Amid uncertainty in Washington, Illinois lawmakers pass slimmed-down Medicaid package
Republicans object to coverage for asylum seekers, other noncitizens on special visas

SPRINGFIELD — Nearly every year, Illinois lawmakers pass a package of measures dealing with the state’s Medicaid program, the joint federal and state health care program that covers low-income individuals.
Known as the Medicaid omnibus bill, it sometimes includes bold components, like a 2021 initiative that made millions of dollars available to local communities to help them plan and design their own health care delivery systems. Other packages have focused on smaller changes like guaranteeing coverage for specific conditions and medications or adjusting reimbursement rates for different categories of health care providers.
And most years, the packages receive bipartisan support because they are negotiated, largely behind closed doors, by an unofficial, bipartisan Medicaid Working Group.
This year, however, lawmakers passed one of the narrowest packages in recent memory, due mainly to the Trump administration’s vows to make sweeping cuts in federal funding for the program

The Illinois Medicaid program currently costs about $33.7 billion a year, according to the Department of Healthcare and Family Services. Of that, $20.9 billion, or about 62%, comes from the federal government while much of the state’s share comes from taxes levied on hospitals, nursing homes and managed care organizations – money the state uses to draw down federal matching funds.
The program covers nearly 3.5 million people in Illinois, or about a quarter of the state’s population. According to the nonpartisan health policy think tank KFF, the program pays for 40% of all child births in Illinois while covering 69% of all nursing home residents.
This year’s Medicaid omnibus bill, a 231-page amendment inserted into Senate Bill 2437, contains items that could be hugely beneficial to many Medicaid enrollees, but which don’t carry large price tags. In fact, the entire package is estimated to cost just under $1 million.
One of this year’s additions would make it easier for family members of medically fragile children who qualify for in-home nursing care to receive training to become certified family health aides, a designation that would enable them to administer medications, help with feeding and perform many of the same tasks as a certified nursing assistant.

choosing to accompany them and provide support before, during and after labor and delivery.
Although those provisions enjoyed bipartisan support, another provision that extends coverage to certain categories of noncitizens drew Republican opposition Saturday, resulting in a partisan roll call vote.
The program covers noncitizens who meet the income requirements for Medicaid and have pending applications for asylum in the United States or for special visas as victims of trafficking, torture or other serious crimes. Those individuals can receive coverage for up to 24 months, provided they continue to meet the eligibility requirements.
Moeller said the language was not a new extension of health care benefits to noncitizens, but instead a “technical and administrative fix” to an existing program that had been requested by the Department of Healthcare and Family Services.
But for Republicans, the programs sounded too similar to the more controversial programs, Health Benefits for Immigrant Seniors and Health Benefits for Immigrant Adults, that extend health care to a large category of people who are not U.S. citizens, including some who are in the country illegally.
“For us on this side of the aisle, that is the poison pill,” said Rep. Noreen Hammond, R-Macomb, the deputy House minority leader. “So in spite of the fact that we have article after article in here, that is very worthy of a yes vote, I would urge a no vote.”
At Gov. JB Pritzker’s request, the budget bill lawmakers passed Saturday night cancels the program for immigrant adults, which had covered about 31,000 noncitizens age 42-64. But it provides $110 million over the next year, all in state funds, for the immigrant seniors program, which covers about 8,900 noncitizens age 65 and over.
The Medicaid bill passed the House late Saturday night, 76-39. It then passed the Senate shortly after midnight, 36-19. It next goes to Pritzker’s desk for his consideration.

