GK Bayani Summit slated

Mayor Agustin Perdices wants a uniform across-the board increase of Php 1,000 to all city hall regular employees regardless of rank. Initially it may exclude the thousands of city hall casuals but they might be given the same increase if funds can be made available. Echoing the contention of the militants groups that the 10 percent salary increase of government workers will not significantly make any difference to the rank and file, the mayor who is running for reelection announced his desire to communicate to the Department of Budget Management to request that Local Govern-

ment Units will be allowed to implement a uniform across the board salary hike for all their employees. Earlier President Gloria Macapagal Arroyo signed Executive Order No. 611 which mandates for the 10 percent salary increase for all state workers. But Perdices stressed

over, she expressed fear that because of rampant corruption, much of the money might just “stick to corrupt hands.” “What is needed is to create jobs in the rural and urban areas through the construction of permanent infrastructures like irrigation systems and farm-tomarket roads in the rural areas and better education and transportation facilities that would improve the economy and lead to more investments by both local and foreign entrepreneurs,” Loren said. She also said that the “modernization of the economy, leading to the establishment of more industrial enterprises, including small and medium industries, processing plants, cooperative ventures, and agro-industrial endeavors are necessary to reduce poverty and stop hunger.” Loren declared that the “dole-out had been tried before by the present and past administrations, but hunger only continued to grow. We should end corruption, attract more investments and create more employment opportunities. These are the only effective means of eliminating hunger.”

He said a bad start allows you to: “see things differently”, “try harder”, “build your character”, and “look back”. “The more mistakes I made, the more I learned and the greater my chance of succeeding when I tried. General Manager of Universal Robina Corporation (URC), one of the major subsidiaries of the JG Summit. He ventured into the beverage market and developed Yahoo, a juice drink to compete with what then was the number one brand, Zesto. “I’m sure you’ve never heard of it (Yahoo) and for very good reasons. My strategy was very simple: imitate the product features of Zesto, the market leader,” he shared.

Editorial Infra extravaganza Sprouting during the Election ban-period!

T

The good news is, there are lots of jobs available as the election season is just around the corner. The irony is, instead of a public works ban, there instead is sprouting of the so-called “on-going projects.” And the bad news is, there are certainly strings attached to these odd jobs given and provided for mostly by politicians who are in government and are seeking election or reelection. Yet this has been an age-old tradition. Those jobs are suddenly reserved and are available on electiontide, especially work on roads and bridges because politicians seeking elective public positions will be able to easily persuade if not pre-condition the workers that in exchange for jobs, they and their entire family and clan, should vote for administration candidates. This is where the opposition is at a disadvantage because they cannot provide jobs on election season, it is only politicians in government. We say there are good and bad sides to this emergency hiring of casual workers on election season. The good side is that the jobless are able to get seasonal jobs at least for 45 days. The bad side is that those who

The Environmental War

Our Editorial weeks ago pounced on global warning as it threatens water supply and civilization itself. In less than 50 years, we could have a modern-day tamer version of the deluge in Noah’s time.

Dateline Manila by Bingo P. Dejaresco

Only this time, we cannot put 5 billion people in one boat or space ship. We have to deal with the killer blows within our own territories. Al Gore’s documentary on the environmental crisis called “The Inconvenient Truth” should disturb us inconveniently. We must realize that our land vehicles cause the most amount of carbon dioxide in the air that aids to the socalled Greenhouse Effects on the environment. Luckily, the world has declared war. The United States and Brazil, two of the world’s greatest produces of ethanol have joined hands to supplant the dependence on oil for our transportation needs. Rightfully, they think the Free World’s dependence on oil on the Middle East and Latin American countries for our energy needs – is

both environmental and global security risks. This is especially so since many Arab nations see blood in both military and economic aspects of their lives against the West and its allies. The clash of Civilization is graphically illustrated in the attacks on the Twin Towers in 9-11 and the occupation of Iraq by the United States and allied forces – both in the recent past, for instance. In the Philippines, we have joined the war with the approval of the Biofuels Act into law. According to Dean A. Lao, COO of Chemrez Technologies Inc., the law mandates that by 2007 all diesel fuel will contain biofuel (up to 1%) and gasoline ethanol biofuel (up to 5%). In 2009, both will be derived from coconut plants. It is a good start, according to Raymond Tan (PHD), di-

rector of the De La Salle, Graduate School. It will, however, only make a dramatic impact when the biofuel component of diesel and gasoline rises to 75%. Anna Whitehouse, president of Total Gas in the Philippines, on the other hand, assured that the change in final cost to the end-user will not be that prohibitive with the introduction of the biofuel. As individuals, we can contribute our share in the total war effort to preserve the environment of the Earth – the only planet that we have. We can plant trees. Because one tree alone can take away one ton of carbon dioxide out of the air in its lifetime. We can use recycled paper. Remember it takes the whole of 19 trees to make one ton of paper. And using recycled

paper means saving approximately 17 trees. One ton of recycled paper can save 380 gallons of oil. We have to plan our travel and not travel unnecessarily, because a car emits approxi-

the

mately five tons of carbon dioxide into the air in one year. How many cars are being used by the world’s over 4 billion population? We have to recycle, not throw, aluminum can for our use. Recycling one can alone to page 10 can save, Turn an amount of energy that can operate a TV set for three hours. These little things. Moreover, reducing household garbage by 10% means saving 1,200 pounds

Teves rejects NPA angle behind Libertad ambush

If the veteran kingmaker of the province is to be believed then the ambush slay of Barangay Captain Lydio Baylon of Aya, La Libertad is apparently the work of politicians who are against the candidacy of mayor and 1st district congressional Jocelyn Limkaichong. ongressman Jerome Paras simply because he is the political opponent of the La Libertad Mayor said it does not mean that he is involved in whatever ways in the recent ambush in La Libertad. For the supporters of Paras, he is a convenient scapegoat, and a victim of intrigues but may be converted into more political sympathy in his favor and that of his wife Olive who is running for the 1st district congressional seat. Paras insists that the effort to link him to the ambush slay is meant to gain sympathy from the public for the candidacy of his wife’s rival La Libertad Mayor Jocelyn Limkaichong. But he acknowledged that that it is true that there is politics behind the ambush but he has no hand in it. Clearly it was the handiwork of the NPA in La Libertad which owned up to it already but the truth is now being twisted by the Limkaichong camp, he adds.

