he Negros Oriental Provincial Police Office on Tuesday formed Special Investigation Task Group (SITG) Dungog to probe the killing of provincial board member Miguel Dungog. Col. Raul Tacaca, Negros Oriental provincial police director, said the SITG is composed of the Negros Oriental Provincial Police Office, the Crime Laboratory, the Criminal Investigation and Detection Group, the Dumaguete Police Station’s investigator on case, and Dumaguete police chief Lt. Col. Gregorio Galsim. “I will personally head the SITG Dungog and in fact, we will be meeting this afternoon for our first assessment of information gathered,” Tacaca told reporters.

Our Community is shocked and grieves over his death and untimely passing. Our condolences to his family whose grief, at this moment, we cannot imagine. A good man’s death, through violence, is a death too many. I pray therefore, that we, in our province and our cities, once again say NO to a culture of violence. No to a culture of death. Instead, let us recommit ourselves to be instruments of PEACE and RECONCILATION, of JUSTICE and GOD’S MERCY. Regardless of the motive behind the killing of the Hon. He further disclosed that the police have secured closed circuit television (CCTV) video footages from the establishments near and around the proximity of the crime scene while some witnesses have already been identified. Dungog, current president of the Philippine Councilors’ League and sits as ex-officio member of the Provincial Board, died on the spot after he was shot in the cheek by still unidentified suspects while walking to his car from the Silliman University Medical Center, where he took his wife and daughter for a checkup on Monday afternoon. He was talking on the phone while walking from the hospital when the suspects shot him. The motive for the shooting has yet to be determined. Street widening and traffic rules were amended to suit the exponential needs of a burgeoning metropolis. Tagbilaran will soon burst through the seams in business and population- that we cannot have “just more of the same.”There has to be street reconstruction and the expansion to the suburbs should be predicated on the primary importance of pedestrian welfare. Even those in big Bohol towns now- they will shortly grapple with the idiosyncrasies of a busy metropolisand they must design their streets not thinking of the present but more so of the future. Anyone running for office that does not have a game plan for this does not deserve one’s vote. After all, the environment is not just related to climate but to streets as well which is our most intimately used place after our homes. They should be user-friendly, especially to pedestrians. The candidates should be able to converse on this issue with a heightened sense of urgency. When the City of Tagbilaran plans for the future it should consider its long term goals to approximate more congested metropolitan areas in the world. There are needs to design

signs and humps to lower speed of vehicles and raise pedestrian crossing facilities through overpasses. Complete street planning includes bicycle lanes and boulevards and designs pedestrian sidewalks to boost the local economy. When pedestrian lanes are well, people leisurely walk through from shop to shop and enhances the local businesses. This means fines must be imposed on persons who use the pedestrian lanes for motorized vehicle passage or parking, set products to sell and advertise them with signages and generally damaging the pedestrian lanes with vandalism. More and more safety hazard signages will have to be erected to make the stakeholders of street life interact with each other better for their safety. In the BAPS presentation, some practicable ideas have been advanced for pedestrian welfare. Among them: accessibility ramps widened pedestrian crossings with signages even for visually impaired individuals, seating chairs along waiting sheds(perhaps); Pedestrian refuge islands, free water fountains for (the thirsty and the elderly), adequate areas for protection versus extreme weather conditions like strong rains and win and intense heat and “pedestrian countdown signals” when the movements are managed by time-and-motion studies. My Lenten Discovery

very year during the period of Lent I open myself to different ways of observing the 40-days Lenten jour ney. This year I am reading and reflecting on St. Augustine’s Confessions, a book of reflections written during his journey from youthful days of recklessness and sin to his conversion to Christ and the differences this made in his life. I am only about halfway through his book and have highlighted many thoughts that have led me to moments of deep reflection. May I share some of them with you. “We learn better in a free spirit of curiosity than under fear and compulsion.” “True beauty is seen by the inner eye of the soul, not by

the eye of the flesh.” “Time never stands still, nor does it idly pass without effect upon our feelings or fail to work its wonders on the mind. It came and went, day after day, and as it passed it filled me with fresh hope and new thoughts to remember.” “Evil is nothing but the removal of good until finally no good remains.” The following words by Augustine are taken from Book IV, II. They spoke to me on why we must always listen to the word of God. I believe

hen I was on DYEM FM BAI Radio six years ago, a call-in listener asked my opinion on the new president (President Aquino). I gave a very supportive opinion hoping I was right in my optimism . A few minutes later a different caller said, “ You are a foreigner, you have no opinion.!” In that my home and everyone I love are in the Philippines, how can I not have an opinion. The real question is how valid are my opinions and should anyone listen to them. I am unfortunately handicapped by not being a Filipino, but that does not keep me from loving this country and its people and wanting the best for both. I constantly read and seek to understand, so my help will be most effective. Twelve years ago, when I first started writing for the Negros Chronicle, readers used to leave feedback. This feedback was very beneficial for me. It taught me lessons I needed to have so that I can understand and learn about my adopted home and the Philippine culture. Some times the feed-

mail can have a bad effect on your work team happiness. ( and sometimes personal relationships outside of work!) The problem starts because emails often lack the emotional tone to clearly signal what the sender is thinking. So even a straightforward email can get misinterpreted, create anxiety or trigger an angry response. As a result, email can often damage the positive connections that forms relationships among colleagues rather than help build it up. In other words, it can hurt your teammanship. If there’s a conflict and you need to resolve it, you cannot really do it in an email very well because people don’t

know the tone.... joking, serious?..They don’t know the expression. Even if they like you and they know you, they might not know whether you were irritated or humorous in an email. The problems really begin when people start an argument over email. Arguing over email is to page 12

