MY SOUL HAS A HAT I count ed my years & realized t hat I have Less time to live by, Than I have lived so far. I feel like a child who won a pack of candies: at first he ate them with pleasure But when he realized that there was little left, he began to taste them intensely. I have no time for endless meetings where the statutes, rules, procedures & internal regulations are discussed, knowing that nothing will be done. I no longer have the patience To stand absurd people who, despit e their chronological age, have not grown up. Mayor Remollo in the spirit of cooperation with Mayor Jose Abiera of Sibulan used city heavy equipment to help retrieved bodies of three treasure hunters in Bolocboloc Sibulan. Only Argie Javier’s body so far was recovered as of Thursday. Retrieval operations continue by the city and provincial disaster reduction teams.

he Commemorative Speaker of this year’s remembrance Mark Karylle D. Paitan, President of Deped Division of Dumaguete City Federated Supreme Student Government emphasizes that: “the young people must be ambassadors of wisdom and compassion. Wisdom and compassion are the two pillars upon which we should build our society without one, we could not progress as a nation. The young leader told the assembled local government officials led by Mayor Felipe Antonio Remollo, educators from the City Schools Division Deped-Dumaguete, nongovernment organizations and ordinary citizens that the youth must be honed and shaped into better people in order to be fit to lead our nation one day. Secondly, the youth must know how to be compassionate to see the difficulties in each other and help one another. Paitan underscored that it is important to inculcate the sense of responsibility to help among the youth because we belong to one society similar to what Dr. Jose P. City to regulate parades, processions AGNES SHARI TAN-ALIMAN

New Year’s Resolutions: do they really work?

A

t the end of each year, I usually make a list of resolutions for the next year. I usually tell myself to exercise more, use less of social media or spend less money on clothes. Then what? Halfway through the year, I lose track of these goals. I give up, frustrated at my lack of accountability. My goals seem to be too many, too unattainable. This year, I realized a better strategy – instead of waiting until the New Year to start working on my goals, I should do them immediately. This way, I might have a better shot of building and keeping these new habits. Resolutions might not work for us but if we break them down into smaller goals, with timelines and milestones, they may be made more realistic and attainable. We may want to achieve some focus and do them one at a time, although some can be done simultaneously. For instance, losing weight and saving money could be done at the same time by cooking meals at home instead of eating at restaurants all the time. Instead of buying imported goods, why not buy local goods of similar quality and less cost? If we plan on building a house or buying a car, we must learn how to budget, identifying how much savings we need to make every month while living frugally and simply. That way, we can monitor our expenses and ensure we don’t spend beyond our monthly budget. Another goal may be to maintain good health or improve our health. Thus, we may want to change our lifestyle to be less stressful, less hurried and more relaxed. Other than choosing a healthy diet, exercising a few times a week and taking our prescribed medications and vitamins, we can also work towards having more friends who inspire and support us and let go of toxic people who are a burden to us. Positive and helpful people can give us a confidence lift while negative people can drain us of all our mental energy. Finally, most important of all, is having a close relationship with our Almighty God who sees everything we do and knows our deepest thoughts. There are some people who may think God is too remote and uninterested in us or is a fearful, judgmental God. But everything starts in the spiritual realm even before it goes into the mental, emotional and physical realms. If we walk with God every step of our journey, obey His precepts and commandments and love Him with all our might, heart, mind and soul, we will never be alone. Through the ups and downs of life, we will have an Almighty Father, Saviour, Advocate to be our anchor in this lifetime and in the next. So may you choose the right goals for you and may you have a blessed, joyful, prosperous New Year !

