Police clearance now online

Government retirees get basic P6000 pension hike

Dumaguete City Chief-of-Police Supt. Gregorio Galsim informs Mayor Felipe Antonio Remollo, Councilors Lilani Ramon and Michael Bandal that applications and grant of police clearances are now made online to ensure credibility. It was also hoped that the software being used will be “non-hackable” to avoid the obvious fake police clearances,. Question: will the provider be liable if fake police clearances slipped into the system?

etirees from government in Negros Oriental and elsewhere will soon get increases in their basic pensions ever month. At least this will be good for “takip butas” extra expenses for the family. -o0oThe state-run Government Service Insurance System (GSIS) has announced that it will increase the minimum pension of retired government workers without raising monthly contributions. -o0oGSIS president and general manager Jesus Clint Aranas said the fund’s board of trustees had increased the basic pension of 67,201 pensioners from the current P5,000 to P6,000 effective in February after the approval of President Rodrigo Duterte. -o0oUnder Republic Act No. 8291, or the GSIS law, basic monthly pension can only be increased once recommended by the GSIS president and general manager and approved by the President. The average GSIS pension now stands at P12,560 a month. -o0o“It should be noted that the GSIS is recommending a pension hike that will not necessitate an increase in the monthly contribution of our members,” Aranas said, adding that the GSIS funds were good until 2051. -o0oAranas said the increase would actually be the second to be given to qualified GSIS pensioners in a span of two months. -o0oPast increases The first one, the annual 1.5-percent pension increase which has been regularly given to pensioners since 2010, was given to old-age and disability pensioners in January this year. -o0oThe 1.5-percent yearly increase was already being given to pensioners who have been receiving benefits for a minimum of five years. -o0oBut those who retired under Republic Act No. 7699, or the Portability law, and the survivors of deceased pensioners were not covered by the higher pension, Aranas said. -o0o“After the approval of the proposal, those whose pension are still lower than P6,000 after the 1.5-percent increase will get another round of increase to adjust their pension to P6,000 retroactive to February 2019,” Aranas said. -o0oLaw’s provision “Portability law pensioners have been granted pension benefit after combining their contributions in the GSIS and the Social Security System (SSS),” he said. -o0o“The law dictates that the amount of benefit to be paid by the GSIS or the SSS should be in proportion to the actual premium contributed to the pension fund,” Aranas added. T

he Office of the Provincial Agriculture (PAO) here is preparing for the possible effects of El Niño.

In a Provincial Disaster Risk Reduction and Management Council (PDRRMC) meeting, local PAGASA Chief Neptune Catarata said a weak El Niño is present in the tropical Pacific and will likely affect the province with below normal rainfall conditions. With this, Provincial Agriculturist Nestor Villaflores presented some mitigating measures to lessen the impact of the heat wave in the province.

But it is as real then and more so now. For an authoritative source like the WHO (World Health Organization) presented statistics stating that in 2015- 1 million people committed suicide every year which means one such death happens every 40 seconds. By 2020, it will be 1.5 million. The suicide mortality rate is 16 for every 100,000 persons in the world and wealth has nothing to do with it. The affluent European Union (EU) reports 15.4 suicide deaths for every 100,000 higher than the largely poverty-stricken Africa with only 7.4 per 100,000 persons. What pushed people to commit suicide? Mostly it is depression. In 2015, the Global Burden on Diseases group publicized that as of 2012 -300 million people were stricken with depression. Although the Philippines only ranks as No 147 among nations with the

