Winning traits in life: the savings culture

W

e have heard this advice many times before from our parents and well-meaning friends: “It’s not how much you make but how much you save that counts” or the more clichéd “Save for the rainy day.” Yet for many people, especially for the younger generation receiving their hefty pay checks or generous allowances from their parents, this advice usually falls on deaf ears. This column is dedicated to our Millennials in an attempt to encourage a savings culture among the young. Our Millennials are smart, talented, driven, ambitious, empowered, independent and so full of life. But they are also faced with the many facets and challenges of adulating. The various challenges are before them, from love relationships to working with others in an office or business setting to managing their own funds now that they’re independent and living by themselves. One of those to address is how to inculcate in them the culture of saving and how to maximize it. The world is full of seemingly irresistible things people are attracted to. There’s always luxury items to buy, such as top-of-the-line cell phones that get outmoded every so often; branded handbags that cost a fortune; the latest model SUVs, never mind if there’s no more space in the garage. Suddenly, all these become the “necessities” and no longer the luxuries of before. The movie “Shopaholic” captures a hapless working woman who just had to have the latest and most fashionable name-brand dress, scarf, shoes and other fashion items, most of which were way beyond her means. I am sure no one would like to end up like her who had to sell almost everything she bought in slashed-down prices to pay off her credit card. No one would like a life constantly hiding and running away from collectors. Impulse shopping and uncontrolled spending have driven some people to the verge of bankruptcy, pushing their debts so high it’s beyond their means to pay them off. Others use one credit card to pay off another. Still others scrimp and scrape on some basic items so they could splurge on the new “necessities”. And then there’s also the mindset of value-formoney we need to instill. We tend to buy cheaper items in smaller quantities, thinking we could save. But there’s economy in volume. We can also save more when we buy few expensive items but of higher quality which will last longer. Sometimes we splurge on goods which are on sale but we need to really ask ourselves if we really need them. This pertains to food and non-food items. The Philippines Gross Savings Rate is 14.2% in March 2018, compared with 16.0% in the previous quarter, according to CEIC, an organization founded in 1992 by a team of expert economists and analysts that provide data insights for more than 195 economies. This figure is consistent with the results of Dr. Fernando Aldaba, PhD, professor of Economics at the Ateneo de Manila University and senior fellow of Eagle Watch, the school’s macroeconomic and forecasting unit. Dr. Aldaba compared the Philippines Gross Savings Rate with Southeast Asian countries, noting that in 2005, the Philippines’ Gross Domestic Savings as a percentage of Gross Domestic Product was 15.9% compared to Indonesia’s 27.5%; Thailand’s 29.5%; Malaysia’s 44.3% and Singapore’s 49.4%. Evidently, our savings rate even deteriorated from 2005 to 2018. Not only are we a country with a lower propensity to save, we also import a lot because we are dependent on imports even for basic things. When we look at our consumerist attitudes, we wonder what makes people spend rather than save? Is it the powerful and irresistible advertising pitch and marketing strategies of some popular products? It will also give us some security so that even if we lose our jobs or lose in our business enterprise, we will have sufficient reserves to carry us through as we recover, re-build or re-direct our career paths. Further, we can save for big-ticket items like real estate that would appreciate over time or invest in securities, stocks and bonds that would yield far greater returns for us. Finally, attending financial literacy seminars would open up investment products available. It’s not late - from a nation of spenders, we can transform into a nation of savers and investors. It might be a tall order at this point in time but something worth aiming for. People may ask, is there any remaining cash we can set aside as savings from our pay checks with the increasing prices of commodities? It all starts in the battlefield of the mind.

Marcos lost to Robredo by more than 200, 000 votes and his protest alleged irregularities of the votes cast not only in Negros Oriental but also in the two other pilot provinces of Ilo-ilo and Camarines Sur. In Negros Oriental, Robredo garnered 255, 000 votes against Marcos’ 66,000. But the camp of Marcos believes his votes could be higher. It was learned that the recount of the first two provinces are about to end, hence, the Commission on Elections facilitated the transportation of the ballot boxes from the 25 cities and municipalities of Negros Oriental to Manila.