Angara urges “all-out peace”

L

OPEZ , Quezon - Senator Edgardo J. Angara said that seeking “all-out peace” in dealing with problems of political dissent and insurgency is the best policy for government as there is no better option than securing the peace through negotiations and broadening the country’s democratic space. Angara, Chair of the Senate Committee on the Peace and Reconciliation, said that the policy of “all-out peace” will better serve the country from a “strategic and pragmatic standpoint.” Angara said that shortly after assuming the presidency in 2001, President Arroyo announced she would adopt a policy of seeking “all-out peace” in dealing with insurgency-related problems. “The country should live by that noble and universally-acclaimed principle of seeking all-out peace,” said Angara . THE MAGNETIC PULL OF THE DIVINE

(Part II) One classic story about the instrumentality of a person in the conversion of another is that of St. Augustine. Augustine was a free-wheeling youth in Italy. He was such a libertine that he refused all the invitations of others for him to follow Christ. Even the preaching of Ambrose (the silver-tongued) did not move him to conversion. But what clinched it for Augustine’s Dr. PROCESO UDARBE faith was his own mother’s fervent love for Christ and fervent prayers for her son. Somehow this exemplary faith of Monica rubbed off on the young man who eventually became one of the greatest thinkers of the Church. Moreover, have you experienced, yourself, that in your human heart, there wells up a yearning, a hope, or a view of the transcendent? St. Paul, according to the book of Acts, speaking to pagans in Athens tells them that “God is not far from anyone of us; for we are God’s offspring; for in God we live and move and have our being. How are we moved to grasp the magnetic pull of the transcendent? Don’t you think that it comes about naturally? A famous German theologian was walking in the open field one day on a misty, cloudy day. A boy was flying a kite. The kite was nowhere to be seen; it was hidden behind the clouds. The theologian asked the boy: “But son, how do you know the kite is still

Palm Sunday Sometimes when we make a decision we know that it is not going to be accepted by those around us. At these times we have to be ready to accept the consequences of our decision. There is no point complaining about it as we have chosen that particular decision in the first place. Isaiah speaks of a righteous man who refuses to fight back against the ridicule and persecution of people around him. Let us pray for the grace that we will be strong enough to stand for Christ no matter what others might think about us or do to us. 1st Reading Isaiah 50:4-7 The Lord GOD has given me a well-trained tongue, that I might know how to speak to the weary a word

NO, I don’t mean that love is about double-dealing, hypocrisy or cha meleonic deception. Much less is it a form of madness, a kind of bi polar psychological disorder involving multiple personalities. Sadly, some people have mistaken love to be those, aside from accusing it of being blind. Thus, it is important that lovers be mature persons to be able to distinguish love from its dangerous look-alikes. There’s one consistent and unchanging core in love. It is to give oneself unstintingly to another. But it is in its nature to be highly versatile, inventive, flexible, creative. Love cannot be caught stuck in only one rigid form of expresis fiercely perceptive and choosy. And it picks what is best for the beloved. If anyone says he is in love and does not feel this dynamics of love, he better see a doctor or psychiatrist or a spiritual director. He most likely is sick. A lover by nature enjoys some fullness of life. His condition transcends earthly factors. A lover does not know boredom. He ignores tiredness and buries complacency and passivity. A certain ardor burns in his heart. For discretion, he may not show these externally. But inside him, he is all in flames. Of course, it helps in loving for one to be gifted with an open, warm and sunshiny disposition. But a lot more is needed. Love requires all the virtues, and true love actu-

sion. It sings and dances with any tune. Thus, you have St. Paul saying, “To the Jews, I became a Jew that I might gain the Jews…To the weak I became weak, that I might gain the weak. I became all things to all men, that I might save all.” (1 Cor 9) Amazing, don’t you agree? This is because love always feels the need to adapt itself always to its beloved. It’s never selfish. It’s joy is in the beloved’s joy. And it’s not blind at all. It

playing games. Again, we hear St. Paul saying, “I can do all things in him who strengthens me.” (Phil 4,13) God is the power proper to love. Without God, love is doomed to failure. This is the kind of love that can fuse and blend contrasting qualities, unavoidable in loving, one soft the other hard, one lenient and tolerant the other strict and impatient, one sweet the other bitter. If we look at Christ, God’s full revelation to us, that’s what we see. Extremely nice to us, he allows us to use our freedom and even to sin. At the same time, he is extremely hard as to ask us to carry the cross with him and enter by the narrow gate. In him, the tension between freedom and obedience, mercy and justice,

joy and suffering, patience and prompt action, compassion and correction, truth and discretion, etc., is overcome. This skill to resolve contrasting values, only possible in Christ and with Christ, is what we have to attain. For this we need to study his doctrine and example, we need to develop virtues, we need nothing less than grace. With all the profusion of things these days, driven by ever developing technologies, and the corresponding profusion of mentalities, styles, situations, etc., we need to rev up our capacity to love by learning to be as versatile as Christ himself.

ally spawns and develops them. Yes, love is synonymous with fertility. This is because love itself is the mother virtue. The other virtues cover only so much. Love covers the whole spectrum of all possible human conditions. Its what gives meaning, order and direction to all the other virtues. And neither is love an onand-off affair. It needs to work and function all the time. In fact, it should go with the very beating of the heart, since it actually is the language proper to the heart. Still a lot more is needed for us to love properly. We need God, for God is love. He is the source, pattern and end of love. We can only love properly when we are with God. Otherwise, we will just be

HISTORICAL NOTES

Visayan practices in 1600s BY: REV. FR. ROMAN C. SAGUN. JR.

