ayor Felipe Remollo cited the gaines made by the City in the past year. In a series of year end meetings and assessments, he lauded the various officials in the City Council, key officers of the departments and all employees for their efforts to meet and some even surpass their targets for 2018. Mayor Remollo enumerated for the record, the international, national and regional recognition of the city’s competitiveness in local governance, trade and business and sports tourism. Among these awards and recognition reaped by the City are: Best Retirement Area in the country by the Philippine Retirement Authority; 2nd Most Efficient Government in the country among all component cities, having excelled in creating business friendly environment by cutting red tape and corrupt free transactions; 2017 Regional Best Public Employment Service Office and Ma. Socorro Mira as Best PESO Manager of the region; Barangay Banilad as Outstanding Barangay and Maria Socorro A. Tuble of Poblacion 1 – 1st Runner Up Search for the Regional Outstanding BNS Award received during the 2018 Grand Nutrition Awards of Region 7; one of the Most Peaceful and Child Friendly cities in Central Visayas and LGU Sports Organizer of the Year and Runner up as Sports Tourism Destination of the Year in the Philippines (after Subic Freeport). Meanwhile, the City Health Office also won regional awards for Regional Epidemiology and Surveillance Unit “Gawad Matanglawin” Award; Active and Responsive in Management, Outstanding in Risk Reduction in Emergencies and Disasters (ARMORRED) Award and Top Performing LGUs on Percentage of Households with Sanitary Toilet Facilities. Peace and Order: The Dumaguete PNP was cited as the Best City Police Station in the province principally in its campaign against illegal drugs and the significant decrease in the number of crime incidents in its area of responsibility by the Negros Oriental Police Provincial Office. In the current year 2018, PNP Dumaguete confiscated illegal drugs worth P 4.6 million compared to P 470, 628.00 in 2017. City Hall’s retirees honored

On Christmas Day, guerrillas battled Army Special Forces troops at the boundary of Surigao del Sur and Agusan del Sur, she said. In Prosperidad, capital of Agusan del Sur, Brig. Gen. Andres Centino, commander of the Army’s 401st Infantry Brigade, presented to the media 19 former NPA members who had surrendered. The group also turned over 14 firearms, including assault rifles and pistols, radios and about 1,300 rounds of ammunition. One of the leaders of the group, identified only as Ka Boss, said he decided to surrender because of the hardships on the run and his 10-year separation from his family.

The city government publicly acknowledged the services of around forty-eight newly-retired City Hall employees during the annual Christmas Party recently at the Quadrangle. Honoring the city Hall retirees at the recognition rites were Mayor Felipe Antonio Remollo, Vice-Mayor Franklin Dy Esmeña Jr., Councilor Karissa Tolentino-Maxino, Councilor Lilani Ramon, SK President Lei Marie Danielle Montesa Tolentino, Councilor Michael Bandal, City Administrator Ricardo Gonzales Jr., and Assistant City Administrator Dr. Dinno Depositario.

In Luzon, the Army’s 2nd Infantry Division commander, Maj. General Rhoderick Parayno, said 164 rebels had surrendered in Calabarzon. “The (CPP) has lost its relevance [and] is just living on propaganda,” Parayno said. “Those who understand their plight, their cause, are surrendering. They’ve not only lost 50 years. To shorten the description of the anomaly, it is simply that next year’s annual budget is laded with surprise additions, add-ons and insertions, but in the billions of pesos obviously for favoured congressmen and senators. This is unfair, and smells, looks and talks like graft again. But in fairness, the difference is that the money is inserted into the congressional budgets of national agencies and no longer in the name of legislators unlike before which practice was abolished by the Supreme Court. But the porky pig is back in a different form but the same in substance. The favoured legislators are allotted these insertions in the national budget of line agencies which is nothing but the same

cidentally 2019 is election year in May. Will ALL the money go to their projects? Those who say Yes, raise your hands. But hey, the ordinary legislator is also getting the minimum “insertion” for his projects of P16-Million each, so they say . This has yet to be confirmed. Well at least, we hope it will go to his district’s project and not somewhere else. This is what one irate legislator called “legalized graft.” This is not a good way to greet the New Year at all !. The people are angry again. The only way to stop these malpractice is NOT TO VOTE for these legislators who have billions of pesos in budget insertions notably for ELECTION YEAR 2019. Let us stop this legalized graft by not voting for them next year, if ever the allocations will go somewhere else but the projects. Happy New Year na lang !

