Letter from the Editor

ARMY I just got back from the Great American Outdoor Show, the largest sportsmen’s show in the world, according to some sources. Rec Rider was perfectly in place there among some of our advertisers, and it was really great meeting so many fans and recruiting more! It was even better hearing the feedback on our new look, so thank you all for the compliments. I will pass them on. Our Composition Department and Brand Management Department worked hard to get it right, and I think they nailed it. Rec Rider has hit the next level. While out at the show, I heard one recurring sentiment the whole time I was there, and that was that there just weren’t enough places to ride. Rec Rider is going to start getting active on the trail situation in Pennsylvania and try to help make a difference. You’ll see an article in here each month from either the PaOHV, Fred Brown (Under the Dome), or myself letting you know what’s happening and how you can help. Keep your eyes open for it and help out when you can. It’s not really going to require any heavy lifting, just emails and phone calls to elected officials, but a coordinated effort will make a huge difference in what we can accomplish. There’s some great stuff in here this month, but my favorite is celebrating the achievements of the racers in our group. We were at two banquets for the ECEA and AWRCS and have coverage of them in here. Both are great series. We are also gearing up the Events section and will have it running in the April issue, so get us your events! That’s all I have, other than wishing that groundhog would take a flying leap. I wanna ride! There are good things coming, and riding season is almost upon us! See you on the trails.

Banquet 2014

The East Coast Enduro and Harescramble Association (ECEA) hosted its 2014 Award Banquet on Jan. 17 this year. The banquet was held at Valley Forge Convention Center in Pennsylvania. There were approximately 400 people, including the riders, as well as their families and friends, who showed up at the banquet this year. The doors opened at noon, starting off with the vendors. Then came the ECEA Fast Kidz awards. As the Fast Kidz were presented their award, you could see the excitement in their eyes and the biggest smiles on their faces. For the parents of the Fast Kidz, you could see how proud they were as their sons and daughters received their awards. Vee Rubber was the first to kick off the award banquet for the Fast Kidz, presenting three lucky kids a contract for Vee Rubber Tires for the year and along with goodie bag. In order to be chosen for this award, children needed to write an essay and have all straight A’s and B’s on their report card. Congratulations to Kenito Held, Ranger Emmons, and Celeb Baltimore. Vee rubber is one of the ECEA sponsors that has given not only 100% but 200%, including a special award to award to 3 Fast Kidz who rode every 50 and 65cc race this season. Kenny Baltmore from Vee Rubber and Rachael Theresa Kirat thought that these three ECEA Fast Kidz deserved this 200% award, which was presented to Caleb Baltimore, Josh Kloucheck, and Johnathan Kirat. Some other important highlights from the ECEA Fast Kidz banquet: Michael Beeler Jr. was presented with his number 1 plate from the AMA, as well as a brand-new KTM for this upcoming 2015 race season. Michael Beeler came in first place this past year, riding age 8-12 85cc Class A. Kyle Greenwicz was the grand champion for 50cc, receiving Kawasaki. It was a big day for so many, such as Noah Palmer, first-place champion of ages 13 to 15 85cc, and Julian Wojcik, grand champion for pee-wee.

