MOA with Ombuds on lawsuits against cops The Provincial Peace and Order Council (PPOC) in Bohol now eyes replicating a move which the Department of Justice (DOJ) and the Office of the Ombudsman adopts to keep law enforcement's morale up while doing their jobs. Mulling on following an initiative by the DOJ on quelling suits which are by preponderance of claims, clearly to intimidate government prosecutors, the PPOC is now looking at replicating this practice to keep its diligent police officers off the legal hooks while in the performance of their jobs. Drug runner nab in buy bust in Duero Another drug runner in Duero suspected of working for one of the two warring drug rings in Bohol has been caught in yesterday's buy-bust operation. The municipal police team of Duero arrested one Jayson Solon during a buy-bust operation at around 2:15 a.m. on December 26 in Barangay San Antonio. SPO2 Dionilo Loro Tapang, who led the police team, said the arrested person is only 22 years old, single and a resident of Barangay Madua Sur in Duero. The municipal police team conducted the buy-bust operation in coordination with the Bohol team of PDEA. Crimes hike in November Crime volume in Bohol escalates 8.77% in November compared to last month as police blotters recorded 638 as against 532 in October. The spike in total crime volume however feature a 15.25% decrease in index crimes, which amounted to 45 cases lesser than last month, according to Camp Dagohoy's Police Superintendent Ricky Delelis. Old P5, P10 bills still legal tender ‘til December Contrary to popular belief, the old P5.00 and P10.00 bills of the New Design Series (NDS) can still be legal tender until December 31, reminds the Bangko Sentral ng Pilipinas (BSP). Miss Universe visits Bohol Boholanos, even two days after that victorious day for the Filipinos, remain stunned on the historic event of producing the third Filipina beauty as Miss Universe in the person of Pia Alonzo Wurtzbach. The beauty queen who is now the reigning Miss Universe is regarded by the Boholanos as the" fresh yet enduring face of empowerment" not just among

Filipinas but women of all nations. During a random gathering of comments and views aired at the top-rated "Inyong Alagad" of dyRD, Gov. Capitol: no report on human rights violations Neither Governor Edgar Chatto nor the Bohol Peace and Order Council (PPOC) received any formal copies of the fact finding mission results which a peasant group sent to investigate alleged human rights violations in Trinidad. But, despite not being furnished any report on the International Fact Finding Mission (IFFM) which Asian Peasant Coalition (APC) organized to dig on alleged

human rights violations committed by the military encamped in San Vicente, Trinidad, Gov. Chatto sent out at least two memoranda directing concerned government agencies to act on the matter in the complaint. The proactive Chatto said despite not getting the copy of the mission results, he asked concerned agencies to address the allegations and for LGUs to conduct assemblies to talk to

the people about the allegations. One-Stop Shop at City Hall assured City Mayor John Geesnell “BABA” Yap did a final check on the establishment of the onestop shop in a coordinative meeting with the various department heads last week. The City Mayor made sure that it's “all systems go” for the business permits application slated on January 4 to February 15 next year. This Day “Do you know what day this is?” asked the frail, seamy-faced Trappist monk. “Don't bother me old man,” snapped his fellow prisoner, Jean Pasqualini. Both were trudging toward work fields in 1961 from their prison camp south of Beijing. It was Christmas, Pasqualini suddenly remembered. He sensed the monk wanted to pray. “You're mad,” he erupted. “But I must,” was the gentle reply. “We're the only two here to whom this day means something.” “Fifteen minutes, old man. No more. Understand?” Pasqualini hissed as the monk limped down from the ridge. Any minute a guard's whistle could blow. Pasqualini squirmed. But only the winter wind ruffled poplars. He peered into the valley. Below, the monk used a rock for an altar. A mug served as a chalice and a flattened tin can a paten. He had fermented wine from saved summer grapes. An unleavened loaf came from scrap grain. Tattered prison garb were his Mass vestments. “He knew he could be shot,” Pasqualini recalled for Reader's Digest years later. “And whenever it is Christmas, once again I see him standing serenely in that freezing wind, holding wafer and wine, declaring his oneness with God.” In Christmas 2015, more people in China will “go to church than in the whole of Europe” where church attendance continues to dip, notes the British Broadcasting Corp. How many Chinese Christians are there? asked Tim Gardam in a BBC Radio 4 program. Beijing claims 25 million. It undertakes “to protect and respect religion, until such time as religion itself will disappear.” This post-Mao rewrite renders unto Caesar what belongs to God. The official Church has carved elbow room. But numbers attending official churches are dwarfed by “house churches.” These sprouted like mustard seed. “They unnerve the official Church which fears their fervor may provoke a backlash.” There is a large Catholic underground Church. The officially sanctioned Chinese Catholic Patriotic Association (CCPA) appoints its own bishops with agreement by the Vatican. Inch by inch, Rome and Beijing strived to come to an accommodation where no one yielded what it deemed