he manger (Christmas) and the cross (Crucifixion) are two of the greatest symbols of Christianity. The first is to prove that the King that was born is not of this world (and its standards) and the second is to prove His love by dying in a public death with arms outstretched on the cross- to prove His love for all mankind. But without a birth,first- there is no resurrection -two reasons why the most celebrated feasts in Christendom are: Christmas and Easter Sunday. Reading a powerful book titled “The Good and Beautiful God” came at a time when we finished watching on Imax Theaters a scintillating science -fiction movie titled “Interstellar”. In one cinematic moment of grandeur -when the movie showed a few seconds of the image of what space looked and felt amid the vastness of the universe, one cannot but be awed by the power of God. How His Goodness had put so much order and beauty in the huge galaxy and found a tiny dot (planet earth) to place humans, born to His image and likeness and to whom He sent His Only Son

to deliver from sin-is awe-inspiring. How sweet it is ,indeed, to be loved by a “Good and Beautiful God”. Our God is not a performance oriented God where he blesses only those who do good and punishes those who do evil- in the material sense. Mathhew 5:4-5 says “He makes His sun rise on the evil and the good and sends rain on both the righteous and the unrighteous”. The missionaries ,who are deprived of all the minimum of human,decent comfort -find peace and joy in their hearts which the evil rich will never have. The spiteful, greedy, and mean rich may appear in luxury- but left alone, they are gripped with “guilt, loneliness,remorse and self-hatred”. How many billionaires and celebrities ,indeed, had taken their lives (suicide) -and realized “it is loneliest at the top”? The “Prosperity Gospel” is often flawed as corrupt, evil men live like kings while the most devoted Catholics

A man lost all his possession in a major fire: “When I lost everything, it was the day I realized that God is enough.” One wit said” The greatest abundance is to want nothing.” It is joyful to watch pictures of a smiling Christ -rather than that of a stern, punishing God. It is vitally important that the image we have of God is Someone who is trustworthy-always protecting our best

interests at all times. In good times and bad- we must always trust in Him.How is this depicted-say in a Yolanda aftermath? And realizing that the phrase:”it is better to give than to receive” is not just a figure of speech. A trustworthy God is pleased when we express that trust -by not focusing on our “cups”-,namely, our sufferings and needs but on God’s countless blessings. But He did promise-the Gates of Heaven- to those who will take up their cross daily and obey His Commandments. Christmas is Jesus’ birth anniversary. It is a time to rejoice-Alleluia, alleluia! Could oppression, or anguish, or per secution, or famine, or nakedness, or peril, or sword? 36 Even as it is written, “For your sake we are killed all day long. Paul the Apostle said he was convinced that nothing could separate him from the love of God. Then he went on to list many things that could try and separate him. Death, life, angels, principalities, powers, things in the present, things in the future, etc. But something happened in Paul’s life that convinced him that no matter what happened, nothing would ever keep the love of God away. This is a man who was ship wrecked, stoned, persecuted at every turn and eventually martyred. If Paul needed to be convinced of the closeness of God’s love, I think we do too. The Bible says that God’s tender mercies are new every morning, so every morning is a new opportunity for each one of to page 9

