Will Gambling Ever Get The Greenlight In Texas? For gambling to become legal in Texas a majority of the state’s voters must approve amending the state constitution so it would allow that to happen. Since 2009 Houston state Senator Carol Alvorado has been sponsoring bills that would at least put the issue on the ballot for voters to approve casino gambling and sports wagering but most of those bills did not make it out of the House for further consideration. In May of last year, however, House bill 2843, that relates to the authorization, licensing, and regulation of casino gaming and sports wagering in this state showed more promise than its predecessors but to date is still lingering without action in the House after three readings, two amendments and four postponements. Both those who have co-sponsored similar bills in either the Texas House of Representatives or the Senate and those who are just major proponents of gambling agree that the voters of Texas, if given the chance, would vote to approve such an amendment as evidenced by their willingness to travel to the states that surround Texas to visit their casinos. Gambling occurs when an individual is willing to wager something of value on the chance that an event will or will not take place and if they are correct are rewarded with a prize generally higher in value than their wager. Also referred to as gaming or betting, gambling is in itself certainly not a new phenomenon as it is estimated to date back to Mesopotamia before written history was available, during the Paleolithic era. In the first millennium BC, gambling houses were common in China along with betting on fighting animals. By the 9th Century playing cards had made their way onto the scene and dominoes and lotto games followed in the next century. However, six-sided dice that were based upon the use of astragaloi (talus bones primarily from goats or sheep) that were

inscribed with numbers, letters or symbols and used in divination (Astragalomancy) were available as far back as 3,000 B.C. There is evidence from texts written in Turkish, Sogdian, Tibetan and Sanskrit that there were various forms of divination and that many decisions of the day, such as marital law, loans and associated interest rate and troop conscription, were based on the divination outcome. An example of this practice in Ancient Greece was that the dice to be rolled were four sided, each side of which contained a number (1, 3, 4, or 6) inscribed on it so that the opposite sides would total seven (1+6 or 3+4). Two of the sides were flat and rectangular, one being concave and the other convex and the other two sides were narrow strips, one being flat and the other concave. Once the astragaloi were rolled five times the final number obtained (from five to thirty) would be compared with messages carved upon “dice oracles,” i.e. stone pillars about 5 1/2 feet high and just under 2 feet wide, found throughout the mediterranean area, that had messages carved upon them, each message specific to a resulting number. The current gambling issue in Texas, however, seems to be focused on sports betting and to allowing casino locations to operate within the state’s borders. According to Britannica, the oldest form of sport wagering is horse racing, which is an ancient event that can be attributed to the Central Asian nomadic tribesmen as far back as 4500 B.C. as they were first to domesticate these animals. Organized racing has been rather common around the world as the Romans had their chariot races and the Greeks had their Olympic events to include both chariot and mounted horse races. During the 12th Century, as the knights returned home to England from the Crusades, they brought with them Arabian horses bred for their speed and endurance. As a result we have the English to thank for our modern day thoroughbred rac-

ing system which permits only the offspring of previous champions, to compete in races with distances ranging from 3/4 of a mile to 1-1/4 miles. And while on the subject of animal racing let us not forget that some of our states also permit wagering on dog races. Lottery type games have been around for centuries and include those in which an individual chooses or is provided a set of numbers and then could win that particular game if the caller calls some or all of their numbers. The first recorded lotteries were in ancient China where evidence of keno slips from the Han dynasty (205 – 187 BC) had been found. The proceeds from these lotteries were thought to have financed projects such as the Great Wall of China and by the 15th century the games had found their way to various European countries where the proceeds were also used for completing public projects. In the United States introduction of lottery games had an initial bumpy ride as most states viewed them as an addiction threat for the poor and working class communities. In New York an illegal “numbers game,” ran from the late 19th century until the 1960s and is considered to have been a precursor to the current state lottery. To play the game an individual would select three of the ten digits from 0 to 9, write them on a slip of paper and give the slip to a “runner” who took it to a “banker,” who on the following day would compare the numbers to a specific source which was published in the newspaper and pay the winner and runner a percentage of the daily “take” and keep the balance for himself. The game was very profitable for the criminal elements in the city. The source for the winning number depended on the banker and could be based on the last three numbers of the daily Treasury balance, or the total volume of stock market trades or of the total amount bet on a specific race at the local horse track. Today all but five states

