Pritzker touts $70 million plan for addressing teacher shortage

Grant program targets vacancies in 170 school districts accounting for 80% of vacancies

SPRINGFIELD – Gov. JB Pritzker on Friday highlighted a proposed grant program that would direct $70 million per year over the next three years to school districts facing the greatest teacher shortages.

The Teacher Pipeline Grant Program, which Pritzker included in his budget proposal to lawmakers, would target vacancies in 170 school districts that account for 80 percent of all unfi lled teaching positions in Illinois. The districts would have “maximum flexibility” to decide how the funds are disbursed, according to a news release.

Funds could be used for signing bonuses, housing stipends, down-payment assistance and providing residencies or apprenticeships, among other hiring

incentives. Districts may also use the funding to reimburse tuition and fees or to provide teaching supplies, coaching and additional school support.

“The result will be that over 870,000 Illinois students will see an improved teacher-student ratio, a critical factor in classroom success,” Gov. Pritzker said at a Friday news conference. “Our collective goals are to make sure we have enough great teachers in every classroom.”

The governor touted some of his earlier accomplishments aimed at improving the teaching workforce, including increasing the teacher minimum wage, increasing scholarships and grants for aspiring teachers, and reducing the reinstatement fees for a lapsed educator license.

Pritzker also made a call to other teachers in surrounding states to move to Illinois.

“We have surrounding states where teachers are paid less than teachers in the state of Illinois and I want to formally invite every teacher in every state surrounding us to jump over the

border,” Pritzker said, eliciting laughter from the crowd.

He was joined by newly appointed State Superintendent of Education Tony Sanders, a former superintendent for Elgin Area School District U46, the second largest school district in Illinois.

Sanders pointed to Illinois State Board of Education data that shows Illinois schools reported 3,558 unfi lled teaching positions as of October 2022.

“These shortages don’t just a�ect students equally. These vacancies are concentrated in bilingual education, special education and STEM,” Sanders said. “This is why the teacher pipeline program will target districts with the resources they need to solve locally the challenges they have for recruitment and retention and remove barriers preventing aspiring educators from pursuing a calling to teaching.”

In addition to the grant program, ISBE will also spend $6 million in federal funds to hire a multimedia advertising and marketing firm to create a statewide teacher recruitment campaign.

The governor has spent several recent news conferences publicizing his plans on education issues, including his proposed “Smart Start” program to expand access to preschool and child care throughout the state. In the weeks following his budget address, he visited Springfield, Rockford, East St. Louis, Chicago, Mount Vernon, Chicago, Peoria and Macomb to rally support for the plan.

“When I came into o�ce, the state of Illinois was providing nearly the lowest percentage of school funding for K-12 and P-12,” Pritzker said at the Friday news conference. “That was four years ago. But during the last four years, with the General Assembly’s help, we’ve addressed this woeful underfunding of K-12 education with an increase of more than $1.5 billion from the state of Illinois.”

His proposed plan calls for $250 million to fund the first year of Smart Start and an additional $350 million aimed at the Evidence Based Funding formula.

In Selma, Biden says right to vote remains under assault

SELMA, Ala. (AP) — President Joe Biden used the searing memories of Selma’s “Bloody Sunday” to recommit to a cornerstone of democracy, lionizing a seminal moment from the civil rights movement at a time when he has been unable to push enhanced voting protections through Congress and a conservative Supreme Court has undermined a landmark voting law.

“Selma is a reckoning. The right to vote ... to have your vote counted is the threshold of democracy and liberty. With it anything’s possible,” Biden told a crowd of several thousand people seated on one side of the historic Edmund Pettus Bridge, named for a reputed Ku Klux Klan leader.

“This fundamental right remains under assault. The conservative Supreme Court has gutted the Voting Rights Act over the years. Since the 2020 election, a wave of states and dozens and dozens of anti-voting laws fueled by the ‘Big Lie’ and the election deniers now elected to office,” he said.