Also for Businessmen and Professionals:

Courtesy of the book History of Negros (1980) by Fr. Angel Martinez Cuesta, OAR, herewith are some practices of our Visayan forebears showing how their moral standards to be far from being high. “We have trustworthy reports on their drunkenness,” Fr. Martinez Cuesta writes. “Any banquet or ritual feast was an occasion of drinking although as (Ignacio Francisco) Alcina and (Miguel de) Loarca say they did not push their drunkenness to extremes. ‘They love wine,’ says Loarca, ‘which they make from rice and palm trees. However they rarely are driven to anger by it because they sleep their drunkenness away.’” This Spanish Recollect historian continues: “The sexual behavior of the Visayans was unquestionably what most shocked the Spaniards. The fact that the Visayan made no bones about what he did shocked them further for they were used to a greater degree of dissimulation. They were especially taken aback by the fact that mothers sold their daughters

and that husbands easily forgave adultery on the part of their wives, and by the general contempt for pre-marital virginity. As (Antonio de) Morga says ‘there were men whose trade it was to deprive maidens of their virginity since it was deemed an impediment to their marriage to be virgins.’ “Abortion was frequent because an abundance of children was considered to be a grievance and there were persons who devoted themselves to this trade … As to marriage, it was the parents who chose the mate and the choice was made while their children were still very young. The groom was bound to pay by way of dowry to the father of the bride a sum of money that Loarca says was for the upper classes between five hundred to six hundred pesos. If he did not have this amount he

The Bible says there is only one intermediary between God and man, and that is Jesus. False prophets and teachers often function like intermediaries. When God sent the prophet Nathan to David, it was for the purpose of bringing conviction in order to establish righteousness. In the Church age, bringing conviction is a primary ministry of the Holy Spirit. The proper use of the gift of prophecy would reveal unrighteousness in order to establish people in Christ. Once people are living righteously with the Lord, the Holy Spirit will lead them. False gifts will not consistently promote holiness but often will specify decisions concerning direction in life. That function is the role of the Holy Spirit alone (Romans 8:14). Some churches encourage their members, including the immature, to come into the fullness of the Spirit with manifestations. I ask, “Why not the fullness of the truth?” It’s the fullness of the truth the Holy Spirit has promised to lead us into. I’m deeply concerned for young converts in ministries that push for them to seek total manifestations of the Spirit. Many have not had the time to understand the foundation laid by the apostles and prophets. The church at Corinth had similar problems. They were exhorted by Paul to get back to the basics of faith, hope and love, and govern very closely the use of tongues and prophecies in public worship because God does everything decently and in order (1 Corinthians 14:40). If a person or church is earnestly seeking the Lord, God will work through the lines of authority He has established in His Word. Father, protect me from false teaching and guide me into all truth by Your Spirit.

USE FLOURESCENT LIGHT BULBS instead of incandescent bulbs so you can keep 700 pounds of carbon dioxide out of the air over the bulb’s lifetime. PAINT you home with light color to save 5,000 pounds of carbon dioxide a year. REFUSE PLASTIC BAGS from stores if your items are handy enough for you to carry. LESSEN your consumption for DETERGENTS for your household needs. USE INSULATORS for your roofs and walls to reduce the amount of energy to cool your homes. RESORT TO RECHARGEABLE BATTERIES to lessen the damage of the disposable ones. CLEAN AND CHECK your appliances for well functioning to consume less energy. As late as 1815, the bishop of Cebu, Joaquin Encabo, bitterly complained of the moral damage that this practice was producing in his diocese since marriage did not take place till the groom paid and served in full. Both divorce and polygamy were accepted but were rarely in practice since the amount paid as dowry made these practices a luxury.” All students of the local history in the Island of Negros must be grateful to Fr. POLITICAL VIOLENCE? or Plain Arson?

Ashes are what were left of Kagawad Windel dela Cruz’s house. As a result of the arsonic deeds of known male-factors.

A

recent violence occurred on March 18, 2007 at Sitio Kala-aw, Barangay Elecia where a house owned by Kagawad Windel dela Cruz was burned to ashes. Also burned with it were construction materials for a DPWH project placed at the said house for safekeeping. Windel is a known supporter of a candidate for mayor of La Libertad, Engr. Bow Moreno, who is supported by Cong. Jing Paras. A witness, Romeo P. Faburada who saw the act of arson being committed, pinpointed a certain Bernard Elebado, notoriously known as “Gamay” as the perpetrator of the said crime. Bernard or “Gamay” is a known supporter of the Elecia Barangay Captain Menda T. Cabasag and Mayor Limkaichong and according to Mr. Bow Moreno, Gamay was used by Limkaichong to harass his followers at Brgy. Elecia. According to police investigation, Barangay Captain Cabasag admitted that it was Gamay who did it and assured PNP Task Force Chief Col. Cabanag that she will surrender Gamay to the authorities which until now she did not do. A case of arson is now filed at the Provincial Prosecution Office. In a separate incident at the same Barangay, Mr. Bow Moreno stated that Gamay also shot to death the brother of Lornito Alberto, a known supporter of his. This shows the kind of politics the Limkaichongs apply in La Libertad. Politics of violence, intimidation and terrorism. Bow Moreno fur-

