t least two percent of all positions in all gov ernment offices should be reserved for per sons with disabilities (PWDs). Sen. Bam Aquino has filed a bill amending certain provisions of RA 7277, otherwise known as the Magna Carta for Disabled Persons increasing the availability of job positions for PWDs in government agencies and private sector “Through this legislation, the government offices will be mandated to ensure that two percent of their employees comprise of PWDs whereas private organizations will be required to employ a workforce, at least 1% of which is made up of PWDs,” the senator said. Aquino’s Senate Bill No. 1249 will assure the allotment of two percent of all positions in all government agencies, offices or corporations reserved for PWDs. This means the Bay remains to be Manila’s toilet bowl,” Tañada lamented. As provided in the concession agreement with the two companies, full sewer and sanitation coverage should be 100 percent by 2037 which is important in removing contaminants from the wastewater before it is dumped in rivers and bays. Comprehensive and people-centered plan While cleaning the Manila Bay is a welcome idea, Tañada urged the government to ensure that the rights of around 220,000 families settled along the coasts be protected. “People go there despite the obvious health and human security risks because they need to survive. It’s never heaven to live around the coasts. Cleaning the area shouldn’t be at the cost of more families going into deeper poverty.” He said government must develop a relocation plan with details on livelihood and compensation schemes and have this plan adopted by the affected communities. “It will be dangerous for government to start negotiations with businesses and development banks on investment plans without a strategic and people-centered map to carry out the rehabilitation. We have seen how rehabilitation plans have put countries in more debts, poverty, and environmental risks because of bad planning,” he said. Tañada said that merely replicating what the government did in Boracay would be a disaster. Always place a pail or 2 of water half-filled in living room & each in every room to keep the moist temperature down. Heat stroke has no indicative symptoms. Once fainted, it’s seriously dangerous as organ failure kicks in. Always check lips c & eyeballs for moisture.”

Editorial; Starving the addicts

I

f the illegal drug trade continues, it is mainly because the source of money to buy drugs from street peddlers are not cut. Sadly but truly, most of the drug money come from the parents themselves of drug buyers and users. The peddlers have mostly “graduated” from that stage. And the worst party to join this illegal drug trade are the buyers themselves. If the buyers stop buying, there will be no more drug circulation. Starve the addicts. However, most drug users continue to ask (or steal) money from parents to buy shabu.We need the parents to cut down, if not minimize, their children’s allowances if they suspect their kids are drug users. Most of all monitor their whereabouts before or after school. We don’t know yet or it might still be too early to officially know whether the 200 cellphones distributed by the previous mayor to the different barangay sectors and informants have produced positive results in the campaign against the illegal drug trade. There was that ceremonious publicity stating that the city government se-

cured over P200 thousand worth of cellphones which were given to barangay captains, tanods, and selected intelligence agents in the barrios. There is no more time for all sectors concerned to point fingers at each other, for the failure to stop the killings because of the competition in the illegal drug trade. The call of the hour is for all agencies and enforcers alike to produce results by minimizing, if not eliminating, the killings of suspected drug peddlers. Instead just: maim and arrest them and haul them to court to face justice. Years back, the city distributed those 200 cellphones linked to city hall domain and hoped to create a contact system that will inform the City Mayor about illegal drug trade and transactions going on in the barrios. This is prone to manipulation. Where are these phone now? For this can work both ways, either the mayor will be informed about illegal drug trade or, on the other hand, use the same cellphones, will be used to forewarn the pushers that law enforcers are coming, which in either way can be counter productive.

This need for renewal comes at a time when candidates are preparing for elections on May 13th. Borrowing the lines of a famous American president, think of what you can do for the country. Let’s not bleed the country of its wealth through corruption. Instead, let us help lift our country that she may be strong and free. That is one side of the coin. The other side is to craft a sharper and clearer vision of where the town/city, province or country is headed. We need to do an honest-togoodness assessment such as: where are we going as a town, city, province, country? How do we plan to get there and when will that be? (vision, mission, goals and strategies). What are our innate strengths and what opportunities do we have? On the other hand, what threats and weaknesses must we overcome? The ideal candidate must be able to include these in his or her platform of governance for the voters to make the right decision. The double-sided duty - eradicate corruption and carve out a sound platform for development - must be done if we are to progress. We can no longer afford to wait and do nothing. Our Asian neighbours have overtaken us. Now is the time to plan, act and to move forward.