As a candidate in 2020, Biden promised to pursue sweeping legislation to bolster protection of voting rights. Two years ago, his 2021 legislation, named after civil right leader John Lewis, the late Georgia congressman, included provisions to restrict partisan gerrymandering of congressional districts, strike down hurdles to voting and bring transparency to a campaign finance system that allows wealthy donors to bankroll political causes anonymously.

It passed the then-Democratic-controlled House, but it failed to draw the 60 votes needed to advance in a Senate under control by Biden’s party. With Republicans now running of the House, passage of such legislation is highly unlikely.

“We know we must get the votes in Congress,” Biden said, but there seems no viable path right now.

The visit to Selma was a chance for Biden to speak directly to the current generation of civil rights activists. Many feel let down because of the lack of progress on voting rights and they are eager to see his administration keep the issue in the spotlight.

Few moments have had as lasting importance to the civil rights movement as what happened on March 7, 1965, in Selma and in the weeks that followed.

Some 600 peaceful demonstrators

led by Lewis and fellow activist Hosea Williams had gathered that day, just weeks after the fatal shooting of a young Black man, Jimmie Lee Jackson, by an Alabama trooper.

Lewis and the others were brutally beaten by Alabama troopers and sheriff’s deputies as they tried to cross the Edmund Pettus Bridge at the start of what was supposed to be a 54-mile walk to the state Capitol in Montgomery as part of a larger effort to register Black voters in the South.

“On this bridge, blood was given to help redeem the soul of America,” Biden said.

The images of the police violence sparked outrage across the country. Days later, civil rights leader Martin Luther King Jr. led what became known as the “Turnaround Tuesday” march, in which marchers approached a wall of police at the bridge and prayed before turning back.

President Lyndon B. Johnson introduced the Voting Rights Act of 1965 eight days after “Bloody Sunday,” calling Selma one those rare moments in American history where “ history and fate meet at a single time. “ On March 21, King began a third march, under federal protection, that grew by thousands by the time they arrived at the state Capitol. Five months later, Johnson signed the bill into law.

This year’s commemoration came as the historic city of roughly 18,000 was still digging out from the aftermath of a January EF-2 tornado that destroyed or damaged thousands of properties in and around Selma. The scars of that storm were still evident Sunday. Blocks from the stage where Biden spoke, houses sat crumbled or without roofs. Orange spray paint marked buildings beyond salvage with instructions to “tear down.”

“We remain Selma strong,” Mayor James Perkins said, adding that “we will build back better.” He thanked Biden for approving a disaster declaration that helped the small city with the cost of debris cleanup and removal.

Before Biden’s visit, the Rev. William Barber II, a co-chair of Poor People’s Campaign, and six other activists wrote Biden and members of Congress to express their frustration with the lack of progress on voting rights legislation. They urged Washington politicians visiting Selma not to sully the memories of Lewis and Williams and other civil rights activists with empty platitudes.

“We’re saying to President Biden, let’s frame this to America as a moral issue, and let’s show how it effects everybody,”

Barber said in an interview.

Among those sharing the stage with Biden before the march across the bridge were Barber, the Rev. Jesse Jackson, Martin Luther King III and the Rev. Al Sharpton. On the bridge crossing, marchers sang “This Little Light of Mine” and “We Shall Overcome” and, following tradition, once they reached the point where Lewis and others were told in 1958 that they were on an unlawful march, they stopped and prayed.

Water bottles were passed out to some who had gathered to hear Biden and at least one person was taken away on a stretcher because of the upper-70s heat. Some had waited hours in the sun before relief came from shadows cast from nearby building.

Delores Gresham, 65, a retired health care worker from Birmingham, arrived four hours early, grabbing a front-row spot so her grandchildren could hear the president and see the commemoration.

“I want them to know what happened here,” she said.

In his remarks, Biden said, “Everyone should know the truth of Selma.” And the president took a veiled dig at a high-profile Republican, Florida Gov. Ron DeSantis, when he said: “We should learn everything. The good, the bad, the truth, who we are as a nation.”

DeSantis’ administration has blocked a new Advanced Placement course on African American studies from being taught in high schools, saying it violates state law and is historically inaccurate. Last year, he signed legislation that restricts certain race-based conversations and analysis in schools and businesses. More recently, his budget office called on state colleges to submit spending information on programs related to diversity, equity and inclusion and critical race theory.