Boulder Attack FBI says 8 injured in Colorado attack by man with makeshift flamethrower who yelled ‘Free Palestine’

BOULDER, Colo. (AP) — A man with a makeshift flamethrower yelled “Free Palestine” and hurled an incendiary device into a group that had assembled to raise attention for Israeli hostages in Gaza, law enforcement officials said Sunday. Eight people were injured, some with burns.
The suspect, Mohamed Sabry Soliman, 45, was booked into the Boulder County jail north of Denver and expected to face charges in connection with the attack the FBI was investigating as a terrorist act. Online records did not immediately show when he would make a court appearance.
The burst of violence at the popular Pearl Street pedestrian mall, a four-block area in downtown Boulder, unfolded against the backdrop of a war between Israel and Hamas that continues to inflame global tensions and has contributed to a spike in antisemitic violence in the United States. The attack happened on the beginning of the Jewish holiday of Shavuot, which is marked with the reading of the Torah and barely a week after a man who also yelled “Free Palestine” was charged with fatally shooting two Israeli embassy staffers outside of a Jewish museum in Washington.
Israeli Prime Minister Benjamin Netanyahu issued a statement Monday saying he, his wife and the entire nation of Israel were praying for the full recovery of the people wounded in the “vicious terror attack” in Colorado.
“This attack was aimed against peaceful people who wished to express their solidarity with the hostages held by Hamas, simply because they were Jews,” Netanyahu said.
Attack leads to increased security elsewhere
Across the U.S., the New York Police Department said it has upped its presence at religious sites throughout the city for Shavuot.


“Sadly, attacks like this are becoming too common across the country,” said Mark Michalek, the special agent in charge of the FBI’s Denver field office, which encompasses Boulder. “This is an example of how perpetrators of violence continue to threaten communities across the nation.”
The eight victims who were wounded range in age from 52 to 88 and the injuries spanned from serious to minor, officials said.
The attack occurred as people with a volunteer group called Run For Their Lives was concluding their weekly demonstration to raise visibility for the hostages who remain in Gaza. Video from the scene shows a witness shouting, “He’s right there. He’s throwing Molotov cocktails,” as a police officer with his gun drawn advances on a bare-chested suspect who is holding containers in each hand.
Alex Osante of San Diego said he was having lunch on a restaurant patio across the pedestrian mall when he heard the crash of a bottle breaking on the ground, a “boom” sound followed by people yelling and screaming.
In video of the scene captured by Osante, people could be seen pouring water on a woman lying on the ground who Osante said had caught on fire during the attack. A man, who later identified himself as an Israeli visiting Boulder who decided to join the group that day, ran up to Osante on the video asking for some water to help.
Suspect reemerged after initial attack before being arrested
After the initial attack, Osante said the suspect went behind some bushes and then reemerged and threw a Molotov cocktail but apparently accidentally caught himself on fire as he threw it. The man then took off his shirt and what appeared to be a bulletproof vest before the police arrived. The man dropped to the ground and was arrested without any apparent resistance in the video that Osante filmed.
As people tried to help the woman on the ground, another woman who appeared to be a participant in the event yelled to others out of the camera’s view, defending their cause, saying they don’t talk about the government but just talk about the hostages.
Lynn Segal, 72, was among about 20 people who gathered Sunday. They had finished their march in front of the courthouse when a “rope of fire” shot in front of her and then “two big flares.”
She said the scene quickly turned chaotic as people worked to find water to put out flames and find help.
Segal, who said she is Jewish on her father’s side and has supported the Palestinian cause for more than 40 years, was concerned that she might be accused of helping the suspect because she was wearing a pro-Palestinian shirt.
“There were people who were burning, I wanted to help,” she said. “But I didn’t want to be associated with the perpetrator.”
Authorities say they believe the suspect acted alone
Authorities did not disclose details about Soliman but said they believe that he acted alone and that no other suspect was being sought. No criminal charges were immediately announced but officials said they would move to hold Soliman accountable. He was also injured and was taken to the hospital to be treated, but authorities didn’t elaborate on the nature of his injuries.
FBI leaders immediately declared the attack an act of terrorism and the Justice Department denounced it as a “needless act of violence, which follows recent attacks against Jewish Americans.”
“This act of terror is being investigated as an act of ideologically motivated violence based on the early information, the evidence, and witness accounts. We will speak clearly on these incidents when the facts warrant it,” FBI Deputy Director Dan Bongino said in a post on X.
Israel’s war in Gaza began when Hamas-led militants stormed into southern Israel on Oct. 7, 2023, killing some 1,200 people, mostly civilians, and abducting about 250 others. They are still holding 58 hostages, around a third believed to be alive, after most of the rest were released in ceasefire agreements or other deals.
Israel’s military campaign has killed over 54,000 people in Hamas-run Gaza, mostly women and children, according to Gaza’s Health Ministry, which does not say how many of the dead were civilians or combatants. The offensive has destroyed vast areas, displaced around 90% of the population and left people almost completely reliant on international aid.
The violence comes four years after a shooting rampage at a grocery store in Boulder, about 25 miles (40 kilometers) northwest of Denver, that killed 10 people. The gunman was sentenced to life in prison for murder after a jury rejected his attempt to avoid prison time by pleading not guilty by reason of insanity.
Multiple blocks of the pedestrian mall area were evacuated by police. The scene shortly after the attack was tense, as law enforcement agents with a police dog walked through the streets looking for threats and instructed the public to stay clear of the mall.
Britain is getting a defense boost aimed at sending a message to Moscow, and to Trump