The purpose of this long-overdue order is not to worsen the already clogged traffic condition during parades. Designated routes will be laid down by the government, at specific hours and days, no longere at the whims of paraders. This will also cover religious processions, motorcades and the like. The preferable routes will start at the Looc by pass, the boulevard, Burgos st reet s, around the Plaza and the new expanded boulevard. Parades will be mostly allowed on weekends. This was announced by Mayor Remollo on a year-end report to the people over DYEM FM’s premier public affairs program CROSSTALK> Meanwhile, in the same interview, Mayor Remollo said : There are now 7, 459 business establishments operating in the city in

first half of 2018 up from just 7, 074 in 2016; created 10, 102 local jobs from July 2017 to June 2018; City Treasurer Cristina Merced projected P 324 million revenues from local sources or businesses alone in 2019; thus the city has approved its biggest ever budget at P 790 million for 2019. In 2017, the city has posted an excess collection of P 91.4 million in revenues, which can be repeated by the end of current fiscal year 2018. Mayor Remollo credited this feat to the aggressive tax collection and sound fiscal management of all responsible officials, who are committed to good housekeeping and ethical conduct in service. Smuggling trash

T

he fact that Canada and South Korea (including other developed coun tries that have secretly done it without being caught) have dared to smuggle into our country several steel sea vans of their TRASH, and GARBAGE, even spending thousands of dollars just to dump it into Manila , and worse, slipping past through Customs is more than injury added to the gravest insult. In the first instance, our government foreign affairs should have immediately filed a diplomatic protest against these shipping countries consigning it to fake addressees so that their garbage will rot in our Customs warehouses. But we did not lift a finger except do it at random. What are we, mos-mos (a rotten dumpsite)? Secondly, that these countries have spent money just to load and dump their garbage into our country only goes to show how lax and ill-equipped our customs bureau is so as not to detect even garbage being shipped before their very noses! Do you know why smuggling drugs even in barrels continue in Manila’s ports? It is because NOT ALL sea vans are subjected to x-ray, but only at random. Corruption becomes high when the van inspectors get millions in bribes so as to skip controversial vans with hot items inside. To solve this, Team B in Customs must now x-ray ALL vans. Customs must now make it a policy to x-ray ALL SEA VANS WITHOUT EXCEPTION even if takes the whole time to do it. Impartial inspectors, if there still are,

should be part of the inspecting team. Mind you, there are several thousands of sea vans arriving in the port of Manila every single day! Not all are closely scrutinized because of lack of x-ray machines. How stupid. We are even battling for ZEROWASTE management of our garbage and yet— we allow undetected steel sea vans of trash to be smuggled into our country? Thirdly, it only goes to show that cleanliness both in personal hygiene and cleanliness in governance, are not a priority in our country save corruption, drugs, and killings. And we have just started battling these social cancers during the last three years thanks to a man named Duterte who has not yet even perfected the art of cleaning up our mess. But he can end up trying. No wonder other countries look down and frown upon the Philippines as a rich, educated, religious but DIRTY country— ”walay ligo” in many ways. Let those legislators who pride themselves of billions of filthy budget insertions pass a sensible law (not just file a bill) expelling the ambassadors of those countries who smuggle their garbage into sea vans in order to rot at Manila’s ports. And perhaps Duterte might consider their envoys getting EJKed if they insist in this filthy business of dumping their garbage in our front yards. —Sampling one EJK will surely stop the maladies of these dirty fellows. Of course PRRD as usual should not be the one to issue the order overtly.

RANCE, CURRENTLY, IS THE most visited nation on earth. About 87 million people visit France every year with 23 million visiting romantic Paris. Many couples would want their honeymoon route to include idyllic France. By 2030, however, according to the Euro Monitor International, things will