Two years ago on the anniversary, Biden issued an executive order directing federal agencies to expand access to voter registration, called on the heads of agencies to come up with plans to give federal employees time off to vote or volunteer as nonpartisan poll workers, and more.

But many federal agencies are lagging in meeting the voting registration provision of Biden’s order, according to a report published Thursday by the Leadership Conference on Civil and Human Rights.

Many kids are struggling in school. Do their parents know?

BOSTON (AP) — Evena Joseph was unaware how much her 10-year-old son was struggling in school. She found out only with help from somebody who knows the Boston school system better than she does.

Her son, J. Ryan Mathurin, wasn’t always comfortable pronouncing words in English. But Joseph, a Haitian immigrant raising him by herself, did not know how far behind he was in reading — in the 30th percentile — until a hospital where her son was receiving treatment connected her with a bilingual advocate.

“I’m sad and disappointed,” Joseph said through an interpreter. “It’s only because I was assigned an educational advocate that I know this about my son.”

It’s widely known from test scores that the pandemic set back students across the country. But many parents don’t realize that includes their own child.

Schools have long faced criticism for failing to inform certain parents about their kids’ academic progress. But after the COVID-19 school closures, the stakes for children have in many ways never been greater. Opportunities to catch up are plentiful in some places, thanks to federal COVID aid, but won’t last forever. It will take better communication with parents to help students get the support they need, experts say.

“Parents can’t solve a problem that they don’t know they have,” said Cindi Williams, co-founder of Learning Heroes, a nonprofit dedicated to improving communication between public schools and parents about student academic progress.

A 2022 survey of 1,400 public school parents around the country by Learning Heroes showed 92% believed their children were performing at grade level. But in a federal survey, school officials said half of all U.S. students started this school year behind grade level in at least one subject.

At home, J. Ryan races through multiplication problems at his dining room table. His mother watches as he lingers for several minutes on a paragraph about weather systems and struggles to answer questions about the reading.

“Sometimes I can’t understand the writing or the main idea of the text,” J. Ryan said after putting away his homework.

The struggles that ultimately brought J. Ryan to the hospital for mental health treatment began in third grade, when he

returned to in-person school after nearly a year of studying online. His teacher called frequently, sometimes every day. J. Ryan was getting frustrated, disrupting lessons and leaving the classroom.

J. Ryan displayed these behaviors during English language arts and other classes including Mandarin and gym, according to his special education plan shared with The Associated Press. He happily participated in math class, where he felt more confidence.

Joseph changed her work schedule at a casino to the night shift so she could talk with teachers during the day. The calls continued in fourth grade. But Joseph said teachers never mentioned his problems reading.

Last spring, she sought treatment for what was becoming obvious: Her son was depressed. She was teamed up at the hospital with the parent advocate who speaks English and Haitian Creole.

The advocate, Fabienne Eliacin, pushed to get J. Ryan’s scores from the tests given each fall to monitor student learning. She explained to Joseph what it meant to be scored in the 30th percentile. It’s not good, Eliacin told her. He can do better.

To Joseph, it suddenly made sense why J. Ryan was acting out in English class. But why, she wondered, were his teachers only focused on her son’s behavior if his trouble reading was causing his distress?

“They don’t really care how much they learn, as long as they stay quiet,” Joseph concluded.

Boston Public School officials wouldn’t comment on J. Ryan’s case. “We are committed to providing families with comprehensive and up-to-date information regarding their student’s academic performance,” district spokesperson Marcus O’Mard said.

Before this year, it was up to Boston schools to share midyear evaluations with parents, but it’s not clear how many were doing it. In the fall, Boston rolled out a communications campaign to help teachers explain testing results to parents as much as three times a year.

J. Ryan’s former teachers did not respond to emails seeking comment.

There are many reasons teachers might not talk to parents about a student’s academic progress, especially when the news is bad, research shows.

“Historically, teachers did not get a lot of training to talk to parents,” said Tyler Smith, a school psychology professor at the University of Missouri. School leadership and support for teachers also make a difference, he said.