Christmas Family Reunion and Some Memories According to our Claretian Bible Diary 2015, today is the Feast of the Holy Family of Jesus, Mary and Joseph. According to the Gospel: Lk 2:41-52: “Every year the parents of Jesus went to Jerusalem for the feast of the Passover…and when Jesus was 12 years old, he went up with them…. After the festival was over, they returned but the boy Jesus remained in Jerusalem and his parents did not know about it. … As they did not find him they went back to Jerusalem…and after three days they found him in the Temple….His mother said to him, “Son why did you do this to us….” Then Jesus said: “Whey were you looking for me? Did you not know that I must be in my Father's house?” Our Christmas family reunion. Our own Global Family took advantage of Christmas 2015 for our very brief get-together in our ancestral home in Beverly Hills, Antipolo City. Jonas our youngest again lives with us. Otherwise the whole family can only get together by email and global telephone and very occasional visits. Daughter Lanelle, our eldest, lives in her own home in Beverly Hills, Antipolo and she hosted our Christmas Eve Noche Buena dinner and family reunion. Son Jobert, our second eldest, came home from Pennsylvania. Rossana our third family member came home from Singapore. We were joined by closest family friends Monique and Bruce. We also had Christmas day dinner in our Ancestral Home in Antipolo where my wife, Coring (going 84) and I (going 88) are the ancestors. What a blessing and joy it is to be all together on Christmas, howsoever briefly. Especially because we, the ancestors, are very senior and still reasonably healthy, by God's grace. From December 26 to 30-31, some of us also took our vacation in Panglao and Duero, Bohol. Duero is where we have Handurawan, Balay Abueva, the ancestral home by the sea where my brother and sisters are the living ancestors. My sister Ching Abueva Floro, the widow of Martin Floro, has retired in our Handurawan after living in Australia for some 35 years. Yearly she visits Sydney for three weeks to validate her Australian citizenship and avail herself of her generous medical benefits. The original Abueva ancestral home was built on the same memorable site by the parents of my father, Teodoro Lloren Abueva: namely Manuel Abueva (Capitan Awing) and Leocadia Lloren (Mama Cadia) Abueva. As youngsters before World War II (1941-1945) we used to spend our school vacations there with Papa (Lolo) Awing and Mama (Lola) Cadia. We still have fond memories of those vacations. We were living permanently in Tagbilaran, the capital town of Bohol. Happiest and saddest memories of Duero. Our evacuation in Duero during the Japanese occupation