T

he rampant cases of recidivism among minor offenders need the full support and intervention of the Dept of Social Welfare especially in the implementation of the Juvenile Justice and Welfare System Law RA 9344 on taking custody of minor offenders. The big problem rising in Dumaguete is the rampant burglaries committed by minors who continue to abuse the kindness of the law by becoming habitual recidivists. Minors are not arrested when they commit crimes under RA 9344. But the DSWD by law here, is unfortunately not effectively intervening as it is supposed to take custody of minor offenders, admonish them, and return them to their parents. This is not being done effectively. But rather these minors are simply returned to their parents after being processed at the PNP headquarters, and cautioned against further repeat of their violations Chief of police P/Supt Pineda reports that while the police is busy accosting minors for burglaries, especially at night,

the DSWD is wanting in taking over the cases which compounds the problem of disposing the case. DSWD chief Carol Ann Alquero’s office should be efficient in providing support to the police drive against crimes committed by minors. It is the DSWD who takes custody of minors violators of the law, who in turn will admonish these minors and return them to their parents especially at night. PNP chief tells us that DSWD is not doing its part that is why there are increasing cases of recidivism among minor offenders especially in case of burglaries. We suggest humbly that the DSWD assign a personnel for a night shift to be stationed at the PNP from 7pm to 7am in the morning so that minors arrested for crimes in the evening can be disposed of faster without giving the opportunity for critics of the police who might concoct a notion of minors being harassed, manhandled (gikolata) or other wise while in police custody, for the reglamentary period of 36 hours.

Lawyers of both Robredo and Marcos are closely monitoring the transportation and safekeeping of the ballot boxes with the Comelec to ensure their integrity and to speed up the recount process with the 2019 midterm elections looming. A study from Stockholm, Sweden reports that first-time mothers who give birth after the age of 35 are more than twice as likely as younger moms to suffer postpartum psychosis that could involve a danger to the newborn child. “The risk of developing psychosis during the first 90 days (after childbirth) increased with age,” said the study, conducted by researchers at the Karolinska Institute in Stockholm and published by the Public Library of Science medical journal. Postpartum psychosis is defined as a serious mental disorder, involving delusions, hallucinations, severe eating or sleeping disturbances, suicidal tendencies and can even pose a threat to the newborn baby. It demands immediate medical attention including the administration of anti-psychotic drugs and hospitalization.

Women over 35 when they give birth for the first time were 2.4 times more likely to develop postpartum psychosis than those younger than 19, according to the study, which was based on data gathered from all the nearly 750,000 first time mothers who gave birth in Sweden between 1983 and 2000. While some 80 percent of new mothers experience some kind of mental disturbance or light depression, only about in 1,000 women suffer from actual psychosis in the

first months, after giving birth, the study showed. The Karolinska research indicated nearly 50 percent of the cases appeared in women “without prior psychotic hospitalization.” However, most women who suffer from psychosis have prior psychotic histories. The study meanwhile showed that factors including smoking and not living with the baby’s father had no impact on whether a women develop postpartum psychosis.

Avoid slow suicide and check the labels. According to the Institute of Health your diet should contain daily no more than 1,500 mg of salt (about half a teaspoon). I had not planned to visit them this year but when Jun signed us up for the IFYE world conference aboard a cruise from Vancouver to Anchorage, Alaska, we decided to proceed here for a short visit. We should not be afraid to give priority to this desire, for it can only put all our other plans and ambitions in their proper order. To be truly Christlike would, of course, require that we know Christ through and through. This will certainly ask of us that we, at least, read and meditate on the gospel regularly, for it is where we can find Christ. As St. Jerome famously said:

Besides lowering our salt, what else can we do to prevent these unnecessary deaths? Sadly many of us do not see a doctor until we get sick, so having our blood pressure checked periodically becomes a problem. Dumaguete City, a university rich community, is lucky enough to have several nursing programs. If you know a nursing student you can ask them to periodically check your blood pressure. They get experience and you monitor your health. In the past I have suggested that these university nursing programs could not only enhance their training but perform a vital and possibly life saving service by volunteering to give free blood pressure checks at local malls. Is anybody listening? If the universities are not listening, how about you students. It only takes a table, a few chairs and a couple of hours and you might save a life. SALT is a killer. Save your own life by reducing your salt intake.