ther stated that he cannot believe that Josy Limkaichong being a woman at that and bragging of being a good Christian can apply this kind of politics. It seems that she is so desperate to win. But he reminds the Limkaichongs: politics is freedom; politics is free choice. You cannot force the people. So Mr. Moreno hopes they should change their tactics of political terrorism. You can see there is a pattern of violence and terrorism perpetrated on the followers of Bow Moreno and Cong. Jing Paras. A month ago based on a case filed, a certain Pamor was killed by Brgy. Captain Angel Gimpayan of Kansumandig, La Libertad. From the records of the case, it is said that Brgy. Capt. Gimpayan is a strong supporter of Limkaichong. And Pamor, who hails from Banwagi, Guihulngan is a Moreno and Paras supporter. From reports, allegedly Josy Limkaichong was the one who put up bail for Gimpayan on his case of illegal possession of firearms. Earlier, the same Angel Gimpayan was caught red handed by Col. Buenafe, PNP Provincial Director for illegal possession of firearms and violation of the gun ban. The case is now filed.

To treat all changes as something to fear is bad enough; to do so in order to exploit that fear is much worse.” Gore supporter, Social Scientist Nancy Oreskes claimed that all the scientific papers on global climate change, between 1993 to 2003 (Web of Knowledge Database) “supported Al Gore’s view.” Examination of these papers revealed out of 913 research papers by top scientists only 13 supported that view. Roy Spencer, University of Alabama research scientist, criticized Al Gore’s findings in an open letter. “Temperature measurements in the artic suggest that it was just as warm there in the 1930’s…. before most greenhouse gas emissions” He also states references global warming, “…we have no idea how much you can attribute to mankind.” Tim Ball, climatology professor University of Winnipeg, revealed Gore’s cooking of scientific facts to suit his bias agenda, “The survey Gore cites was a single transect

First, the facts: Mercedes T. Goñi and Hector Villanueva both ran for the position of mayor of the City of Bais, Negros Oriental in the May 10, 2004 National and Local Elections. On the, basis of the results of the canvassing of votes showing Hector Villanueva with 16,934 votes, Villanueva was proclaimed on June 30, 2004, by the Bais City Board of Canvassers, as duly elected to the post. His closest rival, Mercedes Goñi obtained 16,865. Villanueva led her by 69 votes. Before revision, the total number of votes credited to Villanueva is 16,934 and to Goñi, 16,865. Proceeding from said data, the Commission makes a final determination of the results which are presented in the following tabular computation; to wit: HECTOR C. VILLANUEVA Votes obtained per Canvass of Votes Less: invalidated votes Add: Valid claimed ballots TOTAL gases in the air.” He continues,” There is no reliable evidence for increased severity or frequency of storms, droughts or floods that can be related to the air’s increased greenhouse gas content.” I can literally fill this paper with similar quotes from reputable scientists that say NONscientist, tree hugger, Al Gore is wrong. Why is this an important issue? First because people here are terrified. Dumaguete City will be under 20 feet of water in the near future unless we stop driving our cars and farting. A New Revolution

I received a very sad text message last week. “If I have not failed my statistics class, I could be one of those who will graduate to day. I could have made my mother very happy and proud. I wanted to cry. This is the saddest day of my life.” This is coming from one student who have hoped to graduate this March. She is my student in Audio and Video editing class who has a real talent in Radio and TV production. Her talent may not lie in Statistics but God has given her a unique gift. How many times do we fail? Countless times. Many happy faces lined up for graduation day, especially those who made up to the finished line with flying colors. Some students who barely made it, look with desperation and agony to those who have made it. March is graduation time in the Philippines. Restaurants are full for reservations and celebrations. We have all the reasons to celebrate for the many toils and snares, that one had to go through, to get that most coveted diploma, which says you have finally made it.

I would like to address this article to those who didn’t make it this March. Many times, we learn life’s lessons the hard way. But if we take MUFFET it as a challenge and excel in the field DOLAR we love to pursue, then we can turn VILLEGAS every disappointment into success. A Different View

The Philippine Society in particular and the world in general, are dominated and regulated by per ceptions, right or wrong. Righteousness is no longer constant as set forth in the Holy Scripture. Quite sadly, righteousness has become rather relative and dependent upon people’s desires that fit convenience, pride, power and wealth. Worse, righteousness is even thwarted in a judicial system that is too dependent on and overwhelmed by the rules of technicalities rather than enlightened by the heartbeat of truth and justice. This anomaly in our present society could be brought right at the doorsteps of our educational and religious systems which teach pupils, students and seminarians that the grandeur of success is measured by individual amassment of power and wealth. It is a system that is money-driven and self-directed. I thought, perhaps, that as a Christian Republic in the Far East, the educational goal of our vidual fortunes. It should be Government must be ETERNITY a system that teaches how DRIVEN. It must be a system that fulfillment of the Human Soul aims to produce public-minded, adequately satisfies the civic-minded, bible guided, and needs of the Human Body to CHRIST-DRIVEN men and levels that are just enough women conscious of the respon- for a dignified living - the fullsibility which their God-given ness privileges entail. Holy Week Today we are entering Holy Week, a time the Church gives us as a sort of stillpoint and stopover every year. It is a time to pause for awhile from our ordinary daily activities and retrace the origins of our faith journey. In so doing, we recharge our life batteries in preparation for the challenges to come.