Proclamation and dialogue Chaplain Center for Industrial Technology and Enterprise (CITE) Talamban, Cebu City Email: roycimagala@gmail.com THIS is both the task and the challenge of a good teacher. He has to know how to proclaim the truth about the subject he teaches. He has to dish out the pertinent data, information, and other trivia. But he also has to wage a continuing dialogue with all the relevant references of his job, so that his stock of knowledge would not grow idle, stagnant, if not dead. A teacher who has been teaching the same subject in school for years has to make continuing research and study, and be sensitive to the developments of his field that these days are in a galloping state. He has to pay attention to the authorities and experts of his field, as well as to his students in their concrete situations and conditions. In a sense, he is like a mediator, a bridge. In fact, if he has to stay afloat in his work or business, he has to continually find new frontiers. He should not be contented with what he already knows and has achieved. Though there are things that by their nature will stay permanent and unchangeable, he should not forget that there are also things that can and should change depending on the circumstances and developments. In this regard, it might be relevant to cite some words of that Chinese business wonder by the name of Jack Ma, founder of Alibaba: “What I said on the occasion of our IPO last year when we raised US$25 billion bears repeating. What we earned was not money, but trust. Maintaining that trust means we must listen carefully to the views of others. It also means we must reflect on the challenges we have been communicating with our shareholders and the public.” And this task of engaging in continuing dialogue with others is especially true when we have to preach the living word of God. We should not only proclaim it. Sooner or later, if we just contend ourselves with proclaiming it, we will realize that in spite of our best efforts at rhetoric and oratory, it will sound stale and meaningless, and our proclamation will just fall on deaf ears. One has to make his preaching an occasion to dialogue vitally with God and with others. Otherwise, what is living and life-giving in it can freeze and become ineffective. When we notice that our preaching does not have some sensible impact on us and on others, we have good reason to suspect that our preaching has not been a dialogue with God and with others. When our proclamation of God's living word is also a dialogue with God and with others, there will always be some palpable effects, some transformation, some conversion. That's because God's word is always effective, as the Letter to the Hebrews says: “For the word of God is living and active…” (4,12) We have to understand that this living word of God is both old and new, divine and human, supernatural and natural. It embraces both time and eternity. There are things in it that will never

Time Line Year 2015: Changes and No Changes Proem It is said that the only permanent thing in life is change. Some changes are abrupt and we can notice it. However some changes are imperceptible and we can notice it only after a passage of a long time. When the M7.2 Bohol earthquake occurred on Oct. 15, 2013 the changes were abrupt that we can notice that the Churches of Loon, Maribojoc, Loboc, etc. are already gone. However the way Boholanos celebrate their town fiesta has only imperceptible changes. The civil officials of the towns still join in the celebration using public funds even if the Philippines Constitution mandated a complete separation of Church and State. During the Spanish era, the civil aspect of the town was under the religious aspect of the town. The civil officials were required to spend for the celebration of the town fiesta. Until the present the mentality of the people has slightly changed. Did I Cause Changes? I started writings this column “Sundry Chronicle” in June 1991. After almost 25 years, I have written not less than 1,200 articles regarding Bohol. However, starting year 1985 I already contributed articles in this newspaper “The Bohol Chronicle”. Many towns in Bohol have given me a Certificate of Appreciation for determining the date of establishment of their towns, like Tagbilaran City, Baclayon, Alburquerque, and Lila. Many towns are using my data and it is alright with me if I will not be given a Certificate of Appreciation. My articles that caused major changes where those about the Eskaya of Bohol and the Sikatuna-Legazpi Blood Compact site. My series of articles regarding the Eskaya became the basis for its recognition as a “Cultural Minority” and eventually the granting of their “Ancestral Domain” in the hinterlands of Bohol. My series of articles regarding the Blood Compact site and date convinced the National Historical Institute (NHI) that the actual site was in Hinawanan, Loay, Bohol and the date was March 25, 1565. For this feat, I (Jes B. Tirol) and my co-advocate Prof. Emmanuel Luis Romanillos were granted by Loay, Bohol as their “Adopted Sons”. What is not yet changed is the date of creation of the Province of Bohol. According to the records in the National Archives the date is March 3, 1854. It is found in the Royal Audiencia file and the Governor General's file. The Province of Bohol still continue using the wrong date July 16, 1854. It is the date of the arrival of the decree from Spain after the decree of creation was approved by the Queen of Spain. Changes in Communication Nowadays the younger generation seems to assume that the method of communication is the cell phone and the internet or facebook. Only very few could correlate with the telegram and mail of a few years ago. Even the telephone or what is now called “land line” is used only in relation to the internet. During Spanish times there was already the telegraph and the telegram. It was a combination of wire connections and semaphore signaling. The Americans introduced the telephone system, which for long distances were done by relays of communication. The telephones were sensitive enough that the Bisayan word for telephone