I was WRONG on every one of my predictions, thus once again proving I am not as smart as I might have thought; I still have much to learn. f there’s a skill which is fundamentally in dispensable in life, it is the art of praying. When we really manage to pray, we would truly be in touch and in union with God. And in that state, even while we are still here on earth, we would already have a foretaste of our definitive state of life. That is when, as described in the Book of the Apocalypse, “He (God) will wipe away every tear from their eyes, and there will be no more death or mourning or crying or pain, for the former things have passed away.” (21,4) Praying is our way of uniting ourselves with God, our Creator and Father, with whom we are supposed to be always with, since our life, as an image and likeness of God, is meant to be a shared life with God. Praying is to our spiritual life what breathing and the beating of the heart are to our biological life. That is why St. Paul clearly said, “Pray without ceasing, give thanks in all circumstances;

for this is the will of God in Christ Jesus for you.” (1 Thes 5,17-18) When we manage to truly pray, we can also manage to protect ourselves from all kinds of evil, and to heal whatever wounds and weaknesses we may have because of our sins. ometimes when I go on a ministry trip, I can get tired. Even though I love what I am doing, the rigors of travel, different places to sleep, meeting new people, etc. can get very tiring. In today’s promise we read that we should never tire of doing good. This doesn’t mean that we never get tired in the natural, but it does mean that we should never lose heart and give up. The Amplified Bible translates Galatians 6:9 this way... And let us not lose heart and grow weary and faint in acting nobly and doing right, for in due time and at the appointed season we shall reap, if we do not loosen and relax our courage and faint. (AMP) In 1 Corinthians 13:13, Paul the Apostle tells us that faith, hope and love remain. Today’s promise is about encouraging us to be strengthened with hope. Hope that there is a harvest that we will one day reap if we do not give up. God loves it when we do good to one another. May you and I have strength today to continue to do good to those around us and may we be encouraged to know that there is a real harvest that we will reap if we don’t give up.

he Walk to Emmaus is a favorite opening Bible story of mine every time I give retreats. It never fails to make my retreatants immediately reflect. How on earth could the two not recognize Jesus when they were supposed to know Him well? They were His disciples! They saw Him, followed Him, walked with Him, and lived with Him. But his disciples were downcast, demoralizd. They were frustrated and disappointed. Jesus, their only hope, died right before their eyes. They felt depressed and defeated. They thought it was over. It’s OK to feel down and sad. But don’t dwell on it too long. Because when restoration comes, when victory happens, when the Resurrected Christ appears in your life — and He will — you might miss seeing Him. Because you got used to “looking down.” to page 12

mon these days. Perhaps the reason why our prayer does not seem to have the response we want is because our prayer is not really prayer. When we truly pray, we would really get in touch with God. We would know how to deal with him. We would know what he is showing us and how he is intervening in our life. Our life would go in synch with God’s providence, with his will and his ways. It’s always worthwhile to spend time and effort to learn how to truly pray. Especially these days when we are dragged by a strong current of activism and secularization, we need to really force ourselves to learn this indispensable skill. We just cannot resort to prayer during special occasions when we are faced with some difficulty. Prayer is not meant to be the remedy of last resort. Building a vacation house in Dumaguete? Heads up, got some tips for you

or those who are planning to build their vaca tion/retirement house in Dumaguete or nearby areas in Negros Oriental, here are some tips to guide you and some pitfalls to avoid. Do we wish a location that’s accessible and centrally located, within walking distance to business/commer-

If your desired property is near bodies of water, you will have to follow the regulations as provided for by law, specifically the Water Code or P.D. 1067. For residential areas, the property must be three meters from a body of water. For agricultural land, it must be 20 meters away from the body of water. Above all, LGUs are mandated to adhere to the Building Code, as provided for by P.D. 1096,” he explained.

Colors convey moods, too. If you love to entertain and bring friends over for dinner parties, the suggested color of the room would be yellow, a strong and lively color. But when you need to sleep, shades of blue or green would be best to evoke a natural and relaxing mode. Whatever the style of home we want, whether Victorian period, Mediterranean, Tropical, modern or contemporary, there must be a good collaboration between the owner and the architect/contractor for the design to be implemented the best way. Dumaguete killings soon elevated as “yellow” category From page 1 COLOR CODING A watchlist colorcoding system of the police has been implemented by the Commission on Elections (Comelec) to classify the degree of election-related concerns in towns, cities, and provinces all over the country. Those under t he green category are areas with no cause for concerns; yellow for those with a history of electionrelated violence; and orange for those with the presence of armed and rebel groups. When all these elements are present in a certain area, then authorities usually place them under the red category, which is also known as a “critical area.” Police Col. Debold Sinas, director of PRO – 7, said an investigation is now being conducted to solve the murder of Miguel Dungog, who was shot dead by still unidentified assailants in Barangay Daro,