highest suicide casualties, it has the record of the highest depression numbering 3.3 million Filipinos. Among Southeast Asian nations. For every 100,000 Filipinos, 2.7 male and 1.7 represent the Filipino mortality rate. That is not a small number, Watson. Last week, Paris Jackson, the daughter of the late musical icon Micahel Jackson cut her wrists in apparent suicide but survived. It’s as if, if the allegations are true- that the sins of the father should descend on the daughter which should not be the case. In the first place, we cannot choose our parents. Just last year - two famous celebrities Kate Spade and TV personality Anthony Bourdain, took their lives- one after the other. Who would ever think that the contemporary King of ComedIc Genius like Robin Williams would hang himself to death? Or that another comic -Jim Carrey seems to now be going through a weird episode in his life? Millionaires, all. Just this January 2019, closer to home, the famous drummer of the rock group Razorback (Brian Velasco) jumped from the balcony of his high condo -recording the gruesome death on his cellphone. Last we heard, also a high school kid in an exclusive girl school in Pasig with high academic standards, also jumped to her death last year. Just two weeks ago, Ray (not his real name) with multi-businesses, set to marry his second wife-to-be (from Australia) and about to witness the debut of his first daughter (from a previous marriage) hanged himself with a nylon chord which almost severed his neck from his anatomy. He was in prime health, a jolly good fellow and often joined visits to orphanages and the like. Are there earth-bound problems so huge that one gets the nerve to leave behind a

young family and a fiance? Earlier, Ray was looking for a gun which meant he had thought -long and hard about what he would later do. Why and more whys? Only his mind and Ray’s God knows the real truth. It is especially traumatic in the predominantly-Catholic Philippines where many people put a stigma on people with mental challenges and once upon a time the same church had earlier disallowed the burial of suicide victims in Catholic cemetery and rites. This has to change. Very recently, as well, the whole world went agog with the so-called “Momo Challenge”- a series of Youtube and What’sUp series that showed scary graphics and sounds and often suggesting to the viewers to do “acts of violence, self-harm, and suicide”. Children flocked to the forbidden sites out of curiosity and some were reported to have nightmares due to it. One child suicide in Indonesia was traced to the influence of the “Momo Challenge” but was later debunked. Parents are still warning their children to stay away from Momo (incidentally referring to a witch in Tagalog) and some of the gory graphics are inserted in even wholesome cartoon shows. The Northern Island Police posted on its Facebook page warning against this. And famous celebrity Kim Kardashian posted on Youtube for all to please remove all remnants of Momo and its Gruesome Challenges. One other challenge is social media and its obsession with the rich, famous and beautiful. One study, at least, pointed out that viewing these “demi-gods” on social media often triggers a sense of “not being up to it” of insecurity if you will- that can

There is a need, therefore, to be alert Gatewatchers of what enters into our senses. Parents should be aware of what trauma and challenges children are going through. Communities should form “Talk Therapy” groups where similarly situated persons can voice out their frustrations and depressions without being given value judgment by their peers. It is a good thing most hospitals now have departments specifically addressing mentally challenging issues and patients. Last we heard even community clinics are visited regularly by psychiatrists and psychologists to talk to ru-

One well-organized group addressing this issue is the Natasha Goulbourne Foundation (NGF) which offers 24/7 HOPELINE under telephones(02)8047673 and 0917 5584673 or 0917 558 2919. YOUR WELLNESS

The animal in all of us W FR. ROY CIMAGALA Email: roycimagala@gmail.com

e are supposed to be rational animals, rationality be ing the quality that distinguishes us from the other ani mals. But let’s never forget that we are and will always be an animal also that is governed by natural, physical, biological, chemical, social, economic laws, etc. And these latter laws have impulses that often go against the dictates of rationality. That’s why, especially in our vulnerable moments, when we are tired, sleepy, intoxicated by drinks, or when we are not yet in our full senses, etc., we are usually assailed by these impulses. And so, we really have to be most careful. We have to be properly guarded and protected from these eventualities. What we have to do is to undertake a lifelong process of integrating all these aspects together with rationality as the guiding and directing principle. It is rationality that indicates that we too are spiritual beings meant to have a supernatural goal that we can achieve through God’s grace and our all-out effort. Yes, it’s our rational nature that tells us that we are meant beyond, but not against, the physical and natural

aspects of our life. The challenge therefore is how to carry out this very tricky and demanding task of integrating all these aspects. And for this, we should first of all rely on the grace of God, always asking for it even if it is readily given to us. That’s because we often take God’s grace for granted, and thus make ourselves the improper ground unable to take advantage of the grace that is sown on it. Yes, we should never forget our animality no matter

how high a level we think we have achieved in terms of our rationality and spirituality. We will always be hounded by the erratic impulses of our animality. Remember St. Paul lamenting about this lifelong predicament of ours. “I see another law at work in my body,” he said, “warring against the law of my mind and holding me captive to the law of sin that dwells within me.” (Rom 7,23) to page 7