(Alabama, Alaska, Hawaii, Nevada and Utah) have a legal lottery from which local projects or education benefit. Though there are many popular forms of lotto games, one of the most popular is bingo and is thought to have originated in Italy in 1530 and named "Lo Giuoco del Lotto D'Italia," which incidentally is still played in Italy every Saturday night. When it also became popular in Germany they used it as a game to teach their students math, spelling and history. The same game played in the United States first showed up near Atlanta, GA at a carnival and was initially called “beano” because when players with cards that contained a small series of numbers heard the caller announce one of their numbers they would cover it with a bean. When Edwin Lowe, a toy salesman became interested in the game he hired math professor, Carl Leffler, from Columbia University to design new cards with more numbers with combinations less likely to result in more than one winner. Leffler did come up with 6,000 new cards, the designs for which are in use today. When Lowe heard a beano player mistakenly call out “bingo” when winning he changed the game name to “Bingo.” The toy salesman later created the game of Yahtzee and it is noteworthy that in 1973 he sold his company for $26 million to Milton Bradley! The answer to the original question of whether Texas will ever approve casinos to operate in the state remains unanswered as the 2023 legislature is no longer in session and ended with action on House bill 2843 postponed. One can be sure, however, that whether one is for or against its passage, that the matter will be brought back for consideration again in 2025 when the state House and Senate are back in session. As the state legislators only meet every two years there is really no telling whether Texas will ever see legal casinos within its borders!

Heartfelt/Heart Broken February is famously related to issues of the heart. Usually, it is the romance of Valentine’s Day filled with hopeful love and romantic gestures. Sometimes it is the romance avoiders giving side-eye to the commercial aspect of flower mark ups, sky rocketing Godiva pricing and relationship commitments. Avoiding the in-your-face promotions of creating a Hallmark moment for a Hallmark created event is next to impossible. Only those secure in their relationships can hang tight to celebrate the day after with the 50% off deals that appear along with available reservations at any restaurant. My partner is well trained in making my heart swell in the month of forced romance. I get beautiful flowers the first week of the month, a very special chef prepared dinner sometime during the month and a collection of chocolate samplers marked down 75% long after the designated heart day. I love a great deal and he is the best at wheeling

and dealing to make my heart soar. However, there are other happenings that cause me great heartbreak. By the time you read this on or near February 1, the 2024 Super Bowl will be days away (and just a few days ahead of February14). If I were a betting woman, and I am, my bet is my beloved Dallas Cowboys will NOT be playing for that championship. This is an annual heartbreak for me as every year, just like Charlie Brown, I truly believe they will accomplish winning enough playoff games to appear in the Super Bowl. Charlie Brown lets Lucy hold that football every year, and every year she yanks it away as he makes his approach. Twenty-twenty-three was a stellar year for our Cowboys. Life-long fans have hung in there with grand hopes of a 2024 Super Bowl appearance, but deep in our hearts, we know the firstround playoff curse looms low above us. Even if Lucy is not holding the ball, the wins will be yanked out from under us. That is an unavoidable February heartbreak.

My Texas Longhorn roots are truly a lifelong dedication. My parents met on the campus decades back, my degree claims I attended enough courses to credit a graduation, although my GPA might dispute that accuracy. None-the-less, I carry on the family tradition of Longhorn loyalty. My Horns’ heart is frequently broken by anticipated sports victories (with the exception of the now National Volleyball Champions). Each year, I burntorange-up and cheer for the best. The 2023 football season was impressive, but many of us suffered that broken heart in the last seconds of that National College Football Playoff game against Washington. We hang in there for the love of the game, but we love that winning feeling filling our Horned hearts. The regular basketball season winds down in the month of hearts and many years our Horns, both men and women’s teams find their way into March Madness, but these past years, it has been more heartbreak as they almost make the Sweet 16 or the Elite 8. I will keep my heart beats in check as there is always hope in 2024 for that miracle run. Spurs fever has infected my family since 1973. For 51 years, that roller coaster team kept us engaged and entertained. When they hit rock bottom two years ago, we invested in season tickets for the first time. It

was affordable and hopeful at the same time. We renewed our tickets this past year just because our heart was in it for those young players playing their heart out but just not hitting those game winning shots. The draft of Victor Wembanyama came after our renewal, but the heart break continues as the team plays their hearts out attempting more than a four win season. February sends the team on their Rodeo Road Trip. Feeling the bumpy road love is tough. The boys are far, far away as the Stock Show and Rodeo dumps dirt on their court. Not to be too heartbroken, it is great fun each year to attend the performances of both the rodeo professionals and the musical acts that come to town to tug at our heartstrings. A performance from Keith Urban, Wynonna Judd, Brad Paisley, The Oak Ridge Boys, Brooks and Dunn and the rest of the line-up always fills the heart. Roaming the stock yards and enjoying the aroma of fresh animals in all their glory (and other stuff) brings back grand memories of times long ago with family members long departed. Always a heartful moment in February. Cheers to the spirit of the intent of this heartfelt month. May your love be true; may your hopes and dreams find their way to fill your heart; may your favorite sports team find victory in the season.