BOOKS NOT BULLETS Education or more appropriately, the LACK of it, IS A FUEL for Insurgency.IGNORANCE is the veritable mother of poverty and injustice. Among the educated, poverty is just a news item and injustice is for those who can’t afford a good lawyer. As society becomes more educated, poverty and injustice recedes. So to fight Poverty and Injustice we duce graft and corruption and can better must work to EDUCATE THE look after the poor who will then be a MAJORITY of our people. I have spent Holy Week in many different ways. One year our family and four other families retreated to a small remote island off the coast of Quezon Province where we explored nature, had bonfires at night on the beach, watched the stars and the moon serenade each other, oohed and aahed at the phosphorescence lighting up the dark sea, and bonded with each other. The children laid out a creative Way of the Cross going from coconut tree to co-

conut tree. We sang songs in the dawning mornings and explored rustic paths during the lazy afternoons. I remember waking up in the middle of the night on Easter eve and hearing heavenly music from across the sea. It seemed as if the angels themselves were singing hymns around the throne of God, and I felt like I could just reach out and touch a corner of eternity. I Turn to page 16 later

However, we can offset this by ensuring that upon arrival in the country, our visitors are encouraged to reduce, reuse and recycle. Simple things such as reusing bath towels, turning off electricity when they leave their rooms, reusing a cloth bag when shopping instead of using plastic can go a long way. When it comes to our economy, the tourism industry should be aware that the ex-

penses of the visitors is not always channeled to contribute to the local economy. Some experts estimate that 60% to 90% of a typical total holiday price “leaks” out of the destination country and thus does not contribute to local economic development. This income trickles out when tourists’ expenditure is either sent out of the country (for example, when payment goes to a foreign hotel company) or never reaches the country in the first place (for example, much of the expense of a holiday will typically be taken up by travel agent commissions, the

One Holy Thursday Jun and I hosted a Lord’s Day ritual and dinner at home for a group of lay workers in our parish. We followed the Jewish traditional ceremony and dinner, complete with roast lamb, bitter herbs, unleavened bread, and red wine. It was a truly memorable experience. Most of the years, though, Jun and I have stayed at home, and used the quiet of these days to de-stress, to catch up on our reading and writing and sleeping, to lengthen our prayer times, and grow closer to each other and to God. This is a time of year when I reflect on the many instances where I have journeyed together with my Savior and walked in His footsteps. I thank Him for the times that He has carried me across the difficult periods in my life and held me close when sorrows or troubles have burdened me. In my meditation I relive the many times He has left His fingerprints on the colorful canvas of my life, when He has guided me through the dark valleys, when He has held my hand in

friendship, and we have drawn pictures of joy and hope in the sand together. To me Holy Week is a treasured time every year to retrace the journey He chose to take, from heaven to earth, from the cross to the grave, from the grave to the sky, so that I, and all Christians, would have the hope of heaven to nour-

ish in our hearts. It is a time to remember and accept that without the Good Fridays in our lives, we would not be able to fully celebrate and enjoy the Easter Sundays. My prayer for this week is for all of us: may our Good Fridays be few and our Easter Sundays be many and glorious!

Veterans unveil shrine at “reunion for peace”

M

arch 27, 1977 — Over 500 World War II veterans, including some 60 visiting Japanese and American counterparts and relatives of soldiers who died in the Negros battlefield, will participate in the “Reunion for Peace Program” at the unveiling of the Filipino-Japanese Amity Memorial Shrine on April at Nasuno Hill in Sagbang Valencia. Sagbang was the scene of the last major encounter of Filipino guerrillas and US liberation forces against some one hundred soldiers of the Japanese Imperial Army. The Japanese dug deep trenches and tunnels in

the Valencia hills which remain up to this day. A joint effort of the Filipino, American and Japanese veterans, the shrine is a monument dedicated to peace and for nations to renounce the evils of war.

Neg Or presses payment of P8M NPC franchise tax March 30, 1997— Government owned and Controlled Corporation (GOCCs) are not exempt from the so-called franchise tax imposed by local govern ment units where such corporations are located. This stemmed from an inquiry raised by Governor Emilio Macias II to Finance Secretary Roberto de Ocampo in connection with the exemption sought by the National Power Corporation in paying the franchise tax due to the province pegged at Php 8 million.

Macias registered his strong opposition on the possible exemption of the NPC from paying the province because under the 1991 Local Government Code, local government units are authorized to collect franchise taxes on GOCCs. De Ocampo

Vincent Van Gogh, the artist who was born ahead of his time, and whose dedication to painting produced more than 200 masterpieces, was so discouraged because he was not accepted by the world that he took his own life. If he just held on, he could have enjoyed the fruits of his labor. He never sold a painting in his entire career. But now his works, are sold in millions of dollars. there?” And the boy answered, “Oh, I can feel in my hand the pull of it.” We do feel the pull of it at special times: in the loss of a loved one in death, when a groom and bride kneel before the altar; when we have to face a difficult exam; but also when, we have just received good news from home, and we spontaneously say “Praise the Lord!” But what makes the divine pull more appealing is the presence of Jesus Christ. One day in the life of Jesus, when the crowds were not too happy with what he said, Jesus asked the disciples: “Will you also go away from me? “ To which Peter said: “We cannot go away, you have the words of eternal life.” The Gospels put it in beautiful language: no man has spoken like the Son of Man; no one has ever been such a Man for others; no one has ever looked upon the crowds with such compassion; no one has stood more searchingly as a judge of our moral failings; no one has ever loved us as Jesus does. It is of no avail if we flee Jesus. One might intellectualize him into a non-entity; one may be completely rid of him or disfigure him. But Christ gets through to us in the end. He knows our human failings, our evil tendencies, our frustrations. Psalm 139 also speaks of God’s love and compassion. And we experience the divine pull. So my dear friends, yes, let us take him at his word: We could be pulled to God by the faith and life of others who have known him in a deeper way than we have.