They happen to perfectly reasonable people. “A large number of adult people have experienced panic attacks at some time in their lives,” says Dr. Irene Vogel, an American psychologist in Washington D.C. “Some never have more than one or two attacks and don’t even know that they had one.” They may blame their symptoms on something else, such as drinking too much coffee, etc. We’re all more likely to have panic attacks at some time during periods of stress. But some of us seem to inherit a vulnerability to attacks, say researchers, since the attacks appear to run in families. For reasons that scientists don’t completely understand, panic attacks are more common in women than men. The symptoms of panic attacks vary from person to person, but they usually include a combination of the fol-

His reflections invite us to pause and examine the state of our heart, especially this Lenten season. In his homily, reported by “Vatican News,” the Holy Father stressed: “When the heart retreats, when it takes a path that isn’t right . . . it loses its direction, it loses its compass with which it must advance. And a heart without a compass is a public danger: it’s a danger for the person and for others.” The heart “takes this erroneous path when it doesn’t listen, when it lets itself be led, carried away by gods, when it becomes an idolater,” he explained. “We become deaf of soul, we don’t listen to the Lord.” It’s an attitude that makes one lose “the memory of the great things that the

That we might have life

N

ew life is more than just life; life that will never end; life that can accrue even from death... This is today’s good news. People are entombed for many reasons, under many forms and guises. Ignorance buries so many of our countrymen. People lie half-dead, no longer caring for a country awash in corruption. We are immersed in a culture that is life-disabling. Today, the First Reading from Ezekiel oozes with hope. This is the good news that God desires and has the power to bring life even out of death, to make us rise from our tombs, and make us settle in our land. But God’s vision and promise ought to be our desire, too. He needs a little help from us, and it starts with our own desire for life, not death. It starts with our own efforts at doing what St. Paul counsels us — to leave behind life “in the flesh” and pursue one “in the Spirit.” We need to look closely at what life is all about. And Martha, for all her to page 12

The animal... (Cimagala) from page 6 We need to discipline and purify the animality of our humanity. That’s why Christ, the pattern of our humanity and savior of our damaged humanity, told us clearly that we need to deny ourselves, carry the cross and follow him. (cfr. Lk 9,23) We should be careful with pampering our body too much. It’s is not a matter of repressing our bodily impulses. It is rather a matter of directing them properly. So, with respect to our passions, those strong emotions that often overpower the indications of reason and faith, we need to mortify them so as to purify them of their tendencies toward evil. St. Paul said: “Those who belong to Christ Jesus have crucified the flesh with its passions and desires.” (Gal 5,24) We can never over-emphasize the need to ‘crucify’ our passions and desires the way Christ was crucified and by so doing rendered death to all kinds

of evil in man and in the world. The ideal to pursue is that our passions and desires would be those of Christ. We have to convert our passions and desires into those of love, a love that is not afraid of anything, a love that can conquer anything. It is a love that, while involving struggle and some kind of warfare, will give us peace and joy that the world cannot give. (cfr. Jn 14,27) In other words, we have to strive to be a spiritual man instead of a carnal man as described by St. Paul: “The person without the Spirit (carnal man) does not accept the things that come from the Spirit of God but considers them foolishness, and cannot understand them because they are discerned only through the Spirit. “The person with the Spirit makes judgments about all things, but such a person is not subject to merely human judgments, for ‘Who has known the mind of the Lord so as to instruct him?’ But we have the mind of Christ.” (1 Cor 2,14-16)

and I think they are merited . . . And the heart begins to retreat, because it doesn’t listen to the voice of its heart: the memory.” Idolatry is “not only going to a pagan temple and adoring a statue . . . Idolatry is an attitude of the heart, when you prefer something because it’s easier . . . Because you’ve forgotten the Lord.” Hence Pope Francis’ invitation to begin Lent with “the grace of the memory.” The “memory of all that the Lord has done in my life: how He’s loved me.” It’s necessary “to remember to advance: not to lose the history – the history of salvation, the history of my life, the history of Jesus with me,” he stressed. In conclusion, the Pope exhorted to repeat to page 9