That’s consistent with findings from national teacher surveys conducted by Learning Heroes. At times, Williams said, teachers also “make assumptions” that some low-income parents don’t care or shouldn’t be burdened, or that parents won’t believe them.

Without these conversations, parents have had to rely on report cards. But report cards are notoriously subjective, reflecting how much effort students show in class and whether they turn in homework.

The progress report for Tamela Ensrud’s second-grade son in Nashville shows mostly As and a B in English, but she noticed her son was having trouble with reading. She asked to discuss her son’s reading test scores at a fall parent-teacher conference, but was only shown samples of her son’s work and told, “Your son is doing well.”

Her son’s afterschool program, which is run by a nonprofit, tested his literacy and math skills this fall and found he was reading below grade level. He qualified for their reading intervention program.

“I don’t think the full story is being told,” Ensrud said.

Metro Nashville Public Schools said it posts student test scores online for parents to see. “To our knowledge she has not shared any of those concerns with the school administration and if she had, they would be able to share information about these resources,” spokesperson

Sean Braisted said.

Ensrud has looked at the scores online and found them impossible to interpret. Many districts have poured their federal pandemic recovery money into summer school offerings, tutoring programs and other interventions to help students regain ground lost during the pandemic. But the uptake hasn’t been what educators hoped. If more parents knew their children were behind academically, they might seek help.

Once Joseph and her advocate learned J. Ryan was so far behind in reading, they asked his school for small-group tutoring, an intervention believed by experts to be one of the most effective strategies for struggling students.

But they were told the school didn’t offer it. They moved him in November to another school that said it could give this help. J. Ryan says he likes the new school, since they’re learning more advanced long-division. “I like challenging math,” he said. But he isn’t understanding the texts he reads much better.

Joseph isn’t getting phone calls from the teacher complaining about his behavior, which she attributes to her son getting adequate treatment for his depression. But she hasn’t received a report card this year or the test scores the district says it’s now sending to families.

“I’m still concerned about his reading,” she said.

The Limits to Growth update

The path to our electrical future in Illinois appears set with the upgrading of the Byron and Braidwood nuclear plants along with the investments in renewable energy and energy efficiency. The effort relies on continued economic growth to power our economy. Both efforts also rely on fossil fuels in their construction and maintenance adding carbon releases to the atmosphere. They are still seen as a desirable path to cleaner energy sources in contrast to burning fossil fuels in a power plant.

While the effort is widely embraced it also continues the global trend of ignoring the issues raised in The Limits to Growth published over 50 years ago. Richard Heinberg praised the book for demonstrating that the underlying dynamics of the modern industrial world are not sustainable on a timescale of human lifetimes. While the book contained valuable information it was rejected by powerful people with vested interests in the growth based economic model which was overtaking the world.

Heinberg describes the book as the most important one of the past century and felt fortunate to interview a co-author of it, Dennis L. Meadows. Given the importance Heinberg assigns to the book this column provides highlights from the interview. Meadows explained that the goal of their analysis was to “provide a conceptual framework within which people could think about their own options and about the events that they saw around them.

Using the conceptual framework, the world continues to move along the standard scenario of continuous economic growth which showed aggregate growth from 1972 to 2020 would occur followed by declining growth of up to two decades, followed by continuing decline. The scenario influenced the importance of the dates of 2030 and 2050 in governmental goals of transitioning to cleaner energy sources.

Meadows indicated that we cannot avoid climate change. With the half-life of 120 years for C02, we will live it for the rest of this century. Even if we could eliminate climate change other major changes would still be required. Technological solutions do new resources, but as fossil energy declines, so will the ability of technology to make abundant resources available.

A question remains whether policy makers will take the corrective actions

they failed to take 50 years ago. Meadows indicated that policy makers did not take his recommendations in the past not because they did not believe him but because they did not care. Their focus was on a short term perspective within the system which gives them power and money they seek. They see no need to change. He also acknowledges that recommendations based on the 1972 projections are not relevant today.