Congratulation to each and every ECEA Fast Kidz member for some awesome riding, and get ready because race season is just around the corner. The adult banquet had just as much excitement, with our grand champion for hare scrambles being Tegan Temple. Grand champion for enduro went to Kyle Mcdonal, who also received second place overall in hare scrambles. These are some great achievements for the year. Some other top riders I’d like to mention for enduros are Jeff Pasqua in second, Jarod Kulp in third, and Ben Smith in fourth. The hare scramble top five were Kyle Mcdonal in second, Jack Lafferty Jr. in third, Joseph Ferraro in fourth, and William Schoeneberg in fifth. These are just a few highlights of the awards given at the banquet this year. The ECEA awarded trophies in all the adult classes approximately to the top eight or 10 riders of each class. Congratulations to each and every one you! Each year the members of the ECEA vote on the best hare scramble, endure, and most improved event of the year. This year, for the second year in a row, Hare Scramble of the Year went to TCSMC (Tri -County Sportsman Motor Cycle Club). Best Enduro went to VFTR (Valley Forge Trail Riders), and Most Improved Hare Scramble went to HMDR (High Mountain Dirt Riders). Congratulations! The ECEA had a lot of action going on at this year’s award banquet. Many venders held seminars, and some of these venders were Sold Performance, Don Chollahan MX, Samantha Bird Racing, and Belray Oils. Each one of these seminars had much to offer the riders and families. Samantha Bird Racing’s seminar hit on such topics as race recovery, nutrition, stretches, balance, and racing to beat the heat. Each one of these venders I have mentioned hit on important information, and those who went to these seminars learned a great deal. We thank each one of them for taking their time to come out and be a part of this ECEA event. We also want to thank the other vendors that attended, including Cheap A$$ Racing, Broomley, Amsoil, Fun Factory Racing, Matto Cycle, White Horse RV, Vee Rubber, and Cycle Playground, just to mention a few. A few of the vendors that I have mentioned above are also sponsors for the ECEA. A few that have been sponsors through 2014 are Vee Rubber, with tires on hand for those who may need one at the events; Fun Factory Racing, which is also set up at every race always ready to lend a helping hand to anyone who made need fixing before a race; Matto Cycle; White Horse RV; and Cycle Playground. ARE YOU SATISFIED WITH 250 MILES OF TRAIL ACCESS ON PUBLIC LAND?

The fear of being sued has prevented private landowners from opening their land for public recreational use for decades. In an effort to encourage more private land access the Pennsylvania Legislature, the Recreational Use of Land and Water Act was passed in 1965. This law limited the liability landowners would face if an accident or injury would occur. While this law proved beneficial in some instances, many innocent landowners were still sued only to be left facing the financial burden due to attorney costs to prove their innocence. Not only did they have to cover those costs personally or through their insurance company, those who once used that land for hunting, fishing, or flying their kites lost access to that land for fear of being sued again should another accident occur. Unwarranted lawsuits, development, suburban growth, and expansion of other activities into rural areas and government agencies that refuse to expand trails for ATV and off-highway motorcycle have severely limited where you can ride legally. Senate Bill 72 and House Bill 544 are designed to stop the loss of private land and to open some state land for motorized recreation. These bills, which were introduced by Rep. Dan Moul (R - Adams County) and Sen. Rich Alloway (R - Franklin County), with bipartisan sponsorship,

are intended to update the Recreational Use of Land and Water Act to include certain recreational activities not foreseen at the time the original Act was passed. The bill also addresses the two biggest concerns expressed by landowners - the fear of being sued and the costs associated with being sued - by providing for the recovery of attorney fees if landowners are found not to be responsible for the accident or injury of the recreational user. Similar provisions exist in the Recreational Use statutes in the states of Maine and New Hampshire. Senate Bill 72 and House Bill 544 have been before the House of Representatives and the Senate for several sessions. The bill’s sponsors ask for your help by writing, calling, and emailing your state representative and state senator to bring pressure on their leaders to vote on these bills. The time is now for your action to support these bills. If you want to join in support of these efforts, please let me know. Better yet, join PaOHV’s ACCESS ARMY by joining us. Part 2