More Than an 8 Second Ride After the basketball court has been swapped for a dirt arena. After the most picture-perfect sheep, chickens, goats, and cows have been cleaned and trimmed up and finally loaded into their trailers. And after the Spurs have booked all their hotels for their 3week series of away games. Only then can the 1.3 million visitors of the great San Antonio Stockshow and Rodeo get ready to experience a lot more than an 8 second ride. A favorite local tradition that began here in 1950 has grown into a deeply connected and multifaceted series of events that transform our city for a few weeks in February. This annual event entertains, teaches, and keeps the tradition of rodeo alive for a huge number of attendees each year. Before you put on your finest hat and boots and head out to the grounds to experience all this centuries-old rodeo tradition has to offer for yourself, here's a preview

of who you'll probably run into. The 4-H and FFA Kids You'll immediately recognize the Carhartt jacket and working boots with a sleek collared shirt and starched pants. Often with a delicious rodeo treat in hand, these high schoolers are probably off to the goat or cattle barn. These guys and gals mean business - they've spent many months caring for and preparing their animals for this huge competition. They’ve spent innumerable hours preparing their tools and themselves for a few short moments in a show ring. They're hoping that their early mornings and hard work will amount to a best-inshow and a big scholarship. The Dedicated Long-Time Volunteer The rodeo logo on the jacket is a dead giveaway. But if you missed it, their friendly smile and energetic explanation of what you

need to check out this year will make sure you know who they are. You'll soon find out that behind that smile is countless hours of volunteer work. But don't assume they’re working in the auction barns or roping cattle because there are committees for all kinds of folks to get involved in. From the Wine Committee, which hosts a glamorous high-end wine dinner and auction fundraiser, to the BarBQue Cookoff Committee that plans one of the largest BBQ cookoffs anywhere in the state, to the Raffle Ticket Committee giving all rodeo attendees chances to win big prizes, the SA Stockshow and Rodeo is a huge cooperative system of interconnected committees working to promote rodeo culture, legacy, and education. They can proudly boast that they have committed over $223 million in funds to date. This is definitely not their first rodeo and it certainly won't be their last. The Super Savvy Local These super cool moms and dads are either rocking comfortable boots and jeans or tennis shoes and a hoodie. They've been coming to the rodeo grounds since they were kids. No stranger to the Gravitron or Tilt-a-whirl, these parents have wised up, gotten the wristband for their kids to ride until their hearts are content, and

have found the perfect picnic table to enjoy their near Thanksgiving-level smorgasbord: turkey leg, fajitas, and brisket nachos. They’ve got a babysitter and are coming back on Thursday to see the highly entertaining Ranch Rodeo. The Season Ticket Holder Getting to bypass at least some of the crazy parking traffic, they get to park in the VIP lots. These top-dressed folks strut their pristine ostrich boots and iconic felt hats as they find the best place to be. They’ll cheer on the bronc riders and ropers, but they’re not at the rodeo for the pig races and mutton bustin’. They’re probably coming to at least 5 or 6 of the rodeo shows this year, they’ve picked their must-see concerts and have invited their friends out to experience a slice of true Texas from the best seats in the house. You’ll surely run into these, and plenty of other folks, when you head to the rodeo this year. Buy tickets to see the rodeo event and concert, or get a grounds pass and spend time exploring and immersing yourself in the leather and denim-clad world of rodeo. There are so many ways to experience the San Antonio Stockshow and Rodeo, however you choose to do it, let’s get ready to rodeo, San Antonio!