He pointed out that as concerns over the problem increase, actions will be taken but the resources to address the problems may not be available. Early in the evolutionary development of Homo sapiens “there was high survival value in focusing on the short term” and not worrying about the long term. He doubts that human genetic changes can occur quickly enough to deal with existing challenges. While social adaption can occur more quickly, he is not sure it will.

Meadows believes that whatever happens over the next decades, there is always an opportunity to do things differently. An article by Armstrong McKay and others published in the journal Science presents levels of global warming at which climate systems might reach tipping points which cannot be reversed.

Darren Ray on the Peak Oil site considers McKay’s paper the most important climate change paper of 2022. Ray focuses on melting of the Greenland and West Antarctic ice sheets as major contributors to global sea level increases. Rising sea levels will impose substantial costs on society including human dislocations. More aggressive efforts to cut carbon emissions are needed to reduce the risks. Actions include cutting carbon emissions by reducing car and plane use and meat consumption along with reducing the cost of removing carbon emissions from the air.

As indicated in the opening paragraph of this column, upgrading the Byron and Braidwood nuclear plants along with increased use of renewable energy and energy efficiency are seen as cleaner energy sources which will reduce but not eliminate carbon emissions. AN ORDINANCE ESTABLISHING RULES, REGULATIONS, CHARGES AND FEES FOR THE USE AND SERVICES OF THE WATERWORKS SYSTEM OF THE NORTH PARK PUBLIC WATER DISTRICT, WINNEBAGO COUNTY, ILLINOIS

BE IT AND IT IS HEREBY ORDAINED by the Board of Trustees of the North Park Public Water District, Winnebago County, Illinois, as follows:

Section 1. That there shall be and there are hereby established Rules and Regulations for services supplied by the water works system of the North Park Public Water District, Winnebago County, Illinois, as follows:

A. PERFORMANCE BOND

Contractors/developers shall provide a performance bond in favor of the North Park Public Water District in an amount equal to the Engineer’s Cost Estimate shown in Schedule A of the IEPA Construction Permit Application. This bond shall guarantee completion of all proposed facilities shown on development plans and permit applications. The bond shall cover the period of 48 months as set forth in the IEPA Construction Permit. Should the proposed facilities not be completed within a 42-month period, the District reserves the right to complete the project and collect on contractor’s/developer’s bond. Alternative bonding methods (i.e., other agency bonds covering water facilities, etc.) may be accepted at the discretion of the District. Every bond provided for in this Section shall have as security thereon one Surety Company qualified to do business in the State of Illinois and acceptable to the District.

B. MAINTENANCE BOND

Upon completion of proposed improvements, contractors/ developers shall provide a maintenance bond in favor of the North Park Public Water District in an amount equal to ten (10) percent of the final contract price. This bond shall guarantee performance by the contractor/developer under Guarantee Warranty requirements detailed in the District’s Standard Specifications on file with the IEPA. This bond shall be furnished upon the District’s final acceptance and prior to submission of the IEPA Operating Permit Application and shall remain in effect for a period of one (1) year thereafter. Alternative bonding methods (i.e., other agency bonds covering water facilities, etc.) may be accepted at the discretion of the District. Every bond provided for in this Section shall have as security thereon one Surety Company qualified to do business in the State of Illinois and acceptable to the District.

C. DEVELOPMENT,

PROCEEDINGS

CONTRACTS, AMENDMENTS REVIEW &

Applicant/petitioner/contractor/developer shall be responsible for paying for the Professional Services Fee and costs incurred by the District as a part of each Professional Consultants’ performing their Development Review and participation in Development proceedings. No Development Review or Development Proceeding shall commence until the appropriate escrow account has been established and funded and a professional services fee agreement entered into.

D. ESCROW ACCOUNT AND PROFESSIONAL SERVICES FEE AGREEMENT

1. In order to secure payment by the contractor/developer for any Professional Services Fee and costs incurred by the District, an escrow account (hereinafter referred to as “escrow account”) will be created and maintained by the District. The applicant/petitioner/ contractor/developer shall deposit such amounts as in accordance with the schedule set forth in Section 2 and an overall cost estimate of the Professional Services Required for the project.

