Dr Sy said the old MOA with the doctors have to be renewed in order to control the high doctors fees at NOPH where poor patients abound. 3 rd Dist Board Member Rodrigo Alanano raised the concern based on experience because these poor patients usually approach them to ask for financial assistance. Even during the time when he was mayor in Daui n, Alanano said this problem was already prevailing. He enjoins private doctors at NOPH to make their rates reasonable enough particularly to poor patients, who by reason of poverty have chosen to be admitted at the government hospital.
This is not to mention the fact, that these private doctors are using government facilities in performing surgeries and operation. Alanano is expected to raise the matter in their next regular session, whether or not there is a standing policy or memorandum of agreement with private doctors on the use of government facilities and with regards to the rates. Dr. Sy believes it would be unfair to the provincial hospital if a patient could not settle his hospital bills because his or her moneywill all go to the professional fee of a doctor. According to Dr Sy, the provincial hospital is in dire need ot funds for the purchase of general anaesthesia, emergency drugs, and the like.. He doesn’t want a recurrence of a situation in the past, where the provincial hospital ran out of anaesthesia for two weeks. As a result, poor and indigent patients had no other recourse but to go to private hospitals. Dr. Sy has confirmed that there was a MOA before but had never been renewed, regarding this matter.jg
