Republic of the Philippines PROVINCE OF ORIENTAL NEGROS Municipality of Sibulan INVIT ATION TO BID INVITA JBIC Loan PH-P200 SECONDARY EDUCATION DEVELOPMENT AND IMPROVEMENT PROJECT SCHOOL FACILITIES DEVELOPMENT Construction of single Storey, Science Laboratory Building and Single storey, Industrial Arts Building Sibulan NHS – Ajong, Extension Ajong, Sibulan, Oriental Negros 1. The Government of the Philippines (GOP) through the Department of Education has received an Official Development Assistance (ODA) Loan from the Japan Bank for International Cooperation (JBIC) towards the financing of the Secondary Education Development and improvement Project (SEDIP) last December 28, 1999. It is intended that part of the proceeds of this loan, together with the GOP counterpart funds, will be applied to eligible payments under the contract for the Construction of single Storey, Science Laboratory Building and Single story, Industrial Arts Building Sibulan NHS – Ajong Extension Ajong, Sibulan, Oriental Negros. Disbursement of the ODA Loan from JBIC will be subject, in all respects, to the terms and conditions of Loan Agreement PH-P200. No party other than the Department of Education shall derive any rights from the Loan Agreement or have any claims to loan proceeds. 2. The Local Government Unit of Municipality of Sibulan now invites sealed bids from eligible bidders to enter into contract based on award for the Construction of single Storey, Science Laboratory Building, and Single storey, Industrial Arts Building Sibulan NHS – Ajong Extension Ajong Sibulan, Oriental Negros which is envisioned to be completed within 90 calendar days. 3. Bidding will be conducted in accordance with the JBIC’s Local Competitive Bidding procedures and is open to all Bidder’s from eligible source countries as defined in the “Guidelines for Procurement under JBIC Loans”. 4. A complete set of Bidding Documents may be purchased by interested bidders upon submission of the Letter of Intent (LOI) and payment of a nonrefundable fee of Php 2,000.00 from the SEDIP-NPMO, DepED Division of Oriental Negros and the BAC Office of Municipality of Sibulan. The Bidding Documents shall be received personally by the bidder or his authorized representative, which will be issued on May 7, 2007 and not later than May 21, 2007. 5. The BAC Municipality of Sibulan will hold a Pre-Bid Conference open to all Eligible Bidders on May 21, 2007, 9:00 A.M. at the Sangguniang Bayan Session Hall, Sibualn, Oriental Negros. 6. Eligible Bidders must submit their Bids at the Sangguniang Bayan Session Hall, Sibulan, Oriental Negros on or before June 4, 2007, 9:00 A.M. JBIC requires that all bidders and contractors, as well as the LGU and DepED-SEDIP, shall observe the highest standard of ethics during the procurement and execution of contracts. In pursuance of this policy, JBIC; a) will reject a proposal for award if it determines that the bidder recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question. b) Will recognize a contractor as ineligible, for a stated period of time, if it, at any time determines that the contractor has engaged in corrupt or fraudulent practices in competing for, or in executing another contract finances in part from JBIC ODA Loans or other Japanese ODA. 8. The BAC of Municipality of Sibulan reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby recurring any liability to the affected Bidder or Bidders.
