DRMP has cultivated a strong relationship with NCDOT since the firm expanded into North Carolina in 2001. DRMP’s experienced teams have had years of hands-on success with managing and completing various day-to-day operations and functions of the Materials and Test unit that enable the completion and certification of construction projects on time and on budget. This contract involves inspection, sampling, testing, and analysis of pavements, liquid asphalts, asphalt mixes, soils, aggregate, concrete and steel materials, and products. DRMP Construction Services staff also provides support through the development of training materials, conducting training sessions, auditing producer facilities, analysis of data, development, and documentation of procedures or guides.
Through an NCDOT Division 8 On-Call Contract, DRMP’s Construction Services staff is providing site inspection responsibilities on a $600 million project. The project consists of site grading over 1800-acre for Toyota Battery Manufacturing. The project is estimated to have over 18 million yards of earthwork, including 6 million yards of rock excavation. The project includes three new interchanges on US 421 (Future I-685) adjacent to the site; water and sewer lines are to be installed; and the relocation of a 525 KW Transmission line around the site. A new 100 KW line is being constructed to the site for an onsite substation.
The project currently has over 300 large pieces of equipment, including Cat 395 excavators, Cat 777 off road trucks, Komatsu 1250 excavator, Cat 631 pans, and Cat D10 Dozers. Project coordination included working with stakeholders from the City of Greensboro, Duke Energy, AT&T, Randolph Telephone, Randolph County, and many other utility companies. All work is to be completed in two years.
DRMP provided Construction Services for the second phase of the $260.3 million I-40/I-77 Interchange Improvements Project in Statesville, N.C. The CEI team was responsible for monitoring daily operations to ensure compliance is completed in accordance with project plans and specifications.
The widening project will improve traffic congestion and enhance safety for the interchange, which has an antiquated configuration. The design-build project will continue the interstate widening on I-77 from a 4-lane to an 8-lane facility that will include 14 new structures.
Along with compliance monitoring, the team provided concrete paving, asphalt paving, soilcement stabilization, erosion control inspection, surveying grade verification, and materials sampling and testing.

DRMP’s Construction experts served the City of Orlando to provide construction services for this $9.3 million design-build FDOT LAP project. The project involved the construction of a 296-foot-long multiuse pedestrian bridge with ramp bridges and trail sections over SR 50 and the Central Florida Rail Corridor (CFRC) railroad tracks. The bridge crosses a heavily traveled corridor of vehicles, pedestrians, and trains.
This project also involved ongoing coordination with multiple agencies, including Orlando Utilities Commission (OUC), CFRC, SunRail, FDOT, SGL Constructors, and nearby residential facilities. Heavy coordination was also required due to three adjacent construction projects, including the I-4 Ultimate project, the SR 50 widening project, and a CFRC signal relocation project. The project included the construction of multiple MSE walls, utility relocation, installation of CCTV cameras, aesthetic underdeck, and pylon lighting. DRMP staff provided all administration responsibilities, including field inspection, material sampling, testing, and contract compliance.
DRMP’s team worked closely with the City of Orlando’s project manager to clear obstacles and ensure the contractor was not unnecessarily delayed. Conducting pre-work meetings, making proactive decisions in consideration of the contractor’s schedule, and taking upcoming operations into consideration were paramount to the project’s operational success.
The new pedestrian bridge enhances the traveling experience for commuters on foot, bike, scooter, and more as they navigate the heavily traveled area of downtown Orlando.
DRMP provided CEI services for the $11.7 million SR 8 (I-10) at SR 95 (US 29) Phase 1 Improvements widening project that enhanced traffic flow and safety through the I-10 at US 29 intersection in Escambia County, Fla.

DRMP provided full CEI services for a 2-mile segment of rural highway that was widened and reconstructed to a 4-lane divided urban roadway. The biggest challenge was the installation of the CSX railroad crossing and intersection reconstruction of the SR 39A and CR 580 intersection. Constant coordination between the Contractor, DRMP, FDOT, and CSX was required for the successful completion of this phase of work within the eight-week timeframe.

DRMP provided CEI and grant administration services for the City of Mount Dora’s $4.2 million US 441 Utility Relocation project. The project involves the construction of planned utility improvements necessary for the widening of FDOT’s US 441 (SR 500) from Lincoln Avenue to SR 44/Donnelly Street. DRMP coordinated with the city to address numerous utility lines, including water, reclaimed water, and sanitary sewer lines. The project funding included an EDTPF grant and FDEP SRF loans.
DRMP performed CEI services for this $24 million design-build ITS project in Florida’s Panhandle that provided for the collection and dissemination of information to alert drivers of potential road hazards, and lane closures, and maintain a safe, efficient flow of traffic. The project also included the renovation of a designated area in the District Three Office Complex to establish a new Transportation Management Center.
Stretching across eight counties, from Santa Rosa, Okaloosa, Walton, Holmes, Washington, Jackson, Bay, and Gadsden counties, the project included the design, procurement, installation, integration, and testing of an ITS system from east of SR 87 to west of SR 10 (US 90).
• The project encompassed 223 miles of mostly rural roadway and included the installation of:
– 19 Dynamic Message Signs (DMS)
– 188 Closed Circuit Television Cameras (CCTV)
– 140 Microwave Vehicle Detection Systems (MVDS)
– 40 Bluetooth Travel Time Systems (TTS)
– Eight Highway Advisory Radios (HAR)
DRMP CEI professionals provided construction services for the support of the widening of 11.4 miles of I-40 from two to three lanes in each direction. This project also included the modification of the I-40/NC 86 Interchange, as well as the removal of the existing left lane drop near US 15-501 in Durham County. These roadway updates will improve traffic flow along the corridor and help relieve heavy congestion during high-volume times.

DRMP provided CEI services for the Volusia County 10th Street widening project, which consists of the complete reconstruction and realignment of 10th Street from Myrtle Avenue to US 1 along with upgrading a major Florida East Coast (FEC) Railroad crossing. The street corridor contains several canal crossings and storm drain crossings. Canals G16, G11, G15 and the Gabardy canal all drain a 6,000-acre basin which is prone to flooding. This upgrade will provide the “missing link,” which is essential to the safe and efficient flow of traffic through the corridor.

DRMP CEI professionals provided services for the CR 280B project in support of the county’s economic and population growth to provide infrastructure for additional commercial, industrial, and residential development in the area. The project included the construction of a 2-lane, 22-foot wide, 2.17-mile asphalt roadway (off-system) and 720-foot bridge (on-system) from US Highway 331 (SR 83) to County Road 280A. Environmental considerations were made in the construction of retaining walls to limit impacting an existing wetland area.
Additionally, the project provided a right-turn lane at the intersection of Highway 331 and the new roadway (CR 280B), as well as the addition of a left-turn lane and pavement widening along CR 280A at the intersection with the new CR 280 road. A new sidewalk was constructed at Highway 331 and the new CR 280B intersection along with drainage improvements.
DRMP provided CEI services for this $3.8 billion expansion project, the largest in VDOT history. The project expands from 1 mile on the Hampton side of the Chesapeake Bay, beneath the Bay by way of two bored tunnels, then 4 miles along south I-64 through Norfolk, for a total of 10 miles of new roadway and toll lanes.
Construction of the customized TBM began in 2020 and is expected to be completed and assembled at the South Island to begin drilling. Our CEI team provided quality control testing and materials testing/inspection of all features of work. Project coordination included working with stakeholders from the U.S. Navy (Naval Station Norfolk), U.S. Coast Guard, U.S. Army Corps of Engineers, the City of Norfolk, the City of Hampton, and numerous utility agencies. The project’s expected completion date is 2026.