LONDON (AP) — The United Kingdom will build new nuclear-powered attack submarines, get its army ready to fight a war in Europe and become “a battleready, armor-clad nation,” Prime Minister Keir Starmer said Monday, part of a boost to military spending designed to send a message to Moscow — and Washington.
Starmer said Britain “cannot ignore the threat that Russia poses” as he pledged to undertake the most sweeping changes to British defenses since the collapse of the Soviet Union more than three decades ago.
“The threat we face is more serious, more immediate and more unpredictable than at any time since the Cold War,” Starmer told workers and journalists at a navy shipyard in Scotland.
A new era of threats
Like other NATO members, the U.K. has been reassessing its defense spending since Russia’s full-scale invasion of Ukraine in February 2022.
The government announced military plans in response to a strategic defense review commissioned by Starmer and led by George Robertson, a former U.K. defense secretary and NATO secretary general. It’s the first such review since 2021, and lands in a world shaken and transformed by Russia’s war in Ukraine, and by the reelection of President Donald Trump last year.
Months after Britain’s last major defense review was published, thenPrime Minister Boris Johnson said with confidence that the era of “fighting big tank battles on European landmass” are over. Three months later, Russian tanks rolled into Ukraine.
Starmer’s center-left Labour Party government says it will accept all 62 recommendations in the review, aiming to help the U.K. confront growing threats on land, air sea and in cyberspace.
Submarines and weapons
The measures include increasing production of submarines and weapons and “learning the lessons of Ukraine,” which has rapidly developed its drone technology to counter Moscow’s forces and even hit targets deep inside Russia.
The government said the U.K, will also establish a cyber command to counter “daily” Russia-linked attacks on Britain’s defenses.
Monday’s announcements include building “up to 12” nuclear-powered, conventionally armed submarines under
the AUKUS partnership with Australia and the U.S. The government also says it will invest 15 billion pounds ($20.3 billion) in Britain’s nuclear arsenal, which consists of missiles carried on a handful of submarines. Details of those plans are likely to be kept secret.
The government will also increase Britain’s conventional weapons stockpiles with six new munitions factories and up to 7,000 U.K.-built long-range weapons.
Starmer said rearming would create a “defense dividend” of thousands of wellpaid manufacturing jobs — a contrast to the post-Cold War “peace dividend” that saw Western nations channel money away from defense into other areas.
Deterring Russia comes at a cost
Defense Secretary John Healey said the changes would send “a message to Moscow,” and transform the country’s military following decades of retrenchment, though he said he does not expect the number of soldiers — currently at a two-century low — to rise until the early 2030s.
Healey said plans for defense spending to hit 2.5% of national income by 2027 a year are “on track” and that there’s “no doubt” it will hit 3% before 2034.
Starmer said the 3% goal is an “ambition,” rather than a firm promise, and it’s unclear where the cash-strapped Treasury will find the money. The government has already, contentiously, cut international aid spending to reach the 2.5% target.
Starmer said he wouldn’t make a firm pledge until he knew “precisely where the money is coming from.”
Even 3% falls short of what some leaders in NATO think is needed to deter Russia from future attacks on its neighbors. NATO chief Mark Rutte says leaders of the 32 member countries will debate a commitment to spend at least 3.5% of GDP on defense when they meet in the Netherlands this month.
Bolstering Europe’s defenses
It’s also a message to Trump that Europe is heeding his demand for NATO members to spend more on their own defense.
European countries, led by the U.K. and France, have scrambled to coordinate their defense posture as Trump transforms American foreign policy, seemingly sidelining Europe as he looks to end the war in Ukraine. Trump has long questioned the value of NATO and complained that the U.S. provides security
to European countries that don’t pull their weight.
Starmer said his government would make “Britain’s biggest contribution to NATO since its creation.”
“We will never fight alone,” he said. “Our defense policy will always be NATO-first.”

