The coronavirus crisis that erupted in March and carries on to this day in New York shook all of us to our core. Oyster Bay, however, remains strong. It is a community full of fighters.

Superstorm Sandy and more recently Tropical Storm Isaias, which ravaged the area, proved that. The storms pummeled our shores, but they never defeated our indomitable spirit to survive and thrive.

Just as we saw in Sandy's wake, neighbors

Stuart are now helping neighbors through the Covid-19 crisis and Isaias, delivering food and medical Richner supplies to vulnerable residents, providing meals for the jobless and just checking in on one another.

Thankfully, as of this writing in late September, the coronavirus infection rate had dropped to about 1 percent in New York. Let us hope and pray it remains at or falls below that level so people stay safe, and we can continue Oyster Bay's successful reopening of the economy and our schools. That will depend on all of us doing our parts — wearing our facial covers, maintaining social distance — not only today and tomorrow, but also likely for months to come.

Throughout the crisis, the Oyster Bay Herald Guardian continued to provide invaluable news to the community, including information on institution closings, new safety protocols and, unfortunately, remembrances of lives lost. I want to thank our journalists for their commitment to the Oyster Bay community. Our staff, categorized as essential workers by Governor Cuomo, were out in the field regularly, even during the height of the pandemic, to ensure people who work and live in Oyster Bay had access to the best and most up-to-date information.

Additionally, Richner Communications, the parent company of the Oyster Bay Herald Guardian, was proud to provide $500,000 in small business marketing grants to entrepreneurs across the South Shore, including many in the area. We know small businesses are the lifeblood of any community — especially Osyter Bay — so we are hopeful these funds will help your favorite stores and restaurants get back on their feet.

In this edition of our annual community guide, we look at all that is wonderful about Oyster Bay, at the same time that we examine what has changed because of the Covid-19 pandemic.

he North Shore, one of the most desirable places to live on Long Island, is filled with places that offer opportunities to live, work and play all while enjoying stunning views.

Bayville, a historic beachfront community Although incorporated in 1919, the village of Bayville has had a historic run dating back over 350 years. Covering 1.5 square miles of land at the edge of the Long Island Sound, Bayville’s population has grown from just 625 in 1920 to around 6,700 people as of 2016. What began as a small farming center has transformed into a vibrant beachfront community filled with restaurants and an amusement park. But through it all, Bayville’s pristine beaches remain as the village’s most timeless draws.

Living in Locust Valley Locust Valley, which occupies just 576 acres with a population of around 3,400, has quickly emerged as one of the North Shore’s most desirable places to live. The greater Locust Valley area, which encompasses the nearby incorporated villages of Mill Neck, Matinecock and Lattingtown, has also created a larger community for residents to immerse themselves in. Known for its sprawling country clubs and several historic landmarks, Locust Valley has managed to hold onto its small-town charm, while offering local residents a luxurious lifestyle.

Oyster Bay, a small piece of history in your backyard The Hamlet of Oyster Bay is one of the most historically significant places in all of New York, serving as a hub of the North Shore’s commerce, recreation and residence. Despite its relatively small size of 1.6 total square miles — 1.2 square miles of land and 0.4 square miles of water — the hamlet is still home to roughly 6,826 residents, and people from across Long Island are constantly coming and going to enjoy the many restaurants and waterfront activities Oyster Bay has to offer.

Dutch explorers named Oyster Bay in 1615 for the abundance of shellfish in the nearby waters. The area was settled by the British in 1653 after colonists Samuel Mayo, Peter Wright and Reverend Leverich purchased the land from the Matinecock Native American tribe. When the American Revolution came around in the latter quarter of the 18th century, British soldiers occupied the hamlet, using Raynham Hall as a local headquarters. Local legend has it that it was there that Colonial spy Robert Townsend first learned of Benedict Arnold’s plan to surrender West Point.

Oyster Bay was also home to one of the United States’ most revered presidents — Theodore Roosevelt. He and his family lived at Sagamore Hill, a sprawling property that has been perfectly preserved. Visitors can go through the house and surrounding land to take a trip back to the late 19th and early 20th centuries to see just how the Roosevelts lived.

For our community’s reference, we have dedicated a “Re-Opening OBEN Schools” page on our district website where all information on our re-opening plans is centrally located.

Since the beginning of the Covid-19 health crisis in March 2020, we have learned a great deal and, despite great challenges, our focus has always been to safely deliver the best possible education to our students. With that in mind, we are proceeding cautiously as we open our doors in September by building in time to reinforce all health and safety protocols with students and staff. Based on state and health guidelines, we have developed a “first phase” plan, with the goal of returning all pre-kindergarten through eighth-grade students to school for in-person instruction every day and returning all students in grades nine to 12 to school on alternating days. On days when students are not physically in school and learning remotely from home, they will be provided with instruction via synchronous live engagement that mirrors learning experiences within the classroom.