T

hese words of legendary boxer Muhammad Ali became even more relevant as we endeavored to share our thoughts on inclusion to the children of Castellano, a remote village of Calatrava, Lea Sicat-Reyes Negros Occidental, Philippines. It was initially a challenge primarily rooted in two questions: How do we effectively drive the point of inclusion home to more than a hundred six to ten-year-old children? Will they be able to appreciate the beauty of an inclusive society even at the face of other concerns such as poverty and lack of resources that continue to abound in their community? In order to address the first question, we made sure that we had the right strategy. We decided to do a storytelling session with the children. We chose a story that they could relate to, a storyline that was familiar to them. Since Castellano is a farming community, we selected a story about a chicken who did not have the ability to crow but because of a supportive and affirming family and group of friends, he found a way to overcome such a situation. We then connected that story to children who may be considered “different”, children who are said to have “special needs.” In our consequent discussion, we talked about what the chicken needed to find the strength to overcome. Judging from the answers of the children, they truly got the whole point of the story. A supportive, affirming society that does not exclude those who are “different” or those who have “special needs” can inspire people to overcome whatever difficulty and, in extension, disability. That is what inclusion is all about — providing a safe environment so that all children, including those with disabilities, can be respected and appreciated as valuable members of the community. The second came more of a surprise. While the outcome of the first question

was something we could more or less predict, the second one really had to come from the children. We asked the children to draw how they imagined an inclusive society to be. The responses were truly touching because they were reflections of inclusion based on their personal context. There were drawings of kids helping other children read and write in rundown classrooms. There were illustrations of children fetching water from the river and delivering them to the homes of children who did not have the ability to fetch water for themselves. There were pictures of children with smiles on their faces while they were pushing other children on wheelchairs; of children, both regular and with disabilities, side-by-side cleaning a jeepney, a popular means of public transportation unique to the Philippines; of children, both regular and with disabilities, reading a book together and sharing a meal. In their simple art works, they showed the beauty of inclusion, that poverty is not a hindrance to be kind and accepting of others whether society brands them as different or not. It was a meaningful day spent with the children of Calatrava. It is my hope that they and their families will continue to share in our belief that inclusion can be possible across communities and cultures so that, as Muhammad Ali said, “…once that belief becomes a deep conviction, things begin to happen.”

His plan started in the Garden of Eden with Adam and Eve and it continues today. If he can get us to question God’s goodness, then he can get us to not trust our Heavenly Father. David had it right when he declared that the good things that God has planned for us are too many to count. The truth is that God is for us... not against us. He loves us with all His heart and He only wants the absolute best for our lives. This does not mean that we will be insulated from trials and hardships along the way, but even in the midst of our struggles, there is nothing in all creation that will ever separate us from His amazing love. (Romans 8:35-39) My prayer today is that the Holy Spirit will dismantle any misconceptions that you might have of God that are not true. He is not an angry distant earthly father or an abusive religious leader. He is the perfect Father and the things that He has planned for you are too many to count!

Attending were 400 barangay folks from 8 barangays chairpersons of Canlaon and 12 purok leaders. For security reasons, the 8 barangay captains attending requested anonymity, for fear of reprisals when government elements pulled out at sundown. The PNP units present were: Team PRO 7, Health service 7 and NHQ, Regional crime lab 7, 65th SAC and 6th SAF, RIU 7 and EOD k9 region 7. Present were major military personnel: 347 from PNP, 41 AFP, 29 coast guard, PDEA 3, dar4, CENRO 1, IPHO 12, PESO Canlaon 22. Spouses Rameses Cuenca Gensaya and Aileen Uriarte Gensaya, Petitioners x————————————————————————/ ORDER Petitioner-spouses, of legal age, both Filipino citizens, and residents of Purok Saging, Zone 1, Candau-ay, Dumaguete City and claiming to have all the qualifications and none of the disqualifications to adopt, desire to adopt petitionerswife’s daughter from a previous marriage in the person of Ma. Sheraniah Nicole Uriarte Icalina. The petitioners pray that upon the grant of this petitioner, the name of the adoptee be changed to Sheraniah Nicole Uriarte Gensaya. The would-be adoptee’s biological father’s current whereabouts in unknown, the latter having abandoned the formers and petitioner-wife, consequently, his consent to this petition was not obtained. Further, petitioners desire to adopt their common biological child minors Ram Dominic Uriarte Gensaya to raise his status to that of a legitimate child. When the minor-adoptee was born on May 9, 2013, the petitioners were not yet married and the petitioner-husband was suffering from a legal impediment as the finality of the Decree of Annulment with his first marriage was only issued on May 6, 2015, thus the adoptee was not automatically legitimate by operation of law when parties married on March 28, 2016. The petition is set for hearing on October 9, 2019 at 2:30 o’clock in the afternoon at the session hall of this court in the Hall of Justice, EJ Blanco Drive, Dumaguete City.