We could be drawn to God by the natural phenomenon in our being that there is someone greater than we are. We could be in a deeper relationship with God whom we have known in Jesus Christ.

Great Honor for the Family

M

arch is a time for graduations. As the 2006 - 2007 academic year draws to a close, the students of different schools and universities of all levels look forward to a break in academic work and respon-

sibilities. Each year, as the performance of each student is rated by the school, an Honors list is drawn up to recognize the academic excellence and distinctions achieved by the students who have performed well. These may be specific grade points or any the standards set by the school. Schools recognize the efforts of the students and the Honor is given to formally acknowledge before the student body and guests the scholars of the school. March 29 was a red letter day for the school administration, teachers and students of Holy Cross High School . On this day the school held the awarding of honors for the elementary and high school

students who have excelled academically for school year 2006 – 2007. Among the guests were the proud parents and grandparents, who have played a major role in the achievements of their beloved students. One can imagine the efforts of the parents, a mother or father who patiently guide and check the work of the child even after a hard day’s work in the home, business or office. Pride and joy and love are seen in the radiance of a parent’s face as he or she goes up the stage to put the honor ribbon on the child. Each parent beam with pride to be part of the honor given to the student. There was a big number of fathers in the audience that afternoon. I am filled with joy and inspired by the sight of fathers like Eddie Uy, whose youngest son is one of three first honors of his graduating fourth year class, going up the stage to give the honor to the child. At Holy Cross High School, the students do not compete against each other to claim the honors. Each student competes against himself/herself to achieve the standards set by the school for a certain honor. A class can have 1 or 3 first honors or no first honor, it is up to the students to aim for the highest honor or the second or the third honor. At this time when students are distracted by so many new technologies and bombarded by so much mediocre media programs, it is heartening to see so many young scholars succeeding academically. They are the future generation of the community and this nation. Congratulations to the scholars, the teachers and the parents. The road is long and hard, but the success is sweet. Forces of the Philippines raided the house owned by the chairperson of the partylist group Anakpawis in the first district. Seized during the operation were subversive documents, a .38 caliber pistol and a .22 rifle both are unlicensed. Authorities then arrested Emelia Quirante and her brother Toto. Both are connected to known progressive organizations Anakpawis and Kaugmaon under Kilusang Magbubukid ng Pilipinas as chairman and secretary general. However, their colleagues are protesting since the search warrant stated that the raiding team is looking for one M14 rifle, a .45 caliber pistol and one M16 rifle. They also claim that the .38 caliber pistol recovered was planted and that the homemade gun does not function anymore. The suspects represented by Atty. Rafael Orillana are now charged with rebellion and are detained at the Provincial Command of the Philippine National Police.

Burglars ... From page 21 away a Sony video camera, six pieces of imported shirts and one piece of sunglasses as they fled. Investigators valued the lost items at $ 1, 215.00 as they are trying to establish the identities of the suspects and as to how they we were able to learn that the place was deserted including the neighboring residence of Mrs. Felicidad Gonzales at the time of the incident. Apparently, the suspects also tried to rob the Gonzales residence but were foiled when the owner arrived just in time after attending a graduation party.

Perdices ... From page 2 that if they are to strictly follow the law then only those who are already receiving higher wages owing to their prominent positions will be significantly blessed while the more numerous rank and file employees will hardly feel any comfort. The last salary increase for all government employees was six years ago.

From page 2 For this year, according to Carlo Borromeo, Oriental Negros GK Head, another 277 families will be granted homes under it GK program. GK is an alternative solution to poverty problem in the Philippines which provide land and homes, dignity and peace for the poor. While there are about 1,000 GK sites all over the country, GK is more than about building houses for the poor but provide a decent home with values formation in the community, Borromeo said. At the same time, the administration remains committed to pursue projects aimed at alleviating hunger and poverty and providing Filipinos with the social payback of the economic gains. This, as the government steps up its drive for more revenues, mount a crackdown on tax cheats and maintain the integrity of the management of tax collections. With the spirit of volunteerism and bayanihan efforts from GK partners, GK will acknowledge their heroism who are actively participating in the work of helping the poor rebuild their lives. In the same occasion, all mayors and congressmen of the province are invited to witness the awarding and see

for themselves how GK partnership can accelerate LGU’s on their poverty alleviation in their respective areas. The government and business community also foster closer cooperation to meet vital issues such as infrastructure development, labor-related concerns and drumming up the optimistic outlook of economic zones. Ex-marine... From page 21 that a patron was in possession of a firearm. Baylon’s transgression is made more serious since it happens at a time when the COMELEC gun ban is in effect. Police took his .45 caliber pistol, which Baylon gave up voluntarily. He was released after 18 hours of detention as the PNP filed the appropriate charges before the Fiscal’s office.

Old grudge ... From page 21 incident Bulo was enraged and attacked Mayola who was injured in his right leg and is now recuperating at the Negros Oriental Provincial Hospital. In Valencia, another person was stabbed because of an unclear reason which cannot be easily established since all those involved are almost drunk. Both the victim and the suspect are farmers in Barangay Pulangbato, they were identified as Proculo Salboro, 45 years old and twenty three year old Ronilo Maano. Sketchy reports showed that in jest the victim threatened to harm the suspect but this was not taken lightly by the suspect who lunged at Salboro with a 12-inch knife. Maano submitted himself to the police while Maano who sustained stab wound in the back was rushed to the hospital.

