Today, the city council has passed a new ordinance making it a formal educational training school for slaughtermen. But the tuition fee is P20,500 per enrollee plus a bond of P4500 for use of equipment. Ordinance author Kag. Dan Leon said there are 25 trainees per batch or 100 trainees annually. The tuition fee is non refundable even if the student is not accepted for employement abroad for one reason or another., Fortin said. For example, if the provision of artificially administered nutrition and hydration is clinically useless (offering no reasonable hope of benefit) or causes excessive burdens it may be rejected as ethically extraordinary (morally optional). In addition to previously stated burdens, factors to be weighed include the patient’s ability to assimilate the nutrition and hydration and the imminence of death. Commercial rice bought from private traders sell at P42 per kilo even as these were bought at P21 per kilo from the farmers, which still have to be milled and repacked. This was the explanation of Dr Carlos Cortes, provincial NFA manager. He said that he dispatched NFA rice investigators led by Bert Amor to find out some more about the disappearance of the P32/per kilo NFA rice. NFA rice are bought by the government from the government of Vietnam direct without middlemen. They also buy rice from farmers at P17 per kilo which cannot compete with the traders’ buying price of P21 per kilo. NFA does not compete with commercial rice traders, Cortes said. NFA only beefs up the market in case commercial rice is depleted. The poorer sector also prefer the cheaper NFA rice. Amor reported to NFA chief Dr Carlos Cortes that the local markets have indeed sold out Vietnam rice supply of P32 per kilo, which is the favorite of many since it is cheaper and has a good taste. However, if local rice traders are really bent on hoarding, and hide it from NFA inspection, they can transfer their rice supply to clandestine stock houses .

Thus, the NFA investigators will not be able to detect where the rice supplies are now. There are unconfirmed reports that clandestine storage of commercial rice may be stocked in secret warehouses in the hinterlands, or on board floating barges, standing by in case the demand is up. The BIR and NGOs like the NegorNet, should cooperate by sending a task force to check on rice traders for possible clandestine warehouses and compare whether their supplies correspond to their receipt of sales. Otherwise, hoarding is possible. NOCCI chamber pres. Ed Du was urged to help the NFA by counter checking whether some rice stocks are being kept from reach by the private traders in secret warehouses in Dumaguete or its outskirts. The rice supply investigators have police inspection powers to verify from warehouses and suppliers about the possibility of hoarding. When this happens, hoarding is withholding supply from the market while commercial rice traders are awaiting a higher price from P42 per kilo up. The NFA assured that the rice agency will not allow hoarding since it will be in the form of economic sabotage which is not good for the general welfare.