By: Eric Stambaugh Moab Day 3: Slickrock and Porcupine Rim The plan for today is to stick close to Moab and ride in the Sand Flats Recreation Area. Close is right. We ride into town by going north on Spanish Valley Road and hang a right on Mill Creek Drive and a right on Sand Flats Road. In a minute or two, no more than 3 miles from downtown, we're at the entrance station. It's two bucks a head for a day pass. And yes, someone is there to take our money and give us maps. The Sand Flats Recreation Area (SFRA) is jointly controlled by Grand County, Utah, and the Bureau of Land Management. Its mission is similar to the La Sal OHV area. From their site: "SFRA’s mission is to protect the natural features of the area from adverse recreational impacts while providing access to sustainable and enjoyable recreational opportunities." Awesome. Call your senators, folks, and tell them this is how it's done. Anyway, the place is 9,000 acres of outdoor fun, mechanized or otherwise. Today we're interested in Slickrock Trail and Porcupine Rim. Despite its popularity among mountain bikers (bicyclists), Slickrock was created in 1969 by a dirt biker (motorcyclist) named Dick Wilson and the BLM. Today, motorcycles are still permitted. If you ride a dirt bike (or a mountain bike for that matter), I can guarantee that Slickrock Trail is like nothing you've ever seen before. First of all, the rock is not slick - it affords incredible traction with rubber tires - but it was named back in the day because the steel shoes of horses would slip on it. The rock is actually called Navajo Sandstone, and it looks like Mars. The planet Mars. Slickrock Trail is a 12-mile amusement park for adults. The trail is marked with white paint blazes on the rock, and it flows up, down, across, and around giant sandstone sculptures bordering two massive canyons and the Spanish Valley. Riding here can be a little disconcerting at first since the rocks are so steep and the trail often follows the spine, but once you get the feel for the traction, it's surprisingly satisfying. And those views. After Slickrock and a short break, we continue west 6 miles on Sand Flats Road to the trailhead of Porcupine Rim. Porcupine Rim is a more traditional two-track desert trail, but it is by no means routine. It drops in off of the dirt road and follows the canyon's edge with loose and fixed rock of all sizes. It's 11 miles or so to the turnaround point - the last few miles are so gnarly, it's closed to anything bigger than a bicycle. Here, the boys and I pick up the pace by calling on our Pennsylvania rock skills. There are numerous drops that are exciting to execute on the way out but that turn into challenging step-ups on the way back. We have PB&J sammys at the turnaround in the shade of a tiny scrub pine and then pick our way back to Sand Flats Road, riding at a slightly slower pace. After some dirt road, we are back at the entrance - dirty, sweaty, and smiling. We pass by the trailhead for Hell's Revenge, a popular Jeep trail and vow to bag that before the week's out. And now for something completely different... Moab Day 4: Sovereign Trail Singletrack is hard to find in Moab. This place is big. And so are most of the vehicles that people use to enjoy the terrain. Consequently, most of the trails, with the exception of Slickrock, are at least two-track (wide enough for an ATV). Here is where motorcycles have an advantage. If you consider the impact on the land, motorcycles have a similar "footprint" to mountain bikes and horses. Yes,

some will agree and disagree, but based solely on what I saw on the Sovereign Trail today, the singletrack portions of the trail are barely visible - sometimes even when you're riding them. We gear up and head north out of town on Route 191. Twenty miles seems like a long slog on the pavement, but it's better than loading up all of the bikes on a truck to get there. A short dirt road stint and we're at the trailhead. Like most of the land out here, Sovereign is multi-use. A nonprofit from Moab, Ridewithrespect.org, manages the system and, similar to La Sal OHV, reduces impact by designating which portions can be used by which vehicles. The singletrack is fantastic, fabulous, and superlative. Don't get me wrong: It's not easy, but the smooth sections flow and the rocky uphills give you a real sense of accomplishment if you clean them. There are even long sections of slickrock for your tractive pleasure. But the things that stand out about Sovereign are the goat-path switchback ascents and descents. These sections hug the terrain and sometimes require the rider to dismount to navigate the 180. And steep! At one point we are no more than 500 feet from our destination as the crow flies, yet it takes half a mile to get there. It's easy to imagine a cowboy, low in the saddle, picking his way down at sunset on his sure-footed horse. There are sections that we don't get to ride today, mainly due to the midday heat. So, unlike the cowboy would have been able to do, we actually ride into town and have ice cream in our gear. Talk turns to our next trip; we'll surely have to ride the rest of that singletrack. And there are so many canyons that we haven't seen. And Hell's Revenge still beckons. Maybe next time we won't come in June. Moab Day 5: Steelbender Since some of us have to leave Moab today and all of the bikes have to go, we are looking for a ride that is easy and close. Yeah, we choose Steelbender. Close? Yes. Easy? Not so much. The Spanish Valley runs roughly north and south with Arches National Park and Moab at the top, giant red rock cliffs to the west, and gentler mesas to the east. We've always wondered if there are trails on the east mesas, other than the Sand Flats area to the north. A little world wide interweb time last night yielded one option: Steelbender Trail - also known as Flat Pass. You can enter Steelbender from the south near Ken's Lake (reservoir for Moab) or north near the golf course. We go south. This route allows you to ride the lower spur of Steelbender, which is tough and exciting. Then, if you don't get lost (like we did), you can ride three quarters of the main loop and shoot out of beautiful Flat Pass near milliondollar homes. I'm not sure who named this trail, but I can imagine after four or five hours out there in a Jeep or on an ATV, you would have some bent steel. And aluminum. And cracked plastic. It's rocky, dusty, and steep, yet incredibly enjoyable. There are wet creek crossings, dry riverbeds, some slickrock, and rock walls so high and craggy you wonder how anyone makes it to the top. So here's the thing about riding in the desert. This morning during prep, we all let down our guard. Since we are only going for a partial day, not far from home base, we don't take as much water, food, and spare parts. Some of us forget sunscreen. The next thing you know, we're kinda lost and low on water, and we get a flat front tire. No big deal, we've got a spare tube. Then we get another flat front tire. Guess what? No more front tubes. Patch kit? Yes, but it doesn't hold. So now we've got one guy riding in with a flat front. And this stuff is brutal. We make it safely and still have a blast, but lesson learned. The ride out the pass is gorgeous. One moment we are in desert highlands, the next a green valley, then a rocky pass, and finally Moab 90210. While loading the trailer, we talk again of our next trip. Colorado someday? Idaho? Who knows for sure, but I'm putting my money on Utah.

