Rosemount Police and Public Works Campus Now Open!

Rosemount’s new Police and Public Works campus at 14041 Biscayne Ave is now open. This $58.2 million investment streamlines city operations with modern, efficient spaces designed to better serve residents. The new campus supports both public safety and infrastructure maintenance while fostering a more collaborative environment for staff. The space features sustainability measures, including a stormwater run-off collection system and energy-efficient lighting and HVAC systems, reflecting the City’s commitment to environmental stewardship.

Visitors to the Police Department can access services such as accident reports, data requests, fingerprinting, animal and solicitor licensing, and firearm permits. The Public Works Department assists with grading permits, street improvement projects, construction water meters, stormwater management, and right-of-way questions.

The Project Pipeline

2024 was an incredible year for Rosemount. Our city has experienced significant wins in development, reflecting our ongoing commitment to our strategic plan goal of growing and enhancing Rosemount. This vision aims to foster a resilient economy and build vibrant neighborhoods that serve residents at every stage of life.

This year, we’ve seen the completion of several key projects that underscore our commitment to thoughtful growth. With expanded retail options, cutting-edge industry, and new housing developments, these milestones address the wants and needs of our residents.

From the construction of a Meta data center to our partnership with Life Time, these major projects help to create jobs and strengthen the tax base, while helping to spur the additional retail amenities desired in a growing community.

Specific project highlights include:

• Bank & Bakery: In 2025, we will welcome Sweet Kneads who will serve coffee and pastries in the new First State Bank of Rosemount – a second location for both businesses who already have a proven history of success.

• 145th Street East Apartments: DevCo is constructing two buildings containing 192 units of affordable living options to serve the key workforce that employers depend on.

• New District 196 Schools: 2024 saw the groundbreaking for a new middle school and the start of work on a new elementary school, both designed to accommodate our growing population.

• UMore Development: Our continued partnership with the University of Minnesota is progressing, with plans for industrial and business park uses, including the construction of the Meta data center and the

forthcoming Minnesota Aerospace Complex project by North Wind.

• Beirut Restaurant: 2025 will see the addition of a new fast-casual dining option with a huge fan following coming to us from their long-established restaurant in West St. Paul. The new location will focus on catering, carryout, and ready-made foods.

• KJ Walk/Rosewood Commons: A mix of restaurant, drive-through, office, and retail spaces to serve the community’s needs.

• Gas Station & Car Wash: A new Kwik Trip will be constructed at the northwest corner of Akron and Cty. Rd. 42. Construction is set to begin this spring, with a tentative fall opening.

• Childcare: Today’s Life Childcare and O2B Kids are new additions enhancing essential services in Rosemount.

As Rosemount continues to grow, we are committed to managing this expansion responsibly, ensuring new projects align with our values and serve the community’s best interests. Our work is both strategic and a reflection of our leaders listening to the desires of residents. Upcoming developments will enhance infrastructure, bring new industries, expand retail and dining options, and create diverse housing opportunities. These advisory bodies play a vital role in guiding the City Council on critical issues and projects. Applications for 2025-2026 commission openings are now open and will be accepted until February 21, 2025. Fire Chief Kip Springer

The City of Rosemount has welcomed Kip Springer as its first full-time Fire Chief, a role reflecting the city’s growth and commitment to public safety. With over 30 years of fire service experience, Chief Springer brings a wealth of expertise and a forward-thinking vision to this new chapter for the Rosemount Fire Department.

In his first month, Chief Springer has already witnessed the dedication and community focus of the department’s firefighters. “Everything I heard about this organization is true. The department is made up of very dedicated and caring firefighters who constantly go above and beyond for their community,” he shared.

Chief Springer participated in community events, including the Heroes and Helpers event with Police and Fire and the Santa Parade, which collected donations for 360 Communities. “These are just some examples of how Rosemount Fire invests in our residents,” he said. “I am excited for all that is to come in 2025 with this amazing team.”