Remember that to be happy is not to have a sky without a storm, a road without accidents, work without fatigue, relationships without disappointments. To be happy is to find strength in forgiveness, hope in battles, security in the stage of fear, love in discord. It is not only to enjoy the smile, but also to reflect on the sadness. It is not only to celebrate the successes, but to learn lessons from the failures. It is not only to feel happy with the applause, but Pope Francis to be happy in anonymity. Being happy is not a fatality of destiny, but an achievement for those who can travel within themselves. To be happy is to stop feeling like a victim and become your destiny’s author. It is to cross deserts, yet to be able to find an oasis in the depths of our soul. It is to thank God for every morning, for the miracle of life. Being happy is not being afraid of your own feelings. It’s to be able to talk about you. It is having the courage to hear a “no”. It is confidence in the face of criticism, even when unjustified. It is to kiss your children, pamper your parents, to live poetic moments with friends, even when they hurt us. To be happy is to let live the creature that lives in each of us, free, joyful and simple. It is to have maturity to be able to say: “I made mistakes”. It is to have the courage to say “I am sorry”. It is to have the sensitivity to say, “I need you”. It is to have the ability to say “I love you”. May your life become a garden of opportunities for happiness ... That in spring may it be a lover of joy. In winter a lover of wisdom. And when you make a mistake, start all over again. For only then will you be in love with life. You will find that to be happy is not to have a perfect life. But use the tears to irrigate tolerance. Use your losses to train patience. Use your mistakes to sculptor serenity. Use pain to plaster pleasure. Use obstacles to open windows of intelligence. Never give up. Never give up on people who love you. Never give up on happiness, for life is an incredible show. China’s attractiveness: the neighboring Asian countries like Japan, South Korea, Vietnam and the Philippines are getting richer. Its per capita GDP is risinggiving their citizens more disposable income- some frittered to foreign travel. Second, China has made tourism one of its pillar industries. As such infrastructure, exacting international standards and tourism-friendly policies are the Chinese norm today. But having visited China, would one also like to live there, as well? Not necessarily. The average life expectancy in China is only 75.4 years and does not compare well with Monaco (89.5 years) , Japan (84.8 years), Singapore (84.7 years) , Macau (84.5) and Spain (83.8) or about a decade longer than the average life of a Chinaman. This is according to the 2015 CIA World Fact house. The rest with long lives for their citizens are: San Marino (83.2), Iceland (82.(), Hongkong (82.8), Andorra ( 82.7), Switzerland (82.5) and Guersney (82.4 years). Why do people in these na-

tions live longer than most other countries? Let’s take Monaco. It is a small republic but a very rich state -so rich it does not see the need to collect income taxes from its people. Being such, it helped that one out of every three Monacan is a millionaire. People live in Mediterranean dies of healthy fish, veggies, whole grains and no unhealthy fat in the diet. The affluent state can also afford an excellent health service system, an efficient educational system and good public transportation. Japan, on the other hand, is known as the :nation of centenarians” with the the oldest woman (Kane Tanaka- 115 years old) and oldest man ( Masako Nowaka- 113 years old) still existing there. In Japan, there are 2 million people above 90 years old. The regular Japanese diet is said to include: healthy fish (with fatty acids), tofu, seaweed and octopus and of course, vegetables. Japan also has an accessible health care system where the government pays for 70% of all health procedures for all Japanese and 90% of those in the low-income group. Spain, on the one hand, has a diet heavy with olive oil, fish and vegetables, in spite of the fact that their traditional “fiesta foods” like paella and callos reek with forbidden richy food

They enjoy a 2-5 pm “siesta time” where people go home and take a nap with their families, There is, therefore, no “rushed” lunch hour. Finally, there is San Marino, the smallest independent state in Europe like the Vatican. Its people there are enormously wealthy with a per capita GDP of $55,000 or P 3-Million income per year. There is one quaint fact though: San Marino is said to have one of the highest quality of water in the world coming from 4 rivers. If one drinks 8 glasses of water per day, quality water does mat-

ter for health. Judging from the above, healthy diet, clean drinking water, a great health care system and the affluence of the citizens are key factors that make man live longer than others. Unfortunately, the Philippines does not have most of those. We have, instead, a diet anchored on sugarrich rice, fondness for junk food, unclean water- that’s why the bottle water business is a great one- a weak health care system and a per capita of only about $3,000. They are horrifying facts to know how far we are from being a healthy environment for long life expectancy. For comments: email to dejarescobingo@yahoo.com or boholrd@mozcom.com

FOOTSTEPS AND FINGERPRINTS

Be surprised, be a surprise!