Sibulan teenager murdered at dawn

The suspects in the murder of a teenager in Sibulan remain unidentified until now. In vestigators claim that they are trying very hard to establish their identities although it is believed that the suspects are members of a rival gang with whom the victim and his friends had an altercation during a village dance in Barangay Cangmating. Police identified the victim as eighteen year old Jimwell Ablay of Barangay Tubtubon who was on his way home with his friends when they were tailed by persons on board a motorcycle. They scampered for safety but Ablay was shot once in the back and died on the way to the hospital. The suspects immediately fled after the incident.

HOLY WEEK REFLECTION 2007 (From page 1) Adam to our time, have crucified, but whose passion and death have restored to us new life and the forgiveness of our sins. There on the cross, Jesus revealed fully for us the love of God. Pope Benedict XVI in his Encyclical Deus Caritas Est dwells on the two fundamental manifestations of God’s love: love as Agape and love as Eros. Agape is self-giving love, self-sacrificing love, looking exclusively for the good of the person loved. The love which we experience from God is undoubtedly agape. He has given us everything that we are and everything that we have. We cannot give to God anything that he does not possess or that did not come from him. Everything is a divine gift to us. But God’s love is also eros. Love-eros is possessive-love, needing-love; it is the love of someone who wants to possess what he/she needs; it is the love of someone who wants to be united with the person loved. Pope Benedict XVI said “God’s love is also eros.” And he recalls the image used by the prophet Hosea: God’s divine passion for man, God’s love for us is like the love of a dutiful husband for his wife who has become unfaithful; or the love of a dutiful wife towards her adulterous husband. How timely and appropriate is the image used by the prophet Hosea even for our time. Even in the midst of our infidelity and sinfulness, God never wavered in his love for us. The mystery of the cross, the image of Christ crucified reveals to us God’s powerful and merciful love in all its fullness. In order to win back our love, in order to redeem us from the effects and punishments of our sins, God sent his only begotten Son, Jesus Christ, to be the immortal image of God’s Agape and Eros, God’s desire to give and God’s desire to possess. The Holy Father asks, “Is there more ‘mad eros’ than that which led the Son of God to make himself one with us even to the point of suffering as His own the consequences of our offenses?” “They shall look on Him whom they have pierced.” Let us look at Christ whom we have pierced in the cross! The unsurpassed expression of God’ love. The sacrifice of our heroes for the fatherland, the martyrdom of the saints, the pain and the hurts that we suffer for one another or for our beloved country, are but a pale glimmer of that love shown in the Cross. Agape and Eros: self-giving love, and love that seeks to possess, far from being opposed, enlighten and compliment each other. In this Holy Week, we are challenged to become a force, to become ourselves manifestations of God’s agape and eros, as Jesus Christ is and the saints were. Pope Benedict XVI says: “The response the Lord ardently desires of us is above all that we welcome His love and allow ourselves to be drawn to him. Accepting his love, however, is not enough. We need to respond to such love and devote ourselves to communicating it to others. Christ ‘draws me to himself’ in order to unite himself to me, so that I learn to love the brothers with his own love.” Let us stand up to the challenge of God’s agape and God’s eros. The image is no less than that of Jesus Crucified, “Him whom they have pierced.” Agape – love of giving to the beloved. Eros – love of being united with the beloved, through mutual understanding, mutual forgiveness, mutual self-giving. Let us stand up to the challenge of agape and eros, and make it a motivation to develop the “civilization of love” into a culture of collaboration, solidarity and communion. Show this in your respective families, making them schools of love. Show this in your respective classrooms, making your classrooms homes of collaboration, and communion. Show this in your work. Make your profession channels of God’s love through you. Let us stand up to the challenge of rebuilding our democratic institutions by discovering and actually doing our positive share in renewing our society.

poor people in society, but the fewer there are, the less overwhelming. For government to prove sincerity in fighting poverty, it needs to spend more on education and less on bullets. Killing militants and members of the press bring more unrest and provide more fuel for insurgency. Educating the masses enables the poor to secure jobs and better lives. It provides industry with good labor and human resources to improve the economy. Books not bullets will solve the country’s problems. Will our politicians ever loosen their grip on the poor whose need always guarantees the vote? I would like to see the day. Have a nice day!

No one bought it, he said. “But we kept working on it. Instead of copying the competition, we created a product that is unique and totally different from the competition,” Mr. Gokongwei explained. Meanwhile, the Comelec has been pestered with calls to put the entire first district under Comelec control. But what good will it do if only the military and not the Comelec will do it, since the poll body is utterly undermanned. In Canlaon City, violence is also being reported between the camps of the incumbent mayor and the challenger, Inday Cardenas and Bobit Jalandoni. In La Libertad, the PNP has vowed that charges will be filed this week against the suspects in the La Libertad ambush. More arrests will be made this week on known participants who were seen by civilians in the ambush site. They are mostly police characters who are roaming freely in La Libertad. Mayor Limkaichong says that she needs more PNP personnel who are not afraid of political pressures. In Bais City, the traditionally feuding Villanueva clans continue the tussle with incumbent Mayor Tata Villanueva and cousin Boy Villanueva in the helm of the fight. They say that Tata V has captured the mountains, while the lowland voters are for Boy

Angara: UP From page 22 put together the law that created what we now know as PhilHealth,” Angara added. He lauded UP-PGH for blazing the trail in medical specialization like ophthalmology, orthopedics, neurosurgery, neonatal care and others, but added that it must now play a leading role in determining health policies through research. “PGH pioneered in so many fields of medicine over the last 100 years. Now, our time calls for PGH to confront specific health problems in the Philippines. PGH cannot work in isolation,” Angara said, while pointing out that health care service and research are among the greatest strengths of UP. He proposed novel researches on lifestyles that could prevent or lead to cardiovascular diseases, diabetes,

fresh approach, real customer insight and a fearless commitment to innovate,” Mr. Gokongwei stressed. Mr. Gokongwei’s speech complements the University’s move towards molding its students not only to become competent and competitive professionals and trusted employees but also business leaders who will in the future generate careers for the Filipino people. The University’s main activities this school year revolve around the theme “Business, Economics and Entrepreneurship.”