With a history of leadership roles, including Deputy Fire Chief in Eagan, where he helped transition the department to an updated service model, Chief Springer is well-equipped to guide Rosemount through potential changes to its service model.

“My priorities are data-driven decisions, firefighter safety, and public input,” said Chief Springer. “I’m committed to balancing community expectations, firefighter dedication, and fiscal responsibility.”

OFFICER

JON KLECKER

Originally from Owatonna, Minnesota, Officer Jon Klecker brings a strong background in service to our team. He earned a degree in Law Enforcement with a minor in Criminal Justice from Minnesota State University, Mankato. Since July 2020, Jon has proudly served in the Minnesota National Guard. He is pictured here in his dress uniform alongside his girlfriend, Grace.

Jon relocated to Lakeville this past summer and joined the department in September. Outside of work, he is an avid outdoors enthusiast who enjoys hunting, fishing, and spending time on the lake. A dedicated Minnesota sports fan, Jon cheers passionately for the Twins and Vikings.

OFFICER MITCHELL HOWSEN

Officer Howsen grew up in Deer River, Minnesota, and graduated from Grand Rapids High School, where he played hockey through his senior year. Following high school, Mitch pursued his passion for law enforcement, earning an AAS degree in Law Enforcement from Minnesota North College’s Hibbing campus. He is pictured here at his graduation from police skills training.

In July 2024, Mitch moved to Burnsville to begin his career in law enforcement and joined our department in August. Committed to service and making a positive impact, Mitch is excited to serve the Rosemount community. When he’s off duty, Mitch enjoys fishing, hunting, weightlifting, and visiting his family’s farm. We are excited to welcome Officers Klecker and Howsen and look forward to their contributions to Rosemount!

2025 City Budget

The City Council finished the year by completing a key task: authorizing the 2025 Budget and Levy. Final action on the budget in December culminates nearly six months of work on this critical duty. The City’s annual budget and levy functions much like a family budget, guiding what will be accomplished each year, which special projects can be crossed off the list, and funding our routine tasks. Several factors affect the City’s budget, including property valuation changes, increased need for services, changing costs for the City’s core operations, and the recent debt issuance for the Police and Public Works campus project. Home valuations in Rosemount have decreased by about 1%, with the median value home now valued at $395,700. The City’s tax base, or the value upon which taxes can be shared, is growing by 5%, down from last year’s historic 32% increase to the City’s tax capacity. Despite this softening of housing valuations, historic new development continued with $177 million in record-breaking new construction last year. All told, the 2025 Budget and Levy reflect the City’s growth while maintaining a focus on financial stewardship.

TAXPAYERS IN A MEDIAN-VALUED HOME WILL HAVE AN INCREASE OF JUST $5.75/MONTH WHEN COMPARED TO LAST YEAR. 2025 MEDIAN VALUE: $395,700

The tax levy increase to the 2025 operating budget is just under 8% or about $29 for a median valued home. The recent debt issuance for the PD/PW campus project results in an approximately 4% levy increase, which equates to an additional $40 increase per year, making the total tax increase $69. The costs for the PD/PW campus are being phased in over four years, minimizing the immediate impact and flattening out the increase for residents. All told, taxpayers in a medianvalued home will receive all City services for $113 per month – and increase of just $5.75 compared to last year. The 2025 Budget supports the hiring of two additional Police Officers, two new Public Works staff to respond to the City’s growth, an IT professional, and continued funding as the City researches the initial steps toward evolutions within our Fire Department.

Rosemount is at an exciting time in its history, experiencing long-awaited growth and the amenities that come with it. The budget is a critical tool that ensures that the services you’ve come to expect in Rosemount remain strong as our community continues to grow and thrive.