2. Applicant/petitioner/contractor/developer shall enter into a “Professional Services Fee Agreement (hereinafter referred to as

the “Agreement”).

3. Notwithstanding anything to the contrary contained in this Section, the District General Manager shall have the right to adjust any escrow deposit amount or agreement, when warranted.

4. No construction work of any kind shall be performed on any proposed water main or other Water District improvement without an IEPA construction permit and the expressed permission of the District. The design shall be in accordance with the North Park Public Water District Standard Specifications, the Ten State Standards and the latest edition of the Standard Specification for Sewer and Water main Construction in Illinois.

5. Individual existing residential/homeowner properties on less than one acre in size, requesting to connect to the system and when it does not require any Professional Staff determination, the requirement of an Escrow Account can be waived by the General Manager.

E. PAYMENT OF FEES, BALANCE OF ACCOUNT

Upon submission of invoices for services by a Professional Consultant deemed necessary by the District, the District shall pay said invoice out of the specified escrow account. At such time as the balance of the specified escrow account reaches twenty-five percent (25%) of the original amount deposited, the District may require that an additional sum of money be deposited in the escrow account, inclusive of the present balance in the specified escrow account, which could equal or exceed the amount originally required by the District.

F. GOOD STANDING ACCOUNT STATUS

The District will conduct a monthly reconciliation of escrow account and forward its findings to applicant/petitioner. Should the account balance in escrow fall below the required amount, District shall notify the applicant/petitioner/contractor/developer of the same and escrow account brought into good standing by applicant / petitioner / contractor / developer. Any deficiency shall be paid to the Water District prior to the issuance or release of an IEPA construction permit, NPPWD Connection Permit, or service connection to the water system.

G. REFUNDS

Upon a determination being made by the District that payment of all Professional Service Fees and costs associated with a particular project or request has been made, any balance remaining in the escrow account shall be returned to the applicant / petitioner / contractor / developer within ninety (90) days of such determination.

Section 2. That there shall be and there are hereby established charges and fees for the use of and for the service supplied by the waterworks system of the North Park Public Water District, Winnebago County, Illinois, as follows:

A. CONNECTION FEES

1. New Service Permit Deposit: $350.00 each

Shall be assessed for all new water service installations to ensure the integrity of the water service line during the construction process. Once landscaping is complete and final inspection is passed, the District shall refund this deposit in its entirety, unless additional cost has been incurred by the District to address any deficiencies*.

*Note: It is the District’s intent to have all new service installations completed and approved within six months of the substantial completion of the building. In the event the permittee fails to pass final inspection within this given time, or the property is sold prior to the six month periods completion, the District reserves the right to make any and all corrections and retain this deposit. Any costs for these corrections will be charged at Time and Material charges**, if costs beyond the deposit value are incurred, they will be billed to the owner of the property, payment will be required before the property can change hands.

2. Permit Fee: $225.00 each

The fee shall be payable upon issuance of the required Water

Connection Permit and shall cover the initial installation inspection of the service connection. All connections shall remain open for inspection.

Failure to keep the connection open for inspection may result in the District requiring re-excavation of the service connection at the plumber’s expense. Permittee must give notice that the property is plumbed and ready for a meter to be installed, and said notice must be given at least 10 business days prior to property changing hands.

3. System Development Charge

a. Single family residential lot and condominium unit (individually metered): $1,901 for each single-family lot and each residential unit.

c. Commercial business/office, motel, manufacturing, apartment, modular (mobile) home developments or other commercial building (served by a single meter):

$3,396 for each building service of less than 2-inch.

$4,074 for each building service of 2 through 3 -inch.

$4,753 for each 4-inch building service.

$8,149 for each 6-inch building service.

$10,187 for each 8-inch building service.

$12,223 for each 10-inch building service.

The System Development Charge for Apartments (served by a single meter), including modular (mobile) home developments and Commercial business/office, motel, manufacturing, or other commercial building (served by a single meter) shall be based upon the size of the water service or fire service, whichever is larger.

The System Developmental Charge shall be paid at the time of Water District approval of new water service construction permit applications (IEPA, if applicable) or new water service application (NPPWD).