A Great 2024 Start For Our Women’s Council Of Realtors® Network What better way to kick off the year than with our first industry event on January 11, 2024, at SABOR! The event was a huge success, and we are thrilled to have had such an amazing turnout. We had 85 people in attendance, eager to learn and network with other like-minded individuals. The highlight of the event was our keynote speaker, Thomas Blackwell, who gave an insightful and informative talk on how to utilize language to your advantage both personally and professionally. Blackwell is an accomplished author and speaker who has helped thousands of people improve their communication skills. Attendees were captivated by his speech and left the event feeling inspired and motivated. The speaker/author discussed the power of language and how it impacts our lives, both personally and professionally. He shared examples of how language can be used to

build relationships, inspire action, and create positive change. He also shared strategies for using language effectively, such as being mindful of the words we use, avoiding negative language, and using language that will build trust and rapport. The event culminated with a book signing by Thomas Blackwell, where attendees had the chance to meet the author in person, get their copy of his book signed and pick up copies for gifts. It was a great way to end the event and left everyone feeling inspired and motivated to take action in their personal and professional lives. We are grateful to all those who attended the event and helped make it such a success. We would also like to extend a special thanks to our partners who helped make the event possible, McKnight Title, Movement Mortgage, Paramount Credit Services, Your Time Home Inspection, and Renovation Sells. Moving forward, we are excit-

ed to build on the momentum of this event and continue to provide valuable opportunities for professionals in our industry. Not All Property Managers Are The Same It is true that not all property managers are the same! So, what makes you different? And how does that difference benefit your business? If a property owner interviews several property managers and you were unable to “seal the deal,” what could you have done differently to gain that prospects trust? Did you not succeed because of any of the following: the quality of your presentation, the terms of the management agreement, the services that you are offering or was it the way your ongoing communication will be handled? These are questions that should not go unanswered. If you are exactly where you envisioned your business would be by now, then Congratulations as you’ve worked hard to earn that position. If you are not currently in that position and if you haven’t done so already, take time to review your technology, marketing, communications, organizational chart, income flow and software systems. There’s always room for improvement, implementation and even removing what's not working. If change seems over-

whelming, ease yourself into it. Take smaller steps if needed. Remember, you are the boss, and it doesn’t have to be done in a day or by the end of January. However, every day that goes by is a missed opportunity to improve and grow your business. Whether you're just starting out or have been managing properties for a while, it should be in your best interest to move in a positive direction and enhance the outcome for the new year. Every step you take is impactful for your money flow and may even earn you more time with your family or for industry training and even a celebratory trip to enjoy the fruits of your labor. Make 2024 a challenge to get out of your comfort zone - take the classes, buy a new computer or iPad, upgrade your software, review your management agreement. Remember the phrase “it takes money to make money.” This should also be reviewed and completed in a strategic manner. The toughest part is getting started and then allowing the momentum to lead you on the journey.

Other suggestions would be to find an accountability partner to share your progress on a biweekly or monthly basis and become familiar with your industry publications. Make the effort to read a magazine or an online newsletter once a week to stay abreast of legislation and changing trends. These last few years in property management have introduced issues and mandatory requirements for handling our day-to-day business. If your goal is to run a profitable and successful business and be at your mentors' level, keep in mind that it does take work. Don’t be left behind by fear of change, confusion or by not following through. In fact, when you think about your business keep NARPM’s 2024 theme in mind as step #1- “Walking with a purpose.” This speaks volumes and all you need to do is take action. Step #2, look at our February calendar of events and for your next steps - I will leave it up to you to decide.

Ingredients: 18 fresh oysters, shucked 4 slices thick-cut peppered bacon, cooked & crumbled 3 tablespoons butter 1 package frozen chopped spinach, thawed & drained 1 teaspoon black pepper 1 small shallot, minced 2 garlic cloves, minced

2 tablespoons white wine 4 tablespoons heavy whipping cream 4 ounces gruyere 4 ounces Parmesan 4 ounces of Cream Cheese 1/2 cup Panko bread crumbs 2 tablespoons butter 1 tablespoon fresh parsley Rock Salt for baking Lemon wedges, for serving

Instructions: Preheat oven to 375. Spread the rock salt onto a baking dish and nestle the oysters into the salt bed. Melt the butter in a pan. Add garlic & shallots. Cook for 1 minute. Add spinach & season with pepper. Stir in the cheese until it melts. Pour in the wine. Cook for a minute & add the cream. Cook until thickened a few minutes. Stir in bacon(save some for garnish). Set aside. In a small bowl melt the remaining butter in the microwave. Stir in breadcrumbs and parsley. Spoon creamed spinach over each oyster, filling the shell. Sprinkle each with the breadcrumb mixture. Bake until golden & bubbly, 8 to 10 minutes. Garnish with remaining bacon. Serve with lemon wedges. Enjoy! XOXO