ORDER Petitioner, in her verified petition, alleges that she was married to REYMIL MAUNES DESQUITADO in a civil ceremony officiated by Presiding Judge Avelino C. Pakino of the Municipal Trial Court in Cities, Branch 3, Hall of Justice, Cagayan de Oro City on November 20, 1999; that they have one child named Ralph Reymar Lajato Desquitado who was born on January 21, 2000; that in 1999 the mother of her husband always visited her and they came to both like each other; that the mother of her husband told her that his son Reymil seldom went home as he was already an addict; that in fact, petitioner saw him several times taking drugs like injections, syrup and the like; that petitioner has already observed his actuations and she was always inflicted with pain and injury by her husband when they were together and her husband seldom came home and when he did come home he always inflicted pain to her, in short petitioner is a battered wife; that petitioner cannot go home even if she wanted to come home because her husband always threatened her and manhandled her whenever she came home; that until such time, her husband did not come home for a week and she tried to look for her husband with his relatives and her mother-in-law but there was no link or calls even to her mother Milagros Desquitado; that she consulted her mother-in-law of her misgivings and she was told by her mother-in-law that she had long suspected that her son was also into drug peddling for a long time now; that she was even told that one of the friends of her husband was killed because of that reason; that she was shocked by this information and wanted to confront her husband about it but did not have the guts to do it since she might be mauled by her husband who had gotten to be very irritable and short tempered; that in June 10, 2004, her husband asked her permission to get his salary in Butuan City where he was allegedly working; that she had her misgivings about his reason but she could not do anything about it and allowed him to leave; that after her husband did not come home, petitioner also went to Butuan City to verify her husband’s whereabouts but when she arrived in Butuan City the landlady of her husband’s boarding house told her that her husband already had a paramour and she was further informed that he had several paramours but petitioner made efforts to look for him but could not find him anymore so she went home to Cagayan de Oro; that finally petitioner decided to leave him sometime in July 2004 and does not have any communication with her husband since then but was in civil terms with her in-laws whom knew her reason for leaving; that she was in constant communications with her in-laws because they were also concerned about their grandson’s well-being but not a word from her husband was heard from; that since the time they have been separated even her-in-laws do not know the whereabouts of their son and have been in search of him; that they have been waiting since then for any information on him and have exhausted all means to find him but everything have been fruitless and they have even gave out their feeling that he may have already been salvaged because of his illegal activities; that because of his long absence and his whereabouts unknown, petitioner has no way of knowing whether or not Reymil Maunes Desquitado is still alive and should be presumed dead under the provisions of Article 390 of the Civil Code of the Philippines, that after concerted effort with petitioner’s relatives, in-laws and friends, petitioner’s husband could no longer be found and has a well-founded belief that her absent spouse is already dead; that as stated above-petitioner has never received any letters or calls from her husband just to show that he could be possibly alive; that petitioner and her husband who has been absent for more than eight (8) years now do not posses any property of value and neither are they indebted to third persons or entity. Thus, this petition. The petition being sufficient in form and substance, let the same be heard on February 12, 2014 at 8:30 o’clock in the morning at the Session Hall of this Court at So. Cabcaban, Brgy. Banga, Bayawan City. Interested parties are hereby enjoined to appear on the aforesaid date, time and place and show cause why the petition should not be granted. ncidentally, some American Psychologists suggest that violence in cartoons can help children mold their character positively. But a sensible parent should always think that DR. ANGEL V. SOMERA any violence should always be rejected. Today, mass media through television shows, online games through Fellow, Philippine internet, and cinema greatly contribute to the formation of the character of our Psychiatric Association innocent children. Of course, the main aim of T.V. or movie producers is to educate the audience, one way or another, for an enormous economic interest and gain. Children readily absorb what they hear and see, favorable or unfavorable to their senses. They tend to imbibe not only the positive side of the role models but also the negative aspects that are depicted to add to the realism of the show. Most children are more attracted to the thrills of excessive and bloody combats like the gory killings of one’s enemy, the escaping away from prison, the stealing of precious jewels, and other smart moves that defy the law or authorities like “Catch me if you can,” etc. Most cartoons show unrealistic scenes enhancing or exaggerating fantasy and mystery like magical phenomena which truly mesmerize the child’s imagination, transporting the child to a make-believe world, like a dreamland. Hence, many children love to see “Harry Potter” movie for the adventure, magic, and witches. But most T.V. shows and movies today glorify sex and violence. Undoubtedly, cyber crimes and many of the crimes like killings (shootings), stealing, smuggling, drug abuse, alcoholism, rape, sexual immorality, corruption (cheatings), human trafficking, etc. of our youth are strongly shown. These crimes are definitely influencing their psyche consciously or unconsciously.

am one of the regulators at the Perdices Coliseum-my fellow joggers and I also use the swimming pool at a regular basis being health enthusiasts. Late last year, people, mostly users of the oval have aired out their complaints via Facebook’s Hulagway ug Kasikas sa Dumaguete. Allow me to share it with you so that our Provincial Government could also act on these. 1. Last year, the area at the far end of the oval started smelling of urine, one has to hold one’s breath up until the western side where the PGSO is located. 2. Users have requested lockers or simply a courtesy booth where we can leave our things as several thefts have already been reported. Still we cannot see a semblance of security roaming the area. I understand this has already been conveyed to our Provincial Administrator Mr. Arnel Francisco. 3. Toilets are dirty and even the lobby remains unswept for several days. Added to the filth, a growing number of stray cats roam the area leaving their manure everywhere. 4. The Aqua Center remains a garbage dump until now. The entire area is littered with plastic from the 4th floor down to the main entrance. Again, cat manure permeates everywhere beginning at the parking area where one inevitably steps on these so called ‘land mines’ and bringing these to their final destination – left on the stairs and eventually inside offices. We are paying the required Php10.00 fees when using these facilities and I understand that these are earning thousands of pesos EVERYDAY, yet, a courtesy booth remains to be seen for the reason that the provincial government has to hire additional personnel to man it. I understand also that the provincial government has hired three hundred something job orders as errand boys/girls either doing the job of clerks or doing nothing at all. These extra people could be utilized if only they are given areas of responsibility, along with a rag and broom and maintain cleanliness (don’t forget the cobwebs!!!). Perhaps 2 or 3 people could be assigned at the oval with whistles and perhaps impose a fine on people urinating everywhere. Cleanliness is a very basic aspect in projecting a good image. It is the first thing people would notice and appreciate and comment on. These problems wouldn’t be there in the first place if there is proper designated and monitoring. Cleanliness reflects what kind of people are running the instruction. It is innate in one’s character. For good governance, Cavett Robert suggested four aspects which are: Quality, Service, Cleanliness and Value. Looking around, even in managing our facilities alone, I am disappointed that I cannot see any one of these four. These are very petty concerns but which, at the same time, holds a huge impact on the community. If these cannot be addressed soon, I wonder what kind of people are running our government?