The combinations of these factors contribute to an exasperatingly slow traffic flow and congestion. These result in the delayed transport of people and goods, thereby impacting negatively on the local economy and time management. There is then, a felt need to address once more one key aspect of ensuring the free flow of traffic in Dumaguete City: proper parking and apprehension of illegally parked vehicles. Arthur Fran P. LEGISLATIVE FINDINGS AND DECLARATIONS. – Pursuant to the provisions contained in Republic Act 7160, otherwise known as the Local Government Code of 1991, the City Government of Dumaguete is empowered to regulate the use of streets, alleys, and other public places and improve and maintain the same, regulate the use of parking spaces, as well as designate areas to be occupied by public and private vehicles when not in use. It is the policy of the City of Dumaguete to introduce a regulated parking system in areas as designated by the City, so as to improve and enhance traffic flow and distribute equitably the limited parking spaces available. Pursuant to this policy, there is a need to implement the use of wheel clamping or tire lock system and the subsequent towing of illegally parked vehicles. Wheel clamp or tire lock is a device used to immobilize vehicles that have been issued official parking violation notices. The use of this system is a more efficient way of complying with existing parking rules and regulations and eliminates the worry of vehicle owners because it does away with outright towing and impounding, that could damage the towed vehicles, thereby minimizing complaints from vehicle owners against traffic enforces. It is therefore ordained by the Sangguniang Panlungsod of the City of Dumaguete that an ordinance providing for the use of wheel clamps to immobilize illegally parked vehicle be established. DEFINITIONS. – The following words and phrases, whenever used in this Ordinance, shall be construed as defined in this section: a. “WHEEL CLAMP OR TIRE LOCK” - means a device or any similar equipment that will be used to immobilize illegally parked vehicles that have been issued official parking violation notices. b. “TOWING” - means the physical removal of an illegally parked or obstructing vehicle on a road using a tow truck or vehicle, and its transport to the authorized impounding area. c. “ILLEGALLY PARKED VEHICLE” - refers to one which is parked in areas prohibited by existing law or ordinance for parking purposes or those designated by the Authority and or the local government units (LGUs) as NO PARKING areas or zones. d. “VEHICLE” - include cars, buses, trucks, carriers, vans, pedicabs or motorcycles-for-hire, motorcycles, mopeds, and bicycles. e. “TMO” - means Traffic Management Office. f. “ROADWAY” - paved or rough paths where human and vehicular traffic pass and includes public highways, streets, thoroughfares, alleys, bridges, flyovers, tunnels, but excludes all private roadways inside subdivisions, churchyards or premises, universities and similar institutions, unless otherwise re-classified by national law or executive order. g. “PARKING” - denotes a situation wherein the vehicle ‘has been brought to a stop on the shoulder or proper edge of a highway, and remains inactive in that place or close thereto for an appreciable period of time.’ A vehicle which properly stops merely to discharge a passenger or to take in a waiting passenger, or to load or unload a small quantity of freight with reasonable dispatch shall not be considered as “parked” if the vehicle again moves away without unnecessary delay. h. “PICK-UP BOXES” - are 4-sided polygons on the roadways that are painted in bright yellow color in designated areas of the City. i. “LOADING/UNLOADING” - the act of taking in or bringing out people or cargoes along designated areas of roadways. As a rule, all vehicles may load and unload passengers or cargoes in any area, or along roadways, in the City except as herein prohibited, provided that emergency situations of loading and unloading are permissible; b. There shall be no loading and unloading in the following areas: i. on bridges and their approaches, causeways or tunnels; ii. on busy roadways especially in the City’s central Business district, except in designated areas only; iii. in areas where there are “NO LOADING”, “LOADING”, “NO STOPPING” and “NO WAITING” signs placed; iv. on entrances or exits of hospitals and medical facilities, police station and sub-stations, Government centers and facilities, buildings of first-responders;