Before, she was a nuisance candidate, but today, she, Mayor Josy Limkaichong is now the strongest threat against incumbent Rep Jing Paras who is fielding his wife Olive vs. Limkaichong in the first congressional seat. Two feuding brothers Jing and Jerome are also slugging it out. In Dumaguete, reelectionist Mayor Agustin Perdices will be asking challenger Art Umbac to come up with tangible plans for the city and not the recycled master plan of Umbac supporter Felipe Remollo. Guesting in the premier broadcast of Candidates Forum, Mayor Perdices and his vice mayor William Ablong and first timer Dan Dan Teves, all felt confident that his group, at least will make eight out of ten slots in the city council. Challenger Atty Art Umbac, master of crisis management said that the city will move faster under their team because they are deadline and result oriented. He accused the present mayor and city council as mutual rubber stamps to each other. Perdices said this is so, because they consult each other. and tuberculosis which are the leading causes of death in the Philippines. He said that these ailments are almost an epidemic these days, posing great threats to modern life. Angara has made the enhanced delivery of health services one of his priority concerns since 1987 when he won his first of three terms to the Senate. Aside from the Philhealth law, he also authored the Generics Act, the Magna Carta of Public

Fulfilling ... From page 15 and adequacy of Christ. In our present day however, it is pathetic that even at a young age students are systematically motivated by the desire to get high-paying jobs, good or bad, and to accumulate for themselves a disproportionate share of the earth’s resources in a world where the goods are limited. Long before they leave the portals of their schools, students learn that the society into which they have to struggle will not reward them for the ideals and values with which they were imbued during their formative years, but rather how they will be able to compete for the monetary value of the skills that they have to offer for sale. And for many, they go to the extent of selling their bodies, if not their souls. We have here a system that is hosting a competition for wealth and power which, unknowing to many, will never be enough to fulfill the insatiable desires of the Human Self. We have here a Government that takes pride in sending millions of its citizens to foreign countries because of its desperate need for dollar remittances, but at the cost of breaking families and exposing individuals to humiliating servitude and even death. Unless this phenomenon is reversed, “PUBLIC SERVICE” is a misnomer because the system

On the other hand, Arnaiz when asked to react said that Montaño is not acceptable to the GMA coalition here because of his alleged involvement in the last recent coup attempt in Manila where he was even arrested but later released. Montaño countered by saying that sorry that Arniaz is not privy to Manila inner sanctums so that what he says are surface matters and not the deeper significant issues. Montano said that there are national security matters that Arnaiz is not well aware of.

KASALIGAN... From page 2 Perdices at DYEM’s Dumaguete Tonight, Vice Mayor William Ablong said that the city council is not a rubber stamp of the mayor, nor the mayor a rubber stamp of the city council. This issue came up when it was noted that both executive and legislative departments could not recall when they clashed with opinions. Mayor Perdices never vetoed any measure from the council, nor did the council pass an ordinance that lapsed into law. Perdices justified this saying that they consult each other before sitting in legislation, that is why there appeared to be no conflict during their entire three-year term, except in the matter of regulating stray dogs in the boulevard. Whatta team, huh!

is SELF and MONEY-DRIVEN. Is the trend irreversible? Is the damage irreparable? Is there still hope to save our society from ultimate damnation? The task is so great but I have just to say that we should put our trust and faith in a Loving and Merciful God who brings forth living water from the rocky desert of the wilderness; makes the barren planes bloom as the barren woman fruitful with a child; and feeds the 5,ooo with fives loaves and a few pieces of fish. But the first step must still be taken and it requires both service and leadership which are matters that are not without difficulty if they are to be executed from the heart. It requires a NEW REVOLUTION OF THE HEART AND CONSCIENCE. “Christian men” are hard to please and even harder to lead. Many are old and slow learners, and will not quickly accept new ideas including the Good News about Christ Jesus and His gift of Salvation. Many are arrogant – they live by rituals and religious festivals which are handed down to them by their equally ignorant predecessors. Many are selfish and jealous. Many will condemn others to make themselves look better. Many are unforgiving of the trespasses of others unmindful of GOD’S FREE GIFT OF FORGIVENESS

A number of columnists have pointed out that most senatorial bets who’s campaign plan for this coming May election is composed of making hype, noise and rabble-rousing, have actually failed in all their nine years in Congress to file their own bills. ”Most of them (senatorial bets) had been contented to affix their signatures as co-authors of bills their colleagues initiated. By contrast, Bukidnon Rep. Miguel Zubiri had been busy putting together bills that will help protect the environment, such as the landmark Biofuels Act of 2006,” a known columnist said.

for all that is even undeserved. Many are hypocrites who boast of their self-righteousness as if salvation through Christ was unnecessary. I realized that these are unwelcoming words with which to begin but such is the essence of THIS NEW REVOLUTION for it is now within your power to demonstrate that my accusations are unfair, unwarranted, capricious and untrue. By the transformation of your thoughts; by God’s reconciliation to your lives; and by your passion for compassionate change in our society, you will be able to prove me wrong and leave me rested in Christ. The Elections in our country is a good opportunity to display our resolve to choose leaders who publicly acknowledge and declare that the Affairs of God and the affairs of men can never be separated. May God the Father, the beginner and finisher of Human Existence, shed His benignant light into your hearts and homes, Amen!
