1. Absentee Voting

Absentee ballots may be mailed to a voter, completed in person at City Hall, or completed via agent delivery. Residents who are overseas or active military are also able to vote absentee. Voters must follow the enclosed instructions and return the ballot in the envelopes provided. Absentee ballots must arrive by Election Day. You can track the status of your ballot and confirm that it was received and counted online by visiting mnvotes.org and looking in the “Other Ways to Vote” section.

Direct Balloting begins October 18, 2024, voters place the ballot directly in the tabulator at Rosemount City Hall, Council Chambers Monday - Friday, 8 a.m. - 4:30 p.m. Including the following extended hours:

• Saturday, October 26, 9 a.m. - 3 p.m.

• Tuesday, October 29, 8 a.m. - 7 p.m.

• Saturday, November 2, 9 a.m. - 3 p.m.

• Sunday, November 3, 9 a.m. - 3 p.m.

• Monday, November 4, 8 a.m. - 5 p.m.

On Election Day, all in person voting will take place at a polling location. Please confirm your polling location prior to voting on Election Day as there may have been updates since you last voted. Voters can find their polling location online at mnvotes.org

• Check registration status: Ensure you’re registered to vote by checking with City Hall or online at mnvotes.org.

• Update your information: If you’ve recently moved, changed your name, or updated your identification, you will need to re-register. This can happen online or in person, at City Hall, until October 15. After this deadline, voters will need to register in person when they vote.

Development Continues in Rosemount

FOR SEVERAL YEARS,

Rosemount has continued a steady path of growth in community development. The combination of a desirable location, available land, and consumer demand has attracted developers and businesses to our city. Development can be a long and complicated process, which is why the city has regulations and guidelines in place to ensure that growth happens in a safe and manageable way. This includes working with county, state, and regional partners, managing infrastructure demands, and following the city’s Comprehensive Plan.

The Comprehensive Plan is a long-term guide to help us achieve a set of goals and a vision for the future. This plan is created with input from residents, business owners, community partners, and experts. While many residents were part of our comprehensive planning process, we want all residents to understand how Rosemount is developing and feel informed and prepared for the growth taking place in our community.

We’ve created a new webpage with a series of articles about how development happens in Rosemount, answers to frequently asked questions, and links to other development considerations such as education, infrastructure, and transportation. PARKS & RECREATION UPDATE

Park Projects

This year has been busy for the Parks and Recreation Department. We will be introducing 12 new pickleball courts this fall just south of the UMORE Ballfields. This project should be completed shortly – watch for announcements coming soon. There will be two new neighborhood parks opening this fall. Dunmore Park, located just southwest of Hwy 3 and 132nd St. West, is a 0.6-acre park that will offer its neighbors a playground, green space to run around on, and a hammock grove to relax in. Talamore Park, located on the northeast corner of 144th St. E and Anston Ave, is a 1.6-acre park that will host a playground, a pollinator garden, a half basketball court, and a putting green. Amber Fields Park is a 59-acre greenway park that will have multiple park amenities for the community to explore. There will be over three miles of walking trails, a traditional playground, a naturebased playground, an interactive dry creek bed, community art features, and picnic areas. This park is scheduled to be completed by the end of 2024. The new trail will meet up with the existing trail that tunnels under Akron Ave and then continue along the north side of Flint Hills and meet on the east side to connect with more existing trail. CHOOSING THE RIGHT CROSSWALK LOCATIONS & SOLUTIONS

WALKING, BIKING, AND SKATING are excellent ways to stay active, and the City’s network of public trails and sidewalks makes it easy to enjoy these activities. However, at some point, pedestrians need to cross streets, and this raises the question: how do we determine where and how to install enhanced crosswalks?

The decision process involves many factors, including the type of road, speed limits, location (whether it’s near neighborhoods, business districts, parks, or schools), sight lines, and the frequency of pedestrian use. Evaluating these criteria thoroughly helps us identify the best solution for each location, but it takes time and careful consideration.