salm 91 is a powerful declaration of the safety and shelter that you and I can live in knowing that we are living under the constant care of Almighty God. In today’s promise, the psalmist tells us that we can live in a state of safety in even the most stressful of circumstances. Can you imagine living in such a place of security and protection that you could feel safe from harm though thousands were falling around you? I personally struggle at the thought of what it would feel like to be surrounded by such distress but yet feel completely protected. However, the psalmist tells us that those who live under the shadow of the Almighty can expect such safety. While this illustration might be a little extreme for daily life as we know it, try to imagine how this might apply to your every day life situation. Maybe you work in the middle of a busy office filled with loads of anxiety and stress-filled people? The Samaritan woman said to him, ”How can you, a Jew, ask me, a Samaritan woman, for a drink?” —For Jews use nothing in common with Samaritans.— Jesus answered and said to her, ”If you knew the gift of God and who is saying to you, ‘Give me a drink, ‘ you would have asked him and he would have given you living water.” The woman said to him, ”Sir, you do not even have a bucket and the cistern is deep; where then can you get this living water? Are you greater than our father Jacob, who gave us this cistern and drank from it himself with his children and his flocks?” Jesus answered and said to her, ”Everyone who drinks this water will be thirsty again; but who-

Panic...

Nip illegal fishing; register fish boats

(Somera)

ILLEGAL FISHING is fast rising in city waters prompting the city government to caution fisherfolks thru a pep talk by the city mayor, to register all fishing vessels to avoid the repetition of recent arrest of fisher folks on board unregistered sea vessels. This is the area of the Philippine National Police Maritime Group. The PNP Maritime Group has given up to the end of April to complete the registration papers.among fisherfolks of the city and province.

That explanation compounds the anxiety and perpetuates the symptoms – the pounding heart, the sweating, and shallow breathing – further convincing people that they really are having a heart attack, dying or going crazy. What’s more, worrying that you’ll have a panic attack increases the odds that one will indeed occur, says Dr. Irene Vogel. If indeed the problem is panic, experts recommend immediate

In those days (1830"s), no decent woman would ever think of becoming a nurse as a profession. The hospitals were places of wretchedness and filth. But Florence was determined, she never forgot the words of her close friend who had told her: “It would be unusual, but I say to you ‘go forward’ if you have a vocation for that way of life. Act up to your inspiration and you would find that there is never anything unbecoming or unladylike in doing your duty for the good of others. Go on with it, wher-

In your own profession or call it vocation, we have a number of Florence ’s. And as you say farewell to your school and to one another, it is with the challenge and a prayer for you to be really free and real people—to be free from a life centered in familiar routine, centered on the security of salaries and positions, and I pray that through Jesus our Lord, he will grant all of you the courage to be FREE. “Congratulations and Good Luck to all our graduates!

This is what is actually happening to this campaign period. If you listen to the candidates, you will really get amused because they have different reasons why they are running for a public office. The truth of the matter is that they are jobless and they want to be elected to public office because of the emoluments of the office. She knew, that, first, “had He been there, her brother would not have died.” Second, she knew that “whatever He would ask of God, He would grant it.” She knew, too, that her brother “would rise, in the resurrection on the last day.” But what she did not know was the big surprise that God was, and is, a God of life, there and then — and even here and now. After the Lord has walked her through her ignorance, tears, sorrow and grief, Martha knew much, much more. But by then, it was not just a matter of knowing. It became a matter of faith: “Yes, Lord, I have come to believe that You are the Christ, the Son of God, the one who is coming into the world.” No one does it better than He who died and gave Himself “that we might have life — life in its fullness.” Fr. Immersion into city jobs completed

“Know this: A homeowner who knew exactly when a burglar was coming would not permit the house to be broken into. You must be ready all the time, for the Son of Man will come when least expected.” Luke 12:35-40 Jesus repeatedly said that he would leave this world but would return at some future time. He also said that a kingdom is being prepared for his followers. Many Greeks envisioned this as a heavenly, idealized spiritual kingdom. Jews – like Isaiah and John, the writer of Revelation – saw it as a restored earthly kingdom.