O NANCY RUSSELL CATAN

ur MAPECON Advent/Christmas recollection was all about surprises. Moses, our son, focused on four kinds of surprises that we meet not only during the holidays but throughout the year. Although his examples were the Original Christmas surprises, we can experience these surprises every day. Surprise Encounters. There were many surprise encounters during the first Christmas: Angel Gabriel appeared to Mary, her visitation to Elizabeth (the baby in her womb leaped for joy). The shepherds were surprised by the Glorias of the angels. Mary and Joseph were surprised by the visit of the shepherds and the wise men. Surprise encounters bring great joy. In themselves they bring and show kindness. Ask yourself: how can I surprise someone in a surprise encounter today, in this coming year? Surprise Blessings. See everything as a blessing! The wise

men brought expensive gifts. Jesus’ birth blesses us with the promise of eternal life. Everything that happens to us is a blessing from God! Let us give thanks to Him for all of our inexhaustible blessings that we receive daily. Surprise Problems. There was no room at the inn, where could they go? They had unexpected visitors, how can thry receive these important people in the humble manger? Herod ordered the killing of all babies 2 yrs old or younger, how could they hide from Herod’s soldiers? Let’s escape to where? To Egypt … how could they travel

there alone with a new-born baby? What did they do? They caught each problem and prepared to confront it. The same advice is for us – catch each problem and declare you are ready for it. Offer it to the Lord and expect a solution. See every problem as a blessing in disguise, a blessing in transit, a blessing about to happen. And thank God already for both the problem and the blessing. He has something good, even better, planned for us as our faith in Him is strengthened by the to page 7

s we face and reflect on the movement in many people’s lives, one can detect, among other things, the most essential thing needed for people to learn in order to spiritually grow, share and genuinely prosper in the world. According to an enlightened American Pastoral Counselor, there is always: · a need for silence in the midst of noise; · a need for poverty amid the flaunting of wealth; · a need for peace and today’s universal outburst of violence; · a need for quality to counterbalance the increasingly prevalent response to quantity; · a need for humility to counteract the arrogance of power and science; · a need for human warmth when everything is being rationalized or computerized; · a need for slow-

ness to compensate the present eagerness for speed. · a need to belong to a small group rather than be a part of a crowd; · a need for transparency when everything seems opaque; · a need for truth when the real meaning of the words is distorted; · Yes, a need for the interior life… (a passport to Heaven) (Taken from Robert J. Making it fun – don’t get serious if your kid refuses to use the toilet. Remember that a stubborn child may take longer to learn to use the toilet than an obedient one. It is important that you remain patient and work with your kid to help him reach the goal, rather than push him too hard towards it. 2. You cannot always feed your kid what he or she wants. One way to make sure your stubborn kids get what is good for them is to make dinner time fun. Use creative ways to present the food to your little one. Get them involved at the dinner

table (ask them to set the table up, serve, help cook, etc.). Encourage them to try the food (just one bite) before rejecting it. Serve them small portions of everything and let them choose. Reward them with a dessert or treat if they finish their meal. 3. How to punish a stubborn child? Children need rules and discipline. Your kids should to page 12

s the Special Forces liaison from Fort Bragg North Carolina to Fort Benning Georgia one of my primary functions was to administer the swim test. Any soldier who wants to be a Green Beret must be able to swim 50 meters in full combat gear including their M-16 rifle. Just before Christmas, a young sergeant reported for testing. I checked his gear then threw him into the pool. He immediately sank eight feet to the bottom of the pool and began to crawl the 50 meters. He almost drowned. I had to hook him out to save his life. During the next two weeks, he came back only to fail miserably each time. Finally, I told him I would give him just one more chance after the Christmas break. Told him if he failed again, I could not allow him to continue in the program. The first week in January he reported for his last swim test. When he hit the water, there was a miracle. He swam

He confessed instead of going home to be with family and friends for Christmas, he had rented a room at a hotel, with an indoor swimming pool, and taught himself to swim. hat’s right. Sex is sacred. We should not play around with it. It is serious business, infused with a very serious mission. We should not trivialize it. Of course, it is easier said than done. The naked truth is that given our wounded condition and the current state of affairs, sex for mere pleasure exercises such tantalizing influence on all of us that we find it hard to resist its allurement. Why, even highly respected people including some cardinals, bishops and priests are accused of some sexual shenanigans. Of course, these are just accusations and allegations. We have to presume innocence of the accused until proven guilty. But that such accusations are made can only tell how problematic sex is to us. Also, the other day, a niece of mine who works in a hospital was distressed in telling me that she had to handle a case of a 12-yearold girl giving birth. It’s now common among teeners to have boyfriends and girlfriends. We can only imagine the extent of this problem that is yet to be reported. We cannot exaggerate the fact that nowadays,

this problem regarding sex has become a real scourge and a case of infestation. Pornography is rampant and easily accessible. Sexual sins are not anymore confined in the mind and in the intentions. They are deeds and it seems that they have become the new normal. You meet at random a man in the street, and most likely he is afflicted with some sexual aberration. This is the reality on the ground. Just the same, no matter how bad things look and actually are, there is always hope. We just have to be realistic in carto page 9