Willie Dodds Named Employee of the Year

The City of Rosemount is proud to recognize Willie Dodds as the 2024 Employee of the Year. As IT Coordinator, Willie was instrumental in the successful completion of the technology infrastructure at the new Police and Public Works Campus. He coordinated, installed, and tested over $1 million in technology systems, ensuring the campus is equipped to meet the City’s growing needs. Willie worked closely with multiple contractors, adapting to evolving priorities with flexibility and exceptional problem-solving skills. His proactive approach and attention to detail ensured the project’s timely completion, modernizing critical systems that enhance City operations.

Willie’s journey with the City exemplifies commitment and growth. Starting as an intern in 2017, he joined full-time as an IT Specialist in 2019 and was promoted to IT Coordinator in 2024. His expertise and dedication have consistently made a positive impact on our organization. His efforts have strengthened our technology infrastructure and demonstrated the power of teamwork and innovation in public service.

Temporary Relocation of Parks & Rec Office

The Parks and Recreation office is currently operating from its temporary location at Rosemount City Hall. This move is due to ongoing construction at the Rosemount Armory and Rosemount Community Center (RCC). All open gym and indoor walking has been canceled this winter. Staff anticipates returning to the RCC in early spring. During this period, the Parks and Recreation team remains fully available to help residents with their needs. Cleaning is Easy at The Recycling Zone

Bring cleaners, auto products, electronics and other stuff that doesn’t belong in your trash to The Recycling Zone in Eagan for safe disposal. Dropping off is easy—that’s why residents dropped off over 2.9 million pounds of materials last year. You stay in your car while staff unload materials from the trunk or backseat. Put smaller items in a box that you can leave behind.

If you have an unknown or unique household chemical, email recyclingzone@co.dakota.mn.us before dropping off to work with The Recycling Zone staff about safe handling.

2025 Outdoor Rinks and Warming Houses

Winter is finally here! Take advantage of the season by visiting one of our three outdoor ice skating rinks.

Warming House Locations:

• Central Park: 2893 145th Street

• Jaycee Park: 15425 Shannon Parkway

• Bloomfield Park: 14225 Bloomfield Path

Warming House Hours:

• Monday through Friday, 4 to 9 p.m.

• Saturday, 10 a.m. to 9 p.m.

• Sunday, 1 p.m. to 9 p.m.

Please note: Rosemount Area Hockey Association will use the rinks at Jaycee Park and Bloomfield Park for hockey practice from 5:30 to 8:30 p.m. Tuesday through Thursday each week. No hockey or shooting pucks is allowed at the Central Park skating rink.

Warming House Closing Policy:

1. If the temperature is -10 degrees F; and/or

2. If the wind-chill is -25 degrees F; or

3. If snow accumulates on the rink and the rink has not yet been cleared. The Parks Maintenance team will clear the rinks as soon as possible.

4. If the temperature is warm and the rinks are covered with a significant amount of water.

New Water Supply Well

Please remember to follow local guidelines to ensure the safety of all.

SPRINKLE SALT SPARINGLY!

Safety comes first, but using too much salt won’t melt ice faster on sidewalks, driveways, or parking lots. Overuse can harm property and pollute water. Follow these tips to manage snow and ice responsibly:

• Clear sidewalks and fire hydrants: Property owners are responsible for removing snow and ice from sidewalks and fire hydrants within 48 hours of each snowfall.

• Observe winter parking restrictions: No parking is allowed on public street between 2 a.m. and 6 a.m. daily through March 31.

The City prioritizes safety while protecting water and the environment by:

• Certifying all plow operators in Smart Salting.

• Using brine-making and application equipment.

• Calibrating and maintaining equipment regularly.

• Using software to track plow operations.

• Exploring innovations like heated sidewalks at public buildings.

Grab a photo with the Bunny, search for eggs and candy, and see if your child can find the “golden” egg. In case of inclement weather, the Egg Hunt will be held the following Saturday, April 19. Watch for updates as the date approaches. This event is sponsored by the Rosemount Lions Club.