These trails are open during the summer and winter seasons. The summer season runs from the Friday before Memorial Day through the last full weekend in September. The winter season runs from the day following the last day of the regular or extended antlerless deer season as established by the Game Commission through the following April 1. There are some trails that remain closed until after the late muzzleloader season. Please check with the individual forest district to see when the trails will open for the winter season.

The Bloody Skillet ATV riding area, located in Centre County, consists of 37 trail miles (Phase 1 & 2) and is accessed from SR 144 approximately 18 1/2 miles north of Snow Shoe. Access to these are from parking lots located at Big Flat along Shippensburg Road about 1-1/4 miles north of its intersection with Route 233 and on Piney Mountain along Bendersville Road south of Pine Grove Furnace State Park. Registration, Titling and Insuring Your ATV Who must register and title? All ATVs in Pennsylvania, except ATVs used solely for business or agricultural purposes, need to be registered and titled with DCNR. ATVs used in Pennsylvania must be registered and titled with DCNR’s Snowmobile/ATV Section. The ATV registration and titling fees are NOT user fees for the privilege of using trails on state-owned land. The fees provide funding to administer the program, maintain trails in DCNR-managed parks and forests, and provide grants to profit and non-profit organizations for developing additional riding opportunities.

Plates and Decals

An ATV owner will be issued a registration plate for the vehicle. An expiration sticker to be affixed to the plate will be issued for standard registrations.

Liability Insurance

If you are using your ATV solely on land owned or leased by you, you are not required to get liability insurance. All other riders must carry liability insurance. Proof of that insurance must be carried with you when you ride. There are no minimum requirements or coverage standards established by DCNR or the Snowmobile/ATV Law for the liability insurance.

The federally-operated Allegheny National Forest has more than 100 miles of ATV trails. ATV trail season runs from the Friday before Memorial Day through the last Sunday in September. Winter season is from December 20 to April 1. Contact the Allegheny National Forest Supervisor’s Office, P.O. Box 847, 222 Liberty Street, Warren, PA 16365, (814) 723-5150. Effective July 1, 2002, the Allegheny National Forest implemented the Fee Demo Program for ATV and motorized bike trails. An annual $35 permit fee is required, and can be purchased from any Allegheny National Forest office, and some local vendors, or online at www.fs.fed.us/r9/allegheny.