v. in roadways and areas designated now or in the future by national agencies like the Land Transportation Office (LTO) and the Department of Public Works and Highways (DPWH) as “NO LOADING/NO UNLOADING”. c. With due regard to the immediately preceding paragraph, loading and unloading may still be permissible in said areas during emergency situations. SECTION 5. DESIGNATED LOADING AND UNLOADING ZONE BOX. a. The City Government shall paint in bright yellow and long-lasting paint, a 1.5 to 2-meter wide by 10meter long box on the designated part of the roadway itself. The box may simply be a frame or filled-in with the authorized color on the ground. These rectangular boxes shall be strategically determined by the TMO (with the aid of modern technologies such as drones and GPS), in very close coordination and consultations with possibly all the private and public transport groups or associations and stakeholders. b. Private vehicles. - Any licensed driver may load and unload passengers or cargoes in any area, except when the place is a “NO LOADING” or “NO UNLOADING” area. c. Any driver may park his vehicle in a designated “Loading Area” only to actually take in passengers or unload goods. The said driver should be present at all times and attend to the loading or unloading. A driver of a public utility vehicle shall stop, pick up or unload passengers only at designated loading zones. On sections of the road where there is no prohibition against loading and unloading, the driver may stop to take up or set down passengers provided it is fifty (50) meters away from a signalized intersection. Delivery trucks and other cargo vehicles may load and unload goods within the central business district, or other commercial hubs in the City, only during pre-determined time slots or windows as determined by the TMO to be the least problematic in terms of contributing to traffic congestion. The unloading period shall be with the consultation of the association of operators of hauling trucks, the establishment owners and the Philippine Ports Authority (PPA). ARTICLE III ENFORCEMENT AND IMPLEMENTATION SECTION 6. The use of wheel clamp or tire lock to immobilize illegally parked and unattended vehicles in any street or area designated as “no parking” or “tow away zone”, “clamp wheel zone”, pedestrian lanes, or beside fire hydrants and driveways, pursuant to the amended Transport and Traffic Management Code of the City, shall hereby be authorized. SECTION 7. The wheel clamp or tire lock is a yellow metal gadget or immobilizing device duly registered, authorized and bearing the seal of the City of Dumaguete that is placed on the left portion of the left tire of the vehicle including container vans, trucks, trailers, and other multi-wheeled vehicles, tri-mobile or motorcycle, and shall be installed by the authorized personnel of the TMO, PNP- Dumaguete and Public Safety Office. SECTION 8. The City Government shall not be held responsible for any damage to the vehicle caused by any movement or attempted movement of the vehicle by the owner/driver/operator while the wheel is clamped. SECTION 9. A Clamping Unit is hereby created under the supervision of TMO, PNP Dumaguete and Public Safety Office (PSO) to ensure that the provisions of this Ordinance shall be carried out efficiently and effectively. Moreover, it shall be also charged with the painting of pedestrian lanes and road signs, traffic signboards and installations thereof and other tasks in furtherance of the objectives of this Ordinance and the amended Transport & Traffic Management Code. SECTION 10. IMPLEMENTING RULES AND REGULATIONS. - The Executive Department shall make the ground rules otherwise known as the Implementing Rules and Regulations in the enforcement of this ordinance. SECTION 11. INFORMATION AND EDUCATION CAMPAIGN. - An amount not exceeding Fifty Thousand Pesos (P50,000.00) shall be allocated every year for this purpose. ARTICLE IV PENALTIES SECTION 12. The owner/driver/operator of the clamped vehicle shall pay Two Hundred Pesos (P200.00) as Clamping Fee if the vehicle has not been towed yet. In addition to other fees or fines arising from the violation of traffic laws, a towing fee shall be paid, for which a corresponding official receipt shall be issued before or the towed vehicle is released. Furthermore, when the vehicle is towed then there is no need for the violators to pay the P200.00 clamping fee. The following towing fees shall be imposed: TYPE/LOAD OF VEHICLE TOWING FEE Light vehicles (weighing less than 4500kgs) - - - - - - - - - P1,500.00 Medium vehicles (weighing between 4501kg and 7500kg) P2,500.00 Heavy vehicles (weighing 7501kg and above)- - - - - - - - - P4,500.00 The owner/driver/operator of the clamped vehicle shall be given a maximum period of one (1) day, within which to redeem the towed vehicle by paying the amount of the fees and fines prescribed in this Section, otherwise, an additional fine of Five Hundred Pesos (P500.00) per day shall be charged against said driver/operator/owner. SECTION 13. FEES COLLECTED. - All collections under this ordinance shall be deposited by the City Treasurer under the account “Supervision and Regulation Enforcement Fees” under the General Fund. SECTION 14. IMPOUNDING AREA FOR TOWED VEHICLES. - For purposes of this Ordinance, the Office of the City Mayor and the TMO shall designate a secured impounding area within the City where towed vehicles shall be temporarily placed until the towing fee shall have been paid, and the vehicle duly claimed by the lawful driver or possessor. SECTION 15. NOTICE TO HIGHWAY PATROL GROUP AND CITY POLICE. - The TMO shall promptly inform the Highway Patrol Group, and the City Police, of the vehicles, being towed and impounded. SECTION 16. AUTHORITY TO DISPOSE OF UNCLAIMED VEHICLES. - The TMO may recommend to the City Mayor, with the approval of the Sangguniang Panlungsod, for the disposal by public auction, of all unclaimed but lawfully towed vehicles impounded already for more than the period set by law or Ordinance, provided that due process is observed. SECTION 17. PUNISHMENT FOR UNLAWFUL REMOVAL OF WHEEL CLAMPS. - It will be unlawful and/or illegal to remove or destroy the wheel clamp, and any attempt to remove or destroy the wheel clamp shall subject the offender to a fine of One Thousand (P1,000.00) Pesos or one (1) month imprisonment or both, at the discretion of the court, plus liability to pay the cost/value of the wheel clamp, should the same be destroyed. SECTION 18. JOINT PRIVATE TOWING COMPANY. - The local government of Dumaguete City may, upon determination of its finance and planning officers, contract out the implementation of this Ordinance or privatize the towing activities to a competent and qualified towing company, pursuant to the procurement law and related rules. SECTION 19. LIABILITY FOR DAMAGES. – The City or any of its partners in the implementation of the herein Towing Ordinance shall not be liable for damages to the vehicles without negligence of its employees. ARTICLE V EFFECTIVITY SECTION 20. SEPARABILITY CLAUSE. – Any provision or portion of this ordinance found to be violative of the constitution or invalid shall not impair the other provisions or parts thereof which shall continue to be in force and in effect. SECTION 21. REPEALING CLAUSE. - Ordinances, rules, and regulations or parts thereof, which are inconsistent or in conflict with the provisions of this ordinance are hereby repealed and/or modified accordingly. Recount of ballot boxes from 17 other provinces will depend on the results of the recount of the pilot provinces. In the event of a dismissal of the complaint, there is no need to proceed with the recount of protested ballot boxes from the 17 provinces, according to Atty. At the height of the turbulence of their living together as husband and wife, the respondent suddenly left the country for Kuwait sometime in July 2001 to work as waitress in a restaurant, and her sudden departure left the petitioner groping in the dark as to what their future may bring; 12. Since then, the respondent has not set her foot again in the Philippines much less in their conjugal dwelling in Manila, nor established any correspondence with the petitioner; 13. The petitioner learned last year through the internet that the respondent is already using a different family name which purportedly belongs to her boyfriend; 14. Up to the present, the petitioner has not seen or even felt the indication that the respondent would rejoin him again in the Philippines; 15. The actuations of the respondent are symptomatic or external manifestations of an utter inability to perform the basic marital obligations, which existed even prior to the marriage; 16. The respondent is suffering from a serious psychological incapacity prior to, during, and even after the marriage, and which appears to be incurable as characterized by her continuing irresponsible behavior manifested as abovedescribed; 17. The couple had not acquired any conjugal and/or common properties which needed to be terminated and/or partitioned as a consequences of this petition; 18. Due to the psychological incapacity of the respondent to comply with the basic marital obligations as a spouse, which existed even prior to, during, and after the marriage, such marital tie must be severed in accordance with the provisions of Article 36 of the Family Code. “Mandatory fees” now illegal in State U’s & Colleges: Bam