4. Water Stub Fee (if applicable)

A. Single family residential service (plus meter charge): $3,396

B. Up to 1” commercial service (plus meter charge): $4,074

Over 1” commercial service (minimum $3,775): Time and Materials**

The “Connection Fees” do not include surface restoration costs to utility easements or right-of-way areas. These additional costs, if any, will be the responsibility of the subscriber. “Connection Fees” include a water service line installed to the nearest private property line and does not include the cost of the meter. “Connection Fees” include materials and labor for a maximum service distance of 75 feet. Any service footage greater than the maximum will be subject to time and material charges**. Time and material charges** will also apply for all service installations when the frost depth is greater than 12 inches.

5. Water Meter Charge

C. For all meters (both residential and commercial, size determined by Water District), the cost of the meter will be based upon the actual cost of the meter or materials and installation labor plus 10%**. The Meter Charges shall be payable upon issuance of the required New Water Service Permit.

6. Recapture Fee (if applicable)

Recapture fee will be dictated by the conditions of an intergovernmental agreement whereby a water stub had been installed and paid for by another government entity.

B. WATER MAIN INSPECTION FEES

For all new construction projects, developers shall be responsible to reimburse the District for inspection services during the construction of the water system being installed by themselves or their contractor. In addition, this fee shall also be applicable when contractors are working near the District’s water system and its appurtenances so as to require close inspection of the construction process in order to protect the District’s facilities. The inspection fee will be based upon actual time spent on the project multiplied by the published labor rates (regular time and overtime). The inspection fee will be payable upon completion of the project and prior to an IEPA Water Operating

Permit being issued. Estimated Construction Observation costs will be included in the Professional Services Fee Agreement and the aforementioned escrow account.

C. OTHER CHARGES

Labor Charges: Labor – (one hour minimum): $75.00 per hr.

D. Equipment Charges: Backhoe Time (one hour minimum, plus labor charge) : $100.00 per hr.

Track Skid Steer (1 hour minimum): $45.00 per hr.

Mini Excavator (1 hour minimum): $50.00 per hr.

Utility/Pickup Truck Time (1 hour minimum): $20.00 per hr.

Dump Truck Time (1 hour minimum): $25.00 per hr.

Utility Trailer (1 hour minimum): $20.00 per hr.

Portable Equipment (pumps, saws, generator etc.) (1 hr. min.): $10.00 per hr.

** Material or rented equipment charges are calculated at cost or rate plus 10%

Professional Service Fees:

Initial Plan Review: $500 - $7,500

Revised Plan Review: $500 - $7,500

Construction Observation/Watermain Inspection: $2,000 -$10,000

Project Plan Modeling (per plan): $500 - $3,000

GIS/GPS Services: $500 - $3,000

Fire Flow Testing: $500 - $3,000

E. Miscellaneous Charges:

Delinquent Shutoff, per occurrence: $75.00 each

Payment for 12-month history report, per account: $5.00 each

F. Returned check (i.e., NSF, Account Closed): $25.00 each

Final Reading/Closeout Fee: $25.00 each

Penalty on water bills not paid within 20 days of billing: 10%

Penalty on statement charges over 30 days on unpaid balances: 1.5% per month

Section 3. Additional Fines and Penalties: Any violation of this ordinance not otherwise provided for herein, shall be punished by a fine of not less than fifty dollars ($50.00) and not more than two hundred dollars ($200.00); and in addition, thereto, the District shall not issue permits of any kind within its jurisdiction to the offending party until the said party has complied with the provisions of this ordinance.

Section 4.The District reserved the right to withhold New Service Permits if circumstances regarding other permits to a permittee warrant such withholding.

Section 5. Applicable legal fees for any required collection proceedings will be added to amounts due.

Section 6. All ordinances, resolutions or orders, or parts thereof, in conflict with the provisions of this ordinance are, to the extent of such conflict, hereby repealed.

Section 7. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.

Section 8. This ordinance shall be published within 30 days after its adoption, and shall become effective 10 days after such publication as provided by law.