DTI hands P3.6 M SSF for Loboc, Lila The government through the Department of Trade and Industry (DTI) hands out a total of P3.6 million worth of shared service facilities to three beneficiaries as the move towards inclusive growth ripples to two Bohol towns, December 21. No less than DTI Region 7

The new P193, 800 shared service facility for its members comes at a time when Loboc women RIC members recall the great flood last year which sidelined most of their previous preoccupations. “This would be a good start,” a member of the RIC said, considering that not so far away is a main tourism hub, which could use their souvenir items as display. “We are seeing additional income and more easy access t o t e c h n o l o g y, a s t h e government through the DTI has set up a facility where the technical help can easily be centered,” she added. As we near the end of the year, it's time to take a look back. VRS is bringing you the big moments that defined 2015 and the people that inspired us the most. Mercy and Compassion Five Boholano survivors Veneranda Gentallan of San Roque, Maribojoc; Shirley Bongay of Lintuan, Loon; Niza Flores of Poblacion, Sagbayan; Saturnino Barace, Jr. of Ta g u b a a s - O b u j a n , Antequera; and Salome Israel of Tubigon met Pope Francis on Jan. 17. Flores lost her youngest son, Geevie, 12, who was covered by rubbles of the collapsed internet cafe. She said that she can hardly overcome what happened to her youngest son. Israel lost her right arm

and broke her pelvic bone when earthquake struck. However, the cheerful Salome said that “everything happened has a purpose.” Bongay of Loon town lost her right hand after being trapped in wreckage for nine hours. Gentallan almost died when her house collapsed. She suffered a head injury and was brought to Cebu province to undergo an operation. She stayed at the hospital for one month. Her recovery was said to be a “miracle.” Half of Jr's body was buried underground after the quake. He, too, was injured, but he managed to survive. Cosmic mistakes

Through Mommy's Eyes For today, I asked my wife, Mhalene to write on this column. Her reflection and Christmas experience taught me how mothers can truly be a light in the home and inspire others to look to that light. Here is her voice. This Christmas, my experience and that of my family taught us a very important lesson; that we always have a choice and that choice can make a significant difference even in seemingly minute things. We w e r e a l r e a d y expecting a “Home Alone” sort of Christmas since our relatives and helpers expressed that they will each go home and spend Christmas with their respective families too.With four young children (3 months is the youngest and

breastfed), I braced myself for a challenge. I knew it would not be easy for Kit and me to prepare our eveningand keep the kids especially when the youngest craves for her fresh supply of milk. But beautifully, the whole night until Christmas Eve was just solemn and meaningful. We ate pancake and iced tea for Noche Buena. The fireworks were entertaining. But more than anything else, we were able to pray as a family and greeted Jesus a Happy Birthday. On Christmas Day, we were excited to go to Tubigon to visit my family and do our yearly gift giving to the poor families there. We expected our house helpers to come back in the morning and tend the house. But there was no

response after several texts and calls. Kit started to get grumpy and angry. I also began to feel anxious…and then disappointed, and then angry as well. The children also became rowdy sensing our very own frustrations. But realizing the great blessing Christmas day has for us, I remembered the ordeal of Mary on that fateful night she gave birth in a manger. The very inspiration I got from that image is Mary's trust in the great plan of God. And that soothed my heart. With the change in thoughts, I also felt the change in my feelings. Hence, instead of ruining my day, I decided to make it great just like the night before. I

chose to be beautiful, happy and inspiring…and I did just that. I cleaned up the house, took a bath and wear nice clothes. I also did that to my kids and inspired my husband to do the same. And Christmas Day ended the way it started; solemn and meaningful. I got to spend it with the most important people in my life and I was able to serve them and love them in the way I know best. P.S. Our household help came back late in the afternoon already. And instead of getting angry at them, Mhalene's perspective taught me to look at things in their favor. That Christmas is for family and there could be no greater gift we could share to them than having them spend Christmas where it should be… in the home.