for the main opposition Conservative Party, welcomed more money for defense but was skeptical of the government’s 3% pledge,
“All of Labour’s strategic defense review promises will be taken with a pinch of salt unless they can show there will actually be enough money to pay for them,” he said.

As heat returns to the Rockford area this week, many vegetable gardens are struggling due to a lack of rainfall. Winnebago County is currently about three inches below average precipitation, and this shortfall—combined with unusually cool evening temperatures— has slowed the growth of warm-season vegetables like tomatoes, peppers, and eggplant.
While much of this may not be surprising, here are a few timely strategies to help your garden cope until we (hopefully) get some rain.
First off, you may need to have some

Helping your garden beat the heat and dry spell
patience. The forecasted warm days ahead could be just what your plants need to get growing. Many summer vegetables become stressed when nighttime temperatures dip into the 40s and 50s°F, potentially causing tissue damage. This warming trend may bring them out of dormancy. However, if your current plants appear too damaged or stunted to recover, consider picking up replacements soon—local nurseries and garden centers are beginning to sell out for the season.
Any transplants added in the last week are particularly vulnerable and should be watered daily. Focus water at the base of the plant—this is where roots absorb
nutrients. Avoid spraying the entire plant, which can waste water and promote disease. If you’re growing in containers, water daily until moisture begins to drain from the bottom. In general, vegetables need 1 to 1.5 inches of water each week— but in dry, hot conditions, this should be increased. Early morning is the best time to water, as cooler temperatures reduce evaporation.
Mulch to conserve moisture. To retain soil moisture and reduce evaporation, mulch around your plants. Materials like straw, wood chips, or shredded leaves work well. In my own garden, mulched vegetables are noticeably healthier than those without mulch.
Don’t forget your perennials. Perennial fruits and vegetables also need attention during this dry spell. Plants like rhubarb, asparagus, berries, grapes, and fruit trees are feeling the effects of a dry May. A deep watering now can help them recover. Garlic, too, will benefit from a thorough soak.
Unfortunately, there’s no substitute for rain, and we remain at the mercy of the weather. In the meantime, these tips can help your garden stay resilient through the dry periods.