John 1:14 tells us that “the Word became flesh and made his dwelling among us…” Matthew 1:23 says that he was to be named Emmanuel which means “God is with us”. And Jesus Himself promised in Matthew 28:20 that He would be with us until the end of the age. Wow!!! We experience His Presence in the Holy Eucharist, in Church, through our friends, through the daily blessings and miracles in our lives. Jesus is always near, moment-by-moment. When I think of the unending stream of God’s love that He shows to us every day, I think of this natural wonder. As we continue our daily journey of reflecting on some of the promises of God in this New Year, may we always be reminded of how He sees us. The Lord is full of mercy and grace and He overflows with love towards us. Everything that He does is motivated by His eternal, unending kindness. May the Holy Spirit give us a deeper revelation of the character and nature of God this new year and may He dismantle any misconceptions of our Heavenly Dad that cause us to see Him as distant and angry. Our God and Father is good. He is full of mercy and grace and just like Niagara Falls, He continually showers His love upon us. And His love will never ever end. He wants you to keep on growing, to be wiser, to be more loving, to be better, and to be even more blessed. We saw his star at its rising and have come to do him homage.” When King Herod heard this, he was greatly troubled, and all Jerusalem with him. Assembling all the chief priests and the scribes of the people, He inquired of them where the Christ was to be born. They said to him, “In Bethlehem of Judea, for thus it has been written through the prophet: And you, Bethlehem, land of Judah, are by no means least among the rulers of Judah; since from you shall come a ruler, who is to shepherd my people Israel.” Then Herod called the magi to page 12

In this regard, we should try to explain with gift of tongue and in ways adapted to the concrete conditions of the persons concerned, why sex is sacred. We should avoid doing it in such an idealistic way that would scare or turn off people rather than help them gradually not only to have a correct understanding of the nature and purpose of sex, but also start being serious in living a chaste life. On one hand, we have to proclaim, to be positive, to highlight the beauty of sex according to God’s plan and its benefits to us if lived in true love and chastity. On the other hand, we have to teach people how to defend themselves against the temptations and how to handle their weaknesses. We have to be adept in teaching them the spiritual and supernatural means as well as the human means for this purpose. We need to remind everyone that sex is part of our God-given nature and is entrusted with the most delicate and intimate mission of cooperating with God in the creation of another person. This Reproductive Health Bill proposes that from early on, adolescents should be taught how to make effective use of the different methods of contraception. is still missing with Encilay as of Friday. The survivor is identified as Mauro Alforque, 44 years old resident of Aldea Homes who narrated to the police he was designated as “lightsman”. He saw and witnessed three of his companions, situated 8 feet apart, being buried when clay and sand above them collapsed while trying to establish a support system before proceeding. According to Alforque, his body was half buried and fortunately was able to free himself leaving the three behind with no more signs of life. Rescue operations was called off midnight last Thursday due to the high risk becoming worse due to the presence of water under and with a sandy soil. They have decided to conduct retrieval operation early this morning using three heavy equipment sent by Dumaguete Mayor Ipe Remollo, a loader, two backhoes and a dumpt ruck. Mayor Abiera also sent his Sibulan resuce team. Bureau of Fire Protection rescuers headed by Supt Mary Joy Candelario were able to penetrate underneath but could not reach to the collapsed site because of a body of water underneath and that the space is only like a dog hole. Mayor Jose Pepe Abierra of Sibulan personally supervised the retrieval operation early Thursday morning with his disaster risk reduction