In retrospect, while the rushing Christmas season came, we witnessed two costly mistakes of colossal proportions---one in the world of fiction, while the other one in biting reality. First, we watched the showing of Star Wars Episode VII “The Force Awakens” where the plot was supposed to be shrouded in secrecy lest it would spoil the suspense, specially among thrilled movie fans who have been awaiting its screening. One of the highlights was seeing the eternal retirement of the character of Han Solo, played still by actor Harrison Ford, slain by his own son Jacen Solo. Jacen Solo is the love child of Princess Leia and Han Solo, who transformed to become Darth Caedus, the emerging powerful lieutenant of the Dark Side, a post vacated by Jacen's grandfather, Darth Vader in a previous episode. In this story, Han solo committed a fatal mistake of believing that he had won back his son from the Dark Side. In their father-and-son encounter, Han Solo approached the seemingly repentant Darth Caedus, but only to be lured to meeting his violent death literally in the hands of his own son with the use of a fiery light saber.

That ended the character of an aging Han Solo, in the Star Wars saga, brought about by a huge mis-reading of the predisposition of his own son. Meanwhile, in the real world, another galactic error was committed earlier in the week by a literal mis-reading of the winner of the 2015 Miss Universe pageant that sent shock waves across the globe particularly in the Southeast Asian region and countries in Latin America. The host of the annual beauty event Steve Harvey, mistakenly read Colombia as the new 2015 Miss Universe, instead of the real winner, our own Pia Alonzo Wurtzbach. The mistake has caused a volcanic eruption of fuming reactions, particularly from the embarrassed camp of Miss Colombia and her compatriots and fellow Latinas. It would seem though that the cosmic blunder would not cost Steve Harvey his job, nor any of the hairs of his head for there is none of it left, but it will expectedly spawn a natural hesitance to engage him to host a similar contest. And around us we see newly-built houses rising up by way of government projects and/or private firm developers. And we have heard from a lyric of a song that goes; “a house is not a

home unless there are people living there…” True enough, the love and sanctity of people living in a house transformed that house into a “home”. Brothers and Sisters, on this feast of the Holy Family of Jesus, Mary, and Joseph, try to look into your homes; are they reflective of the holiness of the home of the Holy Family? And if not, what is lacking in there? My dear unwed parents… please receive the Holy Sacrament of Matrimony in the Church to complete your homes. Provide the aura of sanctity in your dwelling place; scent it with the fragrance of your love and harmony in family life. Make God always as the center of your home and family. ICT SECTOR. City Mayor John Geesnell “BABA” Yap delivered the inspirational message during the ICT Planning Workshop last week. Addressing the various stakeholders in the Information Technology from the different companies and organizations in Tagbilaran City, the forum also witnessed the report from the ICT Council headed by Delilah Biliran which highlighted the journey of the ICT sector in the entire province. The report also outlined the direction which the council is going to tread on in the future. Mayor Yap in his message underscored the crucial role that the ICT sector currently holds. The City Mayor foresees even greater strides in carving a niche in the country's booming ICT industry. Mayor Yap said that the ICT has a massive impact in terms of providing jobs and revenue to the entire province. Thus, he encouraged everyone to extend their wholehearted support to the initiatives which the ICT council has laid down because the province and Tagbilaran City could emerge as significant actors in the expansion and growth of Information Technology in our country. The City Mayor stressed that we should take advantage of this sunshine industry because it would definitely translate to better quality of life for the people. Mayor Yap also emphasized that this is significant for Tagbilaran City since the City has the infrastructure, talents and systems, which are essential for BPO and ICT industries. “I always take pride in saying that since day one, I have made the commitment to always involve the civil society on all matters in the city hall. Moments later Steve Harvey committed another series of mistakes when, in apologizing in his tweet, he referred to the Filipinos as “Philippians” as if in attribution to the eleventh book of the New Testament. Philippi is near Greece and Macedonia nestled north of the Aagean Sea, while the Philippines is left of the Pacific Ocean. Harvey's errors spanned the universe, cruised across

