings and educational workshops.”

Beyond new programs, Nelly will be providing inclusion trainings to staff. “I want to support existing programs by offering recommendations and adjustments,” she says. One example includes sensory-friendly accommodations at large events like offering a quiet room for attendees who need a break.”

“The more people we engage, the stronger our programs will be.”

A vision for the future

Community support is vital to growing adaptive recreation. Nelly plans to partner with Sac State students to bring in volunteers and encourages residents to share ideas and feedback. “The more people we engage, the stronger our programs will be.”

“The sky is the limit right now,” Nelly says. “I’m looking at what adaptive equipment we need and how we can expand. Sports promote physical activity and social interaction, but we also want to offer diverse activities to appeal to everyone.”

Nelly also hopes to connect and learn from other experts in disability. “There is so much diversity when it comes to disability. I want to do everything I can to offer programs for as many people as possible.”

For Nelly, the most rewarding part of this work is seeing people realize their potential. “I want to help people participate in activities they’ve been told they can’t do and prove that they absolutely can,” she says.

For nearly nine decades, Weber Park has been a part of the Roseville community. Originally a school site, the 1.9-acre property was transformed into the city’s fourth park in 1937. It was later named after Andrew Weber, who served as mayor for a short time from April to November 1944.

After years of wear and other challenges with safety, the park was in need of a major transformation. Thanks to the City Council’s commitment and funding from the American Rescue Plan, Weber Park has now undergone a complete revitalization, ensuring its future role as a welcoming space for all.

“This project was long overdue,” said Park Planning & Development Manager Tara Gee. “There was a vision to fully renovate the park 14 years ago, but funding challenges made it difficult. The City recognized its importance, made it a priority and after two years of public outreach, we were finally able to bring that vision to life.”

The renovation, which took almost a full year to complete, focused on improving accessibility, safety and usability. Key updates include grading sight lines down to street level,

A new chapter for historic Weber Park

expanding the play area and adding new tables for outdoor gatherings. To enhance safety, the park now features dedicated police car parking, a critical addition for community security. “The lowered sightlines and dedicated parking space give officers better visibility into the park, which help improve safety and deter crime,” said Police Chief Troy Bergstrom.

One of the most exciting improvements is the upgraded basketball court, made possible through generous contributions from the Kings Foundation and Kaiser Foundation. The Veterans Garden was also replanted by volunteers.

Weber Park’s transformation reflects Roseville’s ongoing commitment to maintaining vibrant and accessible public spaces. “We’re excited for residents to experience the revitalized park and make new memories in this historic space.” Gee emphasized. With its fresh new look and enhanced amenities, Weber Park is ready to welcome the next generation of visitors while honoring its rich past. The upgrades ensure that this beloved park continues to serve as a hub of recreation, connection and community pride for years to come.

Since historic floods in 1986 and 1995, Roseville along with FEMA, have invested $33 million to improve infrastructure, earning our city the nation’s highest flood protection rating.

Do your part to protect your family and property.

• Know your flood hazard. Learn if you’re at risk, visit roseville.ca.us/FloodZones, or call (916) 746-1300. Receive FEMA’s Flood Insurance Rate Map (FIRM), regulated flood hazard areas, estimated depths of flooding for your property, and historic flood information.

• Insure your property. If your property is at risk, flood insurance is the best investment you can make. Roseville property owners receive up to a 45-percent discount. Ask your insurance agent if you are covered for flood damage.

• Protect your property. Reduce flooding hazards by keeping drainage areas free of debris.

• Plan for emergencies. Take steps to be prepared, like designating a family meeting place in case of an evacuation. Learn helpful flood emergency planning tips at roseville.ca.us/FloodPrep.

• Build wisely. Resilience begins with understanding your risk. Avoid building in flood prone areas. Contact the City before constructing. Codes and standards are enforced.

• Preserve natural floodplains. They’re nature’s way of accommodating excess water. Keep trash, large debris, and pollutants out of storm drainage systems and creeks.

• Sign up for Placer Alert. Visit placer-alert.org to be notified in an emergency.

Chasing adventure, one trail at Chasing adventure, one trail at

For Roseville Parks & Recreation

Supervisor Jake Hassell, adventure doesn’t end when he clocks out. With a deep passion for hiking and backpacking, Jake spends much of his free time exploring trails near and far, pushing his limits and surrounding himself in nature’s beauty.

“I’ve always been an explorer,” Jake says. “I want to see what’s over the next hill.”

That curiosity has taken him across some of the most breathtaking landscapes in North America. He hikes at least twice a month, backpacks two to three times a year on overnight excursions, and visits two national parks annually. His list of destinations includes Yellowstone, Banff, Glacier and Kauai’s stunning state parks. But his true love? The mountains.

“I definitely prefer the mountains over the beach,” he admits. “Being so close to Tahoe and Auburn, there are so many trails and hiking areas to take advantage of.”

Jake’s backpacking journey ramped up after college. His trips have taken him to some of the most challenging and rewarding trails, including the John Muir Wilderness and Zion’s infamous Angels Landing. “Angels Landing is one of my favorites,” Jake says. “The switchbacks are insane, and you need a permit to hike it. It’s one of the most dangerous hikes, but the view at the top is worth every step.”

Beyond the physical challenge, Jake enjoys the technical side of backpacking—the meticulous planning of meals, gear and weight distribution. “You have to plan out every single meal and snack so that by the end of the trip, you’re out of food,” he explains. “The attention to detail, the trial and error—it’s all part of the adventure. And no backpacking trip is ever the same. The seasons, weather and circumstances are always different. There’s a quote I love: ‘No man ever steps in the same river twice, for it is not the same river and he is not the same man.’”

That adaptability serves Jake well in both the wilderness and his career. “Planning a trip and running a Recreation program aren’t all that different,” he says. “You can plan the same program, but each class or camp is different every time. You have to adapt to changes, just like in nature.”

“My priority is to be grateful for where I am”

Despite the challenges, Jake is committed to his goal of visiting all 50 U.S. National Parks—at his pace of two per year, he estimates it will take him 25 years. But he’s in no rush. “I lean toward enjoying the moment more than taking photos,” he says. “My priority is to be grateful for where I am.” Whether he’s guiding a recreation program in Roseville or trekking through Desolation Wilderness, Jake’s passion for exploration shines through. And for him, the adventure is just getting started.

Share the Trail

Whether you’re on foot or on wheels, remember to follow these tips

Pedestrians

Pedestrians always use the left lane, so you aren’t surprised by traffic coming behind you.

Please pick up after your dog, keep them under control and on a leash.

E-scooters

Any e-scooter operator must have a learner’s permit or driver’s license, and the e-scooter cannot be operated on a sidewalk. Other than the operator, no passengers are allowed on a motorized scooter.

Bicyclists

The rules of the road require bikes, like cars, to travel on the right. This also applies to our trails. California Vehicle Code 21956

Ride at a safe speed, signal your presence, and yield to pedestrians. What might seem like a slow speed to you, may seem fast to others.

E-bikes

E-bike models have different rules about where they can be used, minimum age requirements, and any licenses needed to operate them. Know the rules applicable to your e-bike.

Parents are advised to ride with children to ensure they can handle e-bikes and e-scooters in various conditions.

By law, riders under 18 must wear a helmet.
