PROJECT EXPERIENCE

STREETSCAPE AND UTILITIES IMPROVEMENTS CITY OF FORT MYERS

The City of Fort Myers (City) contracted with DRMP to provide civil engineering design and permitting services to implement a conceptual master plan developed by renowned architect and urban planner Andres Duany. The plan encompassed the 52 blocks that make up the City’s core downtown business and entertainment area, known as the River District. The work was primarily within the the rights-ofway (ROW) of the City of Fort Myers and Florida Department of Transportation (FDOT) and included the redevelopment of roadways and signalized intersections, utilities (water, wastewater, and reuse water), sidewalks and hardscape, landscaping, and parking.

The project was delivered in the Design-Build method. DRMP’s construction drawings balanced the City’s vision and conceptual plans with existing conditions and the requirements of the Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways (Florida Green Book), Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD), Americans with Disabilities Act (ADA) and the City’s code of Ordinances. Plans and specifications were prepared for three phases of the four-year-long construction documents were reviewed with the City Engineer and Construction Manager to minimize change orders and to reduce impact to the operations of local businesses.

DRMP also provided a utility master plan for the downtown Fort Myers area, which included hydraulic modeling and redesign of the existing Master Lift Station. The project involved coordinating with the 17 other utilities that had an infrastructure in the ROW. The project also required a master plan for utilities for the entire downtown district to accommodate future growth predicted along the Caloosahatchee River, as well as conceptual planning and design of future sidewalks and pedestrian amenities.

Permitting was completed for the South Florida Water Management District (SFWMD), the City of Fort Myers, the Florida Department of Environmental Protection (FDEP), and FDOT. DRMP’s involvement included a robust public outreach program, construction administration, and Construction Engineering Inspection (CEI) services. The project was delivered ahead of the six-year schedule and under the $52 million budget.

LONDON WATERWAY EXPANSION FINAL DESIGN CITY OF PALM COAST

DRMP used a unique, multi-purpose approach to design a stormwater project to alleviate flooding problems in a Palm Coast neighborhood and provided an environmental and recreational benefit to the local community. The project is located on 19.5 acres of vacant city-owned, wooded land in the Matanzas Woods Neighborhood and is surrounded by London and Leaver drives.

The design features the construction of an 11-acre naturally contoured lake with curvy edges for flood storage; two one-half acre islands of preserved vegetation to promote terrestrial and aquatic ecosystem interaction; two open overlooks with benches that have short trails and boardwalks leading to them; and plantings to encourage desirable native vegetation to improve habitat for various species and for erosion protection along the shoreline. The main purpose of the proposed 11-acre lake is flood control to increase the available flood storage in the London Waterway and help ease flooding in the northern part of the city. The proposed work required coordination and permitting with the St. Johns River Water Management District (SJRWMD), the Florida Fish and Wildlife Conservation Commission (FWC), the U.S. Army Corps of Engineers (USACE), and the Florida Department of Environmental Protection (FDEP).

DRMP secured a grant through the SJRWMD Cost-Share Program on behalf of the city to aid with funding for the construction costs of the project. Additionally, we coordinated with the FWC to secure a grant to aid with costs related to aquatic habitat creation.

TIMES SQUARE RENOVATION AND STREETSCAPE

TOWN OF FORT MYERS BEACH

The Town of Fort Myers Beach selected DRMP to provide master planning, design and engineering services to plan and redesign Times Square, the Town’s core shopping district and gathering place. The project will revitalize the historic piazza into an attractive gathering area with updated streetscapes and iconic amenities. The project was slated to be funded with LAP dollars and DRMP was selected in part due to our LAP experience. The contract was split into three phases: a Master Plan phase, a Permitting & Construction Documents phase, and a Construction Administration phase.

DRMP administered a public involvement program for this project including development of a website as an information source available to the community; a 24-hour telephone hotline; stakeholder and advisory board meetings; Town Hall meetings; and numerous presentations to Town Council for this high-profile project. The concept plans include hardscape design including color schemes, landscape options, streetscape features such as tables, benches, bike racks, lighting fixture options, shade sails, shade structures, a performance stage and band shell, and other appurtenances to be constructed inside the Coastal Construction Control Line. DRMP also provided topographic survey using its state-of-the-art LiDAR equipment, located existing utilities, and coordinated with the Town Fire Department to eliminate the existing 20-foot fire protection easement that dominates the center of the town square.

The second phase included further development of the design concepts as approved in Phase 1 and progressed into permitted, biddable construction documents, while coordinating with an adjacent intersection signalization project, the development of the new Margaritaville Resort, and the FDOT/Lee County DOT Matanzas Pass Bridge and its approach on the island, as well as LeeTran trolley stops. The project was designed with the contractor in mind such that it could be easily phased to limit impacts to visitors and patrons and minimize the intensity of maintenance of vehicular and pedestrian traffic. DRMP aided the Town in a receiving a $1,000,000 LAP funded grant for the construction project. The plans and construction sequencing were modified to maximize the impact of the funding.

PAN-HELLENIC COMMEMORATIVE PLAZA UNIVERSITY OF SOUTH FLORIDA

Constructed just to the northwest of the University of South Florida (USF) Marshall Student Center, the Plaza is located in the center of the project’s sidewalk corridor and is housing the monuments representing the “Divine Nine” black, Greek-letter fraternities and sororities in the National Pan-Hellenic Council’s (NPHC). These monuments were constructed to celebrate the contributions to the USF community and educational institutions and communities beyond the campus.