For students who will not return for in-person instruction, a full-time remote learning option is available. These plans will be reassessed within Herald File Photo

Schools across Long Island participate in Raynham Hall’s virtual programs

B

efore the coronavirus pandemic, a visit to a museum such as Raynham Hall Museum entailed walking around a nearly 300-year-old Townsend family home while being led by a historian. History enthusiasts and students looked into the Townsend’s family rooms, enabling them to travel back in history to the 1700s.

However, since the pandemic has led to the closure of in-person tours, Raynham Hall Museum has had to discover how to bring the museum’s in-person experience to the comfort of its visitors’ homes.

To do this, Claire Bellerjeau, Raynham Hall Museum’s education and public programs director and historian, has led tours through Zoom.

“We have done such an incredible job of shifting to virtual programs,” Bellerjeau said. New virtual programs, such as "Samuel Townsend: Colonial Merchant," have offered an opportunity for students to witness a show-and-tell of historical artifacts from long ago.

Since the start of virtual tours in the spring, the museum has presented about 100 programs and tours for more than 3,000 students across Long Island.

According to Bellerjeau, she has been able to lead three times the

number of programs now than on a normal in-person workday.

“I was actually reaching a wider group of students during the virtual program,” said Bellerjeau.

“I know that it is no replacement for coming to the museum, but we were really proud of the way that we were able to not just reach the same groups but actually reach new groups.”

“Sure, we are a local house museum, but our story of the Revolutionary War and of the Culper Spy Ring, and even our story of the enslaved people that lived there, is a national story,” Bellerjeau said. “Understanding these topics is something that all students across America would benefit from.”

Although Long Island is in Stage 4 reopening and the museum could potentially start tours within the home, the museum has decided not to, at least not yet.

“We are choosing to protect our members and our visitors because we just don’t feel that it is safe to do it in the house yet,” said Theresa Skvaria, Raynham Hall Museum public relations director.

For now, the museum will start holding a socially distanced meeting within its garden to talk about the home’s history. This new program for the museum will be called “Hangout with the Historian.”

Libraries connect with communities virtually

ummer reading and educational recreational activities have been put on hold since the coronavirus pandemic hit Long Island. Visits to the library for in-person activities and workshops have been canceled as a precaution. However, the Oyster Bay-East Norwich Library has taken on the virtual world to bring the community together with enriching programs.

Through Zoom, Facebook and prerecorded presentations, community members are able to register online for workshops such as Beginner Yoga on Zoom, Page Turners available on Facebook, and Fantasy Terrariums, which teaches teens how to create a gnome garden at home through a prerecorded presentation.

Along with these workshops, summer reading can still be accomplished with the motivation of a prize. The library has set up a program for children ages 2 to 17 to record themselves reading their books for points on minutes

spent reading. The program, which ended Aug. 8, was popular.

The prizes for participants were distributed at the library, because it is still open to patrons at a limited capacity.

“We are still browsed and borrow,” said Michelle Vaccarelli, the director of Oyster Bay- East Norwich Library. “We still also offer our lobby pickup service, so if there are some people that are still hesitant about coming into the library, they can still request to pick up their items in the lobby in paper bag that is labeled with their name on it and time. Computer use is still available. We are social distancing, so instead of six computers we have three.”

Workshop participation can be low because of the pandemic, leading to some workshops being canceled. “We used to have a lot of kids sign up in person and come to pick up their books,” Vaccarelli said. “Now the whole world is changing the way things happen around here.”

s churches closed in order to limit the number of public gatherings because of the coronavirus pandemic, the Hood A.M.E Zion Church of Oyster Bay decided to shut its doors too. After about six months, its doors are still closed and will remain closed probably until December or during the early winter after the new year.

“We have not been able to meet since we were given the orders by the state not to meet going back to March,” the Rev. Linda Vanager, pastor of Hood A.M.E Zion Church of Oyster Bay, said. “The last time we had meetings here, a physical meeting, was on Sunday, March 15, 2020.”

“Once we are given the directions from our denominations, then we will open,” she added.

In a small church of only 43 members, Hood A.M.E. Zion has been able to keep connected to its members through phone calls and weekly worship services held on Zoom every Sunday. During these services, there have been about 20 families calling in. Preserving sports during the pandemic: Sailors train in a ‘bubble’

ports were canceled and training was put on hold for many athletic facilities as the coronavirus pandemic infected so many nationwide, but not at Oakcliff Sailing Center. When the initial outbreak started to appear closer to home, the sailing center decided to close immediately and place all of its members in self-quarantine for two weeks.

“On March 5, we went into our own personal quarantine,” Dawn Riley, CEO of Oakcliff Sailing Center, said, “In part because we’re sailors and we have international friends, and we saw what was happening in the rest of the world.”