Seven Mountains Ramble (Dual Sport Licensed Motorcycles) - Riding areas are located in portions of Mifflin, Snyder and Union Counties in the Bald Eagle Forest. Loop 1 starts at the 7 Mountains Campground, located just south of Potters Mill or west of Milroy on Route 22/322. Compensation for Campground owner for parking strongly recommended. Proceed on Sand Mountain road to the trailhead at Ground Oak trail. The loop is about 30 miles long. AWRCS AWARDS BANQUET 2014 Thank you, Steve and Amy Stiller, for providing all of us the opportunity to race this series. It is definitely THE FINEST WOODS RACING SERIES..PERIOD! A big thank you goes out to all of our wonderful AWRCS staff, course marshals, and volunteers who dedicate their weekends to this series. We couldn’t do it without you! This year the banquet was held at the Monroeville Convention Center due to the overwhelming number of guests registering to attend. The series has grown dramatically in the last few years, and we would like to invite all of those interested in joining us to come try out the series or even one race or two or three. We can be found on Facebook under AWRCS - A True American Woods Racing Series. The website is www.awrcs.com. The banquet doors opened at 3 p.m. on Jan. 31, and the riders received tickets for each race they participated in. They placed their tickets in bins for the prizes they were interested in winning. Family members and friends of the participating riders who attended the banquet had the opportunity to purchase tickets for choosing a line of prizes for themselves. At 5 p.m., we were called by tables to enjoy a delicious buffet dinner and dessert. A giant playroom was provided for children, which included all sorts of activities. A 30foot blow-up elf bounce bungee run was also there, which provided hours of fun for the children. There was also a photo booth for everyone to use. The award ceremonies began after dinner, with the winners being awarded pit-boards with their favorite picture of the year printed on it. Mud Pit Words By Stephanie Gehman This month we continue with part two of the two-part with Chris Banks, the operations manager of the Toyota Sportsplex. Chris weighs in with his best tips and what he feels are the most important aspects of what to evaluate when kids and their parents are considering competitive racing. SG: Chris, as someone with a great amount of experience in racing, can you share with us your best tips for getting started? CB: I would recommend riding or racing wherever is easiest for the child and parents. If there is a hare scramble event five minutes from the house and the child says he or she wants to do a motocross event at the track two hours away, try persuading the child to try the hare scramble first and see how he or she likes it. Racing is racing, so there is no need to drive cross-state (when a child could) enter something right down the road. The experience of competing is what is needed at first. They also need to try motocross, enduro, hare scrambles and supercross. The best riders are good at all of them. Preparing to go to an event is something children need to be involved with. Do not do everything for them. They need to help maintain and load the bike, pack their gear and extra clothes and snacks, and whatever. This helps them learn about what it takes to prepare for these events. Some may not like this, but do not worry about winning. The first season or so, for a young child, he/she needs to get comfortable with the whole surrounding. Encourage children when they do well and encourage them when they don’t. It's OK to fall. It's OK to get stuck in a big rut. Do not get angry with them for this. Some other kid might take yours out, but do not yell at anyone. Sportsmanship needs to start here. These are the situations that will cause good riders to want to quit and never ride again, so it helps them when you don’t get angry. When the race is over and you finish second or third or last...go congratulate the winner and all the other riders. This helps create lifelong friends and shows everyone else the great sportsmanship you and your child have. This also will create friendships with other people just like you, looking to get their child into this great sport. Friends who learn together, ride together and race together. SG: And finally, Chris, do you have any parting thoughts you’d like to share with our readers? CB: This sport requires two major components, time and money. It will take both if you and your child want to become extremely competitive. If you’re not sure about either, it does not hurt to put him/her on a bike or quad and see how he/she does. Your child might love it or maybe not so much. If he/she does not love it, you are off the hook. You tried it and your kid will not be driving you crazy to get a ride. I doubt that, though; most kids, once they try it, are hooked. That is good because you would not want to miss out on those nights of bike prep, gear packing, and trip planning. Remember, this is quality time with your child. If a new bike and gear are in your budget, you are in great shape for a great start. If a used bike with some hand-me-down gear with a new helmet is in your budget, you are still in great shape. The most important thing for parents to remember is to not push their kids. They will love it or they won't. If someone is pushed who does not want to ride, he/she will never ride again. If the interest is not there, in a year or two it might be. By the time this article hits the newsstand, Motorama Motorsport Show will be history. The PaOHV’s ATV Simulator will be home in the garage, and the Great American Outdoors Show will be a fond memory. Over the eight days of the Great American Outdoors Show, the PaOHV volunteers there handed out more than 200 “Rules of the Trail” T-shirts. This was all part of the Rules of the Trail Challenge. Contestants mounted the ATV Simulator and were instructed on riding posture while riding on a slope. Then each would demonstrate riding postures for up, down, and across a hill. After that, each contestant demonstrated their knowledge of the Rules of the Trail. The reward for successfully completing the challenge was a PaOHV “Rules of the Trail” T-shirt and a list of certified ATV instructors. In Pennsylvania, the law requires ATV riders under the age of 16 to take a riders safety course to operate an ATV off any land not owned by their parent or guardian. However, with the purchase of every new ATV the owner can receive the required safety course free through the ATV Safety Institute. This offer includes both children and adults. Although the DCNR’s