oceans. To aggravate matters, Harvey in his tweet, spelled Colombia as “Columbia”. These were notable mistakes of recent past that stuck to our minds as we draw close to another year. As we look ahead to a new and politically-charged year, we cannot expect to avoid mistakes ourselves along our ways. After all, we are only human. My only wish is that whatever errors are we bound to commit, may it not be as galactic as those of Han Solo, nor as universal as those of Steve Harvey. 'Feelings' over Miss Bohol results Miss Tagbilaran Mary Eda Cimafranca won the most coveted crown and the “hakut queen” award --with at least 12 corporate and major awards during the Miss Bohol 2015. Cimafranca's win met with boos and criticisms as the audience reacted intensely that she was booed repeatedly during the pageant night. However, beauty watchers said Cimafranca kept her poise despite the boos. Boholanos turned to social media to express their opinions with bitter and hilarious posts to express their dismay with the results of the Miss Bohol. Much has been said about this year's pageant; not only about the organizer's unpreparedness but it was pre-arranged (lutong Macau), and a “cooking show.” Some netizens were also entertained by how some people can post humorous feedback like “luto na ang lechon (the lechon is ready) and some rejoinders said, “kalami ba anang lechon, (the lechon is yummy)” and “paghukad na kay excited nako mo hiwa sa panit sa lechon. THE BOHOL CHRONICLE 'Twilight' actor visits Bohol Hollywood actor Kellan Lutz, known for playing Emmett Cullen in “The Twilight” Saga film series; as Poseidon in the 2011 film “Immortals”; as Hercules in the 2014 film “The Legend of Hercules” and as ex-US Marine John Smilee in the action-thriller “The Expendables 3”, visited Bohol last July. He was in Panglao town to attend the wedding of his friend Jeremiah who married Miss Bohol International 2003 Maya Calope Galvan in a beach wedding. During the reception, Lutz joined the CenterStage Band performing on stage. Lutz was mobbed by fans who said, “He's so mabait at sobrang guapo.” Bohol's Mister AR dela Serna (real name: Alberto Rodolfu), the son of Alberto and former Poblacion 2 barangay captain Glorivic, was a runner-up in the Mister of Pilipinas (MP) 2015. MP is responsible for selecting the country's representative for four international male beauty contests--Mister International, Mr. Tourism International, Mister Model International and Mister Globe. He said his modeling and acting workshops helped him become more conscious, confident and disciplined-traits he believes can help him in the competition. Gamutan finished fifth place with a rating of 85 percent, Lapiz was ranked sixth place with a rating of 84.8 percent and Roferos landed on the eighth spot with a rating of 84.4 percent. As president of the Bohol Local Development Foundation, he launched the Bohol Quake Assistance Fund Drive to help families who were homeless by the strong earthquake. "This award will inspire our young volunteers and fieldworkers to work harder to expand our current work," he told Rappler after accepting the award on Sept 26 at the World Resorts Manila. The Move Awards is Rappler's first effort to celebrate those who actively campaign and move for social change. Friends Michael Horcasitas, Alejandro Bonita and Fulgencio Esterado turned-over to police officers P138,000 cash they found inside a belt bag that fell from a car in Panglao town. The three chased after the car to warn the driver but the vehicle sped off. Instead of splitting the money among themselves, the three went to the police to track down the owner and return the money. Not one of them was tempted to keep the money even if only Esterado had a regular job which barely paid him P10,000 a month. Esterado works as a merchandiser at the City Hardware in Tagbilaran. Wurtzbach, according to Gatal, said she felt she never left home and she felt the love of her kababayans. For Digal, “Wurtzbach is a complete package: Beauty, grace and brains.” H o w e v e r, b e f o r e Wurtzbach was announced winner, the crown went to Miss Colombia Ariadna Gutierrez Arevalo by mistake when host Steve Harvey read the wrong card. “My first reaction was so mad. I even cried, and everybody was shocked,” he said. He said Miss Colombia was not deserving since Wurtzbach aced her Question and Answer. “I said some words that Miss Colombia is not deserving of the title and the crowd agreed to me then all of a sudden Steve Harvey calmed down the people after two minutes because he realized he made a mistake then the thought I had that he would day that came true and everyone was stunned,” he said. “Gubot (Chaotic)” was how Gatal described this year's pageant.