After the quarantine and the sailors tested negative for the coronavirus, they entered their “team bubbles,” a set group of people that each member would be living and interacting with during the pandemic.

“We developed a protocol for people to come into the bubble, which was where the people that were here stayed in,” Riley said. “One of us, which turned out to be me, every two weeks would go to the grocery store fully kitted up in PPE, which included our weather gear, which is our typical sailing gear, which I can wash off when I get home. I was shopping for 11 who were living on site.”

The key to the success of these “bubbles” was the willingness of each teammate to accept the responsibility of caring for 10 other people, their livelihoods, health, and their responsibility to the organization as a whole, Riley said.

The center has been able to provide party masks that have made it easier for each member to take part in training and be social as they sail together in their bubbles. Along with these masks, the center created the Cocktail Breeze series, which is a series of educational and entertaining videos for the sailors. In the upcoming fall, the center will be experiencing its first school semester with teammates able to take classes online, which wasn’t available in the past, while also training.

Although family and friends are not able to visit the center, the teammates are allowed to leave only dressed in full protective gear of masks, gloves, proper clothing, and upkeep high levels of sanitation.

“We’re ruthlessly responsible with our safety, and it’s nothing personal,” Riley said. “It’s just facts. This is a horrible virus.”

Bayville Fire Department remain determined to protect the community

eing a first responder during the Covid-19 pandemic has become more than a shift by shift challenge. Protocols and community interactions have drastically changed to ensure the safety of department and community members. For the Bayville Fire Department, schedule and protocol changes, and a determination to continue to protect the community during a crisis helped the department succeed in its efforts.

In cases of emergency during the pandemic, the ambulance staff was limited to three persons on a route for calls of any nature, and only one staff member entered homes to triage patients. This change of protocol was meant to limit exposure for both the patients and staff members.

“During height of the pandemic, every call from a sprained ankle to fever was treated as a Covid patient,” said Bayville Fire Department Chief Joseph Rodgers. “Everyone wore full PPE throughout the call and decontaminated before interacting with others.”

Having volunteer firefighters willing to provide their time and potentially risk their safety exemplifies the valor of the department.

Their generosity shows that they are willing to protect their community and provide the resources the department needs to succeed in its endeavors.

“As volunteers, our community is mostly friends, family or neighbors of our membership,” Rodgers said. “As members of the community, we never hesitated to respond and be prepared prepandemic. It was unknown territory for everyone, but almost all our membership provided some form of support. Some members gave enormous effort that let us stay available all times day or night for the villages.”

The additional help of surrounding fire departments, like the Locust Valley Fire Department and Glenwood Fire Company, showed that it truly takes a village, especially with the need to have people on duty 24 hours. Working together to train and make sure that each department was ready for any emergency during this time exemplified the importance of teamwork for all first-responders.

efore 1949, the villages of Old Brookville, Matinecock, Mill Neck, Muttontown, Brookville and Upper Brookville depended on the Nassau County Police Department, which provided seven officers. Then former Old Brookville Mayor Shields pushed for a new law in Albany that would permit one village to establish a police department, and contract its services to the neighboring villages.

The Village of Old Brookville formed the first police department, which oversaw the five villages, and Gordon Hurley served

as its first chief. The cost of the department was divided among villages in proportion to their assessed valuation.

An advisory committee was formed, which included one member of each village.

Then, in 1968, the Board of Police Commissioners was appointed, with one member chosen from each of the four villages.

Muttontown left the Old Brookville department in 2011. Today, the police department serves Brookville, Upper Brookville, Cove Neck, Matinecock, Mill Neck and Old Brookville,

he coronavirus pandemic, mandating temporary closures in the spring and reducing occupancy throughout summer, created an ongoing financial struggle for small businesses.

The Oyster Bay–East Norwich Chamber of Commerce responded to the crisis by becoming a central source of information for the community. All businesses and the many non-profit organizations submitted their operating hours (if Ryan Schlotter they were open) and the resources available to residents. Although the chamber is a member organization, the Board of Directors extended this offer to all businesses, regardless of their membership status. This information was posted on the chamber’s website www.visitoysterbay.com and was updated regularly.

At the same time, the chamber supported members by scouring resources to provide relevant information and sources for personal protective equipment, Paycheck Protection Program or Small Business Administration loans

and grants to help support shopkeepers.

As the Covid-19 numbers improve, the chamber is now pivoting and shifting focus to marketing our local businesses. Businesses running at a 10 to 15 percent profit have lost a third of their revenue, and it will take merchants many years to make back the pandemic losses before they start making profits again. The only way for our businesses to truly recover from the hardships caused by the pandemic is for Oyster Bay and East Norwich residents to support our hardworking small business owners by shopping locally.
