There could be some major reasons why suddenly, election vote-buying has quickly skyrocketed in Negros Oriental. Firstly, due to early pre-election campaign which started as early as October last year or a good seven months of media airtime buys, fiesta , sports tournaments and beauty contest sponsorships and countless more events that lead to no other than promotion of one’s candidacies. But the two biggest reasons is the political hiatus and.,,,,moooney, man! Political hiatus was unique in that both governor and vice governorelects succumbed in almost rapid succession just when elections were over in 2010. That gave enough time for wannabes to position themselves for the next elections. SUPER-Mooney factor is at stake here. The three leading gubernatorial bets are said to have their money bags ready in four stages: now; on preelection week , day-before , and D-day. One politician said: P300 to P500 was the max Negros Oriental can afford in buying votes in the past. On May 13, it could reach to P1000 per head or more. Still that is lower than the vote-buying prices of Siquijor and Dipolog which could run to P3000 per voter! That’s already the height of stupidity. Only stupid bets and voters buy at such price. Don’t get people wrong: it could still reach P4000 to P5000 per leader here if the candidates are provoked enough. Of course, first, you have to have your picture taken on digital cam, and sign a voucher in three installments. Wow! Puede passport or facebook foto na lang? Mind you, they have their

sources of funds. One bet claims to have funding from kins and relatives abroad (as if working for dollars is peanuts); another got funding from the family business; and another got it from real estate properties; and a fourth one sold his last cow! We don’t want to elaborate. Just keep guessing. If the worst scenario comes along, the foursome are said to be ready with that. AS TO WHO IS BLUFFING, remains to be seen. Looters are ready on the sidelines to pocket election funds instead of giving it out to the voters. Just watch how the watchers are playing their roles on their watch list. Who are the election officers who are living beyond their means? Try to investigate and look around. Visit their mansions. But they always say that it came from honest sources. Of course, it came from honest politicians who desperately wanted to win honestly. SPOKESPERSONS Blocktimers do not own the air lanes and air time but they lease (not buy ) from the radio stations. The air lane is not for sale. It is owned by the State. Government still regulates the air lanes. KBP is the private agency while NTC is the government agency tasked to regulate broadcasting in radio or TV. Cable TV providers are independent. Barkers should know this example: if you rent a house, you have no right to vandalize the house. You will be sued and expelled. If you rent a van or taxi, you have no right to damage its seat covers and canopies. So when you rent air time on a radio station, you are subject to house rules which may vary from station to station PLUS those KBP and NTC rules on ethics. If you violate those house rules as a spokesperson, you deserve to be out although some are tolerated. The barker is not even the payor. The politician is the usual payor and or his alter ego. The