DRMP’s design services for the design of 1000-LF of a new 10-foot-wide sidewalk in the heart of the USF campus. The sidewalk supported the project’s goal to increase pedestrian traffic to the Plaza and across campus. There were several design challenges on the project including avoiding conflicts with shallow utilities, providing ADA-compliant grades and dimensions, regrading the surrounding existing surfaces to have positive drainage, and making sure there would be no unsightly standing puddles after a rainfall.

DRMP engineers also incorporated BioBarrier™ – an environmentally-friendly, cost-effective herbicide that creates a zone that inhibits root growth to prevent damage to the sidewalk from adjacent trees in the area. We also made sure the plaza was just as inviting and safe at night by incorporating lighting and electrical design.

STREET BRIDGE UTILITY REPLACEMENT

NEW SMYRNA BEACH UTILITIES COMMISSION

Under a contract with the Utility Commission of New Smyrna Beach (UCNSB), DRMP designed the replacement of four utilities (water main, sewer main, electric, and communication cable). The utilities were affected by a bridge replacement project on 5th street for the New Smyrna Yacht Basin and Community.

DRMP’s design required the utility infrastructure to be installed using directional utility infrastructure twice, for the temporary bridge and again to the permanent structure, and to keep the utilities in service. The directional drills had to avoid the structure piles and were located outside the footprint of the bridges. Permitting included a Sovereign Submerged Land Lease.

M-1 CANAL WATER MAIN EXTENSION

CITY OF WEST MELBOURNE

DRMP engineers and surveyors helped the city extend a 16-inch water main along Brevard County’s M1 Canal from its terminus west of Wickham Road to connect to an existing water main west of Dairy Road for two miles. A route study was first performed to determine the best route for the water main along with topographic and subsurface utility engineering.

DRMP designed a directionally drilled water main to lessen impacts to the heavily treed areas along the route and to accommodate for the various deep canals and major road crossings. The project also required connections with existing West Melbourne water mains along the route to provide redundancy for local neighborhoods. The new water main expanded the customer base and provided more redundancy in the West Melbourne water system.

DRMP worked with the Florida Department of Environmental Protection (FDEP) to review the Florida Caverns State Park sewer system for damages and design repair. DRMP provided solutions for the Florida Caverns State Park to remain in operation by upgrading the facility’s outdated 14-lift station sewer system to meet FDEP’s safety standards. DRMP engineers conducted a hydraulic modeling analysis of the sewer system to analyze that the existing force mains could be salvaged, and grinder pumps could be installed to allow for compliance with FDEP’s newest regulations and for ease of maintenance.

FLORIDA CAVERNS STATE PARK LIFT STATION REHABILITATION FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION

DESIGN UNIMPROVED ALLEYS

CITY OF CAPE CORAL

DRMP provided permitting and construction documents for improvements to alleys along the Del Prado Boulevard and Cape Coral Parkway corridors. The neighborhood revitalization project included the design of approximately 2.8 miles of alleys over 12 individual city blocks, creating a seamless, continuous profile grade between adjacent properties and intersecting roadways.

The project included SFWMD permitting, 3D design survey, subsurface utility engineering, drainage structures, right-of-way determination and Mobile LiDAR Scanning.

DRMP is providing construction administration services and the project is set to finish on-time and under budget.

COWBOY WAY DESIGN AND PERMITTING HENDRY COUNTY

DRMP supported the design of 1.5 miles of resurfacing for Cowboy Way, a major Countymaintained arterial, connecting SR 80 and SR 29. The design was intended to be a standard milling and resurfacing project. During core testing, it was discovered the base was failing. The project evolved into the reconstruction of a full-depth reclamation (FDR).

USF CAMPUS EDGE PHASE II DESIGN-BUILD CUTLER

ASSOCIATES

The University of South Florida tasked DRMP with the design of a campus edge to better define the campus limits. DRMP designed four miles of decorative masonry columns and steel fencing along the entire perimeter of the Tampa campus. The alignment was designed to avoid impacts on existing campus features to the maximum extent practical. Over 500 iconic USF mascot “Bull U” logos were custom-made and placed at regular intervals. USF provided landscaping to further beautify the Campus Edge. The campus edge project defines the limits of the University’s campus, improves safety, and provides additional branding for the growing school.

BAYSIDE PARK

TOWN OF FORT MYERS BEACH

The Town of Fort Myers Beach (Town) contracted DRMP to provide construction plans for the redevelopment of an existing defunct fountain park in Town-controlled ROW. As lead designer for the project, we were tasked with developing a conceptual plan, and hosted several public design charrette meetings to garner public support for the project, presented at Town Council meetings and advisory board meetings. Over time, the design evolved from a simple refresh, to a new threestory tall building for use by the public and patrons of the mooring field; and further into a shaded park with artificial turf, an environmentally friendly rain garden and a performance stage.

DRMP assisted the Town and contractor with a value engineering exercise to reduce the budget by almost half, saving the Town over $500,000. Considering the timing, location, and buried infrastructure at the site, the construction activities went extremely smoothly and the project was finished on time and under budget, demonstrating DRMP’s high design standards and proactive construction administration.

GOODLAND DRIVE REHABILITATION PROJECT COLLIER COUNTY

DRMP provided design services to reconstruct and widen the existing Goodland Drive from CR 92/San Marco Road to south of Harbor Place, a landlocked road providing ingress/egress to the town of Goodland, Florida. The road was subject to extreme tidal flooding and often creates safety concerns for the passing of vehicles and emergency services.

The project goal was to raise the 1-mile of roadway by an average of 15 inches to improve safety and upgrade existing features to current standards. The reconstruction of the road also include rebuilding the 8-foot multi-use path. Pipes were installed under the road for the enhancement of Fruit Farm Creek Restoration. The pavement evaluation included the use of full-depth reclamation as an alternative.