To streamline this process, the City is conducting a citywide pedestrian crossing study. This will result in a comprehensive policy to guide the installation of enhanced crossings. By considering the big picture of the entire sidewalk and trail system, we aim to apply solutions where they are most appropriate. The policy will also help ensure that both pedestrians and motorists understand the significance of each crossing, contributing to safer, more predictable interactions on the road.

Connemara/Akron Roundabout

Have you heard? The City and Dakota County are partnering to build a roundabout at the intersection of Connemara Trail and Akron Avenue in 2026. This will improve traffic access, safety, and flow at this intersection as development continues to build. There is much work to be done between now and then and we’d like your help. Not the Curb

Please remember that it is a violation of City Code to rake or blow fallen leaves, grass clippings, or other yard debris into public streets, where they can be washed down storm drains and degrade surface water quality. Please consider collecting your leaves and creating your own backyard compost pile. Alternatively, you may be able to arrange with your waste hauler for curbside collection of yard waste. THE NUMBER ONE ITEM in our trash is food. That’s why more than 10,000 Dakota County households have registered to participate in the free organics drop-off program. There are 11 organics drop-off sites located throughout the county — in Apple Valley, Burnsville, Eagan, Farmington, Hastings, Inver Grove Heights, Lakeville, Mendota Heights, Rosemount and West St. Paul.

More than 40,000 pounds of food scraps are collected each week. Collected material goes to an industrial compost facility and is turned into compost — a nutrientrich soil additive — used in gardening and landscaping. Bringing organics to a drop-off site is easy and can dramatically reduce waste. The typical household can divert up to one-third of trash by delivering items such as food scraps, spoiled produce, coffee grounds and bones.

Upgrade recycling at your apartment, condo or townhome

Everyone deserves a great recycling program. In fact, property owners are required to provide residents with the opportunity to recycle. The Dakota County Multifamily Recycling Program provides free recycling containers, posters and education for residents and staff to improve recycling. So far, 167 apartments, condos, townhomes and senior living buildings have participated in the program. Staff have educated over 10,000 residents.

Saturday, Nov. 2 through Sunday, Nov. 3. Remove candles, wax and any non-pumpkin material. No painted or glittered pumpkins accepted; these must go in the trash. Please do not put anything other than pumpkins or gourds in the container.

Winter Reminders

Last winter may have been underwhelming, but we can never count Old Man Winter out and have to be prepared. Before the snow flies, here are some friendly seasonal reminders:

Keep all garbage and recycling bins at least four feet behind the curb.

Mark your curb lines to minimize sod damage, especially if you live on a curve. Wooden stakes can be picked up, free of charge, at the Public Works maintenance building (14425 Brazil Avenue) weekdays through November.

Trim overhanging branches that may interfere with driver visibility and snowplow equipment – generally, limbs hanging over a street, trail, or sidewalk need to be trimmed up to 12 feet above the surface.

Do not park on the street between 2 a.m. and 6 a.m. daily, or any time after a snowfall until the street is cleared curb-to-curb.

Verify that your mailbox is structurally sound and installed according to the following parameters:

• Vertical post is set back 10 to 15 inches from back edge of curb

• Bottom of mailbox is 42 to 48 inches off the ground

• Front of mailbox is 0 to 6 inches behind back edge of curb

• Front of paper boxes are flush with vertical post

The amount of time it takes City crews to complete snow clearing throughout town varies based on several factors, including intensity, total accumulation, type of snow (wet and heavy, light and fluffy, or if the storm includes freezing rain), and the timing of when the winter storm moves through the City. On average, our crew can complete snow clearing operations on the City’s 130+ mile street system in about 8½ hours. We appreciate your patience as we work. Learn more at rosemountmn.gov/snowplowing

Moving Day: Public Works & Police

Public Works and Police departments are making plans to move their operations to the new campus in early December! Watch for announcements on the official date for when our new address at 14041 Biscayne Avenue will take effect.

Don’t toss out your broken or unwanted light strings! Drop off your tangle of lights and cords at the Steeple Center (14375 S Robert Trail) starting Nov. 15 until Jan. 31, 2025. Please do not drop off cord adapters, plastic rope lights, CFL lights, or battery packs. Garlands, fake trees, statuary, and