From page 1 Trusting in “legends” and unverified tips of old folklores, four treasure hunters were financed by an Indian couple to pursue the hunt for the lost gold, believed to be hurriedly buried in shallow grounds during the final days of the Japanese occupation. Bolocboloc is a legendary area near the old Japanese occupied airport. Some of them who might have left hurriedly brought some stolen treasures and buried hastily somewhere in Bolocboloc. With the help of a “gold metal detector” the foursome entered into ajoint venturte with one Chrisine Singh, a partner of an Indian national who is out of town. They reportedly bought the house for P2M and in November started digging a “deep water well” inside the house along the road in Purok 4. The neighbors although suspicious, did not know that the tunnel already extended across the concrete barangay road leading to the “supposed site”. But before they could proceed, last Jan 1,the tunnel bellow that was crossing the road collapsed due to muddy water seeping. The three-

some were caught by the dumped soil and until now are not yet accounted for. A fourth light man who flashed the spot light one Mauro Alforque 44, who stays at Aldead Homes survived and escaped the collaaped soil and narrated the harrowing experience the police as he called for help. Sibulan and Dumaguete rescue teams responded. Mayors Abierra and Remollo were at hand to supervise the team until the body of one Argie Javier, 28,single of Bacong was retrieved floating in mud water below. The two others after three days were feared dead without food and air to breathe. They were later identified through their next of kins: The lost gold hunters are: Feliciano Encilay Sr., 62 years old a retirable employee of the provincial veterinary office, resident of Cervantes street in Dumaguete City. Dumaguete Mayor Remollo immediately mobilized the city disaster risk reduction office and sent t hree heavy equipment while the provincial disaster risk center headed by Adrianito Sedillo also helped in planning for their next move. Initial investigations showed that the lot where the excavation originated was bought by a certain Christ ine Singh from Ramon Iso in May last year. For more than six months they have dugged 30-35 feet vertically then proceeded northward horizontally for t wo meters then down by four feet reaching the water bed so they bring in their own submersible pump and proceeded up to 13.4 meters where the sandy/ clay soil collapse. Malahay said t he four were not only digging/excavating a vertical deepwell as claimed by the workers but digging forward horizontally endangering the lives of motorists because it went as far as the other side of the barangay road. He said that mining and treasure hunting are two different things. Mining is processing

minerals that can be recovered from the soil while hunting is in search for treasures being hidden thousands and years back. Malahay said, history will tell us that when the Japanese army was withdrawing to the hinterlands of Negros Oriental they have no more time to dig as high as 50 under if only to hide their treasures. The possibility is that the treasures are buried in shallow holes not very deep. lic moral teaching regarding the principles involved. Then they set forth the guiding principles approved by the CBCP for the guidance of the Catholic faithful of the Philippines : 1. Respect should be given to the sacredness of human life in all its stages. 2. Marriage and the marital act have two aspects, the unitive and the procreative. These two aspects are never to be separated through man’s initiative, though it is not forbidden for couples to engage in the marital act during infertile periods. 3. Directly willed abortion, the use of abortifacients, sterilization, and contraception are wrong in themselves. They are wrong not because the Church forbids them; the Church forbids them because they are morally wrong. 4. The Church teaches the need for responsible parenthood. This means, among other things, that couples should bring into the world generously the children whom they can raise up as good human beings, but they should seek to bring into the world only those they can raise up as good human beings. 5. The Church advocates Natural Family Planning as the only morally acceptable way of practicing responsible procreation. 6. The Church rejects the contraceptive mentality, i.e., the atti-

tude that selfishly avoids the procreation of offspring solely because the couple do not want to bear the responsibility that comes with having a child. It is wrong to use even Natural Family Planning methods in pursuit of such a contraceptive mentality. 7. The Church teaches that the decision on the number of children lies solely on the parents. No one can make the decision for them. But the parents are to make their decision responsibly, that is, with a sense of their responsibility to each other, to their children already born, to their children still to be born, to society and to God. 8. Hence, the Church is against any coercion exercised on couples to pressure or force them to limit or increase the number of their children. It is also against any coercion exercised on any other person involved in helping in the regulation of birth. 9. The increased or decrease of population growth does not by itself spell development or underdevelopment. The Church does not forbid the advocacy of the acceleration or decelaration of our population growth, according to circumstances, provided this is achieved within the parameters of freedom of conscience, the responsible decision of couples, and the principles of sexual and family morality. 10. Because the