ATV safety course is not free and isn’t for adults, it is a good alternative for riders on a used unit. DCNR’S course is only $50 and is a small price to pay for the safe operation of an ATV by a child. According to the Consumer Product Safety Commission, “All-terrain vehicles (ATVs) may present a risk of death or severe injury in certain circumstances.” Since 2004, more than 3,500 people, including many children, have died in accidents associated with ATVs. Many people have become severely paralyzed or suffered severe injuries as a result of accidents associated with ATVs. Every month, thousands of people are treated in hospital emergency rooms for injuries received while riding ATVs. Accidents occur for many reasons. It is PaOHV’s hopes that these numbers will decrease as more people take a certified ATV safety course. KORVA Story The

Photos & Story By: Tabbs Photography On Feb. 15, I took a trip down to the KORVA headquarters in single-digitdegree weather to have a meeting with the heads of KORVA. This meeting was to obtain some information that many may not know about KORVA and some details for those who might need a tad bit more information. KORVA was initially created so that unregistered vehicles would have a place to ride legally. As of right now, AOAA and Rausch Creek Off-road Park are the only places currently hosting KORVA rides. Hopefully in the near future more private land owners will allow them to host events on their land. Unregistered vehicles do not only include dune buggies; they also include rock crawlers, trackers, and any vehicle that is not road worthy, due to alterations to make them more capable off-road machines. These could include the old junker you left in the back of the yard to use as a mud truck or just to run around the property in as well. So Dennis Felty and John Mickle, the brains behind this operation, came up with the idea to create a group in which all off-road vehicles would be welcome. The problem is finding a way to insure these off-road vehicles, because people have tried repeatedly and failed to obtain insurance for their off-road vehicle for many reasons. KORVA was created to give every person with an off-road vehicle a chance to run at off-road parks and private lands with liability insurance for their vehicle. They have figured out a way to help off-road vehicles obtain the insurance that they need. They are in no way shape or form selling insurance or even able to provide insurance to for the individual

vehicle, but they have opened up the avenue in which you will be able to get insurance. One of the reasons these vehicles are classified as unregisterable is that they do not have a serial number, which is needed for the insurance process. Many buggies are created at a home job and not at a manufacturer, which is why they do not have a serial number. So what Dennis and John have figured out is how to get a number assigned to you through KORVA, which can be registered with the insurance company and therefore get the insurance you need to be able to be on the land. Another idea that has been in the process is more locations for these rides. Dennis went to Reading Anthracite with a written request for KORVA to be able to ride on privately owned land. They agreed to let them on the property, but they first wanted to see a certain number of members who had an interest before they would give the go-ahead to let the group have events on the property. So if you are not currently a member of KORVA and you have an off-road vehicle, this may be the group for you. You can find more information about this corporation and what they are about at KORVA.org or search for KORVA on Facebook. There will be two open rides for anybody each year, and KORVA is also entertaining an idea that if you come to a members-only ride that you can sign up that day. This is all up and coming for this year and should definitely make a great season. Check back again next month when we get into the different types of machines and some of the minds of the members.