en. Bam Aquino cautioned state universities and colleges (SUCs) from collecting fees from students amid the implementation of the Free College Law. “If there are mandatory fees still being collected by the schools, that is illegal now,” said Sen. Bam during the budget hearing of the Commission on Higher Education. “Mag-ingat sila sa kinokolekta nila kasi nasa batas iyan. If it is a mandatory fee, that should not be charged to the students,” added Sen. Bam, principal sponsor of Republic Act 10931 or the Universal Access to Quality Tertiary Education Act. Sen. Bam made the pronouncement after receiving complaints from students and parents about mandatory fees being collected by SUCS despite the implementation of the free college law. “May natatanggap pa rin tayong reklamo ukol sa di makatwirang paniningil na ginagawa ng ilang SUCs. he city PNP headed by P/Supt Jonathan Pineda has intensified its anti-crime and anti illegal drug arrests during simultaneous raids all over the city and province. Pineda reported top three apprehensions this week including suspects as among the top ten in the anti drug watch. The police is also intensifying its drive against burglaries by minors whose arrests need DSWD interven tion and that of barangay officials . DOJOLES PINEDA, conducted buy-bust operation which led to the arrest of one ALEX AVANCEÑA Y VENDIOLA , 26 years old, Male, single and a resident of Barangay Tabuc-Tubig, Dumaguete City. He was caught in the act in selling one (1) piece elongated heat sealed transparent plastic sachet containing suspected shabu powder/granules to an undercover police officer.

How: On the above time and date, a concerned citizen called this station informing that a rampant illegal gambling activity transpired at the aforementioned place. Immediately PNP personnel of this station responded. Upon arrival above suspects were caught in the act engaging illegal gambling operation locally known as “Cara y Cruz” Prompting the responding PNP personnel to arrest the above suspects and informed them of the nature and cause of their arrest as well as their constitutional rights in the dialect known to them.