His birth was announced by the angels. It disturbed kings such as Herod. It brought Wise Men thru many dangerous places such as mountains, deserts, rivers and even robbers and yet, they were blessed with a star to follow to worship this Christ child. Why did the religious People of Jerusalem not come down to Bethlehem to worship Him? Think of the things given to the Christ Child such as gold, frankincense and myrrh! These could be for expenses! Mayor cites gains... From page 2 and employees, automated payroll system and strict adherence to bidding processes. The city also earned the distinction as 2nd Most Efficient Government in the country among all component cities during the 6th Regional Competitive Summit organized by the Department of Trade and Industry to recognize the most competitive Local Government Units or LGUs for 2018 through the Competitiveness Bureau to highlight the results of the Cities and Municipalities Competitiveness Index (CMCI) 2018, which targets to rank over 1,500 local government units across the Country. This is in recognition to Mayor Remollo’s efforts to enhance the Business One Stop Shop or BOSS to assist all entrepreneurs, big and small, to experience ease in doing business in Dumaguete City. As a result there are now 7, 459 business establishments operating in the city in first half of 2018 up from just 7, 074 in 2016; created 10, 102 local jobs from July 2017 to June 2018; City Treasurer Cristina Merced projected P 324 million revenues from local sources or businesses alone in 2019; thus the city has approved its biggest ever budget at P 790 million for 2019. In 2017, the city has posted an excess collection of P 91.4 million in revenues, which can be repeated by the end of current fiscal year 2018. Mayor Remollo credited this feat to the aggressive tax collection and sound fiscal management of all responsible officials, who are committed to good housekeeping and ethical conduct in service. Sports tourism Dumaguete City was the clear winner in the race for the Sports Tourism Organizer of the Year in the Philippine considering the series of successful hosting of major national, international and local sports events, among them: National University Games (3 straight years), Dumaguete Dragon Boat Race (regional and international), Little League (Baseball, softball) Philippine and Visayas region series, International Handball Tournament, Children’s Games, Batang Pinoy (Visayas Leg), Regional Meet, Dumaguete Triathlon (Regional) and Beach Volleyball Republic. Dumaguete City is also runner-up to Subic Freeport as the Sports Tourism Destination of the Year in the entire country. Next year, the city has been selected as host of the Central Visayas Regional Athletics Association Meet, Private School Athletic Association Meet and the exhibition game between Ateneo and La Salle slated on February 2019.

International Relations: Various diplomats paid visits to the city to discuss with Mayor Remollo areas of mutual cooperation to promote trade, commerce, education, culture, sports and tourism. Among the diplomats who have already visited the city were New Zealand Ambassador David Strachan, Russian Ambassador Igor Khovaev, British Ambassador to the Philippines Daniel Robert Pruce, Consul General Shi Yong of the People’s Republic of China United States of America Deputy Chief of Mission Michael S. Klecheski, Ambassador Mohammad Tanhaei of the Embassy of the Islamic Republic of Iran and Singapore Ambassador to the Philippines Kok Li Peng Priority projects: The increased collections has funded the priority projects of Mayor Remollo, just recently some 25, 711 get early Christmas cash gifts from the City Government of Dumaguete under the bigger Pamaskong Handog this year to include 16, 605 indigent families, 8, 336 senior citizens and 769 Persons with Disabilities, who received P 500.00 each as their Christmas gift from the local government totalling P 12.8 million. This is the biggest budget appropriation for the Christmas cash gifts to reach the most number of vulnerable and poor residents of the city. Meanwhile, PLDT won the bid to undertake the P 69.7 million Lease of CCTV system in the next 8 years to include installation of 330 cameras in 30 barangays starting March 2019 to help solve and prevent crimes, improve traffic management and serve as early warning system during calamity. Next in the pipeline is the installation of the modern traffic lights system in strategic locations of the city. PLDT and another company has presented separate proposals to the Bids and Awards Committee. The city government has also allocated P 25 million for the construction of a full span concrete bridge in Colon Street at the back of Foundation University with the public bidding of the project slated in the first quarter of 2019. Another bridge will replace the dikes near the Bureau of Internal Revenue to be funded in the same period of 2019. Civil works for the restoration of the Old Presidencia and the Quadrangle is nearing completion by first quarter of 2019 to serve as a regional museum. The multi-million shoreline protection in the south end of the boulevard starting at the Dumaguete Press Club to shield the coastal communities of Poblacion 1 (Tinago), Calindagan, Manganao and Banilad from the rising sea water and storm surge.

Finally, the construction of a central Materials Recovery Facility in Barangay Candau-ay will ensure that the closure of the dumpsite in the same barangay will be realized at the soonest once all the documents and permits are secured from the regulatory agencies. Mayor Remollo has rallied all local official and employees but also the residents to continue their cooperation and support so that the vision of his administration to build a livable, cleaner, peaceful and progressive city will be fully realized as a united people.