Church regards artificial contraception as wrong in itself, the Church will object to its dissemination and use. Further, Church personnel and institutions cannot be expected to cooperate with the dissemination and use of contraceptives. 11. The Church acknowledges religious freedom and freedom of conscience. But she has the duty to announce and promote the moral law regarding the regulation of population. In conclusion, “there are no ‘value– free’ methods of family planning. Research scientists, medical personnel, government officials, and welfare agents should reflect seriously on the consequences of their activities, on the assumptions they hold, and on the goals they pursue in family planning” to page 12

Gandhi when he said: “The world has more than enough for man’s needs, but not enough for man’s greed”. The Catholic Hierarchy of the Philippines affirmed: “It is possible to succeed in cutting down the size of families of our people, and yet in the end remain with the population problem still unsolved. And all because the problem was not attacked at the roots...No program then that merely plays with numbers to solve the population problem can succeed unless there takes place a change of heart, a change from the covetous to the generous. This change must be affected in all, in the leaders as well as in the citizens of the community”.

No one can prove The 25th December is the birth of Christ. Christ’s birth is one of the important doctrines of The Bible. Such as Creation, Death and Resurrection are very important in the Bible. If One is taken away, then all will fall. These doctrines such as Creation, Birth, Death and Resurrection are doctrines that will be foundational and must be believed to be saved and Go to heaven. I am sure many know very little of Creation or these doctrines when they Accept Jesus Christ as Savior, but these doctrines hold the Bible together. Romans 10:9 “That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead thou shalt be saved” Paul said in I Corinthians 15:2 “By which also ye are saved, if ye keep in memory what I preached unto you, unless ye have believe in vain” Paul said in I Corinthians 15:3 “For I delivered unto you first of all that which I also received how Christ died for our sins according to our sins; Vs. 4 “AND that he as buried, and that he rose again the third day according to the scriptures” This gospel could not have ever been preached without the Birth of Christ. His birth was announced by the angels. It disturbed kings such as Herod. It brought Wise Men thru many dangerous places such as mountains, deserts, rivers and even robbers and yet, they were blessed with a star to follow to worship this Christ child. Why did the religious People of Jerusalem not come down to Bethlehem to worship Him? Think of the things given to the Christ Child such as gold, frankincense and myrrh! These could be for expenses! City’s post holiday surprise drug test From page 2 merry making activities. Assistant City Administrator Dr. Dinno T. Depositario said that the surprise drug tests merely reiterate the policy of the administration of zero tolerance of drug addiction in the workplace, which affects not only the performance of the individual but also the integrity of the local government unit. Dino did not say whether there were positive finds. Nevertheless, those found positive, whose samples will be sent for confirmatory tests, shall be notified and separated from the service unless they will voluntarily undergo the community based rehabilitation which they must complete and pass prior to their reemployment. The city government currently has nearly 1, 800 regular, casual and job or-

der employees who may randomly be summoned to take the drug tests at any time. In 2017 alone, dozens of city government employees, including women, were found to be engaged in illegal drugs use but many of them refused to undergo rehabilitation or failed to complete the number of sessions required of the program, thus their dismissal from the service became final. The purging of drug dependents in the city government is in support to the national campaign against illegal drugs of President Rodrigo Duterte. In fact, Mayor Felipe Antonio Remollo and other elected officials of the city took the surprise drug tests supervised by the Department of Interior and Local Government and the Philippine National Police.

he chairperson of the city’s Local Council on Women (LCW) underscored the role of men in advancing the anti-Violence Against Women (VAW) advocacy in the community. LCW Chair Rosalinda Abellon said men should always respect women and girls in their homes, workplace, and in the community and also join groups that promote anti-VAW efforts and participate in discussions to further raise awareness on this advocacy. Abellon believes this is an effective strategy because most of the perpetrators of VAW are men and these advocacy groups can give enlightenment to them.