Preserving Genetic Diversity

There are a variety of efforts underway to preserve global genetic diversity of plants beneficial either for ecological purposes or for their direct use as food for people. Many of them rely on small local efforts for their initial success.
Our first efforts at preserving genetic diversity involved native greenhouse raised prairie plants given to us by Ray Schulenberg of the Morton Arboretum in Lisle, Illinois. We had college students from Northeastern Illinois University transplant the potted plants in a 30’ x 30’ area. By reintroducing them we created a fourth habitat to explore for school students who participated in the outdoor education program at Camp Reinberg in the Deer Grove Forest Preserve in Palatine, Illinois.
The hands on program involved students exploring a small lake in the Forest Preserve, a dominant oak woodland, the restored prairie patch and the succession occurring in an abandoned farm field within the preserve.
When we moved to Oregon to work at the NIU Lorado Taft Field Campus we met Doug and Dorothy Wade. Doug taught at the campus and he and his wife were friends of George and Barbara Fell who created the Natural Lands Institute to preserve and restore natural areas in Northern Illinois.
Eventually the Wades developed a small prairie nursery on their property and sold prairie plants to people interested in preserving them. The Wades started the Ogle County Prairie Preservation Society which raised funds selling apple cider at the Oregon’s Autumn on Parade Festival. A small prairie parcel now managed by the Bryon Forest Preserve was purchased with funds from the sale of the Bi-Centennial Ogle County book. In another effort Doug reached an agreement with a farmer to fence off a small parcel of land containing prairie plants from the farmer’s pasture along Lowden Road. Doug would pick up Bob and Tad Vogl to help restore the fence when cattle broke into the prairie parcel on hot, dry summer days. The small parcel is now in the large prairie restoration
project known as the Nachusa Grasslands populated with its native bison.
Doug worked closely with Tim Keller who was employed upgrading the soil maps in the area and he informed Doug of where he noticed prairie plants. A number of those sites became restoration projects.
The Wade’s son Alan was involved in the purchase of land in Minnesota and the creation of the Prairie Moon Nursery which raises and sells prairie plants to supply plants for restoration projects. Some of the prairie on our land includes plants from Prairie Moon Nursery .Our managed oak woodland includes a variety of native spring wildflowers which returned in abundance when a burn strategy was employed.
A personal highlight for Doug and Dot Wade was having a representative from the Svalbard Global Seed Vault in Norway to secure prairie seeds from the Wades to store in their seed vault to preserve genetic diversity of the world’s crops and their relatives.
At the Land Institute in Salina, Kansas their work includes the preservation of native plants and modifying them
through breeding from annuals to perennials. Their work to create perennial crops reduces energy consumption during planting by reducing the number of trips across a field a farmer needs to make to plant a crop every third year instead of annually. Like the Norway project the Land Institute also became global in scope.
Seed Savers in Decorah, Iowa is one of several organizations that promote seed exchanges for gardeners interested in raising garden crops from plant varieties used by gardeners, including garden, heirloom, open pollinated and organic seeds. Such seed exchanges can also be done within small groups of interested friends and neighbors.
While we continue to lose genetic diversity globally, there are ongoing efforts by individuals and small groups to preserve nature’s genetic diversity and enjoy the social interactions with people with similar interests. The projects cited in this article started with a small group of interested citizens and made an important contribution to preserving genetic diversity.

Whereas, the Board of Trustees of the Cherry Valley Public Library District hereby determines that it is in the best interests of the District to levy an additional tax of .02% of the value of all taxable property in the District, as equalized or assessed by the Department of Revenue, for the purchase of sites and buildings, for the construction and equipment of buildings, for the rental of buildings for library purposes, and for the maintenance, repairs and alterations of library buildings and equipment (the “Additional Tax”); and Whereas, the Board of Trustees is authorized to levy the Additional Tax in accordance with the Illinois Public Library District Act of 1991, 75 ILCS 16/35-5(b);
Now, therefore, be it and it is hereby resolved by the Board of Trustees of the Cherry Valley Public Library District, Winnebago County & Boone County, Illinois, as follows:
1. The Board hereby incorporates the foregoing preambles into this Ordinance.
2. There is hereby levied upon all the taxable property within the District, as equalized or assessed by the Department of Revenue, a direct annual Additional Tax of .02% for the purchase of sites and buildings, for the construction and equipment of buildings, for the rental of buildings required for library purposes, and for the maintenance, repairs, and alterations for the library buildings and equipment and the Additional Tax shall be in addition to all other taxes authorized to be levied by law.
3. The following notice forms part of this Ordinance.

Any person wishing to have the question of adoption of this ordinance submitted to referendum of the electors of the District at the next general election to be held Tuesday, March 17, 2026 must submit a written petition to the Secretary of the Board of Trustees at 755 E. State Street, Cherry Valley, Illinois, 61016, signed by not fewer than 1062 electors of the District on or before July 11, 2025.
4. This Ordinance shall be published at least once in one or more newspapers published in the District, within 15 days after the adoption of this Ordinance, in accordance with the Act.