What you have said is true.” The woman said to him, ”Sir, I can see that you are a prophet. Our ancestors worshiped on this mountain; but you people say that the place to worship is in Jerusalem.” Jesus said to her, ”Believe me, woman, the hour is coming when you will worship the Father neither on this mountain nor in Jerusalem. You people worship what you do not understand; we worship what we understand, because salvation is from the Jews. But the hour is coming, and is now here, when true worshipers will worship the Father in Spirit and truth; and indeed the Father seeks such people to worship him. God is Spirit, and those who worship him must worship in Spirit and truth.” The woman said to him, ”I know that the Messiah is coming, the one called the Christ; when he comes, he will tell us everything.” Jesus said to her, ”I am he, the one speaking with you.” At that moment his disciples returned, and were amazed that he was talking with a woman, but still no one said, “What are you looking for?” or “Why are you talking with her?” The woman left her water jar and went into the town and said to the people, ”Come see a man who told me everything I have done. Could he possibly be the Christ?” They went out of the town and came to him. Meanwhile, the disciples urged him, “Rabbi, eat.” But he said to them, ”I have food to eat of which you do not know.” So the disciples said to one another, ”Could someone have brought him something to eat?” Jesus said to them, ”My food is to do the will of the one who sent me and to finish his work. Do you not say, ‘In four months the harvest will be here’? I tell you, look up and see the fields ripe for the harvest. The reaper is already receiving payment and gathering crops for eternal life, so that the sower and reaper can rejoice together. For here the saying is verified that ‘One sows and another reaps.’ I sent you to reap what you have not worked for; others have done the work, and you are sharing the fruits of their work.” Many of the Samaritans of that town began to believe in him because of the word of the woman who testified, ”He told me everything I have done.” When the Samaritans came to him, they invited him to stay with them; and he stayed there two days. Many more began to believe in him because of his word, and they said to the woman, ”We no longer believe because of your word; for we have heard for ourselves, and we know that this is truly the savior of the world.”

We would like to Invite you to our Services each Sunday at 9 a.m. and again at 4:30 p.m. Also, we have a Wednesday Night Bible Study at 6:30 p.m. For Information Ring 09059593638. As time passes by, Things and people changes. Dumaguete is changing to a higher economical standard. My prayer is that Church will not change. The Bible does not change. God’s people Can be influenced by the changing of society. As a rule, as a society changes and Higher standard of living, then people get caught up with it. In many cases people do Feel they need the Bible or the things of God. 20 or 30 years ago people were more Faithful in Church and more spiritual minded. Today as prosperity has come and Good born again Bible believing Christians are only going once a week. Our Church Has been blessed with local business people giving to us. As Bible believing Christian There must be an appetite for the Bible and the things of God. God helps us not to Lose our desire and love for the things of God. Many religious people have a head Belief but it is only a form of godliness. The Spirit of God does not dwell in their Heart. Paul said in Romans 10:2 “For I bear them record that they have a zeal of God, but not according to knowledge” Vs. 3 “For they being ignorant of God’s Righteousness, and going about to establish their own righteousness, have not Submitted themselves unto the righteousness of God” When a person repents of Their sin, then God gives him or her His righteousness. The Spirit comes into their Life. Dead religion with its rules will not take a person to heaven. There is life in Jesus Christ. Jesus said in John 14:6 “..I am the way, the truth and the life..”

Bago po mangyari sa ibang isla ang nangyari sa Boracay, agapan na po natin. Alamin na natin kung ano ba ang carrying capacity ng isla at kung kaya ba nito ang dami ng tao na pupunta rito,” Binay said. The legislator said that it would be beneficial to know the carrying capacity of tourist destinations to guide the planning

and implementation of tourism plans. “Nakakalungkot, marami tayong destinations, pero hindi natin alam yung carrying capacity. Let us take the opportunity to take stock, and see what things can be done in order to make our destinations sustainable,” Binay added.
